Media use can empower people, provided that this is accompanied by a deeper understanding of the actors, processes and structures in the media sector – including media policy. It is, however, to be expected that media users’ literacy of media policy is rather limited. This is problematic as the absence of such understanding makes it impossible for citizens to hold the politicians they elected accountable for the media policy they develop. This article explores what media users know about media policy, (...) what they expect to know, and whether they care. We adopted a case-study approach, researching this question for the region of Flanders based on a combination of quantitative (representative survey) and qualitative (49 in-depth interviews) data. While the article focuses on the case of Flanders, its theoretical basis as well as conclusion section are relevant beyond that specific context. (shrink)

This article provides a critical view on the development and deployment phase of the e-ID in Belgium since 1999. It is based on extensive desk research and fifteen in depth-interviews with experts and stakeholders from government, administration, academia and industry who have been key in the development of the e-ID. The article identifies different elements that influenced, both in a positive and negative way, the societal, technical and political aspects of the Belgian e-ID. It shows that no severe problems occurred (...) during the initial deployment phase, which came to an end in 2009 providing over eight million Belgian citizens with an e-ID. The pre-existence of a National Register and the preliminary experiences with the exchange of digital information between administrative entities in the field of Social Security enabled and facilitated the development and the distribution of the e-ID. However, the research also reveals that usage of the e-ID by citizens and uptake of e-ID based services by administration and business remains limited due to multiple factors. The complex system of state structures in Belgium and as a consequence the dispersion of competences across different governmental entities makes that no unified approach to e-government and e-ID based services has been developed. From the industries’ point of view the privacy framework and the strictly regulated use of the National Registration Number provides no clear view on the allowed use of data accessible through the e-ID hampering take up in this area. Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

In this paper we study the termination behavior of Russell’s description elimination rewrite system. We discuss certain claims made by Kripke (2005) in his paper concerning the possible nontermination of elimination of descriptions.

In addition to its well‐known role as a coenzyme in oxidation–reduction reactions, the distinct role of NAD as a precursor for molecules involved in cell regulation has been clearly established. The involvement of NAD in these regulatory processes is based on its ability to function as a donor of ADP‐ribose; NAD synthesis is therefore required to avoid depletion of the intracellular pool. The rising interest in the biosynthetic routes leading to NAD formation and the highly conserved nature of the enzymes (...) involved prompted us to reconstruct the NAD biosynthetic routes operating in distinct eukaryotic organisms. The evidence obtained from biochemical and computational analysis provides a good example of how complex metabolic pathways may evolve. In particular, it is proposed that the development of several NAD biosynthetic routes during evolution has led to partial functional redundancy, allowing a given pathway to freely acquire novel functions unrelated to NAD biosynthesis. As the market and civil society sectors reflect different core logics, non-governmental organisations (NGOs) that partner with companies need strategies to cope with these differences. This paper seeks to provide insight into the coping strategies of environmental NGOs that partner with corporations. We present an assessment framework to analyse the strategies of the Environmental Defense Fund and the World Wildlife Fund for Nature Netherlands as case studies. The analysis demonstrates that the strategic options for a partnering NGO are guided and (...) constrained by the choices the NGO makes with regard to its action strategy towards companies. Although individual NGOs manage to cope adequately with the challenges that the partnership trend poses to their organisations, we argue that the partnering trend also creates challenges for the NGO field as a whole. Presumed consent alone will not solve the organ shortage, but it will create an ethical and legal context that supports organ donation, respects individuals who object to organ donation, relieves families from the burden of decision making, and can save lives.

In the early days of organ transplantation from deceased donors, the surgical team would bring the donor into the operating room with the recipient, the respirator would be stopped, and the team would wait for the donor’s heart to cease beating. This type of organ donation has been defined as donation after cardiac death, also referred to as non-heart-beating donation. These donors were not declared dead using neurological criteria, but rather using conventional cardiorespiratory criteria. In 1959, Mollaret and Goulon coined (...) the term “coma dépassé” for the patients with an irreversible state of coma and apnea. Jean Morelle and Guy Alexandre of the Catholic University of Louvain, Belgium, were the first to introduce a set of brain death criteria based on the description of coma dépassé, and carried out, in 1963, the first transplants from a brain dead donor in their country and in the world. Newborn screening involves a complex logistical process, which depends on the close cooperation of many professionals, such as midwives, laboratory technicians, general practitioners and pediatricians. These professionals may encounter moral problems in the process, which have not been systematically studied before. This study fills this gap. We conducted interviews with 36 professionals involved in NBS in the Netherlands and made an inventory of the moral problems they encounter, as well as of the ways in which they tend to respond to (...) them. The moral problems professionals encounter stem from interpersonal conflicts and intrapersonal conflicts. Given the complexity of the work of NBS professionals, the study suggests that the moral problems that occur on the work floor cannot easily be solved by means of offering better or more stringent policy guidelines. Rather, it should be appreciated that professionals contribute significantly to shaping the morality of NBS with the help of their daily choices, and they should be supported in carrying out this task—for example with the help of a moral training or regular multidisciplinary moral deliberation, facilitated by an ethicist. The distribution of competences between the national state, the communities and the regions is subject to criticism. The state reform laws f 1980 have admittedly led to many confiicts, due to a lack of clearnessof the terms of the law and to the incomplete character of the reform.A clear option is to be made between a federal regime as such, a regionalised state and separatism; so far this option has only been postponed, which leaves the actual state structure rather confused (...) and hardly workable.A series of conditions both of a politica! and a legal nature have to be fulfilled in order to clear the situations. De oude idealen van regering door de best opgeleiden, die weten hoe zij met de verantwoordelijkheid van de macht moeten omgaan, zijn thans vervangen door technologie in vele vormen, die slechts een schijn van democratie in stand houden.

Met deze stelling geeft de auteur aan hoe moeilijk het is om een definitie te geven van 'cultuur'. Alleen door het kennisnemen van het gedachtegoed van grote geesten uit verleden en heden kan men tot echte cultuur komen.
