The empirical turn, understood as a turn to the artifact in the work of Ihde, has been a fruitful one, which has rightly abandoned what Serres and Latour call “the empire of signs” of the postmoderns. However, this has unfortunately implied too little attention for language and its relation to technology. The same can be said about the social dimension of technology use, which is largely neglected in postphenomenology. This talk critically responds to Ihde and Stiegler, and (...) sketches a Wittgensteinian inroad to a more holistic and transcendental revision of postphenomenology which does not turn away from the artifact but places it in a wider social context and asks the question regarding the relation between language and technology. Finally, since the earth may be the ultimate condition of possibility, it is asked what this language-sensitive and transcendental approach may imply for rethinking our human position and agency in the Anthropocene. Contemporary philosophy of technology after the empirical turn has surprisingly little to say on the relation between language and technology. This essay describes this gap, offers a preliminary discussion of how language and technology may be related to show that there is a rich conceptual space to be gained, and begins to explore some ways in which the gap could be bridged by starting from within specific philosophical subfields and traditions. One route starts from philosophy (...) of language (both ‘‘analytic’’ and ‘‘continental’’: Searle and Heidegger) and discusses some potential implications for thinking about technology; another starts from artefact-oriented approaches in philosophy of technology and STS and shows that these approaches might helpfully be extended by theorizing relationships between language and techno- logical artefacts. The present study assessed the language teachers' pedagogical beliefs and orientations in integrating technology in the online classroom and its effect on students' motivation and engagement. It utilized a cross-sectional correlational research survey. The study respondents were the randomly sampled 205 language teachers (μ= 437, n= 205) and 317 language students (μ= 1800, n= 317) of select higher educational institutions in the Philippines. The study results revealed that respondents hold positive pedagogical beliefs and orientations using (...) class='Hi'>technology-based teaching in their language classroom. Test of difference showed that female teachers manifested a firmer belief in student-centered online language teaching than their male counterparts. However, the utilization and attitude towards technology in the language classroom is favorably associated with the male teachers. As to students' level of language learning motivation and engagement, it was found out that male and female students have high level of language learning engagement. Further, the test of relationship showed that the higher the teachers' belief in utilizing student-centered teaching to integrate technology in the language classroom, the higher the students are motivated and engaged in learning. In like manner, it was also revealed that teacher-centered belief is negatively correlated to student’s motivation and engagement in online language learning. In this regard, the pedagogical assumptions that hold EFL teachers positively to integrate technology in the language classroom. This study generally offers implications for enhancing language teacher's digital literacy to promote motivating, fruitful, and engaging language lessons for 21ts century learning. (shrink)

_Ever since Descartes singled out the ability to use natural language appropriately in any given circumstance as the proof_ _that humans – unlike animals and machines – have minds, an idea that Turing transformed into his well-known test to_ _determine whether machines have intelligence, the close connection between language and cognition has been widely_ _acknowledged, although it was accounted for in quite different ways. Recent advances in natural language processing, as_ _well as attempts to create “embodied conversational (...) agents” which couple language processing with that of its natural_ _bodily correlates (gestures, facial expression and gaze direction), in the hope of developing human-computer interfaces_ _based on natural – rather than formal – language, have again brought to the fore the question of how far we can hope_ _machines to be able to master the cognitive abilities required for language use. In this paper, I approach this issue from a_ _different angle, inquiring whether language can be viewed as a “cognitive technology”, employed by humans as a tool_ _for the performance of certain cognitive tasks. I propose a definition of “cognitive technology” that encompasses both_ _external (or “prosthetic”) and internal cognitive devices. A number of parameters in terms of which a typology of_ _cognitive technologies of both kinds can be sketched is also set forth. It is then argued that inquiring about language’s_ _role in cognition allows us to re-frame the traditional debate about the relationship between language and thought, by_ _examining how specific aspects of language actually influence cognition – as an environment, a resource, or a tool. This book offers a systematic framework for thinking about the relationship between language and technology and an argument for interweaving thinking about technology with thinking about language. The main claim of philosophy of technology—that technologies are not mere tools and artefacts not mere things, but crucially and significantly shape what we perceive, do, and are—is re-thought in a way that accounts for the role of language in human technological experiences and practices. Engaging with work (...) by Wittgenstein, Heidegger, McLuhan, Searle, Ihde, Latour, Ricoeur, and many others, the author critically responds to, and constructs a synthesis of, three "extreme", idealtype, untenable positions: only humans speak and neither language nor technologies speak, only language speaks and neither humans nor technologies speak, and only technology speaks and neither humans nor language speak. The construction of this synthesis goes hand in hand with a narrative about subjects and objects that become entangled and constitute one another. Using Words and Things thus draws in central discussions from other subdisciplines in philosophy, such as philosophy of language, epistemology, and metaphysics, to offer an original theory of the relationship between language and technology centered on use, performance, and narrative, and taking a transcendental turn. This study investigated Chinese university students’ technology-assisted self-regulated learning strategies and whether the technology-based SRL strategies mediated the associations between English language self-efficacy, English enjoyment, and learning outcomes. Data were collected from 525 undergraduate students in mainland China through three self-report questionnaires and the performance on an English language proficiency test. While students reported an overall moderate level of SRL strategies, they reported a high level of technology-based vocabulary learning strategies. A statistically significant positive relationship (...) was noted between the use of technology-based SRL strategies and students’ English learning outcomes. English language self-efficacy and English language enjoyment were both related to technology-based SRL strategies. Furthermore, SRL strategies fully mediated the relationship between English enjoyment and English learning outcomes, but the association between English enjoyment and SRL strategies was only partially mediated by English language self-efficacy. Pedagogically, findings of this study suggest that training and instruction aimed at promotion of modern educational technology among students need to give attention to developing their strategic awareness of motivation regulation in optimizing effectiveness of their technology use in learning the target language. A growing body of evidence suggests that cognition is embodied and grounded. Abstract concepts, though, remain a significant theoretical chal- lenge. A number of researchers have proposed that language makes an important contribution to our capacity to acquire and employ concepts, particularly abstract ones. In this essay, I critically examine this suggestion and ultimately defend a version of it. I argue that a successful account of how language augments cognition should emphasize its symbolic properties and incorporate a view (...) of embodiment that recognizes the flexible, multi- modal and task-related nature of action, emotion and perception systems. Using contemporary science, the paper builds on Wittgenstein’s views of human language. Rather than ascribing reality to inscription-like entities, it links embodiment with distributed cognition. The verbal or (quasi) technological aspect of language is traced to not action, but human specific interactivity. This species-specific form of sense-making sustains, among other things, using texts, making/construing phonetic gestures and thinking. Human action is thus grounded in appraisals or sense-saturated coordination. To illustrate interactivity at work, the paper focuses on a case (...) study. Over 11 s, a crime scene investigator infers that she is probably dealing with an inside job: she uses not words, but intelligent gaze. This connects professional expertise to circumstances and the feeling of thinking. It is suggested that, as for other species, human appraisal is based in synergies. However, since the verbal aspect of language constrains action and thinking, we also develop customary ways of behaving. Humans extend embodiment by linking real-time activity to actions through which the collectivity imposes a variable degree of control over how individuals realise values. (shrink)

Language and technology are both culture-bound. While technology arises from the needs of a particular culture, language helps in the storage, preservation, and transmission of both the culture and the technology from one generation to another. Language is one of man’s most powerful developmental tools. Language determines to a large extent how one’s thought processes and brain functionality are wired. It determines how one perceives, interprets, reconstructs, and transforms their immediate environment into a (...) more conducive habitat. However, a fundamental problem is that many learn and receive formal education today in the languages foreign to them. This, to some extent, hampers perception and understanding during instructional delivery, especially in areas where there is a discrepancy between the daily mode of communication and the official channel of academic instruction. The world would be richer if all people were to revert to their indigenous languages or to those of their earliest upbringing where they feel most natural and comfortable firsthand. The primary objective of this article therefore is to underline the irreplaceable and indispensable necessity of the need for academics and educational policymakers to prioritize once more the appropriateness of promoting as tools for teaching and learning, both the so called international languages and the indigenous ones. The immense spiritual density of local or indigenous languages provides them with such non-negligible keys for unlocking greater human potentialities over the ages in less time than their exclusion could ever achieve. The book suggests a new perspective on the essence of human language. This enormous achievement of our species is best characterized as a communication technology - not unlike the social media on the Net today - that was collectively invented by ancient humans for a very particular communicative function: the instruction of imagination. All other systems of communication in the biological world target the interlocutors' senses; language allows speakers to systematically instruct their interlocutors in the process of (...) imagining the intended meaning - instead of directly experiencing it. This revolutionary function has changed human life forever, and in the book it operates as a unifying concept around which a new general theory of language gradually emerges. Dor identifies a set of fundamental problems in the linguistic sciences - the nature of words, the complexities of syntax, the interface between semantics and pragmatics, the causal relationship between language and thought, language processing, the dialectics of universality and variability, the intricacies of language and power, knowledge of language and its acquisition, the fragility of linguistic communication and the origins and evolution of language - and shows with respect to all of them how the theory provides fresh answers to the problems, resolves persistent difficulties in existing accounts, enhances the significance of empirical and theoretical achievements in the field, and identifies new directions for empirical research. Mark Coeckelbergh’s mobilisation of Wittgensteinian language games makes an important contribution to exposing the social dimension of machine use. This commentary asks to what extent this social dimension of meaning and the wider imaginary that forms around technological objects on account of the transparency of language is also part of a technological “confidence trick”. It suggests that philosophical anthropology, especially the perspectives developed by Günther Anders and Helmut Plessner, can offer additional resources to trace and critique the wider (...) ownership structures and social relations of power that Mark Coecklebergh’s work productively exposes. It argues that language games alone cannot fully account for the hidden social relations that are habitually presented to us as abilities of “smart”, “intelligent” machines. Here a language that defamiliarizes machines, tries to make them visible by using exaggerated, pessimistic and object-oriented perspectives can perhaps help to make these power-relationships more comprehensible, “obvious” and thereby resistible and open to debate. It is well known that AI-based language technology—large language models, machine translation systems, multilingual dictionaries, and corpora—is currently limited to three percent of the world’s most widely spoken, financially and politically backed languages. In response, recent efforts have sought to address the “digital language divide” by extending the reach of large language models to “underserved languages.” We show how some of these efforts tend to produce flawed solutions that adhere to a hard-wired representational preference for (...) certain languages, which we call language modeling bias. Language modeling bias is a specific and under-studied form of linguistic bias were language technology by design favors certain languages, dialects, or sociolects with respect to others. We show that language modeling bias can result in systems that, while being precise regarding languages and cultures of dominant powers, are limited in the expression of socio-culturally relevant notions of other communities. We further argue that at the root of this problem lies a systematic tendency of technology developer communities to apply a simplistic understanding of diversity which does not do justice to the more profound differences that languages, and ultimately the communities that speak them, embody. Drawing on the concept of epistemic injustice, we point to the broader ethico-political implications and show how it can lead not only to a disregard for valuable aspects of diversity but also to an under-representation of the needs of marginalized language communities. Finally, we present an alternative socio-technical approach that is designed to tackle some of the analyzed problems. (shrink)

This review examined the studies on the role of technology-based English as a foreign language academic motivation. A significant positive correlation between academic motivation and educational technology use has been approved in related studies. However, there is a dire need for studying the effect of Mobile-Assisted Language Learning and Computer-Assisted Language Learning on learners’ motivation. The literature showed that purposeful attractiveness, effectiveness, and usefulness of digital instruments can positively affect learner motivation. There are also some (...) reasons for increasing learner motivation in educational technology contexts, such as learners’ integration with the community, familiarising with different societies and cultures, input flooding opportunities, engagement in academic contexts, and interaction with native speakers. In the end, the paedagogical implications are expounded to promote the learners’ grit and diminish anxiety for better performance. This review also provides suggestions for further research to clarify our perspective on emotional variables like motivation. (shrink)

This essay argues that the difference between philosophy and sophistical rhetoric that Plato presents in the Gorgias turns most fundamentally on different conceptions of the nature of language. After presenting some of the decisive moments in the debate between Socrates and Polus, Gorgias, and Callicles, this essay draws on the discussion of technē in Republic I to elucidate the “precise” sense of technē: namely, technē is ordered to the benefit of that over which it is set. The essay also (...) draws on the discussion of names in the Cratylus to show that the technē that is language, considered most precisely, is ordered to the manifestation of the truth of being more basically than to communication. Sophistry, by contrast, presumes what the essay calls a “technological” interpretation of language, which is essentially indifferent to being, and is ordered instead simply to communication, now understood principally in the mode of manipulative persuasion. The purpose of the study is to consider the theoretical aspects of innovative education, as well as to analyze the practical application of innovative technologies in foreign language classes for students of engineering specialties. The article notes that innovative educational technologies are based on three interrelated components: competence-based approach; modern teaching methods; modern learning infrastructure. Scientific novelty lies in an attempt to analyze the innovative practice of teachers and determine the main advantages of innovative technologies in teaching a foreign (...) language to students of technical universities. As a result, such advantages of these technologies were identified as the development of all types of speech activity of students, an individual approach to learning, an increase in motivation for learning a language, the ability to express oneself creatively, the formation of a personality capable of solving professionally oriented tasks. The importance of cultivating creativity in language education has been widely acknowledged in the academic literature. In this respect, digital technologies can play a key role in achieving this endeavour. The socio-cultural conceptualization of creativity stresses the role of communication, collaboration and dialogical interaction of creative expression in language education. The objective of this paper is to study the literature focusing on cases of collaborative creativity and technology embedded in language education. To this end, we carry (...) out a systematic revision of state-of-the-art literature consisting of 26 blind peer-reviewed empirical studies selected from several databases that address our main research question, namely, which specific roles and forms of digital technology can be identified in the existing literature that support collaborative creativity in language education. Results show that the features of digital technology unfold a range of learning opportunities in language education and can play three different roles in promoting collaborative creativity: as a tutoring device that guides the implementation of key co-creation skills; as a tool that enables and shapes the development of co-creative thinking skills; and as a medium that creates rich and resourceful environments to stimulate the emergence of collective creative processes. The paper also reveals that these three roles can be performed using a wide range of interactive technologies that encourage students to participate in a rich, co-creative language learning experience and equip learners with key competences to approach complex problems in a globalised and hyper-connected world. Finally, this paper may contribute to developing future language technology-enhanced learning projects capable of promoting key collaborative and creative processes. (shrink)

In this commentary I attempt to define the relationship between object-manipulation and primate brain function further by reviewing research on aimed throwing and the production and use of stone tools by tufted capuchin monkeys (Cebtis apella). I propose that examining the relation between brain function and object-manipulation inCebuswill provide insight into the preconditions of language in our hominid ancestors.

Jewish German philosopher Ernst Cassirer was a leading proponent of the Marburg school of neo-Kantianism. The essays in this volume provide a window into Cassirer’s discovery of the symbolic nature of human existence—that our entire emotional and intellectual life is configured and formed through the originary expressive power of word and image, that it is in and through the symbolic cultural systems of language, art, myth, religion, science, and technology that human life realizes itself and attains not only (...) its form, its visibility, but also its reality. Debates about terrorism and technology often focus on the potential uses of technology by non-state terrorist actors and by states as forms of counterterrorism. Yet, little has been written about how technology shapes how we think about terrorism. In this chapter I argue that technology, and the language we use to talk about technology, constrains and shapes our understanding of the nature, scope, and impact of terrorism, particularly in relation to state terrorism. After exploring (...) the ways in which technology shapes moral thinking, I use two case studies to demonstrate how technology simultaneously hides and enables terroristic forms of state violence: police control technologies and Unmanned Aerial Vehicles (UAVs), or drones. In both these cases, I argue that features of these technologies, combined with a narrative of precision and efficiency, serves to mask the terroristic nature of the violence that these practices inflict and reinforces the moral exclusion of those against whom these technologies are deployed. In conclusion, I propose that identifying acts of terrorism requires a focus on the impact of technologies of violence (whether they are “high tech” or not) on those most affected, regardless of whether users of these technologies conceive of their actions as terroristic.
