This article is a critical examination of practices and representations that constitute international education. While international education has provided substantial contributions and benefits for nation-states and international students, we question the discourses and practices which inform the international education export industry. The ‘brand identities’ of receiving or host countries imply that they are welcoming, respectful of multiculturalism and have a well established intellectual history, in contrast to international students' embodied experiences. There is also a tendency to represent and regard international (...) students as disembodied learners. We conclude that these disjunctures between disembodied representations and embodied experiences are undermining the kinds of cosmopolitan sensibilities that international education claims to provide. This article offers a philosophical-empirical account of embodied skilful performance in the practice of plant biotechnology. Drawing on the work of Merleau-Ponty and others, we elaborate how skilful performance emerges from and through reciprocal relations encompassing the body-in-the-world and the world-in-the-body. The contribution of this article lies in offering an account of skilful performance that is attentive to a perceiving, motile, feeling body entwined with world. In genetically modifying plants, scientists direct their senses of touch and vision to manipulating plant (...) materials and matter, ‘reading’ subtle changes in tissue cultures, plantlets and so on. In rhythmic movements, they extend their bodies through skilful use of complex equipment, while calling on ‘intuition’ to guide their work. Skilful performance, then, relies on our lived body that is not merely a physical object among other objects, nor a passive instrument for the mind, but dynamic and inescapably entwined with people and things in a world in flux. Bringing to the fore how perceiving, motile, feeling bodies are implicated in skilful performance has significant implications for education and workplace training. (shrink)

After China, India has the most skewed sex ratio at birth. These two Asian countries account for about 90 to 95% of the estimated 1.2 to 1.5 million missing female births annually, worldwide, due to gender-biased sex selection. To understand this extreme discrimination against girls, this article examines the gendered biopolitics embedded in population policies, new sex selection technologies, and in the social reproduction of patriarchal society. The ethical consequences of advanced reproductive technologies, which remove the moral turpitude around gender-based (...) sex selection by reformulating it into a “modern”, “scientific” endeavour, facilitating the rise of “missing girls”, make this an issue of gender justice, as noted by the World Population Report 2020. This article argues that unpacking gendered biopolitics within the household is crucial to understanding the reproduction of son preference and daughter aversion since it is here that reproduction and parenthood are subjected to biopolitical governance. We discuss how “biosocial” strategies of the household aimed at producing the “desired” and “right” family of more sons at the cost of daughters are operationalized through women’s bodies with a view to family mobility. While women and girls continue to bear the burden and costs of social reproduction that lie at the heart of the patriarchal capitalist system of accumulation, a perusal of more recent studies suggests the beginning of an equalizing trend of parental investments, especially in the health and education of daughters who are “allowed” to be born. We suggest that familial enhancement of girls’ human capital can help as a means of developing girls’ capabilities and agency, enhancing their power in the biopolitics of the family and increasing their “bio-value” in parents’ eyes. The complex activity of the human brain makes it difficult to get a big picture of how the brain works and functions as the mind. We examine pertinent studies, as well as evolutionary and embryologic evidence to support our theoretical model consisting of separate but interactive layers of human neural activity. The most basic layer involves default mode network (DMN)activity and cardiorespiratory oscillations. We propose that these oscillations support other neural activity and cognitive processes. The second layer involves limbic system (...) activity accompanied by corresponding changes in cardiorespiratory oscillations. The third layer consists of corticothalamic processing and involves higher cortical functions including awareness, cognition,and consciousness. These layers interact to form the complex neural activity of the human brain. Examining the origins and relationships of various neural and physiologic oscillations may provide better understanding of human neurophysiology and consciousness. (shrink)

One of the most compelling questions still unanswered in neuroscience is how consciousness arises. In this article, we examine visual processing, the parietal lobe, and contralateral neglect syndrome as a window into consciousness and how the brain functions as the mind and we introduce a mechanism for the processing of visual information and its role in consciousness. We propose that consciousness arises from integration of information from throughout the body and brain by the thalamus and that the thalamus reimages visual (...) and other sensory information from throughout the cortex in a default three-dimensional space in the mind. We further suggest that the thalamus generates a dynamic default three-dimensional space by integrating processed information from corticothalamic feedback loops, creating an infrastructure that may form the basis of our consciousness. Further experimental evidence is needed to examine and support this hypothesis, the role of the thalamus, and to further elucidate the mechanism of consciousness. (shrink)

The Global Workspace Theory and Information Integration Theory are two of the most currently accepted consciousness models; however, these models do not address many aspects of conscious experience. We compare these models to our previously proposed consciousness model in which the thalamus fills-in processed sensory information from corticothalamic feedback loops within a proposed 3D default space, resulting in the recreation of the internal and external worlds within the mind. This 3D default space is composed of all cells of the body, (...) which communicate via gap junctions and electrical potentials to create this unified space. We use 3D llustrations to explain how both visual and non-visual sensory information may be filled-in within this dynamic space, creating a unified seamless conscious experience. This neural sensory memory space is likely generated by baseline neural oscillatory activity from the default mode network, other salient networks, brainstem, and reticular activating system. The main economic activity of the people of Eritrea is agriculture: crop production and livestock herding. Agriculture mainly comprises mixed farming and some commercial concessions. Most agriculture is rain-fed. The main rain-fed crops are sorghum, millet and sesame, and the main irrigated crops are all horticultural crops like bananas, onions and tomatoes and cotton. The major livestock production constraints are disease, water and feed shortages and agricultural expansion especially in the river frontages. The agricultural sector employs eighty percent of the (...) working population, but its production has not managed to cover internal food demand and is forced to cover nearly 50 per cent of its annual cereal requirements through imports-commercial and food assistance. Like most African countries, Eritrea is also a victim of the problem of food insecurity. In good years the country produces only about 60 per cent of its total food needs and in poor years, it produces no more than 25 per cent. On average, once in 10 years, the country is threatened with famines. Annual crop production depends on rainfall that is variable and unevenly distributed from year to year. Therefore, the primary goal of Eritrea is to guarantee food security by introducing modern technology, irrigation, terracing, soil and water conservation, with less dependence on rainwater. Thus the Government has articulated its food policy, which stresses national ownership of grant food assistance and to achieve food security in the coming five years. The policy indeed encompasses all sectoral policies and represents the Government's engagements with regard to food security. Despite the general trends of improvement in the economy of Eritrea, it has not yet fully recovered, and thus will still continue to require variable degrees of food assistance for the coming few more years. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the agriculture development and food policy in the country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions. (shrink)

The ongoing national reconstruction process of Eritrea is centered on the educational reformation. The Government of Eritrea has developed educational policy on top priority of national development which demands the emergence of new class of trained youth blended with disciplined mind with skill instead of raw graduation. In this line, it laid down new policies and curricula suit to the immediate national scenario. It had installed about eight colleges at tertiary level within a short span of time to build manpower (...) resource required for present and future. The poverty problem is chronic in the Horn of Africa. Majority of the people in the region are suffering from this problem. There are numerous factors that cause poverty in the region. The three decades of armed struggle, the subsequent drought, and deliberate policies of neglect and mismanagement by the last two regimes in Eritrea made growth of the Eritrean economy practically impossible. After independence, the country achieved a steady growth for some years. However, due to the border conflict with Ethiopia, the economy was characterised by severe macroeconomic imbalances and unusually high level of public expenditure. Poverty and inflation also increased many folds. Both domestic and external public debts reached unsustainable levels. (...) Poverty is one of the serious problems of the world. The problem is more severe in Africa. Eritrea is 16 years old young nation got independence from Ethiopia. The economy of the country was quite good during 1993-97. Later, however, Eritrea has been exposed numerous challenges such as drought, famines, war. As a result, the poverty has become more rampant in the country where more than 66 percent people live below poverty line. Some families live on remittances. Women play a key role in economic growth and development, yet they are still discriminated against in economic life. Eritrea has extreme poverty and more than 66 percent of people live below poverty line. Eventually, the number of poor households in the country is high. Many are women-headed households, whose husbands died during the conflicts or who are now serving in the National Service. Women-headed households are particularly vulnerable. The Savings and Micro Credit Program (SMCP) provides major microfinance to women (...) entrepreneurs. A small group of women and men were interviewed to ascertain their successes and problems with micro credit and enterprise development. This paper delves how the women benefited from the microfinance program and got rid of their poverty. An attempt is made to explore and analyse various other institutions that provide microfinance to the women and other beneficiaries. Should nonprejudiced reproducers genetically select embryos for light skin under background conditions of racism and colourism, given that darker skin will be disadvantageous for their child? Many intuit that there are strong moral reasons not to select light skin in these contexts. I argue that existing procreative principles cannot adequately account for this judgement. Instead, I argue that a more compelling rationale for this intuition is that such selection completes an instance of race or colour injustice. Given this, I propose (...) a new, complementary principle—Procreative Justice—which holds that reproducers have strong pro tanto moral reasons to avoid completing race and colour injustices via their selection choices. While these reasons may be overridden by competing considerations, they nonetheless continue to exert normative force. (shrink)

The design process in Kashmiri carpet weaving is distributed over a number of actors and artifacts and is mediated by a weaving notation called talim. The script encodes entire design in practice-specific symbols. This encoded script is decoded and interpreted via design-specific conventions by weavers to weave the design embedded in it. The cognitive properties of this notational system are described in the paper employing cognitive dimensions (CDs) framework of Green (People and computers, Cambridge University Press, Cambridge, 1989) and Blackwell (...) et al. (Cognitive technology: instruments of mind—CT 2001, LNAI 2117, Springer, Berlin, 2001). Eritrean higher education faced numerous challenges over many years. It was particularly suffered during the colonial periods. Eritrea exerted its efforts to develop its dilapidated educational system with the advent of its independence. Eritrea celebrated its sixteenth birthday recently. However, the educational challenges in higher education still remain high. The government of Eritrea established different colleges in different administrative regions. The University of Asmara is the only university in the country that had to be revitalized after its devastation by the (...) 30-year war of independence. Since independence, the University has been able to contribute to the nation's skill manpower considerably. This paper examines higher education of Eritrea for about 60 years period. It delves the University of Asmara and its birth, development and apogee. The paper also gives some insights on recent educational development in Eritrea. (shrink)

All over the world, distance mode of education is gaining a momentum and becoming more popular than conventional education. It is a system in which schools, universities and other educational agencies offer instruction wholly or partly by mail. Eritrea, a newly independent country in Africa has been facing many challenges particularly in its education sector. It does not have sufficient educational institutions at tertiary level, thus, distance learning which is more cost effective, could be an alternative method of higher education (...) for this country. The distance education programme could promote higher education by providing access to large number of urban people and disadvantaged groups in rural and remote areas including working people, fighters, women and other adults. An attempt has been made in this paper to discuss various issues related to the establishment and development of distance education. The role of Eritrean women in thirty years war of independence brought major changes and reflects in the present demography and economy of Eritrea in the development arena. Their participation in the economy contributes to local production and income by filling the gaps left by men who died in the war or who have left the country and settled in different parts of the world. Despite the growing importance of women for the formal economy, jobs and self-employment opportunities available to (...) women are still clustered in low-productivity and/or low-status industries. To cope with the growing number of female-headed households, Eritrea needs to increase the earning potential of women. This paper indicates that providing women with education at secondary or tertiary level is one way to go. This paper deals with, why Eritrean women are entering into the labour markets: one, family ties and control of women is weakened due to absent men and increasing divorce rates. In this respect, this article will embark on a critical analysis of the ICH-GCP Guideline. The purpose of such an undertaking is to highlight areas of concern and the shortcomings of the existing ICH-GCP Guideline. Particular emphasis is made on how ethics committees perform their duties and responsibilities in line with (...) the principles outlined in the ICH-GCP Guideline. This article investigates the changing currency of racial politics in jazz music formations, with a comparative focus on Nazi and contemporary Germany. While it is noted that music articulates politics in an oblique or metonymic way, in highly-charged contexts music is lent further propositional capacity. This is highlighted in Nazi Germany where jazz music was seen as barbaric, `dark' and uncivilized, and classical music represented order and cultural supremacy. These dynamics continue but, often, in a slightly askew form for contemporary (...) articulations of racial essentialisms: present-day fascist music is a repository of whiteness, but `darkness' is sought in this putatively `white' music, while jazz now serves as a moniker of comfort, and an `antiquated civility'. Each of these musical cultures invokes hybridity in a differential sense - either hybridity is suppressed or it is masked within racially essential matrices. These musical trajectories form the backdrop to an appreciation of the overlooked yet significant jazz dance fusion scene in contemporary Germany - where hybridity is fetishized, arguably as a means of renegotiating violent histories and contemporary racisms in Europe. Computational imagination (CI) conceives imagination as an agent’s simulated sensorimotor interaction with the environment in the absence of sensory feedback, predicting consequences based on this interaction (Marques and Holland in Neurocomputing 72:743–759, 2009). Its bedrock is the simulation hypothesis whereby imagination resembles seeing or doing something in reality as both involve similar neural structures in the brain (Hesslow in Trends Cogn Sci 6(6):242–247, 2002). This paper raises two-forked doubts: (1) neural-level equivalence is escalated to make phenomenological equivalence. Even at an (...) abstract level, many imagined and real actions turn out to be dissimilar. More so, some imagined actions have no corresponding real actions and vice versa, even though neural regions involved in imaginings and real action-perception are the same (Sect. 1). (2) At the implementation level, the hypothesis presents a mutually exclusive view of imagination and perception whereby imagination functions in the absence of the sensory feedback and is action based. Both these issues are contested here: Neither imagination functions in the absence of perception nor all forms of imaginings are action based; it is, rather, about conceiving possibilities which emerge during the perceptual stage itself (Sect. 2). For the modal aspect to arise, it is submitted that an integrative framework is required which Kant can provide for whom imagination is an indispensable part of perception. Kant’s views on concept-formation are presented here to illustrate this aspect (Sect. 3). How can sovereignty provide the premises to think outside of sovereignty? In other words, how is it possible to perceive of resistance to sovereignty which itself is deemed to have been caught up in the double bind of sovereignty? With a critical appraisal of theories on the ‘state of exception’ in conversation with Robert Jungk’s consideration of the ‘nuclear state’, I account for the nuclear state of exception which has acquired sovereignty in several nations in the post-Second World War scenario, (...) before going on to consider ‘spaces of exception’ to it. I then provide a critical appraisal of studies of resistance. Using the case of a public hearing on the Koodankulam nuclear power plant in south India, I account for how ways of conceptualizing contestation and challenges in the shadows of sovereignty can be pursued in what I describe as a case of ‘sovereignty without hegemony’. Many scholars and activists have argued that the International Criminal Court holds potential for advancing the rights of women and girls, leading to extensive feminist engagement with and investment in the Court. As the ICC enters its second decade of existence, this article offers a reflection on both the possibilities and the challenges facing feminists. Can the international criminal law really offer a site for enhancing the rights of women? And if so, how? To explore these questions I focus on (...) the interaction between feminist activism and international criminal law institutions in relation to crimes of sexual and gender-based violence. I argue that some of the feminist strategies deployed to get sexual violence onto the international agenda have resulted in perverse outcomes. This should lead us to greater critical reflection regarding how international law conceives of sexual violence and direct our future engagements with international legal institutions. In particular feminist activists and scholars need to move away from focusing on the number of prosecutions towards challenging the international criminal law to characterise the nature of the harm in accordance with a recognition of sexual rights. The welfare and protection of human subjects is critical to the integrity of clinical investigation and research. Institutional review boards were thus set up to be impartial reviewers of research protocols in clinical research. Their main role is to stand between the investigator and her human subjects in order to ensure that the welfare of human subjects are protected. While there is much literature on the conflicts of interest faced by investigators and researchers in clinical investigations, an area that is (...) less explored is CIs that may affect members of IRBs during the institutional ethics review of clinical investigations. This article examines the notion of CIs in clinical research and attempts to develop a framework for a clearer and more balanced approach to identifying CIs that may influence members of IRBs and impede their independence. It will also apply the proposed framework to demonstrate how IRBs possess, or at least may appear to possess, forms of financial CIs and non-financial CIs. The proper identification and management of these CIs is critical to preserving the integrity of clinical investigations and achieving the primary aim of human subjects protection. (shrink)

This article describes various ways actors in Kashmiri carpet weaving practice deploy a range of artifacts, from symbolic, to material, to hybrid, in order to achieve diverse cognitive accomplishments in their particular task domains: information representation, inter and intra-domain communication, distribution of cognitive labor across people and time, coordination of team activities, and carrying of cultural heritage. In this repertoire, some artifacts position themselves as naïve tools in the actors’ environment to the point of being ignored; however, their usage-in-context unfolds (...) their cognitive involvement in the tasks. These usages-in-context are shown through artifact analysis of their routine, improvised, and opportunistic uses, where cognitive artifacts like talim—the central artifact of this practice—are shown to play not only multifunctional roles beyond representation, but are also complemented by trade-specific skills bearing strong cognitive implications in a task. The design process in Kashmiri carpet weaving is a distributed process encompassing a number of actors and artifacts. These include a designer called naqash who creates the design on graphs, and a coder called talim-guru who encodes that design in a specific notation called talim which is deciphered and interpreted by the weavers to weave the design. The technological interventions over the years have influenced these artifacts considerably and triggered major changes in the practice, from heralding profound cognitive accomplishments in (...) manually driven design process causing major alterations in the overall structure of the practice. The recent intervention is by the digital technology: on the one hand, it has brought precision and speedy processing in the design process, and on the other, it has eliminated some of the crucial actors from the practice. This paper, which forms part of a larger study on the situated and distributed cognitive process in Kashmiri carpet-weaving practice, describes the technological makeover of the design artifacts involved in this practice over the years and their resultant cognitive impact on the design process as well as on the practice. Effective and personalized treatment relies heavily on skin disease categorization. In the stratification of skin disorders, it is crucial to identify the subtypes of illnesses to provide an efficient therapy. To attain this aim, researchers have focused their attention on cluster algorithms for the stratification of skin disorders in recent decades. But, cluster algorithms have real-world drawbacks, including experimental noises, a large number of dimensions, and a poor ability to comprehend. Cluster algorithms, in particular, determine the quality of clusters using (...) a single internal evaluation operation in the majority of cases. A single internal assessment procedure is difficult to design and robust for all datasets, which is a problem. The multi-objective particle swarm obtained high sensitivity in the existing work, but it is not able to anticipate all kinds of classes. An optimized cluster distance parameter for K-means clustering is determined using a hybrid particle swarm and moth flame optimization. Multi-objective is guided by two cluster value indices, including the K-means clustering misclassification rate and neural network classification rate. Hybrid PSO will solve the multi-objective problem to identify the optimal cluster for clustering. On the dermatological dataset from the UCI repository, MATLAB R2020a will be used to evaluate the proposed method. This will be followed by an evaluation of the proposed method’s performance using the cluster evaluation indices. (shrink)

In recent years, the network has become more complex, and the attacker’s ability to attack is gradually increasing. How to properly understand the network security situation and improve network security has become a very important issue. In order to study the method of extracting information about the security situation of the network based on cloud computing, we recommend the technology of knowledge of the network security situation based on the data extraction technology. It converts each received cyber security event into (...) a standard format that can be defined as multiple brochures, creating a general framework for the cyber security situation. According to the large nature of network security situation data, the Hadoop platform is used to extract aggregation rules, and perform model extraction, pattern analysis, and learning on a network security event dataset to complete network security situation rule mining, and establish a framework for assessing the state of network security. According to the results of the federal rule extraction, the level of network node security risk is obtained in combination with signal reliability, signal severity, resource impact, node protection level, and signal recovery factor. A simulation test is performed to obtain the intrusion index according to the source address of the network security alarm. Through the relevant experiments and analysis of the results, the attack characteristics obtained in this study were obtained after manually reducing the network security event in the 295 h window. The results show that after the security event is canceled, the corresponding window attack index decreases to 0, indicating that this method can effectively implement a network security situation awareness. The proposed technique allows you to accurately sense changes in network security conditions. (shrink)

A critical interpretation of Sikh literature from a feminist perspective.

Through a ‘micro’ and ‘macro’ level analysis, this study focuses on elements of questioning and question design in the Senate Judiciary hearing conducted for Supreme Court nominee Brett Kavanaugh. Specifically, two lines of questioning are analyzed: that of Kamala Harris, D. California, and that of Ted Cruz, R. Texas. Through an analysis that builds heavily on prior research that uses Conversation Analysis to understand the news interview, this study attempts to expand such research to institutional talk done by politicians in (...) Congress. The analysis portion of the paper investigates, on a ‘micro’ level, the linguistic elements at play in each line of questioning. In the discussion section, a ‘macro’ level analysis situates the findings of this paper within the broader US political climate among the public and in terms of the growing conservatism of the Supreme Court. The purpose of such an undertaking is to highlight areas of concern and the shortcomings of the existingICH‐GCP Guideline.
