This paper summarizes various interpretations of emotional arguments, with a focus on the emotional mode of argument introduced in the multi-modal argumentation model (Gilbert, 1994). From there the author shifts from a descriptive account of emotional arguments to a discussion about a normative framework. Pointing out problems with evaluative models of the emotional mode, a paradigmatic shift captured by the Amenable Argumentation Approach is explained as a way forward for the advancement of the emotional mode and multi-modal argumentation.

The article presents the definition of polylingual education, aсcepted in the scientific and expert community abroad. The positive practices of multilingual education in Europe are summarized on the basis of the analysis of the project of European centre for modern languages of the Council of Europe, allowing to assess adequately the significance of the transformation of the language policy of the Russian Federation, using the experience of European countries in the development of polylingual personality. Arguments are given regarding the prospects (...) for the development of multilingual education in Russia, and one of the possible models for its implementation in higher education is proposed. In this paper, I take up the conciliatory-steadfast debate occurring within social epistemology in regards to the phenomenon of peer disagreement. I will argue, because the conciliatory perspective al-lows us to understand argumentation pragmatically—as a method of problem-solving within a community rather than as a method for obtaining the truth—that in most cases, we should not simply agree to disagree.

Van Parijs’s Linguistic Justice for Europe and the World furthers a nascent examination of multilingualism within political philosophy, drawing on continental European contexts where multilingualism is the norm. Van Parijs argues, in effect for linguistic cosmopolitanism via English as the current world language, and this seems ostensibly to be a considerable improvement on ‘the untrammeled public monolingualism’ of Anglo-American political theory. However, Van Parijs’s account is flawed in four key respects. First, there is the fundamental problem of his (...) reductionist account of language – by which language is viewed only in terms of its communicative uses and reach and not in relation to its symbolic and identity functions. Second is his simplistic advocacy of English as a global lingua franca, which ignores issues of power and inequality, along with related delimited access to high-status English language varieties. Third are the inherent limitations associated with his advocacy of linguistic territoriality, which recognizes state-sanctioned languages but little else, thus failing to mitigate existing linguistic hierarchies. Finally, the wider argument for English as a global lingua franca is inevitably underpinned by a monolithic/hegemonic view of English itself. This monolithic conception of English stands in contradistinction, not only to the actual plethora of Englishes in the world today, but also, more importantly, to their widely varying status and use in furthering cross-communication and related notions of social and economic mobility. The latter thus fatally undermines Van Parijs’s central argument linking social and economic mobility ineluctably to access to English. (shrink)

On the basis of internet forum and press media data, this article studies the expression of hostile attitudes towards multilingualism and multiculturalism in the context of debates about immigration. The forum data are drawn from the BBC’s Have Your Say website, which is a moderated forum that excludes polemical and abusive postings. Nevertheless, it still seems to provide its users ample opportunity for airing strongly anti-immigrant attitudes. The narratives in which these attitudes are being expressed are exemplary stories of (...) the posters’ supposed encounters with the use of foreign languages in the street, in the workplace or at school. This presence of foreign languages in the British public sphere is evaluated as being problematic and is “explained” as a result of mass immigration, which serves to reinforce the scenario of a culture mix that will destroy British “home” culture. Media coverage of immigration partly supports such vilification of multilingualism and multiculturalism, and the reports and comments often seem to be drawn from similar narrative-argumentative templates as those of the discussions on Have Your Say. In conclusion, we argue that counterspeech informed by Critical Discourse Analysis has to develop alternative narratives and figurative scenarios that question the bias against linguistic and cultural diversity. In 1578, the Anglo-Italian author, translator, and teacher John Florio wrote that English was 'a language that wyl do you good in England, but passe Dover, it is woorth nothing'. Learning Languages in Early Modern England is the first major study of how English-speakers learnt a variety of continental vernacular languages in the period between 1480 and 1720. English was practically unknown outside of England, which meant that the English who wanted to travel and trade with the wider world in (...) this period had to become language-learners. Using a wide range of printed and manuscript sources, from multilingual conversation manuals to travellers' diaries and letters where languages mix and mingle, Learning Languages explores how early modern English-speakers learned and used foreign languages, and asks what it meant to be competent in another language in the past. Beginning with language lessons in early modern England, it offers a new perspective on England's 'educational revolution'. John Gallagher looks for the first time at the whole corpus of conversation manuals written for English language-learners, and uses these texts to pose groundbreaking arguments about reading, orality, and language in the period. He also reconstructs the practices of language-learning and multilingual communication which underlay early modern travel. Learning Languages offers a new and innovative study of a set of practices and experiences which were crucial to England's encounter with the wider world, and to the fashioning of English linguistic and cultural identities at home. This essay uses the case of Russian, in its relation to other languages, to look at the ways in which the architects of internationalism in the aftermath of World War II established a new hegemony of world languages, responding to the challenge posed by the rise of Russian as a scientific and political language. What was initially a campaign by the Soviet delegation at UNESCO for one cause—recognition of the status of the Russian language within the organization—was turned by other (...) delegations into a campaign for a different cause—multilingualism. Rather than establishing Russian on a par with English and French, the Soviet intervention helped to create a new triumvirate of world languages—Russian, Spanish, and Arabic—as these were recognized by international organizations such as the United Nations and UNESCO. The case of the rise of Russian as a language of science and politics helps to underscore the complexities and the ambiguities involved in the negotiation of the language regime, in which political arguments were translated into technological choices, the diplomats’ problems were cast as a problem of communication, and the language in which political arguments were made oftentimes mattered as much as the arguments themselves. Like Einstein's general theory of relativity is concerned with explaining the basics of an observable experience – i.e., gravity – most people take for granted that Chomsky's theory of generative grammar (GG) is concerned with the basic nature of language. This chapter highlights a mere subset of central constructs in GG, showing how they have featured prominently and thus shaped formal linguistic studies in multilingualism. Because multilingualism includes a wide range of nonmonolingual populations, the constructs are divided across (...) child bilingualism and adult third language for greater coverage. In the case of the former, the chapter examines how poverty of the stimulus has been investigated. Using the nascent field of L3/Ln acquisition as the backdrop, it discusses how the GG constructs of I‐language versus E‐language sit at the core of debates regarding the very notion of what linguistic transfer and mental representations should be taken to be. This paper attempts to address the question of how multilingualism in the EU might affect the consistency of private enforcement of competition law. In the literature, there have been concerns raised about the consistency of public enforcement of competition law, so in this paper attention has shifted to concerns about consistency of private enforcement. For the purposes of this paper, a distinction is drawn between rule-making and the application of competition law. The latter falls outside the scope of this (...) paper. The article starts by going straight into aspects of public versus private enforcement of EU competition law and consistency of private enforcement of competition law. Next, by looking at examples of national rules implementing the EU Damages Directive, the author is going to discern what challenges for consistency of private enforcement of competition law are associated with the multilingualism in the EU. The paper analyses and evaluates the linguistic policy of the Court of Justice of the European Union against the background of other multilingual courts and in the light of theories of legal interpretation. Multilingualism has a direct impact upon legal interpretation at the Court, displacing traditional approaches with a hermeneutic paradigm. It also creates challenges to the acceptance of the Court’s case-law in the Member States, which seem to have been adequately tackled by the Court’s idiosyncratic translation policy.

Language is a critical tool for communication. This article uses the autoethnographic methodology to describe the author’s experience of language acquisition, which has influenced his understanding of multilingualism in incarnational ministry. He belongs to a missional order, InnerCHANGE, that uses an incarnational approach to ministry. InnerCHANGE understands incarnational ministry as a mission to meaningfully identify with people its members live among. InnerCHANGE’s membership is of diverse backgrounds culturally. Multilingualism within the order and in ministry contexts in a way (...) that makes communication smooth is still an ideal rather than a reality. This article asks how multilingualism could positively contribute to InnerCHANGE’s quest for a meaningful incarnational approach. It found out that multilingualism could be a tangible act of equity and justice. It could also be a way to affirm diversity in a world that is constantly on a quest for a lingua franca, a contradiction to the event of Pentecost found in Acts 2. Finally, it could be an act of solidarity towards the valorisation of languages that some people see as inferior. It concludes by stressing that black Africans should be at the forefront of valorising their native languages in proudly using them and producing knowledge that could be shared with fellow Africans and non-Africans.Contribution: This article intends to contribute to the ongoing debate on the relation of the gospel to culture. In a globalized world where the traditional, the modern, and the postmodern increasingly meet, there is a growing need for understanding, particularly of views different from our own. In this paper, I want to explore the concept of epistemological multilingualism and its value to scholarship, advancing the notion that epistemological multilingualism—the ability to respect and understand multiple epistemic standpoints—emerges out of a postmodern, integral perspective which sees the reality of several epistemological frameworks, as well as the ability to (...) understand, learn from, and even to contribute to the development of those frameworks. I examine the dialogical capacities that contribute to epistemological multilingualism, and conclude that epistemological multilingualism can play a vital role in a world of education where differing worldviews manifest within the same classroom and the lives of the learners with whom we work. Specific historical and linguistic circumstances gave way to a Swiss original concept of a multilingual state as the nation of the will. The discussion concerns problems inherent to the unity-in-diversity philosophy and the proportional representation of national languages within the framework of the Swiss constitution, including the legislation protecting language and the language principles obtaining in Switzerland. Drawing on the language ideology studies, this paper shows how the linguistic diversity is designed on the administrative level and what provisions have been (...) made to maintain multilingualism. Many countries throughout the globe function in a system that allows the usage of more than one language. Such a multilingual social reality’s construction, especially in societies like the one in which I am living, is perceived in many different ways: attempting thus to provide for the process of differentiating identity’s oneness and sameness into various cultural subcategories, which already represent new realities. Due to newly created social realities, semiotics naturally discusses the differences and/or oppositions that can contribute to various (...) cultures’ mutual exclusivity or inclusivity, in terms of various heterogeneous “transformations,” which would thus overcome dualities, and be viewed as single acts of signs, or as a result of a process of singularization of their constituent components. I shall also attempt using a semiotic style that may enact a semiotics of action, grounded on the semiotics of passions, through a way of producing semantic taxonomies as pride versus humiliation, hegemony versus subordination, etc., obtainable due to disjunctive and/or conjunctive semiotic relations such as contextualization versus de-contextualization. In this paper, I give an argument for the view that non-fact entities – such as physical objects, abstract objects, events and so on – can ground other entities. Roughly put, the argument is as follows: those who accept this view can provide a more plausible account of the grounds of identity facts than those who deny this view.

Can we find different means of communicative visual solutions to aid societies in the development of multicultural global communities? This means not revolving only around a particular language or even human language, but rather the concept and structure of communication. This transforms any kind of sign, body gesture or visual element into a method of communication, not simple phenomena. The aim of the research is to use media art and new technology to establish a better (wide) visual communicative language in (...) multicultural societies and provide a solid bridge between east and west, through in-depth visual/technological experimentation, seeking a transcultural visual solution to the problem of visual integration. Can any perceivable phenomenon become a conveyor of meaning? While language is based very much on common agreements, the way each of us responds to a message can be entirely different. Communication therefore creates diversity from uniformity: the idea of mixing setups of humans and machines (robots, computers, etc.) that are somehow able to communicate. The communication would give rise to some sort of choreography of movements that is synchronized because of the communication but diverse because of different responses to the communication. (shrink)
