Increasing geographical mobility and international travel augment the ease and speed by which infectious diseases can spread across large distances. It is therefore incumbent upon each state to ensure that immunisation programmes are effective and that herd immunity is achieved. Across Europe, a range of immunisation policies exist: compulsion, the offer of financial incentives to parents or healthcare professionals, social and professional pressure, or simply the dissemination of clear information and advice. Until recently, immunisation against particular communicable diseases was compulsory (...) in Italy. The Italian National Vaccination Plan paved the way for regions to suspend the sanctions associated with compulsory vaccinations for children when certain criteria are met—for example when immunisation coverage is high and when effective monitoring/surveillance systems are in place—and thus marked a milestone in the move from compulsory to voluntary immunisation. The forthcoming NVP for 2008–10 confirms the liberal approach to vaccination in Italy as it entrusts to the regions responsibility for the achievement and maintenance of herd immunity. This paper reviews the arguments for and against compulsory and voluntary immunisation in relation to the Italian NVP and in the context of the diverse immunisation policies that exist across Europe. It concludes with cautious support for the NVP and an associated shift from compulsory to voluntary immunisation in Italy, and draws similarities between issues concerning regional variation in immunisation policy in Italy and national variation in immunisation policy across Europe and beyond. Aging is accompanied by stereotyped changes in functional brain activations, for example a cortical shift in activity patterns from posterior to anterior regions is one hallmark revealed by functional magnetic resonance imaging (fMRI) of aging cognition. Whether these neuronal effects of aging could potentially contribute to an amelioration of or resistance to the cognitive symptoms associated with psychopathology remains to be explored. We used a visual illusion paradigm to address whether aging affects the cortical control of perceptual beliefs and biases. (...) Our aim was to understand the effective connectivity associated with volitional control of ambiguous visual stimuli and to test whether greater top-down control of early visual networks emerged with advancing age. Using a bias training paradigm for ambiguous images we found that older participants (n = 16) resisted experimenter-induced visual bias compared to a younger cohort (n = 14) and that this resistance was associated with greater activity in prefrontal and temporal cortices. By applying Dynamic Causal Models for fMRI we uncovered a selective recruitment of top-down connections from the middle temporal to Lingual gyrus (LIN) by the older cohort during the perceptual switch decision following bias training. In contrast, our younger cohort did not exhibit any consistent connectivity effects but instead showed a loss of driving inputs to orbitofrontal sources following training. These findings suggest that perceptual beliefs are more readily controlled by top-down strategies in older adults and introduce age-dependent neural mechanisms that may be important for understanding aberrant belief states associated with psychopathology. In this paper I discuss Edmund Husserl’s phenomenological account of the constitution of the social world, in relation to some phenomenological contributions to the constitution of sociality found in Husserl’s students and followers, including Heidegger, Gurwitsch, Walther, Otaka, and Schutz. Heidegger is often seen as being the first to highlight explicitly human existence as Mitsein and In-der-Welt-Sein, but it is now clear from the Husserliana publications that, in his private research manuscripts especially during his Freiburg years, Husserl employs many of (...) the terms associated with Heidegger, e.g. Mitwelt, Weltlichkeit, Alltäglichkeit, Zeitlichkeit, and Geschichtlichkeit, and had detailed discussions of various forms of social constitution. It is clear that Husserl and Heidegger were exploring these themes in dialogue with one another, and that Husserl, in fact, has a rich phenomenology of sociality that is worth exploring in its own right. In this paper, I will outline some of the key aspects of Husserl’s contribution. (shrink)

BackgroundSchool based running programmes, such as The Daily Mile™, positively impact pupils’ physical health, however, there is limited evidence on psychological health. Additionally, current evidence is mostly limited to examining the acute impact. The present study examined the longer term impact of running programmes on pupil cognition, wellbeing, and fitness.MethodData from 6,908 school pupils, who were participating in a citizen science project, was examined. Class teachers provided information about participation in school based running programmes. Participants completed computer-based tasks of inhibition, (...) verbal and visual-spatial working memory, as well as the Children’s Feeling scale and Felt arousal scale to determine subjective wellbeing. A multistage 20-m shuttle run test was used to estimate fitness.ResultsFrom our total sample of 6,908 school pupils, 474 participants had been taking part in a running programme for 3 months); and 5,430 did not take part in a running programme. The Longer Term participation group had higher fitness levels than both other groups and this remained significant when adjusted for age, sex and SES. Moderated regression analysis found that for the Shorter Term participation group, higher shuttle distance was associated with better visual-spatial working memory. Effect sizes were small though.ConclusionWe identified small and selective positive impact of participation in school based running programmes on fitness and cognition. While no long term benefit was identified for cognition or wellbeing, the impact on fitness and short term benefit suggest schools should consider participation. (shrink)

This article explores a promising theoretical approach for reassessing the relationship between inequality and economic growth. The article draws some insights from the influential inverted U-curve hypothesis originally advanced by Simon Kuznets, but drastically recasts the original arguments by shifting two fundamental premises. First, retaining Kuznets’s emphasis on the importance of economic growth in generating demographic transitions between existing and new distributional arrays, we argue that a “constant drive toward inequality” results after replacing a Schumpeterian notion of “creative destruction” for (...) the dualistic assumptions in Kuznets’s model. Second, while Kuznets devoted considerable attention to the impact of institutions on distributional outcomes, we argue that institutions should be understood as relational and global mechanisms of regulation, operating within countries while simultaneously shaping interactions and flows between nations. The article argues that economic growth, unfolding through institutions embedded in time and space, produces a constant drive towards inequality that results in a multiple and overlapping matrix of distributional arrays, an overall income distribution (e.g., within and between countries) that is both systemic and historical. Trait mindfulness confers emotional benefits and encourages skillful emotion regulation, in part because it helps people more deliberately attend to internal experiences and external surroundings. Such heightened attentional control might help skillfully deploy one’s attention towards certain kinds of stimuli, which may in turn help regulate emotions, but this remains unknown. Testing how trait mindful people deploy attention when regulating their emotions could help uncover the specific mechanisms of mindfulness that confer its emotional benefits. The present study aimed to determine (...) whether high trait mindfulness is associated with sustained attention biases to (i.e. longer gaze at) emotional scenes, when all participants are given the emotion regulation goal of staying in a positive mood. To measure this, we used eye tracking to assess selective attention to positive, neutral, and negative photographs. Higher trait mindfulness was associated with both a stronger attention bias for positive (vs. neutral and vs. negative) images, as well as greater success staying in a positive mood during viewing. Surprisingly, this attention bias towards the positive images did not mediate the relationship between mindfulness and maintenance of positive mood. Future work should compare visual attention to other emotion regulation strategies that may maximise positive affect for mindful people. (shrink)

Among the legacies of Elizabeth Anscombe's 1957 monograph Intention are the introduction of the notion of ‘practical knowledge’ into contemporary philosophical discussion of action, and her claim, pursued throughout the book, that an agent's knowledge of what he is doing is characteristically not based on observation. Each idea by itself has its own obscurities, of course, but my focus here will be on the relation between the two ideas, how it is that the discussion of action may lead us to (...) speak of non-observational knowledge at all, and how this notion can be part of the understanding of a kind of ordinary knowledge that we have reason to consider practical rather than speculative. Anscombe mentions several quite different things under the heading of ‘non-observational knowledge’, and she first introduces the notion of the nonobservational for purely dialectical purposes, associated with the task of setting out the field she wants to investigate, in a way that avoids begging the very questions she means to raise. She needs a way of distinguishing the class of movements to which a special sense of the question ‘Why?’ applies, but which doesn't itself employ the concepts of ‘being intentional’ or ‘acting for a reason’. Section 8 begins: “What is required is to describe this class without using any notions like ‘intended’ or ‘willed’ or ‘voluntary’ and ‘involuntary’. This can be done as follows: we first point out a particular class of things which are true of a man: namely the class of things which he knows without observation.” She first illustrates this by the example of knowledge of the position of one's limbs, the immediate way one can normally tell, e.g., whether one's knee is bent or not. But examples of this sort are in fact ill suited to shed light on the idea of ‘practical knowledge’, which is the true focus of the idea of the non-observational in the study of action. When we see this we will be better able to see why Anscombe is concerned with the non-observational in the first place, and how this concern is tied to other characteristic Anscombian theses, for instance that an action will be intentional under some descriptions but not others, and that practical knowledge is distinguished from speculative knowledge in being “the cause of what it understands”. And we will be able to understand how it is that an agent can be said to know without observation that he is doing something like painting the wall yellow, when this knowledge so patently involves claims about what is happening in the world, matters which it seems could only be known observationally. Particular Historicities and Universal ReasonIn this paper2 i shall explore—and suggest a way of resolving—the evident tensions to be found in Husserl’s Crisis of European Sciences (and associated texts) [End Page 463] between his commitment to the universality of reason as the goal or telos of European humanity (founded on the ancient Greek “breakthrough” to philosophy and science) and his recognition of the empirical plurality and “relativity” (Relativität) of individual peoples and nations (e.g. Indian, Chinese, Papuan, Bantu) locked into their own particular “socialities” (Sozialitäten), communal worlds, and historical trajectories (what Husserl broadly calls “historicities,” Geschichtlichkeiten, Historizitäten). 3 I shall examine the complex relations and tensions between Husserl’s conception of universality, whereby the same reason functions in every human as animal rationale, “no matter how primitive he is” (“Origin of Geometry,” Crisis, 378/ Hua. VI.385), and his concept of the self-enclosed particularity of individual peoples with their own cultural forms. Indeed, Husserl often emphasizes that the most prominent feature of cultural plurality is precisely its relativity: “relativity belongs to the normal course of life.”4 I shall evaluate Husserl’s response, which defends the project of realizing the ideal of a critical universal rationality, by situating his discussion in terms of the cultural conflict of the time with the rising National Socialist commitment to racial particularism, and by showing Husserl’s commitment to the inherent universality of the one shared life-world.In his research manuscripts of the 1920s and 1930s Husserl frequently discusses the complex relationships that exist between different cultures and traditions; different cultures have their specific historicities (Crisis, 274/Hua. VI.320), dialects, norms, ways of life, and so on. This is simply a matter of fact. There are, furthermore, some well-known and controversial passages in Husserl’s “Vienna Lecture” of May 1935 and also in his Crisis texts (both in the main 1936 published text, Part One [§6] and in the then unpublished Crisis Part Three A §365) where Husserl speaks of the universality inherent in European philosophical culture of the logos and contrasts it with various other communal forms, which are, in his view, merely “empirical-anthropological” types, enclosed in their particular historicities and relativities. Indeed, in this context, Husserl regularly invokes the idea of the “relativity of everything historical” (die Relativität alles Historischen, Crisis, 373/Hua. VI.382). In addition, there are a number of related texts, collected in the Crisis supplementary volume (Hua. XXIX),6 in the Intersubjectivity volumes (especially Hua. XV),7 as well as in the recent volume on the life-world [End Page 464] (Hua. XXXIX),8 which discuss the empirical differences between peoples and also the layers and strata of social groups, nations, and even the idea of larger international collectivities or “supernations” (Übernationen), such as Europe, or the League of Nations. Furthermore, there are—as Husserl indicates in his 1935 letter to the prominent French anthropologist Lucien Lévy-Bruhl—even cultures that are completely “self-enclosed” (abgeschlossene) unities, cut off, some of which know no history. According to Husserl, into this classical world of closed cultures, the ancient Greeks bring a new form of universality, one that leads them, through the grasp of idealization to infinite tasks, to break through the finite horizons of their environing world (Umwelt), which presents itself to them as a “near-world” (Nahwelt, Crisis, 324/Hua. Metaphor enters contemporary philosophical discussion from a variety of directions. Aside from its obvious importance in poetics, rhetoric, and aesthetics, it also figures in such fields as philosophy of mind (e.g., the question of the metaphorical status of ordinary mental concepts), philosophy of science (e.g, the comparison of metaphors and explanatory models), in epistemology (e.g., analogical reasoning), and in cognitive studies (in, e.g., the theory of concept-formation). This article will concentrate on issues metaphor raises for the philosophy of language, with (...) the understanding that the issues in these various fields cannot be wholly isolated from each other. Metaphor is an issue for the philosophy of language not only for its own sake, as a linguistic phenomenon deserving of analysis and interpretation, but also for the light it sheds on non-figurative language, the domain of the literal which is the normal preoccupation of the philosopher of language. A poor reason for this preoccupation would be the assumption that purely literal language is what most language-use consists in, with metaphor and the like sharing the relative infrequency and marginal status of songs or riddles. This would not be a good reason not only because mere frequency is not a good guide to theoretical importance, but also because it is doubtful that the assumption is even true. Las naciones y pueblos indígenas presentan preocupantes índices respecto a la salud, así como otras carencias como la pérdida de sus tierras, la alimentación, la educación y, en general, el ejercicio de sus derechos, consagrados por organizaciones internacionales como la ONU y la OMS-OPS. En Ecuador, de acuerdo con el orden jurídico constitucional, se han instrumentado políticas de salud que incluyen el lineamiento general de un enfoque intercultural de la atenciónprimaria que incorpora los saberes y prácticas ancestrales. Mediante una revisión (...) documental se examina la situación actual de la salud y la atención primaria entre las etnias indígenas del Ecuador. De este análisis se desprenden consideraciones para las políticas públicas de salud, la formación intercultural de los profesionales de los equipos de salud y, en especial, la articulación de las creencias, saberes y prácticas de la cultura de las etnias para la atención primaria de salud. This article seeks to reflect on the methodological problem that dealing with political concepts with a particular historical and geographical frame entails. After stating how conceptual history, German in its origins, has given rise to different lines of thought throughout the Western World, especially in Europe, we explore how this conceptual approach can be used to address political concepts in Latin America from a philosophical-political perspective.

In the tradition of popular philosophy, he asks what it means to speak of "responsibility" and makes an important distinction between being responsible to and being responsible for. Leveraging a massive dataset of over 400 million potential matches between single heterosexuals on a leading mobile dating application we were able to identify numerous characteristics of effective matching. Effective matching is defined as the exchange of contact information with the intent to meet in person. The characteristics of effective match include alignment of psychological traits (i.e. extroversion), physical traits (i.e. height), personal choices (i.e., the relationship type they desired), and shared experiences. For nearly all characteristics, the more similar the (...) individuals were the higher the likelihood of them finding each other desirable and opting to meet in person. The only exception was introversion, where introverts rarely had an effective match with other introverts. Additionally, we investigated the preliminary stages of the choice process. We looked at the consistency between the choice of men/women, the time it took users to make these binary choices and the tendency of yes/no decisions. We used a biologically-inspired choice model to estimate the time allotted to a decision and could predict the decision and response time with nearly 60% accuracy. Given that people make their initial selection within no more than 11 seconds and ultimately converge to a partner who shares numerous attributes with them, we suggest that users are less selective in their early preferences and gradually converge to clusters with high degree of similarity in characteristics during their conversation. This paper explores how several water technologies mediate people's relationship with nature in the domestic sphere. While septic systems are critical to the built environment in exurban North America, they remain largely unacknowledged. Their hidden participation in the backyards of private homes silently facilitates—yet outwardly denies—people's continued engagement in the water cycle. Now, a growing array of alternative practices (e.g. composting toilets and greywater systems) are being embraced by individuals choosing to intervene in their local ecology in an active manner. (...) This study shows how the domestic realm can be a site of imaginative engagement and shifting consciousness, and moreover, serve as a catalyst in society's transition toward a meaningful sustainability. There is much that I admire in Richard Moran's account of how first‐person authority may be consistent with self‐knowledge as an achievement. In this paper, I examine his attempt to characterize the goal of psychoanalytic treatment, which is surely that the patient should go beyond the mere theoretical acceptance of the analyst's interpretation, and requires instead a more intimate, first‐personal, awareness by the patient of their psychological condition.I object, however, that the way in which Moran distinguishes between the (...) deliberative and the theoretical attitudes is ultimately inconsistent with a satisfactory account of psychoanalytic practice; mainly because, despite Moran's claims to the contrary, such a distinction is still inspired by a Cartesian picture of the self. I argue that, in the light of his distinction, Moran may emphasize that an agent's psychological dispositions should be permeable to her decisions and projects, but is forced to reject the idea that permeability could go the other way too. I explore Bernard Williams' notion of acknowledgment and Simone Weil's distinction between two notions of necessity, in order to articulate a notion of receptive passivity which may help us to characterize this second direction of permeability. I finally outline why receptive passivity (and, thereby, the double direction of permeability) is crucial in order to identify the goal of psychoanalytic treatment and, derivatively, to understand how a certain kind of awareness may have a significant therapeutic effect.
