In this article, we critically scrutinize the principle of proportionality when used in the context of security and government surveillance. We argue that McMahan’s distinction from just warfare between narrow proportionality and wide proportionality can generally apply to the context of surveillance. We argue that narrow proportionality applies more or less directly to cases in which the surveilled is liable and that the wide proportionality principle applies to cases characterized by ‘collateral intrusion’. We argue, however, that a more demanding criterion (...) than the lesser-evil justification that wide proportionality frequently entails is necessary in cases characterized by intentional intrusion upon non-liable individuals. The distinction between foreseeing and intending intrusion into the lives of individuals who are not liable has not previously been specifically addressed in discussions concerning surveillance ethics. This specification is thus increasingly important due to the general growing tendency for adherence to the precautionary principle and policies aimed at anticipating criminal acts before they are committed. Preventive surveillance of non-liable actors is considered an important instrument for obtaining this aim and thus calls for moral scrutiny in terms of permissibility and proportionality. We suggest the concept ‘wide proportionality +’ which applies to cases of intentional intrusion of non-liable individuals. (shrink)

This article presents results of exploratory research conducted with managers from over 500 Norwegian companies to examine corporate motives for engaging in social initiatives. Three key questions were addressed. First, what do managers in this sample see as the primary reasons their companies engage in activities that benefit society? Second, do motives for such social initiative vary across the industries represented? Third, can further empirical support be provided for the theoretical classifications of social initiative motives outlined in the literature? Previous (...) research on the topic is reviewed, study methods are described, results, are presented, and implications of findings are discussed. Indefinites face competition at two levels: Presupposition and content. The antipresupposition hypothesis predicts that they signal the opposite of familiarity, or uniqueness, namely, novelty, or non-uniqueness. At the level of descriptive content, they are pressured from two sides: definites expressing identity and another phrases expressing difference, and Gricean reasoning predicts that indefinites signal both difference and identity and are infelicitous when definites and another phrases are felicitous. However, occasionally a space opens between the and another, for a to fill. This (...) is in part due to conditions handicapping the or another semantically, in part to another’s phonological handicap. The division of labor between determiners in the field of difference and sameness is thus the result of an intricate competition. We model this competition in a version of game-theoretic pragmatics. This paper describes an exploratory study of corporate responsibility, corporate reputation, and stakeholder support in Norway, Sweden and Denmark—countries recognized worldwide as providing an institutional climate uniquely conducive to responsible business practice. Conducting a secondary analysis of Scandinavian data from Reputation Institute’s extensive global research on corporate reputation and responsibility, we examine four key questions: First, do Scandinavians agree with external observers that firms in their countries demonstrate superior levels of corporate responsibility? Second, relative to other reputation drivers, to what (...) extent does corporate responsibility predict corporate reputation for the countries in our dataset? Third, to what extent does corporate responsibility predict stakeholder intent in these countries to engage in supportive behavior toward the firm? Finally, are stakeholder perceptions of and responses to corporate responsibility sufficiently similar across Norway, Sweden, and Denmark to justify claims for a monolithic “Scandinavian approach” to CSR? Previous research examining the relationship of corporate responsibility to corporate reputation and stakeholder support is reviewed, analytical methods are described, results presented, and implications discussed. In 2000, Business and Society Review published a Special Issue of the journal to explore scholars’ ideas about how the practice of corporate citizenship would evolve in the 21st century. Contributors to the volume predicted a change in business motives for engaging in social initiatives, suggesting that managers would begin to see corporate citizenship as a strategic necessity to preserve organizational legitimacy in the face of changing social values. This article uses data from a study of corporate citizenship practices in (...) over 500 Norwegian companies to explore the validity of the Special Issue predictions. We begin by reviewing the foundations of organizational legitimacy theory and examine recent research documenting the growing importance of corporate citizenship for assessments of business legitimacy. This study examines the event- related brain potential of 25 Mexican monolingual Spanish-speakers when reading Spanish sentences with single entity anaphora or complex anaphora. Complex anaphora is an expression that refer to propositions, states, facts or events while, a single entity anaphora is an expression that refers back to a concrete object. Here we compare the cognitive cost in processing a single entity anaphora [éstafeminine; La renuncia ] from a complex anaphora [estoneuter; La renuncia fue aceptada ]. Ésta elicited a (...) larger positive peak at 200 ms, and esto elicited a larger frontal negativity around 400 ms. The positivity resembles the P200 component, and its amplitude is thought to represent an interaction between predictive qualities in sentence processing. Unlike parietal negativities, frontal negativities are thought to represent the ease by which pronouns are linked with its antecedent, and how easy the information is recovered from short-term memory. Thus, the complex anaphora recruited more cognitive resources than the single entity anaphora. We also included an ungrammatical control sentence [éstemasculine; La renuncia ] to better understand the unique processes behind complex anaphoric resolution, as opposed to just general difficulty in sentence processing. In this case, event-related potentials elicited by éstemasculine and éstafeminine were compared. Again, ésta elicited a larger P200. However, different from the experimental condition, a left anterior negativity effect was observed for éste; the ungrammatical condition. Altogether, the present research provides electrophysiological evidence indicating that demonstrative pronouns with different morphosyntactic features and discourse parameters interact during the first stage of anaphoric processing of anaphora. This stage initiated as early as 200 milliseconds after the pronoun onset and probably ends around 400 ms. (shrink)

It is generally acknowledged that much contemporary education takes place within a dominant audit culture, in which accountability becomes a powerful driver of educational practices. In this culture, both pupils and teachers risk being configured as a means to an assessment and target-driven end: pupils are schooled within a particular paradigm of education. The article discusses some ethical issues raised by such schooling, particularly the tensions arising for teachers, and by implication, teacher educators who prepare and support teachers for work (...) in situations where vocational aims and beliefs may be in conflict with instrumental aims. The article offers De Certeau's concept of la perruque to suggest an opening to playful engagement for human ends in education, as a way of contending with and managing the tensions generated. I use the concept to recover an idea of solidarity for teacher educators and teachers to enable ethical teaching in difficult times. (shrink)

Despite the fact that Norway is considered to be one of the most gender equal countries in the world, the proportion of women in philosophy is still low. In this article, we reflect on women's presence in Norwegian philosophy, partly based on interviews with Norwegian women philosophers from different universities. -/- We discuss the low proportion of women among students and staff in the field, investigate whether gender perspectives and feminist philosophy are present in the study of philosophy today. We (...) also identify some characteristics of the Norwegian postwar philosophy, such as diversity and openness, power struggles and gender blindness. Our material also shows that measures to improve gender balance in philosophy, has met fierce resistance. We discuss how the features of Norwegian postwar philosophy, together with direct and indirect stereotypes on gender, rationality and natural properties, has contributed to the fact that women still are a minority in Norwegian philosophy. -/- We also argue that the study of feminist philosophy and the integration of gender perspective is necessary in order to achieve gender equality in the discipline, to pave way for a new development in Norwegian philosophy, and to ensure the quality of higher education. Web search engines usually keep users’ profiles for multiple purposes, such as result ranking and relevancy, market research, and targeted advertisements. However, user web search history may contain sensitive and private information about the user, such as health condition, personal interests, and affiliations that may infringe users’ privacy since a user’s identity may be exposed and misused by third parties. Numerous techniques are available to address privacy infringement, including Private Information Retrieval protocols that use peer nodes to preserve privacy. Previously, (...) we have proved that PIR protocols are vulnerable to the QuPiD Attack. In this research, we proposed NN-QuPiD Attack, an improved version of QuPiD Attack that uses an Artificial Neural Network based model to associate queries with their original users. The results show that the NN-QuPiD Attack gave 0.512 Recall with the Precision of 0.923, whereas simple QuPiD Attack gave 0.49 Recall with the Precision of 0.934 with the same data. (shrink)

This paper develops a way of understanding G. E. M. Anscombe's essay “The First Person” at the heart of which are the following two ideas: first, that the point of her essay is to show that it is not possible for anyone to understand what they express with “I” as an Art des Gegebenseins—a way of thinking of an object that constitutes identifying knowledge of which object is being thought of; and second, that the argument through which her essay seeks (...) to show this is itself first personal in character. Understanding Anscombe's essay in this light has the merit of showing much of what it says to be correct. But it sets us the task of saying what it is that we understand ourselves to express with “I” if not an Art des Gegebenseins, and in particular what it is that we understand ourselves to express with sentences with “I” as subject that might seem to express identity judgments, such as “I am NN”, and “I am this body”. On Thursday June 12th 2003, a press release concerning a Cabinet reshuffle declared as a footnote that the office of Lord Chancellor was to be abolished and that a new Supreme Court would replace the House of Lords as the highest court in the United Kingdom. In response to intense criticism of the Government for announcing these judicial reforms without holding any prior debate or consultation, Charles Banner and Alexander Deane have sought the views of several constitutional experts – including (...) judges, leading QCs, legal and political academics, commentators and MPs. This book is the product of their research: citing the interviewees at length, it critically analyses the Government’s proposals and looks at the various alternative models for appointing judges and for a new court of final appeal. I Alderdommen (1970) fremsetter Simone de Beauvoir en filosofisk analyse av alderdom og eldre menneskers situa- sjon, og hevder at behandlingen de får er «skandaløs»; samfunnet «returnerer dem som en vare det ikke lenger er bruk for». Hun tilkjennegir et like stort engasjement mot den urett som eldre utsettes for som hun gjør i Det annet kjønn (1949) når det gjelder undertrykkelsen av kvinner. Likevel påstår Beauvoir at alderdommen først og fremst er et problem for mannen, og det har blitt (...) hevdet at Alderdommen er et verk om aldersdiskriminering hvor mannens aldringsprosess gjøres til norm – ikke et feministisk verk på linje med Det annet kjønn. I denne artikkelen argumen- terer Tove Pettersen for at det nettopp er den feministiske filosofien Beauvoir utvikler i Det annet kjønn som ligger til grunn for hennes undersøkelser av undertrykkelse og diskriminering av eldre. I tillegg demonstrerer Beauvoirs omfattende analyse av alderdommen at hverken alder eller kjønn kan studeres uavhengig av hverandre. Alder og kjønn virker sammen, og må ses i lys av den situasjon disse fenomenene fremtrer i hvor også klasse er av stor betydning. Nevertheless, Beauvoir claims that old age first and foremost is a problem for men, and it has been argued that The Coming of Age is a work on age discrim- ination where the male aging process is made the norm – not a feminist work on par with The Second Sex. In thisarticle, Tove Pettersen argues that it is precisely the feminist philosophy that Beauvoir develops in The Second Sex that enables her to analyze the oppression and discrimination of the elderly. Additionally, Beauvoir's comprehensive analysis of old age demonstrates that neither age nor gender can be studied independently. Age and gender intersect, and must be be seen in light of the situation in which class is of great importance. Thus, The Coming of Age can be read as a work in which Beauvoir shows how different forms of oppression work together and contribute to the mar- ginalization and discrimination of the elderly. In this work, we treat the interpretation of tense in adjunct clauses in English and Russian (relative clauses, before/after/when-clauses) with a future matrix verb. The main findings of our paper are the following: 1. English has a simultaneous reading in Present adjuncts embedded under will. Russian Present adjuncts under budet or the synthetic perfective future can only have a deictic interpretation. This follows from our SOT parameter. 2. The syntax of Russian temporal adjunct clauses (do/posle togo kak…) shows overt parts (...) that had to be stipulated for English as covert in earlier papers. We present a neat and straightforward analysis of Russian temporal adjuncts. Contrary to Russian, English has Present under Future in before-clauses. It would be nice to relate this feature to the SOT parameter, but the construction seems to be an idiosyncrasy in the domain of subordinate tense. (shrink)

Berber languages use the directionals =d and =nn to specify the deictic path of motion verbs. These clitics occur with a range of verbs from other semantic classes (e.g. change of state verbs, verbs of vision and perception), with which they can be attributed different meanings. The first goal of this paper is to provide a cross-dialectal description of these meanings. The second goal is to show the role of verbal semantics in their constructions and the overall distribution of the (...) clitics. Adopting Talmy’s framework (2000) of lexicalisation of semantic concepts, linked to the domain of space and motion, I propose that the particular meaning components lexicalised by the modified verb govern the occurrence of the clitics and their particular meaning. Conversation analysis research on naturally occurring NS-NS talk-in-interaction has revealed that participants observably orient to shared expectations of the socio-interactional role of idiomatic expressions, particularly with regard to topic termination and transition. This study has analysed NS-NNS, as well as NS-NS, spontaneous conversation in order to evaluate and uncover recurrent features associated with the use of such expressions. Two main sequential patterns have been observed: one, occurring in both NS-NS and NS-NNS talk, is connected with topic termination and transition, in (...) some cases being extended to allow for the negotiation of interactional alignment between participants; the other, a `negotiative metatalk sequence', follows idiomatic expressions at points of possible topic conclusion and deals with NS-NNS trouble spots in which conversational participants' lack of shared understanding triggers coordinated negotiatory action that clears the way for the introduction of a new topic. This paper suggests an online solution for the optimal tracking control of robotic systems based on a single critic neural network -based reinforcement learning method. To this end, we rewrite the robotic system model as a state-space form, which will facilitate the realization of optimal tracking control synthesis. To maintain the tracking response, a steady-state control is designed, and then an adaptive optimal tracking control is used to ensure that the tracking error can achieve convergence in an optimal sense. To (...) solve the obtained optimal control via the framework of adaptive dynamic programming, the command trajectory to be tracked and the modified tracking Hamilton-Jacobi-Bellman are all formulated. An online RL algorithm is the developed to address the HJB equation using a critic NN with online learning algorithm. Simulation results are given to verify the effectiveness of the proposed method. With the development of mobile communication technology, location-based services are booming prosperously. Meanwhile privacy protection has become the main obstacle for the further development of LBS. The k-nearest neighbor search is one of the most common types of LBS. In this paper, we propose an efficient private circular query protocol with high accuracy rate and low computation and communication cost. We adopt the Moore curve to convert two-dimensional spatial data into one-dimensional sequence and encrypt the points of interest information with (...) the Brakerski-Gentry-Vaikuntanathan homomorphic encryption scheme for privacy-preserving. The proposed scheme performs the secret circular shift of the encrypted POIs information to hide the location of the user without a trusted third party. To reduce the computation and communication cost, we dynamically divide the table of the POIs information according to the value of k. Experiments show that the proposed scheme provides high accuracy query results while maintaining low computation and communication cost. (shrink)

This paper studies miniatures from two copies of Ibn Husam Husafi’s Haveranname. The first one is from the Tahran Gulistan Palace Library, which consists of four pages, and the one-paged work is from the Museum of Riza Abbasi. These miniatures have been produced by Ferhad of Shiraz School of Miniature and his apprentices, in which Ali is depicted in a fierce fight with a dragon. Four of these miniatures have been published but not thoroughly examined. No published information is available (...) about the other miniature, studied here. It is evident from the quality of the drawing that the miniature has been produced by Ferhad. In the miniature, Ali is portrayed on his horse, Duldul, in an open field, attacking a seven-headed dragon with his sword, Zulfikar. The miniature also contains some poetry as well as some depictions of people and imaginary creatures. The miniatures from Haveranname have been auctioned in various parts of the world. In the book of the record, there is no detail about how the museum has retrieved it. As a result of the analyses in the current research paper, it is proposed that the miniature originates from the copy of Haveranname of the Gulistan Palace Library and has been acquired in an auction. Handwritten text recognition is considered as the most challenging task for the research community due to slight change in different characters’ shape in handwritten documents. The unavailability of a standard dataset makes it vaguer in nature for the researchers to work on. To address these problems, this paper presents an optical character recognition system for the recognition of offline Pashto characters. The problem of the unavailability of a standard handwritten Pashto characters database is addressed by developing a medium-sized database of (...) offline Pashto characters. This database consists of 11352 character images. Enriched feature extraction techniques of histogram of oriented gradients and zoning-based density features are used for feature extraction of carved Pashto characters. K-nearest neighbors is considered as a classification tool for the proposed algorithm based on the proposed feature sets. A resultant accuracy of 80.34% is calculated for the histogram of oriented gradients, while for zoning-based density features, 76.42% is achieved using 10-fold cross validation. (shrink)
