Inspired by a framework of multi lingual sequent calculus, we introduce a formal logical system called locally continuous sequent calculus to represent _L_-domains. By considering the logic states defined on locally continuous sequent calculi, we show that the collection of all logic states of a locally continuous sequent calculus with respect to set inclusion forms an _L_-domain, and every _L_-domain can be obtained in this way. Moreover, we define conjunctive consequence relations as morphisms between our sequent calculi, and prove that (...) the category of locally continuous sequent calculi and conjunctive consequence relations is equivalent to that of _L_-domains and Scott-continuous functions. This article probes the relationship between archives and history by examining the archive policy on historical research in the first modern administration state of the German lands, the kingdom of Bavaria. Given the continuing tradition of the theory and practice of the arcana imperii in the 19th century, state archives served first and foremost the state. As a result, researchers’ interest in archival material was to undergo an administrative vetting procedure, in order to safeguard the (...) interests of the state. By examining comparatively the cases of two petitioners supplicating for the historical use of state archives in Munich, the article showcases the policy of secrecy and the resultant administrative threshold separating the sphere of the arcana from the public. Caution guided the archive politics of state officials and, ultimately, their more or less explicit notions and concerns decided which material was finally to be released, in order to become a ‘source’ for historical study. Historical researchers such as the writer Alessandro Volpi and the historian August Kluckhohn were thus required to meet specific criteria and to overcome political hurdles, in order to gain access to the desired clues guarded by the state. As a result of this, the opportunity to inspect archival material was very much dependent on the political communication between petitioner and government, and its result, the granting or denial of access, was not without ramifications for historical research and the epistemic status of historical knowledge. The study contains the review, analysis, assessment of the current state and prospects for further scientific study of the materials of the Russian state archives, including the personal funds of philosophers and philosophical institutions of Russia in the 19th-20th centuries, which are of the greatest relevance to historians of Russian philosophy. In this regard, on the one hand, the study considers the largest research and scientific-publishing historical and philosophical projects, testifying to the already achieved results of the (...) scientific development of vast arrays of archival documents; on the other hand, a number of collections of Russian state archives (federal, regional, municipal, departmental) have been monitored in order to identify archival collections that were little or insufficiently studied from this point of view. The results of the collective research presented in the article can be considered as the beginning of a large systematic work on the analytical mapping of the content of Russian archival collections relevant to the problems of the history of Russian philosophy. The study shows the importance and productivity of conducting parallel research work both with the personal funds of Russian philosophers of the 19th-20th centuries, and with funds containing documentation of philosophical institutions (magazine editorial offices, faculties, departments, research institutes, publishing houses of philosophical literature, professional and thematic associations of philosophers). In this regard, the question was raised about the need to develop historical and philosophical archiving and source studies in Russia, to include this set of subjects into the system of training historians of philosophy, and also about the need to coordinate the joint efforts of historians of Russian philosophy towards the formation of an archive of Russian philosophy as a significant and publicly available mapped resource. The results obtained in the course of the study should contribute to the emergence of the history of Russian philosophy as a dynamically developing branch of Russian science to a qualitatively new source study and methodological level, necessary for solving the large-scale research tasks, related, in particular, to the scientific preparation of academic collections of works by Russian philosophers and the development of modern fundamental history of Russian philosophy. Sustainable development is the global agenda designed to ensure that the world’s climate is not irretrievably damaged and future generations have equal access to the world’s resources for their own development. The institutionalisation of measures to promote sustainable development has however not had unanimous cooperation. This study therefore investigated the attitude of officials at the local government level to topical issues in the sustainable development agenda in Ondo State, Nigeria, as a pointer to entrenched attitudes in the Third (...) World. Prioritisation of issues varied between localities but premium was placed on poverty alleviation more than on climate change or power generation. People were more concerned with the improvement of their general well-being including health. Respondents indicated that most of the topical issues on the sustainable development agenda could be addressed at the local level thereby lending support for the notion that local action can contribute to global action. However, inclusive measures to promote positive action need to be institutionalised. (shrink)

Using a conviction-based measure, we find that local public corruption exerts a negative effect on the lending activity of US banks. Our baseline estimations show that the difference in public corruption between, for example, Alabama, where corruption is high, and Minnesota, where corruption is low, implies that banks headquartered in the former state grant 0.55% less credit ceteris paribus. Using proxies for relationship lending and monitoring, we also find that these bank characteristics weaken the negative effect of public (...) corruption on lending. These results are robust to tests that address endogeneity, to the use of perception-based measures of corruption, and after controlling for credit demand conditions. In further analysis, we show that these effects are more evident for smaller banks and banks operating in a single state. These findings provide evidence that public corruption could facilitate information asymmetry in the lending market and, thus, could hinder local development by reducing bank credit. (shrink)

Alasdair MacIntyre condemns modern politics, specifically liberalism and the institutions of the liberal state, as irredeemably fallen. His core argument is that the liberal state encourages a disempowering ?compartmentalization? of people's everyday roles and activities that undermines the intersubjective conditions of human flourishing. MacIntyre's alternative is an Aristotelian politics centred on the notion of ?practice.? Defined by justice and solidarity, this politics can only be realized, he claims, within local communities which oppose and resist the dictates of (...) the administrative state and capitalist market. Here it is argued that MacIntyre's notion of ?practice? represents a compelling ethical-political ideal. However, the belief that this ideal is best realized within local communities is rejected. In privileging local community, MacIntyre relies on a reductive view of modern states and overlooks the institutional conditions of a just polity. Against this, it is argued that a politics of human flourishing cannot succeed without an emancipatory transformation of large-scale, trans-communal institutions, in particular the state. (shrink)

Colonization of public education—the process by which schools are overwhelmed and penetrated by non-educational imperatives—is usually believed to be caused by capitalism and the hegemonic ideological structures it produces. In this paper I argue that in the case of the United States an additional mechanism produces strong colonizing effects: the institution of local control. In the context of contemporary institutional conditions, local control is the lynch-pin for the production of socio-economic segregation, cumulative disadvantages, and the mythology of popular (...) control disguising the growing control of public schooling through unaccountable bureaucracies and private corporations. Bicycle helmets protect against head injury. Mandatory helmet laws likely increase their use. Although 21 states and Washington, DC have mandatory helmet laws for youth bicyclists, no U.S. state has a mandatory helmet law that applies to all ages; however, some localities have all-age helmet laws for bicyclists. This study abstracted local helmet laws applicable to all-ages to examine their elements.

The Bell-Wigner locality argument is shown to be a special case of the nonexistence of certain state assembles with preassigned densities when there are restrictions on the allowable states.

The orthodox presentation of quantum theory often includes statements on state preparation and measurements without mentioning how these processes can be achieved. The often quoted projection postulate is regarded by many as problematical. This paper presents a systematic framework for state preparation and measurement. Within the existing Hilbert space formulation of quantum mechanics for spinless particles we show that it is possible (1)to prepare an arbitrary state and (2)to reduce all quantum measurements to local position measurements (...) in an asymptotic way by unitary evolution processes without recourse to the projection postulate. A generalization to spin-1/2particles is also given. The theory presented provides a general mathematical and theoretical foundation for many practical schemes for state preparation and measurement. This paper investigates whether local religious beliefs have a significant impact on the practice of earnings management. We extend the existing literature on the role of firm characteristics in mitigating earnings management by showing that local religious beliefs significantly impact the practice of earnings management. Specifically, exploring firms located in the U.S. counties that vary from 2000 through 2010, we document the negative relationship between religiosity and earnings management using multivariate regression analysis. Our results show that firms in (...) counties with strong religious social norms are less likely to engage in earnings management. Furthermore, we attempt to mitigate endogeneity concerns by employing a modified Difference-Differences model and Propensity score matching methods. We find that the negative effects of religion on earnings management still hold. Overall, these findings emphasize the empirical relevance of the association between the local social norms and earnings manipulations. (shrink)

The neoliberal globalization project of expanding and maintaining capitalism globally requires the shaping of neoliberal nation-states that will entrench its ideology, political structures, and practices. In that sense, the neoliberal nation-state provides an appropriate conceptual site for investigating the local-global nexus in the dynamics of global capitalism. Using the Philippines as an example, this paper investigates the various factors or dimensions in the making of the Philippines as a neoliberal nation-state from the colonial era to the supranational (...) structures that exert external control on the Philippine political economy: the global power of transnational corporations, the IMF, American and Chinese imperialism, including the American military aid that supports militarization and counter-insurgency against movements that challenge the neoliberal agenda of the past and current regimes. In addition, this paper offers implications for policy changes and strategies for global resistance that anti-globalization movements can consider. (shrink)

A number of unique problems plague human research protection efforts at United States (U.S.) State and Territorial Departments of Health (DOHs) problems which might be ameliorated through a consolidated national or regional, independent, not-for-profit Institutional Review Board (IRB).

A number of unique problems plague human research protection efforts at United States State and Territorial Departments of Health. The first problem is related to the number of Institutional Review Boards operated by and Federalwide Assurances held by DOHs. The lack of these two essential regulatory human research protection program mechanisms points to a possible inadequacy of infrastructure at DOHs for protecting human subjects. The second and third problems are related to the use and interpretation of research protection laws (...) and regulations at DOHs. Parsing public health activities into research or practice can be vexing and likely produces variability in how individual DOHs make the determination between research and practice and the outcomes of such decisions for the same or similar projects. A related problem is that DOH or Institutional Review Board officials might misclassify public health practice activities as research, which can have costly, adverse consequences. (shrink)

The existing scholarship has developed six main explanations to account for the success of the Chinese Revolution, which has been anomalous for major paradigms derived from cross-national comparisons. Methodologically, we use a social geographical approach to test these existing explanations systematically by constructing and analyzing a unique dataset of Communist growth in 93 counties in the three most contested provinces during its most pivotal period of ascendence. Theoretically, we advance and test an alternative perspective, based on the groundwork of Tocqueville (...) and Fei Xiaotong, that integrates the state-centric theory, elite theory, and cultural analysis. Our perspective emphasizes the interplay between state centralization and local elite structure, which leads to intensified state extraction and local elite fracturing, thus creating favorable conditions for revolution. The quantitative analysis strongly supports the importance of the Japanese invasion but provides limited support for many other conventional explanations. The analysis largely confirms the Tocqueville-Fei perspective on state centralization, elite fracturing, cultural change, and revolution. The findings are buttressed by a detailed case study of Lianshui County. The study unveils a common structural challenge that a modernizing state faces in an agrarian status society, to recreate its political legitimacy while disrupting local elite structure. It also sheds historical light on the evolution of state-society relationship through the Chinese Revolution. (shrink)

Given the close relatedness of local issues, water scarcity, and sustainability, this research sought to investigate the factors affecting residents’ willingness to reuse direct and indirect potable water in the arid region. Utilizing the Bayesian Mindsponge Framework (BMF), an analysis was undertaken with a sample of 1,831 water consumers in the City of Albuquerque, the most populous city in New Mexico, United States. The primary analysis revealed positive associations between local concerns about drought or water scarcity and population (...) growth with residents' willingness to reuse direct and indirect potable water. Conversely, concerns about water quality and water bills were found to be negatively associated with the willingness to utilize directly and indirectly recycled water for drinking. In light of these findings, the study explores the potential of fostering an eco-surplus culture by cultivating a sense of environmental responsibility and acknowledging the relationship between local issues and environmental conditions. Simultaneously, the study proposes collaboration between the government and residents to promote water reuse programs to conserve water resources effectively. (shrink)

Participation in the local food movement has grown dramatically in the United States, with the farmers’ market being one of its most widespread and heavily promoted forums. Proponents argue that the interactions and transactions that occur at farmers’ markets benefit market participants, but, more importantly, have broader benefits for the neighborhoods they are located in and for society itself. The promise of these benefits raises several important questions, notably: where are farmers’ markets located and who has access to them? (...) While many works have examined the characteristics of individuals who frequent markets, few have examined the areas and inhabitants hosting these markets. Using data from the USDA and US Census, I explore the location of farmers’ markets areas across several geographic measurements, including at the national, census division, and census tract levels. Results reveal the following: Perhaps not being as white of a movement as critics have suggested, farmers’ markets are almost exclusively a middle to middle-upper class phenomenon; and Farmers’ markets are very unlikely to be found in neighborhoods with lower than average socio-economic statuses indicators, in specific divisions of the US, and in rural areas. Results from this research further illuminate our understanding of where farmers’ markets are located throughout United States while presenting some interesting questions for the local food movement as it continues to moves forward. I address a number of questions concerning the interpretation of local time and the corresponding states theorem (CST) of the Versuch, questions which have been addressed either incompletely or inadequately in the secondary literature. In particular: (1) What is the relation between local time and the behavior of moving clocks? (2) What is the relation between the primed field variables and the electric and magnetic fields in a moving system? (3) What is the relation of the CST to (...) the principle of relativity and requirements of covariance? Industrial emissions of greenhouse gases are significant contributors to climate change, which poses a grave threat to social and economic systems. Our understanding of what might drive firms to reduce their emissions of these gases, however, is incomplete, and it is not clear that the knowledge gained from other environmental issues will readily apply to these emissions. We argue and find that indicators of environmental injustice previously shown to relate to toxic pollutants, for example, are poor predictors of greenhouse gas (...) emissions. Instead, we show that the degree of belief in and concern about climate change in a local community is a significant predictor of the facility’s rate of emission improvements. Furthermore, we find that beliefs at both the facility and headquarter communities influence emission reduction, and that those effects are substitutes for each other. (shrink)

This paper argues that contemporary practices of local management of schooling are conservative rather than empowering, and that Mill's actual proposals result in an unresolvable paradox in this area. It is then argued that if the State is conceptualised as a relatively autonomous body seeking to secure conditions conducive (...) to accumulation of capital, and if ‘promoting the general welfare’ is formulated in a manner which would not lead inexorably to a free-market capitalist State, then Mill's ideas can provide guidelines for a radical form of democratisation and devolution of power in relation to local management of schooling. This gives rise to the contradictory scenario whereby such political actors at the central and sub-central levels remain the apostles of centralization on one hand and exponents of democracy as a model of national government on the other hand. Nigeria is the most populous African country. And this marginalization of the local government (...) in the democratic process is prevalent in Nigeria. Invariably, the pervasive effect of this condition, as it negatively affects the availability of dividends of democracy to the African citizen, is worrisome. In the meantime, the continent of Europe is perceived in the study as having possibly taken local government understanding to a model level of local self-governance, through its European Charter of Local Self-Government. Europe is thus, seen in this study as a region in the lead in situating the local government paradigm, within its proper democratic context. In an increasingly globalized food economy, local agri-food initiatives are promoted as more sustainable alternatives, both for small-scale producers and ecologically conscious consumers. However, revitalizing local agri-food communities in rural agro-industrial regions is particularly challenging. This case study examines Grant and Chelan Counties, two industrial farming regions in rural Central Washington State, distant from the urban fringe. Farmers in these counties have tried diversifying large-scale processing into organics and marketing niche and organic produce at popular farmers markets (...) in Seattle about 200 miles away. Such strategies invoke the question, “How are ‘local’ agri-food networks socially and geographically defined?” The meaning of what constitutes “local” and/or “sustainable” systems merits consideration in the linking of these rural counties with distant urban farmers markets. Employing historical, in-depth interview and survey research, we analyze production and consumption networks and the non-market systems that residents in these counties access for self-provisioning and food security. The convenience of using Greenberger-Horne-Zeilinger (GHZ) stales for disproving a recently proposed “hardest-to-beat” type of hidden variables theory is analyzed. The experimental conditions for observing a discrepancy from quantum mechanical predictions are obtained, for a GHZ state with an arbitrary number q of particles. It is shown that an Orsay-like experiment is preferable, even for highly idealized conditions and even if the difficulty of preparation of a GHZ state with a large number of particles is not taken into (...) account. Amidst expanding interest in local food and agriculture, food banks and allied organizations across the United States have increasingly engaged in diverse gleaning, gardening, and farming activities. Some of these programs reinforce food banks’ traditional role in distributing surplus commodities, and most extend food banks’ reliance on middle class volunteers and charitable donations. But some gleaning and especially gardening and farming programs seek to build poor people’s and communities’ capacity to meet more of their own food needs, signaling new (...) roles for some food banks in promoting community food security and food justice. This article reports the results of a national survey and in-depth case studies of the ways in which food banks are engaging in and with local agriculture and how this influences food banks’ roles in community and regional food systems. The patterns it reveals reflect broader tensions in debates about hunger relief and food security. (shrink)

A local, deterministic, and realistic model within a Friedmann-Robertson-Walker spacetime with constant spatial curvature is presented which describes simultaneous measurements of the spins of two fermions emerging in a singlet state from the decay of a spinless boson. Exact agreement with the probabilistic predictions of quantum theory is achieved in the model without data rejection, remote contextuality, superdeterminism, or backward causation. An event-by-event numerical simulation of the model is presented, which confirms our analytical results with the accuracy of (...) 4 in 10,000 parts. (shrink)

It is argued that while quantum mechanics contains nonlocal or entangled states, the instantaneous or nonlocal influences sometimes thought to be present due to violations of Bell inequalities in fact arise from mistaken attempts to apply classical concepts and introduce probabilities in a manner inconsistent with the Hilbert space structure of standard quantum mechanics. Instead, Einstein locality is a valid quantum principle: objective properties of individual quantum systems do not change when something is done to another noninteracting system.
