The paper analyzes the development of medical ethics in the USSR, and its socio-psychological, scientific-technological, and organizational factors. Special attention is given to the interdependence of moral-ethical problems with organizational issues. The availability of free health care to all citizens has been regarded as a great achievement of the Soviet society. In recent decades, however, decreased funding of the state-run health care system has led to a deterioration in the quality and quantity of available medical equipment and services. More than 50 percent of the Russian population is dissatisfied with the health care system and the attitudes and moral standards of their health care providers. This study emphasises the cosmic dimensions of the Church understood as the Throne of God, analysing its understanding in this way by the great writers and thinkers of the ancient world, for example, Philo the Alexandrine, Saint Dionysius the Areopagite and Saint Irene of Lyon. The reconstitution of all the cosmological contexts and understanding of the Throne of God inspired by the texts of the ancient authors is opening a very interesting perspective over the existence of the Church as a (...) cosmic Throne of God and reassembling of all the heavenly and intelligible creations sustained and vivified by the primal light of God transmitted in this way towards the lower degrees of the heavenly angelic and churchly hierarchy. Thus, the real source of primacy in the Church is originated, as Saint Dionysius pointed out, in the primal light of God poured over the Church. The Church as the Throne of God helps to discover the real cosmic and heavenly perspective over the heavenly power and authority, the bishops of the Churches are called frankly by God from the beginning (Rv 3:21). This paper is a review of the 18th National Ethics Conference that took place in November 2022 and was organized by the Department of Ethical Studies of the Institute of Philosophy and Sociology of the Bulgarian Academy of Sciences. The aim of this review is to give publicity to the event by informing of the thematic panels, the titles of the reports and the names of the researchers who participated.

The purpose of the study is to develop theoretical and organizational and methodological recommendations for improving state financial control. The article analyses the main performance indicators of the state financial control bodies, identifies the weaknesses of their activities, groups of problems and shortcomings of the current state financial control system. The scientific novelty consists in the development of a set of measures aimed at improving state financial control in the Russian Federation. Taking the regime established by the Convention on Biological Diversity as a foundation, the purpose of this article is twofold. First, it examines how the international biodiversity regime integrates the private property paradigm into its toolbox for conservation and sustainability and then critically evaluates the shortcomings of the intellectual property mechanism. Second, it argues that the increasing ubiquity of open access emerging technologies should lead the international community to carefully assess the benefits for conservation research of reverting to a framework (...) that places biodiversity within the global commons. The impasse between global commons advocates and the intellectual property status quo obscures the underlying problematic of the “commodity fiction” of biodiversity and increasing use of digital sequence information likely exacerbates power asymmetries. One remedy explored here is an alternative to these two approaches that dislodges rather than discards the concept of private property. Drawing inspiration from Polanyi and building on May (2010), the article shows how a hybrid approach bridging a public and private conception of genetic resources and traditional knowledge could more effectively and equitably distribute benefits to countries and communities providing resources of value to industry. This research provides an analysis of the role of ‘natural consciousness’ and ‘absolute knowledge’ in the process of establishing the notion of philosophy in Hegel’s The Phenomenology of Spirit. The author seeks to show that ‘natural consciousness’ does not disappear in the first approaches to The Phenomenology, but rather, it continues to act as the subject of the ‘experience of consciousness’ until the end. The material analysis directly related to the evolution of ‘natural consciousness’ in the first stages of ‘experience’ (...) particularly supports the hypothesis about the philosopher’s work on the book. The results obtained can be seen as a validation of the idea that the usual notions of overcoming ‘natural consciousness’ already in the first ‘experiences of consciousness’ do not correspond to its fundamental role in establishing the notion of philosophy in The Phenomenology of Spirit. It represents not only the starting point of the phenomenological movement but it is also involved in the ‘reversals of consciousness’ at every stage of the ‘experience,’ which is important to take into account for the correct evaluation of the specificity of The Phenomenology of Spirit and the comprehension of the nature of philosophical knowledge as the main result of this Hegelian work. This article aims to address the metaphysical dimension of cosmological models, be they mythological, philosophical, religious or modern scientific, using multidisciplinary and transdisciplinary methodology. Such an approach is a novelty, both in the theological field and in the philosophical field and secular sciences, which studies the origin of man and the universe.Contribution: The originality of this article consists in introducing the concept of transcendental cosmology, which, along with spiritual cosmology can be a serious theological and philosophical reply to the Bing (...) G. E. Moore’s critical analysis of right action in utilitarian ethics and his consequentialist concept of right action is a starting point for a theory of moral/right action in ethics of social consequences. The terms right and wrong have different meanings in these theories. The author explores different aspects of right and wrong actions in ethics of social consequences and compares them with Moore’s ideas. He positively evaluates Moore’s contributions to the development his theory of moral/right action.

The paper questions the scientific rather than ideological problem of an eventual biological successor of the mankind. The concept of superhumans is usually linked to Nietzsche or to Heidegger’s criticism or even to the ideology of Nazism. However, the superhuman can be also viewed as that biological species who will originate from humans eventually in the course of evolution.While the society is reached a natural limitation of globalism, technics depends on the amount of utilized energy, and the mind is restricted (...) by its carrier, i.e. by the brain, it is language which seems to be the frontier of any future development of humans or superhumans. Language is a symbolization of the world and thus doubling in an ideal or virtual world fruitful for creativity and the modeling of the former. Consequently, the gap between the material and the ideal world is both produced by and productive for language. (shrink)
