This study intends to contribute to the delimitation of selected offensive language categories based on an analysis of a corpus of contributions to discussion forums in Czech online national newspapers and news platforms called Czech Corpus of Offensive Language (CCOL). It endeavours to study three problematic areas (1) delimitation between the speech acts performed, (ii) lexical realisation of specific properties of the target and (iii) identification and categorisation of implicit offence (e.g. figurative semantic shifts) by exploring (...) contextual cues for the speech act identification, the keywords indicating the properties of the target and the types of semantic shifts in implicit expressions of offence. The findings indicate that annotation systems that do not use context information for the detection of offensive language may face problems with adequate interpretation of the language means under investigation. Surrogacy has long been discussed in reproductive medicine. In the Czech Republic, surrogacy is not legally regulated. Because of this legal vacuum, there are no official procedures or organizations that openly deal with surrogacy. Potential surrogate mothers and applicants do not have many options for obtaining or sharing information. The only source is the Internet. Online forums are a popular tool for gaining information and contacts regarding surrogacy. The goal of this research was to use qualitative research methods (...) to survey the most searched and discussed topics on Czech online discussion forum websites. We used discussions that we found on www.emimino.cz between 2009 and 2019. This article analyses the comments of the Internet forum discussants/participants, their involvement, knowledge of surrogacy, the information sought and their opinions. In particular, the participants discussed where to find a surrogate mother or how to become one. This article attempts to outline the discussions ordinary people have about surrogacy outside official expert forums. (shrink)

Starting from the assumption that Discourse Analysis can shed light on hidden instances of social demand through the analysis of discourse in different social contexts, the present paper focuses on healthcare, in particular on the social demands concerning health that emerge in forums where health problems are discussed. A corpus of texts produced in the context of non-specialized discussion groups has been analyzed, both from a quantitative and a qualitative perspective. Various discourse features have been examined — from (...) strategies of self-presentation and other-addressing to the selection of specialized lexicon and terminologies, from levels of formality to the interplay of description and narrative. The analysis has revealed the presence of two different ‘scenographies’, that can be named ‘social’ and ‘private’, respectively. The former is characterized by the exchange of information, while the latter gives voice to the need for a different relationship between patients and doctors. In this perspective, it is suggested that the person as a whole should be the main concern of doctors, thus leading to a renewal of discourse in the medical sector. (shrink)

With an increasing number of international schools, traditional EFL teaching methods may not satisfy students’ needs. This study aims to investigate perceptions of social media technologies and willingness to adopt such technologies to collaborate and communicate in multicultural classrooms among novice EFL schoolteachers in the Czech Republic. The participants were 100 novice EFL schoolteachers in Prague and the South Moravian regions of the Czech Republic. The study used a mixed research method consisting of a survey and a (...) semi-structured interview. The survey examined the participants’ appraisal and concerns of using social media technologies to collaborate and to communicate as well as the level of willingness to use social media technologies. A hierarchical cluster analysis using participants’ responses regarding their attitudes and behavioural tendency towards using Web 2.0 social media technologies in language classrooms identified three clusters of teachers. The teachers who were most likely to adopt social Web 2.0 technologies were those who had the highest ratings on both appraisals and concerns regarding the use of social media in language classrooms. The results from the semi-structured interviews were consistent with those from the survey. Together, the results from the two stages demonstrated that most pre-service teachers favoured using Web 2.0 technology for collaboration and communication among colleagues and stakeholders in a broader community, but they displayed contrasting levels of appraisal of and concerns towards using social media technologies. Participants believed that this might be due to their different levels of ICT proficiency, workload, and working environment. The political and practical implications in K-12 education in the Czech context are also discussed. (shrink)

ABSTRACT The article examines the phenomenon known as the quarter-life crisis. The aim was to explore how young people in the Czech Republic practising Buddhism experience this crisis and how Buddhism influences the way they cope. Qualitative research was used to gain insight into how respondents experience this life phase and whether they perceive the world of too many opportunities as a challenge or a problem. The relationship with consumer culture and material consumption was discussed along with the practice (...) of Buddhism and the way Buddhism-based values play a role in influencing respondents’ lives. Respondents showed they are missing a set of principles and values to ease their orientation in the world and their decision-making process. They found in Buddhism a structure that helps them form a delimitation against consumer and non-sustainable production. As a result of adhering to Buddhism and engaging in some practices based on Buddhism, they reported more control in self-directing together with a growth in self-confidence during the decision-making process. At the same time, they overcame feelings of exclusion, observed as one of the manifestations of a young age crisis. They reported that establishing contacts with like-minded young people, whether in meditation, sports centres or discussion forums on social networking sites, gave them a sense of belonging to a group. This paper investigates Slovak migrants’ use of new media to build social capital. It draws on data from a pilot study with 36 Slovaks living in the UK, and on content analysis of the main Facebook page for Czechs and Slovaks in the UK. The data suggest that Facebook is used for sharing emotions rather than to build a community and share practical information. While Facebook and Skype are used to maintain preexisting strong ties in the country of origin, (...) face-to-face contact and mobile phones are used to maintain ties within the UK. However, social media do not seem to facilitate the formation of weak ties prior to migration, with face-to-face contact being dominant upon arrival. Transnational migration experience forms a separate dimension within the participants’ identity, independent from social capital. The data are discussed in relation to findings from previous studies about Slovak migrants in the Republic of Ireland. (shrink)

This contribution aims at describing the experiences of Deep Brain Stimulation (DBS) as discussed on Internet forums. Since the 2000s, increasing attention has been paid to health practices associated with the use of the Internet, whether by medical professionals, public authorities or researchers in the social sciences. We know that Internet is used by patients with Parkinson’s disease, in order to discuss about their lived experiences. This contribution will present how these Internet users address the specific theme of DBS. (...) We will examine how their use and the information sharing associated to it participate in the “shaping” of the lived experience of deep cerebral stimulation. This contribution will be introduced by an analysis of the state-of-the-art in sociological and anthropological international research on the topic of “Internet health”. On the basis of this analysis, it will propose a framework to describe and understand the various uses of the web that are made to give an account of the experience of stimulation. The existence of collective mobilizations in Parkinson’s disease, an old Internet experience and media oppositions concerning certain antiparkinsonian drugs, are conditions which push us to question these themes concerning DBS. This paper is a description, for the first time, of roles played by the users of these Internet forums and the different online activities produced about DBS subject. In an ethnographic perspective, we had to imagine that we were an Internet user seeking patient experiences with this surgical procedure to understand these interactions about DBS. The main goal of this contribution is to describe the attention paid by users for medical information about DBS in the identity and self-help process. The interest of such an approach is to open an anthropological reflection on the place and the role of the medical representations in the testimonies of experience of the disease or the treatments. Social networking sites allow politicians to reach followers directly and offer citizens platforms to express their opinions. However, online discussions often lack civility, leading to increased polarization. Although existing research has brought important insights into populist effects on political trust, attitudes, or electoral behavior, we know less about how populism’s use of divisive rhetoric and identity-based appeals contribute to the confrontational responses of social media users. To address this gap, we investigate the relationship between the use of populist communication (...) in migration-related social media posts by populist and non-populist political actors and the use of uncivil and intolerant rhetoric by social media users. Focusing on the case of the Czech Republic between 2013 and 2020, we conducted a quantitative content analysis of Facebook posts about the contentious issue of migration created by political parties and comments under those posts published by social media users. Our results indicate that while different elements of populist communication bring mixed results to the responses in online discussions, the social media posts created by populist political parties are positively associated with increased online incivility and intolerance. These findings have significant implications for understanding the potential influence of populist messages on social media and its consequences for democratic societies, highlighting their relevance in addressing and mitigating crises beyond the migration crisis, such as the ongoing COVID-19 pandemic and other emergencies. BackgroundThe global expansion of biobanks has led to a range of bioethical concerns related to consent, privacy, control, ownership, and disclosure. As an opportunity to engage broader audiences on these concerns, bioethicists have welcomed the commercial success of Rebecca Skloot’s 2010 bestselling book The Immortal Life of Henrietta Lacks. To assess the impact of the book on discussion within the media and popular culture more generally, we systematically analyzed the ethics-related themes emphasized in reviews and articles about the (...) book, and in interviews and profiles of Skloot.MethodsWe conducted a content analysis of a population of relevant English-language articles and transcripts (n = 125) produced by news organizations and publications in the U.S., Canada, Great Britain/Ireland, and Australia/New Zealand. We scored each article for the emphasis and appearance of 9 ethics-related themes. These were informed consent, welfare of the vulnerable, compensation, scientific progress, control/access, accountability/oversight, privacy, public education, and advocacy.ResultsThe informed consent theme dominated media discussion, with almost 39.2 percent of articles/transcripts featuring the theme as a major focus and 44.8 percent emphasizing the theme as a minor focus. Other prominent themes and frames of reference focused on the welfare of the vulnerable (18.4 percent major emphasis; 36.0 percent minor emphasis), and donor compensation (19.2 percent major; 52.8 percent minor). Ethical themes that comprised a second tier of prominence included those of scientific progress, control/access, and accountability/oversight. The least prominent themes were privacy, public education, and advocacy.ConclusionsThe book has been praised as an opportunity to elevate media discussion of bioethics, but such claims should be re-considered. The relatively narrow focus on informed consent in the media discussion generated by Skloot’s book may limit the ability of ethicists and advocates to elevate attention to donor control, compensation, patenting, privacy, and other ethical issues. Still, ethicists should view the book and a pending major TV film translation as opportunities to highlight through media outreach, consultation exercises and public forums a broader range of bioethical concerns that would otherwise be under-emphasized in news coverage. Such efforts, however, need to be carefully planned and evaluated. (shrink)

This exploratory study investigated the ramifications of e-mail and listservs as modes of journalistic ethical discussion. Results of the e-mail questionnaire to online newspaper journalists indicated that, although American online journalists overwhelmingly use e-mail to conduct both professional and personal business, it is unlikely that many are logging on to electronic discussion groups to discuss ethical issues. Moreover, this study suggests that the "informality" of listservs may reflect their perceived ineffectiveness and consequent underutilization by journalists. Since the mid-2000s, a number of Western countries have witnessed an increase in the number of children born into ‘alternative’ or ‘queer’ families. Parallel with this queer baby boom, online media technologies have become intertwined with most people’s intimate lives. While these two phenomena have appeared simultaneously, their integration has seldom been explored. In an attempt to fill this gap, the present article explores the ways in which contemporary queer reproduction is interwoven with online media practices. Importantly, the (...) article does not understand online media as a technology that simply facilitates queer kinship; rather, it argues that online media technology is a reproductive technology in its own right. Drawing on empirical examples of media practices of kinning, such as online shopping for donor sperm and locating ‘donor siblings’ via online fora such as Facebook, the article analyses the merging and intersection of online media and queer kinship. These analyses serve as a foundation for an exploration of contemporary kinship and the development of a new theoretical framework for contemporary queer reproduction. Empirically, the examples are from single women’s (i.e. solo mothers) and lesbian couples’ family making. Using Weston's work on ‘chosen families’ as a backdrop for discussion, the article describes families of choice in light of new online kinship connections. In particular, the article focuses on online-initiated connections between donor siblings and how such connections can re-inscribe biology as important to queer kinship. Furthermore, it closely examines how media technology guides queer reproduction in particular directions and how technology causes becoming as a family. (shrink)

This article describes the covert seeding by political parties of forums and blogs hosted by one of the leading Slovak daily newspapers, and the techniques developed by journalists, administrators, bloggers and discussants to defend these ‘public spheres’ against perceived colonisation by professional political communicators acting under false identities. We follow a trajectory of accusatory forms and registers—a collective inquiry which gathered and evaluated evidence to support public accusations. The episode demonstrates the vulnerability of the sociotechnical systems used by the (...) media to host e-participation as well as their capacities for self-regulation. It shows how citizens, journalists and party political communicators are engaged in complex boundary struggles for the appropriation and regulation of these new spaces of sociability in order to qualify the forms of knowledge that emerge there, agree conventions for the expression of disquiet and negotiate practically enforcable definitions distinguishing political marketing from free public debate. This paper scrutinizes some peculiarities of the culture of Internet argumentation: it is a qualitative pragma-dialectical study of different strategies arguers employ to question or attack argumentation of their opponents in online political discussion forums. The basic assumption of the paper is that this particular context of argumentation—or: argumentative activity type—creates special opportunities and constraints for critical reactions regarding propositional content and relevance of argumentation. Public concern over major agricultural product safety incidents, such as swine flu and avian flu, can intensify financial losses in the livestock and poultry industries. Crawler technology were applied to reviewed the Weibo social media discussions on the African Swine Fever incident in China that was reported on 3 August 2018, and used content analysis and network analysis to specifically examine the online public opinion network dissemination characteristics of verified individual users, institutional users and ordinary users. It was found (...) that: attention paid to topics related to “epidemic,” “treatment,” “effect” and “prevent” decrease in turn, with the interest in “prevent” increasing significantly when human infections were possible; verified individual users were most concerned about epidemic prevention and control and play a supervisory role, the greatest concern of institutional users and ordinary users were issues related to agricultural industry and agricultural products price fluctuations respectively; among institutional users, media was the main opinion leader, and among non-institutional users, elites from all walks of life, especially the food safety personnel acted as opinion leaders. Based on these findings, some policy suggestions are given: determine the nature of the risk to human health of the safety incident, stabilizing prices of relevant agricultural products, and giving play to the role of information dissemination of relevant institutions. Online discussion forums are an essential and standard setup in online courses to facilitate interactions among learners. However, learners’ inadequate participation in online discussion forums is a long-standing challenge, which necessitates instructor intervention and the design consideration of online learning platforms. This research proposes and studies the role of mandatory participation, i.e., learners’ participation in online course forums by instructors’ requirements, in fostering their voluntary participation and boosting their learning performance. This novel effect link between (...) mandatory participation and voluntary participation has not been assessed in previous research. An empirical study is conducted using a large-scale dataset of 27,767 learners from a leading massive open online course platform in China. The findings indicate that besides its direct effect on learning performance, learners’ mandatory participation has a significant positive effect on their voluntary participation in online course forums, enhancing learning performance. Moreover, the effect of mandatory participation on voluntary participation varies across learner groups, being more prominent for early registrants than late registrants and part-time learners than full-time learners. This research contributes to the online learning literature by introducing mandatory participation as a viable approach to foster voluntary participation and boost learning performance through enhanced voluntary participation. It provides evidence on the effectiveness of the novel design feature of MOOC platforms that enables and facilitates the mandatory participation mechanism in online learning. (shrink)

Online forums have become the main source of knowledge over the Internet as data are constantly flooded into them. In most cases, a question in a web forum receives several responses, making it impossible for the question poster to obtain the most suitable answer. Thus, an important problem is how to automatically extract the most appropriate and high-quality answers in a thread. Prior studies have used different combinations of both lexical and nonlexical features to retrieve the most relevant answers (...) from discussion forums, and hence, there is no standard/general set of features that could be effectively used for relevant answer/reply post classification. However, this study proposed an answer detection model that is exclusively relying on lexical features and employs a random forest classifier for classification of answers in discussion boards. Experimental results showed that the proposed answer detection model outperformed the baseline technique and other state-of-the-art machine learning algorithms in terms of classification accuracy on benchmark forum datasets. This paper examines the proposition advanced by Sunstein and other scholars that political online forums tend to be characterized by in-group homogeneity and group polarization. The paper adopts a process view of online forums and examines discussions within a time perspective. Five discussion lines on Climategate.nl are investigated. The research focuses on how participants react to the participation of dissidents and on the resulting processes of inclusion and exclusion. Climategate.nl moved in the direction of an ‘echo chamber’ (...) gradually over time. Nevertheless, the forum was never completely homogeneous. The editors played an active role in the inclusion and exclusion of dissidents. A counter-steering moderation policy is needed to keep group polarization and homogenization within certain limits. My focus is the ‘logico-rhetorical module’. This mental module, Sperber hypothesizes, is an evolved ability of human beings to examine critically what someone is saying, for example, to detect inconsistency or inadequate evidence in an argument. On the assumption that we have this natural ability, Chilton questions the need for Critical Discourse Analysis; in contrast, on his reading of Sperber’s work, Hart argues the opposite. In this article, I agree with Chilton’s stance to the extent that the competence of the (...) logico-rhetorical module is, generally speaking, adequate for enabling critical engagement with verbal input. That said, I highlight two limitations of the logico-rhetorical module for detecting inconsistency in arguments. To address these limitations, I hold a new approach is needed in Critical Discourse Analysis. This is one which draws on the corpus linguistic method; I refer to it as Electronic Deconstruction. In this article, the author deals with the relationship between the supposed socio-integrative role of media events, as defined by Dayan and Katz, and the processes of European integration and identity building. He focuses specifically on the Eurovision Song Contest and the way it has been historically promoted as a tool for raising European consciousness, as well as on the difficulties with maintaining this role in the context of the growing number of participating countries. These issues are further explored (...) through an empirical analysis of the 2007 Eurovision Song Contest in the Czech Republic, which was a debuting country that year. This case study shows that the event was largely unsuccessful and met both with a lack of audience interest as well as with media criticism and even disdain. It also demonstrates how, in light of the Czech musical representative's failure in the ESC, the Czech media scene adopted a nationalist-defensive stance and created an image of a moral victory over decadent Europe. Fear, anger and hopelessness were the most frequent traumatic emotional responses in the general public during the first stage of outbreak of the COVID-19 epidemic in the Czech Republic (N = 1,000). The four most frequent categories of fear were determined: (a) fear of the negative impact on household finances, (b) fear of the negative impact on the household finances of significant others, (c) fear of the unavailability of health care, and (d) fear of an insufficient food supply. The (...) pessimistic communications used by the Czech mass media contributed to intensifying traumatic feelings, fears and psychological distress in the general public during the outbreak of the COVID-19 epidemic. The anxious emotional tone of the messages and the presentation of selectively chosen “bad ending stories” contributed to the psychological traumatization of the Czech population. This form of communication was motivated by an effort to reach the broadest audience possible. Older adults were the most affected part of the population because of their isolation and their very limited opportunity to share their worries and emotions with others. The communication used by the Czech mass media during the outbreak of the COVID-19 epidemic is a representative example of a traumatizing form of media communication during an epidemic. (shrink)

Students often multitask with technologies such as computers, laptops, tablets and smartphones during class. Unfortunately, numerous empirical studies firmly establish a significant drop in academic performance caused by this media multitasking. In this paper it is argued that cognitive studies may have clarified the negative consequences of this activity, yet they struggle to address the processes involved in it. A cognitive characterization of attention as a mental phenomenon neglects the interaction between bodies and technologies, and it is suggested that (...) a postphenomenological understanding is necessary to account for the materiality of practice. Notions of embodied habits and technical mediation are introduced, and an example of a postphenomenological account of media multitasking is introduced. Since Eveland and Shah published their seminal study on the impact of social networks on media bias perceptions in the US, little has been researched about the interpersonal antecedents of hostile media perceptions. In this study we address this gap by investigating the role of safe, or like-minded, political discussions on individuals’ likelihood to perceive media as hostile. We use survey data from more than 5,000 individuals in Germany. Our findings reveal that like-minded discussions increase one’s likelihood (...) to perceive media as hostile; yet, only among those more politically engaged and ideologically on the left. Group events that occurred in China show a trend of increasing in the number, rising in the scale and range extension. With environment and society changing, the media have reported the group events these years. However, facing to the challenge of mobile phones and the Internet and other new media, the final reported results of the media are not satisfied. This paper points out that there are some questions about the media such as the slow reflection (...) of the earlier reports, abrupt end of the later reports; being lack of objective, fair quality, or even false information and so on. It also analyzes the constraint factors from three aspects of the rise of group events, the risk of group events, the game between the government, the media and the public, as well as the legal system.. This paper points out that the emergence of group events presently in China has profound social reasons, which has not only a negative function, but also has positive features. The media need to act as a “social safety valve”. Correspondingly China needs to expand the coverage of group events in the media and to increase the amount and degree of the media reports of social issues and social contradictions. (shrink)

The paper is based on a review of research on media selection and related topics on the one hand and on an explorative pilot survey on the other. In summarising the review, the authors propose that the factors explaining media choice be grouped into five categories: (1) the properties of the media itself affect its choice, (2) properties of the user affect media choice, (3) the communication situation plays an important role, (4) macro factors explain (...) class='Hi'>media choice, and (5) media choice can be explained as the outcome of a dynamic multiparty negotiation process. The pilot survey compares Japanese and Finnish students’ preference of media in various communication situations. This paper focuses on Sinophobia which is usually not expressed openly in the public service media. The Sinophobia discourse intensified in 2020 in connection with the coverage of the pandemic. How are anti-Chinese attitudes expressed in the news discourse of the Czech Radio and Czech Television? Examples from a broader analysis of the representation of the SARS-COV-2 pandemic in news and journalism programmes are given. Inductive qualitative research methods (discourse and semiotic analysis) were used to detect subtle (...) nuances of meaning and reveal implicit presuppositions. This study focuses on the manifestations of bias, e.g., the ideologically grounded attitudes of the speakers. The anti-Chinese statements (about poor hygiene habits and eating wild animals) were most often mentioned in connection with the origin of the coronavirus, vaccination, and China expansive policy. Sinophobic messages were built on the opposition of Us and Them, which is, according to van Dijk (2000), the core of new racism. In spite of the fact that the open hate speech and systematic bias (intentional implications, obvious evaluation or signposting) were not found in the researched sample, the analysis identified the presence of Sinophobic statements in both public service media. Affectivity has become an operative concept for a variety of analyses of our everyday media-based public communications. However, it often remains unclear what affectivity is and how it can be used for analysing media-based public discussions. To clarify the role of affectivity in such analyses, I take a look back to the classical phenomenological analyses of affectivity provided by Edmund Husserl. I argue that based on Husserl’s analyses, affectivity is essentially a relation between the object and the affected (...) subject evoking responses in the subject. Accordingly, the role of affectivity in the opinion formation and other similar processes in media-based public discussions can be analysed as contingent sedimentations of the object’s such relations to the subject. As my analysis demonstrates, analyses of affectivity in the context of media-based communications do not capture their research object—affectivity—if affectivity is conceived as a feature of the media contents and not as a modality of experience. Discussions surrounding patient engagement and empowerment often use the terms “patient” and “consumer” interchangeably. But do the two terms hold the same meaning, or is a “patient” a passive actor in the health care arena and a “consumer” an informed, rational decision-maker? Has there been a shift in our usage of the two terms that aligns with the increasing commercialization of health care in the U.S. or has the patient/consumer dynamic always been a part of the buying and selling of (...) health care in the American system? Recent discussions of the issue exist in the popular press and in social media forums such as TEDMED, but few direct analyses of the ethical, legal, and policy ramifications of this possible shift in terminology are available in the academic literature. This paper analyzes our usage of the terms and any recent changes in the dynamic and discusses the ethical, legal, and policy implications of this simple terminology for the physicianpatient relationship. Notre interrogation porte sur la visibilité de la psychologie sociale à travers les forums de discussion Usenet. Ces espaces thématiques communautaires qui permettent d'échanger de très nombreuses informations sous forme de discussions en temps différé, ont servi de support pour interroger la diffusion de la psychologie sociale auprès du grand public. Les archives des forums Usenet ont été interrogées à l'aide des clefs psychosociologie, sociopsychologie et psychologie sociale. Outre les messages liés aux réseaux d'entre-aide et de recherche (...) d'emploi, deux grandes thématiques émergent de l'analyse des messages recueillis: l'utilisation de la psychologie sociale comme caution scientifique pour appuyer le discours émis et une psychologie sociale comme discipline essentiellement manipulatrice. Dans le corpus étudié, celle-ci semble privilégier la manipulation comme objet d'étude - ou en tout cas les individus ne retiendraient que cet objet - et, qui plus est, «manipule» en retour pour obtenir ses résultats.Our study is concerned with the visibility of social psychology through Usenet forums. These virtual communities, which enable the exchange of a multitude of information in discussion forums in non-real time, were the object of our study which explored the popularization of social psychology with the general public. Archives from Usenet were searched using the following keywords: psychosociology, sociopsychology and social psychology. Besides messages linked to help and job-search networks, two main themes emerged from the analysis of messages namely that social psychology is used as a source of scientific evidence to back up the opinions expressed and that socialpsychology is essentially a manipulating discipline. In the studied corpus, socialpsychology seems to privilege manipulation as an object of study - or at least that the individuals involved only remember that aspect – and that it moreover "manipulates" to obtain its results. The discussion concerning the patenting of academic knowledge is already closed for many people. It has become a type of credo, solemnly intoned at all levels: universities must commercially valorize the knowledge that they generate as extensively as possible.The public means that are reserved for universities can never increase at the same rate as the mounting costs for highly specialized research. So universities, if they want to work at the top level, must increasingly appeal to private resources. Universities are (...) increasingly forced to aim at contract research, sponsorships, commercialised service, the patenting of technical findings, and spin-offs: Cash for knowledge!The pressure for the unfettered commercialisation of academic knowledge does not only come from within the universities. The message also comes from the politicians and those who are committed to economic prosperity. They argue that the commercialisation of intellectual property contributes to new employment because it makes new industrial developments possible and reinforces the competitiveness of ventures. They make it seem that universities form the motor of the knowledge economy.In a country without considerable natural resources and with extremely high personnel costs, innovation is of vital importance. Few convictions are equally as expressly avowed at so many differing forums. The direction of the march seems clear.It was once different. The knowledge that was acquired, deepened, preserved, and transmitted within the universities was not for sale. In fact, its sale could present difficulties because academic knowledge has never answered to the properties of a marketable thing. Use does not deplete knowledge and if you consider it your mission to bring to light knowledge, you do not want to exclude anyone from making use of it.Academic knowledge could thus not be an object of trade, at least so long as nobody was intent on keeping that knowledge secret, and so long as nobody appealed to regulations, whereby one could restrict the legal use of that knowledge. Today neither of these strategies are taboo within academic centres. The patenting of all forms of qualifying knowledge is even encouraged.A patent assumes, on the one hand, that one makes public the knowledge upon which a technique rests, while one, on the other hand, can grant use of that technique exclusively to who one gives a licence, whether or not for a fee. This system is put forth as attractive for all parties. The researchers can keep up with technical details, and the entrepreneur can commercialise the finding. Everyone is happy.Or perhaps not? Are there reasons to be concerned that universities must increasingly submit themselves to the laws of the market? Are there arguments for evaluating academic performance differently than the performance of entrepreneurs? Must one regret that knowledge is commercialised as much as possible?The proponents of the commercial orientation point out that all kinds of new incentives will give a new impetus to the old academic system and will increase the relevance of academic research. They seem to dismiss resistance to the renewal as a nostalgic outpouring of a privileged group that used to have it too good, a group that for too long knew to retreat too safely back into a series of unworldly problems.The opponents of the economically oriented approach fear that the proper character of the academic mission will be lost. They fear that the loss of academic autonomy will make the specific function that a university fulfils within society impossible. In what sense?In our society, there is not one type of sphere, and there is not one valid set of standards, the basis upon which performances are evaluated, functions are judged, or objectives commended. There are strongly divergent spheres and each have their own specific function. The laws that apply in one sphere do not necessarily have authority in another sphere, and the standards that apply in one sort of relationship often have little or no meaning in another relationship.Each sphere recognises its own standards and answers to its own system of exchange for compensation, approval, and recognition. What applies in the sphere of law does not necessarily apply in the sphere of someone’s personal friendships, or is not applicable among family members. What applies in trade does not necessarily apply in the sphere of art.Even more, things go wrong when the autonomy of these spheres is not respected. Within the domain of art, love and friendship, monetary laws are not valid, at least in a healthy situation. That is not to say that the rules that apply within the free market would be wrong or unethical – far from it. It seems self evident that these laws are valid under the condition that they apply in the environment to which they belong, and that one respects these limits.This applies for all spheres. It would be unjust if one would apply the standards of friendship to the spheres of jurisprudence or education. Manifestly, it seems self evident not to define justice as a univocal principle that must be extended with the same consistency in every type of sphere. Rather, it is just to respect the individual character of the normative relationship that applies in the diverse spheres of life, and to prevent one sphere from colonising another.Justice assumes that one prevents the political sphere from stipulating what must be said, or concealed, within the academic sphere. Academics must answer alone to that which is expected of them within the academic sphere. Political pressure may exert no influence on this. Why cannot one say the same about economic pressure?Do we run the risk that the economic sphere will colonise the academic sphere just as the economic sphere previously colonised the sphere of media? What must one imagine in this supposed risk? In what sense should economic laws threaten the academic sphere?In the academic sphere, it is traditional to follow one’s own interests and investigate anything whatsoever without having to ask if this knowledge is useful for something or how the fruits of this research fit within the economic context. The academic search for a better understanding of everything has an unconditional character.The manner in which researchers evaluate the performance of each other seldom has to do with the economic effects that their findings have, but with their reliability, the meticulousness with which they were checked, the scrupulousness with which the sources were collected, and the honesty with which they were communicated. The function of the academic is to collect and refine knowledge, and to bring to light the truth.By doing so, universities offer a type of foot-hold within society. They make it possible that a place exists where one can be obedient to what lets itself appear most truthfully today. Nobody has to fear, at least as long as the autonomy of the academic sphere is respected, that the communication of a particular subject was rhetorically coloured in function of a commercial interest, was applied according to the wishes of the sponsor, was brought into conformity with what was agreed upon by the financiers, or answered to the demands of a patent.It is possible that the influence of the commercial sphere shall be less dramatic than pessimistic academics imagine, but nothing indicates the opposite. Today we are giving a new strategy power, and nobody knows how the magician’s apprentice will bring it off.This forms the context of the questions that we shall try to answer together this number of Ethical Perspectives, and we will restrict our discussion to patents. We are aware that the discussion about patents illuminates just one part of the problems, which have to do with the relation of the worlds of academia and commerce. But there is a reason for confining oneself to an aspect of this problematic relationship. If one were to broaden the scope of inquiry further, one would risk missing the complexity of the subject matter already covered, and be consigned to a far too general and aimless debate.We have brought together a number of specialists, jurists, ethicists, and people with practical experience with the field. They shall introduce us into the problematic, confront us with their points of view, and help to answer our questions: Are there moral limits to the patenting of academic knowledge? Is patenting always the most efficient strategy? Does not perhaps the university sell its soul if it gradually leaves itself subject to the laws of the market?We will begin by asking how in particular a university should proceed with the patenting of knowledge. Modern universities were inspired by the ideals of the Enlightenment, which was characterised by the open distribution of unselfishly pursued knowledge.The privatisation and commercialisation of knowledge would seem to conflict with this traditional vision. Jürgen Mittelstrass and Bart Pattyn provide a theoretical and historical basis for protecting the autonomy of university research from the corrupting aspects of the market economy.But, are there reasons for giving up the traditional outlook? Few or no universities have not chosen to patent discoveries, but how is one to proceed within the framework of the university, once one has obtained patent protection? Can one pursue a policy of using these protected intellectual rights to secure the fruits of knowledge for financially weaker groups, or do circumstances compel the universities to be exclusively driven by market forces?Those are the kinds of questions that Gilles Capart and Geertrui Van Overwalle of the KU Leuven will deal with.Sigrid Sterckx of the university of Ghent will answer the question: can patents be morally justified?Paul Belleflamme of the Université Catholique de Louvan La Neuve writes concerning the economic evidence of patents, and the real effect of incentives. Are there any economic facts that can demonstrate the effectiveness of patenting?Then we give the floor to Christopher May of the University of Lancaster, who looks at the question of how universities have to deal with the global information society. How social media impacts the autonomy of its users is a topic of increasing focus. However, much of the literature that explores these impacts fails to engage in depth with the philosophical literature on autonomy. This has resulted in a failure to consider the full range of impacts that social media might have on autonomy. A deeper consideration of these impacts is thus needed, given the importance of both autonomy as a moral concept and social media as (...) a feature of contemporary life. By drawing on this philosophical literature, we argue that autonomy is broadly a matter of developing autonomy competencies, having authentic ends and control over key aspects of your own life, and not being manipulated, coerced, and controlled by others. We show how the autonomy of users of social media can be disrespected and harmed through the control that social media can have over its users’ data, attention, and behaviour. We conclude by discussing various recommendations to better regulate social media. (shrink)

L'article examine les spécificités des forums de discussion proposés par les municipalités françaises au regard de quelques-unes des interrogations animant les réflexions sur la délibération. Le forum apparaît comme un lieu conflictuel où l'expression relève davantage du registre de l'émotionnel que de la seule argumentation rationnelle. Ce caractère polémique des échanges n'est pas cependant exempt du souci de l'intérêt général, les internautes tentent ainsi de monter en généralité à partir de leurs revendications personnelles. Les inégalités de compétence entre (...) participants ne disparaissent pas lors des échanges électroniques, notamment en raison d'une maîtrise différenciée de l'écriture, mais la prédominance discursive de l'institution municipale, qui accompagne habituellement les débats publics, est largement érodée. L'influence du forum dans l'espace public local se manifeste indirectement, à travers son instrumentalisation dans le cadre d'actions collectives. (shrink)

Part I., written by the same author and titled "THE PERSECUTED CHURCH: THE CLANDESTINE CATHOLIC CHURCH (ECCLESIA SILENTII) IN CZECHOSLOVAKIA DURING COMMUNISM 1948 – 1991," was published in the January issue of the Occasional Papers on Religion in Eastern Europe (OPREE), ISSN: 2693-2148.2 It includes a brief historical overview and introduces the Clandestine Catholic Church (Ecclesia Silentii) in Czechoslovakia during Communism from 1948 to 1991. Background: Discussion of the influence of money on bioethics research seems particularly salient in the context of research on the ethical, legal, and social implications (ELSI) of human genomics, as this research may be financially supported by the ELSI Research Program. Empirical evidence regarding the funding of ELSI research and where such research is disseminated, in relation to the specific topics of the research and methods used, can help to further discussions regarding the appropriate influence of specific institutions and (...) institutional contexts on ELSI and other bioethics research agendas. Methods: We reviewed 642 ELSI publications (appearing between 2003 and 2008) for reported sources of funding, forum for dissemination, empirical and nonempirical methods, and topics of investigation. Results: Most ELSI research is independent of direct grant-based funding sources; 66% reported no such sources of funding. The National Human Genome Research Institute (NHGRI) is the most dominant source of funding; 16% of publications acknowledged at least one source of NHGRI grant funding. Funding is acknowledged more frequently in empirical than nonempirical publications and more frequently in publications in public health journals than in any other ELSI research dissemination forums. Dominant research topics vary by publication forum and by reported funding. Conclusions: ELSI research is surprisingly independent of direct grant-based funding, yet correlations are apparent between this type of funding and publication placement, topics addressed, and methods used, implying a not insignificant influence on ELSI research agenda setting. However, given the relatively low percentage of publications acknowledging external grant-based funding, as well as other significant correlations between publication placement and topics addressed, additional institutional contexts, perhaps related to professional advancement or valuation, may shape research agendas in ways that potentially exceed the direct influences of grant-based funding in this area. In some cases, grant-based funding may actually counter other potentially problematic institutional influences. (shrink)

The paper describes the Czech project in the history of mathematics which was initiated at the Faculty of Mathematics and Physics of Charles University in Prague at the end of the eighties of the 20th century. Its main aim is to map the development of mathematical research in the Czech lands in the second half of the nineteenth and the first half of the twentieth century. The main result of this project is the production of monographs. These chart (...) out the life and work of some prominent Czech personalities-mathematicians who have had substantial influence on the development of Czech mathematics. The aim of the project, the structure of the monographs and the general method are discussed in the paper. (shrink)

This article discusses some aspects of developments in the Czech Republic during the 15 years since the downfall of the Communist regime. At the level of social structures, the dominant trend has been a rapid growth of inequality, which has blocked the development of a middle-class society. At the political level, the most salient tendency is the growth of a 'silent majority', not least due to the murky methods of privatization and the manifest corruption among the new elite. The (...) problems of the ecological movement exemplify the difficulties faced by nascent civil societies in post-Communist conditions. Finally, the author tries to identify likely trends linked to the dynamic of globalization. Here the most serious problem is the stagnation or even decline of the employees and small entrepreneurs who were once expected to become the backbone of civil society. (shrink)

In addition to two Czech translations of Thomas More’s Utopia—one from 1950 by Bohumil Ryba, the other from 1911 by Jiří Foustka—More’s imaginary society has been introduced into the Czech context through prefaces and afterwords that accompanied the translations, through journalistic essays, and through a number of scholarly articles and book-length studies. Drawing on several such recently published accounts of More’s life and his work, the following pages first sketch contemporary debates about Utopia in the Czech Republic. (...) A critical study of the philosophy and political practice of the Czech dissident movement Charter 77. Aviezer Tucker examines how the political philosophy of Jan Patocka (1907–1977), founder of Charter 77, influenced the thinking and political leadership of Vaclav Havel as dissident and president. Presents the first serious treatment of Havel as philosopher and Patocka as a political thinker. Through the Charter 77 dissident movement in Czechoslovakia, opponents of communism based their civil struggle for human rights on philosophic foundations, (...) and members of the Charter 77 later led the Velvet Revolution. After Patocka's self-sacrifice in 1977, Vaclav Havel emerged a strong philosophical and political force, and he continued to apply Patocka's philosophy in order to understand the human condition under late communism and the meaning of dissidence. However, the political/philosophical orientation of the Charter 77 movement failed to provide President Havel with an adequate basis for comprehending and responding to the extraordinary political and economic problems of the postcommunist period. In his discussion of Havel's presidency and the eventual corruption of the Velvet Revolution, Tucker demonstrates that the weaknesses in Charter 77 member's understanding of modernity, which did not matter while they were dissidents, seriously harmed their ability to function in a modern democratic system. Within this context, Tucker also examines Havel's recent attempt to topple the democratic but corrupt government in 1997–1998. Introduction. The development of legal culture and a culture of human rights in the modern world through media technologies, is acquiring special significance in connection with the processes of globalization and the spread of media in recent decades. The purpose of the article is to study the prospects for the use of media education in the formation of the legal social culture and a culture of human rights. Materials and methods. Based on a study of domestic and (...) foreign sources, issues of media education, media literacy, spiritual and moral education, the legal culture of society, the phenomenon of post-truth and ways of forming critical, creative thinking are considered. The use of general scientific, philosophical, and socio-pedagogical methods has made it possible to study media education as a dialogue of learning, stimulating the development of rational, critical thinking, focused on the search for the value foundations of intellectual and social activity. Results. The development of the field of information and communication technologies determines the principles for the formation of the content and orientation of modern education. Media education is interlinked with the development of democracy and human rights. It influences the formation of a culture of citizen participation, their active social position, civic and political culture. Media education plays a significant role in shaping the legal culture of society since critical media research and information research focuses on the analysis of power structures and structures of dominance in the media. A study of the interpretations of the concepts of "media education" and "media literacy" made it possible to show that media education focuses a person on a critical approach to media content. One of the main issues of media education is teaching a person the skills to critically study media and media technologies, which involves addressing the technological, cultural and historical specifics of specific media used at a specific time and place. Information and communication technologies have changed the way of life, work, communication, and ways of selfpresentation, the formation of values, participation in socially significant events. Therefore, a critical approach to mass media should be based on knowledge of socio-philosophical theories, ethics and research in the field of mass media. Discussion. Mass media are constructing a history of human rights, which updates the topic of the media policy of human rights, combining socio-legal, cultural and media theories. Education in the field of acquiring information perception skills, the ability to correctly understand the importance of audiovisual images, to competently handle and navigate information flows are necessary for the life of a modern person in society.
