The purpose of the study is to develop theoretical and organizational and methodological recommendations for improving state financial control. The article analyses the main performance indicators of the state financial control bodies, identifies the weaknesses of their activities, groups of problems and shortcomings of the current state financial control system. The scientific novelty consists in the development of a set of measures aimed at improving state financial control in the Russian Federation. The availability of free health care to all citizens has been regarded as a great achievement of the Soviet society. In recent decades, however, decreased funding of the state-run health care system has led to a deterioration in the quality and quantity of available medical equipment and services. More than 50 percent of the Russian population is dissatisfied with the health care system and the attitudes and moral standards of their health care providers. Philosophy is an abstract theoretical discipline. However, a new trend that develops experimental methods in philosophical research has recently been gaining popularity extending to the fields of philosophical research that have not seen experimental methods earlier. This article addresses the question of whether it is possible to investigate philosophical questions with empirical methods. Two areas of research are considered – philosophy of language and semantics and epistemology. In these subfields of philosophy, the application of experimental methods has recently lead to (...) a noticeable progress. Empirical methods are justified in those disciplines in which arguments in favor of a particular theory are based on the study of our intuitions. Experiments only serve to obtain more objective representations of our intuitions, and philosophical argumentation is built further based on these intuitions. The authors argue that the use of experimental methods in semantics is compatible with anti-psychologism about meaning. The latter point is particularly controversial because linguistic intuitions or intuitions about the meaning have often been viewed as something that speakers have clear cognitive access to. However, when experimental research (even when it is a collection of controlled judgments) shows results that are different from what the field has been previously assuming, a revision is called for. The authors review several cases of such refutations calling for further revisions and argue that such experimental work helps arguments in philosophy of language and epistemology gain more sound ground with respect to the empirical data that they build on. In philosophy of language and theoretical linguistics, the cases explored in this article relate to the differences between languages with and without articles and to the predictions about the availability of certain interpretations of such expressions or lack thereof. It is further shown how a similar method of identifying the existent or non-existent interpretations was used in the studies of the meaning of “most”. In epistemology, the article discusses the results of some recent experimental work relating to the knowledge ascriptions. The speakers’ intuitions about the famous Barn-examples have recently been shown to diverge from what philosophers have claimed, building their far-reaching arguments on the data that was arguably incorrect. Taking the regime established by the Convention on Biological Diversity as a foundation, the purpose of this article is twofold. First, it examines how the international biodiversity regime integrates the private property paradigm into its toolbox for conservation and sustainability and then critically evaluates the shortcomings of the intellectual property mechanism. Second, it argues that the increasing ubiquity of open access emerging technologies should lead the international community to carefully assess the benefits for conservation research of reverting to a framework (...) that places biodiversity within the global commons. The impasse between global commons advocates and the intellectual property status quo obscures the underlying problematic of the “commodity fiction” of biodiversity and increasing use of digital sequence information likely exacerbates power asymmetries. One remedy explored here is an alternative to these two approaches that dislodges rather than discards the concept of private property. Drawing inspiration from Polanyi and building on May (2010), the article shows how a hybrid approach bridging a public and private conception of genetic resources and traditional knowledge could more effectively and equitably distribute benefits to countries and communities providing resources of value to industry. Se realizó un estudio de intervencisn educativa, con el objetivo de determinar el nivel de conocimientos acerca del VIH/sida en estudiantes de la ESBU "Marcos Rammrez Rodrmguez" en el permodo comprendido desde el 1ro de marzo al 30 de mayo del 2010. Se estudiaron 150 adolescentes, escogidos de un universo de 347, a travis de un muestreo por conglomerado bietapico. Inicialmente se aplics una encuesta previamente sometida al mitodo de expertos (Delphi) y evaluada de muy adecuada, donde se determins que (...) el 82 % tenman conocimientos generales inadecuados Despuis de la intervencisn educativa -evaluada de muy adecuada por el mitodo de expertos- el 98,7 % de los adolescentes alcanzaron un nivel de conocimientos adecuados. El analisis estadmstico utilizando la prueba de McNemar, evidencis la asociacisn estadmsticamente significativa (p=0.0000) entre el nivel de conocimiento que tenman los estudiantes antes y despuis de la intervencisn, lo que demostrs que el modelo educativo-participativo empleado aumenta el nivel de conocimientos en los adolescentes. A study of educational intervention was carried out in order to determine the level of knowledge about HIV/AIDS in students of Marcos Rammrez Rodrmguez ESBU in the period from March 1th to May 30th 2010. 150 Teenagers, selected from a universe of 347, were studied through a conglomerate two sampling. Initially, a survey previously submitted to method of expert (Delphi) was applied and properly assessed. It was determined that 82 % had inadequate general knowledge. After the educational intervention - assessed fairly by the method of expert - 98, 7% of teenagers achieved an adequate level of knowledge. Statistical analysis using the McNemar test, showed a statistically significant association (p = 0.0000) between the level of knowledge that students had before and after the intervention, which demonstrated that the educational participative model used increases the level of knowledge among adolescents. Il est basé sur des interviews réalisées auprès d’historien-ne-s ayant une production reconnue dans ce champ, et sur l’étude de leurs itinéraires. Les entretiens, d’abord oraux, se sont poursuivis par courrier électronique. Ces derniers échanges étant à mi-chemin entre le dialogue oral et l’échange épistolaire, duquel ils se différencient par leur rapidité et par leur caractère informel. This is a unique volume by a unique scientist, which combines conceptual, formal, and engineering approaches in a way that is rarely seen. A framework for the mind-matter problem in a holistic universe which has no parts is outlined. The conceptual structure of modern quantum theory suggests to use complementary Boolean descriptions as elements for a more comprehensive non-Boolean description of a world without an a priori mind-matter distinction. Such a description in terms of a locally Boolean but globally non-Boolean structure makes allowance for the fact that Boolean descriptions play a privileged role in science. If we accept the insight that there are (...) no ultimate building blocks, the existence of holistic correlations between contextually chosen parts is a natural consequence. The main problem of a genuinely non-Boolean description is to find an appropriate partition of the universe of discourse. If we adopt the idea that all fundamental laws of physics are invariant under time translations, then we can consider a partition of the world into a tenseless and a tensed domain.In the sense of a regulative principle, the material domain is defined as the tenseless domain with its homogeneous time. The tensed domain contains the mental domain with a tensed time characterized by a privileged position, the Now. Since this partition refers to two complementary descriptions which are not given a priori we have to expect correlations between these two domains. In physics it corresponds to Newton 's separation of universal laws of nature and contingent initial conditions Both descriptions have a non-Boolean structure and can be encompassed into a single non-Boolean description. Tensed and tenseless time can be synchronized by holistic correlations. (shrink)

The article is devoted to social problems of modern science (as it were interpreted Max Weber) considered in the context of the system-communicative approach by N. Luhmann. In contrast to the modern work of art, the modern science, as M. Weber believes, is associated with the fundamental unattainability of “true being”, and, as a result, with the transitory character of any scientific achievement. The specialty of modern science, as Weber noted, is determinated, on the one hand by its self-understanding, due (...) to the “peculiarity of the current moment”, and, on the other, by its transformation into a kind of blind spot of scientific observation. As a result, Weber formulated the main problem of the meaning of modern science: he wondered why any scientist needs a science under (1) external alienation and (2) inaccessibility of a scientific object? Moreover, the category of truth not just acquires its special value, but also sets a special meaning to the purpose of scientific communication, that becomes an object but not a property of scientific search. The main content of the article is the study of the Weberian concepts of the external (science as a profession) and internal (science as vocation) social factors of modern science as they were interpreted by E. von Kahler, G. Rickert, M. Scheller, K. Loewit. The authors discuss their attempts to modernize the fundamental Weberian distinction of truth/value as a principle of inclusion in the scientific community, that was formulated as a response to the “Weber’s challenge”. The authors argue that von Kahler criticized the Weberian concept for the incompatibility of the spatial and temporal discreteness of science within the “organic understanding” of the unity of the world. At the same time Scheler and Rickert payed special attention to the problem of subject specification of science. K. Levit discussed the possibility of Weber’s substitution of objectivity as a key distinction of modern knowledge with some opposite attribute. In the final part, the authors summarize the inconsistency of predictions about the further internal differentiation of scientific disciplines and the rejection of research motive for “genuine being”. This contribution explores Wolfgang Pauli's idea that mind and matter are complementary aspects of the same reality. We adopt the working hypothesis that there is an undivided timeless primordial reality (the primordial 'one world'). Breaking its symmetry, we obtain a contextual description of the holistic reality in terms of two categorically different domains, one tensed and the other tenseless. The tensed domain includes, in addition to tensed time, nonmaterial processes and mental events. The tenseless domain refers to matter and physical (...) energy. This concept implies that mind cannot be reduced to matter, and that matter cannot be reduced to mind. The non-Boolean logical framework of modern quantum theory is general enough to implement this idea. Time is not taken to be an a priori concept, but an archetypal acausal order is assumed which can be represented by a one-parameter group of automorphisms, generating a time operator which parametrizes all processes, whether material or nonmaterial. The time-reversal symmetry is broken in the nonmaterial domain, resulting in a universal direction of time for the material domain as well. (shrink)

Review of "The Collected Works of Eugene Paul Wigner", Volume I, III, and VI. Excerpt from the Conclusions: Many of Wigner’s papers on mathematical physics are great classics. Most famous is his work on group representations which is of lasting value for a proper mathematical foundation of quantum theory. The modern development of quantum theory (which is not reflected in Wigner’s work) is in an essential way a representation theory (e.g. representations of kinematical groups, or representations of C*-algebras). This view (...) owes very much to Wigner’s seminal papers on the unitary representations of compact and noncompact groups. Wigner showed much courage in relating the then unresolved questions of the measurement problem to the much deeper problem of consciousness. In view of this very unorthodox proposal it is astonishing that Wigner was very reactionary with respect of the dogmas of orthodox quantum mechanics. In contrast to von Neumann himself, he took the old von-Neumann codification of quantum mechanics as authoritative and not to be questioned. Much of the efforts to interpret the meaning of this codification and to prove no-go theorems, such as the insolubility of the measurement problem or the impossibility of a quantum theory of individual objects, are physically irrelevant since they are based on a codification of quantum mechanics that is valid only for strictly closed systems with finitely many degrees of freedom. However, in nature there are no such systems. Every material system is coupled to the gravitational and to the electromagnetic field – systems which require in a Hamiltonian description infinitely many degrees of freedom. A deeper insight into the conceptual problems of quantum theory is possible only if the modern development of a quantum theory of infinite systems is taken into account. (shrink)

The article critically examines the project of Brian Epstein's social ontology. The authors propose to interpret a social fact as derived from the appropriate perspective of an observer carrying out a structural reconstruction of a social phenomenon and identify difficulties in the way of analyzing social facts as structurally independent of causally determining factors. The article shows that the determination and foundation of social facts cannot be understood as asymmetric, substantiates the symmetrical nature of the relationship between the determinable complex (...) fact and the ontological foundations that determine them, and suggests that the judgments describing them are equivalent, and also proves the need to involve philosophical and scientific methodology, the resources of the philosophy of language and epistemology to address the issue of the validity of projects “ontological fixation”, which the authors of the article propose to consider as a scientific classification. Understanding the ontology of the social is possible only when going beyond its limits, and any classifications can be idiosyncrasies of individual classifiers or observers, scientifically unequal and requiring epistemological evaluation. The authors note that epistemology allows us to judge the necessity or, on the contrary, artificiality of classification, and the question of the ontological basis of a social fact should be solved by analogy. Accordingly, the search for such ontological foundations is not possible without prior resolution of the epistemological problem: which classifications (fixations) of “natural” or “social species” are structurally necessary (in the sense that their macro-properties properties stem from the internal structure), and which are arbitrarily constructed by the observer, based on his idiosyncrasy or local-historical, cultural or ideological position. This article is dedicated to the 30th anniversary of the publication of Niklas Luhmann’s book The Science of Society. The system-communicative approach to the analysis of science is reconstructed with a focus on the relation of science to its highly complex external world. The problem of complexity is posed as a key one and is considered in the context of the communicative “reduction of the complexity” of the external world, which science actualizes through its unique binary opposition (truth/falsehood distinction). The (...) complexity of the world that science is facing disintegrates into two large areas. On the one hand, science processes its own external world, i.e., nature, society, the human psyche, as its object and thus fulfills a unique function, the pursuance of research. Scientific communication in this case can be integrated in the form of transdisciplinary studies. On the other hand, science has to respond to the complexity of the internal (i.e., social) external world of the communicative system of science, namely, to interfaced communicative systems of the embracing system of world society (politics, economy, religion, education, law, etc.). In the latter case, science does not fulfill a function but delivers achievements on request to the above-mentioned communicative systems in exchange for resources for interdisciplinary studies, which are occasional and cannot serve for integrating scientific communication on a systematic basis. We will propose some corrections to this theory and apply it to the situation in Russian science. (shrink)

Quantum theory has provoked intense discussions about its interpretation since its pioneer days. One of the few scientists who have been continuously engaged in this development from both physical and philosophical perspectives is Carl Friedrich von Weizsaecker. The questions he posed were and are inspiring for many, including the authors of this contribution. Weizsaecker developed Bohr's view of quantum theory as a theory of knowledge. We show that such an epistemic perspective can be consistently complemented by Einstein's ontically oriented position.

Wolfgang Pauli (1900-1958) was one of the greatest physicists of the past century. He played a leading role in the development of modern physics and was known for his ruthless intellectual integrity. Pauli first became famed through the publication of his encyclopaedia article on the theory of relativity (Pauli, 1921) when he was still a student of Sommerfeld's. Einstein much admired this article, which remained a classic.

Der vorliegende Band enthält eine Sammlung von Beiträgen zum Problem der Wechselwirkung zwischen Geist und Materie, einem der zentralen Probleme europäischer Geistesgeschichte. Die Blickwinkel, die dabei eingenommen werden, sind vorrangig die der Physik und der Psychologie. Die Wechselwirkung dieser Gebiete wird so deutlich wie nie zuvor im Dialog zwischen zwei Forscherpersön lichkeiten dieses Jahrhunderts sichtbar: dem Physiker Wolfgang Pauli (1900- 1958) und dem Psychologen Carl Gustav Jung (1875-1961). In zahlreichen Brie fen und Manuskripten Paulis, die erst in den letzten Jahren (...) allgemein zugänglich wurden, finden sich bemerkenswerte und wichtige Beiträge zu diesem Dialog, die das Verständnis des Zusammenhanges von Geist und Materie in einem neuen Licht erscheinen lassen. Um den durch Pauli und Jung begonnenen Dialog fortzusetzen und weiter fruchtbar zu machen, ist das interdisziplinäre Gespräch zwischen Physikern und Psychologen nötig. Diesem Zweck diente eine von der Eidgenössischen Techni sehen Hochschule Zürich (der Hochschule, an der Pauli tätig war) und dem C.G.Jung-Institut Zürich (das Jung gegründet hat) gemeinsam veranstaltete Tagung im Centro Stefano Franscini (Monte Verita, Ascona) vom 13. bis 18. Juni 1993. Sie stand unter dem Thema Das Irrationale in den Naturwissenschaften: Wolf gang Paulis Begegnung mit dem Geist der Materie und wurde von Pier Luigi Luisi initiiert und organisiert. Als Berater fungierten Paul Brutsehe, Hans Primas und Eva Wertenschlag-Birkhäuser. Berichte und Kommentare zu dieser Tagung wurden in Heft 4/1993 der Zeitschrift Gaia veröffentlicht. (shrink)

Peace encourages humans to eliminate the impulse of violence within themselves. Peace in students can drive the development of peace in their social environment. Educators should be able to play the role of peace educators to take part in creating true peace. This study aims to identify the attributes of peace educators through the life experiences of KH Ahmad Dahlan, as narrated in the novel Sang Pencerah (The Enlightener). This qualitative research employs the hermeneutic approach. The research stages include overall (...) understanding (whole), understanding of parts and obtaining an understanding of the underlying meaning. The results indicate that the attributes of peace educators, according to KH Ahmad Dahlan, include showing affection, being sincere, having a good attitude, performing practices aligning with the educators’ knowledge and teaching knowledge based on tolerance and empathy. Those attributes of peace educators can be used as a guide for developing the competencies of educators to encourage students to achieve peace-loving characters. This character supports the emergence of a culture of peace in their environment.Contribution: This research has contributed to the successful implementation of education through teachers who have the attributes of peace educators. The characteristics of peace educators based on KH Ahmad Dahlan are a reference for teachers to become educators who can create peace through school settings. (shrink)

There are many uses in English of the word “ought” (see Ought). This essay concerns the normative uses and the concepts or properties denoted thereby. In particular, it concerns two nonfinal oughts commonly used in the philosophical literature: prima facie oughts and pro tanto oughts.

La prima introduzione alla Critica del giudizio venne scritta, ma non pubblicata, da Kant. Fu rinvenuta da Dilthey nel 1889 presso l’università di Rostock ed editata solo nel 1914. L’opera viene considerata essenziale in quanto chiave interpretativa per comprendere la Critica del giudizio come tentativo diretto a creare un sistema filosofico mediando tra la Critica della ragione pura e la Critica della ragione pratica.

Perception is said to have assertoric force: It inclines the perceiver to believe its content. In contrast, perceptual imagination is commonly taken to be non-assertoric: Imagining winning a piano contest does not incline the imaginer to believe they actually won. However, abundant evidence from clinical and experimental psychology shows that imagination influences attitudes and behavior in ways similar to perceptual experiences. To account for these phenomena, I propose that perceptual imaginings have implicit assertoric force and put forth a theory—the (...) class='Hi'>Prima Facie View—as a unified explanation for the empirical findings reviewed. According to this view, mental images are treated as percepts in operations involving associative memory. Finally, I address alternative explanations that could account for the reviewed empirical evidence—such as a Spinozian model of belief formation or Gendler’s notion of alief—as well as potential objections to the Prima Facie View.
