What is it about you in virtue of which you are having the thoughts you are now having? The answer will no doubt make some appeal to the state your brain is now in. Most philosophers, however, claim that this is only part of the answer; many of the facts that determine your thoughts lie outside your skin. This view is called externalism, and in this book Keith L. Butler argues that, contrary to widespread philosophical opinion, externalism is very implausible. (...) Through critical evaluation of a vast amount of philosophical work on the subject, Butler shows that externalism faces problematic epistemological implications (regarding self-knowledge and knowledge of the external world), and problematic metaphysical implications (regarding mental causation). Moreover, externalism derives no support from an appeal to the cognitive sciences. The controversy generated by this book bears on issues in the philosophy of mind, language, science, and epistemology. Science and technology influence international affairs by many different mechanisms. Both create new issues, risks and uncertainties. Advances in science alert the international community to new issues and risks. New technological capabilities transform war, diplomacy, commerce, intelligence, and investment. This paper identifies six basic patterns by which advances in science and technology influence international relations: as a juggernaut or escaped genie with rapid and wide-ranging ramifications for the international system; as a game-changer and a conveyer (...) of advantage and disadvantage to different actors in the international system; as a source of risks, issues and problems that must be addressed and managed by the international community; as key dimensions or enablers of international macro phenomena; as instruments of foreign policy or sources of technical information for the management of an ongoing international regime; as the subject of projects and institutions whose planning, design, implementation and management provide grist for the mill of international relations and diplomacy. This collection of eleven essays, the second volume edited for the Society of Philosophy and Public Affairs, attempts to bring philosophical scrutiny to bear on the intersection, if any, of morality and international conduct. The book’s premise is that "the efficacy of reasoned criticism, even if slight, cannot be neglected". Hence these essays "are written not merely to help us understand the political world but to suggest changes in it". There is, however, little agreement beyond this point. Contributors (...) disagree, for example, whether current laws of war are coherent and morally adequate, whether any clear meaning or value can be assigned to "national self-determination," and who or what, if anything, is responsible for genocide in Vietnam—if, indeed, that is what has occurred. But disagreement does not detract from the worth of this volume. Its essays, divided into three parts, are of surprisingly high quality, given the complexity, obscurity, and passion of the issues addressed. (shrink)

Despite the ubiquity and critical importance of science and technology in international affairs, their role receives insufficient attention in traditional international relations curricula. There is little literature on how the relations between science, technology, economics, politics, law and culture should be taught in an international context. Since it is impossible even for scientists to master all the branches of natural science and engineering that affect public policy, the learning goals of students whose primary training is in (...) the social sciences should be to get some grounding in the natural sciences or engineering, to master basic policy skills, to understand the basic concepts that link science and technology to their broader context, and to gain a respect for the scientific and technological dimensions of the broader issues they are addressing. They also need to cultivate a fearless determination to master what they need to know in order to address policy issues, an open-minded but skeptical attitude towards the views of dueling experts, regardless of whether they agree with their politics, and (for American students) a world-view that goes beyond a strictly U.S. perspective on international events. The Georgetown University program in Science, Technology and International Affairs (STIA) is a unique, multi-disciplinary undergraduate liberal arts program that embodies this approach and could be an example that other institutions of higher learning might adapt to their own requirements. How we look at the world is informed mainly by our assumptions and the ways in which we rationalise them. Seldom do we rely-or allow ourselves to rely-on 'gut thinking' or intuition. He explores how this re-embedded use of reason can successfully describe and explain world affairs in ways unused by rationalists.
