As a result of advances in healthcare, the worldwide average life expectancy is steadily increasing. However, this positive trend has societal and individual costs, not least because greater life expectancy is linked to higher incidence of age-related diseases, such as dementia. Over the past few decades, research has isolated various protective “healthy lifestyle” factors argued to contribute positively to cognitive aging, e.g., healthy diet, physical exercise and occupational attainment. The present article critically reviews neuroscientific evidence for another such factor, i.e., (...) speaking multiple languages. Moreover, with multiple societal stakeholders in mind, we contextualize and stress the importance of the research program that seeks to uncover and understand potential connections between bilingual language experience and cognitive aging trajectories, inclusive of the socio-economic impact it can have. If on the right track, this is an important line of research because bilingualism has the potential to cross-over socio-economic divides to a degree other healthy lifestyle factors currently do not and likely cannot. The National Science Foundation's (NSF) role in, and influence on, the National Nanotechnology Initiative (NNI) can best be understood through an examination of the NSF's history. Because of the NSF's weakened position at its founding in 1950 and obstacles faced throughout its history, the NSF developed a discursive strategy that focuses on making a causal link between support for basic science and societal benefits, and an operational strategy focused on growing its constituency through infrastructural support. This text through the direct use to Foucault’s work and using the concepts of ‘care of the self’ and biopolitics is questioning and analyzing resistance and practices of freedom. Mainly, from the Foucault’s courses at the College de France and the methodological tools found there, here I present a discussion about Gilles Deleuze’s contributions to Foucault’s thought and I develop a dialog where I try to explain the concepts of domination, power, ethics, esthetics and the relationship of the self with (...) himself. Scientific peer reviewers play an integral role in the grant selection process, yet very little has been reported on the levels of participation or the motivations of scientists to take part in peer review. The American Institute of Biological Sciences developed a comprehensive peer review survey that examined the motivations and levels of participation of grant reviewers. The survey was disseminated to 13,091 scientists in AIBS’s proprietary database. Of the 874 respondents, 76% indicated they had reviewed grant applications in the (...) last 3 years; however, the number of reviews was unevenly distributed across this sample. Higher review loads were associated with respondents who had submitted more grant proposals over this time period, some of whom were likely to be study section members for large funding agencies. The most prevalent reason to participate in a review was to give back to the scientific community and the most common reason to decline an invitation to review was lack of time. Interestingly, few suggested that expectation from the funding agency was a motivation to review. Most felt that review participation positively influenced their careers through improving grantsmanship and exposure to new scientific ideas. Of those who reviewed, respondents reported dedicating 2–5% of their total annual work time to grant review and, based on their self-reported maximum review loads, it is estimated they are participating at 56–87% of their capacity, which may have important implications regarding the sustainability of the system. Overall, it is clear that participation in peer review is uneven and in some cases near capacity, and more needs to be done to create new motivations and incentives to increase the future pool of reviewers. My central thesis is that philosophers considering questions of epistemic value ought to devote greater attention to the enduring nature of beliefs. I begin by arguing that a commonly drawn analogy between beliefs and actions is flawed in important respects, and that a better, more fruitful analogue for belief would be desire, or a similarly enduring state of an agent. With this in hand, I argue that treating beliefs as enduring, constitutive states of agents allows us to capture the importance (...) of accessible, justified, and true beliefs to sustaining personal identity, autonomy, self-control, and authenticity. We thus arrive at a significant value to such beliefs through their crucial role in our personal, practical identities. (shrink)

Despite the presumed frequency of conflicts of interest in scientific peer review, there is a paucity of data in the literature reporting on the frequency and type of conflicts that occur, particularly with regard to the peer review of basic science applications. To address this gap, the American Institute of Biological Sciences conducted a retrospective analysis of conflict of interest data from the peer review of 282 biomedical research applications via several onsite review panels. The overall conflicted-ness of these panels (...) was significantly lower than that reported for regulatory review. In addition, the majority of identified conflicts were institutional or collaborative in nature. No direct financial conflicts were identified, although this is likely due to the relatively basic science nature of the research. It was also found that 65 % of identified conflicts were manually detected by AIBS staff searching reviewer CVs and application documents, with the remaining 35 % resulting from self-reporting. The lack of self-reporting may be in part attributed to a lack of perceived risk of the conflict. This result indicates that many potential conflicts go unreported in peer review, underscoring the importance of improving detection methods and standardizing the reporting of reviewer and applicant conflict of interest information. This article considers the emergence of world environmental history as a rapidly growing but undertheorized research field. Taking as its central problematic the gap between the fertile theorizations of environmentally-oriented social scientists and the empirically rich studies of world environmental historians, the article argues for a synthesis of theory and history in the study of longue dureesocio-ecological change. This argument proceeds in three steps. First, I offer an ecological reading of Immanuel Wallerstein's The Modern World-System. Wallerstein's handling of the ecological (...) dimensions of the transition from feudalism to capitalism is suggestive of a new approach to world environmental history. Second, I contend that Wallerstein's theoretical insights may be effectively complemented by drawing on Marxist notions of value and above all the concept of “metabolic rift,” which emphasize the importance of productive processes and regional divisions of labor within the modern world-system. Finally, I develop these theoretical discussions in a short environmental history of the two great “commodity frontiers” of early capitalism – the sugar plantation and the silver mining complex. An increasingly unbridgeable gap exists between the supply and demand of transplantable organs. Human embryonic stem cell technology could solve the organ shortage problem by restoring diseased or damaged tissue across a range of common conditions. However, such technology faces several largely ignored immunological challenges in delivering cell lines to large populations. We address some of these challenges and argue in favor of encouraging contribution or intentional creation of embryos from which widely immunocompatible stem cell lines could be derived. Further, (...) we argue that current immunological constraints in tissue transplantation demand the creation of a global stem cell bank, which may hold particular promise for minority populations and other sub-groups currently marginalized from organ procurement and allocation systems. Finally, we conclude by offering a number of practical and ethically oriented recommendations for constructing a human embryonic stem cell bank that we hope will help solve the ongoing organ shortage problem. In the flowering of Red-Green Thought over the past two decades, metabolic rift thinking is surely one of its most colorful varieties. The metabolic rift has captured the imagination of critical environmental scholars, becoming a shorthand for capitalism’s troubled relations in the web of life. This article pursues an entwined critique and reconstruction: of metabolic rift thinking and the possibilities for a post-Cartesian perspective on historical change, the world-ecology conversation. Far from dismissing metabolic rift thinking, my intention is to affirm (...) its dialectical core. At stake is not merely the mode of explanation within environmental sociology. The impasse of metabolic rift thinking is suggestive of wider problems across the environmental social sciences, now confronted by a double challenge. One of course is the widespread—and reasonable—sense of urgency to evolve modes of thought appropriate to an era of deepening biospheric instability. The second is the widely recognized—but inadequately internalized—understanding that humans are part of nature. (shrink)

This paper begins by drawing attention to inadequacies in common characterizations of the vice of complacency. An alternative account is presented that avoids these flaws. The distinctive nature of complacency is then clarified by contrasting it with related vices, including apathy, resignation, akrasia, excessive pride, and hypocrisy.

Epistasis plays an important role in the genetic architecture of common human diseases and can be viewed from two perspectives, biological and statistical, each derived from and leading to different assumptions and research strategies. Biological epistasis is the result of physical interactions among biomolecules within gene regulatory networks and biochemical pathways in an individual such that the effect of a gene on a phenotype is dependent on one or more other genes. In contrast, statistical epistasis is defined as deviation from (...) additivity in a mathematical model summarizing the relationship between multilocus genotypes and phenotypic variation in a population. The goal of this essay is to review definitions and examples of biological and statistical epistasis and to explore the relationship between the two. Specifically, we present and discuss the following two questions in the context of human health and disease. First, when does statistical evidence of epistasis in human populations imply underlying biomolecular interactions in the etiology of disease? Second, when do biomolecular interactions produce patterns of statistical epistasis in human populations?Answers to these two reciprocal questions will provide an important framework for using genetic information to improve our ability to diagnose, prevent and treat common human diseases. We propose that systems biology will provide the necessary information for addressing these questions and that model systems such as bacteria, yeast and digital organisms will be a useful place to start. We investigated the contribution of bilingual experience to the development of cognitive reserve when compared with other, traditionally more researched, CR proxies, in a sample of cognitively healthy senior bilingual speakers. Participants performed in an online study where, in addition to a wide inventory of factors known to promote CR, we assessed several factors related to their second language use. In addition, participants’ inhibitory executive control was measured via the Flanker Task. We used Structural Equation Modeling to derive a latent (...) composite measure of CR informed by traditional CR proxies. We examined whether bilingualism may act as a mediator of the effects of such proxies on cognitive performance therefore assessing the unique contribution of dual language use to CR. First, our analyses revealed facilitatory effects of both L2 age of acquisition and L2 proficiency on the executive performance. Second, our analyses confirmed the moderating role of bilingual experience on the relationship between other factors known to promote CR and cognitive integrity, revealing a strong contribution by bilingualism to CR development. Our findings provide further support to the notion that bilingualism plays an important role in mitigating cognitive decline and promoting successful aging. (shrink)

O debate em torno do ensino de Filosofia no Brasil, especialmente na educação média, não é novo. Estudos esparsos e pontuais, embora em número bastante reduzido, podem ser encontrados ao longo da história da educaçãono país, notadamente no século XX, depois da criação da Universidade de São Paulo e de seu Departamento de Filosofia. É, porém, no final da década de 1970 e, sobretudo, durante a década de 1980, que a discussão ganha vulto, mediante a articulação dos Departamentos de Filosofia (...) das universidades brasileiras em torno de uma mobilização para exigir do governo militar a “volta” da disciplina aos currículos da educação média, então denominada segundo grau. Como sabemos, a reforma educacional levada a cabo pelo regime militar por meio da Lei no 5.692/71 tirou do segundo grau essa disciplina, a qual deixou de figurar tanto na chamada “parte comum” quanto na “parte diversificada” dos currículos desse nível de ensino. Entre 1933 et 1945, la SS, qui se voulait l’élite des « soldats politiques » du régime nazi, développa un important programme visant à prodiguer à ses troupes une « instruction idéologique » weltanschauliche Schulung. Cet article donne un aperçu des conceptions et des méthodes de l’instruction idéologique et retrace les évolutions qu’elles subirent dans le contexte des transformations d’ensemble de la SS elle-même. Bien que l’« instruction idéologique » n’ait finalement pas produit les résultats décisifs escomptés par ses promoteurs, (...) elle n’en fournit pas moins un matériau exemplaire pour une étude des méthodes utilisées par les régimes totalitaires pour fabriquer du consentement politique.From 1933 to 1945, the SS, which claimed to be the elite of the Nazi regime’s “political soldiers”, developed a major programme to provide “ideological schooling” for its troops. This article discusses the concepts and methods of “ideological schooling” and how they evolved with the transformations and changing priorities of the SS itself. Although in the end it did not pro- duce the decisive results that the Nazi hierarchy expected, this “ideological schooling” program nevertheless provides a unique source material for a paradigmatic case study of the methods used by totalitarian regimes to manufacture political consent. Este artículo busca presentar el legado teórico-político de Rousseau a través de la interpretación de su _Discurso sobre los orígenes y fundamentos de la desigualdad entre los hombres y el Contrato social_, entendidos como una unidad argumentativa y metodológica en la obra del ginebrino. Para esto se expondrán en un primer momento las consideraciones normativas y antropológicas que marcan el problema político de Rousseau. A partir de allí se presentarán las ideas principales de su noción de democracia, para finalmente concluir (...) que el legado democrático de Rousseau resulta particularmente útil como elemento crítico en el contexto de la hegemonía de las democracias representativas liberales actuales. The primary goal of the peer review of research grant proposals is to evaluate their quality for the funding agency. An important secondary goal is to provide constructive feedback to applicants for their resubmissions. However, little is known about whether review feedback achieves this goal. In this paper, we present a multi-methods analysis of responses from grant applicants regarding their perceptions of the effectiveness and appropriateness of peer review feedback they received from grant submissions. Overall, 56–60% of applicants determined the (...) feedback to be appropriate, although their judgments were more favorable if their recent application was funded. Importantly, independent of funding success, women found the feedback better written than men, and more white applicants found the feedback to be fair than non-white applicants. Also, perceptions of a variety of biases were specifically reported in respondents’ feedback. Less than 40% of applicants found the feedback to be very useful in informing their research and improving grantsmanship and future submissions. Further, negative perceptions of the appropriateness of review feedback were positively correlated with more negative perceptions of feedback usefulness. Importantly, respondents suggested that highly competitive funding pay-lines and poor inter-panel reliability limited the usefulness of review feedback. Overall, these results suggest that more effort is needed to ensure that appropriate and useful feedback is provided to all applicants, bolstering the equity of the review process and likely improving the quality of resubmitted proposals. In questo contributo vengono indagati alcuni concetti della teologia aristotelica (il concetto di divino e quello di trascendenza) a partire da un’espressione emblematica utilizzata dallo storico francese Étienne Gilson per descrivere il Primo Motore Immobile aristotelico: “centrale elettrica della natura”. L’espressione del noto studioso non è soltanto particolarmente accattivante, ma risulta essere filosoficamente assai significativa poiché veicola perfettamente il significato che assume il Dio di Aristotele nell’economia complessiva del cosmo, più in particolare nel ciclo eterno delle corruzioni e delle generazioni. La ricostruzione storica è finalizzata a mostrare la novità del messaggio cristiano contenuto nella Rivelazione e che trova nelle pagine di Tommaso d’Aquino una chiarezza concettuale, filosofico-metafisica, di eccezionale valore. In esse è possibile osservare la piena maturazione della nuova visione di tipo creazionista (basata sulla Metafisica dell’Esodo 3,14) che, pur in continuità con la visione aristotelica, ne approfondisce smisuratamente i presupposti metafisici. This paper aims at discussing some contributions, limitations and opportunities that efficiency and equity studies could make to form a better understanding of ethical issues involved in health technology assessment (HTA). Prenatal detection of Down syndrome is used as a case study for further discussions regarding efficiency and equity, as well as other ethical principles including beneficence, non-maleficence and autonomy. The development and use of adequate methods and the need for context appraisal are two imperative issues in this field of (...) knowledge. The analysis of ethical implications in HTA should account for both. Economic evaluation methodologies have great potential in the assessment of some key ethical principles such as efficiency and equity but are of limited use concerning other fundamental principles. A partir da descrição das noções de reflexo artístico e de mundanidade na estética de maturidade de Georg Lukács, este estudo pretende apresentar algumas questões preliminares acerca do que vem a ser a obra de arte, suas particularidades e seus pressupostos na “Estética” (1963), com o intuito de ressaltar, por fim, o caráter absolutamente humanista dessa obra lukacsiana.

Apoio: CAPES-COFECUB. A noção de diferença ganhou o mundo, no final do século vinte, e chegou ao campo teórico da educação e às escolas. Educar a diferença; educar na diferença; educar para a diferença passaram a ser palavras de ordem em planos de educação de órgãos governamentais, em projetos políticos pedagógicos de escolas, (...) em projetos de organizações não governamentais. Projetos multiculturais proliferam, culturas de paz, tolerância e convivência consensual são afirmadas nos mais diversos âmbitos. No caso específico do Brasil, a diferença passou a ser palavra-chave das políticas públicas, seja para embasar a pluralidade, seja para embasar a educação inclusiva. Mas uma pergunta se impõe: compreendemos, de fato, a diferença? Vivemos a diferença, ou ela está apenas em nossos discursos? Enfim: como nos relacionamos com as diferenças? A problemática tem ganhado diferentes contornos nos dois países nos últimos anos. No Brasil, as últimas duas décadas foram momento de desenvolvimento de políticas públicas de cunho afirmativo, centrados na perspectiva de uma educação inclusiva. Partia-se do princípio de que uma educação democrática deve estar aberta para todos, sem exceção, de modo que a escola deve ser o lugar da manifestação das diferenças, mas tratadas todas de modo igualitário. Diferenças sociais, de gênero, de cor, de cultura, de níveis e condições de aprendizagem devem conviver, num ato solidário de construção de uma cultura democrática comum. Mais recentemente, a emergência de uma onda neoconservadora tem colocado em questão alguns destes princípios e práticas, em reação contrária àquilo que vinha sendo produzido. Um exemplo são os esforços em diversas regiões do País para impedir que questões relativas ao gênero sejam trabalhadas nas escolas; e mesmo os debates colocados em pauta pelo movimento que se autodenomina “Escola sem partido”, que defende a prática de uma suposta “neutralidade” que, sabemos, é impossível no ato educativo. No contexto francês, a problemática assume outros contornos, mas também se reveste de especial importância. País com larga tradição republicana, que se traduz também no campo da educação, vive-se ali de forma intensa a problemática do convívio com imigrantes de diferentes culturas. Lembremos, por exemplo, da proibição do uso de véu islâmico pelas meninas nas escolas públicas, alguns anos atrás, sob a alegação de que a escola é laica e não pode admitir a ostentação de símbolos religiosos. É uma questão de desrespeito ao outro? De desrespeito à liberdade de crença? De desrespeito a uma cultura? Ou afirmação de uma pluralidade em que condições singulares não podem prevalecer sobre o global? Questões certamente polêmicas. E hoje, com a intensificação do movimento de refugiados pela Europa, a questão se vê acirrada. Forças nacionalistas defendem que se limite o acesso ao estrangeiro, ou que este se submeta aos princípios da cultura francesa; mas, anos atrás, filósofos como René Schérer e Jacques Derrida defendiam o princípio da hospitalidade, do acolhimento do outro como sendo um dos mais fundamentais de uma política republicana. Enfim, com histórias diferentes e com contextos muito diferenciados entre si, os dois países se veem confrontados com o dilema de como lidar com as diferenças, de como tratá-las no contexto escolar. O propósito deste dossiê é o de oferecer distintas abordagens conceituais do tema, evidenciando as contribuições que a Filosofia da Educação pode oferecer para pensar os problemas contemporâneos. Ele é fruto das ações de um projeto de cooperação internacional entre universidades brasileiras e universidades francesas financiado pelo acordo CAPES-COFECUB. O projeto se intitula Diferença, Pluralismo e Confiança em Educação e Formação, com vigência entre janeiro de 2015 e dezembro de 2018, e tem como objetivo central pensar conceitualmente estes temas, como forma de oferecer subsídios teóricos para o campo educativo, na interface Brasil-França. In questo contributo tenterò di rispondere ad una domanda fondamentale e assai complessa: la concezione di Dio come Esse Ipsum Subsistens rischia una deriva verso il monismo parmenideo? L’indagine verterà dapprima sul superamento di Aristotele della visione parmenidea e poi si concentrerà sulla metafisica dell’essere di Tommaso d’Aquino che, se correttamente intesa, non rischia affatto una deriva verso il monismo ontologico. Saranno infatti presentati alcuni passi che comprovano come il concetto centrale della concezione di Tommaso, quello di partecipazione, garantisca proprio (...) dal rischio del monismo, a patto che si intenda la presenza di Dio negli enti non in un senso quantitativo. Contrary to the outstanding simplistic view of the taste system, learning studies show a more complex picture. Behavioral data using conditioned taste preference and aversion tasks support the idea that mixtures involve complex interactions between individual taste cues. Evidence from taste conditioned blocking, taste perceptual learning, and taste learned preferences is considered to support such a view. Greater support for research in taste learning and memory is required for a complete understanding of taste recognition.

A fascinating property of germ cells is their ability to maintain totipotency throughout development. At fertilization, this totipotency is unleashed and the egg generates all the cell types needed to make a brand new organism. Occasionally, germ cells differentiate precociously in the embryo or in the gonads and form teratomas, tumors containing many differentiated somatic cell types. Until recently, the genetic basis for teratoma formation was not known. The unexpected discovery of a teratoma in a C. elegans double mutant points (...) to translational control as a key mechanism to maintain totipotency in developing germ cells. Every day we experience relationships with artefacts, which describe material objects made by humans in order to reach a goal and exploit the human feature to plan ahead. Artefacts bring together cognitive evolution and technical enhancement. Although artefacts are conceived as technical, we are now facing a relationship with Information Technology artefacts. IT artefacts include both hardware and software, as a two-sided entity. The definition of IT artefact corresponds with the Saussurean linguistic sign: a two-sided entity constituted by the signifier (...) and the signified. I claim that IT artefacts share this ontological trait with the linguistic sign. I will show that IT artefacts are the result of design and planning, while language—which is an institution—is not the fabrication of one human but linked to collective human activity. (shrink)

Marazzi, a leading figure in the European postfordist movement, argues that the processes of financialization are not simply irregularities between the traditional categories (...) of wages, rent, and profit, but rather a new type of accumulation adapted to the processes of social and cognitive production today. The financial crisis, he contends, is a fundamental component of contemporary accumulation and not a classic lack of economic growth. Marazzi shows that individual debt and the management of financial markets are actually techniques for governing the transformations of immaterial labor, general intellect, and social cooperation. The financial crisis has radically undermined the very concept of unilateral and multilateral economico-political hegemony, and Marazzi discusses efforts toward a new geomonetary order that have emerged around the globe in response. The phenomenon of religious experience is of interest to modern researchers in the field of phenomenology and analytical philosophy abroad, but remains unpopular in Ukraine. The interview talks about why philosophy does not stop trying to explore such experiences, and raises the question of the relevance of religion in the age of secularization. Jason Alvis clarifies some points of his project «phenomenology of inconspicuousness» and shares an unpopular view on the work of Martin Heidegger in general and on his (...) concept «eine phenomenologie des Unscheinbaren» in particular. The researcher draws attention to the difference in the reading and interpretation of Heidegger's philosophy in the USA and Europe. J. Alvis responds with his own concept to the challenge of the «spectacle era», which seeks to perceive God as another performance with special effects in the form of a miracle. But the most important thing is that the phenomenologist finally suggests moving away from obsessive dialectics, because God cannot be explained using the categories of «visible» or «invisible». So inconspicuousness does not mean that God cannot be seen. Just the opposite - it can and should be seen in completely everyday moments. Such a vision gives an active role to the subject of religious experience. The philosopher explains why the thesis that religion is irrelevant and unimportant today does not stand up to criticism and points out that in fact there is rather a turn towards religion. The good thesis «We make religion» reflects not only the modern view and possibilities of science in researching this issue. This is a call to fill religion with a new meaning, to finally notice in it a personality whose role could previously be leveled by tradition.
