A ÉTICA, COMUNICAÇÃO E MÍDIA: A RESPONSABILIDADE MIDIÁTICA SOB O ASPECTO CONSTITUCIONAL.

Meeting 5G high bandwidth rates, ultra-low latencies, and high reliabilities requires of network infrastructures that automatically increase/decrease the resources based on their customers’ demand. An autonomous and dynamic management of a 5G network infrastructure represents a challenge, as any solution must account for the radio access network, data plane traffic, wavelength allocation, network slicing, and network functions’ orchestration. Furthermore, federation among administrative domains (ADs) must be considered in the network management. Given the increased dynamicity of 5G networks, artificial intelligence/machine learning (...) (AI/ML) solutions are strong candidates able to learn, and take quick provisioning decisions upon fast changes in network conditions. Therefore, this chapter presents an analysis of the state-of-the-art solutions for 5G networks’ management, where AI/ML solutions are discussed and compared with traditional methods. Additionally, the chapter provides a technology overview of both standards, and existing solutions regarding the 5G network management, and directions toward the integration of AI/ML in 5G networks. Der heilige Lazaros vom Berge Galesion gehört unbestreitbar zu den wichtigsten Vertretern des Mönchtums in der mittelbyzantinischen Zeit. Wohl um 966/67 in einfachen Verhältnissen unweit von Magnesia am Mäander geboren und als Leon getauft, hatte er das Privileg, schon in jungen Jahren in einigen Klöstern seiner heimatlichen Umgebung, in Oroboi, Kalathai und in Strobelion, eine Ausbildung erhalten zu können. Die Sehnsucht, mit eigenen Augen die Terra Sancta zu schauen, führte ihn dann im Alter von etwa 18 Jahren zunächst nach Attaleia, (...) wo er geraume Zeit verweilte und unter dem Namen Lazaros in die Reihen der Mönche aufgenommen wurde, bevor er sich seinen großen Wunsch erfüllte und nach Jerusalem weiterzog. Er verbrachte einige Jahre in den bedeutenden Klöstern H. Sabbas und H. Euthymios, bevor er sich durch die Zerstörung des Heiligen Grabes im September 1009 durch den Kalifen al-Hakim veranlaßt sah, nach Kleinasien zurückzukehren. Nach einer Zeit der Wanderschaft durch Kilikien, Kappadokien und Pontos traf er, wahrscheinlich 1010 oder 1011, wieder in der heimatlichen Provinz Asia ein, wo er sich alsbald am Berge Galesion niederließ, um hier für gute vierzig Jahre als Asket und Stylit auf wechselnden Säulen zu leben. Als Lazaros dann am 7. November des Jahres 1053 verstarb, stand er bei seinen Zeitgenossen in höchstem Ansehen, war er doch zu einer „lebenden Ikone“ geworden: aufgrund seiner Frömmigkeit und Spiritualität, aber nicht zuletzt auch dank seiner weisen Ansprachen und Ratschläge kamen die Gläubigen in großer Zahl, ihn zu sehen und zu hören; sie machten den Galesion dergestalt zu einem eigenen Pilgerzentrum, das zeitweilig sogar zum unweit gelegenen Ephesos in Konkurrenz treten konnte. The Movimiento Autonomo de Mujeres in Nicaragua - birthed in part from the Sandinista Revolution of the 1980s - represents one of the largest, most diverse, and most autonomous women's movements in all of Latin America. While it's true that scholars across a wide range of disciplines have written invariably about this social movement what remains missing from this body of work is scholarship aimed at understanding, specifically, the psychology of resistance; in other words, what are the psychological mechanisms and (...) methodologies that emerge from the margins that determine the kind of social action that revolutionizes societies? Investigating the psychosocial processes behind resistance is critical to understanding a commitment to justice and the development of subjectivity necessary for enacting the political activity required for social transformation. Psychology, in particular, as author Shelly Grabe argues, is positioned to engage in a systematic exploration of the links between social and political conditions that determine how, why, and under what circumstances resistance emerges. Narrating a Psychology of Resistance documents the first-hand accounts of the Nicaraguan women's Movimiento: a coordinated mobilization of women that has weathered unremitting power differentials characterized by patriarchy and capitalism. In this collection of testimonios, Grabe gives voice to these extraordinary women and closely examines how psychological processes that emerge in response to sociopolitical oppression can lead to gendered justice and the revolutionizing of societies at large. Many people are worried about the harmful effects of climate change but nevertheless enjoy some activities that contribute to the emission of greenhouse gas (driving, flying, eating meat, etc.), the main cause of climate change. How should such people make choices between engaging in and refraining from enjoyable greenhouse-gas-emitting activities? In this chapter, we look at the answer provided by decision theory. Some scholars think that the right answer is given by interactive decision theory, or game theory; and moreover think (...) that since private climate decisions are instances of the prisoner’s dilemma, one rationally should engage in these activities provided that one enjoys them. Others think that the right answer is given by expected utility theory, the best-known version of individual decision theory under risk and uncertainty. In this chapter, we review these different answers, with a special focus on the latter answer and the debate it has generated. (shrink)

Returning to the famous prologue to the book Difference and Repetition, in which Gilles Deleuze points out that the time is approaching when it would not be possible to write a philosophy book as before, we will try to think about the deleuzian evocation of the need to adopt a new tone and new rules for the exercise philosophical. We believe that resuming this philosopher's appeal would launch us into the heart of deleuzian and deleuze-guattarian conception of philosophy as experimentation. (...) The author suggesting that a philosophical treatise should sound as much like a kind of detective novel as it does like science fiction. This excursion, we argue, would not only help us in the deleuzian and deleuzo-guattarian understanding of philosophy as experimentation, but would also make it possible to outline some clues about the role of the history of philosophy at the heart of this conception. A digressão critica a produção, por parte de Dionísio, jovem tirano de Siracusa, de um tratado sobre a filosofia platônica, visando suas ‘doutrinas’, como se já soubesse tudo sobre os princípios supremos da realidade. Nesse artigo pretendo ler a digressão acerca do conhecimento filosófico e (...) sua transmissão, não como um desvio do curso da Carta, mas como parte central para entender sua mensagem a filosofia platônica em geral– evidenciando através do texto suas múltiplas e importantes ligações com os diálogos. The digression on knowledge in the platonic Seventh Letter Abstract: In the digression of the Seventh Letter (341c-d–344d-e) Plato describes the philosophical path and the limits of discourses, whether written or spoken, to reach and communicate the knowledge of beings and virtue. The digression criticizes the production, by Dionysius, a young tyrant of Syracuse, of a treatise on Platonic philosophy, aiming at its 'doctrines', as if he already knew everything about the supreme principles of reality. In this article I intend to read the digression about philosophical knowledge and its transmission, not as a deviation from the course of the letter, but as a central part to understand the message of the letter and of Platonic philosophy in general – evidencing through the text its multiple and important connections with the dialogues. Despite the widely known Latin proverb, according to which about tastes it should not be discussed, concerning judgments of taste, we do dispute. However, based on what? If someone disagrees with our judgment, judging differently than us, we seek arguments to try to convince them otherwise. But by which arguments? The paper dwells on the issues about what underlies the arguments we use to justify our judgments of taste and how reliable these arguments are. From eighteenth-century philosophy to contemporary philosophy (...) of consciousness and mind, the aim here is to show that judgments of taste involve self-knowledge and that the question “how does it feel?”, at first glance simple, does not seem to be so easy to answer. Resumo : O presente artigo objetiva investigar o tema cultura da paz no contexto das novas tecnologias. Não obstante os meios de comunicação exponham as diversas faces da violência, o fato é que se está vivendo, em todos os cantos do mundo, um período de muito interesse, criatividade e empenho na luta pela paz. Para explicitar isso, o texto buscará articular quatro pontos: 1) estabelecer a questão fundamental da educação e da cultura da paz , discernindo seu objetivo e escopo (...) fundamental; 2) delinear a habilidade fundamental a ser desenvolvida no processo de educação para a paz, a formação da competência comunicativa; 3) descrever as características fundamentais da metodologia da educação para a paz: a formação de comunidade, o espaço do debate e a ação para a paz; 4) relacionar, finalmente, esses aspectos da educação para a paz com as novas tecnologias. Although the means of communication expose the several faces of violence, the fact is that we are living everywhere in the world a period of great interest, creativity and commitment to the struggle for peace. In order to demonstrate this the text will try to articulate four points: 1) to establish the fundamental question of education and the culture of peace distinguishing its objective and fundamental scope; 2) to delineate the fundamental ability to be developed in the process of education for peace, the formation of communicative competence; 3) to describe the fundamental charac-teristics of the methodology of education for peace: the formation of community, the place of the debate and the action for peace; 4) finally, to link these aspects of education for peace to the new technologies. For the past several decades, coordinated efforts from within the women’s social movement in Perú have led to groundbreaking legislation surrounding gender equity – for example, the National Gender Equality Policy of 2019 and the Gender Parity Law of 2020. These institutionalized policy changes mark milestones on the path to gender equity, certainly in Perú, but activist efforts that targeted these outcomes can inform women globally. The current study investigated key components of feminist activism by social movement actors themselves through (...) the use of testimonio with nine key leaders in the movement. Using a liberation psychology approach and thematic narrative analysis, the findings suggested three key components of feminist activism: conflict, militant identity, and pluralism that were critical in processes of change. Centering majority world women’s voices contributes to the production of knowledge regarding approaches to gender equity, in particular because much that has been written about feminist action in psychology has been produced among samples of white women in the United States. Implications for understanding how the findings have the potential for global change are discussed. (shrink)

This text discusses aspects of Human-Machine Interaction from the perspectives of an engineer and a philosopher. Machines are viewed not so much as tools, but more as complex socio-technical systems. On this basis, the relation between production and use of such systems and its influence on the interaction between human and machine is examined. The concept of intentionality serves as a common thread, and its close connection with the concepts of usefulness, purpose, and functionality as well as the more socio-culturally (...) shaped concept of destination is shown. We also discuss the connection of these considerations to current philosophical debates around Floridi’s “Onlife Manifesto”. The core of our argumentation is the significance of the unintended in the interplay between justified expectations, the intended, and experienced results of real-world cooperative action. We extend the meaning of this term up to the negatively intended as harmful effect in order to highlight the prominent position of problem solving in the socio-cultural development of humankind. We focus on information processes in that Human-Machine Interaction and the concept of unintended information. With the advancing digital transformation and the growing possibilities of digital monitoring, the importance of information processes as forms of description is growing, too. We show how the concept of non-intended information is linked to such concepts of control of development, in which the non-intended is marginalised and thus an essential driver of socio-cultural development is deactivated. We compare this with Floridi’s reflections on “fears and risks in a hyperconnected era”. (shrink)

We propose a liminality-based analysis of the process of ethical leadership/followership in organizations. A liminal view presents ethical leadership as a process taking place in organizational contexts that are often characterized by high levels of ambiguity, which render the usual rules and preferences dubious or inadequate. In these relational spaces, involving leaders, followers, and their context, old frames may be questioned and new ones introduced in an emergent way, through subtle processes whose evolution and implications may not be easy to (...) grasp even by those participating in them. This article analyzes the treatment of vegetative powers in Nicolaus Taurellus’s critical response to Andrea Cesalpino. Taurellus’s interest in this topic derives from larger metaphysical and theological concerns. His concern is that Cesalpino’s view that vegetative powers are due to a divine principle of activity inherent in natural particulars leads to a version of substance monism that is incompatible with the Christian doctrine of creation. Taurellus’s critique can best be understood within the context of his defense of an immaterialist (...) account of the basic constituents of reality, which is connected with an emergentist account of the origin of vegetative powers. Os anos que passamos na graduação geralmente costumam ser marcante em nossas vidas, afinal de contas, esses momentos formativos que compartilhamos com os colegas de curso e com os professores/as, ao longo de quatro anos, são fundamentais para nos tornarmos os profissionais que somos hoje. A leitura dos textos, as discussões em sala, as relações de afeto que construímos nesse período, o papo com os professores, a preparação e apresentação dos seminários, as madrugadas em claro fazendo os trabalhos das disciplinas, (...) as reflexões que guardamos na consciência após uma reunião dos grupos de estudo, as confraternizações que costumamos realizar no termino das disciplinas, isto é, todos essas vivências que um estudante universitário costuma ter marca de maneira definitiva a nossa história. E arrisco a dizer, sem receio de ser injusto, que essas experiências passam a ter um significado ainda maior quando nos tornamos efetivamente professores/as. (shrink)

São poucos os professores/as que podemos dizer que a sua história de vida se confunde literalmente com a história de um determinado curso. Que sabe contar com riqueza de detalhes as mudanças arquitetônicas que o prédio sofreu, como se deu o início do curso, quem eram os professores/as, qual era o nome das disciplinas do antigo currículo, bem como das transformações pedagógicas e curriculares realizadas ao longo da história para que ele se tornasse aquilo que ele é hoje. Não é (...) fácil encontrarmos alguém no presente que continua a manter viva a memória cristalina de um passado pouco documentado. Sem nenhuma dúvida, existem poucos professores e professoras na Universidade Federal do Piauí que possuem o privilégio de serem esse “contador de histórias” do curso que trabalham, que possuem uma vivência longa com a instituição. No caso do curso de Filosofia da UFPI, este docente possui nome e sobrenome: Gerson Albuquerque de Araújo Neto. (shrink)

E dentro desta amplo processo de formação cultural que experienciamos intensamente ao longo da nossa trajetória existencial - desenhada por meio dos traços intersubjetivos que estabelecemos com as instituições educacionais que contribuíram efetivamente para que nos tornássemos aquilo que somos do ponto de vista intelectual, afetivo, moral e profissional - arrisco a dizer que, todos nós, de algum modo, (...) guardamos no reinado da memória a lembrança potente e afetuosa de um educador ou educadora que marcou de maneira significativa a nossa vida. Traditionally, the manufacturer/operator of a machine is held (morally and legally) responsible for the consequences of its operation. Autonomous, learning machines, based on neural networks, genetic algorithms and agent architectures, create a new situation, where the manufacturer/operator of the machine is in principle not capable of predicting the future machine behaviour any more, and thus cannot be held morally responsible or liable for it. The society must decide between not using this kind of machine any more (which is not a (...) realistic option), or facing a responsibility gap, which cannot be bridged by traditional concepts of responsibility ascription.
