Vaccines can be an appropriate tool for combating pandemics. Accordingly, expectations were high when the first Covid-19 vaccines were administered. However, even though the vaccines have not met these high initial expectations, vaccine manufacturers and their investors were making large profits, while most of the associated economic risks have remained with the taxpaying public. Thus, this paper applies the concept of social impact bonds to mass vaccination programs by conceptualizing vaccine impact bonds (VIBs) as an alternative to the advance purchase (...) agreements (APAs) for Covid-19 vaccines. Rather than rewarding vaccine manufacturers and their investors based on the quantity of doses distributed, VIBs intend to link the real-world vaccine impact to the financial returns of vaccine manufacturers and their investors. This paper indicates that VIBs can theoretically shift the economic risks of mass vaccination programs from the taxpaying public to private investors, thereby aligning commercial and public interests. However, it also identifies several major weaknesses such as the complexity of defining and evaluating the vaccine impact as well as the inherent trade-off between relieving taxpayers (through VIBs) and allowing innovation. As these substantial drawbacks outweigh the theoretical strengths of VIBs, this paper calls for further research in order to identify better alternatives to the Covid-19 vaccine contracts. (shrink)

Recent global efforts of the United States and England to withdraw from international institutions, along with recent challenges to human rights courts from Poland and Hungary, have been described as part of a growing global populist backlash against the liberal international order. Several scholars have even identified the recent threat of mass withdrawal of African states from the International Criminal Court (ICC) as part of this global populist backlash. Are the African challenges to the ICC part of a global populist (...) movement developing in Africa? More fundamentally, how are the African challenges to the ICC examples of populism, if at all? In this paper, I show that, while there is considerable overlap between the strategies used by particular African leaders to challenge the ICC and those typically considered populist, as well as a discernible thin populist ideology to sustain them, there is insufficient evidence of a larger anti-ICC populist movement in Africa. Although Africa is not as united against the ICC as the populist narrative suggests, the recent challenges to the Court from Africa pose a significant challenge to the Court, as the institution is still in the early stages of building its legitimacy. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

In prosecuting the war on terror, the Bush Administration asserts that the protections inherent in state sovereignty do not apply to state sponsors of terrorism. I examine three elements of normative arguments to assess the administration's policies. The administration sought to delegitmize terrorism by underscoring the uncivilized nature of terrorist acts. It sought to link the war on terror to efforts to prohibit the spread of weapons of mass destruction (WMD), and to frame the invasion of Iraq as central to (...) this war. Finally, the administration proposed new international standards of behavior by arguing that state sponsors of terrorism should be held accountable for terrorist acts planned on their territory, and by seeking to link the protections against intervention inherent in the sovereignty norm to this behavior. Despite initial support for delegitmizing terrorism, the US attempt to frame the war on terror as linked to WMD and Iraq met with skepticism, and it faced fierce competition from alternate frames with regard to Iraq. Finally, the invasion of Iraq stimulated resistance to US policy on normative grounds, with particular concern about the consequences for the sovereignty norm. (shrink)

This study examined the differences in the level of physical fitness and academic performance among male middle-school children based on different body status categories. A total of 69 male children [age: 12.4 ± 0.7 years; body mass: 58.5 ± 7.2 kg; height: 1.62 ± 0.09 m; and body mass index : 22.4 ± 3.3 kg/m2] participated and were divided into BMI age-adjusted groups. Height, mass, BMI, stork test of static balance, 10 and 15 m sprint as an indicator for speed, (...) hand-grip strength test, agility T-half test, medicine ball throw, and the Yo-Yo Intermittent Recovery Test level 1 were assessed. School records were retrieved for grade point averages of mathematics, science, and Arabic. We found significant group differences regarding anthropometric, physical, and academic performance parameters. The largest difference correlation between parameters of different dimensions was found. In conclusion, the highest BMI group exhibited similar physical and academic performances than the lowest group. Thus, these data emphasize the importance and appropriateness to engage young Qatari schoolchildren in physical activity as it associates with superior academic performance. (shrink)

Vandenberg (bio)The work of René Girard, so productively applied in so many different fields—in theology, in anthropology, in literature, to name a few—has yet to be recognized or applied in the field of rhetorical studies. Yet there exists, I argue, a need precisely for Girard's theories as the over 2000 year-old discipline enters the twenty-first century.Girard's theory of mimetic (...) or triangular desire can be used as a model for understanding persuasion, because it is, among other things, an "expression of a basic set of ideas on... the dynamics of the self and human relations" (1996, vii). Girard's concern is with human relationships and, in a sense, with how individuals in these relationships act rhetorically upon themselves and others. Girard's mimetic theory hinges on the dynamics of imitation and explains how individuals relate through both the conscious and the unconscious sharing of behaviors, attitudes, and beliefs in certain situations. These situations are clearly rhetorical, as can be seen by examining the definition of the "rhetorical situation" set forth by Lloyd Bitzer, in his seminal 1968 article, "The Rhetorical Situation." Bitzer proposes three conditions that must be met for a rhetorical situation to exist: an exigency or imperfection marked by urgency; a rhetorical audience or an audience that can act; and constraints, or elements that have the power to constrain the decision and action needed to modify the exigency (7). In mass-mediated modern rhetoric, I argue that the exigencies exist externally (in the culture) and internally, the audience is both others and self, and the constraints are the alienation, mystification, and desire generated by hierarchies. Twentieth-century rhetorical theorist Kenneth Burke advises that "we must often think of rhetoric not in terms of some one particular address, but as a general body of identifications that owe their convincingness much more to trivial repetition and dull daily reënforcement than to exceptional rhetorical skill" (1950, 26). Such is the case with this particular form of rhetoric, which is generated and propagated by mimetic contagion and thus is best more narrowly defined as sociological propaganda, a type of propaganda [End Page 259] theorized by Jacques Ellul in Propaganda: The Formation of Men's Attitudes (1975).Ellul, the first to distinguish between political propaganda and sociological propaganda, proposes that the latter encompasses social behaviors "much more vast and less certain" than those of political propaganda (1975, 62). These social behaviors permit the penetration of an ideology in a society, a penetration that is achieved through the active participation of the masses. Sociological propaganda, as Ellul describes it, works from within; it is dependent on the individual's willingness and ability to persuade him- or herself and others. Sociological propaganda, Ellul posits, is created when members of a group behave in such a way as to influence the attitudes, actions, and lifestyles of others; often this behavior is unconscious, unintentional, and spontaneous.In these ways, the rhetoric of sociological propaganda operates in a markedly different fashion than more "traditional" rhetoric, which is largely understood to operate as a unilateral transaction in which an individual orator actively, openly, and orally works to move a relatively passive but physically present audience to act in accordance with the orator's own beliefs through a formally delivered speech. In its reliance on the interaction and cooperation of the many rather than the centrality and dominance of one speaker, in its acceptance of unintentional, spontaneous, and unconscious persuasion, in its dependence on the modern mass media, and in the limitless and nebulous nature of its boundaries in time and space, sociological propaganda constitutes a type of rhetoric heretofore insufficiently addressed by rhetorical studies. This article investigates a surplus quality that a “politics out of doors” embodies. It argues that forms of mass appearance and protest manifest an aesthetic and affective making of a people—a people that enjoys its togetherness through visualized, vocalized, and performative expressions of its presence. Generating and generated by a collective desire, this figure of a people exceeds “the people” understood as a legally authorizing and legitimating entity. What is one to say of a new "profession" that is flourishing nowadays? I am referring to the digital influencer, whose only possible parallel is given by the uncontrollable multiplication of coaches for every single aspect of life. The reader of René Girard's fundamental work cannot but close her eyes and anticipate the next step. Digital influencers and coaches are only successful if they present themselves as an authentic skandalon to billions of users around the globe, for their lifestyle, although seemingly inaccessible or precisely because of it, becomes the explicit object of desire of their followers. Girardian concepts come naturally to mind: Metaphysical desire defines the profile of such followers—they want to be exactly like the coaches and influencers they admire. The double-bind nature of this predicament is a perfect recipe for the escalation of symbolic violence and abusive language that permeates the digital universe. Influencers and coaches are, so to speak, active nonreaders of Gregory Bateson's work, urging their followers to adopt them as undisputable models, but at the same time, because they are the coaches and the influencers, they are making it clear that the followers will not be able to achieve what nonetheless they are led to covet because of the same influencers and coaches. Otherwise, if every follower became a coach, the "profession" would at once reach its apogee and its destruction!(You understand that redundancy imposes itself here because it is a powerful mimetic machine.)In Bateson's words, the double bind is "a situation in which no matter what a person does, he 'can't win.' We aim to contribute to recent situational approaches to the study of interpersonal violence by elaborating the concept of trajectories. Trajectories are communicative processes in which antagonists act upon each other’s bodily and verbal actions to project a direction for the interaction to take, which is then (con) tested in the exchanges that follow. We use the notion of trajectories to gain insight in how participants turn an antagonistic situation into a violent encounter, which we contrast to interactionist and micro-sociological (...) understandings. Using ethnomethodological and conversation analytical tools, we detail the trajectories of three violent encounters, captured on phone camera recordings to answer the question how verbal and bodily exchanges project physical violence. Methodologically, our contribution shows how bodily actions can be studied in visual data. Our cases show how antagonists move the interaction toward violence by creating a metaconflict revolving around the conditions under which the interaction will become a physical confrontation; what we call the contested projection of violence. We conclude that the concept of trajectories offers a useful analytical tool to detail the shifts and turns of the interactive process—notably it’s bodily dimensions— that characterize antagonism and violence. Substantially, our analysis raises questions about conceptualizations of the emotional dynamics (notably the role of dominance) of violence, as proposed by earlier micro-sociological and interactionist work. We therefore suggest that future studies engage with these issues in more detail and in larger datasets. (shrink)

René Girard addresses these topics primarily in terms of mimesis, its potential violence, and the trope of the scapegoat. Still, toward the end of his career and life, he relentlessly pointed out the dangers implicated in the dynamism of these forces. (...) He addressed it clearly in his "apocalyptic book" Battling to the End (2010):I have been accused of repeating myself too often, of turning my theory into a fetish, of using it to explain everything. Yet it has described mechanisms that recent discoveries in neuroscience confirm: imitation is the initial and essential means of learning; it is not something acquired later on. We can escape mimetism only by understanding the laws that govern it. Only by understanding the dangers of imitation can we conceive of authentic identification with the Other. However, we are becoming aware of the primacy of moral relationship at the very time when the atomization of humanity is being realized, and when violence has increased in intensity and unpredictability.1[End Page 15] It is this thin line between necessary/harmless imitation and its dangerous versions that will be the central theme in the analysis. As Girard states, a vast amount of established research confirms that the mimetic impulse is innate.2 We should pay specific attention to "the atomization of humanity," since it zooms in on our contemporary epoch's paradoxical "mass-individualism," evidently tremendously enhanced by information and communication technology (ICT). In order to contribute to Girard's lifework and to extend it beyond his own writing, we outline a few contemporary phenomena that clearly exhibit the primordial dangers of human violence that Girard draws attention to. These phenomena are initially only roughly sketched, but subsequent sections give them sharper relief. The central phenomena are cancel culture, speed, and the reading of literature. Just to be clear, the intended mode of reading should be construed in a broad sense, thus potentially including philosophy and theology, if one is inclined to emphasize the differences between these disciplines and the reading of literature.3Cancel culture in certain ways makes manifest a social welfare society version of escalating violence, indicating that "violence has increased in intensity and unpredictability."4 A succinct definition of cancel culture will initially suffice:Cancel culture refers to ending (or attempting to end) an individual's career or prominence to hold them accountable for immoral behavior. Driven primarily by young progressives, often through social media, cancel culture has attracted controversy since it swept into the national conversation.5This definition can easily be extended into larger historical patterns in which, for instance, colonial crimes are highlighted and demands are raised for contemporary acts of atonement. As Rob Henderson points out, the obvious flip side is that "the swift and decisive nature of cancel culture can stifle debate, and some believe that dialogue is a more productive way to foster change."6 The "swiftness" and the immediate collectable consequences are decisive in their functions as social punishment and exclusion; in other words, digitalized speed accomplishes verdict and punishment in a very short time span, which is a reflection of desire pure and simple. The rapidity from intention to anticipated effect rather resembles an instinctive and violent action more than the forwarding of a carefully thought through argument or statement. The present becomes an invincible ivory tower bristling with power to finally mete out the justice that the erroneous ethics of earlier times were incapable of conceiving and achieving. An always already accelerating modernity speeded up immensely through [End Page 16] the fast growth of information and communication technology (ICT). Recursively removing all words that are reachable by definition but that do not define any further words reduces the dictionary to a Kernel of about 10% of its size. This is still not the smallest number of words that can define all the rest. About 75% of the Kernel turns (...) out to be its Core, a “Strongly Connected Subset” of words with a definitional path to and from any pair of its words and no word's definition depending on a word outside the set. But the Core cannot define all the rest of the dictionary. The 25% of the Kernel surrounding the Core consists of small strongly connected subsets of words: the Satellites. The size of the smallest set of words that can define all the rest—the graph's “minimum feedback vertex set” or MinSet—is about 1% of the dictionary, about 15% of the Kernel, and part-Core/part-Satellite. But every dictionary has a huge number of MinSets. The Core words are learned earlier, more frequent, and less concrete than the Satellites, which are in turn learned earlier, more frequent, but more concrete than the rest of the Dictionary. In principle, only one MinSet's words would need to be grounded through the sensorimotor capacity to recognize and categorize their referents. In a dual-code sensorimotor/symbolic model of the mental lexicon, the symbolic code could do all the rest through recombinatory definition. (shrink)

Le thème de l'autobiographie foetale qui hante la littérature masculine récente est très représentatif de la masculinité en crise; il cristallise ses angoisses, ses résistances ou sa nouvelle quête émotive, affective et corporelle.The following four-part paper try to analyse in recent quebecer and french littérature the manifestations of a changing society, wether it be willing or not to break with gender stereotypes and reconcile the masculine/feminine dichotomy. Female writers still show leadership in wanting both body and mind, life and fiction; in thinking ofalterity and multiple identities; and in working at fictionnal, theoretical and incarnate texts wich take reality into considerations. Their reflexion and creation in effect never stops questionning the artistic device, the lies of both small and big history to prove that we cannot inconsiderately dissociate Ethics from Esthetics ! The foetal autobiography team now haunting recent male littérature is very representative of the masculinity crisis; it cristallizes his anguish resistances or his new emotive, affective and corporeal quest. Late antique political Platonism was not unoriginal in its thought. The paper takes as an example the Justinianic dialogue On Political Science (ca. 550), which creatively engages with Plato’s political works. It shows that the dialogue tries – and manages, as I argue – to combine two apparently inconsistent Platonic models: what I call the “divine” model, in which a philosopher-king endowed with divine knowledge rules unhindered by civic laws; and the “human” model, characterized by the rule of law. The (...) divine model comes mostly from Plato’s Republic and Statesman; the human one, from the Laws. On Political Science demonstrates that its (anonymous) author was acquainted with these three Platonic texts, in addition to other texts. That is philologically noteworthy, but also philosophically interesting: the dialogue manages to integrate the two models into a common framework. It puts forward an original political model, in which a philosopher-king, although endowed with divine knowledge, still has to be bound by civic laws because of his human frailty. The article concludes by discussing the polemical import the dialogue could have had in its Justinianic context. (shrink)

This essay uses the mimetic theory of controversial literary anthropologist René Girard to explicate a central but neglected theme in Ayn Rand's Atlas Shrugged: sacrifice. In Rand's view, big government is supported by a sacrificial ideology founded in the idea of Original Sin that fosters the petty resentments of the masses while scapegoating the productive elite. John Gait triggers the self-destruction of this "infernal" sacrificial machine by withdrawing its intended victims. The resulting political collapse opens the way to a (...) Randian utopia beyond the theorizing of Girard, a society without sacrifice. (shrink)

Zur Soziologie der Wissenschaftssoziologie* Von Nico Stehr Die Wissenschaftssoziologie ist in Bewegung geraten und mit ihr Wissenschaftsgeschichte und Wissenschaftstheorie sowie eine Reihe weiterer, im akademischen Bereich insti­ tutionalisierter wissenschaftlicher Spezialgebiete, die sich "Wissenschaft" reflexiv als Forschungsobjekt gewählt haben!. Die in diesem Band zusammengetragenen Aufsätze sind sowohl Ausdruck als auch Er­ gebnis dieser neuerlichen Entwicklungen auf dem Gebiet der Wissenschaftssoziologie in verschiedenen Ländern und, wie man immer mehr feststellen kann, der ihr einerseits verwandten, andererseits aber auch vorausgehenden und komplementären theoreti­ schen (...) Ansätze in der Wissenschaftsgeschichte und der Wissenschaftstheorie. Der Zu­ sammenhang von Wissenschaftssoziologie (und Wissenssoziologie), Wissensgeschichte und Wissenschaftstheorie als solcher ist zwar keineswegs neu, schon in der Vergangen­ heit haben sich die in diesen Spezialgebieten dominierenden theoretischen Annahmen gegenseitig beeinflußt. Allerdings blieb der angedeutete Zusammenhang, und hier be­ sonders was die Wissenschaftssoziologie angeht, häufig implizit und war zudem von einem, die in der Wissenschaft herrschende Hierarchie von Disziplinen und Spezial­ gebieten wiederspiegelnden Abhängigkeitsverhältnis gekennzeichnet, bei dem die in einem Spezialgebiet vorherrschenden Annahmen die des anderen weitgehend bestimm­ ten. Representationalists hold that the phenomenal character of a perceptual experience is identical with, or supervenes on, an aspect of its representational content. As such, representationalism could be disproved by a counter-example consisting of two experiences that have the same representational content but differ in phenomenal character. In this paper, I discuss two recently proposed counter-examples to representationalism that involve ambiguous or reversible figures. I pursue two goals. My first, and most important, goal is to show that the representationalist can offer (...) plausible responses to both counter-examples. My second goal is to show the implications of these responses for the nature of the spatial representational contents of perceptual experiences. (shrink)

Perceptual experiences inform us about objective properties of things in our environment. But they also have perspectival character in the sense that they differ phenomenally when objects are viewed from different points of view. Contemporary representationalists hold, at a minimum, that phenomenal character supervenes on representational content. Thus, in order to account for perspectival character, they need to indentify a type of representational content that changes in appropriate ways with the perceiver’s point of view. Many representationlists, including Shoemaker and Lycan, (...) argue that such contents are best construed in terms of mind-dependent properties. Other representationalists, including Tye and Dretske, hold that these contents involve only mind-independent properties. Susanna Schellenberg has recently developed an account of perceptual experience that would serve these latter representationalists extremely well. She suggests that we can do justice to the perspectival character of perceptual experience by appeal to representations of a certain type of relational properties, so-called ‘situation-dependent properties.’ In this paper, I critically engage with Schellenberg’s proposal in order to show how mind-independent representationalists can explain perspectival character. I argue that appeal to situation-dependent properties is problematic. I then show that mind-independent representationalists can account for perspectical character by means of scenario contents in Christopher Peacocke’s sense. (shrink)
