Towards an Inclusive Democracy, it is argued, offers a powerful new interpretation of the history and destructive dynamics of the market and provides an inspiring new vision of the future in place of both neo-liberalism and existing forms of socialism. It is shown how this work synthesizes and develops Karl Polanyi’s characterization of the relationship between society and the market and Cornelius Castoriadis’ philosophy of autonomy. A central component of Fotopoulos’ argument is that social democracy can provide (...) no answer to neo-liberalism, so the only viable alternative to neo-liberalism is the form of inclusive democracy he elaborates. Reviewing Castoriadis’ concept of autonomy, it is argued that while Fotopoulos is certainly correct given the present deformed nature of social democracy, there is no reason to exclude social democracy as such from what Fotopoulos calls the tradition of autonomy. It is suggested that if the working class movement could free itself from the capitalist imaginary and return to its quest for autonomy, a synthesis of a radically reformed social democracy and inclusive democracy could greatly improve the prospects of each to successfully challenge not only neo-liberalism, but also the emerging liberal fascism of USA, Britain and Australia. Social democracy has often been seen as a pragmatic compromise between capitalism and socialism. This chapter shows that social democracy is in fact a distinctive body of political thought: an ideology which prescribes the use of democratic collective action to extend the principles of freedom and equality valued by democrats in the political sphere to the organization of the economy and society, chiefly by opposing the inequality and oppression created by laissez-faire capitalism. The chapter makes this (...) case by examining three distinct eras in the development of social democratic ideas: the emergence of social democracy in the decades before the Second World War; the so-called ‘golden age’ of social democracy between 1945 and 1970; and the period of social democratic retreat from 1970 until the present. The author argues that the contributions of Jane Addams and the women of theHull House Settlement to pragmatist theory, particularly as formulated by JohnDewey, are largely responsible for its emancipatory emphasis. By recoveringAddams's own pragmatist theory, a version of pragmatist feminism is developedthat speaks to such contemporary feminist issues as the manner of inclusionin society of diverse persons, marginalized by gender, ethnicity, race, andsexual orientation; the strengths and limitations of standpoint theory; and theneed for feminist ethics to embrace the (...) class='Hi'>social nature of morality. The model ofsocial democracy that informs the pragmatist shift from a detached theory ofknowing to an engaged theory of understanding differentiates it from both liberalindividualism and communitarianism. This article assesses the prospects of social democracy in Turkey in light of two prominent debates regarding social democracy: the challenge of populism and the proper balance between a politics of redistribution and a politics of recognition. By focusing on the Republican People’s Party (CHP), it shows that the main problem the party faces is to find ways of addressing the issues of recognition and redistribution. Success in addressing these issues would provide an effective alternative to (...) the populist agenda of the ruling Justice and Development Party (AKP) and build channels for participatory democracy and institutions of accountability. We argue that social democracy, with its legacy of democratic rule and institutions, can serve as a significant anchoring point in such an effort. We point out, however, why current social, institutional, political, and cultural factors make the CHP’s task of pursuing a social democratic agenda in Turkey particularly difficult. (shrink)

The Swedish case bears out Lewin's contention, in Self-Interest and Public Interest in Western Politics, that public spiritedness is much more important than is suggested by public-choice theories positing the universal dominance of self-interestedness. However, in Sweden we find that public spiritedness on the part of the public—as evidenced, for example, in sociotropic voting—was cultivated by political institutions, policies, and rhetoric that transformed a divided, conflictual society into one in which the “public interest” was both coherent and desirable. In turn, (...) this cultivation was the result of decisions by politicians that were, in the most simplistic sense, self-interested, because they secured the politicians’ election and re-election. Tomasi’s view of social democracy is shown to mischaracterize it as hostile to private economic liberties, which all real-world social democracies guarantee. The supposed Manichean choice between social and market democracy, seen as requiring contrasting accounts of fairness, results from combining Rawls-style idealization of regime types, the Hayekian presumption that social democracies are advancing along the road to serfdom, and tendentious appeal to scant and unconvincing historical evidence. The proposed constitutional protection of ‘thick,’ market-based (...) economic liberties, as favoring both individual self-authorship and fair equality of opportunity, is defended by Tomasi against high-liberal and social democratic views as compatible with what Rawls’s social justice demands, but as their scope expands in the course of the book this fails to convince. Finally it is argued that the ever-expanding reach of the market across all social life, with feedback effects on the formation of preferences, renders questionable Tomasi’s claims that his account of market fairness is neutral with respect to ways of life and that it specifies conditions under which individuals can live lives that are truly their own. Totalitarian ideologies achieved this by harnessing the passions unleashed by World War I, but at the cost of radicalization. Conversely, the (unexpected and lasting) post-1945 “social state” set the groundwork for modern (...) individualism and established new legitimacy for the regulatory and protective nation-state, conceptually bonded directly with its voter-citizens. Democracy is thus impossible to disentangle from social democracy—regardless of its actual effectiveness. If Gauchet is right, the left's embrace of “voice” over “exit” mixes a deep insight with flawed prescriptions, as it overlooks the national nature of the experience of citizenship, whereas classical liberals favoring the “exit” option risk undermining the core of the democratic compact. In the mid-1980s, German social democracy was revived like a Phoenix from the ashes. In the individual federal states, it proved its governing capability which had been lost in the final years of the Schmidt Administration: The Social Democrats not only controlled the city-states of Bremen and Hamburg widi an absolute majority, but were able to win die 1985 elections so overwhelmingly, both in the largest state of North Rhine-Westphalia and also in Saarland, that they were not (...) forced to form any coalitions. But where die Social Democrats needed a partnership, as in Hesse, diey showed diat they would wager a red-green coalition. Building a Social Democracy examines the various types of communication practices that are necessary to build a social democracy. Danisch contends that rhetorical pragmatism improves our sociopolitical circumstances by turning questions about epistemology into questions about communication practices.

First published in 1987. The legal and political writings of the German Social Democrats Kirchheimer and Neumann, from the period prior to the National Socialist seizure of power, are little known to English readers. This volume presents a selection of important essays from this period, which focus on the prospects for the constitutional realization of a social democratic order in the first German Republic - the Weimar Republic, created out of the collapse of the monarchy in 1918, and (...) destroyed by the National Socialists in 1933. Both Kirchheimer and Neumann were active as lawyers in the later 1920s and early 1930s, the latter especially having a close connection with trade union legislation and labour law. From their viewpoint as Social Democrats and lawyers they present incisive analyses of the problems confronted by the attempt to realize the ideal of a social Rechtsstaat in a political environment increasingly dominated by forces on left and right which saw constitutional order only as a means to seize power, and not as a legitimate form of order in itself. In these circumstances, political issues translated into constitutional issues, and thus could be analysed in terms of the aims and objectives of a given constitutional order. A substantial introduction by the volume's editor, Keith Tribe, presents the political and theoretical background to these essays, which range over questions of industrial democracy, political representation, parliamentary rule and the role of judicial review. These issues are once more on the political agenda of Western industrial democracies, and the analyses of Kirchheimer and Neumann have lost none of their force and relevance, despite the catastrophic 'failure' of Weimar democracy in 1933. Professor Przeworski examines the three principal choices confronted by socialism: whether to work through elections; whether to rely exclusively on the working class; and whether to try to reform or abolish capitalism. He brings to his analysis a number of abstract models of political and economic structure, and illustrates the issues in the context of historical events, tracing the development of socialist strategies since (...) the mid-nineteenth century. Several of the conclusions are novel and provocative. Professor Przeworski argues that economic issues cannot justify a socialist programme, and that the workers had good reasons to struggle for the improvement of capitalism. In this century Australia has enjoyed the highest per capita incomes and probably the most equal distribution of income of any nation in the world. Australia has been a lighthouse social democracy. We assess the impact of the vigorous liberal economic reforms of the 1980s on economic management and steering, social integration and cohesion, on the public sector, on civil society and the public sphere. We see that the reforms have been ideologically driven and that they have (...) negatively affected the distribution of income, the deliberative capacity of the policy apparatus, and the unique institutional features of social democracy in Australia. This article examines the political crisis of social-democratic parties in Western Europe in light of its impact on the social-democratic emancipatory project, and asks whether the first calls the second into question. It begins by defining social democracy as an emancipatory project, and identifies three major historical phases that correspond to three distinct conceptions of the project. “Social-democratic dilemmas” section examines recent literature in comparative welfare state economics, political sociology, and studies of populism and authoritarianism, (...) to show how the socio-economic transformations of the last five decades have enlarged and fragmented the constituency of social-democratic parties, and contends that this situation has generated powerful tensions between the normative and the mundane dimensions of the social-democratic project. Three major dilemmas—economic, cultural, and political—leading to three deep conflicts internal to the social-democratic constituency are identified and discussed. Combining these empirical findings with the three rival interpretations of the social-democratic project introduced in “Social democracy as an ideational and a mundane project” section, “Three scenarios” section develops three possible scenarios for the evolution of this project in the near future: decline, drift, and renewal. “Implications for policy and politics” section assesses the likelihood and political meaning of each scenario for the pursuit of the social-democratic project, taking into consideration the recent upsurge of left-wing populism. Many people think Marx a totalitarian and Soviet Marxism the predictable outcome of his thought. How might one combat this completely mistaken image? What if one could demonstrate that Western European social democracy represents Marx’s thought far more than did Soviet Marxism? What if one shows that Marx and social democracy are quite compatible? What if one shows that Marx actually supported social democratic parties? If social democracy is closer to being the true (...) face of Marxism after Marx, then all claims of totalitarianism evaporate. There is nothing remotely totalitarian about social democracy. And from the start, social democrats were highly critical of the undemocratic tactics of Soviet Marxism. To demonstrate the relationship between Marx and social democracy it will be necessary to show that, for Marx, socialist society is compatible with a market economy—as long as markets are controlled to eliminate alienation. It will also be necessary to show that markets can be controlled democratically, that Marx was very much a democrat, and that he and Engels worked quite actively with democratic parties. It will also be necessary to show that Marx developed a theory of revolution compatible with a democratic electoral movement engaged in by a social democratic party. It will also be necessary to show that Marx and Engels, from the late 1860s on, worked extensively with and supported the Social Democratic Party (SPD) of Germany—which eventually became the largest party in Germany and the largest socialist party in the world.
