The Abraham Lincoln Presidential Library in Springfield, Illinois, houses a trove of invaluable historical resources concerning all aspects of the Prairie State’s past. Treasures of the Abraham Lincoln Presidential Library commemorates the institution’s 125-year history, as well as its contributions to scholarship and education by highlighting a selection of eighty-five treasures from among more than twelve million items in the library’s collections. After opening with a historical overview and extensive chronology of the Library, the volume organizes the treasures by various (...) topics, including items that illustrate various locations and materials relating to business, the mid-nineteenth century and the Civil War, World Wars I and II, the oldest items, unusual treasures, ethnicity, and art. From the Gettysburg Address, Abraham and Mary Lincoln’s letters, and Governor Dan Walker’s boots to a Deering Harvester Company catalog, WPA publications, and an Adlai Stevenson I campaign hat, each entry includes a thorough description of the item, one or more images, and a discussion of its history and how the library acquired it, if known. Other treasures include the Thomas Yates General Store daybook, Dubin Pullman car materials, Civil War newspapers, a Lincoln coffin photograph, the Mary Lincoln insanity verdict, the Directory of Sangamon County’s Colored Citizens, andLincoln’s stovepipe hat. To highlight the academic importance of the Library, nineteen researchers share how study in the Library’s collections proved essential to their projects. The Telecommunications Act of 1996 is considered landmark legislation, especially in the area of universal service. However, the FCC performed even more groundbreaking activity. The FCC was given wide latitude by the Act to interpret the universal service provisions of the Act either narrowly or broadly; the FCC chose the latter. The FCC's interpretation of the Act will have a significant impact on the level of technology implementation and use in American classrooms and libraries. In March 1996, the FCC (...) issued a Notice of Proposed Rulemaking on Universal Service. The NPRM also established a Federal-State Joint Board composed of three FCC Commissioners, four state public service commission representatives nominated by the National Association of Regulatory Utility Commissioners, and one utility consumer advocate nominated by the National Association of State Utility Consumer Advocates. On November 8, 1996, the Joint Board released its Recommended Decision and the FCC adopted its rules based on that recommendation in May 1997. The FCC ruled that all eligible schools and libraties should receive discounts of between 20 and 90 percent on all telecommunications services, Internet access, and internal connections, subject to a $2.25 billion annual cap. In addition, any funds not disbursed in a given year may be carried forward and disbursed in subsequent years without regard to the cap. This provision, according to the FCC, will provide schools and libraries with the maximum flexibility to purchase the services that will meet their communications needs most effectively. In a separate section of the rules, the FCC defined "core services" as: • Voice-grade access to the public switched network, with the ability to place and receive calls • Dual Tone Multifrequency signaling or its functional equivalent • Single-party service • Access to emergency services • Access to operator services • Access to interexchange services • Access to directory assistance. • Support for toll limitation services for low-income consumers. However, as stated in the Act, the FCC was given the latitude to include additional services for schools and libraries. It could have chosen to provide schools and libraries with discounts on only core telecommunications services; core services plus some complement of additional services; or all telecommunications services. The FCC adopted the third option, that discounts be provided on all telecommunications services. It stated that this guideline would provide schools and libraries the maximum flexibility to purchase whatever package of telecommunications services they believe would meet their telecommunications service needs most effectively and efficiently. _Current Status:_ The FCC ruled that it will permit schools to begin using discounted services on January 1, 1998. Değerli okuyucularımız, Cumhuriyet İlahiyat Dergisi’nin 24. Cilt 1. Sayısına hoşgeldi-niz. Bu sayımızla birlikte 23 yılı geride bırakmanın gururunu ve mutluluğunu yaşıyoruz. Akademi dünyasında değerli bilimsel çalışmalar yapmak kadar yapılan çalışmaları geniş bir okuyucu kitlesine ulaştırmak da önemlidir. Günümüzde neredeyse tüm bilimsel birikime online erişim vasıtasıyla ulaşmak mümkündür. Türkiye’de din bilimleri alanında yapılan araştırmalar da kütüphanelerin sınırlarını aşıp tüm dünyaya ulaşmayı hak etmekte-dir. Cumhuriyet İlahiyat Dergisi sahip olduğu format ve yayın ilkeleriyle uluslararası yayın kriterlerini karşılayarak son beş yılda çok hızlı bir (...) ivme kazanmış ve ilim dünyasının dikka-tini çekmeyi başarmıştır. Dergimiz bünyesinde geliştirilen İsnad Atıf Sistemi ve dergimizin öncülüğünde gerçekleştirilen çalıştaylar ile de İlahiyat Alan Dergilerine örneklik teşkil et-mektedir. Bu anlamda dergimizin hem yeni bir ekol oluşturduğunu hem de yazarlarımızdan aldığımız çok sayıda olumlu geri bildirimlere dayanarak akademik yayıncılığın kalitesini artıran bir okul vazifesi gördüğünü söylemek mümkündür. Dergimizin yeni sayısının yayınlanması vesilesi ile sizlerle iki güzel haberi paylaş-maktan mutluluk duyuyoruz. İlki Cumhuriyet İlahiyat Dergisi Scopus’ta taranan Türkiye menşeili ilahiyat dergileri arasında uluslararası atıf puanı ile 1. Sıraya yükselmiştir. Şu anda ilgili Indexte Türkiye menşeili üç ilahiyat dergisi bulunmaktadır. İkinci olarak ESCI indekste yer alan Dergimizin Web of Science tarafından izlenmesine devam edilmektedir. Yaklaşık iki yıldır süren izleme sürecinin sonunda dergimizin AHCI veya SSCI indekslere kabul edilme durumu bu yılın sonuna kadar sonuçlanacaktır. Web of Science temsilcileriyle görüşmele-rimiz ve dergi olarak akademik, etik ve teknik her türlü gerekliliği yerine getirmiş olmamız nedeni ile olumlu bir sonuç beklemekteyiz. 15 Haziran ve 15 Aralık’ta olmak üzere yılda 2 sayı ve 1 özel sayı yayınlamayı mis-yon edinmiş olan dergimiz yeni yayın döneminde de yoğun bir ilgiye mazhar olmuştur. 1ocak – 15 Mart 2020 döneminde Din Bilimlerinin birçok alanından 86 makale değerlendi-rilmek üzere dergimize ulaşmıştır. Yayın ilkelerimiz ve İsnad Atıf Sistemi gözönünde bulun-durularak gerçekleştirilen ön kontrolden sonra makaleler intihal tespit programı kullanıla-rak kontrol edilmiştir. Ön kotrolü tamamlanan ve benzerlik oranı %15’in altında olan maka-leler hakem değerlendirme sürecine gönderilmiştir. Bu sayımızda, söz konusu 86 çalışma içinden ön değerlendirme ve intihal taramasın-dan geçen, hakemlerimizin de akademik içerik açısından yayımlanmasını uygun bulduğu 25 orijinal araştırma makalesi sizlerin dikkatine sunulmuştur. We also particularly require for the articles to use the Isnad Citation Style. To improve the academic quality of the journal, we have also checked the article up for plagiarism. The articles that are marked with a result above %15 are returned to the authors with a plagiarism report. It might be right to note here that we have been getting more attention from scholar-ly world day by day with our mission and standards. The journal has received 73 articles between July 1- Sptember 15, 2019 from the academic world. All articles went through the pre-review process to check the referencing and transliteration style before testing them using a plagiarism checker. We then have forwarded the articles that successfully passed the plagiarism check to our reviewers. Turning an Info-Glut into a Library. Science 266 (7 October): 20-22, p. 20), Internet resources now receive numerous levels of organization, from basic directory listings (...) to elaborate "links" (cross-references to other Internet documents) that flash and glow in the dark. In many ways, the Internet functions as a direct extension of the traditional library. Following linked references across various sites is an electronic version of browsing library stacks, and the serendipitous discoveries made while "surfing the Net" recall the wonders of physically going "book-to-book." Although many of the Internet's best aspects augment library strengths by eliminating physical distance from sources, Net resources pose unique problems for researchers. It is not always clear who is responsible for the content of Web documents, when the document was produced, or how often (if ever) it is updated. Internet resource tools, then, must enable researchers to identify appropriate resources and to evaluate what they find when they get there. Web Research as Taking "Snapshots" Given the Internet's visual nature and fluid content, the process of conducting research on the Web has been likened to taking an informal picture of information on a specific date at a particular time. This metaphor also conveys the "zoom-in" aspect of searching through Web pages by going from general to specific categories. In the first section of this Scope Note, National Reference Center for Bioethics Literature (NRCBL) staff present a snapshot of bioethics resources taken during the spring months of 2000. Entries are divided into the categories of directories, electronic journals, full-text documents, news/current awareness, and teaching resources. In the two subsequent sections, this series of categories is repeated for entries on a specific topic within bioethics-genetics-and again for general search and evaluation tools. Where a Web site may contain pages applicable [End Page 175] to more than one category, multiple entries are made for that site with appropriate information for each category.Much as telecommunication advances have strengthened the relationship of patients and providers as partners, the dynamic nature of the Internet acknowledges that the researcher functions as a librarian whenever accessing the Web. It is our hope that BIOETHICSLINE and the other NRCBL databases not only will enable researchers to search the Web more efficiently, but also will help them to evaluate what they find when they get there. Bioethicsline on the Web: An International Plan in Progress Once only available through libraries, the U.S. National Library of Medicine (NLM), the funding agency for the ongoing development of the BIOETHICS LINE® database from the Kennedy Institute, has provided free Web access to that database of 63,000 citations since September 1998 through Internet Grateful Med. Plans are now underway to eliminate such specialty databases and incorporate all citations into PubMed (for journal articles) or LOCATORplus (for book-like materials and chapters in books). Both of these databases are likewise available at no cost on the Web. In the transition to PubMed and LOCATORplus some features of BIOETHICSLINE that presently are available may be lost. Researchers are encouraged to contact the National Reference Center for Bioethics Literature with search requests or for search strategy assistance with either the current or the future system ([email protected]).The inclusion of bioethics citations in PubMed and LOCATORplus will have several advantages. First, unique keywords from the Bioethics Thesaurus will be considered for inclusion in Medical Subject Headings (MeSH), the indexing vocabulary for PubMed and LOCATORplus, thereby enhancing retrieval of relevant clinical literature by offering more precise terminology covering ethical issues. Second, it will be easier to identify foreign-language materials, which are not currently included in the scope of BIOETHICSLINE. Third, the updating schedule will become more frequent. Libraries occupy a special space in our society, and our minds. Today, public libraries are struggling hard to attract new users and increase footfalls that seem to be in the downtrend. Besides, Physical Libraries need innovations in their services frontier to survive stiff competition from virtual digital libraries that provide instant access to information at no cost. Librarians and library professionals as knowledge managers could help design and foster entrepreneurship models of service delivery aimed towards bringing (...) novelty in their operations. This is for the reason that libraries must take up the challenges to survive and compete with digital libraries which would maximize user satisfaction, attract new patrons and increase their user base. To make libraries economically independent and socially competent knowledge organizations, libraries need to innovate and adopt entrepreneurship-intrapreneurship business models which would attract investments from the private sectors. To transform libraries into productive, innovative knowledge organizations, librarians must take the initiative to think out of the box. This paper addresses these issues and analyses the intrapreneurship attitude to library operations. It argues that librarians should adopt a model of knowledge entrepreneurship where librarians, besides being knowledge managers, would also act as intrapreneurs within their organization. (shrink)
