People increasingly live online, sharing publicly what might have once seemed private, but at the same time are enraged by extremes of government surveillance and the corresponding invasion into our private lives. In this enlightening work, Adam Henschke re-examines privacy and property in the age of surveillance in order to understand not only the importance of these social conventions, but also their moral relevance. The Internet of Things (IoT) is, in part, an information handling system that can remove humans from the information handling process. The particular problem explored is how we are to understand privacy when considering informational systems that handle personal information in ways that impact people’s lives when there is no human operator in direct contact with that personal information. I argue that these new technologies need to take concepts like privacy into account, but also, that we ought also to take (...) these technologies into account to reconsider and perhaps reconceptualise privacy. This paper argues that while an inhuman system like the IoT does not necessarily violate the interpersonal privacy of people, if the IoT is used as part of a state surveillance program, a political notion of privacy may be violated. In this paper I look at moral debates about animal disenhancement. In particular, I propose that given the particular social institutions in which such disenhancement will operate, we ought to reject animal disenhancement. I do this by introducing the issue of animal disenhancement and presenting arguments in support of it, and showing that while these arguments are strong, they are unconvincing when we look at the full picture. Viewing animal disenhancement in a context such as high intensity food production, we (...) see that the arguments in support of it fall short of other ethical considerations, leading me to conclude that the moral and pragmatic reasons weigh against animal disenhancement. Autonomous vehicles, and the larger socio-technical systems that they are a part of are likely to have a deep and lasting impact on our societies. Trust is a key value that will play a role in the development of autonomous driving systems. This paper suggests that trust of autonomous driving systems will impact the ways that these systems are taken up, the norms and laws that guide them and the design of the systems themselves. Further to this, in order to (...) have autonomous driving systems that are worthy of our trust, we need a superstructure of oversight and a process that designs trust into these systems from the outset. Rather than banning or avoiding all autonomous vehicles should a tragedy occur, despite these systems having some level of risk, we want resilient systems that can survive tragedies, and indeed, improve from them. I will argue that trust plays a role in developing these resilient systems. (shrink)

Genetic information is becoming increasingly used in modern life, extending beyond medicine to familial history, forensics and more. Following this expansion of use, the effect of genetic information on people’s identity and ultimately people’s quality of life is being explored in a host of different disciplines. While a multidisciplinary approach is commendable and necessary, there is the potential for the multidisciplinarity to produce conceptual misconnection. That is, while experts in one field may understand their use of a term like ‘gene’, (...) ‘identity’ or ‘information’ for experts in another field, the same term may link to a distinctly different concept. These conceptual misconnections not only increase inefficiency in complex organisational practices, but can also have important ethical, legal and social consequences. This paper comes at the problem of conceptual misconnection by clarifying different uses of the terms ‘gene’, ‘identity’ and ‘information’. I start by looking at three different conceptions of the gene; the Instrumental, the Nominal and the Postgenomic Molecular. Secondly, a taxonomy of four different concepts of identity is presented; Numeric, Character, Group and Essentialised, and their use is clarified. A general concept of Information is introduced, and finally three distinct kinds of information are described. I then introduce Concept Creep as an ethical problem that arises from conceptual misconnections. The primary goal of this paper is to reduce the potential for conceptual misconnection when discussing genetic identity and genetic information. This is complimented by three secondary goals—1) to clarify what a conceptual misconnection is, 2) to explain why clarity of use is particularly important to discussions of genes, identity and information and 3) to show how concept creep between different uses of genetic identity and genetic information can have important ethical outcomes. It is a long-held belief that states must retain the monopoly over political violence in order to be states, and to survive. However, there are recent criticisms of this view forcing us to consider not just the state's use of political violence but the very nature of the state. Elizabeth Frazer and Kimberly Hutchings's Can Political Violence Ever Be Justified? argues that it cannot. Ned Dobos's Ethics, Security, and the War-Machine raises a series of arguments against states having standing militaries, (...) and Alex Vitale's The End of Policing similarly raises a series of arguments against the institution of the police. In this review essay, I suggest that these arguments all force us to revisit the very nature of the state. There are concerns about simply abolishing these institutions of political violence, but we can indeed conceive of states without the monopoly on violence. (shrink)

Modern warfare has shifted from the traditional conception of states involved in self-defensive wars to include peacekeeping missions, humanitarian intervention, regional stabilisation in the face of natural disasters, and more. A central criterion from just war traditions is the probability of success—given the magnitude of harms that large military operations are expected to cause; there must be some likelihood that the military operation will be successful. However, how likely a given military operation will be is dependent, in part at least, (...) on the capacities of those acting in the given military operation. Our paper shows that the capacities of those involved in a military action bear upon the likelihood of that operation being successful. A central goal of this paper is to argue for the recognition of the training of soldiers as a moral requirement for the just war. (shrink)

The ethics of whistleblowing are complex and challenging. On the one hand, there are a strong set of moral reasons why someone ought to blow the whistle when he or she learns of wrongdoing. On the other hand, such actions typically come at a significant cost to the whistleblower and may not bring about any significant change. Both aspects prompt us to ask, why would I be a whistleblower? Emanuela Ceva and Michele Bocchiola's Is Whistleblowing a Duty? answers that question (...) by arguing that one has an organizational duty to blow the whistle. Kate Kenny's Whistleblowing: Toward a New Theory reframes the question, showing how hard it has been for members of the international financial industry to blow the whistle and bring about any effective change to that industry. In this review essay, I suggest that analyses of whistleblowing need to take into account evolving technologies, the importance of loyalty, and special contexts such as whistleblowing in the national security sector. In "Making Sense of Animal Disenhancement" Adam Henschke provides a framework for fully understanding and evaluating animal disenhancement. His conclusion is that animal disenhancement is neither morally nor pragmatically justified. In this paper I argue that Henschke misapplies his own framework for understanding disenhancement, resulting in a stronger conclusion than is justified. In diagnosing his misstep, I argue that the resources he has provided us, combined with my refinements, result in two new avenues for inquiry: an application (...) of concepts from political theory to disenhancement, and an inquiry in to the mode of valuation that underlies industrial animal agriculture and disenhancement proposals. The problem of trust in social relationships was central to the emergence of the modern form of civil society and much discussed by social and political philosophers of the early modern period. Over the past few years, in response to the profound changes associated with postmodernity, trust has returned to the attention of political scientists, sociologists, economists, and public policy analysts. In this sequel to his widely admired book, The Idea of Civil Society, Adam Seligman analyzes trust as a (...) fundamental issue of our present social relationships. Setting his discussion in historical and intellectual context, Seligman asks whether trust--which many contemporary critics, from Robert Putnam through Francis Fukuyama, identify as essential in creating a cohesive society--can continue to serve this vital role. Seligman traverses a wide range of examples, from the minutiae of everyday manners to central problems of political and economic life, showing throughout how civility and trust are being displaced in contemporary life by new "external' system constraints inimical to the development of trust. Disturbingly, Seligman shows that trust is losing its unifying power precisely because the individual, long assumed to be the ultimate repository of rights and values, is being reduced to a sum of group identities and an abstract matrix of rules. The irony for Seligman is that, in becoming postmodern, we seem to be moving backward to a premodern condition in which group sanctions rather than trust are the basis of group life. (shrink)

Attempts to characterize unarticulated constituents (henceforth: UCs) by means of quantification over the parts of a sentence and the constituents of the proposition it expresses come to grief in more complicated cases than are commonly considered. In particular, UC definitions are inadequate when we consider cases in which the same constituent appears more than once in a proposition that only has one word with the constituent as its semantic value. For a world mired in catastrophe, nothing could be more urgent than the question of survival. In this theoretically and methodologically groundbreaking book, Adam Y. Stern calls for a critical reevaluation of survival as a contemporary regime of representation. In Survival, Stern asks what texts, what institutions, and what traditions have made survival a recognizable element of our current political vocabulary. The book begins by suggesting that the interpretive key lies in the discursive prominence of "Jewish survival." Yet the (...) Jewish example, he argues, is less a marker of Jewish history than an index of Christianity's impact on the modern, secular, political imagination. With this inversion, the book repositions Jewish survival as the supplemental effect and mask of a more capacious political theology of Christian survival. The argument proceeds by taking major moments in twentieth-century philosophy, theology, and political theory as occasions for collecting the scattered elements of survival's theological-political archive. Through readings of canonical texts by secular and Jewish thinkers—Hannah Arendt, Walter Benjamin, Franz Rosenzweig, and Sigmund Freud—Stern shows that survival belongs to a history of debates about the sovereignty and subjection of Christ's body. He began briefly as an “ontological behaviorist,” that is, he held that there is nothing mental. However, very early he switched to evidential behaviorism: the view that behavior provides the only evidence we have for the mental and its properties. Ultimately, Quine's behaviorism springs from his empiricism. All knowledge about the world around us and about other people reaches us through our senses: “Behaviorism, as (...) far as I'm concerned, is only an intersubjective empiricism.” Quine applied this to language and communication. His acute problem awareness led him from the discussion of stimuli in Word and Object to a much more refined behaviorism in his latest works, in which full‐fledged perception and the individuation of the world into objects play a crucial role. The public health measures implemented in response to the COVID-19 pandemic have resulted in a substantially increased shared reliance on private infrastructure and digital services in areas such as healthcare, education, retail, and the workplace. This development has (i) granted a number of private actors significant (informational) power, and (ii) given rise to a range of digital surveillance practices incidental to the pandemic itself. In this paper, we reflect on these secondary consequences of the pandemic and observe that, even though (...) collateral data disclosure and additional activity monitoring appears to have been generally socially accepted as inevitable consequences of the pandemic, part and parcel of a larger conglomeration of emergency compromises, these increased surveillance practices were not directly justified by appeals to solidarity and public health in the same way that the instigating public health measures were. Based on this observation, and given the increased reliance on private actors for maintaining the digital space, we argue that governments have a duty to (i) seek and ensure that there are justifications for collateral data disclosure and activity monitoring by private actors in the context of (future) public health emergencies like the COVID-19 pandemic, and (ii) regulate and provide accountability mechanisms for and oversight over these private surveillance practices on par with governmental essential services that engage in surveillance activities.
