In this article, the question is discussed if and how Healthcare Ethics Committees (HECs) should be regulated. The paper consists of two parts. First, authors from eight EC member countries describe the status quo in their respective countries, and give reasons as to the form of regulation they consider most adequate. In the second part, the country reports are analysed. It is suggested that regulation of HECs should be central and weak. Central regulation is argued to be apt to improve (...) HECs’ accountability, relevance and comparability. To facilitate biomedical citizenship and ethical reflection, regulation should at the same time be weak rather than strict. Independence of HECs to deliberate about ethical questions, and to give solicited and unsolicited advice, should be supported and only interfered with by way of exception. One exception is when circumstances become temporary adversarial to ethical deliberation in healthcare institutions. In view of European unification, steps should be taken to develop consistent policies for both Eastern and Western European countries. (shrink)

The free energy principle, an influential framework in computational neuroscience and theoretical neurobiology, starts from the assumption that living systems ensure adaptive exchanges with their environment by minimizing the objective function of variational free energy. Following this premise, it claims to deliver a promising integration of the life sciences. In recent work, Markov blankets, one of the central constructs of the free energy principle, have been applied to resolve debates central to philosophy (such as demarcating the boundaries of the mind). (...) The aim of this paper is twofold. First, we trace the development of Markov blankets starting from their standard application in Bayesian networks, via variational inference, to their use in the literature on active inference. We then identify a persistent confusion in the literature between the formal use of Markov blankets as an epistemic tool for Bayesian inference, and their novel metaphysical use in the free energy framework to demarcate the physical boundary between an agent and its environment. Consequently, we propose to distinguish between “Pearl blankets” to refer to the original epistemic use of Markov blankets and “Friston blankets” to refer to the new metaphysical construct. Second, we use this distinction to critically assess claims resting on the application of Markov blankets to philosophical problems. We suggest that this literature would do well in differentiating between two different research programmes: “inference with a model” and “inference within a model.” Only the latter is capable of doing metaphysical work with Markov blankets, but requires additional philosophical premises and cannot be justified by an appeal to the success of the mathematical framework alone. Historical Narrative: A Dispute Between Constructionism and Scientific Realism An intense discussion about the issue of historical narrative arose during the time when the naïve realism of classical historiography was being critiqued and led to a dispute, in the last century, between constructionism and critical or scientific realism. We can distinguish between constructionism and noetic constructivism. According to ontological constructionism all facts are human constructions; according to noetic constructivism, our notions and theories are constructs with objective meaning (sense and reference); (...) they refer to objective reality. Scientific realism recognizes the existence of noetic construction but does not regard facts as our constructions, as pure fictions. The point of contention is the question over whether historical narrative is merely a discursive construction or whether it is also a scientific reconstruction of the past. Resolving the dispute over whether historical narrative can be objectively true, or whether it is subject to empirical control or not, is dependent on finding the answer to this question. (shrink)

Chalmers (2018) raises three challenges for Michael Graziano's attention schema theory. Our aim in this paper is to bolster Graziano's attention schema theory with some tools and insights from the predictive processing framework, in order to respond to the challenges raised by Chalmers and more generally strengthen the theory. We will first introduce the attention schema theory and the three challenges raised by Chalmers, before outlining our application of predictive processing to the theory and how it can resolve these challenges, (...) thus offering a solution to the meta-problem. This paper is a reaction to an article by John Arras published earlier in this journal. In this article Arras argues that “freestanding pragmatism” has little new to offer to bioethics. We respond to some of Arras' arguments and conclude that, although he overstates his case at certain points, his critique is, broadly speaking, correct. We then introduce and discuss an alternative approach to pragmatist ethics, one which puts to work the ideas and insights of pragmatism conceived as a broad (...) philosophical movement, without lapsing into a canon dependent approach. The approach we propose exhibits a number of characteristics that differ from Arras'saccount of freestanding pragmatism and offers something new to bioethics. (shrink)

Cytolkinesis ensures proper partitioning of the nucleocytoplasmic contents into two daughter cells. It has generally been thought that cytokinesis is accomplished differently in animals and plants because of the differences in the preparatory phases, into the centrosomal or acentrosomal nature of the process, the presence or absence of rigid cell walls, and on the basis of 'outside-in' or 'inside-out' mechanism. However, this long-standing paradigm needs further reevaluation based on new findings. Recent advances reveal that plant cells, similarly to animal cells, (...) possess astral microtubuies that regulate the cell division plane. Furthermore, endocytosis has been found to be important for cytokinesis in animal and plant cells: vesicles containing endocytosed cargo provide material for the cell plate formation in plants and for closure of the midbody channel in animals. Thus, although the preparatory phases of the cell division process differ between plant and animal cells, the later phases show similarities. We unify these findings in a model that suggests a conserved mode of cytokinesis. (shrink)

Mais tandis que les deux premiers volumes de la série contiennent des œuvres que les manuscrits attribuent explicitement à cet auteur, à savoir la Scientia libri de anima et le Commentaire précédé de Questions sur le De anima , l'Expositio libri de anima n'atteste aucun nom d'auteur dans le seul témoin du texte sur lequel (...) est basée l'édition d'Alonso, c'est-à-dire le manuscrit Madrid, B.N. 3314, fol. 68ra-89rb. Selon l'éditeur, l'absence d'un nom d'auteur est due au fait que le texte est incomplet. Celui-ci commence effectivement ex abrupto par les mots «ergo anima est actus ut scientia» qui, comme nous le verrons plus loin, se situent au milieu de l'explication du passage II 1.412a21. Ignatow stawia sobie za cel dokładny rekonstrukcję ścisłego związku zachodzącego pomiędzy marksistowską antropologią - w pierwotnym kształcie prezentujący radykalny humanizm - a upadkiem komunizmu. W krótkim przeglądzie historycznymi stwierdza, iż zsekularyzowany humanizm marksistowski wyrósł z tradycji filozoficznej, reprezentowanej przez Herdera i Feuerbacha, czyniąc - podobnie jak oni – człowieka najważniejszą i najogólniejszą zasady metafizyczny. Dalszy rozwój filozofii marksistowskiej doprowadził najpierw do odrzucenia tej tezy, później zaś - przede wszystkim w leninowsko-stalinowskiej wersji marksizmu - do ideologizacji klasy proletariatu, a tym samym (...) do jednoznacznej negacji tradycyjnego humanizmu. According Aristotle's On the Soul, the first and most important form of sensation which we human beings share with other animals is a sense of touch. Without touch animals cannot exist. The first part of my article presents Aristotle's teaching about the internal connection between the soul and the sensory powers, especially as regards the sense of touch. The second part consists of a collection of the classical considerations about this subject. The third part then deals with the actuality of (...) some Aristotle's thesis about touch with reference to current research in neurophysiology on kinesthesia and haptic perception. (shrink)

This paper discusses the issues surrounding voluntary action control in terms of two models that have emerged in empirical research into how our human conscious capabilities govern and control voluntary motor actions. A characterization of two aspects of consciousness, phenomenal consciousness and access consciousness, enables us to ask whether effect anticipations need be accessible to consciousness, or whether they can also have an effect on conscious control at an unconscious stage. A review of empirical studies points to the fact that (...) willed actions are influenced by effect anticipations both when they are conscious and when they remain inaccessible to the conscious mind. This suggests that the effects of conscious voluntary actions—in line with the ideomotor principle proposed by William James—are anticipated during the generation of responses. I propose that the integration of perceptual and motor codes arises during action planning. The features of anticipated effects appear to be optionally connected with the features of the actions selected to bring about these effects in the world. (shrink)

Elements... is a collection of seventeen, rather informal talks closely dependent on the aristotelian and thomist metaphysical setting. The author explicitly disregards a historical approach to the subject and in an essentially systematic way tries to argue in favor of a metaphysically pluralist and epistemologically optimist - realist solution. These two options constitute, therefore, the specific limits of the textbook.

W czasie podstawowego kursu filozofii Lonergan studiował matematykę, co wywarło wpływ nie tylko na jego ogólne spojrzenie na filozofię i teologię, lecz także na rozumienie ich naukowych metod. Podstawowe dzieło Lonergana Insight było początkowo zaplanowane jako praca z zakresu metodologii teologicznej. W głównej mierze znajdujemy w niej filozoficzne studium nad ludzkim rozumowaniem: co właściwie czynię, gdy poznaję? O ile w (...) Insight poznanie jest zasadniczo rozumiane jako czynność ścisłe intelektualna, o tyle w następnej kluczowej książce Method in Theology Lonergan odwojuje się także do odczuć, traktując je jako intencjonalne odpowiedzi na wartości. Wittgensteina pod koniec życia Bemerkungen über die Farben znajdujemy kilka 'zagadek' dotyczących kolorów, np.: 1. „Jak to się dzieje, że coś przezroczystego może być zielone, ale nie może być białe". 2. „niepodobna sobie wyobrazić czystą białą wodę". 3. „Ale kolor świeci za sprawą swego otoczenia, w swym otoczeniu. Szary jednak nie świeci. 4. „? W obrazie biel musi być najjaśniejszym kolorem". „Nieprawda, że w obrazie biel zawsze musi być najjaśniejszym kolorem. Z pewnością jednak jest nim w (...) płaskiej kombinacji plam barwnych". 5. „Dlaczego nie ma brązowego światła ani szarego?" „Dlaczego niepodobna sobie wyobrazić szarego żaru". 6. „Czyż nie mogliby istnieć ludzie, dla których istnieje niebieskawy żółty, czerwonawy zielony? One of the reasons for organizing the above-mentioned conversation was the publication of Urszula Zegleń's book Philosophy of Mind. Urszula Zegleń is a profesor of philosophy at the Nicolaus Copernicus University. The one-day conversation had three parts and each part consisted of two speeches. After each speech there was a short but very active discussion on the respective topics.

Na pytanie o rozumienie pojecia przyrody udzielano w historii filozofii różnych odpowiedzi. W książce Mutschlera możemy znaleźć obszerny przegląd współczesnego rozumienia tego pojecia. Zasadniczy przełom w poglądach na przyrodę dokonał się na początku XVII wieku, kiedy to przy jej badaniu zaczęto się odwoływać do powtarzalnych eksperymentów, do metod ilościowych oraz do matematyki. Przykładem takiego postępowania jest metoda zaproponowana przez Galileusza, dla którego „księga przyrody" jest napisana w języku matematyki. Przed Galileuszem nikt nie wpadł na pomysł, zęby przyrody traktować jako księgę (...) napisaną w języku matematyki. Zwrotu „księga przyrody" lub „księga natury" używano już w średniowieczu i przeciwstawiano „księdze objawienia". Tego rodzaju przeciwstawienie odpowiadało równocześnie podziałowi na to, co „naturalne" i na to, co „ponadnaturalne". (shrink)

Drugie wydanie książki prof. dr Rosenberga zawiera, jak autor sam zaznacza, tylko niewielkie stylistyczne poprawki w stosunku do wydania pierwszego, które ukazało się w roku 1983. Na uwagę zasługuje to, że omawiane wydanie ukazało się w renomowanym wydawnictwie Hacketta. Wydanie pierwsze zainteresowało raczej akademickie kręgi filozofów i psychologów. Rosenberg jest profesorem filozofii analitycznej w Uniwersytecie North Carolina at Chapel Hill. Z jego bibliografii obejmującej kilkadziesiąt pozycji na szczególną uwagę zasługują książki: Linguistic Representation, One World and our Knowledge of It, The (...) Der Schwerpunkt der wissenschaftlichen Forschung von Krzysztof Stachewicz liegt im Bereich der thomistischen und fenomenologischen Ethik. Das vorliegende Buch spiegelt diesen Interessenkreis des Autors wieder und es stellt zwei, auf den ersten Blick weit auseinander liegende Auffassungen über Ethik und Moral kritisch gegenüber: die Theorie des Naturrechts und die klassische Wertethik. Die beiden bilden zugleich zwei führende Traditionen, wenn es um die Begründung der Moral geht. Die Ethik des Naturrechts gründet in einer objektiven Ordnung und stützt die Moral auf die (...) - wie der Autor es nennt - Seinsgrundlage. Die klassische Wertethik geht bei der Begründung von einer subjektiven Basis aus und konzentriert sich auf die Analysen des Subiektes. Die erste Auffassung der Ethik ist ihres Wesens nach naturalistisch, die zweite intuitionistisch. (shrink)

Stanisław Janeczek beschäftigt sich beruflich mit der Geschichte der neuzeitlichen Philosophie und der Geschichte der Erziehung mit dem Schwerpunkt polnische Philosophie, vor allem die der Neuzeit. Der direkte Anlaß zur Entstehung des vorliegenden, enorm umfangreichen Buches war die geschichtliche Untersuchung des Logik-Unterrichts, wie er im Schul- und Studienprogram der Kommission für Nationale Erziehung vorgesehen wurde. Die Kommission hat den Logikunterricht in den Gymnasien auf die Praxis bezogen und ihn aus den Hochschulen gestrichen. Dieselben Maßnahmen haben den ganzen Philosophieunterricht betroffen. Das (...) besprochene Buch soll dem Autor zufolge eine bisherige Lücke schließen und auf eine systematische Weise den Gesamtunterricht der Philosophie in den der genannten Kommission unterstellten Schulen darstellen. Als Hintergrund des wissenschaftlichen Unternehmens dient die Darstellung des damaligen Philosophie-Unterrichts in den anderen europäischen Ländern und auch die geschichtliche Entwicklung der philosophischen Ideen. Przed laty w Philosophical Review opublikowano wyjątki z zapisków F. Waismanna pod tytułem Notatki z rozmów z Wittgensteinem. Obok angielskiego tłumaczenia zamieszczono niemiecki tekst rozmowy. Z niewyjaśnionych nigdy racji zarówno w tłumaczeniu, jak i w tekście niemieckim nie ukazał się tytuł „O Heideggerze". Tytuł ten występuje w rękopisie Waismanna. Z publikacji usunięto również pierwsze i ostatnie zdanie omawianego fragmentu notatek. Zdanie pierwsze brzmi: „Potrafię dobrze zrozumieć, co Heidegger rozumie przez Bycie i Trwogę ”. Według wszelkiego prawdopodobieństwa Wittgenstein odwołuje się w (...) tym miejscu do znanego artykułu Heideggera Co to jest metafizyka?. (shrink)
