El objetivo de este artículo es proporcionar algunas claves históricas y conceptuales para comprender la historia del socialismo británico libertarian y su relación con la concepción fiduciaria del poder político y del poder económico. Las expresiones de este socialismo no son homogéneas, convivieron con otras ideas rivales llegando en ocasiones a mezclarse con ellas; y fueron formuladas siempre como respuestas concretas ante los problemas que planteaba cada momento histórico. Desde el socialismo republicano de algunos seguidores de Robert Owen hasta los (...) desafíos que planteó la New Left, las teorías fiduciarias encontraron hueco para abrirse paso en los escritos de estos socialistas libertarian. The objective of this paper is to provide some historical and conceptual keys to understand the history of libertarian British socialism, and its relationship with the fiduciary conception of political power and economic power. The expressions of this libertarian socialism are not homogeneous, they coexisted with other rival conceptions, sometimes mixing with them. Those articulations were always formulated as concrete responses to the problems laid out by different historical moments. From the republican socialism of some Robert Owen’s followers to the challenges exposed by the New Left, fiduciary theory found room to break through in the writings of these libertarian socialists. Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/Protective highlights counter normative consequences and opposes the use enhancers. The Individual/Proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern. (shrink)

The Cuban government has undertaken the task of transforming insect pest and weed management from conventional to organic and more sustainable approaches on a nationwide basis. This paper addresses past programs and current major areas of research and implementation as well as provides examples of programs in insect and weed management. Topics covered include the newly constructed network of Centers for the Reproduction of Entomophages and Entomopathogens (CREEs), which provide the infrastructure for the implementation of biological control on state, cooperative, (...) and private farm operations. CREE programs include the mass rearing and release of Trichogramma spp. to manage insect pests of cassava, tobacco, sugarcane, and improved pasture. The entomopathogens, Bacillus thuringiensis, Beauveria bassiana, Metarhizium anisopliae, and Verticillium lecanii, are being mass produced in the CREEs and applied to control a number of key insect pests. A traditional method employed by peasant farmers of using the predatory ant Pheidole megacephala (Fabricius) in the biological control of sweetpotato and banana insect pests has been further developed and implemented. Efforts are underway to rear nematode species that attack insect pests and identify plant extracts with insecticidal qualities as potential management tools. Weed management has moved away from dependence on herbicides and toward alternative techniques that include weed suppression based on rotation schemes, limited use of selective herbicides, and new tillage equipment and practices. En este artículo estudiaremos el vínculo entre las instituciones y el populismo mediante una experiencia concreta: la Asignación Universal por Hijo en la Argentina. Para ello, vamos a dividir el artículo en tres partes. Primero, desarrollaremos un tipo de abordaje metodológico específico: el procedimiento coyuntural recogido por Mouffe para pensar el actual momento populista. Segundo, explicitaremos el debate teórico alrededor del vínculo entre instituciones y populismo y las dificultades que existen para pensar esta relación. Tercero, partiremos del caso concreto de (...) la AUH, con objeto de mostrar sus tres momentos constitutivos: el surgimiento de la demanda popular, su apropiación y tramitación por parte del gobierno y la transformación de la demanda en un derecho. Finalmente, señalaremos, a partir del caso estudiado, cómo la conflictividad rupturista de la institucionalidad populista puede ayudarnos a pensar, transnacionalmente, una lógica alternativa al neoliberalismo.This article aims to study the relationship between institutional policies and populism analyzing the Universal Assignment for Child (AUH) in Argentina. To achieve this objective we will divide the paper in three sections. Firstly, we will think the populist moment in this particular setting as a method of interpretation. Secondly, we will follow the theoretical debates about institutions and populism explaining the difficulty to think this relationship. Third, from the concrete case of AUH, in order to show the constitutive moments: the emergence of popular demand, its appropriation and processing by the government and the transformation of demand into a right. Finally, we will show how the rupturist conflict of populist institutionalism helps us conceive a transnational alternative to global neoliberalism. (shrink)

Busca identificar as produções acadêmicas dos egressos dos cursos de mestrado e doutorado do Programa de Pós-graduação em Ciência da Informação da Universidade Federal da Paraíba que possuem eixos temáticos relacionados às tecnologias da informação e comunicação, a fim de subsidiar a inquietação que originou a questão norteadora da pesquisa, a saber: Existe interesse dos pesquisadores da CI em discutir criticamente acerca da fundamentação, consistência e qualidade das informações produzidas e compartilhadas perante o alto índice de produção e disseminação ocasionado (...) pelo avanço das TICs e, que trazem em sua essência posicionamentos críticos-reflexivos quanto à produção, uso e compartilhamento das informações diante do progresso dessas tecnologias. A pesquisa traz resultados quantitativos e qualitativos sobre os discentes e docentes do PPGCI/UFPB quanto aos interesses e posicionamentos críticos dos seus pesquisadores. Estos programas han permitido experimentos (...) a nivel de ecosistemas y comparaciones entre sitios que condujeron a una mejor comprensión de la estructura y funcionamiento de la biosfera. El enfoque ecosistémico holístico de esta iniciativa permite también la incorporación de la dimensión humana en la ecología, y recientemente ha dado lugar al nuevo concepto de investigación socio-ecológica de largo plazo (LTSER). Hoy los programas de investigación socio-ecológica a largo plazo existen en por lo menos 32 países (esto es, los miembros de la Red Internacional de Investigación Ecológica a Largo Plazo o ILTER (International Long Term Ecological Research). Sin embargo, la consolidación de la red internacional dentro del paradigma de investigación socio-ecológica a largo plazo todavía requiere: (1) inclusión de algunas regiones remotas del mundo que aún están poco representadas, como el suroeste de América del Sur; (2) modificaciones en el tipo de investigación realizado, tales como la integración de las ciencias sociales y naturales con las humanidades y la ética, y (3) la incorporación de las conclusiones y resultados dentro de los procesos sociales y políticos. En este contexto, la naciente red de investigación socio-ecológica a largo plazo en Chile, que se extiende en el rango latitudinal más largo de bosque templado en el Hemisferio Sur, agrega una nueva región remota a las investigaciones ecológicas de largo plazo que había sido pasada por alto anteriormente. This article explores the metaphor of Science as provider of sharp images of our environment, using the epistemological framework of Objective Cognitive Constructivism. These sharp images are conveyed by precise scientific hypotheses that, in turn, are encoded by mathematical equations. Furthermore, this article describes how such knowledge is pro-duced by a cyclic and recursive development, perfection and reinforcement process, leading to the emergence of eigen-solutions characterized by the four essential properties of precision, stability, separability and composability. An estimated 700,000 people in the United States have "long COVID," that is, symptoms of COVID-19 persisting beyond three weeks. COVID-19 and its long-term sequelae are strongly influenced by social determinants such as poverty and by structural inequalities such as racism and discrimination. Primary care providers are in a unique position to provide and coordinate care for vulnerable patients with long COVID. Policy measures should include strengthening primary care, optimizing data quality, and addressing the multiple nested domains of inequity.

Although logical consistency is desirable in scientific research, standard statistical hypothesis tests are typically logically inconsistent. To address this issue, previous work introduced agnostic hypothesis tests and proved that they can be logically consistent while retaining statistical optimality properties. This article characterizes the credal modalities in agnostic hypothesis tests and uses the hexagon of oppositions to explain the logical relations between these modalities. Geometric solids that are composed of hexagons of oppositions illustrate the conditions for these modalities to be logically (...) consistent. Prisms composed of hexagons of oppositions show how the credal modalities obtained from two agnostic tests vary according to their threshold values. Nested hexagons of oppositions summarize logical relations between the credal modalities in these tests and prove new relations. (shrink)

The full Bayesian signi/cance test (FBST) for precise hypotheses is presented, with some illustrative applications. In the FBST we compute the evidence against the precise hypothesis. We discuss some of the theoretical properties of the FBST, and provide an invariant formulation for coordinate transformations, provided a reference density has been established. This evidence is the probability of the highest relative surprise set, “tangential” to the sub-manifold (of the parameter space) that defines the null hypothesis.

We also examine good reasons for having an ambivalent attitude concerning the later permanence in life of these archaic forms of association, and the coexistence of such intuitive but informal thinking with logical and rigorous reasoning. At the one hand, magical thinking seems to serve the creative mind, working as a natural vehicle for new ideas and innovative insights, (...) and giving form to heuristic arguments. At the other hand, it is inherently difficult to control, lacking effective mechanisms needed for rigorous manipulation. Resumen La educación superior se ha constituido en un objeto de creciente interés en la literatura especializada. A pesar de lo anterior, la mayor parte de la investigación disponible se concentra en estudios de corte descriptivo y evaluativo, sin conectar sus desarrollos con las reflexiones de la teoría sociológica. El presente ensayo identifica las principales posibilidades teóricas y epistemológicas de la teoría de sistemas sociales para el análisis de la educación superior, examinando los rendimientos de la noción de diferenciación de (...) planos de formación sistémica (interacción, organización y sociedad) y la idea de diferenciación de sistemas parciales especializados. Abstract Higher education has become an object of growing interest in the specialized literature. Despite this, most of the available research concentrates on descriptive and evaluative studies, without connecting its developments with the reflections of general sociological theory. This essay identifies the main theoretical and epistemological possibilities of social systems theory for the analysis of higher education, examining the uses of the notion of differentiation of systemic formation planes (interaction, organization, and society) and the idea of differentiation of specialized partial systems. Sortition, i.e. random appointment for public duty, has been employed by societies throughout the years as a firewall designated to prevent illegitimate interference between parties in a legal case and agents of the legal system. In judicial systems of modern western countries, random procedures are mainly employed to select the jury, the court and/or the judge in charge of judging a legal case. Therefore, these random procedures play an important role in the course of a case, and should comply with (...) some principles, such as transparency and complete auditability. Nevertheless, these principles are neglected by random procedures in some judicial systems, which are performed in secrecy and are not auditable by the involved parties. The assignment of cases in the Brazilian Supreme Court is an example of such a procedure, for it is performed using procedures unknown to the parties involved in the judicial cases. This article presents a review of how sortition has been historically employed by societies and discusses how Mathematical Statistics may be applied to random procedures of the judicial system, as it has been applied for almost a century on clinical trials, for example. A statistical model for assessing randomness in case assignment is proposed and applied to the Brazilian Supreme Court. As final remarks, guidelines for the development of good randomization procedures are outlined. (shrink)

Much current theorizing about literature involves efforts to renew our sense of aesthetic values in reading. Such is the case with new formalism as well as recent appeals to the notion of “surface reading.” While sympathetic to these efforts, Charles Altieri believes they ultimately fall short because too often they fail to account for the values that engage literary texts in the social world. In Reckoning with the Imagination, Altieri argues for a reconsideration of the Kantian tradition of (...) Idealist ethics, which he believes can restore much of the power of the arguments for the role of aesthetics in art. Altieri finds a perspective for that restoration in a reading of Wittgenstein’s later work that stresses Wittgenstein’s parallel criticisms of the spirit of empiricism. Altieri begins by offering a phenomenology of imagination, because we cannot fully honor art if we do not link it to a distinctive, socially productive force. That force emerges in two quite different but equally powerful realizations in his reading of John Ashbery’s “Instruction Manual,” which explicitly establishes a model for a postromantic view of imagination, and William Butler Yeats’s “Leda and the Swan.” He then turns to Wittgenstein with chapters on the role of display as critique of Enlightenment thinking, the honoring of qualities like sensitivity and the ability to attune to the actions of others, the role of expression in the building of models, and the contrast between ethical and confessional modes of judgment. Finally, Altieri produces his own model of aesthetic experience as participatory valuation and makes an extended argument for the social significance of appreciation as a way to escape the patterns of resentment fundamental to our current mode of politics. A masterful work by one of our foremost literary and philosophical theorists, Reckoning with the Imagination will breathe new life into ongoing debates over the value of aesthetic experience. This study integrates corpus-assisted text analysis with frame semantics to study a social problem. Taking a cognitive-linguistic approach to critical discourse studies, in this article I examine the linguistic construction of minors in a corpus of 489 articles from the Uruguayan newspaper El País in the context of the so-called ‘Criminal Imputability Referendum’. Throughout, I focus on the construal operation of framing and identify a host of discursive patterns via which minors and adolescents are recurrently placed within the semantic frame (...) CRIME, and within this, they profile the frame elements of perpetrators of violent crimes rather than victims. I argue that, in the context of the referendum, these discursive strategies run the risk of facilitating the consolidation of a strong conceptual link whereby youth become readily associated with criminality, and are subservient to the political views of groups supporting a lower cut-off age for criminal responsibility and more stringent punishments. The observations arrived at in this instance set the foundations for a future experimental study testing whether the discursive patterns unearthed here have an effect on how readers conceptualize minors outside the texts. This article reflects on the anthropological aspect of the pilgrimage, the human journey, as a metaphor for life, as a way of relating and understanding religion, spirituality, life itself and tourism as forms of pilgrimage. The pilgrimages of the Christian tradition will be analyzed, seeking to understand them of the anthropology of Victor Turner, analyzing the pilgrimage as a state of liminality and liminoid. Concretely we will look at the case of the Romarias da Terra in Brazil, as an example (...) of liminality/ liminoid and communitas. In addition, this article reflects on the "new centers" of pilgrimage, outside the religious scope, as spaces of pop culture or the visit to tourist sites and monuments of social and cultural memory. The goal is to understand where people have pilgrims and what the meaning of these pilgrimages. In this displacement out of the religious scope, one wonders if tourism would also be a form of pilgrimage. Or would tourism lack precisely the preliminary aspect, something that could be related to Bauman's analysis of the tourist and the vagabond? It is suspected that in a globalized world, places lose their content and identity. People pass through places, but places no longer pass through them.
