This research not only reveals a certain match between this model and the history of evolutionary biology but, more importantly, also sheds new light (...) on several episodes in that history, and particularly on the publication of Charles Darwin’s On the Origin of Species (1859), the construction of the modern evolutionary synthesis, the chronic discontent with it, and the latest expression of that discontent, called the extended evolutionary synthesis. Welch :263–279, 2017) has recently proposed two possible explanations for why the field of evolutionary biology is plagued by a steady stream of claims that it needs urgent reform. It is either seriously deficient and incapable of incorporating ideas that are new, relevant and plausible or it is not seriously deficient at all but is prone to attracting discontent and to the championing of ideas that are not very relevant, plausible and/or not really new. He argues for the second explanation. (...) This paper presents a twofold critique of his analysis: firstly, the main calls for reform do not concern the field of evolutionary biology in general but rather, or more specifically, the modern evolutionary synthesis. Secondly, and most importantly, these calls are not only inspired by the factors, enumerated by Welch, but are also, and even primarily, motivated by four problematic characteristics of the modern synthesis. This point is illustrated through a short analysis of the latest reform challenge to the modern synthesis, the so-called extended evolutionary synthesis. In his target article ‘The Illusions of the Modern Synthesis’, Denis Noble argues that the Modern Synthesis is undermined by the major findings of molecular biology. The supposed falsification of Weisman’s Barrier and of standard interpretations of Francis Crick’s Central Dogma has paved the way for Lamarckian forms of inheritance which are prohibited by that theory of evolution. I argue that August Weismann postulated two barriers against two kinds of Lamarckism. However, his second barrier was speculative. The evolution (sensu lato) of the cosmos can be divided in three phases: cosmological evolution (sensu stricto), biological evolution and cultural evolution. Analogies between biological and cultural evolution date from the nineteenth century although it is only in the past two decades that so-called cultural evolution research has exploded. By contrast, comparisons between cosmological evolution and either biological or cultural evolution are uncommon. Here, we compare these three kinds of evolution and try to delineate their common grammar. Do their structure (...) and underlying dynamics have characteristics in common? We believe that this is indeed the case and also that this Universal Grammar of Evolution can and should be used as a heuristic template in the study of these three kinds of evolution. Furthermore, this provisional template also might help scholars in their attempts to sketch the future course of a possible fourth kind of evolution, that of artificial intelligence and intelligent machines. In 1847, the British polymath William Whewell pointed out that the sciences for which he, in 1837, had coined the term “palætiological” have much in common and that they may reflect light upon each other by being treated together. This recommendation is here put into practice in a specific way, to wit, not by comparing the palaetiological sciences that Whewell distinguished himself but by comparing the general historical development of the scientific study of the four broad palætiological domains that he (...) enumerated in 1847: the solar system, the Earth, its vegetable and animal creation, and man. For wide and various as their subjects are, it will be found that [the palætiological sciences] have all certain principles, maxims, and rules of procedure in common; and thus may reflect light upon each other by being treated together. First the ‘Weismann barrier’ and later on Francis Crick’s ‘central dogma’ of molecular biology nourished the gene-centric paradigm of life, i.e., the conception of the gene/genome as a ‘central source’ from which hereditary specificity unidirectionally flows or radiates into cellular biochemistry and development. Today, due to advances in molecular genetics and epigenetics, such as the discovery of complex post-genomic and epigenetic processes in which genes are causally integrated, many theorists argue that a gene-centric conception of the organism has become problematic. (...) Here, we first explore the causal implications of the following two central dogma-related issues: (1) widespread reverse transcription—arguing for an extension from ‘DNA-genome’ to RNA-encompassing ‘NA-genome’ and, thus, from traditional DNA-centrism to a broader ‘NA-centrism’; and (2) the absence of a mechanism of reverse translation—arguing for the ‘structural primacy’ of NA-sequence over protein in cellular biochemistry. Secondly, we explore whether this latter conclusion can be extended to a ‘functional primacy’ of NA-sequence over protein in cellular biochemistry, which would imply a limited kind of ‘gene/NA-centrism’ confined to the subcellular level of NA/protein-based biochemistry. Finally, we explore the conditions—and their (non)fulfilment—for a more generalised form of gene-centrism extendable to higher levels of biological organisation. The gene-centred approach to evolution only reached a logical conclusion with the advent of the gene-selectionist or gene’s eye view in the 1960s and 1970s. Whereas classical evolutionary theory can only work with (genotypically represented) fitness differences between individual organisms, gene-selectionism is capable of working with fitness differences (...) among genes within the same organism and genome. Here, we explore the explanatory potential of ‘intra-organismic’ and ‘intra-genomic’ gene-selectionism, i.e., of a behavioural-ecological ‘gene’s eye view’ on genetic, genomic and organismal evolution. First, we give a general outline of the framework and how it complements the—to some extent—still ‘organism-centred’ approach of classical evolutionary theory. Secondly, we give a more in-depth assessment of its explanatory potential for biological evolution, i.e., for Darwin’s ‘common descent with modification’ or, more specifically, for ‘historical continuity or homology with modular evolutionary change’ as it has been studied by evolutionary developmental biology (evo-devo) during the last few decades. In contrast with classical evolutionary theory, evo-devo focuses on ‘within-organism’ developmental processes. Given the capacity of gene-selectionism to adopt an intra-organismal gene’s eye view, we outline the relevance of the latter model for evo-devo. Overall, we aim for the conceptual integration between the gene’s eye view on the one hand, and more organism-centred evolutionary models (both classical evolutionary theory and evo-devo) on the other. Tolerance for blood transfusion risks is very low, as evidenced by the implementation of expensive blood tests and the rejection of gay men as blood donors. Is this low risk tolerance supported by the precautionary principle, as defenders of such policies claim? We discuss three constraints on applying the precautionary principle and show that respecting these implies tolerating certain risks. Consistency means that the precautionary principle cannot prescribe precautions that it must simultaneously forbid taking, considering the harms they might cause. (...) Avoiding counterproductivity requires rejecting precautions that cause more harm than they prevent. Proportionality forbids taking precautions that are more harmful than adequate alternatives. When applying these constraints, we argue, attention should not be restricted to harms that are human caused or that affect human health or the environment. Tolerating transfusion risks can be justified if available precautions have serious side effects, such as high social or economic costs. (shrink)

The aim of this paper is to present a new logic-based understanding of the connection between classical kinematics and relativistic kinematics. We show that the axioms of special relativity can be interpreted in the language of classical kinematics. This means that there is a logical translation function from the language of special relativity to the language of classical kinematics which translates the axioms of special relativity into consequences of classical kinematics. We will also show that if we distinguish a class (...) of observers in special relativity and exclude the non-slower-than light observers from classical kinematics by an extra axiom, then the two theories become definitionally equivalent. Furthermore, we show that classical kinematics is definitionally equivalent to classical kinematics with only slower-than-light inertial observers, and hence by transitivity of definitional equivalence that special relativity theory extended with “Ether” is definitionally equivalent to classical kinematics. So within an axiomatic framework of mathematical logic, wee xplicitly show that the transition from classical kinematics to relativistic kinematics is the knowledge acquisition that there is no “Ether”, accompanied by a redefinition of the concepts of time and space. For simplicity, most of the literature introduces the concept of definitional equivalence only for disjoint languages. In a recent paper, Barrett and Halvorson introduce a straightforward generalization to non-disjoint languages and they show that their generalization is not equivalent to intertranslatability in general. In this paper, we show that their generalization is not transitive and hence it is not an equivalence relation. Then we introduce another formalization of definitional equivalence due to Andréka and Németi which is equivalent to the Barrett–Halvorson (...) generalization in the case of disjoint languages. We show that the Andréka–Németi generalization is the smallest equivalence relation containing the Barrett–Halvorson generalization and it is equivalent to intertranslatability, which is another definition for definitional equivalence, even for non-disjoint languages. Finally, we investigate which definitions for definitional equivalences remain equivalent when we generalize them for theories in non-disjoint languages. (shrink)

This book presents a thorough and critical evaluation of the monetary and financial system prevalent in Western economies. Further, it seeks to explain why this system so often leads to financial crises and why they have been dealt with unsatisfactorily in the past. In order to provide answers to these questions, the book investigates the monetary and financial system from a multidisciplinary perspective, with a strong focus on the ethical value choices which throughout history have shaped the monetary and financial (...) legal system. In the closing chapters, the book also advances a detailed proposal for a New Global Monetary Order, one based on altruism, as an alternative to the neoliberal values dominant today. (shrink)

Social workers must often decide about priority at a case level, in a context of scarce resources. These decisions are disputable and controversial, which raises the question on what grounds are they made in practice. This article addresses that question through an empirical study of real-life case discussions in youth care in Flanders, the Dutch-speaking part of Belgium. Toulmin’s argumentation model is used to analyse the data. The study finds that most case discussions are processed in a rather technical manner. (...) But where there is active deliberation, key incidents show that the decision-makers undertake active and personal interpretation of the situation at hand, and that they also take a personal stance on the criteria for assigning priority. In other words, their practice can be understood as a hermeneutical activity. The article’s main conclusion is that the prioritisation process illustrates the moral-political core that is present in any social work decision-making practice. As this moral-political core seems to be hidden most of the time behind a technical-rational approach, questions remain whether the professionals involved are aware that it characterises their own judgements and whether insights into its nature are stimulated. We investigate empirically whether framing in general, and the use of Simplifying Models as a framing tool in particular, has an effect on the way topics are cognitively construed. Existing studies on framing in linguistics have either been theoretical or descriptive. Going beyond such methodologically simple approaches, we use a more rigid test design involving the use of a control group, the construction of test conditions in which different Simplifying Models constitute the major source of variation, the inclusion of independent (...) variables like age and prior knowledge of the subjects, and the use of linear and logistic regression analysis. Our results show that our more rigid methodological approach yields a more reliable image of the effect of Simplifying Models on the way in which people deal with information on a complex topic like sustainable food production. Fleshing out these effects further may in time lead to a better informed construction of communication on complex social topics. (shrink)

Civil society organizations (CSOs) have significantly impacted on the politics of health research and the field of bioethics. In the global HIV epidemic, CSOs have served a pivotal stakeholder role. The dire need for development of new prevention technologies has raised critical challenges for the ethical engagement of community stakeholders in HIV research. This study explored the perspectives of CSO representatives involved in HIV prevention trials (HPTs) on the impact of premature trial closures on stakeholder engagement. Fourteen respondents from South (...) African and international CSOs representing activist and advocacy groups, community mobilisation initiatives, and human and legal rights groups were purposively sampled based on involvement in HPTs. Interviews were conducted from February-May 2010. Descriptive analysis was undertaken across interviews and key themes were developed inductively. CSO representatives largely described positive outcomes of recent microbicide and HIV vaccine trial terminations, particularly in South Africa, which they attributed to improvements in stakeholder engagement. Ongoing challenges to community engagement included the need for principled justifications for selective stakeholder engagement at strategic time-points, as well as the need for legitimate alternatives to CABs as mechanisms for engagement. Key issues for CSOs in relation to research were also raised. (shrink)

BACKGROUND: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries. STUDY DESIGN AND METHODS: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in (...) collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety. RESULTS: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions. CONCLUSION: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. Developing a systematic decision-making approach requires ethical reflection on, among others, reasonable costs of safety and the value of transparency in public policy. (shrink)

What could a social-justice oriented, feminist data studies look like? The current datalogical turn foregrounds the digital datafication of everyday life, increasing algorithmic processing and data as an emergent regime of power/knowledge. Scholars celebrate the politics of big data knowledge production for its omnipotent objectivity or dismiss it outright as data fundamentalism that may lead to methodological genocide. In this feminist and postcolonial intervention into gender-, race- and geography-blind ‘big data’ ideologies, I call for ethical, anti-oppressive digital data-driven research in (...) the social sciences and humanities. I argue that a reflexive data scholarship can emerge from the reintegration of feminist and postcolonial science studies and ethics of care ideals. Although it is not a panacea for all ails of data mining, I offer a road map for an alternative data-analysis practice that is more power-sensitive and accountable. By incorporating a people-centric and context-aware perspective that acknowledges relationships of dependency, reflects on temptations, and scrutinises benefits and harm, an ‘asymmetrically reciprocal’ (Young, 1997) research encounter may be achieved. I bring this perspective to bear on experiences of a two-year research project with eighty-four young Londoners on digital identities and living in a highly diverse city. I align awareness of uneven relations of power and knowledge with the messy relation of dependency between human and non-human actors in data analysis. This framework productively recognises that digital data cannot be expected to speak for itself, that data do not emerge from a vacuum, and that isolated data patterns cannot be the end-goal of a situated and reflexive research endeavor. Data-driven research, in turn, shows the urgency for renewed feminist ethical reflection on how digital mediation impacts upon responsibility, intersectional power relations, human subjectivity and the autonomy of research participants over their own data. How are masculinity and nationalism intertwined? This question has received scant theoretical attention, and existing theories tend to focus on their shared ideals and are embedded in a heteronormative, homophobic, and patriarchal framework. Such views imply a static relationship between the two phenomena and are incompatible with the recent phenomenon of homonationalism and the incorporation of some homosexual bodies within the nation. Addressing this theoretical gap, this article develops a more holistic framework of the relationship between nationalism and masculinity. Drawing (...) on relational sociology, it conceptualises nationalism as competing masculinities. It argues that the link between masculinities and nationalism is not found in their overlapping substantive ideals, but rather that the two phenomena are co-constructed through their overlapping Othering processes. The proposed theoretical framework does not only provide a more dynamic understanding of the link between masculinity and nationalism, but it also helps to overcome the apparent duality between homonationalism and heteronationalism. It is shown that both phenomena are in fact two sides of the same coin, with the main difference between them being the location of homophobia as a technology of Othering within different types of Self/Other relations. Overall, the article provides an analytical tool that allows for the contextualisation and understanding of seemingly contradictory features of nationalism and its relationship to masculinity. The discussion about the impact of agricultural biotechnology on Africa is deeply divided and contains widely diverging claims about the impact of biotechnology on African farmers. Building upon literature on the ‘good farmer’ that highlights that farmers identities are an important factor in explaining the success or failure of agricultural change, we argue that the identity of the farmer is an undervalued yet crucial aspect for understanding the debate about the impact of agricultural biotechnology on African farmers. In this article (...) we therefore investigate what farmers’ identities are implicated in the arguments about the impact of biotechnology on African farmers. We aim to identify the main fault lines in different accounts of the African biotechnology farmer by analysing the identities ascribed to them in two prominent cases of controversy: the debates at the 2002 World Summit on Sustainable Development in Johannesburg and the discussion about the impact of biotechnology on smallholder farmers in the Makhathini flats in KwaZulu Natal, South Africa. Our findings demonstrate that arguments about biotechnology are informed by diverging conceptions of who the African farmer is, what is important for the African farmer, and what role the African farmer has in relation to agricultural biotechnology. These findings remain relevant for current discussions on gene editing technologies like CRISPR-Cas. Openly discussing these different views on the identity of smallholder farmers is crucial for moving forward in the biotechnology controversy and can inform future attempts to elicit the farmer’s voice. This book examines how legal systems and mechanisms give shape to the capitalist economic system. In this regard, it focuses on the most important of these systems, such as monetary and financial law, company law, fiscality, contract and labour law. Further, the book provides a thorough analysis of the underlying ethical values of said legal systems and mechanisms. It also gives an overview of several potentially devastating related effects, such as poverty, the increasing polarisation between rich and poor, climate change, (...) and mounting debts at both the public and private level. The book concludes by presenting proposals for change. Given its critical analysis of legal systems and mechanisms in connection with the value choices dictated by economic ideologies, the book will be of particular interest to legal and economic academics, researchers and students, but also to policymakers, and, more generally, to anyone with a genuine concern for how the socio-economic order will evolve. Accounts and analyses of the formation of scholarly and scientific communities in the early modern period by means of memory and collective identity.

The emergence of ‘civilized monarchies’, reformed European territorial states that had turned commercial, created major challenges to the old trade republics of Venice and the United Provinces. Would they perish and cease to exist, which seemed a logical corollary to the recent history of their decline, or might they be reconstituted and integrated into a new interstate system? Rather than to approach this question from the perspective of the history of political thought, which offers a range of rival outlooks on (...) this issue, the present article treats the issue more from the inside and thus connects theories about decline to their concrete manifestations and experiences; from the spheres of diplomatic tensions over unpaid debts, publishing networks and the oscillation of consular and maritime law reform between Venice and the Dutch Republic. The aim of this introductory article and this special issue on ‘Dutch Decline in Eighteenth-Century Europe’ at large is to take a first few steps towards developing a new understanding of these discussions. Rather than to attempt to provide an inventory of which foreign writers reflected on the Dutch case and analyse their judgements, the purpose of this introduction (...) is to establish the nature of this interest in the light of the changing dynamics of interstate political and trade relations. Consisting of two parts (each divided in two sections), this introductory article is an attempt to bring together into the same frame, one, the concerns that moved major and lesser figures to discuss the Dutch case and, two, the wealth of economic history studies that have addressed the notion of Dutch decline. In order to eventually make these historiographies mutually productive, it is argued that the idea of ‘intrinsic power’ needs to be recognised not primarily as related to an idea of ‘relative’ (as opposed to ‘absolute’) decline, but in a slightly different fashion. The way in which Dutch political writers increasingly came to understand the predicament of their state and ultimately aligned themselves with their European counterparts was precisely through the concept of ‘intrinsic power’, understood as a comparative notion that referred to the ramifications of political shifts for the capacity of the Dutch Republic to maintain itself on the international scene. Results of Belgian municipal elections of 1988 and socio-economic characteristics of municipalities are used to estimate quantitatively the relationship between municipal election outcomes and these socio-economic characteristics. A higher average income bas a negative effect on election results for the Christian-democratic party and for the socialist party and a positive effect for the liberal party. A higher proportion of citizens who depend on public assistance has a negative effect for the Christian-democrats and a positive effect for the socialist party. A (...) higher proportion of citizens with a university degree has a negative effect on election results for the socialist party and a positive effect for the green party. A higher proportion of younger citizens has a positive effect for the Christian-democrats and the green party and a negative effect for the socialist, the liberal and the extreme right wing Flemishparty. A higher degree of urbanisation has a negative effect for the Christiandemocratsand a positive effect for the socialist, the green and the extreme rightwing Flemish party. A higher proportion of Northern-African immigrants in the population has a positive effect for the socialist and the extreme Flemish party and a negative effect for the green party.The explanatory values of the estimated equations are moderate and results have to be interpreted with caution. Closer examination of the data show that the participation at the elections by the extreme right wing Flemish party leads to a proportional decline in votes for the socialist party. (shrink)

The first “R” from animal research ethics prescribes the replacement of animal experiments with animal-free alternatives. However, the question of when an animal-free method qualifies as an alternative to animal experiments remains unresolved.Drawing lessons from another debate in which the word “alternative” is central, the ethical debate on alternatives to germline genome editing, this paper develops a general account of when something qualifies as an alternative to something. It proposes three ethically significant conditions that technique, method, or approach X must (...) meet to qualify as an alternative to Y: (1) X must address the same problem as Y, under an appropriate description of that problem; (2) X must have a reasonable chance of success, compared to Y, in solving the problem; and (3) X must not be ethically unacceptable as a solution. If X meets all these conditions, its relative advantages and disadvantages determine whether it is preferable, indifferent, or dispreferable as an alternative to Y.This account is then applied to the question of whether animal-free research methods qualify as alternatives to animal research. Doing so breaks down the debate around this question into more focused (ethical and other) issues and illustrates the potential of the account. (shrink)

In the first paper of this pair, I argued the importance of theories of the imagination in debates on divination [Vermeir, K. . The ‘physical prophet’ and the powers of the imagination. Part I: A case-study on prophecy, vapours and the imagination . Studies in History and Philosophy of Science C, 35, 561–591]. In the present article, I will rely on these results in order to unearth the role of the imagination in a discussion on dowsing. References to the imagination (...) were often implicit because of its negative associations, but I show in detail how the imagination was used to negotiate between the material and the spiritual, and between the natural, the supernatural and the moral. Natural philosophers, theologians and moralists all struggled for authority over divinatory phenomena. The debate evolved around the questions whether moral states could be naturalised and whether subtle material vapours could have moral qualities. (shrink)

This article contributes to the debate about how regulatory science for agricultural technologies can be ‘opened up’ for a more diverse set of concerns and knowledges. The article focuses on the regulation of ‘socio-economic considerations’ for genetically modified organisms. While numerous countries have declared their intent to include these considerations in biotechnology decision-making, it is currently unclear both what counts as a socio-economic consideration and how such considerations should be assessed. This article provides greater clarity about how socio-economic considerations can (...) be included in regulations by drawing upon the experience of two countries whose efforts in this field are particularly advanced: Kenya and South Africa. Based on extensive fieldwork, this article identifies the contours of an emerging regulatory regime by presenting two practice-based models for including socio-economic considerations in biotechnology decision-making. Whereas Kenya has taken a bottom-up process prior to assessing the first technologies and strongly emphasises scientific expertise, South Africa has instead established regulatory standards in an ad hoc fashion on a case-to-case basis, with a less prominent role for scientific evidence. The discussion of the distinct characteristics and tensions of both models provides insight into two potential pathways for including socio-economic considerations in the regulation of agricultural technologies.
