Each decade since 1979, the Healthy People initiative establishes the national prevention agenda and provides the foundation for disease prevention and health promotion policies and programs. Law and policy have been included in Healthy People objectives from the start, but not integrated into the overall initiative as well as possible to potentially leverage change to meet Healthy People targets and goals. This article provides background on the Healthy People initiative and its use among various stakeholder groups, describes the work of (...) a project aiming to better integrate law and policy into this initiative, and discusses the development of Healthy People 2030 — the next iteration of health goals for the nation. Lessons from the preliminary stages of developing Healthy People by the HHS Secretary's Advisory Committee on National Health Promotion and Disease Prevention Objectives for 2030 and a Federal Interagency Workgroup will be included. Efforts by the Committee focused on the role of law and policy as determinants of health and valuable resources around health equity are also shared. Finally, the article discusses ways that law and policy can potentially be tools to help meet Healthy People targets and to attain national health goals. (shrink)

Some breeding technology applications are claimed to improve animal welfare: this includes potential applications of genomics and genome editing to improve animals’ resistance to environmental stress, to genetically alter features which in current practice are changed invasively, or to reduce animals’ capacity for suffering. Such applications challenge how breeding technologies are evaluated, which paradigmatically proceeds from a welfare perspective. Whether animal welfare will indeed improve may be unanswerable until proposed applications have been developed and tested sufficiently and until agreement is (...) reached on how to conceptualize animal welfare. Moreover, even if breeding technologies do improve animal welfare, they might be objected to on other ethical grounds. Ethical perspectives on earlier animal biotechnologies are relevant for today’s breeding technologies and their proposed applications, but may need reinterpretation. The current paper applies the concept of telos, which previously figured mainly in debates on classical genetic engineering, to genomic selection and genome editing aimed at improving animal welfare. It critiques current accounts of telos and offers an alternative conceptualization that applies to recently proposed applications of breeding technologies. This account rejects both removing the desire to pursue characteristic activities and altering animal bodies in ways that compromise their ability to perform such activities, but conditionally allows increasing robustness against environmental stress. Our account of telos enriches ethical debate on these breeding technology applications by insisting on the connection between the good life, an animal’s constitution, and its activities, thus countering reductive conceptions of welfare. Despite extensive stigma mitigation efforts, infectious disease stigma remains common. So far, little attention has been paid to the moral psychology of stigmatizing practices (i.e. beliefs, attitudes, actions) rather than the experience of being stigmatized. Addressing the moral psychology behind stigmatizing practices seems necessary to explain the persistence of infectious disease stigma and to develop effective mitigation strategies. Our article proposes building on Jonathan Haidt’s moral foundations theory, which states that moral judgements follow from intuitions rather than conscious reasoning. Conceptual (...) analysis was conducted to show how Haidt’s five moral foundations can be connected to (i) moral judgements about stigmatizing practices and (ii) stigmatizing practices themselves. We found that care/harm, fairness/cheating, loyalty/betrayal and sanctity/degradation intuitions can inform moral judgements about stigmatizing practices. Loyalty/betrayal and sanctity/degradation intuitions can sometimes also feed stigmatizing practices. Authority/subversion intuitions can inform moral judgements and stigmatizing practices towards people who disrespect authoritative rules meant to protect public health. Moral dumbfounding and posthoc reasoning might explain the persistence of stigmatizing practices. In conclusion, this study demonstrates the relevance of Haidt’s approach to infectious disease stigma research and mitigation strategies. The use of genomic selection in agricultural animal breeding is in academic literature generally considered an ethically unproblematic development, but some critical views have been offered. Our paper shows that an important preliminary question for any ethical evaluation of genomic selection is how the scope of discussion should be set, that is, which ethical issues and perspectives ought to be considered. This scope is determined by three partly overlapping choices. The first choice is which ethical concepts to include: an ethical (...) discussion of genomic selection approaches may draw on concepts central to applied ethics, but some critical views have been based on concepts from critical animal studies and continental philosophy. A related choice is to what extent discussion should focus on new ethical issues raised or on existing ethical issues that will be ameliorated, perpetuated or aggravated by an innovation in genomic selection. The third choice is to treat an innovation in genomic selection either as a technique on itself or as a part of specific practices. We argue that ethical discussion should not limit attention to new issues or ignore the implications of particular ways of applying genomic selection in practice, and this has some consequences for which ethical concepts ought to be included. Limiting the scope of discussion may be defensible in some contexts, but broader ethical discussion remains necessary. (shrink)

Dance – as a ritual, therapy, and leisure activity – has been known for thousands of years. Today, dance is increasingly used as therapy for cognitive and neurological disorders such as dementia and Parkinson’s disease. Surprisingly, the effects of dance training on the healthy young brain are not well understood despite the necessity of such information for planning successful clinical interventions. Therefore, this study examined actively performing, expert-level trained college students as a model of long-term exposure to dance training. To (...) study the long-term effects of dance training on the human brain, we compared 20 young expert female Dancers with normal body mass index with 20 age- and education-matched Non-Dancers with respect to brain structure and function. We used diffusion tensor, morphometric, resting state and task-related functional MRI, a broad cognitive assessment, and objective measures of selected dance skill (Dance Central video game and a balance task). Dancers showed superior performance in the Dance Central video game and balance task, but showed no differences in cognitive abilities. We found little evidence for training-related differences in brain volume in Dancers. Dancers had lower anisotropy in the corticospinal tract. They also activated the action observation network (AON) to greater extent than Non-Dancers when viewing dance sequences. Dancers showed altered functional connectivity of the AON, and of the general motor learning network. These functional connectivity differences were related to dance skill and balance and training-induced structural characteristics. Our findings have the potential to inform future study designs aiming to monitor dance training-induced plasticity in clinical populations. (shrink)

The present paper focuses on the commentaries attributed to the Indian Yog?c?ra scholar Sthiramati. So far Sthiramati’s work has received far less attention from modern scholars than the texts of other Yog?c?ra authors like Asa?ga or Vasubandhu, possibly because of the erroneous view that as a commentator he has not been an original author in his own right. However, commentators like Sthiramati have shaped the doctrinal development of Yog?c?ra thought by introducing new concepts and reorganizing previous teachings to a similar (...) extent as ‘independent’ authors. In total seventeen works are ascribed to the author Sthiramati in Indian, Tibetan, Chinese and modern Western sources. The main concern of this study is to show some aspects of the relations between three of these works, namely the Madhy?ntavibh?ga??k?, the *S?tr?la?k?rav?ttibh??ya and the Tri??ik?vijñaptibh??ya, and to question the common authorship of these texts. Under the standard modal explication of consequence, a conclusion is a consequence of some premises just in case necessarily, if the latter are true, so is the former. Notoriously, this explication yields some results that at first glance are counter-intuitive. In particular, a necessary truth is a consequence of arbitrary premises, and premises that cannot all be true together entail arbitrary conclusions. In his paper ‘On Ground and Consequence’ (Synthese, 2021), Benjamin Schnieder introduces a novel notion of web consequence, defined (...) on the basis of the concept of ground, which, he argues, fits our intuitive conception better. Building on his idea, the present paper examines the concept of web consequence in more detail. In particular, I provide three alternative, and simpler semantic characterizations of Schnieder’s propositional logic of web consequence, two within a form of truthmaker semantics, one within a many-valued setting. I then consider some natural variations on that logic and establish their connections to well-known subclassical logics such as FDE, $$\hbox {K}_3$$ K 3, and LP. Finally, I provide sound and complete tableaux-based proof systems for each of the logics of web consequence so obtained. (shrink)

This paper examines the situation of rurally rooted cross-border migrant workers from Myanmar during the Covid-19 pandemic. It looks at the circumstances of the migrants prior to the global health emergency, before exploring possibilities for a post-pandemic future for this stratum of the working people by raising critical questions addressed to agrarian movements. It does this by focusing on the nature and dynamics of the nexus of land and labour in the context of production and social reproduction, a view that (...) in the context of rurally rooted cross-border migrant workers necessarily requires interrelated perspectives on labour, agrarian, and food justice struggles. This requires a rethinking of the role of land, not as a factor in either production or social reproduction, but as a central component in both spheres simultaneously. The question is not ‘whether’ it is necessary and desirable to forge multi-class coalitions and struggles against external capital, while not losing sight of the exploitative relations within rural communities and the household; rather, the question is ‘how’ to achieve this. It will require a messy recursive process, going back and forth between theoretical exploration and practical politics. (shrink)

Only if the Phenomenology is taken as a monographic work on man can there be difficulty. Let us hasten to add that, on the very premises of his book, Loewenberg's criticism of Hegel is tentative rather than apodictic; its harshness is relieved through the dialogue form. And perhaps, the interlocutors will, (...) as one of them suggests, "resume (their) conversations with fresh minds at a later date" (p. 371). They might find that they have to go beyond the limits of exoteric discussion. Or, conversely, they might find that exoteric treatment can yield no more than an anthropological reading and is, in fact, bound up with it. If Loewenberg 's extant commentary did no more than demonstrate this negative point, however implicitly,it would be of great merit. But there is of course much more: there is the substance of Loewenberg's commentary, largely unaffected by the above counter-representations. Theoretical problems aside, the supreme value of the book lies in its clarity and perceptiveness, in the "sense" it makes of the Phenomenology. Seweryn Blandzi Plato and the Protestant Principle of Autarchy of the Scripture (sola scriptura)The author gives reasons why the new holistic Tübingen-interpretation of Plato (H. Krämer, K. Gaiser, Th. A. Szlezák), which combines the Dialogues with his unwritten teaching is still difficult to accept (especially in Germany). The discovery (on the basis of indirect testimonies of Aristotle and his commentators) that there was a separate oral (“exoteric”) metaphysics of principles, which was parallel to dialogues but more valuable (timiotera) in content, (...) and which Plato did not popularize in his writings, has been an antithesis to the traditional romantic paradigm (particularly strong in Germany) of F. Schlegel-Schleiermacher, founded on the conviction of the primacy of autarchy of the written (“exoteric”) text in general. This conviction leads us to the Protestant postulate of Biblical exegesis treated as self-sufficient (sola scriptura), interpreted exclusively on its own basis (sui ipsius interpres), and Schleiermacher transposes this requirement onto Plato’s writings. On the other hand, F. Schlegel, who emphasizes the fragmentary and asystematic character of Plato’s thought in dialogues, sees Plato as a thinker who constantly moves toward infinity, unable ever to reach it. With respect to the dialogues, the reader finds himself in a similar situation as the limited individuality of finite being to infinity. For the romantics (inspired by the idealistic philosophy of subjectivity and identity), man’s greatness as a finite being manifests itself in creating works which reflect infinity. The infinity of the Absolute manifests itself in the absolute freedom and the power of creation, which man – so to speak – meets halfway, with his infinite reflection, creativity, invention, interpretation as an expression of spirit’s freedom. Hence the lasting attraction of this traditional approach, which is unlike the new paradigm that imposes great requirements and constraints on the reader (studying doxographic literature, finding in it testimonies of Plato’s disciples regarding the intra-academic teaching). When Plato’s literary dialogue is treated as a kind of an “open text,” it thus justifies all the possible “hermeneutic” attempts at free and creative interpretations. It is well documented that the higher the socioeconomic status (SES) of patients, the better their health and life expectancy. SES also influences the use of health services—the higher the patients' SES, the more time and specialised health services provided. This leads to the following question: should clinicians give priority to individual patients with low SES in order to enhance health equity? Some argue that equity is best preserved by physicians who remain loyal to ‘ordinary medical fairness’ in non-ideal circumstances (...) when health disparities persist; ie, doctors should allocate care according to needs only and treat everyone with equal regard by being neutral with respect to patients' SES. This paper furthers a discussion of this view by questioning how equitable needs relate to SES. To clarify, it distinguishes between four versions of ‘healthcare need’ and approaches an acceptable conceptualisation of the notion supported by Norman Daniels' theory on health equity. It concludes that doctors should remain neutral to patients' SES in cases in which several patients require the same health care. However, equitable health care requires considerations of the impact of socioeconomic factors (SEF) on patients' capacity to benefit from the care. Remaining neutral towards patients' SES in this respect does not promote equal regard. It follows that priority setting on the basis of SEF is required in fair clinical distribution of care, eg, through allocating more time to patients with low SES. In order to advance equity accurately, the concept of ordinary medical fairness should be amplified according to this clarification. (shrink)

Business Ethics: A European Review, EarlyView.

Researchers have postulated that deficits in cognitive control are associated with, and thus may underlie, the perseverative thinking that characterises generalised anxiety disorder. We examined associations between cognitive control and levels of spontaneous state rumination following a stressor in a sample of healthy control participants and participants with GAD. We assessed cognitive control by measuring working memory capacity, defined as the ability to maintain task-relevant information by ignoring task-irrelevant information. To this end, we used an affective version of the reading (...) span task with valenced distractors. Lower WMC in the presence of negative distractors was associated with greater state rumination in the GAD group, but not in the CTL group. These findings suggest that difficulty maintaining task-relevant information due to interference from negative distractors contributes to perseverative thinking in GAD. (shrink)

In the context of the blurring of boundaries between club and theatre, game and theatre, and party and theatre, experiential spectatorship is spilling into the mainstream. This article starts from the recognition of the rapid rise of the experience economy as a turning point in consumer culture towards a specific appeal to the sensory body. The definition of experience in this analysis is key and a distinction is made between experience as it passes moment by moment, erlebnis, and experience as (...) something that is cumulatively built up over time, erfahrung. This paper asks, in a society defined by the crisis of experience, does this rise of the experiential in theatre simply reflect the reduction of experience to a series of consumable sensory moments or is there a mode of experience modelled through performance interaction which moves both beyond this established mode of experience and also beyond the notion of experience as cumulatively formed wisdom? Drawing a parallel between established popular cultural practices of the body and those of the spectator in spectacular promenade performance, Fuerzabruta is used as an illustrative example of popular experiential performance and Hwang’s The Road as an example of experiential performance in which a transformative aesthetic is made possible. We used attractiveness judgements as a proxy to visualize the ideal female and male body for male and female participants and investigated how individual differences in the internalization of cultural ideals influence these representations. In the first of two studies, male and female participants judged the attractiveness of 242 male and female computer-generated bodies which varied independently in muscle and adipose. This allowed us to map changes in attractiveness across the complete body composition space, revealing single peaks for the attractiveness (...) of both men and women. In the second study, we asked our participants to choose the most attractive male and female bodies in a method of adjustment task in which they could independently vary muscle and adipose to create the most attractive body. We asked whether individual differences in internalization of cultural ideals, drive for muscularity, eating disorder symptomatology and depressive symptoms could systematically shift the location of peak attractiveness in body composition space. We found a clear preference by both genders for a male body with high muscle and low adipose, and a toned, low adipose female body. The degree of internalization of cultural ideals predicted large individual differences in the composition of the most attractive bodies. (shrink)
