Military affairs have been affected by major changes in the 19902. The bipolar world of two superpowers has gone. The Cold War and the global military confrontation that accompanied it have ended. A new military and political order has emerged, but the world has not become more stable, indeed, wars and armed conflict have become much more common. Forecasting the contours of future armed conflict is the primary object of this work. Focusing on the impact of new technologies, General Gareev (...) considers whether war is still a "continuation of politics by other means" or whether political, ideological and technical transformations have broken that connection. He explores the linkage beween threats to Russian national interests and war as an instrument of policy, and concludes that there is very little prospect either of nuclear war or widespread conventional war. However, he does see local armed conflicts and local wars increasing, with greater emphasis on subversion. He argues that coming decades wil see a shift toward reliance upon indirect means to accomplish limited political ends, and analyzes both information warfare and the revolution in military affairs from this perspective. The article states the core thesis about two asymmetric modes of existence of war – physical and discursive. The purpose of the article is to substantiate the analytical and practical necessity of distinguishing between two modes of existence of hybrid warfare as a phenomenon of physical reality and as a discursive construct, as well as to raise questions about the value specificity of the relationship between them. The methodology of work represents the implication of two asymmetric modes of war existence (...) – physical and discursive. The relationship between the two modes can be described in particular through modern cognitive-semantic and communicative approaches. Analysis, synthesis, description, distinction, historical perspective, forecasting and hermeneutic tools of comprehension are the core methods of this work. In the military dimension, any military confrontation in general is localized, while the discourse of this hybrid war has become global. The interpretive component of hybrid warfare is implemented through discursive verbal-semiotic means. Particular attention is paid to the analysis of the concept of victory. The Ukrainian dimension embodies the postmodern practical representation of the analysis of the problem of hybrid warfare as a war of interpretations. (shrink)

The article discusses the development of modern society. In the author’s opinion, the prediction of society development is not possible due to the spontaneity of social processes. The contemporary social development is characterized by transition values: strategic instability, permanent crisis, decay of morality, degradation of the ecological environment, increase of international terrorism, danger of nuclear war, etc. Each epoch, including an epoch of uncertainty, gives rise to its own mechanisms for regulating world development, which are based on the historical memory (...) of mankind, on the acknowledgment of the value of peaceful coexistence and the acceptance of human life as the highest value. Preventing war is the main value of world development. The crucial decisions of country’s further development are dictated by the security of the state. The author demonstrates that in our time the ideal of progress evolves from the concept of accelerated innovation changes into the ideal of sustainable development, which presumes the formation of new values as a condition for the transition to new strategies of civilizational development. The current system of economic growth has its own value foundation – a consumer society. The preservation of a consumer society or the transition to alternative development scenarios largely depend on the achievements of the social sciences and humanities. The future will come without our will, but are we ready to accept this alien and unpredictable future? That is why we cannot passively await the future. The future will not arise by itself, the future will be what we make it. (shrink)

Analyses how world views of uncertainty and certainty have alternated and conflicted from the Renaissance to the modern day. The author argues that a pragmatic middle path that accepts unpredictability but deals with it through science and trust will help us successfully manage unpredictable events and deal with crises together.

What if claims about the future informed us about the intentions and the capabilities of our opponents to wage war against ourselves? Would and should the existing norms that restrict the preventive use of force change in the wake of such transformation? This article highlights the potential normative consequences of this change and discriminates between several possible normative evolutions. Would and should the “knowability of the future” alter radically the traditional rule of self-defense? This rule could indeed be jeopardized but, (...) as I argue in this paper, it should not. However, the distinction between preemption and prevention could become obsolete. Future claims about security will also induce new security doctrines as knowledge about the future would be used to signal one’s intentions and deter one’s opponent. This change would also have a significant impact on accountability, as citizens would have a more active role in discussions over foreign policy. Moreover, new modes of predictions and forecasting will challenge the traditional role of experts whose biases have hampered their analyses and anticipations. Thus, trustworthy future claims could bring significant progress in both ethical and political terms as they would trigger a debate on the role of knowledge in democratic societies. (shrink)

The concept of apocalypse is well established in all the major religions of the world, be they Semitic religions or Hinduism. The underlying idea behind the concept in all the religions remains the same, that is, the world will come to an end. The end itself, which has been called the Judgment Day, Day of Resurrection, or the Day of Retribution or Reckoning will be preceded by some signs. It has also been called the day of Apocalypse, the day when (...) the whole world will be destroyed. One of the distinct forms of it is Muslim Apocalypse about which a lot has been written. However, the argument of the present research paper shall be to examine the concept of the Mahdi primarily from the Shi’te Muslim point of view. The premise of the argument is that Shi’te argument or concept of the Mahdi is far more substantial having a solid theoretical foundation than the other perspectives about it. No wonder, therefore, the concept of the Mahdi has manifested itself in literature across cultures and ages. There are so many poets, primarily, Muslim poets who have highlighted this concept in their poetry and thus the research paper shall make an attempt to look at some of those poets and their understanding of it. One of the important determinants of development during the transition to adulthood is the undertaking of social roles characteristic of adults, also in the area of finishing formal education, which usually coincides with beginning fulltime employment. In the study discussed in this paper, it has been hypothesized that continuing full-time education above the age of 26, a phenomenon rarely observed in Poland, can be considered as an unpunctual event that may be connected with difficulties in the process of identity formation. (...) Relationships between identity dimensions and identity statuses, and age and educational context were analyzed. 693 individuals aged 19-35 took part in the study. The participants attended three types of educational institutions: full-time university studies, part-time university studies, and full-time post-secondary school. Among the students of full-time university studies predictable dependencies, also in respect of highlevels of indicators of identity crisis and a high frequency of diffused identity occurrence, were observed. Such dependencies were not found in the group of full-time post-secondary school students. (shrink)

Forecasts predicting the reunification of the Korean Peninsula were common throughout the 1990s. Since then, enthusiasm for such predictions has dampened, and though the fundamental assumption of reunification remains, predictions of when and how this will happen have been more restrained. Reunification leaves two unresolved yet interdependent issues: reunification itself, which is the urgent challenge; and the strategic issues that emerge from reunification, which have the potential to fundamentally transform strategic relations in the region of Northeast Asia. Within this context, (...) this paper examines the prospects of Korean reunification against the background of the interstate relations. Initially, it will establish the framework from which such scenarios will emerge: the historical background of the division, the extreme differences between the two states, the role played by the North Korean nuclear threats and the impact of the September 11, 2001 on the interstate relations, and finally general situation and relations in the East Asian region. Then, three possible scenarios of the unification will be developed: through peaceful integration, through the fall of North Korea or through a war. Summing up, even the death of Kim Jong Il will not bring change in the domestic and foreign policy of North Korea which is going to continue an aggressive approach toward the South. In the short-term reunification is definitely not in the interest of the current ROK administration, and the South has no intention of encouraging it. None of the considered scenarios envisions early reunification, and it seems that for the future, the status quo on the Korean Peninsula will remain. (shrink)

Forecasting is fraught with difficulty, but the dynamic Asia?Pacific region is unlikely to remain static in its present configuration. This paper offers 7 scenarios for the future of integration of the Asia?Pacific that take into account economic, strategic, and cultural dimensions of change, and the kinds of events that could trigger regional reconfiguration. The scenarios are aligned along a continuum from low to high tension: (1) a formal, multilateral security regime, (2) a concert of Asia, (3) the status quo of (...) integration under Western hegemony, (4) integration without China, (5) a neo?Confucian cultural zone, (6) tripolarization, and (7) a new cold war between the U.S. and China. The most important bilateral relation shaping the Asia?Pacific future is the U.S.?China relation. If this relationship is well managed, and if regional multilateral institutions continue to develop, tensions in the region are likely to remain low. But the potential for serious conflict over Taiwan, Korea, trade issues, and Asian vs. Western values remains very real. (shrink)

In the late 1950s the North-Atlantic Treaty Organization (NATO) made a major effort to fund collaborative research between its member states. One of the first initiatives following the establishment of the alliance's Science Committee was the creation of a sub-group devoted to marine science: the Sub-committee on Oceanographic Research.This paper explores the history of this organization, charts its trajectory over the 13 years of its existence, and considers its activities in light of NATO's naval defence strategies. In particular it shows (...) how the alliance's naval commands played a key role in the sub-committee's creation due to the importance of oceanographic research in the tracking of enemy submarines. The essay also scrutinizes the reasons behind the committee's dissolution, with a special focus on the changing landscape of scientific collaboration at NATO. The committee's fall maps onto a more profound shift in the alliance's research agenda, including the re-organization of defence research and the rise of environmentalism. (shrink)

This article articulates a framework for normatively assessing influence operations, undertaken by national security institutions. Section I categorizes the vast field of possible types of influence operations according to the communication’s content, its attribution, the rights of the target audience, the communication’s purpose, and its secondary effects. Section II populates these categories with historical examples and section III evaluates these cases with a moral framework. I argue that deceptive or manipulative communications directed at non-liable audiences are presumptively immoral and illegitimate (...) for liberal states, as are deceptive operations aimed at an unjust end, or even operations aimed at a just end where secondary effects are forecast to be disproportionate to the proximate end. I am skeptical of our ability to predict, or even forecast, the future—of human rights or any other important social practice. Nonetheless, an understanding of the paths that have brought us to where we are today can facilitate thinking about the future. Thus, I approach the topic by examining the reshaping of international ideas and practices of state sovereignty and human rights since the end of World War II. I argue that in the initial decades after the war, international society (...) constructed an absolutist conception of exclusive territorial jurisdiction that was fundamentally antagonistic to international human rights. At the same time, though, human rights were for the first time included among the fundamental norms of international society. And over the past two decades, dominant understandings of sovereignty have become less absolutist and more human rights–friendly, a trend that I suggest is likely to continue to develop, modestly, in the coming years. Moreno (bio)The spring and summer of 1998 were seasons in the sun for institutional review board (IRB) aficionados. Rarely have the arcana of the local human subjects review panels been treated to so much attention in both the executive and the legislative branches of government, not only at the federal but also at the state level. And it looks as if the attention will (...) continue for some time. The spate of interest is due to a series of coincidences: a powerful House of Representatives subcommittee held hearings after its chairman learned about the IRB system during a previous session on research in underdeveloped communities; the Department of Health and Human Services’s Inspector General (DHHS-IG) released a report on IRBs; the National Institutes of Health (NIH) Office of Extramural Research completed a report on clinical trial monitoring; the National Bioethics Advisory Commission (NBAC) readied a report on research involving persons with mental disorders; the states of Maryland and New York completed studies of research with subjects who lack decision-making capacity; and advocacy groups protested a psychiatric research project involving inner city children.Underlying these proximate causes for the IRB blitz is a growing realization that the already considerable clinical trial enterprise will expand significantly over the next few years. Congress is talking about giving the politically popular NIH half again the budget it currently receives, which in turn will stimulate more commercially supported research. The director of the National Cancer Institute is considering a five-fold increase in the number of subjects enrolled in oncology studies over the next several years. Phase I cancer studies are among the most ethically sensitive, so IRBs will have more work cut out for them if this goal is reached. Adding to the rush of interest in IRBs are the government’s recent apology to the survivors of the syphilis study in Tuskegee, continuing congressional dissatisfaction with the way the Pentagon handled its vaccine distribution during the Gulf War, and the controversy about AZT trials in developing countries.On the HillCongressman Christopher Shays, the moderate Connecticut Republican who has developed an interest in human research issues, convened hearings on human [End Page 329] subjects research and the IRB system on 11 June 1998. The committee’s ranking minority member is Edolphus Towns of Brooklyn, NY, who shares Shays’s interest in this area.The immediate rationale for the hearings was the release that day of the DHHS-IG report, Institutional Review Boards: A Time for Reform. The subtitle was changed from A System in Jeopardy apparently after some people in DHHS expressed reservations about its seemingly alarmist tone, but the IG staffers who testified before Shays’s subcommittee insisted that they stood behind the message that the IRB system is in trouble if considerable reforms are not undertaken. Among the factors in the research environment cited as support for the bleak forecast: managed care, commercialization, multi-site trials, high IRB workloads, minimal IRB oversight of approved studies, conflicts of interest, insufficient training of IRB members and investigators, and lack of IRB self-studies (DHHS-IG 1998).As is normally the case for congressional oversight hearings, the first panel of witnesses consisted of executive branch officials, including Eric Meslin, Executive Director of the National Bioethics Advisory Commission, and Gary Ellis, Director of the Office for Protection from Research Risks (OPRR). Shays pressed Ellis on the extent to which OPRR conducts on-site investigations of complaints about abuse of human subjects. Admitting that on-site investigations are rare, Ellis suggested that the agency is inadequately staffed to follow up on complaints as quickly as it might wish. Summary Meteorology, a scientific discipline almost exclusively associated with weather forecasting in the first half of the twentieth century in the USA, was viewed with disdain by more mathematically based scientific communities. A descriptive science lacking in physical and mathematical rigor, meteorology was typically without an academic home in US colleges and universities. This stood in sharp contrast to the meteorological communities across the Atlantic which were supported by dedicated geophysical institutes. Four factors kept US meteorologists, unlike their European colleagues, (...) on the fringes of the scientific mainstream: a lack of ?rigor?, a lack of academic presence, a lack of patronage (governmental or private), and a pervasive public view that meteorological information was ?free? and yet should be tailored to a variety of users. The symbiotic relationship of these factors created an almost insurmountable hurdle to disciplinary advancement. That hurdle was effectively overcome in mid-century when the military demands of the Second World War presented meteorology with the opportunity to leave behind its legacy as a ?guessing science? and assume its place as a mathematically and physically based theoretical scientific discipline. ABSTRACT American Transcendentalism, as a nineteenth-century intellectual and social movement, can inform both the academic debate surrounding post-liberalism and the social, political, and economic impact of the COVID-19 pandemic. Global capitalism, and globalization more generally, defined the era subsequent to World War II until the onset of the COVID-19 pandemic. The manifestation of global capitalism/globalization took place as a function of the rejection, whether conscious or unconscious, of the values embodied in American Transcendentalism as a modern reincarnation of immaterial and (...) idealist Platonism. For example, American Transcendentalism valued renunciation, nature, and spirituality as the means for attaining an ideal personal life while also providing the building blocks for the attainment of a higher form of government and politics at the collective level. As a climactic global modern development, the COVID-19 pandemic provides empirical evidence for the diminishing returns that are inherent to the hegemonic commitment to materialist economy at the expense of corresponding devaluation of commitments to the ideals of transcendentalism. Ralph Waldo Emerson forecast the realization of such diminishing returns, in which he asserted the longevity of the impact of transcendentalism would be greater than that of the materialism in his era. Immediately prior to the onset of the COVID-19 pandemic, American youth as a generation exhibited “transcendentalist” attributes such as decreasing commitments to religious and partisan affiliations and a trajectory of disillusionment with political participation. American Transcendentalism can be considered and applied as a source of inspiration to inform nascent deliberations on post-liberalism that invoke Platonism and the “transcendental.” In the context of the confluence of demographic changes, calls for post-liberalism, and the fallout of the COVID-19 pandemic, transcendentalism and its prospective popular reincarnation in the twenty-first century can be applied to generate a new and heretofore hidden transcendental “end of history” narrative as an alternative to the bipolarity of the “end of history” debate. "Prophecy by magic is a myth. But prophecy by science is a fact." With these words, Lenin begins his article "Prophetic Words" [Prorocheskie slova], in Poln. sobr. soch. [Complete Works], Vol. 36, p. 472. Written in the middle of 1918, a very difficult time for the young Soviet republic, it is devoted entirely to Engels' forecast three decades earlier of the possible outcomes of a world war. With amazing forecasting ability, Engels described the destruction and upheavals that war would cause, (...) the downfall of capitalist empires and the inevitable triumph of the proletariat. Engels warned the kings and statesmen of the capitalist class: "If you unleash forces with which you will not subsequently be able to contend, then, no matter how things develop, at the end of the tragedy you will be a ruin, and the triumph of the proletariat will either already have been won or in any case be inevitable.". This article discusses Hermann Levin Goldschmidt’s philosophical work, first published in 1976 as within the context of the field of futurology. Whereas his historical work seeks to restore a legacy that the Holocaust destroyed, his philosophical argument against the futurologists reclaims the future from the realms of forecasting and planning. Goldschmidt gains this unique philosophical position on the future from the perspective of German Jewish philosophers and scholars who shaped his historical work. The intersection of different lines of inquiry and (...) scholarship that informed Goldschmidt’s perspective took shape within the contexts of his experience of exile and as a witness of World War II and the Holocaust. In the past, philosophy, as it was brought to life originally by the ancient Greeks, was based on the audacious premise that the cosmos is intelligible, that human reason can come to understand reality at least in part. In the early to mid-twentieth century, however, philosophy was declared dead on both sides of the analytic-continental divide, so it seems appropriate to ask whether philosophy has a future and, if so, what sort of future this could and should be. In this (...) essay, I first look at the claims of philosophy’s demise and their philosophical milieu, focusing on Martin Heidegger, Bertrand Russell, and Ludwig Wittgenstein. Then I suggest a reason for the dire forecast, namely, the aftermath of what has been called the “Second Thirty Years’ War,” and respond to objections that can be raised against this explanation. The socio-economic “pro-democracy” revolutions which are currently sweeping the Soviet Union and Eastern Europe in the name of glasnost and perestroika have virtually stunned all but the best informed in the Western World. The demand for reform throughout the so-called “Soviet block,” and the concomitant impatience with the progress of these changes in the economic and basic social fabric of these societies, have come to exhibit an urgency which few observers, if any, had been able to forecast a few short (...) years ago. The declarations by some members of the U.S. Congress that these changes are indicative of the fact that the cold war has been won by the West, and that we are now witnessing the precipitous collapse of Marxist ideology, together with the widespread sentiment that there is “no going back” to the repressive Leninist-inspired regimes of Stalin, Khruschev, and Brezhniev are all synergistic to the creation of a sentiment of optimism that indeed we have turned the corner in East-West relations. To a world which has lived under the long night of thermonuclear extinction for over four decades, the feeling accompanying the prospect of a possible end to the nightmare of Armageddon further enhances the euphoric sentiment.
