We have national guidelines for the responsible conduct of research (RCR) and procedures for handling allegations of misconduct in Finland. The guidelines have been formulated and updated by the Finnish Advisory Board on Research Integrity (TENK). In this article, we introduce and evaluate the national RCR guidelines. We also present statistics of alleged and proven RCR violation cases and frequency of appeals to TENK on the decisions or procedures of the primary institutions. In addition, we analyze the available data on (...) seven investigated cases in more detail. Positive aspects in the Finnish system are a fairly good infrastructure to investigate suspected RCR violations and a wide concept of RCR violations, which consists of fabrication, falsification, plagiarism, misappropriation, and other misbehaviors. However, the guidelines contain poorly elaborated definitions, do not treat the complainant and the suspect in an equal way, and need to be revised. Confusion about the concepts and criteria of the RCR violations seems to be common in primary institutions and among the complainants. Even if research institutions and universities have officially adhered to the national RCR guidelines, slipping from the guidelines occurs quite commonly. All these factors lead to frequent dissatisfaction with the decisions or procedures applied, high rate of appeals to TENK, and far from optimal functionality of the system. (shrink)

The paper discusses the Chinese policy environment as regards the experiences of foreign firms in China. In particular, the study focuses on the changes in China’s policies toward foreign-invested firms and the companies’ perceptions of protectionism of the Chinese regulatory environment. Theoretically, the paper reflects approaches in international political economy and business studies on the bargaining relations between host states and firms, and institutional perspective on business strategy that focuses on the dynamic interaction between organizations and their institutional environment. Hence, (...) the approach takes into account the formal and informal institutional constraints that firms face in a particular institutional framework. Drawing from international survey data, as well as interviews with China-based Finnish firms, the paper analyzes the different types of formal and informal protectionism that foreign companies face in China. It is found that foreign firms perceive the Chinese policy measures as increasingly protective, strict toward foreigners, and favoring of local companies. This is based on China’s strategy to remove the earlier preferences for inward foreign direct investment and to support, instead, the growth of indigenous companies. At the same time, the Chinese market presents such a potential that attracts foreign firms to increasingly invest in the country. China has a strong position in competing for investments: its aspiration for higher technology, together with its labor resources, gives China an unique advantage in bargaining with foreign firms over investments. Current work in language models (LMs) helps us speed up or even skip thinking by accelerating and automating cognitive work. But can LMs help us with critical thinking -- thinking in deeper, more reflective ways which challenge assumptions, clarify ideas, and engineer new concepts? We treat philosophy as a case study in critical thinking, and interview 21 professional philosophers about how they engage in critical thinking and on their experiences with LMs. We find that philosophers do not find LMs to (...) be useful because they lack a sense of selfhood (memory, beliefs, consistency) and initiative (curiosity, proactivity). We propose the selfhood-initiative model for critical thinking tools to characterize this gap. Using the model, we formulate three roles LMs could play as critical thinking tools: the Interlocutor, the Monitor, and the Respondent. We hope that our work inspires LM researchers to further develop LMs as critical thinking tools and philosophers and other 'critical thinkers' to imagine intellectually substantive uses of LMs. (shrink)

This study investigated the link between meditation, self-reported mindfulness and cognitive flexibility as well as other attentional functions. It compared a group of meditators experienced in mindfulness meditation with a meditation-naïve control group on measures of Stroop interference and the “d2-concentration and endurance test”. Overall the results suggest that attentional performance and cognitive flexibility are positively related to meditation practice and levels of mindfulness. Meditators performed significantly better than non-meditators on all measures of attention. Furthermore, self-reported mindfulness was higher in (...) meditators than non-meditators and correlations with all attention measures were of moderate to high strength. This pattern of results suggests that mindfulness is intimately linked to improvements of attentional functions and cognitive flexibility. The relevance of these findings for mental balance and well-being are discussed. (shrink)

We investigate the processes underlying the feeling of control over one’s actions . Sense of agency may depend on internal motoric signals, and general inferences about external events. We used priming to modulate the sense of agency for voluntary and involuntary movements, by modifying the content of conscious thought prior to moving. Trials began with the presentation of one of two supraliminal primes, which corresponded to the effect of a voluntary action participants subsequently made. The perceived interval between movement and (...) effect was used as an implicit measure of sense of agency. Primes modulated perceived intervals for both voluntary and involuntary movements, but the modulation was greatest for involuntary movements. A second experiment showed that this modulation depended on prime–movement contiguity. We propose that sense of agency is based on a combination of internal motoric signals and external sensory evidence about the source of actions and effects. (shrink)

Considerations of accuracy – the epistemic good of having credences close to truth-values – have led to the justification of a host of epistemic norms. These arguments rely on specific ways of measuring accuracy. In particular, the accuracy measure should be strictly proper. However, the main argument for strict propriety supports only weak propriety. But strict propriety follows from weak propriety given strict truth directedness and additivity. So no further argument is necessary.

It is natural to think that there is something epistemically objectionable about avoiding evidence, at least in ideal cases. We argue that this thought is inconsistent with a kind of risk-avoidance...

What has been the historical relationship between set theory and logic? On the one hand, Zermelo and other mathematicians developed set theory as a Hilbert-style axiomatic system. On the other hand, set theory influenced logic by suggesting to Schröder, Löwenheim and others the use of infinitely long expressions. The questions of which logic was appropriate for set theory - first-order logic, second-order logic, or an infinitary logic - culminated in a vigorous exchange between Zermelo and Gödel around 1930.

A prevailing view is that while human communication has an ‘ostensive-inferential’ or ‘Gricean’ intentional structure, animal communication does not. This would make the psychological states that support human and animal forms of communication fundamentally different. Against this view, I argue that there are grounds to expect ostensive communication in non-human clades. This is because it is sufficient for ostensive communication that one intentionally address one’s utterance to one’s intended interlocutor – something that is both a functional pre-requisite of successful communication (...) and cognitively undemanding. Furthermore, while ostension is an important feature of intentional communication, the inferences required in Gricean communication may be minimal: ostension and inference may come apart. The grounds for holding that animal communication could not be Gricean are therefore weak. I finish by defending the idea that a ‘minimally Gricean’ model of communication is a valuable tool for characterising the communicative interactions of many animal species. (shrink)

Philosophers have recently attempted to justify particular belief revision procedures by arguing that they are the optimal means towards the epistemic end of accurate credences. These attempts, however, presuppose that means should be evaluated according to classical expected utility theory; and there is a long tradition maintaining that expected utility theory is too restrictive as a theory of means–end rationality, ruling out too many natural ways of taking risk into account. In this paper, we investigate what belief-revision procedures are supported (...) by accuracy-theoretic considerations once we depart from expected utility theory to allow agents to be risk-sensitive. We argue that if accuracy-theoretic considerations tell risk-sensitive agents anything about belief-revision, they tell them the same thing they tell risk-neutral agents: they should conditionalize. G. E. Moore was a central figure in twentieth-century philosophy. Along with Russell and Wittgenstein, he pioneered analytic philosophy, and his Principia Ethica shaped the contours of twentieth-century ethics. Indeed, until the publication of Rawls's A Theory of Justice, no single book in moral philosophy was to equal Principia's influence. Unfortunately, however, Principia Ethica has so dominated critical discussions of Moore's work that even experts on his moral philosophy have tended to ignore his Ethics, which he published eight (...) years later. But Ethics is Moore's only other book on moral philosophy, and one of only a handful of post-Principia publications dealing with ethics. Its detailed discussions of utilitarianism, free will, and the objectivity of moral judgements find no real counterpart in Principia while its account of right and wrong and of the nature of intrinsic value deepen our understanding of his moral philosophy. The republication of Ethics thus rounds out our understanding of Moore's ethical thought. But the book's value goes beyond its historical or scholarly interest. A short but philosophically rich text, Ethics stands independent of Principia and repays careful study in its own right. By raising a number of fundamental questions in ethics, questions that remain live today, by proffering clear, credible, and often innovative answers to them, and by doing so with a philosophical skill that is still impressive, Moore's short book is a minor classic. Almost a century after its original publication, it still amply rewards those who read it.This new edition of Moore's Ethics includes his essay 'The Nature of Moral Philosophy' as well as editorial notes, an introduction, and a guide to further reading. This paper contrasts the normative foundations of the stakeholder and shareholder theories of the firm. It demonstrates how the shareholder theory of the firm appears to have at least as much normative support as stakeholder theory and suggests that a way forward may be for a variant of pure shareholder theory to emerge.

The aim of this essay is to characterize the issue whether tense is real. Roughly, this is the issue whether, given any tensed representation, its tense corresponds in some suitably direct way to some feature of reality. The task is to make this less rough. Eight characterizations of the issue are considered and rejected, before one is endorsed. On this characterization, the unreality of tense is equivalent to the unity of temporal reality. The issue whether tense is real, so characterized, (...) is then related to Kant’s deduction of the categories in his Critique of Pure Reason. It is argued that Kant’s deduction does not provide the argument for the unreality of tense that it may appear to. The conclusion drawn at the end of the essay is that the unreality of tense cannot be argued for—not because tense is real, but because, even if it is unreal, its unreality is basic. (shrink)

In print for the first time in over ten years, Act and Crime provides a unified account of the theory of action presupposed by both Anglo-American criminal law and the morality that underlies it. The book defends the view that human actions are always volitionally caused bodily movements and nothing else. The theory is used to illuminate three major problems in the drafting and the interpretation of criminal codes: 1) what the voluntary act requirement both does and should require; 2) (...) what complex descriptions of actions prohibited by criminal codes both do and should require ; and 3) when two actions are 'the same' for purposes of assessing whether multiple prosecutions and multiple punishments are warranted. The book both contributes to the development of a coherent theory of action in philosophy, and it provides both legislators and judges a grounding in three of the most basic elements of criminal liability. We present a new proposal for what to do at limits in the revision theory. The usual criterion for a limit stage is that it should agree with any definite verdicts that have been brought about before that stage. We suggest that one should not only consider definite verdicts that have been brought about but also more general properties; in fact any closed property can be considered. This more general framework is required if we move to considering revision theories for (...) concepts that are concerned with real numbers, but also has consequences for more traditional revision theories such as the revision theory of truth.
