This article begins with a review of the literature on the ethics of tax evasion and identifies the three main views that have emerged over the centuries, namely always ethical, sometimes ethical, and never or almost never ethical. It then reports on the results of a survey of HK and U.S. university business students who were asked to express their opinions on the 15 statements covering the three main views. The data are then analyzed to determine which of the three (...) viewpoints is dominant among the sample population. Although it was found that HK scores were significantly different from the U.S. scores, both HK and U.S. respondents were opposed to the view that tax evasion is always or almost always ethical. The strongest arguments justifying tax evasion were in cases where the government was corrupt, the tax system was unfair and unaffordable. The weakest arguments for justifying tax evasion were in cases where there was a selfish motive. The underlying cultural differences are further explored in hope of accounting for differing perceptions of ethics of tax evasion. Policy implications for increasing people’s awareness of ethics on tax evasion are also highlighted. (shrink)

BackgroundDepressive disorders are a common form of psychiatric illness and cause significant disability. Regulation authorities, the medical profession and the public require high safety standards for antidepressants to protect vulnerable psychiatric patients. Ketamine is a dissociative anaesthetic and a derivative of a hallucinogen. Its abuse is a major worldwide public health problem. Ketamine is a scheduled drug and its usage is restricted due to its abuse liability. Recent clinical trials have reported that ketamine use led to rapid antidepressant effects in (...) patients suffering from treatment-resistant depression. However, various flaws in study designs, and possible biased reporting of results, may have influenced those findings. Further analyses of ketamine use are needed to ensure patient safety.DiscussionThe use of ketamine in research and treatment of depressive disorders is controversial. Recently, mental health professionals raised ethical concerns about an ongoing ketamine trial in the UK. Also, a Canadian agency reviewed the existing evidence and did not recommend prescribing ketamine to treat depressive disorders. Findings obtained from tightly controlled research settings cannot be easily translated to clinical practice as substance abuse is commonly comorbid with depressive disorders. An effective antidepressant should reduce severity of depressive symptoms without liability problems. Although the US FDA has not approved the use of ketamine to treat depressive disorders, some psychiatrists offer off-label repeat prescription of ketamine. Prescribing ketamine for treating depressive disorders requires substantial empirical evidence. Clinicians should also consider research findings on ketamine abuse. Depressive disorders can be chronic conditions and the current evidence does not rule out the risk of substance abuse after repeat prescription of ketamine. Off-label ketamine use in treating depressive disorders may breach ethical and moral standards, especially in countries seriously affected by ketamine abuse. This article presents two real-world clinical vignettes which highlight ethical principles and theories, including autonomy, nonmaleficience, fidelity and consequentialism, as related to off-label ketamine use.ConclusionWe urge clinicians to minimise the risk of harming patients by considering the empirical evidence on ketamine properties and attempting all standard antidepressant therapies before considering the off-label use of ketamine. We have compared two different laser-induced optical light traps for their utility in moving organelles within living animal cells and walled fungal cells. The first trap employed a continuous wave neodymium-yttrium aluminum garnet laser at a wavelength of 1.06 micron. A second trap was constructed using a titanium-sapphire laser tunable from 700 to 1000 nm. With the latter trap we were able to achieve much stronger traps with less laser power and without damage to either mitochondria or spindles. Chromosomes and (...) nuclei were easily displaced, nucleoli were separated and moved far away from interphase nuclei, and Woronin bodies were removed from septa. In comparison, these manipulations were not possible with the Nd-YAG laser-induced trap. The optical force trap induced by the tunable titanium-sapphire laser should find wide application in experimental cell biology because the wavelength can be selected for maximization of force production and minimization of energy absorption which leads to unwanted cell damage. Recently, Jonathan Bennett has said some interesting, but mistaken, things about certain themes in Berkeley's philosophy. His comments are interesting because they direct us to a careful scrutiny of Berkeley's arguments and methodology in the often neglected Draft to the Introduction to the Principles, and mistaken because Bennett misinterprets these arguments and methodology. I would like to correct those mistakes because an understanding of Berkeley's Draft is helpful in interpreting the Introduction, which in turn is important for our understanding of (...) not only his philosophical methodology, but also for an adequate interpretation of some of his substantive philosophical claims. I will argue that Bennett misinterprets Berkeley's deleted comments and arguments concerned with two Lockean themes, classification and understanding, as presented in several passages from the Draft which did not appear in the published Introduction to the Principles. In both cases Bennett's confusion is a failure to grasp Berkeley's strategy and target in his attacks upon Locke and the theses he takes Locke to hold. Read in their unedited form the deleted passages not only indicate that Bennett misinterprets them, but they also are suggestive of some interesting philosophical comments on Berkeley's part. The thesis of this book is that Herbert Marcuse is "indispensable to the theory and practice of the New Left." The one-dimensional quality of contemporary everyday life is to be disrupted by a critical theory of society based upon the works of Karl Marx as interpreted and brought to bear upon the 20th Century. Hence, this collection of six New Left studies on Herbert Marcuse is called Critical Interruptions. The contributors are former students of Marcuse and all are younger than (...) thirty-five. The work is dedicated to Theodor W. Adorno and Ho Chi-Minh. The book is poorly edited; not only does the heavy Marcusean terminology make intelligibility slow; but poor rhetoric, grammar and punctuation also add to the slowness of the pace. The content of the essays, however, is uniformly very worthwhile and the book deserves a careful reading. The Marcuse Festschrift of 1967, edited by Kurt H. Wolff and Barrington Moore, Jr., entitled The Critical Spirit, was a collection of essays "in honor of Herbert Marcuse." This 1970 book, Critical Interruptions, is addressed to the exposition, up-dating and critique of Marcuse himself. Therefore, this present work is of immediate help to all readers and students of Marcuse. Paul Breines, the editor, wrote the first essay, "From Guru to Spectre: Marcuse and the Implosion of the Movement"; this is a history of Marcuse's relation to the New Left over the past few years. The second essay, "Individuation as Praxis," by Shierry M. Weber, is an incisive and insightful critique of the New Left while studying the meaning of praxis, the personal dimensions of individuality and exploring realistic alternatives for a viable counter culture. "Reversals and Lost Meanings" by Russell Jacoby is a short attempt at dialectics. William Leiss' study, "The Critical Theory of Society: Present Situation and Future Tasks," is a fine review of the major representatives of the Frankfurt School of social philosophers. "On Sexuality and Politics in the Work of Herbert Marcuse" by John David Ober, explains the continuity and development in Marcuse's thought on sexuality from Eros and Civilization through One-Dimensional Man. Finally, the last essay, "One-Dimensionality: The Universal Semiotic of Technological Experience" by Jeremy J. Shapiro is an extended commentary on Marcuse's most recent thought as applied to the advancing technology of the age. The editor openly disclaims any inner unity to the six essays. The studies, however, reveal that at least these six students of Marcuse from the New Left understand the Master very well and are able to extend his thought successfully to key contemporary issues. The passing on of information to GPs by genito-urinary doctors is to be encouraged but is not always possible and ultimately the patient's wishes and confidentiality must be respected if sexually transmitted diseases and HIV infection are to be controlled. Infected health-care workers should seek counselling and medical support and clear guidelines from professional organisations which are in existence. However, they will only do so if strict confidentiality is maintained and assurance about future employment can be given.

This article conducts a normative evaluation of Operation Iraqi Freedom undertaken in 2003 by employing principles of prudence to enquire whether the use of force could be described as an action by a responsible great power. Along with relating the principles of prudence to the concept of great power responsibility, it highlights two pillars of prudent decision-making: circumspection and awareness of one's limits. This normative framework is then utilised to evaluate the invasion of Iraq from the perspective of these specific (...) aspects of prudence. The conclusion shows that on the basis of this normative yardstick, it is not possible to classify Operation Iraqi Freedom as a prudent action by a responsible great power. (shrink)

According to some, the combatant-noncombatant distinction has lost its relevance in today’s world. I examine two arguments to this effect. The first states that the distinction has become irrelevant when it categorizes children as combatants. I reply that the distinction has nothing to do with innocence or guilt, but with the degree to which a violent group poses a threat to others, even when it does so legitimately. The second argues that every civilian can be construed as a kind of (...) combatant, thus obliterating the distinction. My answer notes an error: states are representatives of citizens, not the other way around.My position in this paper is that individuals take on legitimate combatancy as a function of membership in an organization with legitimate combatancy. This paper attempts to construct a concept of the fighting organization that will allow us to determine the legitimate combatancy of such organizations. The three combatancy criteria I offer are military command structure, observance of the war convention, and representativeness. The first is a requirement for legitimate combatancy because it facilitates the prevention of ius in bello violations of the war convention and can enable the transition from war to diplomacy. My second criterion, the observance of the war convention, too, must be retained as a condition for legitimate combatancy: targeting noncombatants as a means of fighting the war certainly disqualifies organizations from potential POW status, and other ius in bello infractions might, as well. My third condition, representativeness, requires that fighters serve as moral proxies for a geographically contiguous, politically viable people in order to retain legitimate combatancy. If a fighting organization does not represent such a people, then it is a group of criminals rather than soldiers. (shrink)

The algorithms of Bunder very efficiently find a lambda term inhabitant, if any, of any given type of $H_\rightarrow$ and of many of its subsystems. In most cases the search procedure has a simple bound based roughly on the length of the formula involved. Computer implementations of some of these procedures were done in Dekker. (...)
