A growing literature on scholarly and practical approaches to conservation and development uses a livelihood approach to understand rural peoples’ diverse assets and activities, especially as they serve to minimize vulnerability to economic and ecological shocks. In recent years, the suite of potential assets available to rural households has been theorized as human, natural, physical, social, and cultural capitals and includes the context in which they are used. Here we explore Wounaan livelihood strategies and how they articulate with the dynamic (...) political economic history of eastern Panama. Known in Panama as forest dependent swiddeners, semi-structured interviews and participant observation revealed Wounaan’s increasing reliance on fishing, artisanship, and ecotourism in their income profiles. While these income sources are linked to decreasing land availability and increasing market opportunities, we address the role of cultural beliefs and values in Wounaan negotiation of their income strategies. Plato’s survey in Laws book 3 of the development of human society from its earliest stages to the complex institutions of democratic Athens and monarchical Persia operates both as a conjectural history of human life and as a critical engagement with Greek political thought. The examples Plato uses to illustrate the stages of his stadial account, such as the society of the Cyclops and the myths of Spartan prehistory, are those used by other political theorists and philosophers, (...) in some cases also drawing on the presence of the same stories in classical Greek epic and tragedy. By incorporating his critique into a timeline Plato is able to suggest that some approaches are limited in scope to specific social conditions, whereas his Athenian Stranger presents his analysis from an external and superior viewpoint, looking down on human society from above. This radical reinterpretation of the formative stages of Chinese culture and history traces the central role played by cosmology in the formation of China's early empires. It crosses the disciplines of history, social anthropology, archaeology, and philosophy to illustrate how cosmological systems, particularly the Five Elements, shaped political culture. By focusing on dynamic change in early cosmology, the book undermines the notion that Chinese cosmology was homogenous and unchanging. In this article, the author analyzes the concept of religious foundations of culture and power as a problem of Russian political consciousness. The paper reveals the patterns of interaction between the religious and political traditions of the Russian Empire in the early 20th century. The author provides Bargradsky project case as a unique example of such influence, identifying its mean in the later Russian Empire’s political history. Philosophical-political case that is analyzed in the article (...) makes it possible to trace the inner links between religious attitudes and political imagination of Russian monarchical circles and to identify the peculiarities of religious and political self-awareness of Russian power, its mechanisms for the selecting the ideas, symbols, images of the national political, religious and artistic culture in the last period of the Russian Empire. From our point of view, it would be most effective to combine the cultural-historical and the philosophical and historical approaches both in the reconstruction of Bargradsky project and in studies of Russian political culture. The article examines both the political conditions of activities and spiritual-cultural goals of Bargradsky Committee on Bargradsky project in Italian Bari as well as in Saint Petersburg in the 1910s. The author discusses the religious concept of Russian political culture, applying philosophical-historical method for the analyses Bargradsky Committee activity and its attempt to slow down the degradation of the Russian autocracy. In the article, I outline the main layers that are fundamental to the construction of Bulgarian political culture. At the beginning of the text, I clarify the concept of political culture. The examined layers are four: geographical, Balkan, Orthodox, and national. These layers, in particular, have a determining influence on the character of Bulgarian political culture in the modern history of Bulgaria.

This book explores Friedrich Nietzsche's understanding of modern political culture and his position in the history of modern political thought. Surveying Nietzsche's entire intellectual career from his years as a student in Bonn and Leipzig during the 1860s to his genealogical project of the 1880s, Christian Emden contributes to a historically informed discussion of Nietzsche's response to the political predicaments of modernity, and sheds new light on the intellectual and political culture in Germany (...) as the ideals of the Enlightenment gave way to the demands of the modern nation state. Liberalism sanctifies the values chosen by the sovereign individual. This tends to rule out criticisms of an individual's “preference” for one value over another by, ironically, establishing a deterministic view of the self that protects the self's desires from scrutiny. Similarly, rational choice approaches to social theory begin with previously determined individual preferences and focus on the means by which they are pursued, concentrating on the results rather than the sources of people's values.A striking new attempt to go behind the (...) liberal and rational‐choice starting point in order to understand political preferences is found in Aaron Wildavsky's Cultural Theory. Yet Cultural Theory does not facilitate the criticism of preferences, because its understanding of them is fundamentally liberal. Even while rejecting methodological individualism, Cultural Theory's monocausally social theory of preference formation retains in a new guise the liberal preservation of preferences from criticism by reestablishing a deterministic view of the formation of values, leading it to share with liberalism an a historical view of their origins. The soul, which dominated many intellectual debates at the beginning of the twentieth century, has virtually disappeared from the sciences and the humanities. Yet it is everywhere in popular culture-from holistic therapies and new spiritual practices to literature and film to ecological and political ideologies. Ignored by scholars, it is hiding in plain sight in a plethora of religious, psychological, environmental, and scientific movements. The social and cultural history of medicine and health is a growing field of research in Sweden, stimulated by the present political, economic and social concern about health and health care. Since there have never been any chairs in the history of medicine within the medical faculty, the topic has mostly been approached by historians of science and ideas, social historians and anthropologists and sociologists interested in long-term developments. Psychiatry and psychiatric care is one of the most (...) popular subjects. Other fields are professional history and social policy, cultural and local studies on different aspects, epidemics and public health and socio-demographic studies of mortality and morbidity. This report presents some major Swedish contributions and gives a short summary of some of the results. There has, during the recent years, been a trend towards interdisciplinary exchange, for instance through Swedish and Scandinavian networks, and towards an international orientation that has led to comparative studies and exchange of results, a trend that can also be observed in many other countries. Keith Michael Baker, a leading authority on the ideological origins of the French Revolution, explores this question in his wide-ranging collection of essays. Analyzing the new politics of contestation that transformed the traditional political culture of the Old Regime during its last decades, Baker revises our historical map of the political space in which the French Revolution took form. What is the relationship between intellectual and cultural history? An answer to this question may be found in the area between the two poles of inquiry commonly known as internalist and externalist methods. The first of these deals with old-fashioned `ideas' (in Lovejoy's sense) and the second with social and political context and the sociology and anthropology of knowledge. This article reviews this question in the light of the earlier historiography of philosophy, literature and science, and debates over (...) the role of context in determining historical meaning. Within the horizon-structure of experience and interpretation the short answer is that cultural history is the outside of intellectual history and intellectual history the inside of cultural history. Ideally, historians ought to work both sides of the historical street. (shrink)

Injustice theory better serves the oppressed than theories of justice or ideal theory. Humanitarian injustice, political injustice, and legal injustice are distinguished by the rules they violate. Not all who claim political injustice have valid historical grounds, which include past oppression and its legacy. Social class, including culture as well as money, helps explain competing claims of political injustice better than racial identities. Claims of political injustice by the White Mass Recently Politicized (WMRP) are not (...) valid given the history of race relations in the United States. The WMRP’s substitution of white racial identity for class identity may obstruct their opportunities for upward socioeconomic mobility. Their current billionaire leaders are not organic leaders and they stoke racism because it is emotionally useful for getting votes. But too much emphasis on racist history by nonwhites can result in a collective Post Traumatic Stress Disorder (PTSD) that also obstructs progress. The problems of the WMRP may be their own responsibility, in ways still unexplored. (shrink)

The English translation of Habermas's The Structural Transformation of the Public Sphere converges with a recent trend toward the revival of the "political culture concept" in the social sciences. Surprisingly, Habermas's account of the Western bourgeois public sphere has much in common with the original political culture concept associated with Parsonian modernization theory in the 1950s and 1960s. In both cases, the concept of political culture is used in a way that is neither (...) class='Hi'>political nor cultural. Explaining this peculiarity is the central problem addressed in this article and one to follow. I hypothesize that this is the case because the concept itself is embedded in an historically constituted political culture (here called a conceptual network)-a structured web of conceptual relationships that combine into Anglo-American citizenship theory. The method of an historical sociology of concept formation is introduced to analyze historically and empirically the internal constraints and dynamics of this conceptual network. The method draws from new work in cultural history and sociology, social studies, and network, narrative, and institutional analysis. This research yields three empirical findings: this conceptual network has a narrative structure, here called the Anglo-American citizenship story; this narrative is grafted onto an epistemology of social naturalism; and these elements combine in a metanarrative that continues to constrain empirical research in political sociology. Leopold von Ranke (1795-1886), generally recognized as the founder of the school of modern critical historical scholarship, and Jacob Burckhardt (1818-1897), the great Swiss proponent of cultural interpretation, are fathers of modern history--giants of their time who continue to exert an immense influence in our own. They are usually seen as contrasts, Ranke as representative of political history and Burckhardt of cultural history. In five essays, each flowing gracefully into the next, the distinguished historian Felix Gilbert (...) shows that such contrasts are oversimplifications. Despite their interest in different aspects of the past, Ranke's and Burckhardt's views arose from common elements in the first half of the nineteenth century, the time in which they grew up and in which their first masterworks attracted such wide attention. This concise volume clarifies the beginnings of history as an autonomous discipline, while forcing us to examine our views on basic questions in historical scholarship. In the case of Ranke, relating his work to his times counteracts the current tendency to disregard the difference between the historical concepts of the eighteenth and nineteenth centuries. By focusing on this difference, Gilbert emphasizes the originality and novelty of Ranke's ideas about history. Although Burckhardt is often portrayed as an intellectually lonely figure, this book reveals the importance of relating his thought to the intellectual trends of his time. Originally published in 1990. This article considers different ways in which keywords and concepts have been, and might be, explored. It summarizes the methodological discussions of a project to analyse 'commonwealth' in the period 1450-1800. 'Commonwealth' was a part of a conceptual field of terms to do with the public good and thus serves as a case study for wider problems of approaching such keywords through a collaboration across disciplines and reflects the importance of recent attempts to provide social and literary contexts for (...) class='Hi'>political discourse. Early modern states and their authority are now recognized to be as much socially and culturally as politically constructed, thus widening not only the essential 'context' which students of political discourse must take into account, but also requiring social historians to engage with the language of politics, the metaphors, images and genres of which scholars of literature and art likewise can illuminate. This social and cultural turn to political discourse helps the recovery of the language of vice and virtue which was so intrinsic to the deployment of keywords and concepts. The German conceptual history school is also relevant and useful in requiring us to think about how concepts were constituted and change over time, though its chronological focus needs to be extended to embrace more fully the fifteenth, sixteenth and seventeenth centuries. Finally, the article offers some pointers about how technology might be utilized to maximize the necessary collaborations that have been outlined. (shrink)

Besides other changes that have taken place in the Russian Federation in our times, the process of constitution of an ideology, which is accompanied by different competing value-systems, is one of the crucial tendencies. This process also occurs in the area of the development and construction of religious institutions and religious consciousness. Historically, the Russian Orthodox Church has had a dominant position among the other religious institutions in the country. Unfortunately, it has not and does not serve the role of (...) promoting a democratic change, but is rather an “echo” of the authoritarian and totalitarian past of the Russian history. In my paper I will analyze different factors that contribute to these characteristics of the Orthodox Church, and their influence on the political culture of Russia. (shrink)

In order to discuss the notion of presence, I explore Fascist Italy as an example of a presence-based culture. In the first part of this paper, I focus on the doctrines of "the philosopher of fascism," Giovanni Gentile , in order to show that his programme of cultural awakening revolves around the notion of the "presentification of the past." This notion formed the basis of Gentile's dialectic of the act of thought, which is the kernel of his actual idealism, (...) or actualism. I argue that actualism should primarily be interpreted as an ontology of a historical reality; it expresses the view that reality is history. In his 1914 inaugural "L'esperienza pura e la realtà storica" , Gentile drew this view to its ultimate consequence by developing a view of experience that has some striking parallels with the contemporary views of presence as expounded by Gumbrecht, Runia, and Ankermit. In the second part of my paper, I discuss how Gentile and his collaborators put presence into practice in school reforms, the Enciclopedia Italiana, and in hundreds of monuments, memorials, and exhibitions. Finally, I discuss the 1932 Mostra della rivoluzione fascista, which was not only the apex of Fascist culture politics, but also of the practice of presence. In this context, I argue that this practice should not be seen as a politics of historical interpretation, as Hayden White once held, but as a politics of sublime historical experience, or presence. The presence of presence in Fascist political culture raises some difficult questions for all who embrace the new paradigm, questions that can only be answered if the notion of presence is somehow balanced by the critical historical method, which is the basis for a true dialogue with the past. They had for the most part not been previously available in English. In his introduction, Professor Barnard analyses the basic premises of Herder's political thought against the background of the Enlightenment. He examines Herder's concepts of language, community and culture, his theory of historical interaction, and his approach to the problem of change and (...) progress. Finally, he provides a brief comparative analysis of traditionalist thought following the French Revolution, showing how substantive writers like Burke differed from Herder despite the close similarity of political vocabulary. Historically, American political science has rarely engaged popular culture as a central topic of study, despite the domain’s outsized influence in American community life. This article argues that this marginalization is, in part, the by-product of long-standing disciplinary debates over the inadequate political development of the American public. To develop this argument, the article first surveys the work of early political scientists, such as John Burgess and Woodrow Wilson, to show that their reformist ambitions largely precluded (...) discussion of mundane activities of social life such as popular culture. It then turns to Harold Lasswell, who produced some of the first investigations of popular culture in American political science. Ironically, however, his work – and the work of those who adapted similar ways of speaking about popular culture after him – only reinforced skepticisms concerning the American public. It has thus helped keep the topic on the margins of disciplinary discourse. (shrink)

The Islamic historical narrative indicates a sharp break between the “age of ignorance” and the age of Islam that extends beyond religion and ethics to politics and culture. This article contributes to the scholarly effort to refute that break by examining an aspect of continuity in political thought, the Circle of Justice, a shorthand description of the organization of the state in the Middle East since ancient times. The stereotype sees the Circle as a Persian product; this article (...) shows that the Circle of Justice emerged millennia before the Persians, that the Persians were actually slow to make it their own, that aspects of it were part of Arabic culture before Islam, and that many people other than Persian scribes quoted or used it in the early Islamic centuries. Examining ancient cuneiform royal inscriptions, Pahlavi documents, the poetry addressed to Umayyad and ʿAbbāsid rulers, and early works of history and political thought, the article traces the Circle’s ideas down through the centuries until their encapsulation in the form we know today, the earliest version of which is found in the work of the historian and adab writer Ibn Qutayba. English people have long been renowned for their obsession with the weather: Francis Bacon chose to write about the wind for the first installment of his natural history. Place is central to Vladimir Janković's analysis, so it is highly appropriate that he should focus on England to study the prehistory of quantitative meteorology. Janković's major innovation is to argue that local interests in recording strange weather conditions later became converted into the global concerns of nineteenth‐century scientists. Before then, he (...) maintains, reading the skies was not a science, because it meant engaging with the human rather than the physical environment. Janković demonstrates convincingly that the activities of provincial naturalists, and their concern with investigating abnormal events to strengthen regional identities, played vital roles in altering the observation and interpretation of weather conditions.Meteorology is a tricky discipline to discuss historically because the word's significance has changed dramatically. In Janković's period, the seventeenth and eighteenth centuries, it embraced diverse celestial phenomena—meteors, comets, and the northern lights as well as rain, snow, and so forth. Rather strangely, considering his historical sensitivity, Janković uses the word “meteorology” throughout, a confusing decision. Well organized into seven distinct chapters, Reading the Skies opens by examining how traditional beliefs fashioned weather reports and includes a fine investigation of the political and religious implications of extraordinary phenomena. The central section explores the importance of regional interests in recording weather characteristics for local natural histories. Clergymen were particularly important in maintaining research traditions based on provincial pride, and the career of an erudite Cornish naturalist, Reverend William Borlase, illustrates the relationships between national and local concerns. The final two chapters concentrate on changes toward the end of the period, discussing how agricultural requirements and the demands of metropolitan chemical reformers resulted in shifts away from localized studies based on classical principles. In the early nineteenth century specialized experts and instrument makers were converting the whole world and its atmosphere into their laboratory. They sought to measure ordinary weather accurately so that they could build causal, predictive models.As in many good books, a third is taken up with notes and bibliographies. This type of research involves retrieving fleeting references from a wide range of texts, and the succinct, scholarly prose relies on an impressive breadth of reading. The intriguing illustrations are supplemented by text boxes—framed lists of articles, peoples, and episodes that would normally be relegated to an appendix but that here provide valuable visual evidence to support an argument. Nevertheless, since Reading the Skies claims to be “a cultural history,” it is disconcerting to find that artistic and literary sources have been deliberately excluded. This is very much a gentlemanly account. Little attention is paid to the farmers, laundresses, and other workers for whom weather vagaries were not just diary items but held a very real and practical significance. Women are also absent, even though many men held witches responsible for the unpredictable and freakish behavior of unruly female nature.This is a learned study that engages with historiographical issues yet also provides a wealth of detailed primary information. This book has been defined around three important issues: the first sheds light on how people, in various philosophical, religious, and political contexts, understand the natural environment, and how the relationship between the environment and the body is perceived; the second focuses on the perceptions that a particular natural environment is good or bad for human health and examines the reasons behind such characterizations ; the third examines the promotion, in history, of specific practices to take advantage of (...) the health benefits, or avoid the harm, caused by certain environments and also efforts made to change environments supposed to be harmful to human health. The feeling and/or the observation that the natural environment can have effects on human health have been, and are still commonly shared throughout the world. This led us to raise the issue of the links observed and believed to exist between human beings and the natural environment in a broad chronological and geographical framework. In this investigation, we bring the reader from ancient and late imperial China to the medieval Arab world up to medieval, modern, and contemporary Europe. This book does not examine these relationships through the prism of the knowledge of our modern contemporary European experience, which, still too often, leads to the feeling of totally different worlds. Rather, it questions protagonists who, in different times and in different places, have reflected, on their own terms, on the links between environment and health and tries to obtain a better understanding of why these links took the form they did in these precise contexts. This book targets an academic readership as well as an “informed audience”, for whom present issues of environment and health can be nourished by the reflections of the past. (shrink)
