The relationship between the international mobility of academic researchers and social capital is complex. On the one hand, the literature suggests that social capital facilitates the international mobility of academics which, in turn, promotes the accumulation of international social capital, enhances research productivity, and advances careers. On the other hand, international mobility can isolate researchers from the national social capital in their origin countries. In this paper, I present the results of 42 interviews (...) in Canada and Germany to examine how academics in both countries have experienced the connection between international mobility and social capital. In addition to revealing the complexity of this connection, the results show that social capital facilitates international mobility and that mobility sometimes creates social capital. However, mobility can also lead to the loss of national social capital that negatively affects early-career researchers in particular. (shrink)

This article explores local variations in scientific practice through the lens of scientists’ international mobility. Its aim is twofold: to explore how the notion of epistemic living spaces may be mobilised as a tool for systematically exploring differences in scientific practice across locations, and to contribute to literature on scientific mobility. Using material from an interview study with scientists with experience of international mobility, and epistemic living spaces as an analytical frame, the paper describes a (...) set of aspects of life in science that interviewees described as being different in different places. These axes of variation were: embodied routines of research; resource levels and salaries; daily or longer-term rhythms of scientific life ; ‘efficiency’ and how work time is used; degree of hierarchy; the nature of social interactions between colleagues; the purposes of research; the social and interpersonal organisation of knowledge production; and the scale or ambition of research. In presenting an exploratory overview of these variations, the article points the way for future comparative investigation of epistemic cultures through studies of international mobility. (shrink)

Before the passage of the US Immigration Act of 1924, governments of migrant-receiving countries decided whether to admit most prospective immigrants only after they arrived at the border; afterward, the United States and then later other migrant-receiving states required prospective migrants and visitors to apply for visas in their country of residence before coming—an institution that Zolberg has termed “remote control.” Previous scholars wrote about remote control in terms of how it increased the capacity of states to reduce immigration, protect (...) their societies from external threats, and maintain sovereignty, but did not analyze in detail how it did so. Here I analyze three ways through which remote control was a model for a more general revolution in migration control that simultaneously reduced interactions between inhabitants in migrant-receiving societies and those in migrant-sending societies, slowed down the historical reduction of inequality between migrant-sending and migrant-receiving societies, and reduced research and critical awareness within migrant-receiving societies about remote control’s structural impact on societies in general. First, this institution brought more order and precision to the process of individually evaluating prospective visitors. Second, it enabled states to select and define authorized migrants according to their migratory purpose and to force other migrants either to demonstrate enough stamina and strength to enter unauthorized or to die trying. Third, by moving the migrant selection process to migrant-sending societies remote control reduced contact between residents in migrant-receiving societies and prospective migrants in migrant-sending societies. In these three ways, remote control has more generally constrained migratory opportunities and global mobility of individuals between distinct societies. (shrink)

This article draws upon concepts developed in recent empirical and theoretical work on high skilled and academic mobility and migration including accidental mobility, forced mobility and negotiated mobility. These concepts inform a situated, qualitative study of mobility among international postdoctoral researchers in life sciences and engineering fields who were employed at US and UK universities in 2008 and 2009. Despite the fact that there is unmet demand for nurses in health services around the world, some nurses migrate to destination countries to work as domestic workers. According to the literature, these nurses experience contradictions in class mobility and are at increased risk of exploitation and abuse. This article presents a critical discussion of the migration of nurses as domestic workers using the concept of ‘global care chain’. Although several scholars have used the concept of global care chains to (...) illustrate south to north migration of domestic workers and nurses, there is a paucity of literature on the migration of nurses to destination countries as domestic workers. The migration of nurses to destination countries as domestic workers involves the extraction of reproductive and skilled care labor without adequate compensatory mechanisms to such skilled nurses. Using the case of the Canadian Live‐in Caregiver Program, the study illustrates how the global movement of internationally educated nurses as migrant domestic workers reinforces inequities that are structured along the power gradient of gender, class, race, nationality, and ethnicity, especially within an era of global nursing shortage. Temporary international mobility is an increasingly relevant practice amongst academics. However, current literature lacks understanding on whether such mobility influences the individual academics’ entrepreneurial knowledge. This paper hypothesizes that temporary international academic mobility is conducive to the academic’s entrepreneurial knowledge and that interpersonal social networks play a crucial role in the transfer of this knowledge through their strength and size properties. We perform a Partial Least Squares - Structural Equation Model and build upon an original (...) survey data set collected amongst 281 Chinese academics. We find that the size of one’s interpersonal social network fully mediates the relationship between international academic mobility and entrepreneurial knowledge. This result points to the importance of a structurally broad - rather than a relationally strong - international social network in the academic’s accumulation of entrepreneurial knowledge abroad. This paper discusses the relationship between internationalisation, mobility, quality and equality in the context of recent developments in research policy in the European Research Area (ERA). Although these developments are specifically concerned with the growth of research capacity at European level, the issues raised have much broader relevance to those concerned with research policy and highly skilled mobility. The paper draws on a wealth of recent research examining the relationship between mobility and career progression with particular reference (...) to a recently completed empirical study of doctoral mobility in the social sciences (Ackers et al. Doctoral Mobility in the Social Sciences. Report to the NORFACE ERA-Network, 2007). The paper is structured as follows. The first section introduces recent policy developments including the European Charter for Researchers and Code of Conduct for the Recruitment of Researchers and the European Commission’s Green Paper on the ERA. The discussion focuses on concerns around the definition of ‘mobility’ and the tendency (in both policy circles and academic research) to conflate different forms of mobility and to equate these with notions of excellence or quality. Scientific mobility is shaped as much by ‘push’ factors (limited opportunity) as it is by the ‘draw’ of excellence. Scientists are exercising a degree of ‘choice’ within a specific and individualised framework of constraints. The following sections consider some of the ‘professional’ and ‘personal’ factors shaping scientific mobility and the influence that these have on the relationship between mobility, internationalisation and excellence. The paper concludes that mobility is not an outcome in its own right and must not be treated as such (as an implicit indicator of internationalisation). To do so contributes to differential opportunity in scientific labour markets reducing both efficiency and equality. (shrink)

Climate change threatens to trap hundreds of millions of people in dire poverty and to separate further an already deeply divided world. However, a new generation of activists is offering inspiration, serving as a hope-maker. This book offers an accessible and empirically informed philosophical discussion of climate change, global poverty, justice, and the importance of political responses, both internationally and domestically, that offer hope. Meyer, Gwen Ottinger, Mark Reiff, and Steve Vanderheiden to my book Mobilizing Hope: Climate Change and Global Poverty. Their concerns are insightful, many, and varied. My reply focuses on the following themes: The relationship between moral concern about climate change and moral concern abut global poverty, the role of hope in responding to climate change, the problem of plutocratic influences in democratic politics and (...) class='Hi'>international negotiations, the role of technology in responding to climate change, and the value presuppostion of the book. Education-migration, or the multi-step recruitment and retention of international students as immigrants, is an increasingly important component of both higher education and so-called highly-skilled migration. This is particularly true in Canada, a country portrayed as a model for highly-skilled migration and supportive of international student mobility. However, education-migration remains under-analyzed from a social justice perspective. Using a mobility justice framework, this paper considers COVID-19’s impact on Canada’s education-migration system at four scales: individuals, education institutions, state immigration (...) regimes, and planetary geoecologies. It identifies ethical tensions inherent to Canada’s education-migration from a systems-level and suggests that a multi-scalar approach to social justice can both usefully complexify discussions and introduce unsettling paradoxes. The author explores the implications of criticisms from the social sciences of methodological nationalism for normative theories of mobility. These criticisms lend support to a cosmopolitan social science that rejects a principled distinction between international mobility and mobility within states and cities. This article investigates elite young people’s transitions from the Leysin American School in Switzerland, an elite secondary school, to international higher education. These young people often moved to the UK or the US for higher education – locations associated with global status in the education market. However, I argue, new configurations of race and racism in those spaces may challenge some students’ elite status, despite their wealth. This article demonstrates that to navigate such issues in their transition to higher (...) education, these young people leaned on their diasporic networks. By doing so, they strategically and pre-emptively ascertained whether their power and privilege would travel with them when they became mobile. Significantly, then, this article attends to the differential experiences of members of the transnational elite and highlights the racial discrimination that they may face in mobility. It thereby complicates the notion of mobility as an effective strategy for elite status maintenance. (shrink)

Within the context of increased global migration and mobility, education occupies a central role which is being transformed by new human movements and cultural diversity, flows, and networks. Studies under the umbrella terms of migration, mobility, and mobilities reveal the complexity of these concepts. The field of study ranges from global child mobility as a response to poverty, to the reconceptualising of notions of inclusion in relation to pastoralist lifestyles, to the ways in which new offshore institutions (...) and transnational diasporas shape the educational experiences of students, families, and teachers. At the heart of this new research is a need to explore how identity, integration, and social stratification play a role in the story of global migration between and within the Global North and South. This volume focuses on three major themes: poverty, migration, social mobility and social reproduction; networks of migration within and across national education systems; and higher education and international student mobility, and the concerns and opportunities that go along with this mobility. The international group of researchers who have contributed to this book demonstrate how educational institutions are part of a common global project characterised by fluidity, how the social fabric of educational institutions responds to demographic diversity, and how new social differentiations occur as a result of human movement. By bringing together these contributions, a number of important theoretical and empirical methodological dimensions are identified that need more attention within the growing field of migration and education studies. This volume shows how mobilities and transnational interconnectedness create multiple interactions that tie our different educational projects together. ABSTRACT Despite the increasing interest in science exhibitions, there has been hardly any work on mobile science exhibitions and their role within science diplomacy – a gap this thematic issue is meant to fill. Atomic mobile exhibitions are seen here not only as cultural sites but as multifaceted strategic processes of transnational nuclear history. We move beyond the bipolar Cold War history that portrays propagandist science exhibitions as instances of a one-way communication employed to promote the virtues of the two (...) major and conflicting political powers. Instead, Science Diplomacy on Display follows mobile atomic exhibitions as they move across national borders and around the world, functioning as spaces for diplomatic encounters. Exhibitions play a vital role not only in the production of knowledge and the formation of political worldviews but also as assets in diplomatic negotiations and as promoters of a new worldview in which nuclear stands at the centre. They are powerful iconic diplomatic devices, that is systems of representations that capture the diplomatic processes in action and make the nitty-gritty details of international relations visible. This contribution aims to shed light on the interface between language competence and two significant developments in contemporary society: the increase in international mobility and the growing importance of mediated communication. First, I will highlight some common features of mobility and mediated communication and their interaction with second language proficiency, and summarize relevant findings from communication research and media studies. Next, I will focus on the relationship between language and media use. I will model the impact of (...) second language proficiency as a set of additional options within a variable context characterized by the interaction of linguistic competence, place of residence, and language status. I will analyze each factor in turn and illustrate my claims with data from empirical findings on student experience of residence abroad. I will then discuss implications for foreign language teaching before presenting some speculative thoughts about future developments. (shrink)

Introduction: Screen-based and mobile technology has grown at an unprecedented rate. However, little is understood about whether increased screen-use affects executive functioning, the range of mental processes that aid goal attainment and facilitate the selection of appropriate behaviors. To examine this, a systematic review was conducted.Method: This systematic review is reported in accordance with the Preferred Reporting Items for Systematic Reviews and Meta-Analyses statement. A comprehensive literature search was conducted using Web of Science, MEDLINE, PsycINFO and Scopus databases to identify (...) articles published between 2007 and March 2020, examining the use of mobile technologies on aspects of EF in healthy adults aged 18–35 years. In total 6079 articles were screened by title, and 39 screened by full text. Eight eligible papers were identified for inclusion. Our methods were pre-registered on the PROSPERO international prospective register of systematic reviews.Results: A total of 438 participants were included across the eight studies. Five of the eight studies examined more than one EF. Five studies measured inhibition, and four studies measured decision-making. Smartphone use was negatively associated with inhibition and decision-making. Working memory performance was found to be improved by increased time engaging in video games and by refraining from smartphone use prior to bedtime. Quality assessments indicated high risk of methodological biases across the studies and a low quality of evidence for determining the relationship between technology use and executive functioning.Conclusions: This review highlights the scarcity of the literature in this area. It presents a call for rigorous and objective research to further our understanding of the impact of mobile technology on different aspects of executive function. (shrink)

Aren Z. Aizura's Mobile Subjects: Transnational Imaginaries of Gender Reassignment is one of the best nonfiction books I have read recently. I was interested in Aizura's work because of the several ways in which this book's subjects resonated with my reflections on gender nonconforming subjects, gender reassignment, and the medical-industrial complex with a focus on interrogating the West/non-West binary. It focuses on trans and gender nonconforming people, issues of mobility, and access to various technologies for bodily modification. The new mobilities paradigm has yet to have the same impact on archaeology as it has in other disciplines in the social sciences - on geography, sociology and anthropology in particular - yet mobility is fundamental to archaeology: all people move. Moving away from archaeology’s traditional focus upon place or location, this volume treats mobility as a central theme in archaeology. The chapters are wide-ranging and methodological as well as theoretical, focusing on the flows of people, ideas, objects (...) and information in the past; they also focus on archaeology’s distinctiveness. The article offers an insight into road traffic accidents by unravelling both the internal elements and the social context of the so-called car–driver hybrid. It takes a critical perspective on the art of designing road safety. More importantly, it seeks to contribute to social studies of transport and mobility through development of analytical concepts within the discipline. The points of departure are the inherent ambiguities of mobility. The author suggests that ‘being in traffic’ is always determined by coexisting (...) forms of mobility and immobility. This ambivalent stage is then called motility. The author discusses car-drivers as motile hybrids, as they are mobile and immobile, as well as subjects and objects at the same time. In order to apply these concepts, the question of what happens to hybrids in crashes is addressed, employing Bruno Latour’s concept of ‘immutable mobiles’. The article concludes with a discussion of the social role of road safety experts, arguing that transport safety experts create a specific kind of spatio-temporal order within which the motile hybrid exists. It is the safety professional who decides when to take agency away from the subject and give it to the object, and it s/he who determines where to slow down and where to speed up the car–driver hybrid. This paper intervenes in debates on Chinese higher education and social (re)production strategies in the contemporary African diaspora, developing the link between ‘Chinese’ capitals, social status and spatial mobility. Drawing on semi-structured interviews with both disadvantaged and middle-class African international students, I unpack how migration to China will enable them to accumulate prized forms of capital and position advantageously in different spheres of African society. The paper focuses on two ‘Chinese’ capitals – specifically high proficiency in the Chinese (...) language, and exposure to and internalisation of Chinese lifestyles and practices – which are convertible to profit, distinction and secure coveted jobs in their respective home countries. By exploring how China’s ‘in the middle’ position within the global political economy and exercising its soft power over peripheries are reflected in the ways these African students and their families play the ‘class game’ and make higher education choice, this paper moves beyond the ‘West’ vs. ‘the Rest’ gaze and nuances an emergent mobility pattern within the Global South. I conclude by presenting an argument that in seeking these ‘Chinese’ capitals, the students and their families may enhance China’s geopolitical standing and facilitate its movement towards the ‘core’ within the arena of the world (knowledge) system. An earlier version of this paper was presented at the 2011 IEEE International Symposium on Technology and Society at Saint Xavier University in Chicago, Illinois. This paper describes a proposed mobile platform, Transafe, that captures and analyses public perceptions of safety to deliver 'crowdsourced' collective intelligence about places in the City of Melbourne, Australia, and their affective states at various times of the day. Public perceptions of crime on public transport in Melbourne are often mismatched with actual crime statistics (...) and such perceptions thus can act as social barriers to visitors and locals traversing within and through the city. Using interactive mobile applications and social media, the visualization of this crowdsourced safety perception information will increase the commuter's awareness of various situations in the City of Melbourne. In addition, through social behavioral analysis and ethnographic research, the collective public intelligence will also help inform the stakeholders of the city for future policy-making and policing strategies for safety perception management. At the centre of the proposed platform is the design and development of a mobile phone application that can contribute to people feeling safer by supporting users to report crimes and misdemeanors that they witness, and provide information about transportation and emergency services around where the users are located. The proposed application can also act as a crime deterrent with one feature that enables user tracking by up to three nominated friends if the user opts to activate tracking when feeling unsafe while roaming the city. Mobile technologies such as tablets, iPads, laptops, netbooks as well as mobile phones with internet connectivity and recording features present new challenges to the academy. In the age of convergence and with the encoding of several features into mobile telephony, private spaces of the classroom can be reconfigured through the mediation of technologies. In most cases, existing rules and regulations of higher education institutions do not comprehensively address these challenges. The introduction of new technologies into the classroom has been often (...) framed historically as vital and relevant for a progressive academic society or as part of a national imperative to transform the ways in which the authors access and engage with knowledge. This paper surveys British universities to examine how they govern the phenomenon of recording content through mobile technologies. The results reveal a pervasive use of mobile devices in UK universities and clear divergences in approaches to enacting mobile device-specific policies to govern the usage of these technologies. Studies document that in wartime, states often employ maternal imagery and mobilize women as mothers.Yet we know relatively little about when and why states and their opposition do so. This study seeks to build theory for this phenomenon through frame analysis of the Nicaraguan Contra War. The author proposes that maternal framing, aimed at mothers as well as a broader national and international audience, benefits militaries in at least three ways: channeling maternal grievances, disseminating propaganda through “apolitical” mothers, and (...) evoking emotions and sympathy nationally and internationally. This study furthermore explores three underexamined features of both gendered studies of war and frame analysis: It applies frame theory to states, it develops our understanding of crossnational gendered framing strategies, and it introduces gender framing to the study of war. Why do some business associations mobilize, engage in collective action, and take public stands against the populist right while others do not? This article examines business mobilization against the populist right in Germany, which is heavily export-oriented and reliant on the European and global market order. Drawing on interviews with three business associations, the article presents three key findings. First, economic self-interest is a powerful driver of business mobilization: perceived threats and vulnerability spurred two German associations to act collectively against (...) right-wing populism. However, mobilization is driven not by declining revenues or profits but by a mixture of values and material interests. Second, business associations that mobilize stress the need to reform the system, democratize the European Union, and address those who feel “left behind.” Third, medium-size, export-oriented manufacturers are the core business constituency supporting liberal democracy and the European Union. The article shows that some business factions can play a role in defending the liberal international order against right-wing populism. (shrink)

The remarkable growth in the application of information and communications technologies indicates a great shift toward a globally integrated society. The urban metropolises are turning into intersections of transit and migration of goods, capital, services, cultures, knowledge and especially people. Moreover the flow of bodies, information and money is changing the rules of what defines national territory, space and identity. Social realities with specific qualities are appearing, implying a new spatial correlation between the local and the global. International airports (...) and within emerging extraterritorial zones have become an important threshold controlling the flow of people in a free market economy. The airport border mutates into an abstract space permeating the physical territory of the airport and beyond. This abstract border space, within which mobile bodies operate, is created by a bureaucratic system of inclusion and exclusion particular to transition states. Transit zones at airports emerge because of a complex set of factors: border crossing as well as increasingly stringent security and safety regulations. The innumerable thresholds within these transit zones are points of congestion governed and increasingly supported by technological systems of identification. Within the transnation state, the movement of bodies is the constant subject of streaming and proceduralization. Increasingly, the conventional system of control based on face-to-face interaction between the controlling and the controlled is being replaced by the algorithmic precision of database logic. The paradigm of pattern matching ensures precise verification of the uniqueness of the body, in turn offering new potentials for permeability and flux. These different orders of legal and economic categorization create manifold sub-territories accessible to select groups of travellers. Nowadays, the airport is a transnation state spatialized through a new order of architecture, a manifestation of technology of abstract procedures of transition, inclusion and exclusion, adopting emergent patterns of socio-spatial mobility in a globalized network. This article claims that the study of irregular migration may be a strategic research material for the development of an adequate understanding of contemporary society. The field, however, suffers not only from a lack of reliable empirical data, but also from endemic undertheorizing. The article shows how the attempt to develop an understanding of irregular migration from within a general theory of modern society has positive consequences both for the clarification of the problems and for the design of research programs (...) able to deal adequately with the phenomena. Particularly, it is argued that a theory of modern society centered on its form of differentiation may help to clarify both the political dimension of contemporary international mobility, the variety of irregular statuses existing in the foreign population of receiving countries, and the condition of inclusion and exclusion of irregular migrants. The conditions of climate change are increasingly shaping the modern era of international migration; yet the principles and norms that shape the international regime are struggling to keep pace with this reality. Because forced environmental migration is becoming more prominent, it is necessary to respond at the international level. Not only is it the ethical responsibility of the international community to recognize special mobility rights for envi­ronmentally displaced peoples, but further, these rights should be maximized (...) with policy-oriented solutions that sacrifice neither feasibility nor ethical robustness. Analysing some of the key discourses of ‘globalization’ and their relationship to global/local processes of gender, the article makes a distinction between the ‘global’ and ‘globalization’, such that the latter is seen as only one dimension of the ‘global’. Globalization is understood as comprising complex and contradictory phenomena with diverse and differential impact across distinct categories of people, localities, regions and hemispheres. Hence, the notion of being straightforwardly ‘for’ or ‘against’ globalization is problematized. The essay explores media response to a (...) major global event — the bombing of the World Trade Center in New York and the Pentagon in Washington DC on 11 September — in terms of the ‘agenda setting’ role of the US's ‘mainstream’ national television news coverage in the aftermath of the first two weeks. A subsequent peace rally, the ‘International Day Against War and Racism’, held in Washington DC, is analysed as the site for the emergence of a new oppositional political subject in the current context. The international #MeToo campaign against sexual harassment constitutes the most prominent contemporary campaign against sexual harassment worldwide. It exposed the issue by undermining the ‘culture of silence’ prevailing in several contexts, including political institutions. This article analyses one specific variant of #MeToo, the campaign MeTooEP that emerged in the European Parliament. MeTooEP is unique in many ways: it was the first collective action against sexual harassment in parliaments emerging in the #MeToo aftermath and it was the first collective action (...) within the EP led by members of the staff, which eventually drove some internal policy changes. Using a unique, large interview dataset, the analysis shows how the actors behind MeTooEP were crucial in shaping the campaign. Their knowledge of institutional rules, practices and daily presence in the EP facilitated their advocacy and transformed the Parliament into an enabling platform for their actions. With the help of Feminist Institutionalism, the analysis demonstrates how the formal and informal institutional EP bodies with their rules and regulations shaped MeTooEP in ways that constrained and empowered it.
