Securing equitable antibiotic access as an essential component for health system resilience and pandemic preparedness requires a systems perspective. This article discusses key components that need to be coordinated and paired with adequate financing and resources to ensure antibiotic effectiveness as a global public good, which should be central while discussing a new global agreement.

In particular, I want to demonstrate that Goldman’s argument trivializes the difference between intrinsic and extrinsic properties that lays at the basis of the internalist/externalist debate. I will show that, if sound, simple variations on Goldman’s argument could be used to prove the absurd conclusion that all properties are extrinsic. Now, since the intrinsic/extrinsic distinction is fundamental to debates in several areas of philosophy, not only the internalist/externalist debate in epistemology, I conclude that Goldman’s argument cannot be sound. Stainton argues that since sub-sentential speech acts lack the proper syntactic structure to have logical form, it is not from them that subsententially propositions conveyed derive their logical form, in this brief comment, I develop an argument for the claim that sub-sentential speech acts not only do have the proper syntactic structure, but that according to Stainton's own general pragmatic account of sub-sentential speech, they also satisfy all the criteria put forward by him to be the primary bearers of logical (...) form. It also leads to the question of the uniqueness of the experience of listening in the constitution of being-in-common, and of the role of testimony -and the disappearance of spaces for listening to it- during the multiple violence that affects our historical present. Nancy reviews some of his previous positions on these questions, delves into others, and brings up new themes that are not developed in other of his writings. Philosophizing the Americas establishes the field of inter-American philosophy. Al cumplirse doscientos años de la muerte de Immanuel Kant 2004), considerar la vigencia de su pensamiento filosófico, se constituyó en un imperativo categórico, para quienes nos inscribimos en la tradición de la filosofía occidental. En cumplimiento del mismo, el texto que se presenta se ocupa de la vigencia de la filosofía del filósofo de Königsberg a través de la consideración de dos expresiones de la inteligencia filosófica en América Latina: Arturo Andrés Roig y Franz J. Hinkelammert . Los (...) programas de investigación en curso de los dos autores elegidos, en el abordaje y desarrollo de distintos tópicos, proceden argumentativamente desde, contra y más allá de Kant, exhibiendo una singular vigencia de su filosofía al interior de los mismos. En el pensamiento de Arturo Andrés Roig, los tópicos de referencia que se consideran son: la normatividad del pensamiento filosófico, la filosofía de la historia, la fundamentación de una moral emergente y la fundamentación de una estética motivacional. De la producción teórica de Franz J. Hinkelammert, se presentan: la crítica a la razón utópica y el realismo político, la crítica trascendental de los marcos categoriales de los pensamientos sociales, la trascendentalidad del sujeto y el problema del universalismo ético en la tensión entre la ética de la responsabilidad y la ética de principios. When it is twohundred years of Immanuel Kant´s death , to consider the currency of his philosophical thought means a categorial must, for those who are involved in the tradition of occidental philosophy. Taking this into account, the next introduced is based on the currency of the philosopher of Königsberg from the consideration of two expressions of the philosophical intelligence in Latin America: Arturo Andrés Roig y Franz J.Hinkelammert . The curriculums of investigation of the chosen authors in the search and developement of different topics, come, from the point of view of arguments, from, against and beyond Kant, showing a particular currency of his philosophy within them. In Arturo Andrés Roig´s thought, the topics of reference considered are: normativity of philosophical thought, philosophy of history, the explanation of an emergent morality and of a motivational aesthetics. From the theoretical production of Franz J. Hinkkelammert, we introduce: the criticism to utopical reason and the political realism, the outstanding criticism of the categorical frames of social thoughts, the trascendentality of the subject and the question of ethical universalism in the tension between ethics of responsability and the ethics of principles. It comes out from the previous topics that, in relation to Kant´s abstrac universalism, these two samples of philosophical intelligence in Latin America, are gathered in the foundation of a concrete universalism. ABSTRACT The conception of person has shifted to the discussion on the republican theory of political self-determination. A fundamental milestone was the concept of the "political", introduced by J. Rawls to define an artificial, non-metaphysical region of organization of human life in society. It is a normative concept to define citizenship, which includes a moral conception of human beings- The article claims that, in the articulation of this concept and its associated notions of full autonomy and rationality of agents, political constructivism takes up the conception of human being as a subject of meanings, which is central to communitarianism. Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions. Ned Block argues that the higher-order (HO) approach to explaining consciousness is ‘defunct’ because a prominent objection (the ‘misrepresentation objection’) exposes the view as ‘incoherent’. What’s more, a response to this objection that I’ve offered elsewhere (Weisberg 2010) fails because it ‘amounts to abusing the notion of what-it’s-like-ness’ (xxx).1 In this response, I wish to plead guilty as charged. Indeed, I will continue herein to abuse Block’s notion of what-it’s-like-ness. After doing so, I will argue that the HO approach accounts (...) for the sense of what-it’s-like-ness that matters in a theory of consciousness. I will also argue that the only incoherence present in the HO theory is that generated by embracing Block’s controversial notion of what-it’s-like-ness, something no theorist of any stripe ought to do. Block is famous for (among other things) having introduced the notion of ‘phenomenal consciousness’ into contemporary philosophy of mind (Block 1995). This term is widely employed in the philosophical literature and it even appears in the empirical literature. But wide-speared usage has brought about divergent interpretations of the term. We can distinguish a ‘moderate’ and a ‘zealous’ reading of ‘phenomenal consciousness’. On the moderate reading, ‘phenomenal consciousness’ just means ‘experience’. Many people have embraced this sense of the term and use it to roughly pick out conscious experience involving sensory quality (states like conscious visual experiences or conscious pains, for example).2 On the zealous reading, however, phenomenal consciousness is held to be ‘distinct from any cognitive, intentional, or functional property’ (Block 1995: 234). That is, any explanation of phenomenal consciousness in exclusively cognitive, intentional, or functional terms will fail to capture, without remainder, what is really distinctive about phenomenal consciousness. Block, of course, is fully clear about embracing the zealous reading; indeed, his initial introduction of the notion is in those terms. The same ambiguity occurs with the much-used (and abused) idea of ‘what-it’s-like-ness’.. (shrink)

Interest in the intersection between bilingualism and cognitive control and accessibility to neuroimaging methods have resulted in numerous studies with a variety of interpretations of the bilingual cognitive advantage. Neurocomputational Emergentism (or Neuroemergentism for short) is a new framework for understanding this relationship between bilingualism and cognitive control. This framework considers Emergence, in which two small elements are recombined in an interactive manner, yielding a non-linear effect. Added to this is the notion that Emergence can be captured in neural systems (...) using computationally inspired models. This review poses that bilingualism and cognitive control, as examined through the Neuroemergentist framework, are interwoven through development and involve the non-linear growth of cognitive processing encompassing brain areas that combine and recombine, in symbiotic and parasitic ways, in order to handle more complex types of processing. The models that have sought to explain the neural substrates of bilingual cognitive differences will be discussed with a reinterpretation of the entire bilingual cognitive advantage within a Neuroemergentist framework incorporating its neural bases. It will conclude by discussing how this new Neuroemergentist approach alters our view of the effects of language experience on cognitive control. Avenues to move beyond the simple notion of a bilingual advantage or lack thereof will be proposed. (shrink)

The contribution describes some aspects related to the representation of special curves; recalling mechanisms created specifically for the design of these curves, which have particular characteristics. Through the construction of a simple apparatus, consisting of two pendulums—which oscillate at the same time- it is possible to graphically reproduce Lissajous’ experiments on the commuting vibrations of the diapasons. This equipment was first built by Samuel Charles Tisley (London 1829-Unknown), under the name of harmonographer. The contribution aslo illustrates the essential characteristics of (...) the harmonograph—born as a means of analysing vibrations—but which, by its principle belongs to mechanics, for its applications to acoustic science and geometry for the ability to draw “harmonious” curves. El autor sigue a Ana Arendt para examinar el tema de la responsabilidad personal bajo dictadura. Ante el argumento de que no había opciones pues se era una ‘ruedecilla del engranaje’, afirma que el mal menor no deja de ser un mal, y que la verdadera pregunta moral no es ‘por qué obedeciste’ sino ‘por qué ayudaste’.

Arthur Danto believed that “style has to be expressed immediately and spontaneously.” Danto writes that “the question of when is a thing an artwork becomes one with the question of when is an interpretation of a thing an artistic interpretation”. His extensive art criticism focuses, then, on the way artworks are about. The presence of a metaphor and the demand for interpretation are insufficient to draw the demarcation line between art and not‐art. A work of art ought to be “a (...) piece of visual thought”. Danto's own style was an invitation, almost intimate, to engage his enticing and entertaining way of thinking. His writing creates the impression that he is speaking and simply registering his thoughts and imaginings as they come. (shrink)

Original, or 'old', institutional economics (OIE) – also known as 'institutionalism' – played a key role in its early stages; it could be said that it was once the 'mainstream economics' of the time. This period ran approximately from the first important contributions of Thorstein Veblen in 1898 to the implementation of the New Deal in the early 1930s, where many institutionalists played a significant role. However, notwithstanding its promising scientific and institutional affirmation, institutional economics underwent a period of marked (...) decline that spanned from the mid-1930s to the late 1980s, when a new season for institutional economics was set in motion. In order to cast some light on this complex issue – without any claim of completeness – we have organised the work as follows: in the first section we consider the main interpretations of this phenomenon. In the subsequent sections we analyse a number of 'endogenous' aspects which might have played a significant role in the period of decline: (i) the relations of institutional economics with Keynes's macroeconomic theory; (ii) the links between theoretical and empirical analysis and the supposed lack of a clear theory; (iii) the interdisciplinary orientation. The brain displays both the anatomical features of a vast amount of interconnected topological mappings as well as the functional features of a nonlinear, metastable system at the edge of chaos, equipped with a phase space where mental random walks tend towards lower energetic basins. Nevertheless, with the exception of some advanced neuro-anatomic descriptions and present-day connectomic research, very few studies have been addressing the topological path of a brain embedded or embodied in its external and internal environment. Herein, by (...) using new formal tools derived from algebraic topology, we provide an account of the metastable brain, based on the neuro-scientific model of Operational Architectonics of brain-mind functioning. We introduce a “topodynamic” description that shows how the relationships among the countless intertwined spatio-temporal levels of brain functioning can be assessed in terms of projections and mappings that take place on abstract structures, equipped with different dimensions, curvatures and energetic constraints. Such a topodynamical approach, apart from providing a biologically plausible model of brain function that can be operationalized, is also able to tackle the issue of a long-standing dichotomy: it throws indeed a bridge between the subjective, immediate datum of the naïve complex of sensations and mentations and the objective, quantitative, data extracted from experimental neuro-scientific procedures. Importantly, it opens the door to a series of new predictions and future directions of advancement for neuroscientific research. (shrink)

In this work we analyse the main interpretations of ownership in Original Institutional Economics (OIE) and their links with pragmatist psychology and psychoanalysis. We consider Thorstein Veblen's notion of ownership as a relation of possession of persons, and John R.Commons's distinction between “corporeal” and “intangible” property, that marks the shift from a material possession of goods and arbitrary power over the workers to the development of human faculties in a more participatory environment. For space reasons we do not address other (...) contributions developed both by the OIE and by the New Institutional Economics. We then consider a number of contributions of pragmatist social psychology and psychoanalysis that, although not dealing directly with the notion of ownership, can cast light not only on the private and “material“ aspects of ownership but also on its collective and “relational aspects”. The reason why we consider it useful to address different perspectives is that, as observed by the famous sociologist Karl Mannheim (1952), a landscape can be seen only from a determined perspective and without perspective there is no landscape. Hence, observing a landscape (or phenomenon) from different angles (or disciplines) can help to acquire a much clearer insight into the features of the various perspectives. And this is one of the main advantage of a pluralist approach to the study of economic and social phenomena, also aimed at overcoming the fragmentation so often present in social sciences. In this light, the interpretative theories that we address, however different in many respects, present notable complementarities, in the sense that the aspects more overlooked by some are more completely considered by the others. In our work, these different but complementary notions of ownership can help illuminate the manifold aspects of human relations, also with a view to provide a more tailored policy action for the solution of their more problematic aspects.
