This volume presents the proceedings from the Eleventh Brazilian Logic Conference on Mathematical Logic held by the Brazilian Logic Society in Salvador, Bahia, Brazil. The conference and the volume are dedicated to the memory of professor Mario Tourasse Teixeira, an educator and researcher who contributed to the formation of several generations of Brazilian logicians. Contributions were made from leading Brazilian logicians and their Latin-American and European colleagues. All papers were selected by a careful refereeing processs and (...) were revised and updated by their authors for publication in this volume. There are three sections: Advances in Logic, Advances in Theoretical Computer Science, and Advances in Philosophical Logic. Well-known specialists present original research on several aspects of model theory, proof theory, algebraic logic, category theory, connections between logic and computer science, and topics of philosophical logic of current interest. This volume, The Brazilian Studies in the Philosophy and History of Science, is the first attempt to present to a general audience, works from Brazil on this subject. The included papers are original, covering a remarkable number of relevant topics of philosophy of science, logic and on the history of science. The Brazilian community has increased in the last years in quantity and in quality of the works, most of them being published in respectable international journals on the (...) subject. The chapters of this volume are forwarded by a general introduction, which aims to sketch not only the contents of the chapters, but it is conceived as a historical and conceptual guide to the development of the field in Brazil. This study is an ethical reflection on the formulation and application of public policies regarding reproductive health in Brazil. The Integral Assistance Program for Women's Health (PAISM) can be considered advanced for a country in development. Universal access for family planning is foreseen in the Brazilian legislation, but the services do not offer contraceptive methods for the population in a regular and consistent manner. Abortion is restricted by law to two cases: risk to the woman's life and rape. This (...) reality favors the practice of unsafe abortion, which is the third largest cause of maternal death in Brazil. Legal abortion is regulated by the State and the procedure is performed in public health centers. However, there is resistance on the part of professionals to attend these women. Prenatal care is a priority strategy for promoting the quality of life of these women and of future generations. Nonetheless, it is still difficult for these women to access the prenatal care services and to have the required number of consultations. Moreover, managers and health professionals need to be made aware of the importance of implementing the actions indicated by the public policies in the area of sexual and reproductive health, favoring respect for autonomy in a context of personal freedom. Verbal fluency is a basic function of language that refers to the ability to produce fluent speech. Despite being an essentially linguistic function, its measurements are also used to evaluate executive aspects of verbal behavior. Performance in verbal fluency (VF) tasks varies according to age, education, and cognitive development. Neurodevelopmental disorders that affect the functioning of frontal areas tend to cause lower performance in VF tasks. Despite the relative consensus that has been reached in terms of the use of VF (...) tasks for the diagnosis of dyslexia and attention-deficit/hyperactivity disorder, few studies have considered regional variations in Brazil. The present study sought to provide normative data on VF tasks in children by considering gender, age, education, and geopolitical region of origin with auxiliary purposes in neuropsychological diagnosis of disorders that occur with executive changes The study included 298 participants, 7-10 years of age of both genders, who performed three letter fluency tasks and three category fluency tasks. The data were subjected to correlational and variance analyses, with age and gender as factors. No effect of gender on the children’s performance was found. However, significant differences between age groups were observed, with better performance in letter tasks in older children and better performance in letter tasks compared with category tasks. Significant regional differences in performance on the letter VF task were observed. These results reinforce the importance of regional normative data in countries with high regional cultural variations, such as Brazil. (shrink)

Continuing control over the political and developmental policies of Amazonia has become perhaps the last best hope of the Brazilian military establishment, which has seen its principal raisons d'etre—the threats traditionally thought to be posed by foreign enemies and internal subversion—disappear in recent years. Alfred Stepan has clarified the unusually high level of "military prerogatives" exercised in the post-1985 Brazilian political system, which relate to a wider theoretical consideration of political and biological diversity and are linked both directly (...) and analogously, particularly in the Amazon region. In this regard, the direction of development policy in the greater Amazon region suggests the relevance of this military "policy prerogative" to the future of civil-military relations in Brazil, and the survival of one of the world's last great wildernesses. This is the book of abstracts of the 19th Brazilian Logic Conferences. The Brazilian Logic Conferences (EBL) is one of the most traditional logic conferences in South America. Organized by the Brazilian Logic Society (SBL), its main goal is to promote the dissemination of research in logic in a broad sense. It has been occurring since 1979, congregating logicians of different fields — mostly philosophy, mathematics and computer science — and with different backgrounds — from undergraduate students (...) to senior researchers. The meeting is an important moment for the Brazilian and South American logical community to join together and discuss recent developments of the field. The areas of logic covered in the conference spread over foundations and philosophy of science, analytic philosophy, philosophy and history of logic, mathematics, computer science, informatics, linguistics and artificial intelligence. Previous editions of the EBL have been a great success, attracting researchers from all over Latin America and elsewhere. -/- The 19th edition of EBL takes place from May 6-10, 2019, in the beautiful city of João Pessoa, at the northeast coast of Brazil. This article investigates the existence of an original Brazilian legal culture. It parts from a critical examination of the key moments in the history of Brazil through the accounts of its most important scholars, such as Caio Prado Júnior, Darcy Ribeiro, Sérgio Buarque de Holanda, Wilson Martins, Oliveira Viana, Roberto Damatta, José Murilo de Carvalho, among others. It identifies in the Brazilian legal culture something one might call tradition of exception, which can be found in many of its (...) most prominent aspects, such as the persistent denial of any general or abstract regulatory standards, the uncritical introduction of foreign doctrines and legal patterns, the maintenance of aristocratic traditions in social life and the historical disregard of the Brazilian people as political subject. The article also offers a reflection on the problems and potentials of the current historic moment, in which for the first time Brazilians face the possibility of a genuine cultural emancipation. That is why, at the moment, Brazilians are a people of intermittent qualities and permanent faults.Mário de Andrade, Essai sur la musique brésilienne, 1928This paper sets out to discuss the use and power of music in representing social identities, concentrating on the more specific case of the Brazilian nation, which has made itself a complex and all-embracing socio-political unit in spite of the great diversity and (...) the great inequalities to be found within its borders. It is well known that what appears to be its most uniform feature, the use of a dominant language, is actually quite fragmented, due to the influence of various co-existing systems of production, cultural models and social hierarchies, which change on a daily basis. Although this diversity seems to be underwritten by daily practice and independent of debate and official encouragement, the same cannot be said of the search for national unity. It is obvious in the case of most of the action undertaken with this end in mind, that questions such as exclusion and the imbalance and arbitrariness of power have been eliminated. Besides, certain alert individuals are wary of this insistence on the construction of a nation, since the role of the old national states throughout the world seems to be disintegrating in the face of the proliferation and growing importance of social, economic and cultural relations at a supranational level. It is therefore hardly surprising that the twentieth century is considered to be a milestone in both the rise and fall of efforts to achieve Brazilian national unity. PurposeThe purpose of this paper selected by ICIL 2019 committee in Rome is to demonstrate the current importance of the internet in the protection of democracy in developting countries.Design/methodology/approachIt is intended to make a comparison with the growing and current phenomenon of Brazilian disinformation with other contemporary phenomena related to new technologies through literature review methodology.FindingsThe Brazilian elections in 2018 represent an authentic model in a post-Cambridge Analytical phase where the myth of the sanctity of data has been (...) broken. The big influence of the algorithmic revolution on democracies in Latin America has never been more evident. The misuse of algorithms created an artificial environment that does not put us in contact with different realities; the consequences of this conjuncture have the deepest impacts, especially in countries that rely on a deficient educational system.Social implicationsBesides that, the broad use of zero-rating on the internet delivery in developing countries is also considered a factor of fake news dissemination. The information bubbles promote political polarization to the detriment of diversity – and the diversity is par excellence one of the pillars of democracy.Originality/valueThe research about the impact that the phenomenon of disinformation has on underdeveloped countries, it is essential to analyze the new role of the legislator in the elaboration of hypercomplex laws with multi-stakeholder interests that respect the essential core of digital human rights as the freedom of expression online. This paper presents the contributions of Alcindo Flores Cabral, professor of Chemistry at the Faculdade de Agronomia Eliseu Maciel, nowadays part of the Universidade Federal de Pelotas, to chemistry teaching. It is a contribution almost unknown to the Brazilian chemical community, although recognized as valuable by several renowned chemists abroad, like W. Hückel, G. Charlot, F. Strong, E. Fessenden and others. Cabral’s innovative helical representation is presented in connection not only with contemporary representations, but also an incursion is made (...) into the first helical systems proposed, those of Hinrichs and of Baumhauer. Some comments are made not only on Cabral’s Classificação Natural dos Elementos, published in 1946, but also about other texts he wrote for an efficient chemistry teaching. (shrink)

This article proposes to analyse some aspects of the appropriation of New School thinking in Brazil, particularly Deweyan pragmatism, in the 1950s and 1960s. The analysis is based on the assumption that the developmentalist ideology that punctuated the debate on the economic, political and social restructuring of the country in these two decades constituted fertile ground for the return and expansion of pragmatist thinking amongst Brazilian educators, articulating itself, sometimes in contradictory ways, with this ideology. The focus of the (...) analysis will be on the writings of the group of educators which circulated around the figure of Anísio Teixeira, at the time director of the National Institute for Pedagogic Studies, an organ linked to the Ministry of Education and Culture, which set itself the task of producing research that would support public policy in the field of education, as well as constituting itself as a center for teacher education and the stimulus and development of innovative experiences in the public school system. The appropriation of Deweyan pragmatism, in this context, had a triple perspective: pragmatism as scientific method, implying a specific conception of science, particularly the social sciences, with emphasis on the application of scientific knowledge in the solution of practical problems; as a way of democratic life; and as a synonym for experimentalism, in the sphere of schooling. The aim of this work is to present the thesis “On the Ontogenetic Evolution of the Human Embryo in its Relations with Phylogenesis,” by Affonso Regulo de Oliveira Fausto, published in Brazil in 1890. To our knowledge, it was one of the first Brazilian academic works focused specifically on evolution. It was also the first doctoral thesis that addressed the topic of recapitulation in order to analyze what was then called the progressive evolution of the human species in tandem (...) with the embryological development of the individuals that would constitute the Brazilian “type.” In the present work, we analyze the author’s thesis in relation to its sources, concepts, as well as the country’s political context at the time of its publication. Fausto’s text, in which he explicitly recognized the influence of Ernst Haeckel’s recapitulation theory, represents a window to understand better a concept of nation based on science and on the idea of inexorable progress that was accepted in Brazil at the end of the nineteenth century. The fact that Brazil, land of parrots and coffee, is also, by antonomasia, that of cannibals, is a commonplace that we find in the writings of foreigners and natives from the early years of the conquest up until our era of advanced civilization, at the level of anthropological reality (we should like to say anthropophagic) and at that of metaphor. As though, forgetful of the general accusation of anthropophagy launched by the first explorers against the various indigenous peoples of (...) America, beginning with the Caribs/Cannibals of Columbus, the colonizing and evangelizing Old World wanted to transfer to Vera Cruz and its inhabitants the exclusive rights to these “savage customs of a people without justice and law” that the first Western ethnographer, Herodotus, had attributed, in the Eurasia of his time, to the peoples of the Far North, at the other side of the extensive desert lying beyond the land of the Scythians—those who were called the Androphagi. And as if, of all the peoples and communities accused, in various latitudes and epochs of history, of having anthropophagic practices, the Brazilians were the only ones to not just defend themselves against the infamous accusation but to flaunt it as a symbol of their autonomy and originality when confronted with the menace of religious and cultural colonization. The problem of the construction of memory that faces the Afro-Brazilian population presents itself as more than a simple need for an identity connected to an original past, but in addition as essential, because for historical reasons their social reality has not yet reached the end of its struggle. The African composition of Brazilian culture is based on several sources of many origins peculiar to different African peoples. The memory people have of Africa is vague, generic, indefinite. Though (...) the lost ancestral past is multi-ethnic, multicultural Africa, the retrievable past is the one Brazil has succeeded in integrating into the construction of a new civilization: a past that can only be re-invented, a re-created memory. ArgumentThe process of institutionalization of Political Science in Brazil was conditioned by the country’s position in the geopolitical scenario proper to the Cold War, strongly affected by the influence of the USA and, later on, by the military dictatorship experienced between 1964 and 1985. The first Brazilian professionalized political scientists were, during their youth, anti-Stalinist revolutionary militants. They had been financed by the Ford Foundation to pursue their PhDs in the USA. In this paper, I argue that the north-American (...) model of ideological war included governmental and non-governmental institutions. Among the latter, the FF played a crucial role because it had a lot of credibility in state bureaucracy and was able to captivate the potential copartners, who would benefit from its grant, even the anti-American ones. The FF was able to do so because it was keeping a distance from the bellicose image of the USA. In this way, because Brazilian youngsters were leftist, the FF was interested in financing their studies. And, because they belonged to the anti-Stalinist left, they were more open than the communists and wouldn’t oppose to exchange with the USA. (shrink)

Ideas, knowledge, people, and animals were in rapid transit in the nineteenth century, occasionally at the same time. This essay analyzes the unsuccessful government-sponsored experiment to introduce and naturalize dromedaries (Camelus dromedarius) in the northeastern Brazilian province of Ceará between 1857 and 1867. While the scheme is not unknown, it has not yet received a dedicated and thorough examination. Using the lenses of the global exchange of knowledge, transnational scientific enterprises, the history of camelids, and the worldwide phenomenon of (...) acclimatization, the essay seeks to argue that the naturalization plan was tailored following the principles of animal acclimatization while aimed at wider efforts by the Brazilian government to modernize national agriculture. In practice, it meant employment of the dromedaries as livestock and pack animals, moves that sought to address logistics problems in the region. Finally, by reviewing primary sources and scholarship, the essay provides a comprehensive narrative of the events relating to the scheme. (shrink)

This paper aims to characterize the main actors in the Brazilian pharmaceutical industry — national companies, foreign companies and public laboratories — and analyze how they were affected and how they reacted to changes over the last 30 years in the institutional framework. The results show that national companies have been gaining prominence in the Brazilian pharmaceutical market with their internationalization movement and their strengthening of innovation strategies.

This article examines the visions on nanosciences and nanotechnologies (N&N) disseminated by a group of Brazilian scientists to legitimize this emergent field of research. For this purpose we analyzed reports on N&N published by the Journal of Science, edited daily by the Brazilian Society for the Progress of Science, from 2002 to 2007, covering the period in which the main events in domestic N&N research policy took place. Our analysis shows that researchers on N&N are spreading visions of (...) progress, efficiency and competitiveness related to the advances in this field, giving little attention to issues such as potential risks, and economic, social and ethical implications of these technologies. The architecture of mosques in West Africa, specifically southwestern Nigeria, evidences the input of Africans who were involved with the design of the Baroque churches of Bahia, Brazil.

This article offers the results of emergy analysis used to evaluate four different soybean production systems in Brazil that were divided into two main categories: biological models (organic and ecological farms) and industrial models (green-revolution chemical farms and herbicide with no-tillage farms). The biological models show better environmental, economical, and social performance indicators; however, at the national level, discussion of transgenic soybean seed release considers only industrial models without any mention of biological models. Classic emergy analysis shows biological options are (...) the better alternatives but does not explain why decisions taken by farmers and government in Brazil were in opposition to these options. New research is proposed to identify and quantify the external forces that strongly interfere in the definition of public policy for soybean production. New parameters are proposed to enrich emergy methodology: Renewability of each input was considered in emergy calculations and negative externalities were included as additional services. (shrink)

This study aims to characterize the different types of certification in the Brazilian citriculture as well as analyze the major changes in the market. The paper also has the objective to discuss how social and environmental factors influence the demand for food certifications and the sustainability and ethics aspects in the field. Therefore, a literature review on the subject was carried out as well as a qualitative research using interviews with certifiers, governmental institutions, farmers, cooperatives and producer associations. The (...) certification is becoming mandatory for those working in foreign markets and for those working nationally; it can be a competitive differential. The organic certification in citriculture shows the highest number of growers. Companies with large areas of citrus and the orange juice processing industry are adhering to this certification in order to maintain themselves competitive in the market. There is an enormous potential of Brazilian citriculture certification, because the certified area is still less than 6 % of the total area. Certification reduces the asymmetry of information and consists of an important step towards sustainability although incapable of solely guaranteeing it. (shrink)

An increasing sensitivity towards films and other forms of visual experience has become apparent in social theory. Recent explorations of new media of communication and entertainment have criticized the emphasis on the hegemonic or manipulative power of cultural industries and popular forms of leisure. Films, like many other discursive and visual forms, have been considered as signifying practices and investigated as processes of production, exhibition and reception. This article takes these recent contributions as its point of departure and investigates two (...) Brazilian films, made in the 1950s and 1990s, based on a play that retells the Greek legend of Orpheus in Brazilian social and cultural settings. This article considers the different historical contexts, explores discursive and visual forms of representation, struggles for power within the narratives, unconscious systems of signification, and makes some considerations about the aesthetic dimension present in each film. The coming to office of Jair Bolsonaro in Brazil has brought to the fore the need to understand the rise of the far right and to come to terms with the conflicted legacies of more than a decade of rule under the Workers’ Party. This forum brings together six leading intellectuals from different traditions on the left and introduces their reflections on the contradictions and complexities of the Workers’ Party, the 2008 crisis, the June 2013 protests, the weakness of the (...) This article shows under which circumstances fraudulent accreditation can occur in Brazilian military hospitals, calling attention to the tone at the top as a critical aspect of military fraud deterrence – and hence as a critical aspect of this branch of military ethics. The problems allegedly found in Brazilian military health institutions were revealed through in-depth interviews conducted with 29 professionals who reported to work or have worked in a Brazilian military hospital. For decision making in government, it is necessary to have well-structured sources of information. In several countries, it is difficult to access government data as the information are dispersed, disconnected, and poorly structured. For this reason, this work presents a framework to gather, unify, and enrich missing person data from distributed web sources. The framework allows inserting new tasks specific to the user’s domain to improve data quality. In this study, Brazilian missing person data from non-governmental organizations (NGOs) and (...) governmental websites were collected and semantically enriched. To enhance the understanding of the gathered missing people cases, we create interpretive models using machine learning techniques to extract knowledge and to encourage the use of standards for publishing the data that are frequently ignored by organizations, hindering analysis and decision-making on data. After the collection and semantic enrichment process, there was an increase of approximately 11% in the data present in the base. Also, the mining process evidenced the disappearance and reappearance of a person in Brazil according to several factors such as age, state initiatives, skin tone, hair colors, etc. (shrink)

In the five-year period 2005-2009, Brazil dramatically reduced carbon emissions by about twenty-five percent and at the same time maintained a stable economic growth rate of 3.5% annually. This combination of economic growth and emissions reduction is unique in the world. It was driven by a dramatic reduction in deforestation in the Amazonian forest and the Cerrado Savannah. This shift empowered the sustainability social forces in Brazil to the point that in December 2009 Congress passed a very progressive law internalizing (...) carbon constraints and promoting the transition to a low-carbon economy. The Article first analyzes the Brazilian position in the global carbon cycle and public policies since 2005, including the progressive shift in 2009 and the contradictory dynamic in 2010-2012. It then analyzes the potential for a transition to a low-carbon economy in Brazil and the impact on global climate governance. (shrink)

Carolina Maria de Jesus, Abdias Nascimento, and Lélia Gonzalez are presented in this essay as Afro-Brazilian existentialist thinkers, whose global significance lies in their outlining philosophical interpretations of Brazil that center racial relations in the formation of the nation. By combining accounts of the lives and intellectual contributions of these thinkers, one can understand the core of each of their projects, whether in philosophical literature, sociological study of ethnic-racial relations, or philosophical anthropology. Resumo: O objetivo deste artigo é contribuir com o conhecimento e reconhecimento da filosofia brasileira, apresentando alguns aspectos da teoria de um de nossos autores mais originais, Vilém Flusser. Embora seja um pensador judeu de origem tcheca, Flusser foi naturalizado brasileiro e viveu mais de trinta anos em São Paulo. Nesse período, escreveu uma importante e pouco discutida parte de sua obra. Por esse motivo, pretendemos expor alguns aspectos da ontologia inicial de Flusser, que marcam sua permanência em solo intelectual (...) brasileiro. O artigo concentra-se em sua tese inaugural de que a língua e a realidade são o mesmo, ou melhor, de que as diversas línguas se identificam com as diversas realidades - tese defendida em seu primeiro livro publicado, em 1963, Língua e realidade.: The purpose of this paper is to contribute to the knowledge and recognition of Brazilian philosophy by presenting some aspects of the theory of one of our most original authors, Vilém Flusser. Of Czech and Jewish origins, Flusser was naturalized as a Brazilian and lived for over thirty years in São Paulo. During this period, he wrote an important but little-studied part of his work. This paper analyses certain aspects of Flusser's ontology which characterize his experience on Brazilian intellectual ground. The paper focuses on his thesis that language and reality are the same, or rather, that the various languages can be identified with various realities. This idea was defended in Flusser's first book, Língua e realidade, which was published in 1963. (shrink)
