This paper explores the use of an ethics framework based on the Public Health Code of Ethics to guide rationing decisions during a pandemic flu crisis involving a shortage of ventilators. While the law provides public health officials with authority to act, public health officials, as community leaders and health department managers, must address complex questions about how they should use their legal authority, how they can ethically justify a particular action, how they should engage community stakeholders in decision making, (...) and how the process of public justification should take place. Recognising the need for a tool that could help public health officials manage ethical tensions in practice, such as allocation of scarce resources, the Public Health Leadership Society led efforts to develop a Public Health Code of Ethics. The 12 Principles in the Code were written to express the general norms implicit in the practice of public health professionals. The Code offers no hierarchical weighting of the different principles and anticipates that weights and specification of the principles would take place in the context of each community through a process of engagement between public health officials and community stakeholders about specific cases. We describe how public health officials can use the Code to guide deliberation in helping communities prepare to address the tragic choices when allocating scarce ventilators in an influenza pandemic. A remembrance of Dummett's work on philosophy of mathematcis.

In this brief comment, I aim to engage with Sandy Goldberg’s fruitful discussion of the doctrine of epistemic partiality in friendship (EPF), as it appears in his new book Conversational Pressure: Normativity in Speech Exchanges (2020), and to explore a seemly small distinction that I think could complicate things for the way Goldberg sees the pressures that are put on us when we are confronted with speech acts that come from or relate to friends of ours. If my distinction is (...) shown to be successful, I believe it will impact the efficacy of Goldberg’s response to EPF. My main argument focuses on the way Goldberg argues against EPF and the tension it supposedly creates with the demands of epistemic rationality. I believe that Goldberg’s argument fails to capture an important distinction between our epistemic behaviors in the face of a friend’s say-so and our epistemic behaviors when we encounter third-party reports about a friend. I’ll argue that the route from the valuing of friendship to the epistemic reasons in support of differential doxastic outcomes when our friends are involved is not satisfactory, given that it involves what I see to be an unauthorized move from our desire to preserve a friendship to a differential doxastic reaction when someone reports negatively about our friends. Arguments move from premises to conclusions. The premises state things taken temporally for granted; if the argument works, the premises provide grounds for affirming the conclusion. A valid deductive argument is one in which the premises necessitate, that is, entail, the conclusion. What I shall call a ‘correct’ inductive argument is one in which the premises in some degree probabilify the conclusion, but do not necessitate it. More precisely, in what I shall call a correct P-inductive argument the premises make (...) the conclusion probable ; in what I shall call a correct C-inductive argument, the premises add to the probability of the conclusion. Arguments only show their conclusions to be true if they start from true premises; arguments of the above types which work and do start from such premises I will call sound arguments. Arguments are only of use to show to an individual that the conclusion is true if he already knows the premises to be true. Most of what I shall have to say today concerns arguments with respect to which there is no doubt that the premises are true. (shrink)

The object of this paper is to examine what evidence we can have for or against the truth of determinism, a doctrine often set forward by the proposition ‘every event has a cause’. I understand in this context by the cause of an event a set of prior conditions jointly sufficient for the occurrence of the event. Since the determinist is concerned with all physical states and not merely with changes of states, which are most naturally termed events, we may (...) phrase this claim more precisely as follows: There is for every physical state at some earlier instant a set of conditions jointly sufficient for its occurrence.
