Previous research has found that funding disparities are driven by applications’ final impact scores and that only a portion of the black/white funding gap can be explained by bibliometrics and topic choice. Using National Institutes of Health R01 applications for council years 2014–2016, we examine assigned reviewers’ preliminary overall impact and criterion scores to evaluate whether racial disparities in impact scores can be explained by application and applicant characteristics. We hypothesize that differences in commensuration—the process of combining criterion scores into (...) overall impact scores—disadvantage black applicants. Using multilevel models and matching on key variables including career stage, gender, and area of science, we find little evidence for racial disparities emerging in the process of combining preliminary criterion scores into preliminary overall impact scores. Instead, preliminary criterion scores fully account for racial disparities—yet do not explain all of the variability—in preliminary overall impact scores. (shrink)

Considerable attention has focused on studying reviewer agreement via inter-rater reliability (IRR) as a way to assess the quality of the peer review process. Inspired by a recent study that reported an IRR of zero in the mock peer review of top-quality grant proposals, we use real data from a complete range of submissions to the National Institutes of Health and to the American Institute of Biological Sciences to bring awareness to two important issues with using IRR for assessing peer (...) review quality. First, we demonstrate that estimating local IRR from subsets of restricted-quality proposals will likely result in zero estimates under many scenarios. In both data sets, we find that zero local IRR estimates are more likely when subsets of top-quality proposals rather than bottom-quality proposals are considered. However, zero estimates from range-restricted data should not be interpreted as indicating arbitrariness in peer review. On the contrary, despite different scoring scales used by the two agencies, when complete ranges of proposals are considered, IRR estimates are above 0.6 which indicates good reviewer agreement. Furthermore, we demonstrate that, with a small number of reviewers per proposal, zero estimates of IRR are possible even when the true value is not zero. (shrink)

We propose a new metric for evaluating the informativeness of a set of ratings from a single rater on a given scale. Such evaluations are of interest when raters rate numerous comparable items on the same scale, as occurs in hiring, college admissions, and peer review. Our exposition takes the context of peer review, which involves univariate and multivariate cardinal ratings. We draw on this context to motivate an information-theoretic measure of the refinement of a set of ratings – entropic (...) refinement – as well as two secondary measures. A mathematical analysis of the three measures reveals that only the first, which captures the information content of the ratings, possesses properties appropriate to a refinement metric. Finally, we analyse refinement in real-world grant-review data, finding evidence that overall merit scores are more refined than criterion scores. (shrink)

Using the corpus of JSTOR articles, we investigate the role of gender in collaboration patterns across the scholarly landscape by analyzing gender-based homophily--the tendency for researchers to co-author with individuals of the same gender. For a nuanced analysis of gender homophily, we develop methodology necessitated by the fact that the data comprises heterogeneous sub-disciplines and that not all authorships are exchangeable. In particular, we distinguish three components of gender homophily in collaborations: a structural component that is due to demographics and (...) non-gendered authorship norms of a scholarly community, a compositional component which is driven by varying gender representation across sub-disciplines, and a behavioral component which we define as the remainder of observed homophily after its structural and compositional components have been taken into account. Using minimal modeling assumptions, we measure and test for behavioral homophily. We find that significant behavioral homophily can be detected across the JSTOR corpus and show that this finding is robust to missing gender indicators in our data. In a secondary analysis, we show that the proportion of female representation in a field is positively associated with significant behavioral homophily. (shrink)

As the collection’s editors point out, theory’s new lease on life hinges on ensuring both the democratic workings of this “world discourse formation” (1) and on the responsible theorizing of the very notion of community in “a world threatened by all kinds of anti-communal actions and reactions, from runaway globalization to exacerbated tribalism and tunnel-vision politics” (x). Working on the margins, specifically, out of a Romanian “lab” called The Critical Theory Institute (CTI), which opened its doors in early 2000, the contributors seek to revise the “standard history of theory,” one whose “Western origins, authority, and cultural compass ” strike them as “exceedingly reductive” (3). This project of geotheoretical repositioning and recalibration aims to recast theory as a “quintessentially cross-linguistic, cross-cultural, trans- and intercontinental undertaking” (4). As such, it carries on the project, launched in a previous volume, Romanian Literature as World Literature (2018), of fashioning an alternative to the nation-state paradigm that has long shaped literary and intellectual histories. In both of these works, Romanian critics and theorists have tuned into a wide range of voices, and tapped into a shared conceptual and methodological apparatus—itself the product of “an ethno-linguistic medley of traditions” (8). This approach informs what editors see as the “epoch-making” (17) discursive paradigm that has taken shape in globally networked post-Cold War societies (17), a viral model of cultural influence that fosters an ontology of “contact, contagion, of infection, dissemination, and horizontal accumulation” (15).To give us a sense of theory’s complex genealogy and evolution, the editors reference the Bulgarian critic Galin Tihanov, who has attributed [End Page 122] important developments in contemporary theory to the achievements of theorists (Nikolai Trubetskoi, Roman Jakobson, Vladimir Propp, and Georg Lukács) and schools of thought (Russian Formalism and the Prague Linguistic Circle). Russia’s relations with the European Court of Human Rights since the time of Russia’s accession to the Council of Europe have received a lot of attention on the part of academic scholars, practitioners, and media. Research on the ECtHR became especially important in the context of the twentieth anniversary of Russia’s acceptance of ECtHR jurisdiction that coincided with the unprecedented worsening of relations between Russia and the European countries due to the 2014 Crimea annexation. With voices that consistently advocate Russia’s (...) exit from the CoE, we believe it necessary to examine Russia-ECtHR relations as they are presented in the academic narrative. Drawing mostly on Russian-language sources, we want to highlight the variety of overarching themes and arguments relating to the crisis caused by the 2015 Constitutional Court Decision. We would like to examine various dimensions of this “crisis,” in order to be able to conclude whether Russia’s reaction to the Markin case and cases of non-compliance that followed was indeed part of a broader strategy of “backlash against international courts” we are currently witnessing worldwide. In the conditions when Russia’s exit from the Council of Europe is as likely as ever, the possibility of the “snowball effect” on the part of other member states threatens undermine the very raison d’être of the European human rights protection system. The aim of this article is to describe the basic parameters of a value-oriented approach to assessing the education results as a possible basis for the methodology for assessment of the educational work in the general system of education. The key methods we used were content analysis of text sources, cross-reference analysis, comparative analysis, and humanitarian examination of juristic documents. The interpretation of education as a unity of teaching and upbringing for the state as a key subject of education, which (...) forms the requirements for the results and organization of the educational process, sets the task of assessing personal, subject and metasubject educational results. The philosophy of education faces a challenge regarding the determination of the expediency of assessing educational results, the conceptual basis of assessment, fixing the orientation of assessment on the conditions of educational organzations' activities, and on the results achieved by students. A practical managerial task is to develop an attitude towards using formalized procedures and methods for assessing educational results. The article proposes a value-oriented approach to assessing the educational work in the general education system of the Russian Federation based on an analysis of key regulatory documents of the Russian education system, the interpretation of upbringing as a process of forming value-semantic attitudes. The approach is based on identifying three main groups of value orientations to build a possible system of indicators that fix educational results: "Value orientations related to life, health and safety"; "Value orientations of social interaction"; "Value orientations of personal development". Values are an essential element in regulating human behavior, which guides the process of defining goals and choosing the means to achieve them. Values acquire a functional character in value orientations and can serve as indicators of education results at the level of students as a collective subject. It seems impossible to single out the contribution of individual actors to the output of education and to avoid contradictions between the value-semantic attitudes that exist in the space of modern culture. For the education system, the subject of assessing the quality of upbringing as a purposeful process can be both the quality of the organization of upbringing work and the outcomes of upbringing efforts. The results of education as a manifestation of value orientations in the activities of students can be considered based on quantitative and qualitative indicators, which is significant for making managerial decisions at different levels. Este artículo se propone, en primer lugar, analizar algunos de los cambios producidos en el concepto de naturaleza humana a lo largo de la historia y, en segundo lugar, realizar una reflexión bioética acerca de las intervenciones planteadas por el transhumanismo y el enhancement o mejoramiento humano. Después de repasar la génesis y principales cambios transcendentales del concepto de physis aplicado al hombre, concluiremos que hoy en día el concepto de naturaleza humana, tal y como lo entiende el transhumanismo, podría (...) alinearse por analogía con la modernidad líquida. Entenderíamos, así, la naturaleza humana como una “naturaleza líquida”, permanentemente en cambio. Se realiza una revisión bibliográfica con el objetivo de analizar los diferentes códigos éticos y deontológicos internacionales, regionales y nacionales de los que se nutre la especialidad de psiquiatría. Se concluye que el comportamiento ético se basa en el sentido de la responsabilidad individual de cada psiquiatra hacia cada paciente y en la capacidad de ambos para determinar cuál es la conducta correcta y más apropiada. Las normas externas y las directrices, tales como los códigos de conducta profesional, las aportaciones (...) de la ética y de las normas legales, no garantizan por sí solas la práctica ética de la medicina, pero constituyen un importante marco referencial. A literature review was performed with the objective of analyzing the various international, regional and national ethical and deontological codes that the psychiatry specialty feeds on. It is concluded that ethical behavior is based on the sense of individual responsibility of each psychiatrist to each patient and the ability of both to determine what the correct and appropriate behavior is. External standards and guidelines, such as professional codes of conduct, the study of ethics and legal standards alone do not guarantee the ethical practice of medicine but are an important framework. The article demonstrates that post-Soviet academic debates about theoretical concepts and visions of truth can be usefully interpreted in terms of different “class positions” of knowledge producers. One academic faction is interested in academic freedom, autonomy, and corporate solidarity, as the social and cultural capitals of its members are involved with the global symbolic market. The capitals of the other group are invested into the slightly modified Soviet academic system and local symbolic fields. Son numerosos los valores que se atribuyen al pretérito imperfecto en castellano, de ahí que muchas gramáticas –especialmente aquellas que están dirigidas a los estudiantes de ELE- adopten un enfoque mecanicista para reflejar los diferentes empleos de este tiempo. Partiendo de esta constatación, este trabajo se propone determinar - desde un enfoque aspectual- si es posible atribuir al pretérito imperfecto un valor único del cual se desprenden sus múltiples usos; se examina, entonces, la interacción del aspecto verbal del pretérito imperfecto (...) y del aspecto léxico del predicado conjugado. Los resultados muestran que los variados usos del pretérito imperfecto en el discurso provienen de la combinación de su aspecto verbal imperfectivo y de la naturaleza semántica de los predicados así como de ciertos elementos co-textuales. Se demuestra así, por una parte, la unicidad del pretérito imperfecto y la importancia de la noción de Aspecto en los diferentes valores que puede adquirir este tiempo; por otra parte, se evita la asignación de valores, a veces, contradictorios que dificulta el estudio del pretérito imperfecto de indicativo en castellano. Se concluye que la publicación científica seriada ha pasado a ser, más que un proceso singular de la comunicación científica, el modo fundamental de evaluación de la calidad del trabajo científico, de ahí la importancia de tener claridad y propuestas propias de los indicadores de la evaluación. There is amplitude in bibliography, regarding the edition of scientific journals, where the scientific technological achievements that have been made in recent times have contributed with a new dynamic. The edition in digital format has its name due to the appearance of the new information and communication technologies. The recently emerged perspectives, instruments and indicators impact evaluation of publications processes and the accreditation in the higher education. The aim of this document is to offer an assessment on the current situation of the evaluation process of serialized scientific publications through the use of indicators. The text analysis and bibliographic review procedures were used to achieve the previous goal. In conclusion, the serialized scientific publications have become the main way quality of scientific research evaluation rather than a specific process of scientific communication. Most of the Latin American population, including in places like Mexico and Brazil, is becoming extremely poor, slipping in the last ten years from poverty to extreme poverty. Native communities are in this condition: to live only to survive, lacking any opportunity to improve or at least meet their basics needs of food and shelter. I practiced P4C in the multicultural community of Juchitán, Oaxaca, to find if P4C overcame the limitations of extreme poverty, respecting the cultural diversity while obtaining (...) positive results. Toulmin (2001) sostiene que la invención de las disciplinas,un cambio iniciado en el siglo XVII, involucró factores tantointelectuales como institucionales. Intelectualmente, el uso dela geometría cartesiana como modelo de conocimiento proveyólos fundamentos; institucionalmente, la división del trabajo enprofesiones y disciplinas hizo el resto. Sin embargo, este cambiose produjo lentamente y sólo alcanzó su apogeo durante el sigloXX, con la conformación de lo que Snow (2012) reconoce comolas dos culturas: las Humanidades y las Ciencias Naturales.Focalizando esta distinción, proponemos reflexionar sobre laargumentación (...) escrita en dos disciplinas (Letras y Biología)desde la perspectiva toulminiana. Al respecto, consideramosque los argumentos y los modos de escribirlos están tanprofundamente ligados a las disciplinas que resulta esencialsaber y reconocer cómo operan estos procesos a fin de entenderla lógica de dichos campos. En efecto, las particularidades decada disciplina están siempre presentes a la hora de escribir yde argumentar por escrito. Todo texto pertenece, por lo menos,a un género y a una disciplina; como tal, emplea movimientosretóricos particulares que varían de comunidad en comunidady de un tipo de discurso a otro. Este trabajo, retoma lapropuesta de Toulmin (2003, 2001) y busca dar cuenta de lasespecificidades de la argumentación escrita en dos carrerasuniversitarias argentinas (Letras y Biología). Our ability to select relevant information from the environment is limited by the resolution of attention – i.e., the minimum size of the region that can be selected. Neural mechanisms that underlie this limit and its development are not yet understood. Functional MRI was performed during an object tracking task in 7- and 11-year-old children, and in young adults. Object tracking activated canonical fronto-parietal attention systems and motion-sensitive area MT in children as young as 7 years. Object tracking performance improved (...) with age, together with stronger recruitment of parietal attention areas and a shift from low-level to higher-level visual areas. Increasing the required resolution of spatial attention – which was implemented by varying the distance between target and distractors in the object tracking task – led to activation increases in fronto-insular cortex, medial frontal cortex including anterior cingulate cortex (ACC) and supplementary motor area, superior colliculi, and thalamus. This core circuitry for attentional precision was recruited by all age groups, but ACC showed an age-related activation reduction. Our results suggest that age-related improvements in selective visual attention and in the resolution of attention are characterized by an increased use of more functionally specialized brain regions during the course of development. The purpose of this paper is to show that in Western postmodernism, both religion and the university are under the sign of simulacra. Friedrich Nietzsche’s “death of God” instigates a discussion of postmodernism and a simulacrum of religion. According to Jean Baudrillard and the theory of the Three Orders of the Simulacra, reality died and “hyperreality” took its place and now governs our existence. If, for Michel Foucault, the religious phenomenon today is outside theological beliefs and traditions, oriented towards the (...) body, power and panoptic supervision, for Jacques Derrida the phenomenon appears more as a negative theology of deconstruction. The theoretical objective seeks to explore the mutations that have occurred both in the academic environment and in religion under the phenomenon of globalisation and the technologisation of humanity. Here, the study of religion in universities is a third order simulacrum, the consequence of which is the illusion of knowledge and the unconditional independence of humanity, manipulated by technological evolution. The methodology used is Derridarian decon­struction, Nietzschean nihilism and the Baudrillardian criticism of the postmodern consumerist system. (shrink)

En la Universidad Médica “Carlos J. Finlay”, se realiza una intervención educativa con el objetivo de valorar la concepción y aplicación de un programa para un curso de preparación de metodólogos en correspondencia con sus funciones en condiciones de universalización de las Ciencias Médicas de Camagüey, en el periodo de septiembre de 2005 a junio de 2007. Se emplean diferentes métodos investigativos: los teóricos, así como la técnica de discusión grupal, permitió diseñar el programa del curso para la preparación de (...) metodólogos en condiciones de universalización y los empíricos, la obtención de algunos datos de interés acerca de los metodólogos que reciben el curso y sus valoraciones en relación con el mismo. Se constata que la preparación pedagógica y experiencia en el desempeño es insuficiente para asumir el rol de metodólogo y valoran de muy importantes los contenidos desarrollados, los métodos y formas organizativas concebidas, por lo que se concluye que el programa del curso cumple con las expectativas del metodólogo al estar diseñado teniendo en cuenta las funciones que estos desempeñan y sus necesidades sentidas A study was carried out about the intervention in education developed to increase teacher's methodological preparation under their new functions due to the fresh conditions of learning within the community applied to medicine training and education in Camagüey. It was carried out in the period of September 2005 to June 2007. Different research methods were used: the theoretical ones and the technique for group discussion help to design the course syllabus and the assessment for those teachers that received the course. It was verified that the methodological preparation and performance experience are insufficient to play their role; but they value as very important the contents, the methods and the organization of the course. The authors conclude that the course meets the expectations of training, because it was designed keeping in mind the teachers' functions and their necessities. (shrink)
