On the basis of his own previous research the author examines views of Europe held by the Serbian political and cultural elite in the late 20th and early 21st century. Unable to meet the challenges of the historical moment, this elite has brought Serbia into open conflict with its closest neighbors and exposed its citizens to international sanctions. War-mongering propaganda of the major state-controlled media was developing feelings of xenophobia and frustration among citizens. The collusion between authoritarian government (...) and war profiteers was systematically destroying the lives of Serbian citizens, bringing them to the brink of material impoverishment and spiritual misery. The process of dissolution of the common Yugoslav state is coming to its end in the first decade of this century. Just as it lacked wisdom political will or strength to prevent armed conflicts and crimes, the Serbian elite today is unable to condemn war crimes, to face disastrous consequences of its own policies, and to help Serbian citizens find their way to prosperity. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to remedy this situation, fully launching (...) a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. The denial of essential differences does not, however, amount to an endorsement of essential sameness. Patricia Crone's _God's Rule_ is a fundamental reconstruction and analysis of Islamic political thought focusing on its intellectual development during the six centuries from the rise of Islam to the Mongol invasions. Based on a wide variety of primary sources--including some not previously considered from the point of view of political thought--this is the first book to examine the medieval Muslim answers to questions crucial to any Western understanding of Middle Eastern politics today, such as why states are necessary, (...) what functions they are meant to fulfill, and whether or why they must be based on religious law. The character of Muslim political thought differs fundamentally from its counterpart in the West. The Christian West started with the conviction that truth (both cognitive and moral) and political power belonged to separate spheres. Ultimately, both power and truth originated with God, but they had distinct historical trajectories and regulated different aspects of life. The Muslims started with the opposite conviction: truth and power appeared at the same time in history and regulated the same aspects of life. In medieval Europe, the disagreement over the relationship between religious authority and political power took the form of a protracted controversy regarding the roles of church and state. In the medieval Middle East, religious authority and political power were embedded in a single, divinely sanctioned Islamic community--a congregation and state made one. During the communist era, Radio Free Europe (RFE) was Romania's favorite radio station. This paper analyzes the role of RFE in everyday life in the strictly controlled Romanian communist state by looking at the broadcasts of RFE's Romanian Department, their audience, and their impact. Drawing largely on the RFE archives at the Vera and Donald Blinken Open Society Archives (OSA) and the former secret police files at the National Council for the Study of the Securitate Archives (CNSAS), it investigates (...) how radio waves mediated and channeled information while preparing people to embrace political and cultural change. The paper focuses on the circulation of knowledge, media confluences, and human agency. The rituals that developed around the secrecy which governed the listening process, the personal requests, attitudes, and opinions expressed in letters to RFE, and oral and written testimonies, coupled with the disproportionate and, at times, extreme reactions of the communist state, together reveal the carving out of individual spaces that allowed for the preservation of the “self” during Nicolae Ceausescu's dictatorship. At such critical historical moments, the connection became visible. Through an analysis of recent media representations in which RFE figures, such as Cold Waves, this study also looks at how RFE shaped personal memories of communist times. (shrink)

The use of technology and innovation in developing long-term global food security, and ensuring sustainable and adequate food production, is contextualized by values and controversies associated with food technologies. The framing and context of these technologies may impact on consumer perceptions and acceptance. In some countries this can influence policy decisions. Analysis of the public discourses on the themes of innovation, risk, power and control, and their socio-economic and ethical implications, is applied to explain the utility of novel and emerging (...) food technologies. Potential differences in stakeholder interests are taken into account in different economic and regulatory environments, contrasting Europe with the emerging economies of China and India. In the case of India, there is considerable public debate on finding a balance between various technological choices for food production, viz transgenic, traditional breeding and organic production. In China, the debate about technological innovation is driven largely by political and scientific elites with relatively little consumer debate. European agri-technological innovation is framed by ‘post-productivism’, which informs both implementation strategies and regulatory and governance issues. Economic values cannot be dismissed as irrelevant to the European innovation process, in particular in relation to investment and scientific endeavour. (shrink)

Noting the pervasiveness of the adoption of "responsibility" as a core ideal of neoliberal governance, the contributors to Competing Responsibilities challenge contemporary understandings and critiques of that concept in political, social, and ethical life. They reveal that neoliberalism's reification of the responsible subject masks the myriad forms of individual and collective responsibility that people engage with in their everyday lives, from accountability, self-sufficiency, and prudence to care, obligation, and culpability. Even a superficial look at the classical ideas and practices of government of populations makes it immediately apparent that there is a peculiarity in Foucault’s genealogy of western bio-politics and governmentality. According to Foucault, western governmental rationality can be traced back to the Judeo-Christian tradition in general and to the Christian ideology and practice of the pastorate in particular. In this article, my purpose is to show that Christianity was not the prelude to what Foucault calls governmentality but (...) rather marked a rupture in the development that started in classical Greece and Rome and continued in early modern Europe. With the rise of Christianity, the majority of these classical practices, including negative eugenics and even family policies, either faded into the background or they were rejected outright. In English Perspectives Sisson presents half a century's reflection on politics. He pursues his early concerns through decades in which he developed an unusual combination of interests. Commitment to the continuance of the English tradition is an essential part of his work as a poet, translator and critic, as well as in such book as The Spirit of British Administration with some European Comparisons and The Case of Walter Bagehot, which addressed subjects overtly political. A review of The Spirit (...) of British Administration spoke of its 'agnosticism and empiricism', describing it as a 'brilliant attack on the theoreticians'. Sisson does not write on politics from the library or classroom but from years of work in Whitehall and first-hand acquaintance with government offices in a number of European countries. The centrality of this to the debate about Europe needs no special emphasis. Early essays collected here deal with matters surprisingly relevant to present controversies. One from 1940 wryly explores 'The Argument for Federal Union'. There are essays one the operation of government machinery abroad which throw more light on the subject than current public discussions on the EEC. Sisson stresses throughout those aspects of British practice which have importance beyond the immediate battles of the day. (shrink)

Since the inception of Turkey as an independent state, the country has based itself on Western modes of governance, with secularism being a hallmark of the nation. In recent years, Islamic parties have made inroads in government, causing consternation among the old guard and allies in Europe. Much of the modern arguments against Turkey's inclusion in the EU rely on psuedo-Orientalist ideas; Turkey is somehow so different and alien from "European" culture that they simply do not belong in (...) the EU. Historical notions of Turkey and Islam as fundamentally different are then propagated to remove Turkey from contemporary Europe. Islamic politics in Turkey do not represent a shift to a more fundamentalist ideology; in actuality, Turkish Islamic parties are very modern movements based in progressive ideas. The rise of Islamic parties in Turkey signals a shift away from a dogmatic following of the strictly secular West into a more hybrid political identity, unshakably tied to the West but allowing for a greater expression of its Middle Eastern Muslim heritage. The idea of civil society is one of the oldest and most contested in Western political and sociological thought. Among the social sciences, anthropology has been the discipline that has prompted the boldest critiques of the concept. This paper argues that the “revival” of civil society in Central and Eastern Europe in one particular field—that of environmental activism—has been contingent with the outcomes of EU enlargement policies. I introduce the case study of one of the most complex and contested (...) transport development projects in Central Eastern Europe: the Budapest Ring Road. I maintain that within the EU enlargement project alternative forms of political power have been built from below and that they eventually come to compete with the state (and local governments) to influence decision-making processes. These forms, to be individuated in the emergence of environmental activism, take shape at local, state and transnational levels and aim, although often contradictorily, at restituting political agency under the condition of lowering public participation in decision-making processes. The paper links higher education reforms and welfare states reforms in postcommunist Central European countries. It links current higher education debates (and reform pressures) and public sector debates (and reform pressures), stressing the importance of communist-era legacies in both areas. It refers to existing typologies of both higher education governance and welfare state regimes and concludes that the lack of the inclusion of Central Europe in any of them is a serious theoretical drawback in comparative social research. The region (...) should still, after more than two decades of transition and heavy international policy advising, be viewed as a “laboratory of social experimentation”. It is still too risky to suggest generalizations about how Central European higher education and welfare systems fit existing typologies. Consequently, the “transition” period is by no means over: it is over in terms of politics and economics but not in terms of social arrangements. Both higher education and welfare states should be viewed as “work in progress”: permanently under reform pressures, and with unclear future. (shrink)

This paper deploys elements of the philosophy of information in order to explore ideas of dialogical governance. Dialogue in the governance of contentious issues is at least partly a response to the recognition of pluralism among perspectives on various issues. This recognition is prevalent in the context of European governance. However, it is a first step to a better understanding of diverging opinion, rather than an end point. This paper argues that the PoI offers a fruitful path to follow up (...) this first step. Specifically, PoI provides epistemological tools that can be used to clarify the meanings of terms and relevance of perspectives at issue in dialogical scenarios. Importantly, this approach revises the enlightenment view of the individual, offering a more nuanced and ultimately more accurate view of the self as internally complex. This represents a step beyond the status quo wherein these things are taken as unproblematic. This paper argues that PoI’s resources ought to feature as a methodological background to a reinvigorated dialogical governance paradigm. This method and these resources can inform an improved view of dialogical governance in Europe and, in their generality, beyond. (shrink)

Temporary work has expanded in the last three decades with adverse implications for inequalities. Because temporary workers are a constituency that is unlikely to impose political costs, governments often choose to reduce temporary work regulations. While most European countries have indeed implemented such reforms, France went in the opposite direction, despite having both rigid labor markets and high unemployment. My argument to solve this puzzle is that where replaceability is high, workers in permanent and temporary contracts have overlapping interests, and (...) governments choose to regulate temporary work to protect permanent workers. In turn, replaceability is higher where permanent workers’ skills are general and wage coordination is low. Logistic regression analysis of the determinants of replaceability—and how this affects governments’ reforms of temporary work regulations—supports my argument. Process tracing of French reforms also confirm that the left has tightened temporary work regulations to compensate for the high replaceability. (shrink)

Although big-data research has met with multiple controversies in diverse fields, political and security implications of big data in life sciences have received less attention. This paper explores how threats and risks are anticipated and acted on in biobanking, which builds research repositories for biomedical samples and data. Focusing on the biggest harmonisation cluster of biomedical research in Europe, BBMRI-ERIC, the paper analyses different logics of risk in the anticipatory discourse on biobanking. Based on document analysis, interviews with ELSI (...) experts, and field research, three types of framing of risk are reconstructed: data security, privacy, and data misuse. The paper finds that these logics downplay the broader social and political context and reflects on the limits of the practices of anticipatory governance in biobanking. It argues that this regime of governance can make it difficult for biobanks to address possible future challenges, such as access to biomedical data by authorities, pressures for integrating biobank data with other type of personal data, or their use for profiling beyond medical purposes. To address potential controversies and societal implications related to the use of big data in health research and medicine, the paper suggests to expand the vocabulary and practices of anticipatory governance, in the biobanking community and beyond. This article examines the role of mainstream political participation in the quest for gender equitable citizenship as a measure of the attainment of democracy. Citizenship stands here as the appropriate measure for the implementation of women's rights as human rights. The article examines citizenship status through the prism of representation in mainstream politics in the context of democratisation in Central and Eastern Europe. Prior to European Union accession negotiations, gender was marginal on the political agenda in most countries (...) in the region. Indeed, what counts as 'political' had been narrowed to denote formal party and legislative politics alone. The contradiction between this definition and the discursive validation of civil society involvement is explored, both within the region and by international donor agencies and supranational governments such as the European Union. Some empirical evidence of the barriers hindering women's access to the public sphere of the polity is presented. Finally, strategies such as the introduction of quotas that are designed to overcome the factors curtailing women's capacity to become active citizens in the public sphere of politics are discussed. In the United States and Europe, an increasing emphasis on equality has pitted rights claims against each other, raising profound philosophical, moral, legal, and political questions about the meaning and reach of religious liberty. Nowhere has this conflict been more salient than in the debate between claims of religious freedom, on one hand, and equal rights claims made on the behalf of members of the lesbian, gay, bisexual, and transgender community, on the other. In Culture, Politics, and Governing, the study of contemporary ascetics provided me with a way to approach the practice of knowledge production and its intersection with cultural production that was able to take into account the institutionalization of authors and artists and the ways in which their practices were both governed and governing, often through valorization. Recently, I have worked to extend this framework to settings that are less obvious as sites for the production of governing knowledge: what Max (...) Weber and Foucault discussed as ascetics, generated through what Max Horkheimer and Theodor Adorno called the culture industry. The contemporary culture industry produces an art of living genre that encourages pecuniary subjects who treat the self as a site for the production of value from which to practice valorized ascetics. Montesquieu is famous as a tireless critic of despotism, which he associates overtly with Asia and the Middle East and not with the apparently more moderate Western models of governance found throughout Europe. However, Vickie B. Sullivan argues that a creaful reading of Montesquieu's enormously influential The Spirit of the Law reveals the surprising result that he recognizes that Europe itself is susceptible to despotic practices - and that the threat emanates not from the East but rather from (...) certain despotic ideas that inform Western institutions and practices. Sullivan guides readers through Montesquieu's sometimes veiled yet sharply critical accounts of Machiavelli, Hobbes, Aristotle, and Plato, as well as various Christian thinkers have brough forth despotic ideas in the form, for example, of brutal Machiavellianism, of Hobbes's justifications for the rule of one, of Plato's reasoning that denied slaves the right of natural defense, and of the Christian teachings that equated heresy with treason. Such ideas, Montesquieu shows, inform such revered European institutions as the French monarchy and the Roman Catholic Church. In this new reading of Montesquieu's masterwork, Sullivan corrects the misconception that it offers simple, objective observations, showing it to be instead a powerful critique of European politics that would become remarkably and regrettably prescient after Montesquieu's death, when despotism repeatedly emerged in Europe with virulent intensity. -- from dust jacket. Regional market integration in Europe and North America has grown increasingly extensive. This integration has created institutions and structures to guide pancontinental political, economic, and social policies. At the same time, both regions are experiencing pressures of decentralization. These competing trends are transforming relationships between and among business, society, and government. Considered the most original thinker in the Italian philosophical tradition, Giambattista Vico has been the object of much scholarly attention but little consensus. In this new interpretation, David L. Marshall examines the entirety of Vico's oeuvre and situates him in the political context of early modern Naples. He demonstrates Vico's significance as a theorist who adapted the discipline of rhetoric to modern conditions. Marshall presents Vico's work as an effort to resolve a contradiction. As a professor of rhetoric at the (...) University of Naples, Vico had a deep investment in the explanatory power of classical rhetorical thought, especially that of Aristotle, Cicero, and Quintilian. Yet as a historian of the failure of Naples as a self-determining political community, he had no illusions about the possibility or worth of democratic and republican systems of government in the post-classical world. As Marshall demonstrates, by jettisoning the assumption that rhetoric only illuminates direct, face-to-face interactions between orator and auditor, Vico reinvented rhetoric for a modern world in which the Greek polis and the Roman res publica are no longer paradigmatic for political thought. Europe’s affluent democracies adopted different policy strategies to buffer their labor markets from the effects of the worldwide recession that followed the financial crisis in 2007. This article offers a sociologically anchored historical institutionalist explanation to account for this divergence. Reviewing the politics of employment policymaking before, during, and after the crisis in the United Kingdom, Germany, and Denmark, the article traces partisan actors’ tactics of maneuvering within the constraints of institutionally embedded mass preferences to legitimate their policies (...) and improve their electoral performance. The analysis moves beyond contemporary treatments of path-dependent institutional evolution in two important ways. Rather than focusing on how arrangements at the work-welfare nexus provide actors with particular functional benefits and differential power resources, it examines institutions’ ideational effects on the construction of electorates’ interests. Moreover, it illuminates partisan politicians’ room for strategic agency, breaking with interpretations that view government responses as the product of particular producer group coalitions. ABSTRACTThis article contributes to the recent historiography on Enlightenment plans for European peace by shedding light on the political and intellectual work of the neglected Spanish minister and intellectual José Carvajal y Lancaster. The article begins by outlining the intellectual context surrounding the War of Spanish Succession, and proceeds to analyse the ways that Carvajal deployed, both in his texts and in power, Enlightenment ideals to reform the Spanish Empire and achieve perpetual peace in Europe. The ideas of his (...) first work, his Testamento Político, revealed the ways that the logic of joint-stock companies could catalyse the reform of the Spanish Empire. His measures in government, in turn, illustrated how international cooperation could be mutually beneficial, but turned on his fraught relationship with the future Marquis of Pombal. Finally, his text Mis Pensamientos, written in 1753, envisaged a formal commercial and political coalition between the Spanish and the British Empires. Carvajal’s vision for European peace was at once utopian and clear-eyed, and the ideas behind his plan persist as demanding questions for our age. (shrink)

This article introduces the concept of “alterity processing” to account for the simultaneous enactment of individual “Others” and emergent European orders in the context of migration management. Alterity processing refers to the data infrastructures, knowledge practices, and bureaucratic procedures through which populations unknown to European actors are translated into “European-legible” identities. By drawing on fieldwork conducted in Italy and the Hellenic Republic from 2017 to 2018, this article argues that different registration and identification procedures compete to legitimize different chains of (...) actors, data, and metadata as more authoritative than others. Competing procedures have governance implications, as well, with some actors being included and others being excluded. Furthermore, there is evidence that—despite procedural rigidities—applicants themselves propose alternative chains of actors, data, and metadata that are more meaningful to them. In this tension, it is not only the individual Other that is enacted but also specific bureaucratic orders cutting across old and new European actors and distinctive understandings of “Europe.” From a technology studies perspective, this article engages in a dialogue with the emergent debate on Hotspots, the scholarship about the infrastructural construction of Europe and political sociology. This article seeks to explain the variable implementation of gender mainstreaming as a `policy frame' over time and across various international organisations (I.O.s). In the years since the U.N. Fourth World Women's Conference in Beijing (1995),mainstreaming has been endorsed and adopted by a wide range of international organisations, and we compare the adoption and implementation of mainstreaming in four specific I.O.s: the World Bank, the United Nations Development Programme, the Organisation for Security and Cooperation in Europe, and the European (...) Union. The rhetorical acceptance of mainstreaming by various international organisations, however, obscures considerable variation in both the timing and the nature of the mainstreaming process within and among organisations. This variation, in turn, can be explained in terms of the categories of political opportunity, mobilising structures and strategic framing, which have been put forward by social movement theorists. Niche parties have been increasingly successful during the last 30 years and have accordingly received a lot of scholarly attention. So far most of the focus has been on Green and radical right parties, and to a more limited extent, regional parties. In this paper I analyze the electoral fates and policy outcomes of another type of niche party, namely those focusing on anti-corruption, whose successes culminated during the 2000s. The study is limited to all new parties campaigning on the (...) issue of anti-corruption in Central and Eastern Europe since the fall of the Berlin wall and the questions to be answered are: To what extent are these parties successful in obtaining relevant positions in the government so that they are able to effectively fight corruption? What impact do they have on anti-corruption measures, thereby influencing the level of corruption? How successful are these parties in the elections that follow? In short, to what extent do anticorruption parties matter? Apart from electoral and governmental data, the analysis is based on the Freedom House Nation in Transit annual reports, in which one section deals with the efforts to curb corruption. The results are rather mixed, but indicate that the more influential positions the anti-corruption parties (ACPs) have in government, the better are their anti-corruption performances. That implies that they are serious and competent enough to tackle those issues, despite their newness and lack of experience. Not surprisingly, the incumbent ACPs fare worse than those in opposition in subsequent elections, but quite a few still remain popular. Finally, all but one party abandoned their anti-corruption rhetoric in their second election, which implies that anti-corruption is a different type of issue, compared to the ones used by previous niche parties. This article engages with the production and government of migrant multiplicities in border zones of Europe, arguing that the specificity of migrant multiplicities consists in their temporary and divisible character. It is argued that there are three different forms of migrant multiplicities: (1) the multiplicity produced due to migrants’ spatial proximity; (2) the virtual multiplicity generated through data; and (3) the visualized and narrated multiplicity that emerges from media portraits of the ‘spectacle’ of the arrivals of migrants. It (...) is claimed that multiplicities are made to divide and partition the migrants and thus prevent the formation of a collective political subject. In the concluding section, the article deals with the ambivalent character of the term ‘the mob’, addressing the twofold dimension of migrant multiplicities: these are in fact generated by techniques of power, at the same time exceeding them and representing potential emerging political subjects. The political integration of the European Union is fragile for many reasons, not least the reassertion of nationalism. That said, if we examine specific practices and infrastructures, a more complicated story emerges. We juxtapose the political fragility of the EU in relation to the ongoing formation of data infrastructures in official statistics that take part in postnational enactments of Europe’s populations and territories. We develop this argument by analyzing transformations in how European populations are enacted through new technological infrastructures (...) that seek to integrate national census data in “cubes” of cross-tabulated social topics and spatial “grids” of maps. In doing so, these infrastructures give meaning to what “is” Europe in ways that are both old and new. Through standardization and harmonization of social and geographical spaces, “old” geometries of organizing and mapping populations are deployed along with “new” topological arrangements that mix and fold categories of population. Furthermore, we consider how grids and cubes are generative of methodological topologies by closing the distances or differences between methods and making their data equivalent. By paying attention to these practices and infrastructures, we examine how they enable reconfiguring what is known and imagined as Europe and how it is governed. (shrink)

This ground-breaking book surveys the history of women's political thought in Europe from the late medieval period to the early modern era. The authors examine women's ideas about topics such as the basis of political authority, the best form of political organisation, justifications of obedience and resistance, and concepts of liberty, toleration, sociability, equality, and self-preservation. Women's ideas concerning relations between the sexes are discussed in tandem with their broader political outlooks; and the authors demonstrate that the development of (...) a distinctively sexual politics is reflected in women's critiques of marriage, the double standard, and women's exclusion from government. Women writers are also shown to be indebted to the ancient idea of political virtue, and to be acutely aware of being part of a long tradition of female political commentary. A fascinating collection of studies, _The Politics of Truth and Other Untimely Essays_ explores the historical and theoretical underpinnings of personal liberty and free government and provides a trenchant analysis of the crisis of civic consciousness endangering both of them today. The book addresses a range of issues in contemporary political philosophy and constitutional theory. These are seen to be all the more urgent in importance because of the surging aspirations for liberty in the wake of the collapse (...) of the Soviet empire and the post-Cold War anomaly of crisis, malaise, and disarray in free government itself in America and in other bastions of modern democracy. While each essay can stand alone, there is an underlying thematic unity to the collection. The fundamental problem considered throughout is whether and to what extent the fall of communism may mark an epoch in world history. These questions are applied to the East Central European nations struggling to achieve free government and personal liberty. The elements required to identify the preconditions of liberty are addressed and specific attention is given to the terms of institutionalization in the American founding. Several essays focus on American political thought, with emphasis on the Declaration of Independence and the Constitution. Two elements, in particular, are treated: the jurisprudential and common law background to the American political tradition and the centrality of religion within the unfolding of the American political experiment. Sandoz explores the uncommon alliance of philosophers, statesmen, and evangelists during the nation's founding. This alliance, nurturing communities of persons bound together by their faith and a mutual regard for one another, played a vital role in the establishment of the system of freedom under law. Sandoz sees the tension between religion and natural law as a constant in the human struggle for freedom. That the preservation of liberty under law is no easy task is acknowledged and addressed as it can be seen in the American founding, in the post-communist struggle of East Central Europe, and in the deepening contemporary crisis of American society. This article discusses the significance of international borders in Europe and Northeast Asia during the Cold War (1945–1989) and after. Using the concept of ‘moral hazard’, the article examines what happens when great powers frequently violate the borders of neighboring countries without suffering adverse repercussions. Norms of sovereignty and territorial integrity are viable only if large countries are willing to uphold them most of the time. The Soviet Union used or threatened to use military force against East European countries (...) on numerous occasions (1953, 1956, 1968, and 1980–1981) with impunity. The Russian Federation adopted a broadly similar policy toward neighboring countries that had been republics of the Soviet Union until 1991. Russian forces in Georgia, Moldova, Tajikistan, Belarus, and Ukraine served as instruments of Russian hegemony in those countries. Until 2014, Western governments made little or no effort to deter or counter Russian military encroachments in neighboring republics. By the principle of moral hazard, leaders in the Kremlin came to believe that they could act with a free hand in the former USSR. (shrink)

Politically, Europe has been unable to address itself to a constituted polity and people as more than an agglomeration of nation-states. From the resurgence of nationalisms to the crisis of the single currency and the unprecedented decision of a member state to leave the European Union, core questions about the future of Europe have been rearticulated: Who are the people of Europe? Is there a European identity? What does it mean to say, “I am European?” Where does (...) Europe begin and end? and Who can legitimately claim to be a part of a “European” people? The special issue seeks to contest dominant framings of the question “Who are the people of Europe?” as only a matter of government policies, electoral campaigns, or parliamentary debates. Instead, the contributions start from the assumption that answers to this question exist in data practices where people are addressed, framed, known, and governed as European. The central argument of this SI is that it is through data practices that the EU seeks to simultaneously constitute its population as a knowable, governable entity, and as a distinct form of peoplehood where common personhood is more important than differences. Political integration has been part of the European project from its very beginnings. As far back as the early seventies there was concern in Brussels that an ingredient was missing in the political integration process. ‘Output legitimacy’ – the permissive consensus citizens grant to a government that is ‘delivering’, even if they do not participate in setting its goals – could not sustain unification indefinitely. Such a lacking ingredient – or ‘soul’ – has been labelled ‘European identity’ (EI) in (...) an abundant and growing academic literature. According to Aristotle, ‘polity’ is a specific ‘constitution’ (regime or politeia) of a ‘city’ (or polis): a (‘political’) community composed of ‘citizens’ (politai). No polis can exist unless the politai come together to form it and sustain it. But what will gather and keep them united? Citizens can be very diverse regarding their language, history, religion or economic activity. In absence of a motivation, diversity of itself will make each member of a community go their own way. What kind of bond is required among very diverse European citizens to keep their polis (the EU) – their political community – together? In this paper I analyse several responses – culture, deliberation, welfare, power, multiplicity. Then I attempt a synthesis suggesting that the answers might be referring to different aspects of a single notion – rather than exhaustive explanations of it. Finally I mention three issues regarding the concept of EI that require further study. (shrink)

The paper addresses some similarities and differences in the institutional set-up of the classical gold standard and European Monetary Union. I argue that giving up monetary nationalism and committing to the rules of either the gold standard or EMU initially seemed to restrict the scope of state action. Therefore, the euro – like previously the gold standard – provided some policy credibility. Policy credibility was a main determinant of capital market integration and low government borrowing costs in Europe (...) under both systems. However, I shall emphasize that the membership in the gold or euro club itself did not force reforms and spending cuts upon countries that faced crisis and debt problems. The article suggests that the institutional set-ups of the gold standard and EMU determined the degree of commitment to them and the way in which countries reacted to deal with debt problems. The essays in this volume, written by well-known economists and other social scientists from North America, Europe and Australia, share to an unusual degree a common concern with the competitive mechanisms that underlie collective decisions and with the way they are embedded in institutional settings. This gives the book a unitary inspiration whose value is clear from the understanding and insights its chapters provide on important theoretical and practical issues such as the social dimension and impact of trust, the (...) management of information in bureaucratic settings, the role of political parties in constitutional evolution, inter-level rivalry and reassignments of powers in federal and unitary systems of government, the impact of ethnicity and nationalism on federal institutions or arrangements, and the response of governments and overarching institutions of globalization. Otfried Höffe is one of the foremost political philosophers in Europe today. In this major work, already a classic in continental Europe, he re-examines philosophical discourse on justice - from Classical Greece to the present day. Höffe confronts what he sees as the two major challenges to any theory of justice: the legal, positivist claim that there are no standards of justice external to legal systems; and the anarchist claim that justice demands the rejection and abolition of all (...) legal and state systems. Höffe sets out to continue the 'philosophical project of modernity', the legitimation of human rights, and their guarantee by the state, while at the same time rehabilitating the classical theory of political justice represented by Plato and Aristotle. He questions the success of the positivists in avoiding extra-legal normative claims, and casts doubt on the plausibility of their criticism of the Natural Law tradition. Most anarchists, he argues, rely on an uncritical assumption that social institutions other than states and legal orders do not coerce. In Höffe's view, some coercion is unavoidable, and the grounds for its justification must be examined. Principles of justice will be those principles which define fundamental rights, and which must be enforced if rights are to be respected. (shrink)

A sociologist, a historian and a legal scholar looked at the state of contemporary western societies and none of them liked what they saw. Wolfgang Streeck, Perry Anderson and Martin Loughlin share a concern for the erosion of democracy in Europe, along with the virtues that make democratic citizenship a viable basis for self-governing societies. From their differing perspectives, they decry the advance of neoliberalism, which prioritises individual aspirations at the expense of the common good.

Although the power of sin profoundly destabilizes human inclinations, emotions can become stable moral guides through a process of “intersubjective verification” (81). Hordern claims that the epistemological capacities of socially stabilized emotions are substantial enough to enable the community to “participate in and evaluate the goods with which institutional practices are concerned, recognize the authority of those who promote the proper ends of those goods, and initiate common political reflection and deliberation” (142).Bringing these insights to bear upon his own political context, Hordern claims the “resentment,” “alienation,” and “disillusionment” that some British citizens feel toward the cosmopolitan project of the European Union stands as [End Page 213] evidence that “law which is not primarily rooted in the locality which it governs will run the risk of opposing the affections of the people” (22, 23, 242). Working from the premise that “local loves are the fertile soil in which more wide-ranging loves may grow,” Hordern champions “the politically beneficial possibilities of a limited ethnocentricity,” by which he means that emotions shared in smaller communities and within nation-states motivate citizens to attend to the common good most effectively (224, 240).Anticipating the objections to this proposal, Hordern assures his reader that the influence of Christianity upon democratic processes minimizes the negative effects of ethnocentric nationalism, such as the oppression of socially vulnerable groups. Insofar as Christian emotions participate uniquely in the transcendent order of values, the participation of this community in the temporal order would “disturb, renew, or correct patterns of social trust” (271) and provide “a critical standpoint whereby affections in all institutions may be described and assessed” (164).This reviewer shares some of Hordern’s general premises regarding the intelligence of emotions and their motivational potential in public life. By way of evaluation, however, I find three significant problems with his argument. First, although Hordern grasps Martha Nussbaum’s emotion theory quite well, he habitually mischaracterizes the more central aspects of her moral thought in order to prop up his somewhat more conservative agenda. For example, he accuses her of denying the existence of a “stable moral order” and of endorsing an individualistic concept of agency (98). These inferences fail to account for the highly social and essentialist vision of human flourishing that provides the normative content of her capability theory and her feminist ethic.Second, he offers some weak arguments as he develops his account of emotional stabilization. For example, he alleges that virtue cannot stabilize emotion because it is a form of “epistemological self-dependence” that “tends to block repentant attentiveness,” but this assertion is grounded in his antecedent concern to discredit Aristotelian habituation as a moral theory (110, 101). As he develops his own alternative proposal about intersubjective verification by appeals to “the power of memory,” he glosses over significant counterarguments concerning the “contested” nature of social memories of historical events (110, 115).Third, Hordern does not propose any universal norms of justice capable of checking the authority of particular civil governments. For example, he seems dismissive about the moral dangers of emotionally motivated nationalism, the gravity of which he attempts to minimize by emphasizing the critical aspect of Christian political participation.
