We conducted a systematic review and meta-analysis of anonymous surveys asking scientists whether they ever committed various forms of plagiarism. From May to December 2011 we searched 35 bibliographic databases, five grey literature databases and hand searched nine journals for potentially relevant studies. We included surveys that asked scientists if, in a given recall period, they had committed or knew of a colleague who committed plagiarism, and from each survey extracted the proportion of those who reported at least one case. (...) Studies that focused on academic plagiarism were excluded. Literature searches returned 12,460 titles from which 17 relevant survey studies were identified. Meta-analysis of studies reporting committed and witnessed plagiarism yielded a pooled estimate of, respectively, 1.7 % and 30 %. Basic methodological factors, including sample size, year of survey, delivery method and whether survey questions were explicit rather than indirect made a significant difference on survey results. Even after controlling for these methodological factors, between-study differences in admission rates were significantly above those expected by sampling error alone and remained largely unexplained. Despite several limitations of the data and of this meta-analysis, we draw three robust conclusions: The rate at which scientists report knowing a colleague who committed plagiarism is higher than for data fabrication and falsification; The rate at which scientists report knowing a colleague who committed plagiarism is correlated to that of fabrication and falsification; The rate at which scientists admit having committed either form of misconduct in surveys has declined over time. The prevalence and characteristics of research misconduct have mainly been studied in highly developed countries. In moderately or poorly developed countries such as Croatia, data on research misconduct are scarce. The primary aim of this study was to determine the rates at which scientists report committing or observing the most serious forms of research misconduct, such as falsification, fabrication, plagiarism, and violation of authorship rules in the Croatian scientific community. Additionally, we sought to determine the degree of development and the (...) extent of implementation of the system for defining and regulating research misconduct in a typical scientific community in Croatia. An anonymous questionnaire was distributed among 1232 Croatian scientists at the University of Rijeka in 2012/2013 and 237 returned the survey. Based on the respondents who admitted having committed research misconduct, 9 admitted to plagiarism, 22 to data falsification, 9 to data fabrication, and 60 respondents admitted to violation of authorship rules. Based on the respondents who admitted having observed research misconduct of fellow scientists, 72 observed plagiarism, 69 observed data falsification, 46 observed data fabrication, and 132 respondents admitted having observed violation of authorship rules. The results of our study indicate that the efficacy of the system for managing research misconduct in Croatia is poor. At the University of Rijeka there is no document dedicated exclusively to research integrity, describing the values that should be fostered by a scientist and clarifying the forms of research misconduct and what constitutes a questionable research practice. Scientists do not trust ethical bodies and the system for defining and regulating research misconduct; therefore the observed cases of research misconduct are rarely reported. Finally, Croatian scientists are not formally educated about responsible conduct of research at any level of their formal education. All mentioned indicate possible reasons for higher rates of research misconduct among Croatian scientists in comparison with scientists in highly developed countries. (shrink)

Academic misconduct is widespread in all cultures, and factors that influence it have been investigated for many years. An act of reporting peers’ misconduct not only identifies and prevents misconduct, but also encourages a student to think and act morally and raises awareness about academic integrity. The aim of this study was to determine factors that prevent students from reporting academic misconduct. A questionnaire to assess views on reporting the academic misconduct of a colleague was developed and sent to all (...) students enrolled at the University of Rijeka, Croatia. Results indicate that a tendency to protect fellow student and to comply with other opinions is the most influential factor that prevents students from reporting peers’ misbehavior. Furthermore, scientific discipline, gender, and age are all significant factors in students’ intention to report peer misconduct. Understanding the factors that influence students’ willingness to report academic misconduct enables faculties, administrators and students to strengthen the ethical culture in the academic community. The normative interpretation of the concept of European citizen should be carried out on a utilitarian or pragmatic model rather than on the cultural one. However, the idea of European culture cannot be totally neglected. Ukoliko se upustamo u normativnu interpretaciju pojma evropskog gradjanina, onda nam je za te svrhe primereniji utilitaristicki ili pragmaticki model; kulturni model je u tom poduhvatu od manjeg znacaja, mada ne i potpuno beznacajan.

In the main part of the paper an analysis of liberalism and globalization has been offered. It has been argued in the third part of the paper that the process of association between Serbia and Montenegro and European Union would contribute substantially to the solution of the so called "coordination problem" in Serbia and Montenegro-the country heavily burdened and ravaged by its historical past, recent civil wars, NATO bombardment and corruptive economy. Prema misljenju autora, resavanje problema koordinacije kroz proces pridruzenja Evropskoj uniji je istovremeno put neizbeznog prilagodjavanja Srbije i Crne Gore globalnom okruzenju liberalno-demokratskog tipa. U radu se razmatraju pitanja u vezi s?teorijom drustvenog ugovora? u kontekstu savremenih politickih zajednica. Posebno se razmatra znacenje pojma prinude kao kljucnog predmeta politicke filozofije.

U radu se analizira institucionalizacija ideje evropskog gradjanina u promenama sadrzanim u Lisabonskom Ugovoru. Zakljucak je da promena ima u odnosu na vazece dokumente koji tvore EU, da se one najbolje mogu razumeti preko 'pragmatickog modela' analize individualnog i grupnog identiteta i da one impliciraju uvecanje demokratskog potencijala kategorije evropskog gradjanina.

Although similar in some respects, Rawls' and Kant' visions of world order fall apart on the question of sovereignty. Rawls never advocates of an international single state with international authority. Kant, on the other hand, inspired by the project of Enlightenment, as a final form of international sovereignty sees federative state of states as a provider for eternal peace among peoples. Ideje o svetskom poretku medjunarodnih odnosa kod Rolsa i Kanta se ne poklapaju mada Rols smatra da mu je Kant (...) inspiracija u prakticnoj filozofiji. Rols je protiv svetske drzave, a kod Kanta postoji projekt koji podrazumeva medjunarodnu federativnu drzavu drzava. (shrink)

In light of world globalization, three visions of the world order have been examined. The naive cosmopolitanism has been examined first and then rejected as being unrealistic because it overlooks the reasons for state pluralism in the international order. On this naive view, the world state is the only source of sovereignty and the individual is the only focal point of moral concern. Second subject matter of our investigation were Kantian and Rawlsian views which still defend the state-centered view on (...) international relations with peoples as a major subject of moral concern. However, on Rawls view, the principle of peoples' self-determination should be combined with the principles of universal morality which protect some individuals' fundamental rights thus enabling his theory to be classified into moderate liberal internationalism. Third, the idea of functional sovereignty as a foundation of the system of international sovereignty has been abandoned as being too unrealistic given recent tendencies in the world which associate the identities of individuals with cultures and civilizations rather than with practices and professions. Finally, some reasons have been given for preferring Rawlsian approach. The major reason is that there are close cultural ties between nations and their states and that this fact can contribute greatly to the resolution of coordination problem among states both internally and externally.. Pokusacemo, krecuci se u oblasti politicke normativne teorije, i to pre svega u okviru problema vezanih za analizu pojma suvereniteta drzave i teorije medjunarodnih odnosa, da na adekvatan nacin pojmovno odgovorimo na kulturne, politicke i ekonomske fenomene u svetu koji se u strucnoj literaturi, a i u javnosti uopste, cesto jednim imenom nazivaju "globalizacija". Razmotricemo pre svega klasicno shvacen pojam suvereniteta i ispitacemo kakvu ulogu taj pojam moze da ima u jednoj normativnoj viziji savremenih medjunarodnih odnosa. Branice se teza da uprkos globalizacijskim trendovima u svetu, drzavno shvatanje suvereniteta vezano za pojam nacije-drzave mozda treba i dalje da ima kljucnu ulogu u sistemu medjunarodnih odnosa jer je to najcelishodniji nacin da se ostvare zahtevi za pravdom i mirom na nivou kolektivnog delanja naroda kako unutar drzave tako i na medjunarodnom planu. In the late 1970s, when Karel Vasak offered his concept of the three generations of rights, it was inclusive enough to embrace the whole spectrum of existing human rights. Forty years later, this paper explores the nature of contemporary human rights discourse and questions to what extent Vasak’s categorization is still relevant. Our work discusses the evolution of the concept of human rights, the changing dichotomies of national and international, individual and collective, and positive and negative rights. This paper uses (...) qualitative methods of content analysis and quantitative frequency analysis method to explore the nature of scholarly discourse presented in human rights journals. Our research findings highlight the dynamic evolution of contemporary human rights discourse. The paper specifically illustrates the increasing emphasis on collective and internationalist rights and the enhancement of human rights matters that are difficult to categorize using Vasak’s approach. In doing so, the paper calls for the clarification of the language of contemporary human rights. (shrink)

The ethics literature has identified moral motivation as a factor in ethical decision-making. Furthermore, moral identity has been identified as a source of moral motivation. In the current study, we examine religiosity as an antecedent to moral identity and examine the mediating role of self-control in this relationship. We find that intrinsic and extrinsic dimensions of religiosity have different direct and indirect effects on the internalization and symbolization dimensions of moral identity. Specifically, intrinsic religiosity plays a role in counterbalancing the (...) negative impact of extrinsic religiosity on the internalization of moral identity. Further, intrinsic religiosity also counterbalances the negative and indirect impact of extrinsic religiosity on symbolization of moral identity via self-control. Lastly, self-control does not play a mediating role in the impact of religiosity on the internalization dimension of moral identity. We conclude that this study presents important findings that advance our understanding of the antecedents of moral identity, and that these results may have implications for the understanding of ethical decision-making. Research into consumer responses to corporate social responsibility (CSR) initiatives has expanded in the past four decades, yet the evidence thus far provided does not paint a cohesive picture. Results suggest both positive and negative consumer reactions to CSR, and unless such mixed findings can be reconciled, the outcome might be an amalgamation of disparate empirical results rather than a coherent body of knowledge. The current meta-analysis therefore tests whether the mixed findings might reflect consumers’ distinct, altruistic inferences across various (...) contingency factors. On the basis of 337 effect sizes, involving 584,990 unique respondents, in 162 studies published between 1996 and 2021, this study reveals that altruistic inferences are central to the current CSR paradigm, such that they mediate the effects of CSR initiatives on consumer responses across multiple contingencies. The mediation by altruistic inferences is stronger (weaker) in conditions favorable to dispositional (situational) motive attributions. Furthermore, consumers respond more favorably to cause marketing or philanthropy rather than business-related CSR initiatives, when the initiative is environmental (vs. social), the firm’s offering is utilitarian (vs. hedonic), the CSR initiative takes place in self-expressive (vs. survival) cultures and in earlier (vs. later) periods. These findings offer several ethical implications, and they inform both practical recommendations and an agenda for further research directions. (shrink)
