This book examines the current dynamic and momentous development of European security policy. In doing so, it provides an important and original contribution to both practical philosophy and to the fields of security studies and European studies. Using concrete analyses and by offering possible solutions to certain problems, the book develops an approach that is embedded in reality and which, at the same time, insists on theory and normativity. This article focuses on the question of whether the task of the security authorities to protect public safety can justify unlawful encroachments on fundamental rights committed by them. First, the concept of security is analysed and criticised. This is followed by an analysis of the normative compatibility of the concept of security with the legal system. In particular, the legal principles and the concepts of possibility, probability and risk as standards of assessment for the justification of encroachments on fundamental rights (...) by security authorities as well as predictive policing as measures for determining the concepts are discussed. Infolge der tiefgreifenden Durchdringung unserer Lebenswelt mit digitalen Systemen hat sich die gesamtgesellschaftliche Anforderung formiert, diese Systeme gegen immer neue Formen von Angriffen absichern zu können. In diesem Beitrag zeigen wir, inwiefern der IT-Sicherheitsforschung hierbei eine zentrale Rolle zukommt, aber auch, dass im Rahmen dieser Rolle eine besondere forschungsethische Problematik entsteht. Weil IT-Sicherheitsrisiken strukturell neuartige Probleme für die gesellschaftliche Gewährleistung von Sicherheit aufwerfen, treten Forschende systematisch auch in die Rolle der Angreifenden. Dabei erhöhen Forschende durch den notwendigen Schritt der (...) Veröffentlichung gefundener Lücken die Gefährdungslage von IT-Systemen. Zugleich zielt die Entwicklung von Angriffstechniken normativ auf eine Stärkung gesamtgesellschaftlicher Sicherheit: die Sicherheitslücken sollen geschlossen und die Robustheit von IT-Systemen vergrößert werden. Hier wird ein Konflikt im Umgang mit IT-Sicherheitsrisiken deutlich, der einen Bedarf an ethischer Orientierung erzeugt. Im Beitrag zeigen wir, inwiefern sich in der Forschungspraxis auch bereits Anfänge einer systematischen ethischen Reflexion als Antwort auf diesen Bedarf herausgebildet und institutionalisiert haben. Da die Problematik im Umgang mit Sicherheitslücken aber noch nicht adäquat adressiert wird, vertreten wir die These, dass in der IT-Sicherheitsforschung der Schritt hin zu einer Bereichsethik für IT-Sicherheitsforschung erforderlich ist, um so adäquatere Orientierungsangebote für Forschende entwickeln und um die breitere gesellschaftspolitische Rolle der Sicherheitsforschung reflektieren zu können. Pierre Teilhard de Chardin, jésuite et paléontologue, est surtout connu pour ses idées peu orthodoxes, au travers desquelles il tenta de concilier la science évolutionniste avec ses théories spirituelles personnelles. En dépit de la censure de la part des autorités ecclésiastiques, Teilhard essaya d’élaborer cette conciliation et de la disséminer dans les milieux intellectuels catholiques. Pour mener à bien ces deux projets, il trouva du soutien dans les cercles évolutionnistes de l’Université Catholique de Louvain et la maison jésuite de la (...) même ville belge. Le réseau louvaniste de Teilhard agit comme un amplificateur important de ses idées et lui offrit une aide concrète pour répandre celles-ci et pour éviter la censure. Malgré leur influence mutuelle significative, des divergences d’ordre philosophique entre Teilhard et ses amis louvanistes demeurèrent pourtant, et finirent par les séparer. Pendant les années 1930, le réseau louvaniste de Teilhard fut dissous en grande partie. Ses actions ne restèrent pourtant pas sans résultat. Ce petit groupe d’intellectuels fit sans aucun doute évoluer le climat en faveur de l’évolutionnisme au sein des milieux catholiques, et prépara, de cette manière, le succès des idées teilhardiennes à la suite de la Seconde Guerre mondiale. The Jesuit and palaeontologist Pierre Teilhard de Chardin is basically known for his not always orthodox conceptions by which he tried to reconcile evolutionist science with his personal spiritual ideas. In spite of censorship from the ecclesiastical authorities, Teilhard attempted to elaborate this conciliation and to spread it among catholic intellectuals. For both of these projects he found crucial support in evolutionist circles at the Catholic University of Louvain and the Jesuit house in the same Belgian town. Teilhard’s Louvain network proved to be an important sounding board and it offered concrete help in spreading his ideas and in bypassing the censorship. Despite significant mutual influences, philosophical divergences between Teilhard and his Louvain friends remained, and would eventually drive them apart. Therefore, in the 1930s, Teilhard’s Louvain network largely dissolved. However, its actions had not been without result. This small group of intellectuals definitely changed the climate among Catholics in favour of evolutionism and thus prepared the success that Teilhardian ideas would have in the aftermath of the Second World War. Bei der Verwirklichung dieser beiden Projekte fand er Hilfe in den evolutionistischen Kreisen der Katholischen Universität Löwen und bei der Jesuitengemeinschaft derselben Stadt. Das Löwener Netzwerk half ihm dabei, seine Ideen einem größeren Publikum zugänglich zu machen, und lieferte konkrete Unterstützung bei der Verbreitung der Thesen und bei der Umgehung der Zensur. Trotz ihrer bedeutenden gegenseitigen Beeinflussung bestanden jedoch auch weiterhin philosophische Divergenzen zwischen Teilhard und seinen Löwener Freunden, die schließlich zur Trennung führten. In den 30er Jahren wurde der Löwener Kreis um Teilhard größtenteils aufgelöst. Sein Handeln blieb jedoch nicht ohne Resultat. Diese kleine Gruppe Intellektueller hat mit Sicherheit dazu beigetragen, das Klima zugunsten der Evolutionstheorien innerhalb der katholischen Kreise zu verbessern und bereitete auf diese Weise den Weg für den Erfolg der teilhardschen Ideen nach dem Zweiten Weltkrieg. Im Denken Nietzsches stellt der Begriff des intellektuellen Gewissens die äußerste Konsequenz der europäischen Moral dar und paradoxiert sie zugleich. Dieser Begriff kann somit nicht bloß als Ausdruck der Verehrung des alten moralischen Ideals verstanden werden, sondern sollte bei Nietzsche gerande die Ummöglichkeit einer allgemeingültigen moralisch richtenden Instanz demonstrieren. um dies nachzuweisen, wird in der Abhandlung ein weiterer Begriff untersucht, in dem der des Gewissens tief verwrzelt ist - der Begriff des Glaubens. Seine christlich-reformatorische Deutung und seine Umdeutung in der (...) Moralphilosophie Kants zeigen sich als Tragödie der verzweifelten Suche nach Sicherheit im Füwahrhalten. Den neuen Mut zur Ungewissheit in sich zu entdecken und den tiesfsten Wünschen "des Herzen" zu widerstehen wird Nietzsche hingegen zum Gebot der neuen, fröhlichen Weisheit.The concept of "intellectual conscience" is for Nietzsche the end product of European mortality and exhibitis that morality's paradoxial nature. Nietzche's notion cannot however be regarded as an expression of an adoration of the old moral ideal. It should on the contrary show the impossibility that a single system of moral evaluation can be valid for all. In order to demonstrate this, the article deals with another notion - the notion of faith/belief - which is implied by the notion of conscience. Its Christian-protestant interpretation and its reinterpretation in Kantian moral philosophy reveal the tragedy of a desperate search for the guarantee of the holding-for-true. The task to discover a new courage for the unknown, the courage to side against the deepest wishes of "the heart" is presented by Nietzsche as a command of a new, joyful wisdom. (shrink)

"Heimat" ist zutiefst doppeldeutig. Heimat steht zum einen für Sicherheit und Geborgenheit, zum anderen für Enge und Exklusion. Heimat ist zugleich Paradies und Sehnsuchtsort wie auch Hölle. Makale feminizmin genel olarak insan dışı hayvanların, özel olarak da tarımda kullanılan insan dışı hayvanların özgür ve özerk yaşama haklarını savunması gerektiğini savlamaktadır. Tarımda kullanılan insan dışı hayvanlardan elde edilen ürünlerin üretim süreçleri sadece onların bedenlerinin insanların arzuları uyarınca üretilip tüketilmelerini değil, ömürleri boyunca doğalarına aykırı şartlarda yaşayarak, sürekli eziyete maruz bırakılmalarını kapsamaktadır. Üstelik mevcut pratikler dişi insan dışı hayvanları, özellikle süt ve yumurta endüstrilerinde, biyolojik üreme yetilerinden faydalanmak adına ek eziyetlere maruz bırakmaktadır. Bu temel savı desteklemek için bell hooks (...) ve Carol J. Adams gibi yazarların eserlerinden faydalanılarak dört argüman öne sürülmüştür. Cinsiyeti biyolojik parametrelerle tanımlamanın sorunlu olacağına dair bir eleştiri de değerlendirilip, bu eleştiriye Wittgensteincı düşünceden yola çıkan bir yanıt önerilmiştir: Her ne kadar tarımda kullanılan insan dışı hayvanların cinsiyetini biyolojik parametrelerle tanımlıyor olsak da bu, biyolojinin genel olarak kadınlığı ve dişiliği tanımlamanın yeterli veya tek kriteri olduğu anlamına gelmemektedir. I wish to propose a new doctrine called epistemological pacifism. According to the doctrine, our objective knowledge concerning hard facts about a given war and its context is far too poor to justify entering that war. Our best and most informative accounts of any pre-war situation are value-laden; the same is true of counterfactual claims about any event during, or after, war. Here we have three new types of what has been discussed under the label of fact/value entanglement. Realizing this (...) helps us understand why pacifists and their opponents never agree about so-called facts. Both parties bring to bear different values in their descriptions. Although this is legitimate for both sides, the values of the pacifist are more attractive than those of the bellicist. The recent war in Mali is a case in point, as I’ll sketch at the end of the paper. (shrink)

Research ethics consultation is increasingly recognized as a potentially valuable mechanism for addressing the depth and breadth of ethical issues that arise in research related to human health and well-being. However, fundamental questions remain, including: What is “research ethics consultation”? And what is its justification beyond the purposes already served by existing entities? We examine how a research ethics consultation service may differ from or complement the role of an institutional review board by offering a definition of research ethics consultation (...) and by exploring the potential scope of a consultation service in terms of types of clients served, questions addressed, and advice provided at various stages of the research process. We then consider the relationship between research ethics consultation services and IRBs, as well as the issues that may arise between them, including possible conflicts of interest. (shrink)

What would something unlike us--a chimpanzee, say, or a computer--have to be able to do to qualify as a possible knower, like us? To answer this question at the very heart of our sense of ourselves, philosophers have long focused on intentionality and have looked to language as a key to this condition. Making It Explicit is an investigation into the nature of language--the social practices that distinguish us as rational, logical creatures--that revises the very terms of this inquiry. Where (...) accounts of the relation between language and mind have traditionally rested on the concept of representation, this book sets out an alternate approach based on inference, and on a conception of certain kinds of implicit assessment that become explicit in language. Making It Explicit is the first attempt to work out in detail a theory that renders linguistic meaning in terms of use--in short, to explain how semantic content can be conferred on expressions and attitudes that are suitably caught up in social practices. -/- At the center of this enterprise is a notion of discursive commitment. Being able to talk--and so in the fullest sense being able to think--is a matter of mastering the practices that govern such commitments, being able to keep track of one’s own commitments and those of others. Assessing the pragmatic significance of speech acts is a matter of explaining the explicit in terms of the implicit. As he traces the inferential structure of the social practices within which things can be made conceptually explicit, the author defines the distinctively expressive role of logical vocabulary. How should we respond to historical figures who played an important role in their country’s history but have also perpetrated acts of great evil? Much of the existing philosophical literature on this topic has focused on explaining why it may be wrong to celebrate such figures. However, a common response that is made in popular discussions around these issues is that we should not judge historical figures by today’s standards. Our goal in this paper is to examine the most plausible (...) way to understand this objection. We will examine three different interpretations of this argument. First, we will examine a view we call Temporal Moral Relativism, according to which moral standards are relative to particular points in time. Next, we outline Blame Relativism, the view that people from the past may be excused from blame for acts of conventionalized wrongdoing. Finally, we outline Ideals Relativism, according to which our moral ideals are partially relative to the time in which we live. We argue that Ideals Relativism provides the most plausible interpretation of this argument. (shrink)
