The year 1968 is universally considered a watershed in history, as the world was experiencing an accelerated growth of anti-establishment protests that would have long-lasting impacts on the cultural, social, and political spheres of human life. On September 26, amid social and political unrest across the globe, 62 physicists gathered in Geneva to found the European Physical Society. Among these were the official representatives of the national physical societies of 18 countries in both Eastern and Western Europe, who signed (...) the constitution in spite of the political divides of the Cold War. According to the main proponent of the society, Italian physicist Gilberto Bernardini, the success of the initiative was the realization of a dream: the institutional formation of a single community of European physicists, a representation of a culturally unified Europe that he described as a “single highly civilized nation.” The analysis of as yet unexplored archival materials of Bernardini and other protagonists in the establishment of the society has enabled an investigation of the historical development of science diplomacy in two interconnected ways: first, by elucidating how the actors involved, especially those in Western Europe, interpreted their role as diplomats amid particularly turbulent reconfigurations of international political relations; second, by interpreting the attempt to institutionalize transnational scientific networks with the establishment of a non-governmental organization as a tool to influence world political affairs. It will first be shown that the political ideal of a culturally unified Europe was deeply intertwined with the socio-professional interests of a specific community, mostly involved with CERN. I will argue that, in the process of establishing the society, the invasion of Czechoslovakia by Warsaw Pact armed forces led many of the Western physicists involved in this process to reframe the role of the European Physical Society as a tool to diffuse liberal-democratic values and to support political dissidents in Eastern Europe. Economic diplomacy is known as a symbol of the European Union and represents its primary function. With the development of science and new ways of communication, the European Union can organize a new approach for its economic diplomacy. The main advantage of the European Union as a soft power is that its economic and diplomatic interests are represented in a manner that is based not on confrontation but economic collaboration with other states. The disadvantage (...) is that this domain is presently not used enough to represent EU interests. This paper describes economic diplomacy in general and the economic diplomacy of the EU in particular. Divided into three parts, the goal of this study is to outline the importance of economic diplomacy, its evolution, the influence of this domain on the creation of previous economic treaties, and its possible future impact on the development of new agreements between the European Union and its neighbor countries. The main methodology used is descriptive, presenting the evolution of this field and the new business strategies that can be used to improve cooperation at the eastern border of the European Union. Therefore we present here the historical background of EU economic diplomacy, its present issues and future challenges. The quantitative data used in this research paper are based on information from EU websites and on the actual events concerning debates about economic diplomacy and its future. The research questions presented herein follow the general evolution of this domain and its mutual influence with EU’s businesses strategies. (shrink)

The establishment of international sanitary institutions, which took place in the context of rivalry among the great European powers and their colonial expansion in Asia, allowed for the development of administrative systems of international epidemiological surveillance as a response to the cholera epidemics at the end of the nineteenth century. In this note, I reflect on how a historical analysis of the inception of international epidemiological surveillance and pandemic management helps us to understand what is happening in the COVID-19 (...) pandemic today. Mihai Ralea was a university professor and prominent representative of the Romanian interwar literary intelligentsia. M. Ralea taught psychology, sociology and aesthetics, and was at the same time the director of a reputed literary magazine (Viaţa românească-Romanian Life). Ralea was also a politician, initially an important member of the National Peasant Party, representing its centre left wing. In his case, one may notice the contradiction between his moral arguments in public and his deeds after he reached positions of power (Minister (...) of Labour under the royal dictatorship, Minister of Arts under the pro-communist Petru Groza government, etc.). Ralea was also called “the moralist without morals”, and the compromises he made – manifested through his adherence to anti-democratic regimes – can be documented by numerous archival documents. Due to strong political connections, Ralea survived in the high ranks of cultural bureaucracy even during cultural Stalinism. He maintained important positions both at the University of Bucharest and with humanities research institutes of the post-1948 Soviet-style Romanian Academy of Sciences. In the late 1950s and early 1960s, he also gained posi-tions of international cultural representation with the Romanian branch of the United Nations Educational, Scientific and Cultural Organisation (UNES-CO) and the Romanian Institute for the Cultural Relations with Foreign Countries (IRRCS, the Romanian VOKS). His survival (as a professor of psychology after 1948) had a significant price – Ralea’s collaboration with the Stalinist regime. Using open sources and also newly declassified archival documents, the article is an attempt to approach M. Ralea’s case of survival in the high cultural bureaucracy in the East European context. Contemporary scholarship concerning science diplomacy is increasingly taking a historical approach. In our introduction to this special issue, we argue that this approach promises insight into science diplomacy because of the tools historians of science bring to their work. In particular, we observe that not only are historians of science currently poised to chart the diplomatic aspects involved in the transnational circulation of technoscientific knowledge, materials, and expertise. They are ready to bring critical global (...) analysis to an important phenomenon that has too often been treated as a benign diplomacy device deployed by the Global North without equal reference to the Global South. Through cases discussed in the articles of the special issue, however, we see that historically, in the Global South as well as the Global North, science diplomacy has often functioned to mediate the circulation of technoscientific knowledge and materials, and its historical study helps to better illuminate the resulting knowledge-power nexus. ABSTRACT Despite the increasing interest in science exhibitions, there has been hardly any work on mobile science exhibitions and their role within science diplomacy – a gap this thematic issue is meant to fill. Atomic mobile exhibitions are seen here not only as cultural sites but as multifaceted strategic processes of transnational nuclear history. We move beyond the bipolar Cold War history that portrays propagandist science exhibitions as instances of a one-way communication employed to promote (...) the virtues of the two major and conflicting political powers. Instead, Science Diplomacy on Display follows mobile atomic exhibitions as they move across national borders and around the world, functioning as spaces for diplomatic encounters. Exhibitions play a vital role not only in the production of knowledge and the formation of political worldviews but also as assets in diplomatic negotiations and as promoters of a new worldview in which nuclear stands at the centre. They are powerful iconic diplomatic devices, that is systems of representations that capture the diplomatic processes in action and make the nitty-gritty details of international relations visible. This issue seeks to trace the multiple and often contradictory meanings that mobile exhibitions took on for various actors. (shrink)

As modern foreign policy and international relations encompass more and more scientific issues, we are moving towards a new type of diplomacy, known as "Science Diplomacy." Will this new diplomacy of the 21st century prove to be more effective than past diplomacy for the big issues facing the world, such as climate change, food and water insecurity, diminishing biodiversity, pandemic disease, public health, genomics or environmental collapse, mineral exploitation, health and international scientific endeavours such as (...) those in the space and the Antarctic? Providing a new area of academic focus that has only gathered momentum in the last few years, this book considers these questions by bringing together a distinguished team of international specialists to look at various facets of how diplomacy and science are influenced by each other. The book not only dissects the ways that politics, science and diplomacy have become intertwined, but also highlights how the world's seemingly most intractable problems can be tackled with international collaboration and diplomacy that is rooted in science, and driven by technology. It, therefore, challenges the conventional wisdom concerning the juxtaposition of science and the world of diplomacy. (shrink)

English has become the first global language of international com- munication during the last decades. It is dominant in many fields as science, technology, transportation, business and tourism and diplomacy. The European Union with law applicable directly on individuals is officially multilingual. English is, however, preferred in internal communication and in communication with national experts. National laws are closely related with particular states. Related discourse is therefore realized mostly in national language. Legal education and research are thus (...) less anglicized than other university education and research. Nevertheless, increasing importance of international and supranational rules for harmonization and coordination, growing demand for comparison, pres- sure to publish in internationally recognized journals, Europe-wide research projects and rising numbers of exchange of students cause widespread resort to English also at schools of law. Unfortunately, English is language of countries with Anglo-American law which differs significantly from continental law existing in most European and other countries. Therefore, it is difficult to find adequate English words for phenomena of civil law and to stabilize their use in international discourse. (shrink)

As technologies of ocean exploitation emerged during the late 1960s, science policy and diplomacy were formed in response to anticipated capabilities that did not match the realities of extracting deep-sea minerals and of resource exploitation in the deep ocean at the time. Promoters of ocean exploitation in the late 1960s envisaged wonders such as rare mineral extraction and the stationing of divers in underwater habitats from which they would operate seabed machinery not connected to the turbulent surface waters. (...) Their promises coincided with others' fears that nuclear weaponry would be placed on the seabed. Those who lacked the technological capability to extract minerals from the seabed also had concerns that other nations would exploit their resources. Scientific imaginaries caused uncertainty in the international community—especially in the “Global South.” The UN called the “Law of the Sea” conferences to mediate emerging geopolitical tensions caused by these imaginaries of exploitation of ocean resources. These conferences became a site where lawmakers projected futures rather than merely responding to past or present dilemmas. Diplomats' negotiations, with their basis in anticipation of the future uses of science and technology, reveal the role of scientific imaginaries within complex negotiations. Here, we see the impact of the distinction (or blurring) of the real and the imagined on the balance of relations between Global North and South increasing global imbalances of resources and power. This article's analysis of such scientific diplomacy provides a valuable example of the power of scientific imaginaries to have a global impact. (shrink)

In the early twentieth century, with the development of Western scientific imperialism, Asia, South America, and Africa became sites for Western scientific exploration. Many paleontological specimens, including dinosaur bones, were discovered in China by foreign scientists and explorers and exported to museums in France, Sweden, and the United States. After the establishment of the Nationalist Government in Nanjing in 1927, anti-imperialist Chinese intellectuals attempted to prevent foreigners from exporting specimens unearthed on Chinese territory. In the summer of 1928, the fossils (...) discovered in the Gobi Desert by the Central Asiatic Expedition of the American Museum of Natural History were detained in China. A series of negotiations ensued between Chinese and American diplomats and scientists over the issues of the ownership of fossils and the format of international scientific collaborations. By studying the interests and stakes for players in the different social worlds involved in the dispute, this essay explores the relations among science, diplomacy, and the politics of deep time. The Crisis of European Sciences and Transcendental Phenomenology, Husserl's last great work, is important both for its content and for the influence it has had on other philosophers. In this book, which remained unfinished at his death, Husserl attempts to forge a union between phenomenology and existentialism. Husserl provides not only a history of philosophy but a philosophy of history. As he says in Part I, "The genuine spiritual struggles of European humanity as such take the form of (...) struggles between the philosophies, that is, between the skeptical philosophies--or nonphilosophies, which retain the word but not the task--and the actual and still vital philosophies. But the vitality of the latter consists in the fact that they are struggling for their true and genuine meaning and thus for the meaning of a genuine humanity.". (shrink)

This special issue brings together a diverse set of cases from Asia with the aim of decentring established historical narratives about science diplomacy. With a critical perspective bringing together the bodies of literature in the fields of the History of Science, Technology and Medicine (STM) and critical Asian Studies, we argue that these cases foreground a geopolitical history with multiple forms of sovereignty – often contested ones – and a range of political institutions and actors that enables (...) us to revisit science diplomacy as a means for understanding the relationship between science and international affairs. In doing so, the articles in this issue consciously eschew the normative ‘centring’ of superpowers or Western imperial powers as the primary actors, focusing instead on the agency and subjectivity of actors within Asia, many of whom were prominent in their respective local contexts. Additionally, we argue that the cases presented here, which examine issues from across science, technology, medicine and the environment, collectively demonstrate the further need for the ‘science’ in ‘science diplomacy’ to be interpreted more broadly, incorporating as it does many aspects of human engagement with the material world. The ArgumentThe circulation of science across cultural boundaries involves the construction of various representations by the various actors, who each account for their involvement in the process. The historiography of the transmission of European science to China in the seventeenth and eighteenth centuries has long been dominated by one particular narrative: that of the Jesuit missionaries who were the main go-betweens for these two centuries. This fact has contributed to shaping Western images of China's history and (...) class='Hi'>science up to the present day.To retrieve the multifaceted history of this transmission, more than one discourse needs to be taken into account. Even within the Society of Jesus, representations changed with the evolution of patronage of the mission, and the concomitant building up of state-sponsored science in Europe. Chinese sources yield different pictures, accounting for the reception of Western learning — rather than “European science” — in terms of integration rather than of conversion, and legitimizing it first by the Jesuits' status as scholars, then by the idea that Western learning was of Chinese origin. This shift corresponded to the imperial appropriation of this learning. (shrink)

Anthropologist Tim Ingold promotes Indigenous animism as a salve for perceived failures in modern science, failures he claims also hobbled his own early work. In fact, both Ingold’s early and later work rely on modern scientific ideas and images. His turn to animism marks not an exit from the history of European science, but an entrance into, and imaginative elaboration of, distinctly Neoplatonic themes within that history. This turn marks, too, a clear but unacknowledged departure from systematic (...) social analysis. By re-embracing social analysis, Ingold would overcome the obscurity that now hobbles his later work. When the International Atomic Energy Agency (IAEA) began operations in 1958, one of its first routine tasks was to create and circulate a brief non-technical periodical. This article analyses the creation of theIAEA Bulletinand its circulation during its first years. It finds that diplomatic imperatives both in IAEA leadership circles and in the networks outside them shaped the form and appearance of the bulletin. In the hands of the IAEA's Division of Public Information, the bulletin became an instrument of (...) class='Hi'>science diplomacy, its imagery conveying the motivations for member states to strengthen ties with the IAEA, while simultaneously persuading them to accept the hierarchies and geopolitical logics implicit in those relations, as well as to endorse the central position of the IAEA as a clearing house and authority of globally circulating nuclear objects and information. Recent debates in the history of science aimed at reconstructing the history of scientific diplomacy have privileged the analysis of forms of diplomacy coming from above. Instead, the objective of this paper is to raise awareness of these debates by looking at attempts at scientific diplomacy from below. Such a shift in perspective might allow us to observe the impact of marginalized social agents on the construction of international diplomatic choices. This article particularly focuses attention on (...) how the legacy of Bernalism has fostered the emergence of two different types of science diplomacy. On the one hand, Bernalism has influenced the goals of organizations such as UNESCO and the World Peace Council, which are forms of science diplomacy I would term from above. On the other hand, Bernalism has also been at the origin of radical scientific movements that I propose to interpret as forms of scientific diplomacy from below. These have, in fact, played a cardinal role not only in raising public awareness of the social and political roles of science, but also in the more direct participation of scientists in defining the political objectives of their research activity. From this point of view, I analyze how an association like the World Federation of Scientific Workers proposed (at least in the beginning) greater democratic participation than the top‐down structures of other forms of scientific internationalism. In his last work, "Crisis of the European Sciences and Transcendental Phenomenology", Edmund Husserl formulated a radical new approach to phenomenological philosophy. Unlike his previous works, in the "Crisis" Husserl embedded this formulation in an ambitious reflection on the essence and value of the idea of rational thought and culture, a reflection that he considered to be an urgent necessity in light of the political, social, and intellectual crisis of the interwar period. In this book, James Dodd pursues an (...) interpretation of Husserl's text that emphasizes the importance of the problem of the origin of philosophy, as well as advances the thesis that, for Husserl, the "crisis of reason" is not a contingent historical event, but a permanent feature of a life in reason generally. While the Quantified Self has often been described as a contemporary iteration of Taylorism, this article argues that a more accurate comparison is to be made with what Anson Rabinbach has termed the “European Science of Work.” The European Science of Work sought to modify Taylor’s rigid and schematic understanding of the laboring body through the incorporation of insights drawn from the rich European tradition of physiological studies. This “softening” of Taylorist methods had the effect (...) of producing a greater “isorhythmia” or synchronicity between the bodily rhythms of workers and those of the mode of production itself and was embraced by employers as a way to dampen worker militancy. Through a discursive analysis of the promotion of sensor analytics by management consultants VoloMetrix and Humanyze, I argue that the contemporary quantification of the workplace represents a similar project of “soft domination,” as the intimate, bottom-up mode of surveillance it fosters seeks to more closely mold workers’ physiological and social rhythms to the structure of the workplace and the working day. The contribution tackles the analytical and hermeneutic problem, implied in today's notion of the 17-century “Scientific Revolution”, which comes to the front in trying to come to grips with the notion of European science, its discovery in Antiquity and its history in Middle Ages and Modern Age. We shall try to argue that, in its core, this revolution implies a notional revolution. The contribution investigates the function the of notions of “theory”, “doctrine” and “system”, which are constitutive for (...) the formation of science, each in itself being correlative to a specific type of scientific units attributed to the classical-Greek , Christian-Mediaeval , and modern notion of science . Pondering on the topic of these notions and their shifts in the Modern Age is the key towards a new understanding of the history of science, extending beyond the borders of the existing conceptions as based on natural sciences. Joseph Needham occupies a central position in the historical narrative underpinning the most influential practitioner-derived definition of ‘science diplomacy’. The brief biographical sketch produced by the Royal Society and the American Association for the Advancement of Science sets Needham's activities in the Second World War as an exemplar of a science diplomacy. This article critically reconsiders Needham's wartime activities, shedding light on the roles played by photographs in those diplomatic activities and his onward dissemination of (...) them as part of his self-fashioning. Images were important to the British biochemist, and he was an avid amateur photographer himself, amassing a unique collection of hundreds of images relating to science, technology and medicine in wartime China during his time working as director of the Sino-British Science Co-operation Office. These included ones produced by China's Nationalist Party-led government, and by the Chinese Communist Party. Focusing on these photographs, this article examines the way Joseph Needham used his experiences to underpin claims to authority which, together with the breadth of his networks, enabled him to establish himself as an international interlocutor. The article provides an analysis of the work of Francisco Solano Constâncio (1777–1846), a Portuguese author who lived in Paris for most of his life. He had a very colourful and diversified career, which included the practice of medicine, political agitation, scientific journalism, diplomacy, linguistics, history, and the popularisation of political economy. As far as this last aspect is concerned, Constâncio is particularly well known for his translation into French of the famous works written on political economy by David (...) Ricardo and Thomas Malthus. He was also a very active editor of learned journals published in Paris in the 1820s, in which he discussed and criticised the writings of Jean-Baptiste Say and Simonde de Sismondi, among others. The article shows that Constâncio's sound knowledge of political economy was a basic condition for his critical acceptance of abstract theoretical principles and general policies that could not be applied to the study of national economic realities and specific social problems. This book is a collection of essays on Husserl's _Crisis of European Sciences_ by leading philosophers of science and scholars of Husserl. Published and ignored under the Nazi dictatorship, Husserl's last work has never received the attention its author's prominence demands. In the _Crisis_, Husserl considers the gap that has grown between the "life-world" of everyday human experience and the world of mathematical science. He argues that the two have become disconnected because we misunderstand our own scientific (...) past—we confuse mathematical idealities with concrete reality and thereby undermine the validity of our immediate experience. The philosopher's foundational work in the theory of intentionality is relevant to contemporary discussions of _qualia_, naive science, and the fact-value distinction. The scholars included in this volume consider Husserl's diagnosis of this "crisis" and his proposed solution. Topics addressed include Husserl's late philosophy, the relation between scientific and everyday objects and "worlds," the history of Greek and Galilean science, the philosophy of history, and Husserl's influence on Foucault. In this paper I trace the revival of Hegel in France and Germany in the early twentieth century and point especially to the crucial role of phenomenology in incorporating Hegel into their mature transcendental philosophy. Indeed, Martin Heidegger was responsible for a significant revival of Hegel studies at the University of Freiburg, following his arrival there in 1928 as the successor to Husserl. Similarly, Husserl’s student, Fink characterised Husserl’s phenomenology in explicitly Hegelian terms as “the self-comprehension of the Absolute”. The (...) late Husserl seems to embrace the Hegelian vision when he presents his approach in the Crisis itself as a “teleological historical reflection”. (shrink)

In The Crisis of the European Sciences and Transcendental Phenomenology, Husserl argues that the only way to respond to the scientific Krisis of which he speaks is with phenomenological reflections on the history, method, and task of philosophy. On the assumption that an accurate diagnosis of a malady is a necessary condition for an effective remedy, this paper aims to formulate a precise concept of the Krisis of the European sciences with which Husserl operates in this work. Thus (...) it seeks an answer to the question: What exactly, according to Husserl, is “the ‘crisis’ [Krisis] of the European sciences”? There are two different tendencies in the literature on this question. According to the traditional interpretation, the Krisis of the European sciences lies not in the inadequacy of their scientificity but in the loss of their meaningfulness for life. According to an innovative suggestion, the Krisis lies not in the loss of their meaningfulness for life but in the inadequacy of their scientificity. These readings are mutually exclusive because each claims that the other misidentifies the Krisis as something that it is not. The argument of this paper, however, is that, given the many different senses of Krisis in The Crisis, an adequate understanding of the Krisis that Husserl identifies requires not a disjunctive but an inclusive approach. Therefore the paper proposes that Husserl’s Krisis of the European sciences is both a crisis of their scientificity and a crisis of their meaningfulness for life. The relevance of this result to Husserl’s philosophical and historical sense-investigations in The Crisis—as well as to the present critical situation of philosophy—is self-evident. (shrink)

Although the notion of the crisis of European sciences has a general meaning, Husserl mainly focuses on this phenomenon in relation to the modern establishment of a mathematical natural science. However, he does not provide a definitive clarification of how its new method is specifically involved in bringing about such a crisis. Without trying to offer a faithful exegetical contribution, this paper further elaborates on Husserl’s analyses in the Krisis to give a possible answer to this question. After (...) defining the concept of crisis in general, I single out why algebraic thinking is the core of the method that essentially characterizes mathematical physics. Then, I compare this method to a case of pre-modern discipline (namely, Euclidean geometry) to show that the sedimentation of meaning at work in the progressive technization of algebra is exceptional and sufficient to explain the specificity of the modern character of the crisis of the exact sciences. The exclusively technical development of formal mathematics, in fact, elicits those shifts of meaning (such as objectivism) that phenomenology is required to amend to overcome the crisis and to establish an authentic form of knowledge. On the basis of these results, I conclude by suggesting a few consequences that are useful for the understanding of the project of phenomenology of the later Husserl. (shrink)

Osnovo za to diskusijo najdemo v Husserlovem delu Kriza evropskih znanosti in transcendentalna fenomenologija. .The 45-46 issue of the philosophical journal Phainomena, “European Coming to an Understanding – Philosophical Understanding”, (...) is a collection of philosophical reflections on Europe introducing a number of hermeneutic and phenomenological studies of the topics which fundamentally determined the spirit of Europe of the 20th century. On this basis, it is possible to pose questions about the philosophical meaning of Europe today and of the possibility of the future European coming to an understanding.
