Various writings of mixed genres, drifting between scientific treatises, mystical epiphanies, and prose fiction related to the school of “cosmism,” have been explored for more than fifty years, and the interpretations range from (religious) utopia to theories of sustainable development. The author discusses the question of whether “cosmism” is exclusively “Russian,” compares its general postulates with the techno-Cosmist approaches of the last ten years (including those involving fiction, such as by Eugene Thacker, and the more philosophical approaches, like that applied (...) by Yuk Hui), and proposes clarifying how the Cosmists literally viewed the structure of the world and how they conceptualized its elements as contrasted with the interest of contemporary theorists in openness to planetary and cosmic horizons. The latter, often oriented to nuclear physics and fragmenting “reality” into stochastic agencies whose temporary couplings are formed by cutting and assembling procedures, can be reformulated from the “cosmist” perspective as gleaned in this case from the works of Valerian Murav’ev and Vladimir Vernadsky, with the aid of the categories of expansion and accomplishment. The aim of this article is to study the different denominations used to name people on the move in the Belgian French- and Dutch-speaking press. The so-called ‘refugee crisis’ has received huge media attention in Europe. In Belgium, media landscape is divided amongst Dutch-, French- and much smaller German-speaking communities, all of which harbour different journalistic traditions. The country is then an excellent case study to observe the divergences between the linguistic repertoire of denominations referencing people in the two main (...) linguistic communities. To explore this, an exhaustive corpus composed of press articles was collected between 2015 and 2017. The analysis combines Discourse Analysis and Corpus Linguistics as they complement one another. At first, the repertoire of common nouns in each corpus seems similar, but differences lie in the frequency of denominations used to qualify people on the move and also in the collocations that construct their meaning. In both corpora, the word refugee is strongly collocated with status and administrative terms. One important finding lies in the difference in frequencies of the word migrant, which is used less often in the Dutch-speaking corpus than in the French-speaking one. The key philosophic concepts - wholeness and duality - are analyzed on the basis of general scientific and vision ideas of H. Poincaré. His cellular structure with full set of topological invariants (cycles) can be considered as a model of dual arrangement of the World. The World is seen as a multidimensional process, consisting not of parts, but of local processes, adjoining each other. It is demonstrated, that a set of cycles at each structural level not only resolve paradoxes of (...) wholeness and development, but represents a recommencing process, which reproduces its own environment. The wholeness – world is considered as a duality of flows and potentials, which arrange and produce absolutely different structures, being closely conjugated, as cycles and co-cycles within the whole. Thestreams are structured and coordinated towards decrease of structural level dimensions: from the general to the particular, from the concrete to the abstract, from the depth to the surface. This is the direction of differentiation of the whole. Potentials are coordinated in the opposite direction, with increase of dimension, through structural elements of higher dimensions. The world is gathered, integrated, joined, specified through stresses; differentiated parts tend to scatter, connections between them strain and turn them back to their whole. A penetration of the scientist into more complicated processes turns out to be a movement within a closed multidimensional surface (closed manifold), enriched with new dimensions with inclusion of new processes. Those concrete examples illustrate importance of Poincaré duality theorem for closed manifolds. (shrink)

Since the 90’s, neurolaw is on the rise. At the heart of heated debates lies the recurrent theme of a neuro-revolution of criminal responsibility. However, caution should be observed: the alleged foundations of criminal responsibility (amongst which free will) are often inaccurate and the relative imperviousness of its real foundations to scientific facts often underestimated. Neuroscientific findings may impact on social institutions, but only insofar as they also engage in a political justification of the changes being called for, convince populations, (...) and take into consideration the ensuing consequences. Moreover, the many limits of neuroscientific tools call for increased vigilance when, if ever, using neuroscientific evidence in a courtroom. In this article, we aim at setting the basis for future sound debates on the contribution of neuroscience to criminal law, and in particular to the assessment of criminal responsibility. As such, we provide analytical tools to grasp the political and normative nature of criminal responsibility and review the current or projected use of neuroscience in the law, all the while bearing in mind the highly-publicized question: can neuroscience revolutionize criminal responsibility? Answering this question implicitly requires answering a second question: should neuroscience revolutionize the institution of criminal responsibility? Answering both, in turn, requires drawing the line between science and normativity, revolution and dialogue, fantasies and legitimate hopes. (shrink)

I would like to begin with the fact that the process of education, which comprises a form of intellectual productive activity, represents a cycle of very long duration. This cycle is such that seven-year-old children entering school today will attain the age of most active yield only in the next millennium. In the year 2000 they will be 32 or 33. Therefore, while giving maximum attention to analysis of the conditions of today, our discussion has to be long-range, i.e., it (...) must have that near historical future in mind and project into it. In this article, we suggest that the study of social interactions and the development of a “sense of agency” in joint action can help determine the content of relevant explanations to be implemented in artificial systems to make them “explainable.” The introduction of automated systems, and more broadly of Artificial Intelligence, into many domains has profoundly changed the nature of human activity, as well as the subjective experience that agents have of their own actions and their consequences – an experience (...) that is commonly referred to as sense of agency. We propose to examine the empirical evidence supporting this impact of automation on individuals’ sense of agency, and hence on measures as diverse as operator performance, system explicability and acceptability. Because of some of its key characteristics, AI occupies a special status in the artificial systems landscape. We suggest that this status prompts us to reconsider human–AI interactions in the light of human–human relations. We approach the study of joint actions in human social interactions to deduce what key features are necessary for the development of a reliable sense of agency in a social context and suggest that such framework can help define what constitutes a good explanation. Finally, we propose possible directions to improve human–AI interactions and, in particular, to restore the sense of agency of human operators, improve their confidence in the decisions made by artificial agents, and increase the acceptability of such agents. The law of negation of the negation as it appears in the economic writings of Marx in general, and in Capital in particular, has repeatedly been treated in our philosophical literature in one way or another. To this day, however, as judged from the literature, attention has not been directed to the principle of negation of the negation as it is manifested not only in Marx's historical but also in his logical analysis. Negation of the negation has been examined primarily (...) as a form of expression of historical analysis . In the present article the emphasis is upon negation of the negation in logical analysis, upon the function of this principle considered as form of motion dealt with by historical analysis. All the examples of negation of the negation in historical analysis that have already been treated in the literature are omitted quite consciously, to avoid repetition. Nor is anything said about the structure of Capital as a "dialectically subdivided whole" in connection with negation of the negation, as that question has been splendidly handled in the book by L. A. Man'kovskii referred to in the footnote. (shrink)

It has been produced on two Moscow stages, something that is quite rare. It is playing in Leningrad, Kiev, Vilnius, Arkhangelsk, Barnaul, Vladivostok, Volgograd, Kuibyshev, Murmansk, Novokuznetsk, Petrozavodsk, Pskov, Sverdlovsk, Simferopol, Stavropol, and other cities. Judging by the reviews, the play and its productions are successful everywhere. It is as hard (...) to get a ticket to Moscow's Malaia Bronnaia Theater as to Spartacus at the Bolshoi or Hamlet at the Taganka. (shrink)

The author places Herzen's view of history in the context of the development of West European political philosophy—in particular, the concepts of "open history" and "historicism.".

In his remarks E. I. Ignat'ev considered a number of economic matters associated with the problem of the environment. Ignat'ev emphasized that environmental protection is becoming a vitally essential field of social activity. Inasmuch as this is the fact, he said, it is natural that, under the conditions existing in our country, this field of activity be planned in a specific way. The financial, material, and human resources needed to implement the program of conservation and improvement of the environment must (...) be planned. Moreover, this planning must be done in close connection with the further development of the country's productive forces. Since a serious basis in science is essential for successful implementation of all the activity associated with maintenance and improvement of the environment on the scale of the country at large, Ignat'ev emphasized the significance of the new resolution of the USSR Supreme Soviet. It provides that measures for conservation, and for protection and improvement of the environment, will henceforth in our country be incorporated into the annual and five-year plans for development of the economy and will also find expression in a special section of the long-term plan now being prepared for the prospective development of the economy. An amateur in juridicalquestions, remote from the enlightenment rationalizations ofpolitical (...) liberalism, Solov'ëv set out to lay the basis forjuridical freedom in way that was unexpected philosophicallyand culturally. The question of peaceful and nonpeaceful paths of the socialist revolution and the building of socialism is now the subject of the lively discussion in the international Communist and workers' movement. It is sometimes asserted that V. I. Lenin raised violence to an absolute, that he saw armed insurrection and civil war as virtually the only means of carrying out the socialist revolution. Inasmuch as under today's conditions, particularly in developed capitalist countries, seizure of power by the working class and (...) toiling masses through armed insurrection is allegedly totally impossible, the conclusion is drawn that a number of basic propositions of Leninism are obsolete and that Leninism is a purely Russian phenomenon with no international significance. All such conclusions are nothing but a distortion of Leninism. (shrink)
