But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental (...) crises. Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. How should International Political Theory (IPT) relate to public policy? Should theorists aspire for their work to be policy- relevant and, if so, in what sense? When can we legitimately criticize a theory for failing to be relevant to practice? To develop a response to these questions, I will consider two issues: (1) the extent to which international political theorists should be concerned that the norms they articulate are precise enough to entail clear practical advice under different empirical (...) circumstances; (2) whether they should provide concrete practical advice on policy choice and institutional reform. These questions are related but distinct, and we should answer each quite differently. Regarding the first, I shall argue that it counts heavily against a theory if it is not precise enough to guide policy and reform given certain empirical assumptions. On the second, I will argue that theorists should be very cautious when engaging with questions of policy and institutional design. Some principles of IPT can be criticized for being insufficiently precise, but a degree of abstraction from concrete policy recommendations is a virtue, rather than a vice, of an element of IPT. I conclude that we should aim to be precise without being concrete. To help fix ideas and anchor my argument, I will discuss these issues with reference to a principle that John Rawls has advocated in his influential work The Law of Peoples (Rawls 1999a): a duty of assistance to societies that lack the capacity to satisfy the basic needs or protect the basic rights of their people. International Political Theory focuses on the point where two fields of study meet - International Relations and Political Theory. It was never at ease with the economist, for whom it was not ‘real economics’; it was far too ‘economistic’ for scholars of international relations; too ‘international’ for scholars of political science; and largely unnoticed by normative political philosophy. The different responses in Great Britain and the United States to Martin Wight as a thinker of international relations reveal something about the contrasting academic cultures of the two countries. Wight was pre-eminently an arts man, regarding history and philosophy as essential prerequisites for understanding the world. Above all he was concerned with the moral dimension in politics, whether domestic or international. His pacifism in the Second World War, curiously linked to his profound sense of realism, reflected (...) deep religious convictions' indeed theology, and particularly eschatology, underlay much of his thinking. His career centers upon first Chatham House and Nuffield College, Oxford, then the London School of Economics and Political Science, and finally the University of Sussex. His lectures at the LSE on international theory achieved legendary fame, but he did not publish much in his lifetime. The appearance since 1977 of four notable posthumous works has enhanced his already high reputation, as has the increasing scholarly interest in the English School, of which he is now seen as a founding father. Ian Hall's book is a brilliant piece of analysis in which Wight's theological world view which was not obtrusive in his teaching and writing is investigated with a sureness that is probably rare among scholars in the international relations field. In this article, I defend the idea that Bentham's international political theory entails a cosmopolitan dimension. First, I explain that Bentham rejects two pillars of internationalism, namely, the sovereign's unconstrained autonomous power and authority in international politics, and the legal and moral personality of the state in the international realm. This critique leads Bentham to construct a complex international political theory which places the issue of states’ responsibility at its centre. Bentham's international theory articulates (...) a minimalist international system of cooperation between states and an institutional model of public officials’ responsibilities that together play the crucial role in securing the greatest happiness of the greatest number in the world. In this last part, I explain how Bentham's international political theory relies heavily on the responsibilities of states, a set of responsibilities that encompasses both national and cosmopolitan responsibilities that public officials in each state hold. The year 2020 has been a very trying one for many people, and universities have not been exempted from the challenges it has posed. There are real concerns that the effects of COVID-19 could lead to a lost generation of academic researchers. At the same time, this has been an unusually fecund period for the field of ethics and international affairs. New ideas regarding the relationship between politics and ethics have come to light, with implications for how we (...) think about what ethics actually comprises. This essay seeks to take stock of this moment by considering the contributions to the field made by four recently published books. In contrast to most current approaches to international politics, this work views domestic politics and international relations as inseparable and the role of individual political leaders as key. A core assumption is that political leaders and foreign policy decision makers are motivated to keep their jobs and that they select policies and allocate scarce resources so as to help them fulfill their personal political objectives.
