The year 1968 is universally considered a watershed in history, as the world was experiencing an accelerated growth of anti-establishment protests that would have long-lasting impacts on the cultural, social, and political spheres of human life. On September 26, amid social and political unrest across the globe, 62 physicists gathered in Geneva to found the European Physical Society. Among these were the official representatives of the national physical societies of 18 countries in both Eastern and Western Europe, who signed (...) the constitution in spite of the political divides of the Cold War. According to the main proponent of the society, Italian physicist Gilberto Bernardini, the success of the initiative was the realization of a dream: the institutional formation of a single community of European physicists, a representation of a culturally unified Europe that he described as a “single highly civilized nation.” The analysis of as yet unexplored archival materials of Bernardini and other protagonists in the establishment of the society has enabled an investigation of the historical development of science diplomacy in two interconnected ways: first, by elucidating how the actors involved, especially those in Western Europe, interpreted their role as diplomats amid particularly turbulent reconfigurations of international political relations; second, by interpreting the attempt to institutionalize transnational scientific networks with the establishment of a non-governmental organization as a tool to influence world political affairs. It will first be shown that the political ideal of a culturally unified Europe was deeply intertwined with the socio-professional interests of a specific community, mostly involved with CERN. I will argue that, in the process of establishing the society, the invasion of Czechoslovakia by Warsaw Pact armed forces led many of the Western physicists involved in this process to reframe the role of the European Physical Society as a tool to diffuse liberal-democratic values and to support political dissidents in Eastern Europe. Jan Patočka, perhaps more so than any other philosopher in the twentieth century, managed to combine intense philosophical insight with a farsighted analysis of the idea and challenges facing Europe as a historical, cultural and political signifier. As a political dissident in communist Czechoslovakia he also became a moral and political inspiration to a generation of Czechs, including Václav Havel. He accomplished this in a time of intense political repression when not even the hint of a unified (...) class='Hi'>Europe seemed visible by showing in exemplary fashion how concrete thought can be without renouncing in any way its depth. Europe as an idea and a political project is a central issue in contemporary political theory. José Ortega y Gasset not only expressed his views on subjects such as art or mass culture but he was also one of the promoters and founders of a United Europe which he considered a cultural unity. However, his view on the proper functioning of multicultural societies was as skeptical as his attitude towards the possibility of constructing an unified world that could be based on cultural coexistence of the Western World societies. This essay is an introduction and (...) summary of my detailed study under preparation on the idea of Europe in contemporary Spanish thought. An historical interpretation of Spanish civilization from its earliest beginnings to the present time is presented in the article. I undertake the problem of Spain’s European vocation, specific features of its Christian culture, especially Iberian links with the Islamic world and the question of changes in Spanish identity. The article presents reflections on Europe by the Generation of ‘98 Spanish writers and thinkers (chiefly Angel Ganivet, Miguel de Unamuno and Ramiro de Maeztu) who, in the face of defeat (1898) in the Spanish-American War, proclaimed a program of moral and cultural rebirth for Spain. Their ambivalent attitude towards Europe was rejected by José Ortega y Gasset and Salvador de Madariaga, both the most pro-European 20th century Spanish intellectuals. The problem of Spanish relation to Europe was also widely discussed after the Civil War under General Franco regime. The evolution from initial isolation to a fuller integration with Europe of the regime and its conservative Catholic culture are also shown in the article. In recent decades, the prevalence of negative communication has intensified across the world. In this article, we seek to understand the mechanisms that spread negativity about a unified Europe. We study the specific conditions under which negative party communication boosts media visibility, focusing on the role of country-specific party conflicts on European Union integration. Our analysis is based on content analysis data of parties’ press releases and media coverage in the 12 weeks preceding the 2014 European Parliamentary elections (...) in seven countries. We find that EU-negative party communication by and large does not matter for party visibility in the media, though the results provide scant evidence that cross-national differences relate to a country’s party conflict. The paper discusses the perception of Fyodor Dostoevsky’s work by Yuly Aykhenvald (1872–1928), a famous literary critic of the first quarter of the twentieth century. It shows that Aykhenvald’s attitude toward Dostoevsky had undergone a certain evolution from a rejection via demands to “overcome” him to his recognition as one of the “spiritual leaders” of the thinking Russia alongside Pushkin and Leo Tolstoy. Yet Aykhenvald still had some controversy with Dostoevsky, above all over philosophy of history. The ques­tion of Russia’s (...) destiny and its relation to the West is addressed by Aykhenvald following the same algorithm that is used in the article by Thomas G. Masaryk (to which Aykhen­vald was reacting), namely through the prism of and in dispute with Dostoevsky. The pa­per proves that Aykhenvald focuses not on interpreting or analyzing Masaryk’s ideas, but on refuting the views of the Eurasianists and that Eurasian ideas are the very philosophi­cal context that serves as a background for his argument with Dostoevsky. In refuting Dostoevsky’s views on Europe and justifying his own historiosophic view of the entire world as a unified Europe, Aykhenvald eventually comes to the paradox that Dostoevsky, being the “denier of Europe”, is the “intercultural cross-link” that ties Europe and Russia even more closely together. In this way, Dostoevsky’s work turns out to be a starting point for Aykhenvald’s own historiosophic framework, which brings him closer to both Russian interpreters of the Silver Age (Vikentii V. Veresaev) and the European philosoph­ical and political tradition (Thomas G. Masaryk). (shrink)

`Europe' and national identity are not necessarily in conflict, as the examples of Spain, Greece, Germany and Italy in their different ways suggest. The same may be true of some of the constituent nations of the British Isles - the Scots, the Irish (North and South), and the Welsh. Europe however poses a particular problem for the English, for longstanding political and cultural reasons. This article explores the different relations of the different parts of the United Kingdom to (...) an increasingly unified Europe. It suggests that, just as there have been many `Europes', so there have been many different ways of relating to it, depending on particular historical and political circumstances. Of all the people of the United Kingdom it is the English who have the greatest difficulty in coming to terms with a future in Europe. (shrink)

How to accommodate diverse religious practices and laws within a secular framework is one of the most pressing and controversial problems facing contemporary European public order. In this provocative contribution to the subject, Lorenzo Zucca argues that traditional models of secularism, focusing on the relationship of state and church, are out-dated and that only by embracing a new picture of what secularism means can Europe move forward in the public reconciliation of its religious diversity.The book develops a new model (...) of secularism suitable for Europe as a whole. The new model of secularism is concerned with the way in which modern secular states deal with the presence of diversity in the society. The new conception of secularism is also more suited for the Council of Europe at large, and in particular the European Court of Human Rights which faces growing demands for the recognition of freedom of religion in European states. Thomas Reid’s influence on continental and especially on French philosophy at the beginning of the 19th century has to be considered against the background of the crisis of the philosophical project of the moderns. This project, which is intimately related to the rise of the modern scientific world image, has one of its major tenets in the so called “theory of ideas” introduced by Descartes and developed further by Locke. By emphasizing the role of our active faculties in the formulation (...) of judgements, Reid rejects this theory. One of the consequences of this rejection is the distinction Reid makes between sensations, which are passive, and perceptions, which are active. Maine de Biran picks up Reid’s emphasis on our active powers but reinterprets it on the light of his theory of the “primitive fact” that external objects resist our efforts to move them, thus providing a unifying principle for Reid’s “principles of common sense”. Even if its constituent members still define particular positions and pursue at times somewhat independent policies, the EU acts increasingly in important areas as the unified federal state many have long wanted it to be. It may have come into being in response to practical problems, and pragmatic considerations are likely to ensure its continued consolidation, but its most committed champions have also presented it as the realization of an idea, as a longstanding project finally fulfilled. What is the (...) idea that a federal European state can claim to embody or represent or be animated by? How well do the various versions of the idea that have been articulated so far fit the current and emerging reality of the EU? Philosophy, Society and the Cunning of History in Eastern Europe charts the intellectual landscape of twentieth century East-Central Europe under the unifying theme of 'precariousness' as a mode of historical existence. Caught between empires, often marked by catastrophic historic events and grand political failures, the countries of East-Central Europe have for a long time developed a certain intellectual self-representation, a culture that not only helps them make some sense of such misfortunes, but also protects them somehow from (...) a collapse into nihilism. An interdisciplinary study of this sophisticated culture of survival and endurance has been long overdue. Not only is it charming and worth studying in its own right, but with the re-integration of the 'new Europe' into the 'old' one and the emergence on the 'Western' European intellectual scene of many authors from the 'East,' such a culture will also shape the European mind of the 21st century. It is widely accepted that global forces of technology and trade have caused a profound shift in labor demand toward the most highly skilled, generating sharply rising earnings inequality in flexible labor markets and persistently high unemployment in rigid labor markets. This article critically assesses the evidence for this “Unified Theory.” It finds little compelling empirical support for either the skill-biased demand-shift explanation for high U.S. earnings inequality or the rigid labor markets explanation for high unemployment in Europe. This assessment challenges the policy orthodoxy of the 1990s that developed economies feature a strict inequality-unemployment trade-off and that policy options are therefore limited to skills enhancement in the United States and labor market deregulation in Europe. It is suggested that the theoretical dominance of the textbook supply/demand model has contributed to the neglect of labor market institutions for U.S. wage outcomes and tight macroeconomic policy for European unemployment. In lieu of an abstract, here is a brief excerpt of the content:Histories of Science in Early Modern Europe:IntroductionRobert GouldingIn 1713, Pierre Rémond de Montmort wrote to the mathematician Nicolas Bernoulli:It would be desirable if someone wanted to take the trouble to instruct how and in what order the discoveries in mathematics have come about.... The histories of painting, of music, of medicine have been written. A good history of mathematics, especially of geometry, would be a much more interesting (...) and useful work.... Such a work, if done well, could be regarded to some extent as a history of the human mind, since it is in this science, more than in anything else, that man makes known that gift of intelligence that God has given him to rise above all other creatures.1Such a history of mathematics was attempted by Jean-Etienne Montucla in his Histoire des mathématiques (first printed in 1758, and reissued in a [End Page 33] greatly expanded form in 1799).2 Montucla's great work is generally acknowledged as the first genuine history of mathematics. According to some modern historians, previous attempts at such a history had amounted to little more than collections of anecdotes, biographies or exhaustive bibliographies: "jumbles of names, dates and titles," as one writer in the Dictionary of Scientific Biography characterized them.3 Montucla, on the other hand, was thoroughly animated by the Enlightenment project expressed in Rémond's letter, and his Histoire was a philosophical history of the "development of the human mind," as he himself described it.4 It was precisely Montucla's vision of what mathematics meant and his conviction that mathematics itself must change in order to reflect the historical elevation of the human intellect, that allowed him to transform the scattered dates and anecdotes of his predecessors into a genuine history. All subsequent histories of mathematics—until the most recent social histories5 —have been in a sense "footnotes to Montucla."The papers here argue that there were indeed histories of mathematics before Montucla which are worthy of scholarly attention, and that the dismissal of Renaissance histories of science as nothing more than a "cloud of fine adjectives and metaphors" is unfair (although it contains a germ of truth). Anthony Grafton has argued in an article on the historical writings of Cardano, Rheticus, and Kepler, that the purpose of such texts was not so much to trace what actually happened, as to justify the study of a subject often derided—by both humanist and scholastic writers—as obscure, useless and undignified.6 The following four papers go further in arguing that writings in this genre (or, at least, some writings in this genre) were not limited to this characteristically humanist objective. Authors did not just use their histories to persuade others. They themselves relied on historical narratives in order to think about their discipline, define its parts, distinguish among its acceptable and unacceptable forms and prescribe its content [End Page 34] and method of teaching. By placing their discipline into a historical context shared by other, more mainstream humanistic arts, moreover, they could draw upon the large, narrative structures which Renaissance humanists had adapted to understand human intellectual and cultural development, origins, progress and decline.James Byrne's article highlights a disparity of vision between those humanists who treated the origin of the arts as just another subject for humanistic display; and those (like Regiomontanus) who were invested in the arts and wrote their histories from an insider's perspective. Alongside Regiomontanus, one could include several other authors treated in this collection, such as Thomas Vaughan, Peter Ramus, and Henry Savile. In each case, history provided a means for working through problems of the legitimacy and nature of their disciplines. While their writings are not "histories of the human mind," their interests went beyond mere rehearsal of anecdotes. Ramus's histories, for instance, written 200 years before Montucla's Histoire, had the kind of unifying vision which de Montmort demanded, and shared Montucla's concern to find a meaning in the development of mathematics. Ramus, and the supporters and detractors he spawned, were convinced that constructing the history of this science was crucial to understanding how and why human beings have... (shrink)

The very idea of the draft European Union (EU) Constitutional Treaty was reexamined after the failed French and Dutch referendums and the Treaty of Lisbon (also known as the Reform Treaty) was drafted and entered into force on 1 December 2009 after it’s ratification by all 27 member states. The traditional notion of a Constitution as a national legal document establishing the social contract and a moral minimum for a particular socially unified group still prevails in legal and political (...) thinking. Indeed, the European Union has some constitutional elements, but absence of the so called ‘European demos’ prevents us from recognizing the founding treaties as a real ‘European constitution’ in the proper sense of the word. The author agrees with the decision to exclude the term ‘Constitution’ from the title and contents of the new Reform Treaty. The author also suggests that softer terms, like ‘European constitutional order’ and ‘European Constitutionalism’ might better reflect the scope of contemporary European integration than the term of ‘a Constitution for Europe’. A rethinking of the ‘constitutional core’ of the Lisbon Treaty was inspired following the so-called Lisbon judgments of Czech, Latvian and German constitutional courts. (shrink)

Elected politicians—legislators and, in some systems, members of the executive—can choose to exercise authority themselves or to delegate that authority to any number of agencies. Such delegation of power can occur at the constitutional stage, but is most common at the post-constitutional stage. Two categories of delegation can be distinguished: domestic delegation to agencies within the legislators’ jurisdiction, and international delegation to supranational or international bodies. While some research has been done on domestic delegation, especially in the context of delegation (...) to administrative agencies in the U.S., as well as on delegation to supranational bodies, especially with regard to the E.U., these activities have not been analyzed within a unified framework. This paper attempts to inquire into these issues and provide a general picture of the decision-making process regarding whether to delegate authority and to which body to transfer the authority. The past decade has been a period of rapid change in Central and Eastern Europe. Almost all of these countries have either passed entirely new constitutions or substantially modified the old ones. This is a unique situation in which constitutional delegation of powers can be performed almost simultaneously with post-constitutional delegation. The constitutional process in Israel is very different. It has been underway for fifty years. However, it can also be characterized by simultaneous constitutional and post-constitutional choices. In this paper, we examine such delegation choices in nine countries. We describe the main differences among these countries with regard to delegation of power, try to trace their origins and analyze their effects on delegation of powers. One question raised is what are the ramifications of a quasi-simultaneous constitutional and post-constitutional choice? Have constitutional rules been chosen in anticipation of the necessary compatibility with the rules of international organizations that one wants to join? Has membership in international organizations led to a boost in credibility of those governments concerned? (shrink)

This article examines the development, activities and effectiveness of women’s NGOs in 10 Central and Eastern European countries. It begins by examining the establishment of women’s organizations post-1989, identifying their structure, funding difficulties and the issues on which they focus. It also addresses the tension between the work of NGOs and the wider development of civil society. The article goes on to explore how negative perceptions of feminism have hindered efforts to develop a unified and coherent agenda among women’s (...) NGOs. Finally, it analyses how public attitudes have affected relations between women’s organizations and women politicians as well as how competition and fragmentation have complicated relationships between NGOs. This book tells the story of how 18th-century European philosophy used Locke's theory of signs to build a natural history of speech and to investigate the semiotic tools with which nature and civil society can be controlled. The story ends at the point where this approach to language sciences was called into question. Its epilogue is the description of the birth of an alternative between empiricism and idealism in late 18th- and early 19th-century theories of language. This alternative has given (...) rise to such irreducible dichotomies as empirical linguistics vs. speculative linguistics, philosophies of linguistics vs. philosophy of language. Since then philosophers have largely given up reflecting on linguistic practice and have left the burden of unifying and interpreting empirical research data to professional linguists, limiting themselves to the study of foundations and to purely self-contemplative undertakings. The theoretical and institutional relevance to the present of the problems arising from this situation is in itself a sufficient reason for casting our minds back over a period in which, as in no other, linguistic research was an integral part of the encyclopaedia of knowledge, and in which philosophers reflected, and encouraged reflection, upon the semiotic instruments of science and politics. He proposes a geopolitical analysis of the relations between Catholics and Orthodox Christians that uses the model of “spiritual pairs”. Ethical issues of nations are not just a simple and desirable topic in moral and political philosophy. On the one hand, we would like to address general and important topics that are less controversial, and therefore the topic of the nation does not suit us very well. On the other hand, since the end of the First World War, we have been divided into nation states, especially in the European context, as the conquest of a national self-determined movement. In the (...) political space of a unifying Europe, after the fall of the Berlin Wall, there was again talk of the nation as a restrictive, even unsatisfactory concept of future development. However, the ensuing wave of nationalism, even in the great states of the world, shows a phenomenon that is not so easy to circumvent. It was in the 1990s that several personalities tried to take a stand on the importance of nations for the future of human development. Pope John Paul II of Poland was one of them. (shrink)

Based on a extensive computation of power capabilities, the position of Belgium in international politics can reliably be assessed. Belgium belongs to a first stratum of followers states. Its best functional fields are international economie relations and those concerning science and technology. A globalisation of all functional fields runs at the expense of its international position.A splitting up of the country would relegate the emerging states, Flanders and Wallonia, to the second more numerous stratum of still less powerfull followers.
