Evolutionary accounts of the origin of human morality may be speculative to some extent, but they contain some very plausible claims, such as the claim that ethics evolved as a response to the demands of group living. Regarding the phenomenon of moral progress, it has been argued both that it is ruled out by an evolutionary approach, and that it can be explained by it. It has even been claimed that an evolutionary account has the potential to advance progress in (...) the moral domain. This paper explores the complex relationship between evolutionary explanations of morality and the possibility of moral progress. It seeks to answer the question as to what these explanations are able to tell us about the possibility of moral progress and the ways in which such progress can be achieved. It is argued that evolutionary explanations can inform moral education and other forms of moral enhancement, and that increased evolutionary knowledge figures among the changes in the circumstances of morality that can lead to moral progress. Evolutionary explanations can show us certain limits to the possibility for humans of progressing morally as well as certain enabling conditions. It is argued that both aspects – enhancement and changes in the circumstances – are equally important for the achievement of moral progress. This is illustrated by means of two examples of areas in which moral progress seems possible: our relationship towards the distant poor and our relationship towards non-human animals. (shrink)

This paper examines racial discrimination and algorithmic bias in predictive policing algorithms (PPAs), an emerging technology designed to predict threats and suggest solutions in law enforcement. We first describe what discrimination is in a case study of Chicago’s PPA. We then explain their causes with Broadbent’s contrastive model of causation and causal diagrams. Based on the cognitive science literature, we also explain why fairness is not an objective truth discoverable in laboratories but has context-sensitive social meanings that need to be (...) negotiated through democratic processes. With the above analysis, we next predict why some recommendations given in the bias reduction literature are not as effective as expected. Unlike the cliché highlighting equal participation for all stakeholders in predictive policing, we emphasize power structures to avoid hermeneutical lacunae. Finally, we aim to control PPA discrimination by proposing a governance solution—a framework of a social safety net. (shrink)

Should you be targeted by police for a crime that AI predicts you will commit? In this paper, we analyse when, and to what extent, the person-based predictive policing (PP) — using AI technology to identify and handle individuals who are likely to breach the law — could be justifiably employed. We first examine PP’s epistemological limits, and then argue that these defects by no means refrain from its usage; they are worse in humans. Next, based on major AI ethics (...) guidelines (IEEE, EU, and RIKEN, etc.), we refine three basic moral principles specific to person-based PP. We also derive further requirements from case studies, including debates in Chicago, New Orleans, San Francisco, Tokyo, and cities in China. Instead of rejecting PP programs, we analyse what necessary conditions should be met for using the tool to achieve social good. While acknowledging its risks, we conclude that the person-based PP could be beneficial in community policing, especially when merging into a larger governance framework of the social safety net. This article systematically surveys the history of Anglo-American philosophy in Taiwan since the late nineteenth century. Contrary to conventional wisdom, it argues that pragmatism remained influential given the dominance of continental philosophy in Japanese colonized Taiwan, where the universal values assumed by pragmatists were used to resist the Empire’s ideology, after WWII, immigrated Chinese scholars brought in more novelty to Taiwanese philosophy than the Vienna circle diasporas brought to their Anglo-American counterparts, in which liberal scholars’ emphasis on science and democracy (...) challenged Chiang’s dictatorship and Chinese nationalism, and analytic philosophy thrived with the advance of democratizing in the 1980s, which, in turn, diversified the philosophy in 1990s Taiwan. Accordingly, Anglo-American philosophy was never confined to the academic ivory tower but had positive impacts on Taiwan’s centennial social transformation. (shrink)

Why do logicians develop so many different philosophical logics? All their aims focus on the same question--”What is logic?” Whether they have said it is the aim question which they want answer or not when they are doing logics, this is the presumed motivation for all studies of logics. In other words, the reason for logicians to do logics is try to answer what logic is. This kind of conceptual analysis on logic is the main problem style to be asked (...) in Universal Logic, such as “What is classical propositional logic?”, “What is many‐valued logic?”, “What is paraconsistent logic?”, etc. In this paper, we discuss one of Béziau’s paradoxes, Translation Paradox in Logical Translation, due to this kind of conceptual analysis on logic. Universal Logic is not a new logic, according to Béziau, it is a general theory of logical structures analogy to Universal Algebra, even if we could see it as a new logical activity. It is not to find out a ‘universal’ logic to cover all aims of logical researches. And it is definitely not in the spirit of logical monism, that is there is only one true logic. Develop Universal Logic about 15 years, besides its own motivation and purposes, it increasingly induces to two main stream problems, one is Logical Translation and the other is Combination of Logics which are two new realms in logic research. We find it is an easier way to start with Béziau’s Translation Paradox to get involved into Translation of Logics. (shrink)

In addition to monocentric eukaryotes, which have a single localized centromere on each chromosome, there are holocentric species, with extended repeat‐based or repeat‐less centromeres distributed over the entire chromosome length. At least two types of repeat‐based holocentromeres exist, one composed of many small repeat‐based centromere units (small unit‐type), and another one characterized by a few large centromere units (large unit‐type). We hypothesize that the transposable element‐mediated dispersal of hundreds of short satellite arrays formed the small centromere unit‐type holocentromere in Rhynchospora (...) pubera. The large centromere unit‐type of the plant Chionographis japonica is likely a product of simultaneous DNA double‐strand breaks (DSBs), which initiated the de novo formation of repeat‐based holocentromeres via insertion of satellite DNA, derived from extra‐chromosomal circular DNAs (eccDNAs). The number of initial DSBs along the chromosomes must be higher than the number of centromere units since only a portion of the breaks will have incorporated eccDNA at an appropriate position to serve as future centromere unit sites. Subsequently, preferential incorporation of the centromeric histone H3 variant at these positions is assumed. The identification of repeat‐based holocentromeres across lineages will unveil the centromere plasticity and elucidate the mechanisms underlying the diverse formation of holocentromeres. (shrink)

This book reprints an ancient Chinese work from the late Warring States period (3rd century BC) that contains stories and anecdotes exemplifying the carefree nature of the ideal Taoist sage. Chuang Tzu's philosophy represents the main current of Taoist teachings, and his text is widely regarded as both deeply insightful and a great achievement in the Chinese poetical essay form. The version presented was translated by Feng Yu-lan, the famous Chinese philosopher, who puts more emphasis on Chuang Tzu's philosophy than (...) do previous attempts. William James once said that every great philosopher has a personal vision. When one has grasped that vision, the whole system can be easily understood. And Crocé once said that the greater a philosophical system is, the simpler the central idea. Although the present translation is limited to the first seven chapters of Chuang Tzu's writings, it accurately conveys his main vision and ideas. (shrink)

Philosophy in Taiwan can be traced to the age of discovery, when Dutch colonists preached the monotheism of Calvinism.1 This was followed by the introduction of Neo-Confucianism by Koxinga's regime. Buddhism and Daoism, and, later, Scottish Presbyterianism, were imported during the Manchu Qing period. Starting in 1895, Japan significantly modernized its first colony in Taiwan, bringing in European philosophy and the Kyoto School. The postulate that a stalled/collapsed replication fork will be generated when the replication complex encounters a UV‐induced lesion in the template for leading‐strand DNA synthesis is based on the model of semi‐discontinuous DNA replication. A review of existing data indicates that the semi‐discontinuous DNA replication model is supported by data from in vitro studies, while the discontinuous DNA replication model is supported by in vivo studies in Escherichia coli. Until the question of whether DNA replicates discontinuously in one or both (...) strands is clearly resolved, any model building based on either one of the two DNA replication models should be treated with caution. Despite intensive debates regarding action imitation and sentence imitation, few studies have examined their relationship. In this paper, we argue that the mechanism of action imitation is necessary and in some cases sufficient to describe sentence imitation. We first develop a framework for action imitation in which key ideas of Hurley’s shared circuits model are integrated with Wolpert et al.’s motor selection mechanism and its extensions. We then explain how this action-based framework clarifies sentence imitation without a language-specific faculty. Any account of “what is special about the human brain” (Passingham 2008) must specify the neural basis of our unique ability to produce speech and delineate how these remarkable motor capabilities could have emerged in our hominin ancestors. Clinical data suggest that the basal ganglia provide a platform for the integration of primate-general mechanisms of acoustic communication with the faculty of articulate speech in humans. Furthermore, neurobiological and paleoanthropological data point at a two-stage model of the phylogenetic evolution of this (...) crucial prerequisite of spoken language: (i) monosynaptic refinement of the projections of motor cortex to the brainstem nuclei that steer laryngeal muscles, presumably, as part of a “phylogenetic trend” associated with increasing brain size during hominin evolution; (ii) subsequent vocal-laryngeal elaboration of cortico-basal ganglia circuitries, driven by human-specificFOXP2mutations.;>This concept implies vocal continuity of spoken language evolution at the motor level, elucidating the deep entrenchment of articulate speech into a “nonverbal matrix” (Ingold 1994), which is not accounted for by gestural-origin theories. Moreover, it provides a solution to the question for the adaptive value of the “first word” (Bickerton 2009) since even the earliest and most simple verbal utterances must have increased the versatility of vocal displays afforded by the preceding elaboration of monosynaptic corticobulbar tracts, giving rise to enhanced social cooperation and prestige. At the ontogenetic level, the proposed model assumes age-dependent interactions between the basal ganglia and their cortical targets, similar to vocal learning in some songbirds. In this view, the emergence of articulate speech builds on the “renaissance” of an ancient organizational principle and, hence, may represent an example of “evolutionary tinkering” (Jacob 1977). This paper develops an ethical framework for responsible finance and then applies it to Citigroup (Citi), a major financial actor in the microfinance sector, to see whether it meets with such obligations. The framework consists of two categories of responsibility. The first category is the special social responsibility of financial institutions; and the second is the fundamental principles of ethical behavior in financial services. From Citigroup’s microfinance model, scope of business, and multiple roles in the market, the company seems to (...) be fulfilling its responsibility in inclusive finance. However, judged in term of the principles of integrity, objectivity, fairness, professionalism, and diligence, it falls short of its ethical responsibility. In view of this shortcoming, Citigroup should recall its obligation to avoid conflicts of interest, to provide responsible advice, to protect clients from over-indebtedness, and most importantly, to act with integrity. The commercialization of microfinance brings formal financial institutions into the microfinance landscape, yet little is known about the forces that lead to this phenomenon. This paper is the first dedicated to this topic using a hand-collected dataset of 112 institutions from 34 countries covering the period from 2008 to 2012. Based on institutional theory and resource-based argument, we empirically assess the effects of institutional environment factors, including regulative, normative, and cognitive elements, as well as resource-based factors, including practice model and (...) multinational diversity, on the intensity of engagements. To do so, we define the roles as capital-related, product-related, and service delivery, and calculate engagement intensity using a scoring method which reflects an organization’s extent of presence in the microfinance value chain. The analysis takes the engaging location and engaging model into account. We find that the two logics together can explain such involvement. Legal compliance is identified as most relevant for domestic players, while resource-based factors are more relevant for overseas players. In addition to regression analysis, many cases are identified to support the arguments. (shrink)

In this paper, we start by examining different views on the role of theories in big data-related social research. Then, we try to show how big data is related to standards for evaluating theories. We also outline how big data affects theory- and data-based research approaches and the process of theory building. Vinaya rules embody the ideal of how Buddhists should regulate their daily lives, and monastics are required to observe them, despite the fact that they were compiled nearly 2,500 years ago in India: a context dramatically different not only from Chinese Buddhism's present monastic conditions, but from its historical conditions. Against this backdrop, rules of purity were gradually formulated by Chinese masters in medieval times to supplement and adapt vinaya rules to China's cultural ethos and to specific local Chinese contexts. This study explores how the traditional qinggui are applied by the Buddhist sa?gha in present-day Taiwan, and contrasts modern monastics' opinions on these rules and their relation to early Buddhist vinaya, on the one hand, against classical Chan literature and the Buddhist canon, on the other. Cognitive warfare—controlling others’ mental states and behaviors by manipulating environmental stimuli—is a significant and ever-evolving issue in global conflict and security, especially during the COVID-19 crisis. In this article, we aim to contribute to the field by proposing a two-dimensional framework to evaluate China's cognitive warfare and explore promising ways of counteracting it. We first define the problem by clarifying relevant concepts and then present a case study of China's attack on Taiwan. Next, based on predictive coding theory from the (...) cognitive sciences, we offer a framework to explain how China's cognitive warfare works and to what extent it succeeds. We argue that this framework helps identify vulnerable targets and better explains some of the conflicting data in the literature. Finally, based on the framework, we predict China's strategy and discuss Taiwan's options in terms of cognitive and structural interventions. (shrink)

The non-clerical („unpfäffisch“) Schleiermacher. Karl Glutzkow and the Schleiermacher image of Young Germany. Towards a construction of a countermyth. After Friedrich Schleiermacher’s death on February 12, 1834, his disciples and his family endeavoured to idealize him as an exemplary figure of the church by publishing a complete edition of his published and unpublished works as well as a selection from his letters. (1) Schleiermacher’s Christian death („christliche Euthanasie“). This endeveaour began with the sermons delivered at the funeral and the notes (...) of his wife, Henriette Schleiermacher, about his pious death. (2) Gutzkow’s obituary in the „Allgemeine Zeitung“. The journalist Gutzkow in particular protested against this portrayal in an obituary in which the old Schleiermacher was declared to have been senile and without substantial importance for the present time. On the other hand, an image of the young Schleiermacher, the friend of the Romantics, was to be preserved for the younger generation. (3) The replies of Schleiermacher’s disciples. A forthright reply to Gutzkow’s obituary appeared in the same journal. His view was contradicted by means of an extensive biographical sketch by Friedrich Lücke, one of Schleiermacher’s disciples. (4) Gutzkow’s publication of „Schleiermacher’s Vertraute Briefe über Friedrich Schlegels Lucinde“. Gutzkow supported his view with a new edition of Schleiermacher’s early work, to which he added a provocative preface. As a result, the edition was banned. (5) Abuse of Schleiermacher or a gallant service to him? The reception of the „Vertraute Briefe“. The reactions were divided between considering the work as an early youthful indiscretion of Schleiermacher, and the idea of an intellectual identity running through Schleiermacher’s whole life. The other authors of Young German aligned themselves with Gutzkow. (6) The end of the myth of Schleiermacher: Gutzkow’s „Wally. Die Zweiflerin“. This novel, which derives the protagonist’s suicide from his religious doubts, caused the literary movement Young Germany to be banned in all of Germany, and also led to the imprisonment of the author. In the novel itself, Schleiermacher’s role is rather minor. Later on, Gutzkow did not renew the image of an non-clerical Schleiermacher. – I shall also re-edit a conventional obituary, Gutzkow’s obituary as well as an anonymous reply in the Allgemeine Zeitung (Augsburg).
