Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. Border Crossings presents an effort to (...) remedy this situation, fully launching a new era in political theory. Thirteen scholars from around the world examine the various political traditions of West, South, and East Asia and engage in a reflective cross-cultural discussion that belies the assumptions of an Asian "essence" and of an unbridgeable gulf between West and non-West. This dissertation defends the place of representation in music. Music’s status as a representational art has been hotly debated since the War of the Romantics, which pitted the Weimar progressives (Liszt, Wagner, &co.) against the Leipzig conservatives (the Schumanns, Brahms, &co.) in an intellectual struggle for what each side took to be the very future of music as an art. I side with the progressives, and argue that music can be and often is a representational medium. Correspondence (or resemblance) theories (...) of representation, such as the one I offer, have been much maligned in philosophy since the 1960s. Most theories assimilate representation under “meaning,” which has usually been thought to belong primarily to language. As a result, representational content has been taken to be purely conventional in the way that sentential meaning is. People want to know what music “means,” and these theories interpret this as “what does it refer to?” or “what propositions does it express?” I argue that propositional communication is only one (small) part of the issue. Once we overcome the bias of conceiving of musical works as essentially linguistic items, speech acts (performed) or sentence tokens (written), we can begin to take music on its own terms to discover how it represents—one way in which it “means.” The first step is to “naturalize” music’s representational content. Influenced by recent discussions in the philosophies of mind and science, I argue in Chapter 1 that composers represent extra-musical objects, events, and states of affairs through their works by exploiting antecedent relations (such as similarities in pitch, timbre, and structure) in order to secure reference to them. In Chapter 2, I survey and respond to the main challenges that those skeptical of music’s representational possibilities would raise against my theory of musical representation. In Chapter 3, I explore a number of ways through which music has been claimed to represent in order to show how my theory accounts for these diverse phenomena better than its conventionalist rivals, both in terms of the metaphysics and the epistemology. Chapter 4 extends this discussion by offering an account of how we perceive, understand, appreciate, and interpret sophisticated musical representations. In the last two centuries, our world would have been a safer place if philosophers such as Rousseau, Marx, and Nietzsche had not given intellectual encouragement to the radical ideologies of Jacobins, Stalinists, and fascists. Maybe the world would have been better off, from the standpoint of sound practice, if philosophers had engaged in only modest, decent theory, as did John Stuart Mill. Yet, as Ronald Beiner contends, the point of theory is not to think safe thoughts; the (...) point is to open intellectual horizons. In Philosophy in a Time of Lost Spirit, Beiner reflects on the dualism of theory and practice. Summary This article approaches post-war debates about the relationship between normative political theory and empirical political science from a French perspective. It does so by examining Raymond Aron's commentaries on a series of articles commissioned by him for a special issue of the Revue française de science politique on this theme as well as through an analysis of his wartime dialogue with the neo-Thomist philosopher, Jacques Maritain. Following a consideration of Aron's critique of contemporary approaches (...) to this issue in France, we discuss his own distinctive attempt to draw normative theory and empirical science into the same orbit by tracing the interaction of these two elements in his work from the late 1930s to the mid-1960s. Jürgen Habermas’s theories have received enormous attention in the public sphere as well as in political science. It is therefore surprising that his method, rational reconstruction, is not more debated. In political science the method is of particular interest because of its ambition to bridge the gap between empirical and normative approaches. In this article the author traces Habermas’s interest in rational reconstruction by going back to his writings on theory and practice and subsequently shows (...) what the method’s main principles are. He then specifies how this methodological conception is used in Habermas’s political theory. Finally, the introduction of an empirical design allows the author to discuss one of the fundamental tensions in Habermas’s approach: the hypotheses arrived at through rational reconstruction are empirical hypotheses but cannot be tested by empirical means. There are several theses in political science that are usually explicitly called ‘laws’. Other theses are generally thought of as laws, but often without being explicitly labelled as such. Still other claims are well-supported and arguably interesting, while no one would be tempted to call them laws. This situation raises philosophical questions: which theses deserve to be called laws and which not? And how should we decide about this? In this paper we develop and motivate a strategy for (...) thinking about laws in political science which integrates two core concepts: spatio-temporal stability and social mechanisms. The proposed strategy is a set of guidelines that political scientists can use to reflect on and argue about specific cases within their discipline, not a clear-cut demarcation criterion. We defend and motivate this strategy and apply it to two cases (one with respect to state repression, one about parliamentary elections). After we have developed and motivated our strategy for political science, we show that our proposal is relevant for other disciplines in the social sciences. We explain how our views fit into critical realism and embed them in the debate on laws in general philosophy of science and in the philosophy of the social sciences. (shrink)

This article concerns the relevance of postfoundationalism, including the ideas of Michel Foucault, for political science. The first half of the article distinguishes three forms of postfoundationalism, all of which draw some of their inspiration from Foucault. First, the governmentality literature draws on Marxist theories of social control, and then absorbs Foucault’s focus on power/knowledge. Second, the post-Marxists combine the formal linguistics of Saussure with a focus on hegemonic discourses. Third, some social humanists infuse Foucauldian themes into the (...) New Left’s focus on culture, agency and resistance. The second half of the article then describes a research program that may bring together these varieties of postfoundationalism. This research program includes aggregate concepts that overtly allow for the constitutive role of meanings in social life and the contingent nature of these meanings. The concepts are: situated agency, practice and power. A postfoundational research program also needs concepts that demarcate a historicist form of explanation, that is, concepts such as narrative, tradition and dilemma. Finally, this research program contains specific empirical focuses to link these aggregate and explanatory concepts back to governmentality, post-Marxism and social humanism. (shrink)

With so much attention on the issue of voice in democratic theory, the inverse question of how people come to listen remains a marginal one. Recent scholarship in affect and neuroscience reveals that cognitive and verbal strategies, while privileged in democratic politics, are often insufficient to cultivate the receptivity that constitutes the most basic premise of democratic encounters. This article draws on this scholarship and a recent case of forum theatre to examine the conditions of receptivity and responsiveness, and (...) identify specific strategies that foster such conditions. It argues that the forms of encounter most effective in cultivating receptivity are those that move us via affective intensity within pointedly mediated contexts. It is this constellation of strategies—this strange marriage of immersion and mediation—that enabled this performance to surface latent memory, affect and bias, unsettle entrenched patterns of thought and behaviour, and provide the conditions for revisability. This case makes clear that to lie beyond the domain of cognitive and verbal processes is not to lie beyond potential intervention, and offers insight to how such receptivity might be achieved in political processes more broadly. This book examines the history of the major paradigms of political science and proposes a new model for political theory. The book champions a neobehavioral political science including multimethodological innovations, cross-testing of paradigms, and tenets of a new political science that can rise to become a truly theoretical science.

The study of social norms sprawls across all of the social sciences but the the concept lacks a unified conception and formal theory. We synthesize an account that can be applied generally, at the social scale of analysis, and can be applied to empirical evidence generated in field and lab experiments. More specifically, we provide new analysis on representing norms for application in empirical political science, and in parts of economics that do not follow the recent trend (...) among some behavioral economists to build models of the cognitive and motivational states of individuals taken “one at a time”. Foundational sources for our project are Bicchieri (2006, 2017), Kuran (1995), and Stirling (2012, 2016). From Bicchieri take that a norm exists in a social structure when a significant networked subset of individuals share descriptive and injunctive expectations that it regulates their interactions. From Kuran we take the insight that prevailing norms may come to be widely disliked by participants in networks but survive because norm suppress public displays of disenchantment. From Stirling we apply conditional game theory (CGT) to provide the technical resources for building our model of a norm-regulated social interaction. The aim of the article is to review Japanese Political Studies in Japan (JPSJ) circa 2000 for the purpose of identifying the trends of JPSJ and gauging its scope, subject areas, and methods. I then identify the key questions asked in JPSJ, i.e. for the third quarter of the last century: (1) What went wrong for Japan in the 1930s and 1940s, which had been seemingly making progress in the scheme of and was with a ? (2) What is (...) the secret of Western democracy in excelling itself in terms of keeping freedom and accumulating wealth? For the last quarter of the last century: (1) Why is Japanese politics shaped so heavily by bureaucracy? (2) Why are its citizens so weakly partisan in their voting choice? (3) How are politics and economics intertwined in policy making and electoral behavior? Following these trends in JPSJ in the latter half of the last century, I identify the three trends that have emerged in the first quarter of this century: (1) historicizing the normative and institutional origins of Japanese politics, (2) putting Japanese politics in comparative perspective, (3) the new self-conscious impetus for data collection and theory construction. Despite the steady tide of globalization and the strong influence of American political science, market size, long tradition, and language facility, lead political scientists in Japan to think and write more autonomously. Social reformers necessarily proceed, after the fashion of Rousseau, ‘taking men as they are and laws as they can be’. Thus it has been since the founding of political science in the nineteenth century. But the lessons of the behavioural revolution in political science are that taking people ‘as they are’ might be more constraining that we ever imagined; and the lessons of the policy sciences are that there are far fewer ways that institutions ‘can be’ (...) than we ever supposed. All told, it might make more sense to start with the limited number of institutional options, rather than starting with a value‐driven wish list and searching for institutions that might more or less fill that bill. The paper examines the political ideas of founding figures of West German political science by engaging with formative texts from the post-war period of neo-Aristotelian (Dolf Sternberger and Siegfried Landshut), Critical Theory (Arcadius R.L. Gurland and Franz L. Neumann), ordoliberal (Alexander Rüstow) and catholic (Ferdinand Hermens) perspective. It is argued that these early German political scientists coincided in the diagnosis of living in a thoroughly politicized post-liberal age. They rejected the separation between empirical and normative (...) political science and devised heterogeneous disciplinary approaches that can be classified as republican, power-realist, and expertocratic. Although democracy was an important point of reference for some of them, it is not tenable, contrary to older historiography and contemporary self-image, to describe early West-German political science as a Demokratiewissenschaft (science of democracy) in overall terms. As rational choice theory has moved from economics into political science and sociology, it has been dramatically transformed. The intellectual diffusion of agency theory illustrates this process. Agency theory is a general model of social relations involving the delegation of authority, and generally resulting in problems of control, which has been applied to a broad range of substantive contexts. This paper analyzes applications of agency theory to state policy implementation in economics, political (...) class='Hi'>science, and sociology. After documenting variations in the theory across disciplinary contexts, the strengths and weaknesses of these different varieties of agency theory are assessed. Sociological versions of agency theory, incorporating both broader microfoundations and richer models of social structure, are in many respects the most promising. This type of agency theory illustrates the potential of an emerging sociological version of rational choice theory. (shrink)

In their survey of empirical research based on rational choice theory, Don Green and Ian Shapiro point to a list of methodological deficiencies or ?pathologies.? The main problem with Green and Shapiro's list lies in the standards they use to evaluate the achievements of rational choice theory. These standards are derived from a view of empirical research that is deeply questionable and, in the stated form, inconsistent with both standard insights in contemporary philosophy of science and the (...) established practice in the most successful empirical sciences. Prospect theory is an alternative theory of choice under conditions of risk, and deviates from expected utility theory by positing that people evaluate choices with respect to gains and losses from a reference point. They tend to overweight losses with respect to comparable gains and engage in risk-averse behavior with respect to gains and risk-acceptant behavior with respect to losses. They also respond to probabilities in a non-linear manner. I begin with an overview of prospect theory (...) and some of the evidence upon which it is based, and then consider some of the implications of the theory for American politics, international relations, and the law. I end with a brief discussion of some of the conceptual and methodological problems confronting the application of prospect theory to the study of politics. (shrink)

Kant’s brilliant original contributions to political thought cannot be understood without attention to his dynamic concept of provisional right, argues Elisabeth Ellis in this book—the first comprehensive interpretation of Kant’s political theory. Kant’s notion of provisional right applies to existing institutions and practices that are consistent with the possibility of progress. In this chapter, it is described and assessed how political scientists use rational choice theories to offer causal explanations. We observe that the ways in which rational choice theories are considered to be successful in political science differs, depending on the explanandum in question. Political scientists use empirical variants of rational choice theories to explain the political behavior of individual agents and analytical variants to explain the behavior of collective actors. Both variants are used for (...) distinct explananda, which ask for different modes of explanation that raise in turn different explanatory demands toward rational choice theories. We argue that when political scientists discuss the explanatory usefulness of rational choice theories, they should assess them in light of the demands they are supposed to meet. This would enable a more nuanced and problem-oriented appraisal of rational choice theories in political science. (shrink)
