Scarcity sharpens the conflict between short term gains and long term sustainability. Psychological research documents that decision makers focus on immediate needs under scarcity and use available resources more effectively. However, decision makers also borrow too much from future resources and overall performance decreases as a consequence. Using an online experiment, we study how scarcity affects borrowing decisions in groups. We first document that scarcity affects groups in a similar way as individuals. Then, we go on to show that the (...) negative effect of scarcity is weaker for groups than for individuals. Even in a minimal design that excludes direct interaction or communication, the fact that participants know that their own behavior affects and can be partly observed by another participant disciplines their use of scarce resources. Our results thus highlight the benefit of groups as units of human organization. (shrink)

This study aimed to determine if people would use social usefulness as a criterion when allocating a kidney to potential recipients. Participants ranked hypothetical patients in order of priority to receive the kidney, using only information on the patients’ volunteering record, intelligence, emotional intelligence, and attractiveness. The results showed that volunteers were prioritized over nonvolunteers, highly intelligent patients over those with average intelligence, patients with high emotional intelligence over those with average emotional intelligence, and good-looking patients over average-looking patients. Metacognition, the ability to monitor and evaluate our own cognitive processes, confers advantages to individuals and their own judgment. A more recent hypothesis, however, states that explicit metacognition may also enhance the collective judgment of groups, and may enhance human collaboration and coordination. Here, we investigate this social function hypothesis of metacognition with arguably one of the oldest collaboration problems humans face, common-pool resource use. Using an agent-based model that simulates repeated group interactions and the forming of collective judgments (...) about resource extraction, we show that (1) in “kind” environments (where confidence and judgment accuracy correlate positively), explicit metacognition may allow groups to reach more accurate judgments compared to groups exchanging object-level information only; while (2) in “wicked” environments (where confidence and judgment accuracy correlate negatively), explicit metacognition may protect groups from the large judgment errors yielded by groups using metacognitive information for individual-level learning only (implicit metacognition). With explicit metacognition, this research highlights a novel mechanism which, among others, provides a testable explanation of the often-observed finding that groups all over the world communicate to enhance common property use. A quick tour through an average U.S. hospital gives pause to anyone with even a rudimentary concern for environmental issues. To a careful observer, the typical U.S. hospital presents an array of challenges to the health of ecosystems. For example, hospitals consume vast quantities of natural resources. The most obvious of these are fossil fuels, which form the basic building blocks of the industrialized medical care industry. Aside from the worry that our healthcare systems are technologically and functionally dependent upon (...) nonrenewable, relatively scarce, and politically volatile resources, our heavy reliance on fossil fuels has important ill effects, including unfavorable health outcomes for humans. For example, the combustion of fossil fuels is the driving force behind global warming, which will likely result in increasing heat-related mortality and morbidity and may contribute to the spread and resurgence of infectious diseases around the world. Also, the combustion of coal and oil releases pollutants such as sulfur oxides, nitrogen oxides, and ground-level ozone that contribute to various respiratory ailments. In addition to being energy intensive, the modern hospital uses a great deal of water, wood, paper, metals, minerals, plastics, chemicals, food, and land. (shrink)

National governments in almost all developing countries have begun to decentralize policies and decision making related to development, public services, and the environment. Existing research on the subject has enhanced our understanding of the effects of decentralization and thereby has been an effective instrument in the advocacy of decentralization. But most analyses, especially where environmental resources are concerned, have been less attentive to the political coalitions that prompt decentralization and the role of property rights in facilitating the implementation of decentralized (...) decision making. By comparing decentralization in four cases in South Asia—Forest Councils in Kumaon in India, Joint Forest Management in India, the Parks and People Program in Nepal's Terai, and Community Forestry legislation in Nepal—this article provides answers to two questions: When do governments decentralize environmental decision making? and Which types of property rights must be devolved if decentralized decision making is to be effective? This study employs a knowledge graph approach to realize the representation and association of information resources, promote the research, teaching, and dissemination of Dunhuang cultural heritage (CH). The Dunhuang Mogao Grottoes is a UNESCO world CH site, and digitization of Dunhuang CH has produced a large amount of information resources. However, these digitized resources continue to lack the systematic granular semantic representation required to correlate Dunhuang cultural heritage information (CHI) in order to facilitate efficient research and appreciation. To respond to (...) this need, new approaches for representing CHI are being developed. This study identifies five facets and their semantic relationship to Dunhuang CH, constructs an ontology model to regulate the entities, attributes, and relationships of Dunhuang CH knowledge, and subsequently processes the resulting data using various techniques (such as semantic annotation and entity association) to facilitate rendering the data in a knowledge graph construction. Finally, we constructed a DH-oriented knowledge graph service platform in order to provide a user friendly visual display and semantic retrieval service. (shrink)

Marr's levels of analysis—computational, algorithmic, and implementation—have served cognitive science well over the last 30 years. But the recent increase in the popularity of the computational level raises a new challenge: How do we begin to relate models at different levels of analysis? We propose that it is possible to define levels of analysis that lie between the computational and the algorithmic, providing a way to build a bridge between computational- and algorithmic-level models. The key idea is to push the (...) notion of rationality, often used in defining computational-level models, deeper toward the algorithmic level. We offer a simple recipe for reverse-engineering the mind's cognitive strategies by deriving optimal algorithms for a series of increasingly more realistic abstract computational architectures, which we call “resource-rational analysis.”. A topical issue in natural resource management is that of scale, in particular, the organizational entry-point to community-based systems of natural resource management. This study investigated access to woodland resources from the perspective of the relevance of units (traditional villages) enjoying policy attention and the nature of boundaries of resource management units as espoused in academic debates. The relevance of the boundaries was investigated from the perspective of flow of resources across boundaries of the recommended units, and (...) resource use relations among communities residing in contiguous units. The study used questionnaire surveys, informal interviews, and personal observations to explore woodland resource use patterns within and across the villages. People acquired woodland products from both within their own villages and from adjacent ones. Most people extracted resources from within residence villages but varying proportions of the people extracted various products from other villages. In general, members of the ruling clan – those holding exclusively ancestral beliefs, those with traditional main house types – were more likely to acquire resources from neighboring villages. People extracted lighter products like wild fruits, mushrooms, and medicinal herbs from other villages compared to bulkier products like fuel wood, kraal (cattle pens) and fence posts, wall and roof poles, and brushwood. The main reasons why people did not extract woodland products from other villages were availability of the products in their own villages, the long distances to walk to gather the resources from other villages, and, to a small extent, availability of substitutes and exclusion to some products by members of other villages. Overall, people did not deny woodland resource users from other villages access to resources in their own villages, although this applied less so in the case of extraction from areas under ritual designations or extraction for commercialization. The study argues that instead of aspiring for ``hard'' or ``distinct'' boundaries, policy needs to recognize ``diffuse and soft'' product use boundaries as a given, so as to promote resource management formulations/options that are more in phase with the operational contexts. Abstract The goal of the study was to investigate the current situation with Human Resources (HR) systems in the Saudi market on the basis of survey conducted among 100 organizations. Their HR and IT experts were to fill out a questionnaire that allowed receiving their expert opinion and make conclusions considering the HR systems usage in this country. In the course of the study, eight hypotheses were investigated and proved: the number of companies’ users of Human Resource Management (HRM) (...) systems does not exceed a half of the staff; most companies use additional resources for HR management apart from HR automated systems; many companies use systems developed by their specialists for HRM; companies are satisfied with the level of HRM systems’ performance; companies are ready to implement new, more effective systems in their practice; Saudi market is not ready for SaaS model; companies are not ready to implement SaaS model; companies have high development potential despite impediments. The results have shown that the Saudi market is ready for implementation of the new technologies, while the level of satisfaction by the current solutions is comparatively low and requires urgent measures. New developments, preferably on the basis of SaaS model, are required to improve the situation and make a step towards successful future. We investigate the growing use of information and communication technology in Nigeria and its potential as a tool to combat the HIV/AIDS epidemic through information management. Potential applications include data gathering for research and disease tracking, knowledge sharing, and dissemination of information on research findings, prevention methods, available care and support, and patient rights. The research is based on 1450 responses to a widely distributed questionnaire.

The effectiveness of antiretroviral regimes (ARVs) to reduce risk of HIV transmission from mother to child and as post-exposure prophylaxis has been known for almost two decades. Recent research indicates ARVs can also reduce the risk of HIV transmission via sexual intercourse in two other ways. With pre-exposure prophylaxis (PrEP), ARVs are used to reduce risk of HIV acquisition among persons who are HIV negative and significantly exposed to the virus. With treatment as prevention (TasP), ARVs are used to reduce (...) risk of HIV transmission from persons who are already HIV positive. The development of these new prevention strategies raises a rationing problem: given the chronic shortage of ARVs for HIV-infected persons in need of treatment, is it ethically justified to allocate ARVs for PrEP and/or TasP? This article examines the intuitively appealing view that allocation of ARVs for treatment should be the highest priority, the use of ARVs for TasP should be a secondary priority, and that utilizing ARVs for PrEP would be unethical. I will argue that selective, evidence-based allocation of ARVs for prevention in certain cases could be ethically justified even when there is insufficient anti-retroviral access for all those needing it for treatment. This article suggests a shift in focus from stories as verbal accounts to narrative interpretation of the every day as a resource for achieving person‐centred health and social care. The aim is to explore Ricoeur's notion of narrative and action, as expressed in his arguments on a threefold mimesis process, using this as a grounding for the use of narration to achieve person‐centredness in health and social care practice. This focus emerged from discussions on this matter at the IPONS (...) conference in Gothenburg, 2021. Based on philosophical resources from Ricoeur's notions of narrative and action developed in his arguments on a threefold mimesis process, we propose a wider use of stories in health and social care practices. We suggest expanding from only focusing on verbal accounts to focusing on narrative as a human way to interpret and make sense of everyday life and circumstances and to communicate possible meanings. We discuss how such complementary focus can be a resource in getting patients involved and collaborating in their health and social care and thereby help develop person‐centred practices. (shrink)

Artificial intelligence is increasingly inputting into various human resource management functions, such as sourcing job applicants and selecting staff, allocating work, and offering personalized career coaching. While the use of AI for such tasks can offer many benefits, evidence suggests that without careful and deliberate implementation its use also has the potential to generate significant harms. This raises several ethical concerns regarding the appropriateness of AI deployment to domains such as HRM, which directly deal with managing sometimes sensitive aspects (...) of individuals’ employment lifecycles. However, research at the intersection of HRM and technology continues to largely center on examining what AI can be used for, rather than focusing on the salient factors relevant to its ethical use and examining how to effectively engage human workers in its use. Conversely, the ethical AI literature offers excellent guiding principles for AI implementation broadly, but there remains much scope to explore how these principles can be enacted in specific contexts-of-use. By drawing on ethical AI and task-technology fit literature, this paper constructs a decision-making framework to support the ethical deployment of AI for HRM and guide determinations of the optimal mix of human and machine involvement for different HRM tasks. Many formalisms for reasoning about knowing commit an agent to be logically omniscient. Logical omniscience is an unrealistic principle for us to use to build a real-world agent, since it commits the agent to knowing infinitely many things. A number of formalizations of knowledge have been developed that do not ascribe logical omniscience to agents. With few exceptions, these approaches are modifications of the possible-worlds semantics. In this paper we use a combination of several general techniques for building non-omniscient reasoners. (...) First we provide for the explicit representation of notions such as problems, solutions, and problem solving activities, notions which are usually left implicit in the discussions of autonomous agents. A second technique is to take explicitly into account the notion of resource when we formalize reasoning principles. We use the notion of resource to describe interesting principles of reasoning that are used for ascribing knowledge to agents. For us, resources are abstract objects. We make extensive use of ordering and inaccessibility relations on resources, but we do not find it necessary to define a metric. Using principles about resources without using a metric is one of the strengths of our approach.We describe the architecture of a reasoner, built from a finite number of components, who solves a puzzle, involving reasoning about knowing, by explicitly using the notion of resource. Our approach allows the use of axioms about belief ordinarily used in problem solving – such as axiom K of modal logic – without being forced to attribute logical omniscience to any agent. In particular we address the issue of how we can use resource-unbounded (e.g., logically omniscient) reasoning to attribute knowledge to others without introducing contradictions. We do this by showing how omniscient reasoning can be introduced as a conservative extension over resource-bounded reasoning. (shrink)

The mineral resources sector is critical to Australia''s economic and social well-being. Minerals and energy have a value of $30 billion in export revenues, providing 50 percent of Australia''s merchandise exports. The industry is characterized by substantial capital investment and very long lead times for project developments and a very competitive international market. The future direction and location of the industry is inextricably linked to long term exploration activities. The industry is faced with a far more complex set of environments (...) than most. The paper identifies the range of complex issues and the wide variety of players using a stakeholder analysis. By monitoring such interactions, and knowing the objective set of the parties, a guide could be established to define moral and ethical frameworks for each interaction. (shrink)

In China, the increasing traffic pressure has created traffic policing problems such as the heavy workloads of traffic police, as well as more conflicts between traffic police and road users. The treatment of traffic policing as a semiotic practice provides both a new perspective in and a helpful approach to dealing with these problems, yet few studies have investigated how semiotic resources are used in traffic policing interactions. This article examines the supportive role of semiotic resources in traffic policing, and (...) draws upon genre and exchanges involved as an illustration. The data include three audio recordings of traffic accident handling cases in Shanghai, China. Through qualitative analysis of the data from the perspective of Systemic Functional Linguistics, this article identifies the genre stages in traffic accident handling and their logico-semantic relations, and situates the typical exchanges and moves used by traffic police in different stages. It also discusses the usefulness of semiotic resources for traffic policing and the implications of these resources in tackling the existing problems of traffic policing in China. (shrink)

Transformations in the economy have led to significant changes in the recreational sphere of the macroregion. The introduction of market relations in the process of use, conservation, improvement and protection of natural recreational resources in the Carpathian macroregion has significantly exacerbated the solution of environmental, social and economic problems. Reproduction of natural resources in the recreational sphere requires the introduction of new theoretical and methodological principles. First of all, it concerns the qualitative distribution of resources suitable for the organization of (...) recreation between the consumer spheres. This is the conceptual basis for establishing the limits of their use in order to prevent degradation and exhaustion. Exploring the ecological and economic principles of reproduction of natural recreational resources, two areas are identified: intra-industry, which characterizes the reproduction of studied resources within the recreational economy and intersectoral, which relates to the reproduction of attractive natural resources, which at the time of study are subject to economic activities. It is scientifically substantiated that the institutes functioning in the recreational sphere of the macroregion do not provide the proper solution of the set tasks. Institutional changes are needed, taking into account such prerequisites as: transition to a market model of management; intensification of the development of the recreational sphere in the conditions of insufficient experience; ecological situation in the macroregion; environment for the development of recreation in the context of globalization. Systemic therapy considers the complex dynamics of relational factors and resources contributing to psychological symptoms. Negative maintaining factors have been well researched for people suffering from Alcohol-use Disorders. However, we know little about the complex dynamics of these negative factors and resources. We interviewed fifty-five participants suffering or fully remitted from Alcohol-use disorders in this cross-sectional study. The interviews focused on relational factors referring to a Support Social Network and a Craving Social Network. The CSN included all significant others who (...) were associated with craving situations. We compared the network characteristics of the group suffering from Alcohol-use Disorders to a fully remitted control group. The abstinent group with full remission named on average fewer individuals in the CSNs. They had lower social negativity mean scores in the Support Social Network compared to the non-remitted group. In the CSN, the mean scores of social support were significantly higher than the median for both groups. These findings reveal the complex interplay of relational patterns contributing to the etiology, maintenance, and recovery from Alcohol-use disorders. A successful recovery can be linked to increased social resources and reduced relations associated with craving. However, craving-associated relations represent an important source of social support. Future research should investigate this ambivalence for the systemic perspective on the explanation and treatment of Alcohol-use disorders. (shrink)

The constant growth of online learning and of online tools for teaching over the past two decades comes with opportunities and risks, with an oversupply of contents, but also with easily accessible enrichment of learning and teaching. Departing from an own learning by doing pilot project, the paper reviews studies of online tools and web-based learning environments in business ethics, using Bloom’s taxonomy as a primary reference. This article introduces a method to identify risks through expert elicitation, using silver nanotechnology as a case study. Unique features of the method include supplying experts with a list of silver nanotechnology products, and conducting the elicitation in an extended interview format that captures the experts' reasoning. The end result is a series of graphical representations of expert thinking from which high-risk scenarios and knowledge gaps can be reliably inferred. This methodology, combined with other approaches to expert elicitation, can help (...) identify knowledge and oversight gaps, and can be used as part of an adaptive management strategy. (shrink)

In the recent literature across philosophy, medicine and public health policy, many influential arguments have been put forward to support the use of randomization procedures to allocate scarce life-saving resources. In this paper, I provide a systematic categorization and a critical evaluation of these arguments. I shall argue that those arguments justify using RAND to allocate SLSR in fewer cases than their proponents maintain and that the relevant decision-makers should typically allocate SLSR directly to the individuals with the strongest claims (...) to these resources rather than use RAND to allocate such resources. This research focuses on the employee loyalty aspect of private hospitals in Pakistan during the COVID-19 pandemic, seriously impacted by strict work demand and work-family conflict. To manage this issue, social rewards and psychological rewards played a role as a mediator. The study uses a causal research design with a correlational study design in a non-contrived environment. Minimal researcher interference has been assured. AMOS 24 has been used to deal with the mediation in study design with bootstrap methodology. The study (...) was conducted on 250 nurses of different private hospitals across Punjab province using a proportionate stratified sampling technique. A finding of this study suggests that nurses remain loyal to their organizations despite having uncompromising work demands and facing work-family conflict when they are provided with social and psychological rewards on their job by their organizations. While the use of archives is common as a research methodology in the history and philosophy of science, training in archival methods is more often encountered as part of graduate-level training than in the undergraduate curriculum. Because many HPS instructors are likely to have encountered archival methods during their own research training, they are uniquely positioned to make effective pedagogical use of archives in classes comprised of undergraduate science students. Further, because doing this may require changing the way HPS instructors (...) think about the aims and varieties of archival research, archivists themselves can be valuable resources in developing archives-based learning activities for science students in HPS classrooms. In this article, we describe an archives-based learning activity developed for a population of primarily pre-medical students in a healthcare ethics class and discuss the pedagogical benefits of this activity. This activity was developed via a collaboration between an HPS instructor and an education archivist. Our hope is that this discussion may serve both as a proof of concept for the use of archives-based learning activities as tools for teaching HPS to science students, and as an argument for the unique benefits that archival engagement can impart to science students. Data-sharing is a desired default in the field of public health and a source of much ethical deliberation. Sharing data potentially contributes the largest, most efficient source of scientific data, but is fraught with contextual challenges which make stakeholders, particularly those in under-resourced contexts hesitant or slow to share. Relatively little empirical research has engaged stakeholders in discussing the issue. This study sought to explore relevant experiences, contextual, and subjective explanations around the topic to provide a rich and detailed presentation (...) of what it means to different stakeholders and contexts to share data and how that can guide practice and ethical guidance. A qualitative design involving interviews was undertaken with professionals working in public health institutions endowed with data, ethics committees, and advisory agencies which help shape health research in Africa. A descriptive form of thematic analysis was used to summarize results into six key themes: The role of HDSSs in research using public health data and data-sharing; Ownership and funding are critical factors influencing data-sharing; Other factors discourage data-sharing; Promoting and sustaining data-sharing; Ethical guidance structures; and Establishing effective guidance. The themes reveal factors regarding the willingness or not to share and an intricate ethical system that current discourse could reflect. Many of the concerns resonate with the literature, but a whole other gamut of people and process issues; commitments, investments, careers, and the right ethical guidance are needed to realize a sustainable goal of reaching ‘share’ as a default. This study investigates how social capital affects managers’ use of corporate resources. We find that for firms located in U.S. counties with a high level of social capital, (i) corporate cash holdings have higher marginal value, (ii) the contribution of capital expenditures to shareholder value is higher, and (iii) acquirers experience higher announcement-period abnormal stock returns. We further find that social capital decreases both over- and under-investment, and thus improves ex post corporate investment efficiency. Our evidence suggests that in communities (...) with a high level of social capital, strong social norms and dense social networks constrain unethical corporate behavior, which induces more efficient use of corporate resources.
