This article explores the scientific fraud case of the South Korean stem cell scientist Woo-Suk Hwang, which represents a struggle over political identity. The South Korean state supported Hwang’s research hoping to establish Korean scientific-technological leadership in biotechnology, but it combined this globalization strategy with an identity politics built around the Korean people. The emerging bionationalism exceeded traditional ethnic nationalism insofar as the traditional ethnicity marker of ‘‘blood’’ was displaced by biologically scientifically grounded notions (...) such as the stem cell or the oocyte. These new biological markers defined national identity and embedded the transformative potential of modern biomedicine to be put into the service of Korean bodies and the nation’s economic future. Bionationalistic mobilization became hegemonic in South Korea in 2000 and undermined the democratic process, giving rise to violations against core principles of good governance. This bionationalistic narrative was challenged by an attempt to define political identity through the ideas of political citizenship, liberal democracy, and participation. The South Korean government has terminated its bionationalistic mobilization, but the struggles over Hwang and Korean identity linger. (shrink)

Focusing on South Korean biologists and their efforts to establish national parks in the 1960s and 1970s, I illuminate the ways in which they negotiated their relationship with the ecological diplomacy of the International Union for Conservation of Nature (IUCN) and the anti-communist and developmentalist diplomacy of the South Korean government. To justify their activities, these South Korean biologists emphasized the importance of nature conservation activities in the competition for international recognition and economic development (...) with their northern counterparts. The national-park initiative was thus subsumed into the politics of this legitimacy competition between the two Koreas, or what I call ‘victory-over-communism’ diplomacy. The IUCN's influence over South Korea was limited to the extent that both the government and scientists recognized the diplomatic merit they could gain in the context of their Cold War competition and developmentalism. It is also shown how, during the short detente period of the two Koreas, South Korean biologists used victory-over-communism diplomacy to renew their government's attention to their activities. This Korean episode contributes to the wider perspective of decentralizing the Cold War history of environmental diplomacy in the free-world bloc by illustrating the importance of its entanglement with the Cold War politics surrounding Asian developmentalism. South Korean industrial conglomerates (chaebols) are discussed in the context of value-based management (VBM). Recent economics and finance literature on the diversion of corporate resources from the firm to the controlling shareholders (tunneling), for which chaebols are notoriously known, is discussed. Chaebols have engaged in empire building and expropriation of minority shareholders, distorting the process of efficient resource allocation in South Korea, and became the root cause of the 1997 financial crisis. We argue that the 1997 crisis (...) should be viewed as a consequence of chaebols’ systematic deviation from the guiding principles of VBM. We use tunneling within chaebols as an example of the need to directly address prohibition of the expropriation of minority shareholders as a primary postulate of VBM. We argue that VBM should require that the value generated by the firm not be expropriated from minorities, or any stakeholders, by dominant shareholders. We also examine moral and ethical considerations and present explanations as to why the unethical practice of tunneling has been tolerated by the South Korean public. We show that public opinion on tunneling is changing and that the treatment of minority shareholders by chaebols’ controlling families is becoming increasingly unacceptable to South Koreans. Once focused primarily on European and Chinese history, South Korea's world history courses are moving toward a global approach that spans multiple regions. In the midst of this curricular shift, we examined how Korean teachers conceptualize world history for themselves and for their instruction. We interviewed eight Korean teachers using card-sorting tasks and a think aloud methodology. Findings revealed that all participants sorted the cards differently when considering instruction compared to when they sorted cards for their own (...) understanding, suggesting the role of teachers as instructional gatekeepers even in a country with a centralized National Curriculum. The Korean teachers discussed three instructional challenges in making these changes: connecting world historical events to students’ present lives, unpacking for students events that spanned across large amounts of time and space, and managing students’ preconceived notions or attitudes about different cultures. The ways in which participants dealt with these challenges differed. Additionally, in-service teachers made more complex connections between events and focused less on regions than did pre-service teachers. We discuss the cultural tools that Korean participants used in making instructional decisions as well as implications for curriculum development and teacher education for world history in South Korea and beyond. With the introduction of zoom and cell group Bible study and fellowship gathering with church members from 6 to 10, congregation members of each Korean church have come to appreciate the diversity within each consistory encompassing multigenerational American born Koreans, foreign expats, diplomats, immigrants from middle class and up from the greater Seoul, South Korea area, political refugees and migrant workers who categorically entered this country with Republic of Korea visa but who originally were able to date back (...) their earlier life from Communist Regimes such as Siberia, China, Vietnam and North Korea (Ibuk chulsin) and other Asian of color looking foreigners and mix-breeds with Korean heritage and other combinations. The focus of their Christian practice has been more passive concept of God’s grace grounded on John Wesley tradition rather than their yoking and making progress in lineal fashion into the future with and by believers out of Christian love. A premium is placed in smooth transitioning from static Confucianism and Christianity embracing education, meritocracy, social harmony and order. (shrink)

Based on ethnographic research, this study investigates the meaning and impact of women’s involvement in South Korean evangelicalism. While recent works addressing the “paradox” of women’s participation in conservative religions have highlighted the significance of these religions as unexpected vehicles of gender empowerment and contestation, this study finds that the experiences and consequences of Korean evangelical women’s religiosity are highly contradictory; although crucial in women’s efforts to negotiate the injuries of the modern Confucian-patriarchal family, conversion, for many (...) women, also signifies their effective redomestication to this family/gender regime, which helps maintain current gender arrangements. To address this tension, the article explores the meaning of religious submission in the Korean context, focusing on the motivations behind women’s consent to patriarchy, which are rooted in women’s contradictory desires regarding the family system and the ambivalent subjectivities that they evoke. In this essay I examine how compulsory military service and the Roman Catholic Church uphold and perpetuate an inadequate notion of masculinity in South Korea. I argue that the militaristic and Catholic definitions of masculinity significantly and pejoratively affect Korean culture. To unlearn these definitions, I propose an educational "readjusting" program that denounces any unjust discrimination on the basis of sex and gender.

This study compares the perceptions and ethical evaluations of select advertising controversies between U.S. and South Korean cultures. In addition, the utility of using ethical ideologies, as measured by the Ethics Perception Questionnaire, is examined. Results suggest a surprising level of similarity between the two cultures regarding perceptions of advertising practices. The role of ideology factors strongly into theses evaluations as measured by the EQP.

Ethical perspectives on regional, rural, and remote healthcare often, understandably and importantly, focus on inequities in access to services. In this commentary, we take the opportunity to examine the implications of normalizing metrocentric views, values, knowledge, and orientations, evidenced by the recent (2022) New South Wales inquiry into health outcomes and access to hospital and health services in regional, rural and remote New South Wales, for contemporary rural governance and justice debates. To do this, we draw on the (...) feminist inspired approach to rural health ethics involving analysis of power relationships developed by Simpson and McDonald and related ideas from critical health sociology. A fundamental principle of the Christian faith is that man is saved by the grace and by faith in the Triune God, not by deeds. Yet, James emphasises the importance of works after the Christian has been saved. Jesus said during his ministry on earth that he did not come to be served, but to serve. Faith is therefore seen in deeds, specifically deeds of love, that is, deeds that indicate that the Christian is not leading an egocentric life anymore, (...) but a life characterised by considering his or her fellow human beings and reaching out to them. Eighteen years after apartheid, South Africa is still a country striving to build a nation and to be healed. Marches and protests against poor public service deliveries have become a well-known sight in society. Despite the larger picture of inadequate service, there are those who serve their fellow humans and society every day. The Mamas Africa utilising the minimum resources available, are examples of people who make a difference in society every day. The concept Mama Africa indicates all women from all races who are making a difference in the South African society by promoting mutual bonding. The motivation for their deeds is a deep faith in God, who is the source of hope and a conviction that a Christian has to serve others. (shrink)

The current study presents the findings of an empirical inquiry into the effects of Confucian ethics and collectivism, on individual whistleblowing intentions. Confucian Ethics and Individualism–Collectivism were measured in a questionnaire completed by 343 public officials in South Korea. This study found that Confucian ethics had significant but mixed effects on whistleblowing intentions. The affection between father and son had a negative effect on internal and external whistleblowing intentions, while the distinction between the roles of husband and wife had (...) a positive effect on those intentions. The effects of collectivism were also different depending on the specific types of collectivism. Horizontal collectivism had a positive effect on both types of whistleblowing intentions, whereas vertical collectivism did not show any significant effects on whistleblowing intentions. These results indicate that cultural traits such as Confucian ethics and collectivism may affect an individual’s whistleblowing intentions in degree and direction, making blanket predictions about cultural effects on whistleblowing difficult. Humor is a contextual phenomenon that exists in all societies, although the impact of humor may differ across different cultures. The data for this research was collected using an ethnographic approach, incorporating participant observation and semi-structured interviews. Based in three different South Korean organizations, this research offered the opportunity to interact in depth with workers of varying ages, genders, hierarchical levels, and organizational roles. Observations were complimented by 46 in-depth interviews and ad hoc follow-up discussions. This paper adopts (...) a Confucian perspective to understand the perception and use of workplace humor in these South Korean organizations. Confucian philosophy emphasizes the value of formality within society in order to maintain respectful relationships between individuals. We suggest that humor is used in these South Korean workplaces to support traditional Confucian values of harmony and hierarchy, and the changing cultural values in these workplaces influence humor perceptions in complex ways. The Confucian value of harmony maintained through the idea of hierarchy creates pressure for organizational members, to accept and cope with contentious humor in the workplace. In particular, the clash between the need to maintain harmonious relationships in the workplace (through obedience towards superiors) and the desire to reject some types of humor highlights issues for younger organizational members. Internal conflict creates distress for younger employees who may hold more Westernized values and this affects their emotional, psychological well-being. This study presents a cross-cultural perspective to organizational humor, and suggests that humor may not always be a positive experience for organizational members, but instead may create psychological distress in some employees. Research increasingly demonstrates that associations between autonomy-relevant parenting and adolescent adjustment generalize across cultures. Yet, there is still an ongoing debate about the role of culture in these effects of autonomy-relevant parenting. The current study aimed to contribute to a more nuanced perspective on this debate by addressing cultural variability in micro-processes involved in autonomy-relevant parenting and, more specifically, in adolescents’ appraisals of and responses to parental behavior. In this vignette-based experimental study, involving 137 South-Korean adolescents (54% female, (...) mean age = 16 years), we examined whether individual differences in vertical collectivism affect the association between descriptions of potentially autonomy-supportive and controlling parenting practices and (a) appraisals of these practices (in terms of perceived autonomy support and control and experiences of autonomy need satisfaction and frustration), and (b) anticipated responses to these practices (i.e., negotiation, submissive compliance, and oppositional defiance). Participants in the autonomy-supportive condition reported more perceived autonomy support and autonomy satisfaction and lower perceived control and autonomy need frustration than participants in the controlling condition. Collectivism moderated between-vignette effects on perceived control and autonomy need frustration such that the differences between the autonomy-supportive and controlling vignettes were less pronounced (yet still significant) among adolescents scoring higher on collectivism. Collectivism did not moderate effects of the vignettes on the responses to parenting, but yielded a main effect, with collectivism relating to more submissive compliance and less oppositional defiance. Overall, the results suggest that both universal and culture-specific processes are involved in autonomy-relevant socialization. (shrink)

This article explores the gendered construction of South Korean citizenship through the lens of North Korean settlers' experiences in South Korea. Drawing on ethnographic research, the author delves into the citizen-making process, critically examining the impact of gendered modernizing projects on North Korean settlers' daily lives. North Korean settlers are expected to get rid of their ethnic markers and transform themselves into modern citizen-subjects of South Korea. The author demonstrates that the overall frame (...) of perception of North Korean settlers is deeply gendered, with modernity as a powerful ethnic marker. The notion of ethnicized citizenship in the context of two Koreas offers a concrete account of how ethnicities are created and employed in stratified structure of citizenship. (shrink)

We examined the relationship between discrimination and mental wellbeing among South Korean residents in Japan. The roles of need for belonging as a mediator and identification with one’s group as a moderator of this relationship were examined. Perceived social support was also examined as both a potential moderator and mediator. We also included a measure of perceived in-group inclusion in the host society, the Circle of Ingroup Inclusion, to examine its influence on the relationship between discrimination and wellbeing. (...) Three types of coping styles-active constructive coping, passive constructive coping, and destructive coping-were controlled for in the analysis. Results showed that participants’ educational level, socioeconomic status, and different coping styles predicted wellbeing; however, discrimination was the strongest predictor of wellbeing. Social support was both a moderator and mediator of the relationship between discrimination and wellbeing, suggesting that perceived social support not only buffers the negative effect of discrimination on wellbeing, but also partially explains the negative association between discrimination and wellbeing. NTB was not a significant mediator. Identification with one’s ethnic group and perceived membership in one’s group also did not affect the relationship. The results suggest that it is important to consider social support based on interpersonal relationships among members of minority groups in Japanese society. The psychological factors involved in acculturation processes may be different in different ethnic groups. This study calls for greater consideration of group-specific characteristics in understanding acculturation processes and interactions between groups in society. (shrink)

This paper investigates why some legislators tend to switch parties frequently while others tend to stay put. On the assumption that the ultimate goal of legislators is to be reelected, I argue that voters' demands for local/individual benefits, or pork, and legislators' lack of access to resources for such benefits are likely to lead the legislators to switch parties in order to improve their electoral chances in the subsequent election. By analyzing party switches by legislators from 1988 to 2008 in (...) South Korea, where the president controls access to the pork pipeline, I find that the president's party members are less likely and independents are more likely to change party affiliations, irrespective of voter demands for pork or national public policies. However, I also find that opposition party legislators who are elected from less-developed districts, where voters tend to desire pork over policy, are more likely to switch parties than those elected from more-developed districts. These findings suggest that interaction between voter demands and party access to resources influences politicians’ party loyalty: voter demands for pork (or policy) tend to lead politicians to be less (or more) loyal to their current parties. Voter demands, however, have little impact on the party loyalty of those who are already in parties with access to the pork pipeline. (shrink)

This article examines preparatory labor practices that South Korean farmers had to undertake to use chemical fertilizers in the 1960s. Preparatory labor, such as learning about and acquiring fertilizers, that came prior to the use of chemical fertilizer in the field was mundane and often invisible. However, it was this logistical and emotional labor that was essential for the maintenance of South Korea’s chemical fertilizer system. In the system, which was part of the government’s efforts to establish (...) rural modernity through increased crop productivity, the state looked down on farmers as the subject of edification. Nevertheless, the farmers were crucial maintainers of the state-led agricultural reform, realizing the government’s vision of modernity. To reveal the hidden relationship between farmers, technology, and the state, this article extensively uses diaries written by two farmers – Yoon Heesoo from Daecheon Village and Shin Kwonsik from Daegok Village. By doing so, this article aims to shed light on the voices of farmers and their roles in the agricultural reform of 1960s South Korea and, more broadly, of the Green Revolution. (shrink)

The South Korean government’s historical efforts to introduce improved crop varieties have been ambiguously successful. State-bred rice varieties helped achieve national food production goals during the Green Revolution of the 1970s, but these varieties were highly unpopular and were abandoned soon, as the government stopped promoting them. This paper contrasts that experience with the simultaneous successful introduction of an improved variety of tangerine as a cash crop in Jeju Province. Smallholders of Jeju found space for the high-return fruit (...) in the existing land use system, including the partial conservation of agrobiodiversity without critically risking their subsistence-based food security. Citrus in general was a spatially less-demanding crop that farmers could partly co-cultivate with subsistence crops, while state-bred rice varieties occupied farmland exclusive of other varieties and rice’s double crops. Additionally, by employing political ecology, this paper asserts that the different roles of the state in introducing the two crops and the different regions were other factors behind such divergent adoption outcomes. Considering rice, the state was highly interventionist, because the government depended on rice-producing regions to “feed the nation”; with regard to non-staple-crop production in low-productivity, hard-to-develop regions like Jeju, in contrast, the government gave farmers more autonomy, thus allowing farmers to determine their own space and pace for citrus adoption. The study critically investigates the variable of spatial compatibility between a crop and the land system and sheds light on the current development mission to harmonize the cultivation of food and cash crops. Relational reasoning is a higher-order executive function that involves the ability to perceive meaningful patterns within a body of seemingly unrelated information. In this study, the ability of 749 fourth (Mage= 10), sixth (Mage= 12), eighth (Mage= 14), and tenth graders (Mage= 16) to identify meaningful relational patterns was investigated. This general cognitive ability was assessed by means of the Test of Relational Reasoning-Junior (TORRjr), a 32-item measure organized into four 8-item scales that assess analogical, anomalous, antinomous, and antithetical reasoning. (...) Students’ performance on the TORRjr was analyzed using confirmatory factor analysis, measurement invariance test, and non-parametric median-based analyses. The confirmatory factor analysis supported that the higher-order factor model was the best fit for the TORRjr data for the Korean students. The measurement was determined to be invariant by gender but variant across grade levels. The non-parametric analysis resulted in an asymptotic (a constant increasing up to grade 6 and then a level off witnessed from grades 8 to 10) development pattern in overall relational reasoning across the grades. In comparison to analogy and anomaly, antinomy and antithesis scores were more fully developed by grade 8 and that level of performance was maintained at grade 10. The TORRjr appeared to be a viable measure for the Korean samples up to approximately 15 years of age. The significance of these findings for research and instructional practice are discussed. We examine whether the current regulatory regime instituted in South Korea and the United States would have prevented Hwang’s potential transgressions in oocyte procurement for somatic cell nuclear transfer, we compare the general aspects and oversight framework of the Bioethics and Biosafety Act in South Korea and the US National Academies’ Guidelines for Human Embryonic Stem Cell Research, and apply the relevant provisions and recommendations to each transgression. We conclude that the Act would institute centralized oversight under governmental (...) auspices while the Guidelines recommend politically-independent, decentralized oversight bodies including a special review body for human embryonic stem cell research at an institutional level and that the Guidelines would have provided more vigorous protection for the women who had undergone oocyte procurement for Hwang’s research than the Act. We also suggest additional regulations to protect those who provide oocytes for research in South Korea. (shrink)

In the past decade, ASEAN has been the primary driver of East Asian regionalism, and Korea has been an active supporter of ASEAN plus Three. Korea has explored the idea of an East Asian Community, and has been relatively open to notions of Asia–Pacific regionalism. The ROK has involved itself comparatively heavily in regional projects as both an initiator and a participant, but its notion of ‘region’ has oscillated between more and less inclusive forms of regionalism. This article examines how (...) competing conceptions of region have influenced Korea's pursuit of regional initiatives. By revisiting historical understandings of Korea's regional identity, we explore the normative bases and material interests which motivate Korean regional initiatives, and assess the impact of its proposals. This study explores the educational meaning of Songdok in traditional Korean education. Songdok refers to the act of memorizing text completely while reading it aloud; however, in traditional Korean education, it used to symbolize ‘learning’ itself. Historically, Songdok was regarded in extreme terms: being criticized as low-level memorization or encouraged as a religious ritual. In the Goryeo Dynasty, when civil service exams were introduced, Songdok was performed to memorize Confucian textbooks solely for passing the exam. However, its status (...) changed in the mid-1600s because of an educational reform movement by Neo-Confucian fundamentalists. Given the widespread perception in South Korea that ‘imitating a saint is a way of learning’, Songdok has been elevated as part of moral consciousness. Here, we discuss how Songdok takes on two opposing educational objectives: One is passing the exam, and the other is imitating a saint. An examination of Songdok provides insightful perspectives on Korean education, especially regarding sluggish moral education. (shrink)

This article explores the relevance of the Theory of Planned Behavior to whistleblowing research, and considers whether its widely tested validity as a model of the link between attitudes, intention, and behavior might make it an appropriate candidate for a general theory to account for whistleblowing. This proposition is developed through an empirical test of the theory's predictive validity for whistleblowing intentions. Using a sample of 296 Korean police officers, the analysis showed that attitude, subjective norm, and perceived behavioral (...) control all had significantly positive main effects on internal whistleblowing intentions, but for external whistleblowing intentions only subjective norm was significant. The implications of these findings for applying the Theory of Planned Behavior to whistleblowing research are discussed. (shrink)

South Korean educators and curriculum scholars have attempted to challenge Eurocentric points of view in history education. Despite these efforts, the dominant textbooks and teaching practices in South Korea continue to project colonial epistemologies. This article argues that postcolonial inquiry into knowledge production can help expand the debate. Grounded in a framework of postcolonial theories, we examine three Korean high school world history textbooks for the ways in which they reproduce Eurocentric colonial hegemony. To conduct our (...) study, we developed four analytical criteria: (a) constructions of Subject/Other, (b) discourses of inclusion/exclusion, (c) silencing of voices, and (d) narratives of re/colonization. Focusing on two major historical themes in the textbooks?the Discovery of New Trade Routes and the Industrial Revolution?we postulate the need to pluralize historical consciousness, reflect the contributions of the East to world history, and rethink curriculum and teaching practices. In this article, gender-differentiated employment practices are examined with a focus on different mechanisms of labor control in the South Korean textile industry, a prototypical Third World industry based on export-oriented industrialization. The analysis focuses on how labor control mechanisms, such as gender segregation in jobs and authority relations in the factory, the nature of worker dependency, and subcontracting interact with gender and produce different outcomes for men and women workers in spinning and weaving and clothing industries. Drawing on the themes of men and masculinity, this article examines texts in the corporate social responsibility (CSR) reports of local multinational enterprises (MNEs) in South Korea, an emerging economy. This article explores how Korean male hegemony is hidden and naturalized in CSR reporting. Focusing on the discursive construction of gender identity, we analyze how CSR reports portray gendered identities in ways that may foster gender inequality by examining how the texts reflect the inferior position of women and (...) marginalized male workers in the workplace. We review 15 CSR reports from Korean MNEs as a primary data source for examining corporate policies and disclosure on gender‐equality issues in the workplace. We explore the inherently embedded meaning of CSR reports to evaluate the masculine tone of gender relations in these texts. To deepen our understanding, we retrieved the original text segments, coded them by using a categorical framework and revisited our data to critically examine our interpretation of the narrative structures that we argue reflect and reproduce certain discourses of masculinity, through the (in)visibility of women, the marginalization of women and (part‐time) men, and the silencing of their voices by the Korean male hegemony. The existence of cooperative labor relations within leading firms in South Korea, amid unfavorable national-level economic and political institutions, merits study by comparative political economists. Late industrializing Korea lacks the conditions that sustain cooperative labor relations in other nonliberal capitalist countries like Germany and Japan. More relevant, therefore, are debates over the emergence and practice of “high performance work systems” in the unfavorable environments of advanced liberal and developing country capitalism. As a successful late industrializing country that combines both (...) advanced and developing capitalism characteristics, Korea represents a useful testing ground for ideas about HPWS. This article will examine cooperation in four leading Korean firms and use the findings to advance key HPWS debates about the possibilities of participation and the conditions under which cooperation can emerge and be sustained. One problem that various thinkers have studied is the relationship between culture and social development. This article will try to explain the principal characteristics of South Korean culture and its Confucian heritage as positive factors in the development of South Korea. To do so, it addresses the existence of values of Confucian origin in government and society. Next, the article reviews historical factors that played an important part in South Korean development. Finally, the authors reach (...) the conclusion that development is possible in distinct cultural contexts, and that it is not possible to establish a deterministic connection between a specific social framework and the conditions of social development. Artificial intelligence (AI) will drastically change the healthcare system. Radiology is one speciality that is most affected as AI algorithms are increasingly used in diagnostic imaging. AI‐enhanced health technologies will, inter alia, increase workflow efficiency, improve diagnostic accuracy, reduce healthcare‐related costs, and help alleviate medical personnel shortages in under‐resourced settings. However, the development of AI‐enhanced technologies in healthcare is fraught with legal, ethical, and human rights concerns. Currently, the use of AI in South African healthcare is not governed by (...) sui generis legislation or ethical guidance focused exclusively and specifically on AI, although various provisions and principles from law and ethics find application. This article outlines these normative principles and explains their relationship with the extant legal obligations and regulatory framework as applied to the use of AI in radiology services in South Africa. The article concludes with three key recommendations for radiology practitioners using AI in South Africa. These are the need for: vigilant monitoring of AI use in practice, reforms to the liability framework, and appropriate guidance from local regulators and the Health Professions Council of South Africa on the ethical use of AI. North Korea is under strict UN economic sanctions because it violated UN policy in its development of nuclear weapons and long range missiles as well as for its militant rhetoric. South Korea and Japan, as close allies of the USA, are unsure of the future. Is there a way to bring some peace and stability to the Korean peninsula? Some argue that this is a hopeless task as long as the current leadership of North Korea is in power. (...) This article takes a more positive stance and outlines a possible way forward. The study, following the position of the Heidelberg Institute for International Conflict Research, assumes that the conflict is at root one over ideology and power. The leadership of North Korea understands itself as “a revolutionary and socialist state” and is determined to continue to control the country through a rigorous and sometimes brutal government oversight of the culture. Although poverty and hunger are widespread, the people have little opportunity to be heard. What if the leaders of North Korea were persuaded that they could gain legitimacy through developing a dynamic economy that brought flourishing to their people and respect by fellow-nations in the global village? The article proposes to start this new adventure by developing enterprise zones in the North that would bring jobs and food to hundreds of thousands of North Koreans. To begin this project, there would need to be dramatic steps toward denuclearization on the part of the North in order to relax the UN economic sanctions. Is it possible? BackgroundAlthough nurses are crucial to ensure patients’ peaceful death in hospitals, many nurses experience various ethical conflicts during end-of-life care. Therefore, research on nurses’ entire ethical decision-making process is required to improve nurses’ ethical decision-making in end-of-life care. This study aimed to identify Korean nurses’ ethical decision-making process based on their moral sensitivity to end-of-life patients.MethodsIn total, 171 nurses caring for terminal patients responded to the survey questionnaire. To measure the participants’ moral sensitivity and ethical decision-making process, we used (...) the Korean version of the Moral Sensitivity Questionnaire and Nurses’ Ethical Decision-Making around End of Life Care Scale. Finally, multiple linear regression analysis was used to investigate the effect of moral sensitivity on nurses’ ethical decision-making.ResultsThe mean of moral sensitivity was 4.8 ± 0.5 (out of 7), and that of ethical decision-making was 4.6 ± 0.5 (out of 6). Among the sub-dimensions of ethical decision-making, the highest score was in perceived professional accountability (5.2 ± 0.5), and the lowest in moral reasoning and moral agency (3.9 ± 0.6); the score of moral practice was 4.4 ± 0.7. In the multiple linear regression model, moral sensitivity (β = 0.852, p <.001), clinical department (β = − 7.018, p =.035), ethics education (β = 20.450, p <.001), job satisfaction (β = 5.273, p <.001), and ethical conflict (β = − 2.260, p = 0.031) were influential ethical decision-making factors.ConclusionsThis study revealed a gap between nurses’ thoughts and practices through the ethical decision-making process. They failed to lead their thought to moral practice. It also implies that moral sensitivity could positively affect nurses’ ethical decision-making. To make nurses morally sensitive, exposing them to various clinical cases would be helpful. Additionally, ethics education and clinical ethics supporting services are valuable for improving nurses’ ethical decision-making. If nurses improved their ethical decision-making regarding end-of-life care, their patients could experience a better quality of death. (shrink)

An energy efficiency scenario (Joint Institute for a Sustainable Energy and Environmental Future) demonstrates that an energy future built on the use of cost-effective, high-efficiency technologies is clearly within the grasp of South Korea and would justify a nuclear power moratorium with significantly lower carbon dioxide emissions. This is a promising result, especially because applications of other sustainable energy options, such as renewables, decentralized technologies, material recycling/reuse, ecologically based land use planning, forest conservation, sustainable agriculture, and redirection of economic (...) development toward an environment-friendly industrial base, are not included in the analysis. Here lies one of the most fundamental policy choices of the newcentury: Will we build a sustainable energy and environmental future, or will we send forward the burdens and risks of a policy regime that is unwilling to value the future beyond the satisfaction of short-term interests and convenience? From 1982 through 2016, Korean media outlets have reported over 120 instances of vandalism, arson and harassment targeting Buddhist temples and facilities in South Korea. An extension of on-going tensions between South Korea’s Buddhist and Evangelical Protestant communities, this one-sided wave of violence and harassment has caused the destruction of numerous temple buildings and priceless historical artifacts, millions of USD in damages, and one death. This article surveys these incidents of anti-Buddhist vandalism, arson, and harassment, analyzing their (...) general characteristics and summarizing major instances of each, before examining the frequency of these incidents within the wider chronology of recent Evangelical-Buddhist tensions. It then examines the responses from South Korea’s Buddhist and Evangelical communities and various government agencies, as well as the effects of these responses, before investigating the relationship between these incidents and the mainstream Evangelical doctrines of religious exclusivism, dominionism and spiritual warfare. The article closes with a discussion of the need for further research into these incidents and the wider Evangelical-Buddhist tensions surveyed herein as well as the relevance of such research to inter-religious conflicts outside Korea. So far overlooked by the international business ethics literature, we introduce, characterize, and normatively analyze the use of affective ties and networks in South Korea from an ethical point of view. Whereas the ethics of using Guanxi in China has been comprehensively discussed, Korean informal networks remain difficult to manage for firms in South Korea due to the absence of existing academic debate and research in this field. In this study, we concentrate mainly on the question of (...) whether foreign firms will and can use affective ties in Korea. The informal social network forms are classified and contrasted with the conventional ethical approaches used in international business ethics to assess which categories can be regarded as ethical or unethical. Finally, foreign firms are advised how to cope with and use different affective network types. Although the nature of affective ties and networks in Korea differs from that found for instance in China, consistent with the conclusion of prior research, we recommend particularistic analysis and decision making regarding the circumstances in which to conclude affective ties and networks and when to opt out. We conclude that foreign firms in Korea should invest in establishing Inmaek, refrain from engaging in Yonjul, and support host country nationals’ Yongo ties. Moreover, it is suggested that foreign firms should find ways to monitor and manage informal ties effectively. (shrink)

This study summarizes and discusses the trends and main features of South Korean studies on Japan's economy and business since the 1960s. I consulted 271 publications (articles and books) for this study. Academic and individual publications comprise 69.7% (189 publications) of the total; public and corporate research institutes 30.3% (82 publications). Therefore, academic and individual researches constitute a majority of the publications. The most pressing issues for South Korea are those of business administration, such as Japanese corporate (...) governance, Zaibatsu, and Japanese firms, which have been mainly studied by academic and individual researchers. The second most important issues are those of international economics such as FTA, FDI, and the trade deficit between South Korea and Japan, mainly researched by government research institutes and individual researchers. Although more interest seems to have shown in the Japanese economy and business since the 1990s, the number of Ph.D. holders who studied economics and business in Japan has been keeping very small portions compared with other majors. In order to attract more students from Korea, the Japanese graduate system for economics and business studies needs to be more globalized and competitive. (shrink)

South Africa’s groundbreaking constitution explicitly confers a right of access to sufficient water. But the country is officially ‘water-stressed’ and around 10 % of the population still has no access to on-site or off-site piped or tap water. It is evident that a disconnect exists between this right and the reality for many; however the reasons for the continuation of such discrepancies are not always clear. While barriers to sufficient water are myriad, one significant factor contributing to insufficient and (...) unpredictable access to water is the high percentage of broken water pumps. Previous studies have reported that between 20 and 50 % of all hand operated water pumps installed on the African continent are broken, or out of use. Monitoring and maintenance of pumps, which in South Africa is the responsibility of local municipalities is often ineffective, in part due to the distances between municipal centres and rural communities and the consequent costs of site visits, as well as breakdowns within the local bureaucratic system. The emergence of new telemetry tools that can remotely monitor water applications constitutes a novel and cost-efficient alternative to undertaking regular sites visits. Sustainable, appropriate, low-cost telemetry systems are emerging that could be used to monitor the operational performance of water pumps, or a wide range of other field parameters, and to communicate this information swiftly and cheaply to water service providers, using SMS messages. Data on the performance of water pumps could also be made available to the public online. This is an example of how ICT can be used for water resources management and environmental regulation, as well as in the governance of socio-economic rights: helping to optimize water allocation by improving communication and strengthening accountability. The state of Parhae (in Chinese reading- Bohai) existed in what is now Russian Maritime region, North Korea and Northeastern China from the late 7th to the early 10th centuries AD. Parhae played a major role at relations between Silla, Japan and Chinese empire Tang. Of course, Parhae was subjected to important cultural influence from other countries and in some cases followed their ritual and diplomatic tradition. Many specialists from Japan, Russia, China and both Korean states have done (...) research of different aspects of Parhae history and culture. However, many scholars have not paid attention to influence of ritual system at international relation of Parhae. In opinion of author, Parhae and Silla had antagonistic relation during 200 years because they could not agree about their respective vis-à-vis status each other. For example, Silla did not want to recognize Parhae as a sovereign state, which by recognized and independence state from China, but Silla was vassal of empire Tang. This article critically analyzes relation between Parhae and Silla for of the origin of conflict of between countries using Russian and Korean materials (materials by South and North Korean works). This article proceeded from the assumption that the theme of service delivery in present-day South Africa could well be qualified by the notion of 'crisis', to the extent that this qualification, from a theological perspective and on the basis of comparative social analysis, well recalls the statements in such critical and profound theological documents as The Kairos Document and Evangelical Witness in South Africa on the 'crisis' in the latter years of apartheid. The further recognition that the theme (...) of service delivery constitutes an essentially new focus for practical-theological scholarship in South Africa led the author, who has a pertinent interest in the field of Christian diaconia, to thereupon go the full circle of practical-theological interpretation in developing such a focus. This was done by, firstly, attempting to develop a deeper contextual understanding of the problem of service delivery in the country on the basis of the prevailing debate on service delivery in South Africa, after which the ideas from conceptualisations of two different modes of diaconal practice within contexts of endemic poverty in the practical-theological literature were explored. The discussion concluded with a more pertinent consideration of the extent to which these two conceptualisations could be taken as providing direction in conceptualising a transformational diaconal response to the current service-delivery problem.
