BOX, DAVID HARVEY, AND MICHAEL SILVERTHORNE Many scholars interested in David Hume will have encountered his defense of the beleaguered Archibald Stewart as it appears in an appendix in John Valdimir Price's The Ironic Hume (Austin: University of Texas Press, (...) 1965). Additionally they might know of Price's discussion for The Biblioteck of 1973 of a copy with manuscript markings. A reason for revisiting this pamphlet is that the National Library of Scotland has graciously given permission to reproduce a copy (shelfmark NE.10.e.4) featuring a preface and significant markings in manuscript not in the copy that Price reproduced in his book. As Hume assumes considerable familiarity with the events to which he alludes, we have annotated the text to make it fully intelligible to readers two and half centuries after its composition. The rudimentary bibliographic facts and mysteries are as follows. Two editions survive to us, an octavo (in fours) and a rare duodecimo. Although there is no reason to regard the duodecimo as a second edition correcting or augmenting a first edition, it probably was manufactured after, and was textually derivative from, the octavo. Box, David Harvey, and Michael Silverthorne the duodecimo, and doubtless that is as its producers intended. Its title page indicates, like that of the octavo, that the printing was done "for M. Cooper" in 1748, but William Strahan's ledgers register the printing in December 1747 of only the octavo in an edition of 1000 copies.1 The job is listed under bookseller Andrew Millar's account, not Mary Cooper's, probably for the reason that Cooper was a front whose role was to screen the true producers. It is possible that Millar hired someone other than Strahan to print the duodecimo, but it is also possible that someone other than Millar had it printed to mimic the octavo and take the opportunity it offered for concealment.2 A different editorial judgment is evinced in the duodecimo in that cosmetic measures are taken in it to obscure the identities of two military men ridiculed. For example, "Fowke" is rendered as "F—" and "John Cope" as "J-C-----." A digression on Mary Cooper is in order. This remarkable woman (died 1761) took over her husband Thomas's business upon his death 9 February 1743. That business had a history of "publishing" pamphlets and therefore made a plausible front for Millar, who in at least thirty-six other instances, none requiring courage, was willing to have his name appear on a title page with "M. Cooper." (This figure derives from a search by imprints using the English Short-Title Catalogue.) Until Thomas Cooper died, his name appeared on editions of John Armstrong's The Oeconomy of Love (1736 and thereafter) though only Millar's name is listed in the Stationers' Register (Foxon, English Verse A303-A311), and Mary's name is on the title page of the 1753 edition for which Strahan charged Millar (Strahan Papers, Add. MS 48800, s.v. August 1753). It was perhaps in this pattern that the second edition of Hume's heterodox Philosophical Essays (1750) would be reissued in 1751 with a new title page replacing Millar's name with Cooper's. That book was made temporarily a more alarming property by the superstitious panic of the London populace following the winter earthquakes in 1750, presaged by a bloody cloud. In the 1960s, archaeologists en masse were voicing dissatisfaction with the archaeological status quo. Rather than record static facts as historians, archaeologists wanted to study fluid processes as scientists. As Hempelian explanation, where an event is explained when it is subsumed under a law or law-like statement, showed promise as a way to recast archaeology in this manner, it was chosen as the theoretical base for what became known as processual, or 'new archaeology.' ;Unfortunately, Hempelian archaeology ran into a number (...) of serious theoretical and methodological problems. Archaeology lacked the regularities that were thought to exist in sciences such as physics, so archaeological laws were difficult, if not impossible to define. In addition, equifinality, or under-determinism, made it impossible for archaeologists to choose between equally subsumable, albeit contradictory explanations. ;These problems were not limited to archaeology. Philosophers of science were already aware of these issues, and continue to search for answers for problems surrounding scientific explanation. As both groups continue to ask similar questions about the nature of science, this project posits that both archaeologists and philosophers of science have much to gain by resuming their original dialogue. ;By reengaging with philosophy, archaeologists can understand that the failure of Hempelian archaeology should not be seen as a failure of philosophical archaeology. Archaeologists would then see that ongoing questions about the future of archaeology actually mirror debates going on in philosophical explanation. ;Philosophers of science can also learn much from archaeology. As a transdisciplinary science, archaeology puts an interesting spin on standard philosophical problems. For instance, archaeological practice can be seen as questioning the centrality of laws to scientific explanation, and raises questions about the unity of science. In addition, claims that scientists have to be realists in regard to theoretical entities may need to be rethought, due to antirealist tendencies found in some archaeological contexts. Finally, as the interplay between the theory and practice of science has not been ironed out in archaeology, a study of this issue could be of great interest to philosophers of science. In summary, the goal of this dissertation is to provide concrete examples of how a study of problems central to archaeology can provide philosophers of science a new way to approach philosophical issues. At the same time, these examples should prove to archaeologists that a study of contemporary philosophy of science will strengthen the epistemological foundations of their relatively young science. The great Falsification Debate about the logical status of religious beliefs seems fairly quiescent at present. Most philosophers of religion have opted for one or the other of two opposite responses to the falsificationists' challenge.

Summary Critics have said that Kuhn's account of scientific revolutions represents them as subjective and irrational processes, in which mystical conversions and community pressures rather than good reasons determine choices between theories. Kuhn rejects the charge, insisting that there is partial communication among proponents of competing paradigm candidates and their arguments are rational though not coercive. The critics reply that in fact Kuhn's position entails total non-communication and irrationality. A Kuhnian account of partial communication is thus necessary. Kuhn's attempt to (...) give one, based on the notion that the good reasons advanced in paradigm debates function asvalues, fails. But a more satisfactory account can be given if it is recognized that paradigm-debaters will, in one or both of two ways, share paradigmsother than the ones at issue. Further, Kuhn's position both should and can accommodate a notion of theory reduction; his unqualified rejection of reduction is an unnecessary weakness, even apart from questions about the rationality of revolutions. The paper concludes with a brief examination of the contrast between Kuhn's and Feyerabend's strategies for the advancement of science. (shrink)

This article describes the education portion of an ongoing grant-sponsored education and research project designed to help graduate students in all engineering disciplines learn about the basic ethical principles, rules, and obligations associated with engineering practice in the United States. While the curriculum developed for this project is used for both domestic and international students, the educational materials were designed to be sensitive to the specific needs of international graduate students. In recent years, engineering programs in the United States have (...) sought to develop a larger role for professional ethics education in the curriculum. Accreditation requirements, as well as pressures from the private sector, have helped facilitate this shift in focus. Almost half of all engineering graduate students in the U.S. are international students. Further, research indicates that the majority of these students will remain in the U.S. to work post-graduation. It is therefore in the interest of the profession that these students, coming from diverse backgrounds, receive some formal exposure to the professional and ethical expectations and norms of the engineering profession in the United States to help ensure that they have the knowledge and skills—non-technical as well as technical—required in today’s engineering profession. In becoming acculturated to professional norms in a host country, international students face challenges that domestic students do not encounter; such as cultural competency, language proficiency, and acculturation stress. Mitigating these challenges must be a consideration in the development of any effective education materials. The present article discusses the project rationale and describes the development of on-line instructional materials aimed at helping international engineering graduate students acclimate to professional engineering ethics standards in the United States. Finally, a brief data summary of students’ perceptions of the usefulness of the content and instructional interface is provided to demonstrate the initial effectiveness of the materials and to present a case for project sustainability. Ludwig Feuerbach is traditionally regarded as a significant but transitional figure in the development of nineteenth-century German thought. Readings of Feuerbach's The Essence of Christianity tend to focus on those features which made it seem liberating to the Young Hegelians: namely, its criticism of reification as abstraction, and its interpretation of religion as alienation. In this book, Van Harvey claims that this is a limited and inadequate view of Feuerbach's work, especially of his critique of religion. The author argues (...) that Feuerbach's philosophical development led him to a much more complex and interesting theory of religion which he expounded in works which have been virtually ignored hitherto. By exploring these works, Harvey gives them a significant contemporary re-statement, and brings Feuerbach into conversation with a number of modern theorists of religion. (shrink)

A number of Artificial Intelligence (AI) ethics frameworks have been published in the last 6 years in response to the growing concerns posed by the adoption of AI in different sectors, including healthcare. While there is a strong culture of medical ethics in healthcare applications, AI-based Healthcare Applications (AIHA) are challenging the existing ethics and regulatory frameworks. This scoping review explores how ethics frameworks have been implemented in AIHA, how these implementations have been evaluated and whether they have been successful. (...) AI specific ethics frameworks in healthcare appear to have a limited adoption and they are mostly used in conjunction with other ethics frameworks. The operationalisation of ethics frameworks is a complex endeavour with challenges at different levels: ethics principles, design, technology, organisational, and regulatory. Strategies identified in this review are proactive, contextual, technological, checklist, organisational and/or evidence-based approaches. While interdisciplinary approaches show promises, how an ethics framework is implemented in an AI-based Healthcare Application is not widely reported, and there is a need for transparency for trustworthy AI. 1 Evidence-based policy requires researchers to provide the answers to ecological questions that are of interest to policy makers. To find out what those questions are in the UK, representatives from 28 organizations involved in policy, together with scientists from 10 academic institutions, were asked to generate a list of questions from their organizations. 2 During a 2-day workshop the initial list of 1003 questions generated from consulting at least 654 policy makers and academics was used as a basis for (...) generating a short list of 100 questions of significant policy relevance. Short-listing was decided on the basis of the preferences of the representatives from the policy-led organizations. 3 The areas covered included most major issues of environmental concern in the UK, including agriculture, marine fisheries, climate change, ecosystem function and land management. 4 The most striking outcome was the preference for general questions rather than narrow ones. The reason is that policy is driven by broad issues rather than specific ones. In contrast, scientists are frequently best equipped to answer specific questions. This means that it may be necessary to extract the underpinning specific question before researchers can proceed. 5 Synthesis and applications. Greater communication between policy makers and scientists is required in order to ensure that applied ecologists are dealing with issues in a way that can feed into policy. It is particularly important that applied ecologists emphasize the generic value of their work wherever possible. (shrink)

The notion of social capital focuses attention on social connectedness within communities and the ways that this connectedness may affect health and well-being. There are many competing definitions of social capital but most suggest that it involves trust, social networks and reciprocity within communities, not necessarily geographically defined. The usefulness of social capital and related theories that help in understanding the function of nurses in rural communities are explored in this paper. Nurses and health service planners are becoming increasingly aware (...) of the potential contribution of community nurses in rural and/or remote areas, as evidenced in the development of nurse practitioners. Through their interrelational role and status in rural communities, nurses are often ‘immersed’ or ‘embedded’ in the social networks that make up the fabric of rural life and may therefore be important contributors to social capital. For a concept such as social capital to be useful in nursing research, it must have distinct attributes, delineated boundaries, and well-described preconditions and outcomes in multiple contexts. It sets out Austin's conclusions in the field to which he directed his main efforts for at least the last ten years of his life. Starting from an exhaustive examination of his already well- known distinction of performative utterances from statements, Austin here finally abandons that distinction, replacing it by a more general theory of 'illocutionary forces' of utterances which has important bearings on a (...) wide variety of philosophical problems. The literature on affective determinants of physical activity is growing rapidly. The present paper aims to provide greater clarity regarding the definition and distinctions among the various affect-related constructs that have been examined in relation to PA. Affective constructs are organized according to the Affect and Health Behavior Framework, including: affective response to PA; incidental affect; affect processing; and affectively charged motivational states. After defining each category of affective construct, we provide examples of relevant research showing how each construct may (...) relate to PA behavior. The paper is written in response to those who fail to recognize the relation between a patient's mental competency and her state of pain. Some clinicians claim that a proper diagnosis can only be made in the absent of analgesia. Rather, the patient's state of pain directly affects her mental competency and thus her ability to give valid consent. Clinicians should rethink their approach to diagnosis when the patient is in pain.

Philosopy of medicine focuses inter alia on metaphysics and epistemology that are instantiated in biomedicine as physicalism (or materialism) and empiricism. The Golubchuck case reveals how the clinicans failed to recognize the relation between medical science and medical ethics and made biomedical decsions devoid of medical ethics. That is, they failed to make medical judgments that by defintion include a normative ethical component.

At least four different frameworks — psychiatric, cognitive, functional and decision-making — are used in the evaluation of competence, all of which remain more or less unrelated in the literature. In the first section of this paper we consider various meanings of competence, in order to arrive at a definition of the term relevant to the medical and legal setting. Patient or client competence, we conclude, refers to the practical abilities that individuals employ in pursuing their own autonomous goals in (...) life. We then show how a systematic categorization of these practical abilities — which we call a taxonomy of practical judgment — allows us to show when the traditional frameworks for the evaluation of competence may or may not be useful in the evaluation of a particular competence.In the final section we explore some of the normative considerations underlying the taxonomy. For instance, competence is not only related to intrinsic abilities but to resources available in the community. Here we touch on questions related to the fair distribution of community resources.
