Hartmut Rosa advances an account of the temporal structure of society from the perspective of critical theory. He identifies three categories of change in the tempo of modern social life: technological acceleration, evident in transportation, communication, and production; the acceleration of social change, reflected in cultural knowledge, social institutions, and personal relationships; and acceleration in the pace of life, which happens despite the expectation that technological change should increase an individual's free time. According to Rosa, both the structural and (...) cultural aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. As Rosa deftly shows, this self-reinforcing feedback loop fundamentally determines the character of modern life. (shrink)

The main results are as follows: ΩU[X] is random whenever X is $\Sigma _{n}^{0}$-complete or $\Pi _{n}^{0}$-complete for some n ≥ 2. However, for n ≥ 2, ΩU[X] is not n-random when X is $\Sigma _{n}^{0}$ or $\Pi _{n}^{0}$ Nevertheless, there exists $\Delta _{n+1}^{0}$ sets such that ΩU[X] is n-random. There are $\Delta _{2}^{0}$ sets (...) X such that ΩU[X] is rational. Also, for every n ≥ 1, there exists a set X which is $\Delta _{n+1}^{0}$ and $\Sigma _{n}^{0}$-hard such that ΩU[X] is not random. We also look at the range of ΩU as an operator. We prove that the set {ΩU[X]: X ⊆ 2<ω} is a finite union of closed intervals. It follows that for any optimal machine U and any sufficiently small real r, there is a set X ⊆ 2<ω recursive in ∅′ ⊕ r, such that ΩU[X] = r. We define a program size complexity function $H^\infty$ as a variant of the prefix-free Kolmogorov complexity, based on Turing monotone machines performing possibly unending computations. We consider definitions of randomness and triviality for sequences in ${\{0,1\}}^\omega$ relative to the $H^\infty$ complexity. We prove that the classes of Martin-Löf random sequences and $H^\infty$-random sequences coincide and that the $H^\infty$-trivial sequences are exactly the recursive ones. We also study some properties of $H^\infty$ and compare it with other complexity functions. Using possibly infinite computations on universal monotone Turing machines, we prove Martin-Löf randomness in ∅' of the probability that the output be in some set.

If we are to find the criteria for critical analyses of social arrangements and processes not in some abstract, universalist framework, but from the guiding ‘self-interpretations’ of the societies in question, as contemporary contextualist and ‘communitarian’ approaches to social philosophy suggest, the vexing question arises as to where these self-interpretations can be found and how they are identified. The paper presents a model according to which there are four interdependent as well as partially autonomous spheres or ‘levels’ of socially relevant (...) self-interpretation that have to be taken into account equally in order to provide a sound basis for social and political criticism. Thus, it is from the tensions and incoherences between (A) social ideas and doctrines, (B) social institutions and practices, (C) individual beliefs and convictions, and (D) body-practices and habits that social pathologies can be identified and possible solutions can be envisaged. Democratic conceptions of politics are tacitly or explicitly predicated upon a functioning arena for the formation of public opinion in an associated media-space. Policy-making thus requires a reliable connection to processes of ‘public’ will formation. These processes formed the focus for Habermas’s influential study on the public sphere. This contribution presents a look at more recent ‘structural transformation’, the causes of which are by no means limited to social media communication, and examines its consequences. It proceeds in three steps: 1) (...) in some proximity to Habermas, but also by means of the theory of resonance, it seeks to determine the kind of public sphere that a democratic polity requires; 2) an analysis of problems within the contemporary public sphere will feed into 3) a discussion of the conditions for the restoration of a ‘functioning political public sphere’. Den konstruktiven Konnotationen des Vergessens nachzugehen, scheint mit der Pflicht des Erinnerns zu kollidieren. Daher wird in einem ersten Teil im Gespräch mit Nietzsche herausgearbeitet, in welcher Hinsicht Menschen auf das Vergessen angewiesen sind. In einem zweiten Teil wird die komplizierte und verzweigte Grammatik des Vergessens expliziert. Auf dieser Basis kann in einem dritten theologischen (...) Teil die riskante Frage beantwortet werden, in welcher Hinsicht Gott vergisst, wenn er vergibt. Dazu wird die These ausgearbeitet, wonach einerseits die Vergebung der einzige Grund des Vergessens sein darf, um einer blinden Ignoranz vorzubeugen, und wonach andererseits das Vergessen eine mögliche Folge der Vergebung sein kann, damit ein Miteinander nicht bleibend vergiftet sei, sondern als tatsächlich befreit erlebt werden kann. The paper starts by identifying dynamic stabilization as a defining feature of modern societies. This term refers to the fact that such a society requires growth, augmentation and high rates of innovation in order to reproduce its structure and to preserve the socioeconomic and political status quo. The subsequent sections explore the mechanisms and consequences of this mode of social reproduction, proceeding in three steps. First, three key aspects or ‘motors’ of dynamization are identified, namely the mechanisms of appropriation, acceleration (...) and activation. In the second step, we argue that this ‘Triple-A-Mode’ of dynamic stabilization necessarily entails a logic of incessant escalation which eventually threatens to undermine itself, leading to a multifaceted process of destabilization. Unmistakable signs of this can be seen in the current financial, democratic, ecological and psychosocial crises. The third and last part briefly and very preliminarily sketches out the possible contours of a ‘post-growth’ society which could move beyond the current mode of dynamic stabilization. (shrink)

Vitruvius’ technical text De architectura and Horace’s poetic letter 2.1 are both directed at Augustus. Within the corpus of Augustan literature they alone contain two anecdotes in which Alexander the Great clearly functions as a role model for the princeps. It is striking that in both cases the ruler’s relationship to the arts - architecture and poetry respectively - is addressed. In the following article I shall give a close reading of both passages and place them in their literary and (...) historical context. Although both texts belong to very different genres, remarkable similarities can be observed. Alexander turns out to be an ambivalent figure, to whom Augustus and his artistic advisors cannot but refer back. (shrink)

Für eine ethische Beurteilung des Einsatzes moderner Informations- und Kommunikationstechnologien sowie autonomer Assistenzsysteme im Berufsfeld Pflege empfiehlt es sich zunächst, empirische Informationen über Wirkungen und Folgen dieser Technologien aus unterschiedlichen Perspektiven einzuholen. Allerdings ist die Studienlage erweiterungsbedürftig. Auch wenn die Diskussion eher tentativ auf der Grundlage von vorsichtigen Annahmen geführt werden kann, so schälen sich dennoch in der internationalen pflegewissenschaftlichen Debatte sehr ambivalente Bewertungen heraus. Eine der Kontroversen betrifft die Frage, inwieweit und in welchem Maße Pflege als Beziehungsarbeit technisch substituiert (...) werden kann oder darf; inwieweit sich dadurch nicht nur Strukturen der Wahrnehmung und Aufmerksamkeit wandeln, sondern soziokulturelle Bedingungen von Hilfe, Unterstützung und Befähigung grundlegend verändern. Assistenztechnologien werden nicht nur das widersprüchliche Verhältnis von Sicherheit, Überwachung, Kontrolle und Entmündigung verschärfen. Unter dem Einfluss moderner Informationstechnologien wird sich auch der Status professionellen Wissens wandeln. Von erheblichem Gewicht ist schließlich, ob möglicherweise sozialanthropologische Grundannahmen wie beispielsweise die der leiblichen Responsivität und personalen Authentizität obsolet werden. Die ethische Beurteilung erfolgt aus verschiedenen Bewertungsperspektiven. Aus deontologischer Sicht hat sich die Akzeptanz neuer Technologien daran zu bemessen, inwieweit deren Wirkungen mit normativen Ansprüchen und Integritätsinteressen betroffener Personen vereinbar sind. Aus Sicht einer Ethics of Care wird es darum gehen, inwieweit durch den Einsatz von Assistenztechnologien nicht nur psychophysische Entlastungen, nicht nur bessere Informationsflüsse bewirkt werden können. Nicht weniger bedeutsam ist die Frage, ob soziale Netzwerke entwickelt, Möglichkeiten der Teilhabe verbessert und kreative Potenziale der Selbstorganisation und der Selbstwirksamkeit gefördert werden können. The Convention on Biological Diversity opens the possibility to negotiate a legally binding Biosafety Protocol to assess and minimize risks in the field of transboundary transfer, handling, and use of organisms modified by genetic engineering. Two principles— the Precautionary Principle and the Principle of Familiarity—guiding the risk assessment as basis of import decisions on such organisms are discussed. Developing and European industrialized countries favor the Precautionary Principle. The U.S., Australia, Japan, and some others call for the Principle of Familiarity. These (...) two principles exhibit opposite effects on scientific progress in general and on scientific methodology of risk assessment in particular. With the example of risk assessment by the U.S. company Monsanto discussed below, it could be illustrated that the Principle of Familiarity opens the way for superficial evaluations based on citing arbitrary references while the Precautionary Principle is an incentive for developing and applying sound methodology in experimental risk assessment. on the transboundary transfer of such LMOs, for example, on the international exchange of and trade with transgenic seeds, grains, animals, or bacteria. The negotiations are based on Articles 19.3 and 8(g) of the Convention on Biological Diversity, elaborated during the Earth Summit in Rio de Janeiro, Brazil, in 1992, and on Decision II/5 of the Second Conference of the Parties to this Convention in Jakarta, Indonesia, in 1995 (see the appendix; for more documents, see www.biodiv.org). Until the Fourth Conference of the Parties in 1998, 172 states ratified this convention. This conference decided to finish the Biosafety Protocol in February 1999. In 1998, transgenic crops were allowed to be planted in eight (75%) countries of the world. As the country with the largest acreage of transgenic crops and as the main trader of LMOs, the United States cannot become a member of the protocol until it has ratified the Convention on Biological Diversity. This book develops a notion of differences and "otherness" beyond hegemonic and hierarchical thinking as represented by the legacies of Western philosophical and political thinking. In doing so, it relates to the 20th Century phenomenological discourse, especially to Georg Simmel, Alfred Schütz, Emmanual Lévinas, and Jacques Derrida, and drafts our understanding of difference as a genuine human experience of a social and political world that is in motion and transformative, rather than static and predictable. On this basis of temporalized ontology (...) and its normative consequences, differences are drafted as a positive social and political force and as powerful capacities of transformation and change. In practical terms, this understanding is most important for our theorizing and acting upon peace, peace-building, and conflict solution. Differences appear now not as obstacle to peace and reconciliation, but as lively and constructive articulation of "otherness" and as a positive power of transformation, emancipation, and change.This book will be of interest to students of international relations, philosophy, and political theory.
