Global challenges such as climate change, food security, or public health have become dominant concerns in research and innovation policy. This article examines how responses to these challenges are addressed by governance actors. We argue that appeals to global challenges can give rise to a ‘solution strategy' that presents responses of dominant actors as solutions and a ‘negotiation strategy' that highlights the availability of heterogeneous and often conflicting responses. On the basis of interviews and document analyses, the study identifies both (...) strategies across local, national, and European levels. While our results demonstrate the co-existence of both strategies, we find that global challenges are most commonly highlighted together with the solutions offered by dominant actors. Global challenges are ‘wicked problems' that often become misframed as ‘tame problems’ in governance practice and thereby legitimise dominant responses. (shrink)

The following paper is intended to propose a new morphological analysis of the PIE name for ‘guest’. This word has been widely assumed to be linked to the PIE root *ghes ‘eat’, without explaining the oddity of this apparent o-grade agent-noun * ghós-ti- m. ‘table companion’. So far, no conclusive evidence can be found for a word built on the same pattern. Furthermore, it may seem quite difficult to give an account for the Lat. hospes m. meaning both ‘guest’ and (...) ‘host’, like the French word hôte. We argue here that this PIE *ghós-ti- is a back-formation made on an old collective stem *ghós-t-ō̯i f. ‘table, group of table companions’. This very form *ghós-t-ō̯i would eventually reflect an acrostatic stem *ghós-t- f. ‘common meal’. (shrink)

Jean-Michel Racault, Emeritus Professor of the University of La Réunion and general editor of the Œuvres complètes of Bernardin de Saint-Pierre in progress under the Classiques Garnier imprint, is an acknowledged expert in utopian studies, and works edited and presented by him in this field will be justly welcomed with keen interest and appreciation. It inspires confidence [End Page 168] that this edition should be the fruit of many years’ study and find its origins in his two theses of 1981 and 1987 and articles of 1991, 2003, and 2010 (21 n. 21). The blurb announces this volume as bringing together “three major works of political thought of the end of the seventeenth century representative of ‘Louis XIV utopias,’” a label that could be supposed to imply an anti-absolutist outlook in the three writers. But Racault argues that the idea, as put forward by the late Myriam Yardeni in her 1980 study Utopie et révolte sous Louis XIV, that these classical utopias express revolt against the monarchy of Louis XIV should be treated in a nuanced way, even with serious reservations (7, 217–18).Racault writes with impressive depth and clarity and makes a superb guide, yet it by no means follows that these works are easy to interpret. Indeed, part of his achievement is to show they may not be so and to offer evidence to suggest that they may invite “multiple possible readings.” The blurb gives fair warning of irony, ambiguity, and contradictoriness, and states that the utopia of these experimental fictions can be inverted to become an “anti-utopia.” As Racault observes with admirable honesty in his preface, “Ambivalence, uncertainty, and a sense of complexity are in fact characteristics of these utopias, in which one sometimes has the impression that the author develops lines of thought that are ideologically incompatible and does not know himself on which side he stands” (19). Racault exemplifies this paradox by reference to Foigny’s hero, “a Pascalian libertin as well as a Christian deist” (19–20). One might be allowed to object that this is to offer the reader who seeks it no clear utopian vision, and that such ambiguity leads to confusion worse confounded; indeed, I am tempted to wonder if ambiguity here reveals subtlety of thought less than a mere lack of perspicuity. Racault makes the highly important point that a similar duality “penetrates the accounts of Veiras and Fontenelle and prevents one from seeing them as simple preludes to Enlightenment thought” (20). Two more vigorous quotations may suffice to convey the flavor of this argument of duality: “the deism of La Terre Australe connue can also be read as a critique of deism, the [...] democratic humanism of the Histoire des Ajaoïens includes a utilitarian system of colonial domination” (21). Again, “the ‘heliocratic’ Sevarambian system inspired by the empire of the Incas after Garcilaso de la Vega [?1501–36] is essentially a theocratic absolutism in the end not much different from the monarchy of Louis XIV. Ajao, on the other hand, has no monarchy, and no ministers” (460). The French paperback edition of the Essais de Théodicée (...) published by Garnier-Flammarion does provide Leibniz’s own topical index to his work, as well as compendious and invaluable notes on the text, but of course, this does not help readers with no French. There exists, then, very little help for the reader wishing to mine the depths of Leibniz’s massive work, and who is thus forced to read it through from end to end to find out what is in it. ABSTRACT An overview of some of the main modes of making images of natural objects and processes, as they have appeared in the history of science, leads to two main conclusions. First, the dichotomies that have traditionally distinguished, for example, art from science, museums from laboratories, and geometrical from algebraic methods have produced a poverty of understanding of visualization. It is at the intersections of these dichotomies where much of the creative work of science occurs, and it is into those (...) intersections that this Focus section leads us. Second, the section suggests that we need to understand images as arguments. Generalizing, we need to develop a “materialized epistemology” that reunites sensual with ideational knowing. Recent work in the history of science is already pointing the way and producing a dramatically new historiography. (shrink)

In this paper I argue that Martha Nussbaum's Aristotelian analysis of compassion and pity is faulty, largely because she fails to distinguish between an emotion's basic constitutive conditions and the associated constitutive or "intrinsic" norms, "extrinsic" normative conditions, for instance, instrumental and moral considerations, and the causal conditions under which emotion is most likely to be experienced. I also argue that her defense of compassion and pity as morally valuable emotions is inadequate because she treats a wide variety of objections (...) as all stemming from a common commitment to a Stoic conception of the good. I argue that these objections can be construed as neutral between conceptions of the good. I conclude by arguing that construed in this way there are nonetheless plausible replies to these objections. (shrink)

From the point of view of non-classical logics, Heyting's implication is the smallest implication for which the deduction theorem holds. This book studies properties of logical systems having some of the classical connectives and implication in the neighbourhood of Heyt ing's implication. I have not included anything on entailment, al though it belongs to this neighbourhood, mainly because of the appearance of the Anderson-Belnap book on entailment. In the later chapters of this book, I have included material that might be (...) of interest to the intuitionist mathematician. Originally, I intended to include more material in that spirit but I decided against it. There is no coherent body of material to include that builds naturally on the present book. There are some serious results on topological models, second order Beth and Kripke models, theories of types, etc., but it would require further research to be able to present a general theory, possibly using sheaves. That would have postponed pUblication for too long. I would like to dedicate this book to my colleagues, Professors G. Kreisel, M.O. Rabin and D. Scott. I have benefited greatly from Professor Kreisel's criticism and suggestions. Professor Rabin's fun damental results on decidability and undecidability provided the powerful tools used in obtaining the majority of the results reported in this book. Professor Scott's approach to non-classical logics and especially his analysis of the Scott consequence relation makes it possible to present Heyting's logic as a beautiful, integral part of non-classical logics. The goal of this two-part series of papers is to show that constructive logic with strong negation N is definitionally equivalent to a certain axiomatic extension NFL ew of the substructural logic FL ew. The main result of Part I of this series [41] shows that the equivalent variety semantics of N and the equivalent variety semantics of NFL ew are term equivalent. In this paper, the term equivalence result of Part I [41] is lifted to the setting of deductive (...) systems to establish the definitional equivalence of the logics N and NFL ew. It is condemned that for the self-release of the national state, the slide of restructuring of steel, the significant income from the public discourse of the topics of repressions, reversed to the families of the species of culture, science, public expressions, popularization of the creativity of the dyspasses and diaspree Figur. Conclusion. The article analyzes the dignity of a person in secular and Orthodox aspects. The authors argue that every phenomenon of the material and spiritual world is objectively inherent in internal contradictions, so it is not an exception and an idea of human dignity in secular and religious contexts. The research methods are comprehensive and based on the philosophical, anthropological and philosophical and cultural analysis of human dignity in secular and Orthodox dimensions. Discussion. The concepts of «secular» (universal) and «Christian» morality (...) are characterized and distinguished. The authors argue that the latter comes from a supernatural source, from a moral law, the basis of which is the belief in the immortality of the human spirit. Christian morality provides such norms of behavior of people in which the biblical moral commandments are observed.The roots of the universal morality are in a culture that has produced a humanistic outlook, within which a person is recognized as self -sufficient value, capable of asserting his dignity, transforming himself and the world without the intervention of a transcendental super -sensory nature (God). The universal morality is the principles and norms that regulate the behavior of people, the activities of their communities, associations in terms of universally recognized ideas about good and evil, honesty and disobedience, honesty and dishonesty. Finally, the article suggests that, despite the differences, and sometimes contradictions in the understanding of the essential manifestations of human dignity between secular and Christian contexts, quite obvious to both aspects is the understanding that the leading place should be occupied by the personality that manifests itself manifestation and individual aspiration, in the depths of its own consciousness and in its desire for free self -determination and creativity, as a prerequisite for the affirmation of one’s dignity. The development of gene expression profiling and next-generation sequencing technologies have steered oncogenomics to the forefront of precision medicine. This created a need for harmonious cooperation between clinicians and researchers to increase access to precision oncology, despite multiple implementation challenges being encountered. The aim is to apply personalised treatment strategies early in cancer management, targeting tumour subtypes and actionable gene variants within the individual’s broader clinical risk profile and wellbeing. A knowledge-generating database linked to the South African Medical Research Council’s (...) Genomic Centre has been created for the application of personalised medicine, using an integrated service and research approach. Insights gained from patient experiences related to tumour heterogeneity, access to targeted therapies and incidental findings of pathogenic germline variants in tumour DNA, provided practice-changing evidence for the implementation of a cost-minimisation pathology-supported genetic testing strategy. Integrating clinical care with genomic research through data sharing advances personalised medicine and maximises precision oncology benefits. (shrink)

_The purpose_ of this article is to explain in religious, secular, and post-secular contexts the functional potential of conceptualizing the miracle as a text or message with a motivational effect. _Theoretical basis._ Max Weber, Ernst Tugendhat, Alexander Geppert and Till Kössler analysed the processes of enchantment and disenchantment of the world on a philosophical basis. The representatives of the Frankfurt school (Theodor Adorno, Max Horkheimer, Walter Benjamin) and their followers describe the cultural processes of post-secularism (Jürgen Habermas, Peter Sloterdijk) in (...) detail. The logic of cultural and social representation of amazing events and their descriptions can be realized by combining hermeneutic analysis with a functionalist approach based on the model of Niklas Luhmann and the discursive ethics of Karl-Otto Apel. _Originality._ Desired cultural, social and political situations in society often arise unexpectedly and suddenly, which provokes to characterize them as a miracle. However, at the basis of the emergence of such situations are the rules of social communication, in particular those that provide for asymmetric communication with questions that await answers. A miracle appears at the moment of transformation of asymmetric communication into a symmetrical one: each specific miracle-phenomenon needs its own metaphorical understanding and interpretation as a message. _Conclusions._ The article proposes an analysis of miracle phenomenon in its cosmological, anthropological and educational implications. Some tendencies fixed by communicative turn of the contemporary philosophy are also contributed to considering the miracle in its objective and subjective representations. The semantics of the miracle is analysed according to the relevant problem fields. The functionality of miracle is examined on its ability to show orientation for the contemporary societies with their tendency to post-secularity. The fusion of Pre-modernity and Late Modernity is taking into account when the semantics of miracle is described accordingly to their communication functionality. The enchanting and disenchanting dialectic is explained on semantics of miracle as a world and cosmic events. (shrink)

The very claim of the historical instance of the Fourth Industrial Revolution (4IR) is increasingly being subjected to critical interrogation from a variety of cultural and ideological perspectives. From an Afrocentric theory of history, this questioning of the ontology of the 4IR is sharpened by Africa’s experience of the claimed progressive mutation of global industrial progress from the “first” to this “fourth” revolution. Africa experienced the first industrial revolution as a European revolution in the exploitation of her natural and human (...) resources, as well as the despoliation of her cultural-epistemic sovereignty. The challenge to fully engage in the theorisation of this 4IR, given the overwhelming and inexorable effects of its digital technologies on the personhood, sociality and geopolitical state of Africa has exposed the critical need for a set of rigorous Africanist analytical tools and epistemological approaches capable of guiding Africa’s appropriation of this techno-social revolution. This essay introduces the collection of research papers that have been selected for their endeavour to meet this challenge. It is highlighted that all of them move from a unique approach that asserts that technological progress is historical-cultural and socially embedded. Some of them address the question of the historico-ontological status of the 4IR innovatively with original African methodological tools, while others demonstrate how an African epistemology can be applied to issues such a digital virtual communities and robotics. Context: The majority of contemporary enactivist work is influenced by the philosophical biology of Hans Jonas. Jonas credits all living organisms with experience that involves particular “existential” structures: nascent forms of concern for self-preservation and desire for objects and outcomes that promote well-being. We argue that Jonas’s attitude towards living systems involves a problematic anthropomorphism that threatens to place enactivism at odds with cognitive science, and undermine its legitimate aims to become a new paradigm for scientific investigation and understanding of (...) the mind. Problem: Enactivism needs to address the tension between its Jonasian influences and its aspirations to become a new paradigm for cognitive science. By relying on Jonasian phenomenology, contemporary enactivism obscures alternative ways in which phenomenology can be more smoothly integrated with cognitive science. Method: We outline the historical relationship between enactivism and phenomenology, and explain why anthropomorphism is problematic for a research program that aspires to become a new paradigm for cognitive science. We examine the roots of Jonas’s existential interpretation of biological facts, and describe how and why Jonas himself understood his project as founded on an anthropomorphic assumption that is incompatible with a crucial methodological assumption of scientific enquiry: the prohibition of unexplained natural purposes. We describe the way in which phenomenology can be integrated into Maturana’s autopoietic theory, and use this as an example of how an alternative, non-anthropomorphic science of the biological roots of cognition might proceed. Results: Our analysis reveals a crucial tension between Jonas’s influence on enactivism and enactivism’s paradigmatic aspirations. This suggests the possibility of, and need to investigate, other ways of integrating phenomenology with cognitive science that do not succumb to this tension. Implications: In light of this, enactivists should either eliminate the Jonasian inference from properties of our human experience to properties of the experience of all living organisms, or articulate an alternative conception of scientific enquiry that can tolerate the anthropomorphism this inference entails. The Maturanian view we present in the article’s final section constitutes a possible framework within which enactivist tools and concepts can be used to understand cognition and phenomenology, and that does not involve a problematic anthropomorphism. Constructivist content: Any constructivist approach that aims for integration with current scientific practice must either avoid the type of anthropomorphic inference on which Jonas bases his work, or specify a new conception of scientific enquiry that renders anthropomorphism unproblematic.
