O artigo descreve sinteticamente as mudanças observadas nas funções e composição do Conse­lho de Estado durante a Monarquia Constitucional, procurando indagar a relevância política de uma instituição concebida desde o início para aconselhar o monarca. Não obstante a parcimó­nia das fontes coevas, e até alguns exemplos contraditórios, parece inquestionável que em vários momentos críticos as decisões políticas do monarca foram influenciadas pela opinião do­minante no Conselho de Estado. A finalizar, o artigo apresenta uma biografia colectiva dos 73 indivíduos que foram (...) nomeados conselheiros de Estado efectivos entre 1833 e 1910 – e que po­demos definir como o núcleo central da elite governante –, focando algumas características sociodemográficas (naturalidade, idade, educação, profissão, títulos nobiliárquicos) e tipos de experiência política. Purpose: This study aimed to develop a stroke effectiveness test in table tennis based on the temporal game structure to assess the ball speed and ball placement of the players, with a purpose to analyze its reproducibility and validity. Methods: Nineteen male table tennis players participated in this study. The test was performed twice during the first session and once during the second session to assess the intrasession and intersession reproducibility, respectively. Moreover, the test was examined on its ability to (...) discriminate between regional and local performance-level players and on the relationship between the test results and the table tennis performance to assess the discriminant and concurrent validity, respectively. In general, the test consisted of 11 simulated rallies of 2–5 balls with the effort and rest ratio of 0.5, and focused on attack with offensive strokes at defensive balls delivered by a robot randomly between the left and right positions on the table. Results: Ball speed, ball placement, and ball speed-ball placement index showed satisfactory reliability and agreement outcomes. Additionally, the Bland-Altman plots show the systematic error of the analyses closer to 0, and that most values were within the limits of agreements. Concerning validity analyses, regional players had higher scores of ball placement and ball speed-ball placement index as well as made fewer errors than local players. Moreover, ball placement, ball speed-ball placement index, and percentage error presented a strong and significant correlation with table tennis performance. However, ball speed was slightly different between the regional than local players and this variable was not related to table tennis performance. Conclusion: Our findings show evidences that the test is reproducible. Moreover, discriminant and concurrent validity are confirmed for ball placement and ball speed-ball placement index. (shrink)

Ship-type identification in a maritime context can be critical to the authorities to control the activities being carried out. Although Automatic Identification Systems has been mandatory for certain vessels, if a vessel does not have them voluntarily or not, it can lead to a whole set of problems, which is why the use of tracking alternatives such as radar is fully complementary for a vessel monitoring systems. However, radars provide positions, but not what they are detecting. Having systems capable of (...) adding categorical information to radar detections of vessels makes it possible to increase control of the activities being carried out, improve safety in maritime traffic, and optimize on-site inspection resources on the part of the authorities. This paper addresses the binary classification problem (fishing ships versus all other vessels) using unbalanced data from real vessel trajectories. It is performed from a deep learning approach comparing two of the main trends, Convolutional Neural Networks and Long Short-Term Memory. In this paper, it is proposed the weighted cross-entropy methodology and compared with classical data balancing strategies. Both networks show high performance when applying weighted cross-entropy compared with the classical machine learning approaches and classical balancing techniques. This work is shown to be a novel approach to the international problem of identifying fishing ships without context. (shrink)

In this article, we seek to analyze some of the methodological assumptions that contribute to the understanding of Foucault’s nominalism, as well as some of the theoretical consequences of this nominalism. With this intent, in the first part, we deal with his “refusal” of universals, emphasizing the distinction, made in the first volume of the History of Sexuality, between sex and sexuality. In a second moment, we underline this option of Foucault’s method based on excerpts from Nietzsche that demarcate the (...) knowledge’s arbitrary and contingent character. (shrink)

The purpose of the present study is to examine the attitudes of Portuguese chartered accountants with respect to questions of ethical nature that can arise in their professional activity. Respondents were asked to respond to the Ethics Position Questionnaire developed by Forsyth (Journal of Personality and Social Psychology 39(1), 175–184, 1980), in order to determine their idealism and relativism levels. Subsequently, they answered questions about five scenarios related to accounting practices, with the objective of measuring their ethical judgments. Based on (...) the idealism and relativism levels of our respondents, they were classified into one of four groups, representing different ethical ideologies (absolutism, exceptionism, subjectivism, and situationism). The results indicated that age was the major determinant of relativism. Contrary to previous research, older respondents revealed themselves significantly more relativistic than younger ones. Gender seems to be the most important determinant of ethical judgments; against expectations, men evidenced significantly stricter judgments than women in two of the five scenarios. Findings also indicated that respondents’ ethical judgments did not differ significantly based on their ethical ideology, supporting the idea that ethical ideology is not an important determinant of ethical judgments. El análisis sobre la conocida posición de Mariano Menéndez Pelayo en torno a los mozárabes del siglo IX, podría ser tratado como un estudio de caso donde se pone de manifiesto una de las muchas instancias de persistente tradicionalismo ideológico que podemos encontrar en la historiografía española del siglo XIX ‒el artículo analiza algunas de sus raíces e implicaciones.

First, I look at the EPR correlations from a purely phenomenological point of view and claim that common cause explanations of these cannot be ruled out. I argue that an appropriate common cause explanation requires that no-conspiracy conditions are reinterpreted as mere common cause-measurement independence conditions. In the right circumstances then, violations of measurement independence need (...) not entail any kind of conspiracy (nor backwards in time causation). To the contrary, if measurement operations in the EPR context are taken to be causally relevant in a specific way to the experiment outcomes, their explicit causal role provides the grounds for a common cause explanation of the corresponding correlations. Machine stability and energy efficiency have become major issues in the manufacturing industry, primarily during the COVID-19 pandemic where fluctuations in supply and demand were common. As a result, Predictive Maintenance (PdM) has become more desirable, since predicting failures ahead of time allows to avoid downtime and improves stability and energy efficiency in machines. One type of machine failure stands out due to its impact, machine overstrain, which can occur when machines are used beyond their tolerable limit. From the current (...) literature, there are little to no relevant works that focus on machine overstrain failure detection or prediction. Accordingly, the purpose of this paper is to implement and compare four Machine Learning (ML) algorithms for PdM applied to machine overstrain failures: Artificial Neural Network (ANN), Gradient Boosting, Random Forest and Support Vector Machine (SVM). Moreover, it proposes a training methodology for imbalanced data and the automatic optimization of hyperparameters, which aims to improve performance in the ML models. To evaluate the performance of the ML models, a synthetic dataset that simulates industrial machine data is used. The obtained results show the robustness of the proposed methodology, with the ANN and SVM models achieving a perfect recall score, with 98.95% and 98.85% in accuracy, respectively. (shrink)

O presente texto tem como objetivo pensar a ação política interrogando sobre a sua relação com o Estado. Parte de uma problematização sobre a política a partir da experiência do cotidiano afirma a importância da abordagem filosófica do problema e se situa como um pensar em sintonia com grupos que fazem oposição às perspectivas neoliberais que submetem a política ao econômico. Discute algumas ideias de John Holloway e Alain Badiou sobre ação política em composição com formulações relativas ao Estado e (...) a ação política como o anarquismo e Robert Nozick. Por fim, propõe ainda uma perspectiva de se pensar a ação política resgatando algumas proposições de Foucault e Deleuze. (shrink)

O presente trabalho tem como tema central a educação científica antirracista. Fizemos uma problematização da Lei 10.639/2003 e da Resolução Consuni UFG nº 07/2015 para evidenciar que os referidos documentos transmitem uma ideia colonizadora. A pesquisa está fundamentada no pensamento decolonial, com destaque para as noções de colonialidade do saber e do poder. A metodologia empregada é a revisão bibliográfica, com ênfase nos principais pensadores do Grupo Modernidade/Colonialidade (M/C), como Aníbal Quijano (2005) e Ramón Grosfoguel (2016). A partir dessa base (...) teórica aplicada aos documentos legais, conclui-se que a Lei 10.639/2003 e a Resolução Consuni UFG nº 07/2015 possuem em seu texto ideias de natureza colonizadora, pois não se percebe no texto a voz daqueles que foram historicamente subjugados. Conclui-se também a importância de uma abordagem decolonial consistente na educação superior que para que se reconheça e valorize os saberes e conhecimentos dos povos marginalizados não apenas como objeto de estudo, mas como uma via para a construção de uma ciência antirracista mais consistente. Scott Sehon argues that the conception of determinism employed in the Consequence Argument is implausible because it rules out the logical possibility of the laws of nature being violated. Sehon says, for instance, that determinism is incompatible with the logical possibility of an interventionist God. His objection to the Consequence Argument boils down to a way of reading the box in what is implied by van Inwagen's conception of determinism. Sehon reads the box as logical necessity, and this clearly precludes (...) the logical possibility of the laws of nature being violated. However, I argue that determinism as employed in the argument is not implausible. First, I try to show that it is legitimate to read the box of □ as either metaphysical or logical necessity depending on the account of laws that one assumes. If one accepts a fully Humean account of laws, then the box should be read as logical necessity. Nevertheless, I argue that this is not a problem for the Humean. On the other hand, if one reads the box as metaphysical necessity, which is mainly motivated by the dispositional account of laws and might be motivated by Armstrong's account, then determinism is compatible with the logical possibility of the laws being violated. My dissertation is a critical study of Jose Ortega Y Gasset's attempt to reconcile his notion of lived-experience , which is fundamentally immediate experience, with his idea of life as vital-reason. But life as vital reason is, itself, best understood as consisting of life as a rational-existential project. This, in effect is Ortega's manner of fusing idealism and realism. The result of this mediation is to be interpreted as the self-with-things or what amounts to: I-in-the-world. Man is never what he (...) is in his immediacy and therefore he must create his essence through a self-conscious existential project. Thus, Ortega's notion of life as radical reality is the culmination of an underlying dialectic that is present throughout his work. That is, man's self-awareness of his life as a pre-reflective extranatural phenomenon vis-a-vis the material world can only be understood through reflection and therefore never in its immediacy. Therefore I conclude that for Ortega the synthesis of these apparently antithetical notions culminates in a form of subjective idealism given that primacy is necessarily attributed to the self over the external world. Even though I accept the fundamental tenets of his argument concerning the synthesis of Realism and Idealism and Rationalism and Vitalism, I have focused upon the inherent tension that exists in any such reflective endeavor. I believe that due to Ortega's emphasis that all reflection must originate and therefore concern itself with life as phenomenon, his philosophy necessarily gives primacy to the self over the material world . In arguing "Yo Soy Yo Y Mis Circumstancias" Ortega stresses the character of the Rational Vitalism that results from my self-awareness of my life as a problem for reflection that is forged through my necessary dealings with the world. The result of this self-knowledge is the foundation of a metaphysics of life that is best understood as man as radical reality. (shrink)

The enactive approach and the skilled intentionality framework are two closely related forms of radical embodied cognition that nonetheless exhibit important differences. In this paper, I focus on a conceptual disparity regarding the normative character of action and perception. Whereas the skilled intentionality framework describes the norms of action and perception as the capacity of embodied agents to become attuned (i.e., skilled intentionality) to preestablished normative frameworks (i.e., situated normativity), the enactive approach describes the same phenomenon as the enactment of (...) norms (i.e., as sense-making) at different levels of organization that go from individual biological agents to linguistic encounters. I will argue that although both accounts accurately recognize important features of the norms of action and perception, they also have significant shortcomings. Norm-attunement accurately sees normative, ecological frameworks as the necessary set of constraints for the existence of norms at play in sociocultural bodily practices, but it fails to acknowledge the temporal and open-ended character of these norms and frameworks. Norm-enactment, by contrast, acknowledges that norms of action and perception are temporally open-ended, but fails to explicitly recognize that environmental normative frameworks are necessary for the enactment and development of all sort of norms in the interactional domain of an agent-environment system. To overcome these problems, I propose an enactive-ecological approach to norms of action and perception. This approach consists in describing norm-enactment as a result of a developmental process I call norm-development. This process describes the enactment of norms from the background of ecological, normative frameworks. These frameworks are norms enacted in the past of the interactional history of the agent-environment system that remain open to new configurations (new norms) in the present. To clarify conceptually norm-development, I appeal to Merleau-Ponty’s descriptions of norms of perception, and more particularly to his concept of spatial levels. Like the enactive approach, Merleau-Ponty recognizes that perceptual norms emerge in the interactional history of the agent-environment system, but he also posits that ecological, normative frameworks, that he calls levels, enable and constrain the emergence of perceptual norms and its development. In this paper, I intend to explore the 16th century Italian work entitled Divisione della filosofia (1895) by the writer Benedetto Varchi, by reflecting on concepts raised and discussed throughout the history of philosophy, such as art and science, while making a thorough analysis of the text and the conceptions exposed by the historian. From a historical-philosophical point of view, I intend to investigate a varchian corpus from the Renaissance period, thus, I examine the statements and inferences of the Florentine (...) writer, in order to make explicit his vision concerning the division and hierarchization of the areas of theoretical and practical knowledge of Philosophy. I then conclude how the classification that summarizes more than two thousand years of notions coming from Greek, medieval and renaissance philosophies could help in the formulation of the functions of knowledge and how they relate to the practical life of individuals in the Renaissance period. Se discuten en este trabajo las implicaciones ontológicas de un posible modelo de causa común para las correlaciones EPR, cuya característica principal radica en el hecho de que las operaciones de medida en ambas alas del experimento son explícitamente relevantes para las causas comunes. Gracias precisamente a este tipo de dependencias entre causas comunes y operaciones de medida, el modelo sortea las implicaciones del teorema de Bell. El modelo, sin embargo, resulta patentemente no local, lo que se refleja bien en (...) una ontología en que las causas comunes se conciben como eventos deslocalizados espacio-temporalmente o, en caso contrario, en la existencia de interacciones causales no locales. We offer a review of some of the most influential views on the status of Reichenbach’s Principle of the Common Cause (PCC) for genuinely indeterministic systems. We first argue that the PCC is properly a conjunction of two distinct claims, one metaphysical and another methodological. Both claims can and have been contested in the literature, but here we simply assume that the metaphysical claim is correct, in order to focus our analysis on the status of the methodological claim. We briefly (...) review the most entrenched or classical positions, including Salmon’s ‘interactive forks’, van Fraassen’s scepticism, and Cartwright’s generalisation of the fork criterion. We then go on to review the results of the ‘Budapest school’ on the existence of formally defined screening-off events for any correlation —by means of the ideas of probability space extensibility and (Reichenbachian common cause) completability. We distinguish the Budapest doctrine clearly from any of the classical conceptions, and thus present an overall framework for discussions of causal inference in quantum mechanics. The framework, however preliminary, is essential work for a thorough assessment of the conditions under which PCC may be a reliable tool for causal inference in a genuinely probabilistic (indeterministic) context. El presente trabajo recupera, caracteriza y evalúa el marco antropológico subyacente en la Declaración de los Derechos Humanos de 1948. This paper examines and evaluates the models and the most important methods for solving clinical cases; namely, 1) principlism, 2) deontologism, 3) consequentialism, 4) casuistry, 5) virtue ethics and 6) ethics centered on the person. The strengths and weaknesses of each are weighed and an instrument is proposed to facilitate this type of analysis. As a group, the preference is for a methodology that articulates three models: the virtue approach, the person-centered approach, and these two in harmony with an ethics (...) centered on principles. The reasons for this comprehensive option are based primarily on recognition of the primacy of the dignity of the human person and on acknowledgement that complex clinical situations require a comprehensive view of both the person and clinical practice. The latter requires virtues, ethical principles and recognition of the human person as being endowed with inherent dignity and, in turn, as the foundation of ethics and clinical practice. The text delivers a twofold analysis of negationism. On the one hand, it is taken as an ideological phenomenon characterized by a critique of modernity construed from the outside of its customary assumptions. On the other hand, an objective sort of negationism is found in the historical unfolding of the intrinsic limitations of modern socialization. These are brought forward by attention to the class content of the class character of the institutions regularly evoked by the apologetics of modernity – civil (...) society, science, the State. Progressivism, we suggest, the main target of negationism, is the tradition occupied with that apologetics, either promoting an intellectual critique of, or simply overlooking, the afore-mentioned class character, which, however, becomes historically undeniable to the common people, consistently victimized by it throughout modern history. In this sense, the modern social process is characterized as civil war. (shrink)

In this paper, I challenge the widespread view that Measurement Independence adequately represents the requirement that EPR experimenters have free will. Measurement Independence is most commonly taken as a necessary condition for free will. A number of implicit assumptions can be identified in this regard, all of which can be challenged on their own grounds. As a result, I conclude that Measurement Independence-type conditions are not to be justified by appealing to the preservation of the EPR experimenters’ free will.

RESUMO O artigo reflete sobre a pesquisa em andamento da autora, na linha de processos educacionais em artes cênicas, investigada pela via do Teatro em Comunidades, eixo específico abraçado pelo campo da Pedagogia do Teatro e fundamentado pela obra dos mestres contemporâneos Bertolt Brecht, Augusto Boal e Paulo Freire. O ponto de tensão desta discussão é o questionamento acerca da possibilidade de investigar a prática do Teatro em Comunidades como capaz de contribuir para construção de uma sistematização de procedimentos pedagógicos (...) teatrais em Educação Não Formal dirigida à formação de artistas e educadores, analisando de maneira crítico-reflexiva os resultados do estudo teórico-prático com enfoque em duas noções-chave: o gestus social e a dialogicidade. O estudo está sendo desenvolvido com jovens, professores e artistas da comunidade sede do município de Seabra, Bahia. Ao tecer considerações sobre a pesquisa de campo em andamento, conclui-se que um estudo desta natureza é relevante por conduzir a formação de artistas e educadores por um território de prática artística teatral que contribui para a edificação de um conhecimento consolidado a partir da ação coletiva, da experimentação prática e elaboração reflexiva pelo estudo das relações sociais.
