Since the rediscovery of the ancient Indian political thinker Kautilya and his Arthaśāstra in the early twentieth century, scholars have argued for similarities between his political thinking and Machiavelli’s, especially on the topic of realism. Employing a new analytic approach to reexamine their political thought, I locate unidentified tensions and overlaps between Machiavelli’s secular ethic, which pulls towards autonomous standards, and Kautilya’s political-theological ethic, which follows traditional brahmanical beliefs. In the first part of the essay, I challenge existing interpretations of (...) Kautilya’s thought and clarify a coherent political theology in the Arthaśāstra. The second part critically assesses their realist positions using the concepts of flexibility and legitimacy. While I explain how the Machiavellian position poses justifiable objections to the apparent repression and self-defeating nature of brahmanical realism, I also argue that the Kautilyan position raises important questions concerning both the flexibility and inflexibility of a secular realist position. India is a rising power in the multipolar world. This book showcases India's endogenous political ideas and strategic thinking, both of which are the key resources that underpin and drive this rise. Kautilya's Arthashastra is a major source of these ideas. It is a premodern treatise on statecraft and a foundational text of political science. So far, political science and international relations theory have largely ignored Kautilya, or, at best, labelled him merely as the 'Indian Machiavelli'. Such a characterisation vastly (...) undervalues the riches and depth of the contributions of Kautilya - a contemporary of Aristotle - whose contributions can be compared more appropriately to those of Artistotle's politics. Kautilya's contributions are recognised by such masters of western political theory as Max Weber and Hans J. Morgenthau. But in South Asia, Kautilya has remained adrift of the academic mainstream and has been given little prominence in public life, both intellectually and politically. Despite such scholarly negligence, everyday life in India - in terms of the institutions and process that constitute it - has remained deeply grounded in the political heritage of pre-modern India, succinctly codified in Kautilya's Arthashastra. These themes are explored in this book through such bridge concepts as the 'modernity of tradition' and the 're-use of the past' in tackling contemporary political problems. These concepts are the key factors that explain the resilience and stability of India's hybrid political institutions and democratic system. The paper develops value based management guidelines from the famous Indian treatise on management, Kautilya's Arthashastra. Guidelines are given for individual components of a total framework in detail, which include guidelines for organizational philosophy, value based leadership, internal corporate culture, accomplishment of corporate purpose and feedback from stakeholders.

The ‘deontic orientation’ thesis—that is, the claim that ancient Indian legal theory is orientated or focussed towards duty to the exclusion of other jural operators—features prominently in the discourse of ancient Indian law. In contrast, contemporary legal systems tend to employ a variety of other jural operators also, including right, liberty, power, and so forth. Theorists like Wesley Hohfeld even assert that these operators are elemental, and hence not reducible to other operators. This disparity may be addressed from various evaluational (...) and conceptual standpoints. I address instead a more basic question: is the disparity real? Does a scrutiny of legal treatises factually validate the deontic orientation thesis? I contend that the thesis is factually not sustainable, and that legal treatises of ancient India do display a sophisticated conception of non-deontic operators. To this end I undertake a scrutiny of Kauṭilya’s Arthaśāstra, to determine the treatise’s use of non-deontic operators, and whether it treats them as entities in their own standing as opposed to derivatives or outcomes of the deontic. Indeterminacy in dating and elusive modes of intertextuality often confound attempts to establish reliable relative chronologies for classical South Asian texts. Occasionally, however, the relationship between two texts clearly reveals the dependence of one upon the other. Such is the case for the Arthaśāstra of Kauṭilya and the Mānava Dharmaśāstra, arguably the two most important classical treaties on law and statecraft. Close reading of the two reveals a direct relationship wherein the seventh adhyāya of the Mānava Dharmaśāstra took its general (...) structure and most of its material from the Arthaśāstra.The clarification of this general relationship makes possible an appreciation of the manner in which Manu appropriated material from Kauṭilya’s treatise and allows us to draw new conclusions and raise new questions about the intellectual and cultural history of the period. This article presents Kautilya, the most important thinker in the tradition of statecraft in India. Kautilya has influenced ideas of war and violence in much of South- and Southeast Asia and he is of great importance for a comparative understanding of the ethics of war. The violence inflicted by the king on internal and external enemies is pivotal for the maintenance of an ordered society, according to Kautilya. Prudence and treason are hallmarks of Kautilya's world. The article shows that this (...) realist and cynical view of politics is very different from other traditions in India, especially the religious tradition of the epic literature, where war is a game and chivalry is paramount. Max Weber was the first to see that the writings of Machiavelli, when contrasted with the brutal realism of other cultural and political traditions, were not so extreme as they appear to some critics. "Truly radical 'Machiavellianism,' in the popular sense of that word,"Weber said in his famous lecture "Politics as a Vocation," "is classically expressed in Indian literature in the Arthashastra of Kautilya (written long before the birth of Christ, ostensibly in the time of Chandragupta [Maurya]): compared to it, (...) Machiavelli's The Prince is harmless." In this article, I contrast Machiavelli's writings to those of Kautilya (c. 300 B.C.E.) and question why Machiavelli omitted the harsher aspects of political domination such as spies, assassination of enemies, and torture. Writing only decades apart, Han Feizi (ca. 250 BCE) and Kautilya (ca. 300 BCE) were two great political thinkers who argued for strong leaders, king or emperor, to unify warring states and bring peace, who tried to show how a ruler controls his ministers as well as the populace, defended the need for spies and violence, and developed the key ideas needed to support the bureaucracies of the emerging and unified states of China and India respectively. Whereas both thinkers disliked (...) the new merchants, Han Feizi seems content with a traditional feudal economy, whereas Kautilya wanted to use the state to increase production and the wealth in the king's treasury. Indian philosophy being profoundly rich from socio-political, economical, and spiritual perspective has a lot to offer. A lot many philosophies of different Indian thinkers have been probed into for the purpose of character and national building such as that of Kautilya, Gandhi, Nehru, M.N. Roy and likewise. This is a qualitative study, examining the political philosophy of Swami Vivekananda through his works. The paper analyses the relevance of the philosophy in the then era as well as in the contemporary era with reference to western ideas and philosophy. Gandhi scholars agree that he was a critic of capitalism, if not capital or capitalists. Nevertheless, they disagree about his relationship to socialism. Some emphasize Gandhi’s claim that the modern Western canon of socialism is incompatible with the philosophy of nonviolence. Others emphasize his occasional affirmation that he is a socialist, regarding socialism as a beautiful ideal of equality. Gandhi moves back and forth between conditional endorsements of capitalists and socialism’s beautiful ideal. In this article, I ask why Gandhi never (...) specifies any clear economic preference for the philosophy of nonviolence. Is he confused and incapable of reaching practical judgments about what nonviolence demands in terms of economics? I answer this question in two ways. First, I argue that passing back and forth over the partial and fallible viewpoints of capitalists and socialists of various stripes is consistent with Gandhi’s method of experiments in truth. The passing-over method extends from experiments in devotion to constructive experiments in economics, laying the foundation for integrating distinctively human life goals or puruṣārthas. Second, and perhaps more surprisingly, I consider the background to Gandhi’s use of this method as applied to economics in Kauṭilya’s classical Arthaśāstra. Scholars often characterize Kauṭilya as both a socialist and a realist. While establishing the world’s first welfare state, his Arthaśāstra is also tied deeply into the material-spiritual concerns of the puruṣārthas, combining economics with duty, earthly pleasure, and transcendence. In this latter respect, however, Kauṭilya’s realism concedes too much to the contextual realities of his time concerning imperial conquest and caste. Gandhi emerges from this inquiry as another kind of realist in his constructive experiments with diverse economic perspectives, equally attuned to the contextual realities of his age. Gandhi succeeded—where Kauṭilya failed—to integrate economics with the spiritual goals of the puruṣārthas. I contend that Gandhi’s back and forth method in economics provides contemporary Gandhians with a way to address new contextual realities of the digital or “gig” economy through techno-satyagraha. This paper deals with issues related to character building and human values, both in personal and work life. The focus of the author is value-centred management, which has been discussed along two aspects of the human self, that is, the micro self and macro self. Here, the author tries to highlight the importance of both 'selves' in the organizational context. In the concluding part of the paper the author presents the authenticity of Kautilya's views on the macro self in the (...) context of the present business scenario. The author attempts to portray the transition created by the market economy, which cannot provide an exclusively painless solution. Moreover, he advocates culturing of self-discipline in corporate life, which can bring about qualitative improvement, both in work and personal life. While most discussions of political realism in the West draw their inspiration from thinkers such as Thucydides, Machiavelli, and Hobbes, they were far from the only political theorists developing such an approach. Rather, we see realist approaches to politics not only in a vast array of European thinkers throughout history, but also in in a diverse range of non-European traditions. From Kautilya’s 2nd c. BCE Sanskrit classic to the eponymously named Han Feizi from China, a variety of realist visions were (...) developed alongside arguments detailing structural problems in the more idealist political visions of their rivals. One such thinker, whose ideas have largely been lost to the contemporary world was the Chinese philosopher Shen Dao (c. 350-275 BCE). -/- One of the most philosophical intriguing arguments Shen Dao develops focuses on the sources of political resentment and the necessity of eliminating them as a prerequisite to a strong and stable society and state. This essay develops Shen Dao’s argument that resentment arises not merely when people’s desires are not fulfilled but rather when there was an expectation that they could have been fulfilled and work to demonstrate how he envisions eliminating sources of resentment in the political sphere. In doing so, it engages with much more prevalent Confucian views, demonstrating that Shen Dao presents a trenchant criticism of one of the very bases of Confucian political philosophy and, indeed any political theory that develops itself from moral foundations. -/- This paper closes with an analysis of how Shen Dao’s ideas may be brought into conversation with those of political realists more familiar to a Western audience, with a goal of “pursuing the ideal of working with similarities in differences and differences in similarities.” In particular it raises the question for students of why the worries of resentment were not foregrounded in the West in the way that they were by Chinese realists. This provides students with entry into examining the ways in which different cultures approach very similar topics and allows us to more deeply reflect not only on why certain things were emphasized in a particular tradition but why others were de-emphasized or seemingly ignored. Revisiting the Political Thought of Ancient India: Pre-Kautilyan Arthashastra Tradition rediscovers the political ideas of the original and celebrated schools of thought in ancient India--early Arthashastra and Pre-Kautilyan traditions. This book throws light on hitherto not very well-known aspects of political ideas in ancient India, which flourished during the 5th and 4th centuries before Christ. Kautilya's Arthashastra is a major text on ancient Indian political thought, wherein he cited views of a number of Arthashastra teachers who had written on political (...) science. Good governance, first appeared in the nineties within the United Nations, the World Bank and International Monetary Fund refers to describe how public organizations best conduct public affairs and deliver public goods and services. Today, about three decades later good governance seems to be still popular since there are still many challenges ahead for many governments especially in less-developed and developing countries. Hence the notion of good governance was emerged as a normative commencement of the principles, values and ethics to (...) realise the acts of governance. Some thoughts on good governance and related topics advocated by three great ancient philosophers, who appear to be relevant at the present time are considered herein. One of the said philosophers is Kautilya (also known as Chanakya and Vishnugupta), who lived in India around 150AD. The others are the two great Greek philosophers Plato (427- 347BC) and Aristotle (384-322 BC), who stand with Socrates as the shapers of the whole intellectual tradition of the West. The thoughts are extracted from that detailed manual of state-craft and the science of living known as the Arthashastra written by one of classical India’s greatest minds Kautilya, Plato’s great work known as ‘The Republic’ and Aristotle’s treatise titled ‘The Politics”. The objective of this paper is to study the thoughts of ancient Greek philosophers who lived many centuries ago and their ideas are still relevant today. (shrink)

Honolulu: University of Hawai'i Press, 1995. Pp. ix + 171.Ethics in Early Buddhism by David J. Kalupahana is a small volume that makes a large contribution to the study of Buddhist ethics. As the title suggests, Kalupahana, an internationally recognized scholar of early Buddhism, focuses his scholarship on the discourses of the Buddha contained in (...) the Pāli canon. But his philosophical concerns are as broad as the field of ethics itself, and his understanding of Buddhist ethics is based on a careful analysis of the full development of Buddhism, Mahāyāna as well as Theravāda texts. As in his earlier work, A History of Buddhist Philosophy: Continuities and Discontinuities (University of Hawai'i Press, 1992), Kalupahana argues cogently for a pragmatic, experientially grounded, understanding of Buddhist [End Page 628] thought, rejecting the essentialist and absolutist interpretations of experience that characterize so much philosophical thought, Asian as well as Western.Part 1 situates early Buddhist ethics in its historical context, contrasting it with the deontological ethical theory that characterized much of the Upaniṣads and that culminated in the Bhagavad Gītā on the one hand and with the utilitarian theory that grounded much ancient Indian practical thought, including the realpolitik of Kauṭilya's Arthaśāstra on the other. This historical context contributes to our ability to see how the Buddha steered a middle path between moral absolutism and the moral relativism of self-interest.In part 1 Kalupahana also tackles the problem of knowledge, for much of moral theory is shaped by epistemological concerns, with epistemological absolutism giving rise to moral absolutism and epistemological relativism giving rise to moral relativism. Here Kalupahana analyzes the Buddha's experiential method of insight and understanding, which gave rise to the central Buddhist insight into the nature of existence, namely interdependent arising (paṭicca samuppāda), a middle view that eschews essentialism and eternalism on the one hand and nihilism on the other. His conclusion is that early Buddhist ethics is a middle way rooted in the middle-way ontology of paṭicca samuppāda and grounded in an experiential way of knowledge. Part 1 concludes with illuminating explorations of what this middle way ethics has to contribute to the important ethical issues involved in the fact-value distinction, the problem of will or choice, and the relation of the individual and society.In part 2, the heart of the book, Kalupahana proceeds to analyze the Buddhist conceptions of the moral life, its underlying principle, and its justification. As he notes, the early discourses present various accounts of the moral life. Integrating these accounts, Kalupahana examines Buddhist morality in terms of its beginnings in the cultivation of virtues (sīla), its flowering in the practice of the eightfold path, and its fulfillment in the attainment of the freedom of nibbāna.In a careful analysis of the Brahmajāla Sutta, the seven virtue clusters that are mentioned or discussed in many places in the early discourses are identified and clearly explained. The first virtue cluster includes non-hurting (ahiṁ), which, in its positive sense, is the virtue of friendliness and compassion. The second, non-stealing, in its positive sense, is being satisfied with what one has. The third, avoiding vulgar sensuality and evil, focuses on living the "higher" life of brahmacariya. The fourth focuses on telling the truth and being trustworthy, while the fifth extends the virtue of truth-telling to refraining from malicious speech and using speech to create harmony, and the sixth extends right speech even further, renouncing all harsh speech and taking care always to speak lovingly to help others. The seventh virtue cluster is also about speech, namely refraining from gossip and frivolous talk and, positively, to use speech that is appropriate to the occasion and that promotes morality and well-being in the community.These seven virtues, which advance the well-being of both the individual and society, are the foundation of Buddhist morality on which the morality of the noble eightfold path builds.
