Collectivisation, as a socio-innovation, is an incremental part of history that has much to teach on questions of asset commoning. Such notions can provide renewed perspectives in understanding today’s peer-to-peer (p2p) economy and its influence on housing ownership models, which are constituting new forms of domesticity. This study understands domesticity as processes of collectivisation and de-collectivisation, and questions its conceptualisation as universal and invariant. It compares the transitioning moments by which a new governing body is instituted within recent-historical Chinese-Asian contexts, (...) including mainland China, Taiwan, Hong Kong, and Singapore. These moments were often postcolonial, full of changes, uncertainty, crisis, and anticipation; these contexts were unprecedented in scale, density, and cultural collision; in common, these were junctures of socio-innovation in land distribution that fashioned different forms of citizenry. By looking at these instances of innovation with situated thinking and against their historical–cultural backgrounds, the findings in this study reflect on the design of socio-technological systems, the potential consequences of our design interventions, and what “innovation” may mean given the complexity of transitional challenges. Putting together cosmopolitan and vernacular histories, the historiography presented is a collage of card game narratives, archived posters, news headlines, statistical figures, and literature. This journey through events of socio-innovation from the twentieth century till recent decades reveals how the history of governance has always been a question of cultivating collective actions, one way or another, and today’s p2p economy is simultaneously collectivising and fractionalising such socio-economic exchanges in digital citizenry. Technology is often touted as a means for providing new opportunities for learning, economic development, and participation in digital-age citizenry—especially for those who have limited access to high-quality learning environments and who have historically been marginalized in decision-making processes. Unfortunately, these opportunities for advancement are inextricably linked to the possibility of continued disenfranchisement and oppression. Lack of access to technology—or an absence of informed guidance regarding its use—can actually magnify the inequities in students’ education and further limit their (...) opportunities. For these reasons, two of the most fundamental issues of cyber ethics in education are eliminating digital divides and promoting digital equity. In order to review the most recent trends in digital equity for elementary, secondary, and post-secondary education, this article analyzes 42 peer reviewed journal articles published in 2009-10 for trends in research and scholarly thought. The aim of the article is to intervene in debates about the digital and, in particular, framings that imagine the digital in terms of epochal shifts or as redefining life. Instead, drawing on recent developments in digital methods, we explore the lively, productive and performative qualities of the digital by attending to the specificities of digital devices and how they interact, and sometimes compete, with older devices and their capacity to mobilize and materialize social and (...) other relations. In doing so, our aim is to explore the implications of digital devices and data for reassembling social science methods or what we call the social science apparatuses that assemble digital devices and data to ‘know’ the social and other relations. Building on recent work at CRESC on the social life of methods, we recommend a genealogical approach that is alive to the ways in which digital devices are simultaneously shaped by social worlds, and can in turn become agents that shape those worlds. This calls for attending to the specificities of digital devices themselves, how they are varied and composed of diverse socio-technical arrangements, and are enrolled in the creation of new knowledge spaces, institutions and actors. Rather than exploring what large-scale changes can be revealed and understood through the digital, we argue for explorations of how digital devices themselves are materially implicated in the production and performance of contemporary sociality. To that end we offer the following nine propositions about the implications of digital data and devices and argue that these demand rethinking the theoretical assumptions of social science methods: transactional actors; heterogeneity; visualization; continuous time; whole populations; granularity; expertise; mobile and mobilizing; and non-coherence. This is an interdisciplinary article providing an account of a phenomenon that is quite widespread but has been thus far mostly neglected by scholars: the overuse of digital technologies. Digital overuse can be defined as a usage of digital technologies that subjects perceive as dissatisfactory and non-meaningful a posteriori. DO has often been implicitly conceived as one of the main obstacle to so-called digital well-being. The article is structured in two parts. The first provides a definition (...) of the phenomenon and a brief review of the explanations provided by various disciplines, in particular psychology and the evolutionary and behavioural sciences. Specifically, the article distinguishes between the endogenous and exogenous factors underlying digital overuse, that is between causes that seem to be intrinsic to digital technologies, and design techniques intentionally aimed at nudging users towards this behaviour. The second part is devoted to a discussion of the ethical concerns surrounding the phenomenon of the overuse of digital technologies, and how it may be possible to reduce such overuse among users. This article is the first attempt to justify the "next" milestone in the development of legal realism: hyperrealism. The implications of digitalization have become the new fuel for the legal realist's jurisprudence prediction theory, that is, empirical research to predict the judge's or the court's decision. Indeed, that was impossible for American realists in the early twentieth century, and all the attempts failed. Therefore, tools such as Judicial Analytics allow us to prove that personal motives and prejudices affect a dispute's (...) resolution. Based on a systemic, comparative, and interdisciplinary analysis that intermingles legal theory, data analytics and digital technologies, the article substantiates the concept of hyperrealism itself. It evaluates the advantages and disadvantages of its primary tool—judicial analytics. The authors state the necessity of creating regulatory mechanisms of "curbing" to use them to improve justice and minimize the risk of rights violations. The last decade has seen rise in technologies that allow humans to send and receive intimate touch across long distances. Drawing together platform studies, digital intimacy studies, phenomenology of touch, and ethics of technology, we argue that these new haptic communication devices require specific ethical consideration of consent. The paper describes several technologies, including Kiiroo teledildonics, the Kissenger, the Apple Watch, and Hey Bracelet, highlighting how the sense of touch is used in marketing to evoke a feeling of connection (...) within the digital sphere. We then discuss the ambiguity of skin-to-skin touch and how it is further complicated in digital touch by remediation through platforms, companies, developers, manufacturers, cloud storage sites, the collection and use of data, research, satellites, and the internet. Lastly, we raise concerns about how consent of data collection and physical consent between users will be determined, draw on examples in virtual reality and sex-robotics, and ultimately arguing for further interdisciplinary research into this area. In The Media and Modernity, Thompson develops an interactional theory of communication media that distinguishes between three basic types of interaction: face-to-face interaction, mediated interaction, and mediated quasi-interaction. In the light of the digital revolution and the growth of the internet, this paper introduces a fourth type: mediated online interaction. Digital imaging has provided scientists with new opportunities to acquire and manipulate data using techniques that were difficult or impossible to employ in the past. Because digital images are easier to manipulate than film images, new problems have emerged. One growing concern in the scientific community is that digital images are not being handled with sufficient care. The problem is twofold: (1) the very small, yet troubling, number of intentional falsifications that have been identified, and (2) the (...) more common unintentional, inappropriate manipulation of images for publication. Journals and professional societies have begun to address the issue with specific digital imaging guidelines. Unfortunately, the guidelines provided often do not come with instructions to explain their importance. Thus they deal with what should or should not be done, but not the associated ‘why’ that is required for understanding the rules. This article proposes 12 guidelines for scientific digital image manipulation and discusses the technical reasons behind these guidelines. These guidelines can be incorporated into lab meetings and graduate student training in order to provoke discussion and begin to bring an end to the culture of data beautification. (shrink)

The intersection of philosophies of space and technology is a fecund area of inquiry that has received surprisingly little attention in the philosophical literature. While the major accounts of space and place have not considered complexities introduced by recent technological developments, scholarship on the human-technology relationship has virtually ignored the spatial dimensions of this interaction. Place and Digital Space takes a step in addressing this gap in literature by offering an original, phenomenological account of place and using this framework (...) to analyze digitally mediated spaces. I argue that places are continually evolving, internally heterogenous, and spatially distinct meaningful wholes with indeterminate boundaries. I then show how spaces mediated by digital technologies, particularly augmented reality (AR), are fundamentally different from ordinary places. The increasing use of AR, I argue, poses an unprecedented challenge to the way we interpret, engage with, and have collective experiences of everyday places. Finally, I identify ethical questions raised by the interpretation of spaces by artificial intelligence, by the unauthorized augmentation of places, and by the possibility of a few companies with big data dominating the virtual modifications of public places. This paper explores the ontology of digital information or the nature of digital-being. Even though a digital-being is not a physical thing, it has many essential features of physical things such as substantiality, extensions, and thing-totality (via Heidegger). Despite their lack of material bases, digital-beings can provide us with perceivedness or universal passive pregivenness (via Husserl). Still, a digital-being is not exactly a thing, because it does not belong to objective time and space. Due to (...) its perfect duplicability, a digital being can exist at multiple locations simultaneously – that is, it defies normal spatiotemporal constraints. With digital beings on the Internet, we can establish intercorporeal relationships. The World Wide Web opens up new possibilities of Dasein's “being-able-to-be-with-one-another” and new modes of “Being-with-others” (Mitsein). The new modes of communication based on digital-beings compel us to re-read Heidegger's basic concepts such as “Dasein as Being-in-the-world,” since Dasein becomes the “Digi-sein as Being-in-the-World-Wide-Web.” By exploring the ontological characteristics of digital-being, this paper suggests that we conceive digital-beings as res digitalis – a third entity which is located somewhere between res cogitans and res extensa. The China-Pakistan Economic Corridor vision and mission are to improve the people's living standards of Pakistan and China through bilateral investments, trade, cultural exchanges, and economic activities. To achieve this envisioned dream, Pakistan established the China-Pakistan Economic Corridor Authority to further its completion, but Covid-19 slowed it down. This situation compelled the digitalization of CPEC. This article reviews the best practices and success stories of various digitalization and e-governance programs and, in this light, advises the implementation of the Ajman (...) class='Hi'>Digital Governance model as a theoretical framework for CPEC digitalization. This article concludes that the Pakistani government needs to transform CPEC digitalization by setting up the CPEC Digitalization and Transformation Center at the CPECA office to attract more investors and businesses. PurposeThe purpose of this paper is to demonstrate that libraries do not inevitably arise from the aggregation of information, and to apply this result to critique the meaningfulness of the idea of a “digital library.”Design/methodology/approachThree independent arguments demonstrate that libraries are more than the sum of the books that they contain: first, the logical argument, which analyses the internal consistency of claims for the superiority of electronic formats; second, the semantic argument, which examines ordinary language to isolate the core (...) requirements of what it means to be a “library”; and third, the ethical argument, which identifies the source of the unique phenomenological experience of encounter with the library.FindingsIt is found that the three arguments each refute the view that “library” is the collective noun for “book,” and argue instead that it is an emergent concept that offers to its community a reflection of the local cultural knowledge through the ordinary selection and organization practices that distinguish libraries from other book accumulations. Against that understanding the idea of a comprehensive and universal digital library fails on the essential criteria of selectivity and organization. While such products can be powerfully useful, they offer something distinct from libraries. When we lose sight of this difference we risk losing the inherent and irreducible values embodied by libraries.Originality/valueThe paper's arguments provide a reasoned infrastructure to several beliefs that are both common and unexamined. We will argue that clarifying the “moral core” of consent offers a common metric by which we can evaluate how well different legal frameworks are able to protect the central moral rights and interests at stake. We begin by revisiting how legal frameworks for digital consent developed in order to see where there may be common moral ground and where these different cultures diverge on the issue of protection of personal information. We then turn to ethics to clarify the (...) central interests and rights at stake in morally transformative consent, in order to provide a common basis for evaluating the different legal frameworks. The aim of the paper is to develop the concept of perceptual relation and to apply it to digital environments. First, the meaning of perceptual relation is phenomenologically analyzed and defined as the interaction between the whole and its parts, which is theorized by the founders of Gestalt psychology. However, this relation is not considered as an intrinsic, but as an extended one, implying also the relation with the surrounding world (Umwelt). Subsequently, this concept of extended relation is applied (...) to a chosen object (a ball) as it is perceived in four different kinds of digital dimensions (on-screen, virtual, augmented, and hybrid). Through a phenomenological analysis, I argue that, whereas the whole-part configuration remains the same, some modes of appearance of the object (multisensoriality, figure-ground interaction, affordances, and persistence) are different. In order to define this dynamic, I have coined the concept of transdimensional analogy. (shrink)

Beginning with the idea that digital storytelling can be a useful tool for moral sensemaking and development for undergraduates, the paper reviews the process of digital storytelling and details how the lead author incorporated a digital storytelling project into a course on leadership ethics. The paper provides a theoretical basis for the project in Gentile’s (2010, 2011) work on Giving Voice to Values, and in perspectives from aesthetics, phenomenology, and personal narrative. This is followed by two autoethnographic (...) narratives of the experience: one from the course designer and professor who discusses his motivation for the project and the moral dilemma he faced in assigning it, and another from one of the students in the class who investigates the challenges she faced in engaging a deeply-felt moral dilemma in a public way. What is the difference between a researcher in philosophy and a philosopher? There are two kinds of answer that we can give to this question. We can say that the difference lies in a sort of internal quality; or, as the authors of this paper do, we can argue that a philosopher would not be a philosopher without the intervention of an ensemble of social actors such as universities, departments, funding, colleagues, editors, journals, media, and so on. In the first (...) section, referring to actor-network theory (ANT), the authors define the philosopher as a Leviathan, i.e. a macro-actor that became macro- not thanks to his/her essence, but because he/she succeeded in translating the interests of other actors. In the second section, it is introduced the notion of digital traces, and the homology between ANT and the image of the social reality we can obtain from a process of extraction, treatment, and (visual) restitution of digital traces. In particular, the authors stress the potential of a digital traces-based scientometric for studying actor-networks related to the academic world, but also its limit. In the third section, the specific case of the actor-networks related to philosopher Paul Ricoeur is considered. First, on the basis of a scientometric analysis of the digital traces contained in the bibliographic database Scopus, and secondly by extending the exploration to digital traces available on the Web via web mapping. In the conclusion, the authors affirm that the merit of their digital hermeneutics consists in bringing forward a «world of the text» which is probably less romantic, but certainly more authentic that the «world of the text» to which Ricoeur has often referred to. This study explores the impact of government informatization construction on corporate digital technology innovation. It uses the integration of informatization and industrialization pilot zones in China as a quasi-natural experiment of government informatization construction, and construct a difference-in-differences model. Based on a sample of Chinese A-share corporations from 2007 to 2021, the empirical findings reveal that government informatization construction significantly promotes corporate digital technology innovation by enhancing corporate attention to digital technologies and reducing transaction costs. Furthermore, the (...) positive impact is more pronounced in the southern regions and regions with stronger intellectual property protection and high-tech and digital economy industries, as well as mature-stage corporations and corporations with higher levels of digital technology innovation. In the fourteenth chapter of The Philosophy of Information, Luciano Floridi puts forth a criticism of ‘digital ontology’ as a step toward the articulation of an ‘informational structural realism’. Based on the claims made in the chapter, the present paper seeks to evaluate the distinctly Kantian scope of the chapter from a rather unconventional viewpoint: while in sympathy with the author’s doubts ‘against’ digital philosophy, we follow a different route. We turn our attention to the concept of construction (...) as used in the book with the hope of raising some additional questions that might contribute to a better understanding of what is at stake in Floridi’s experimental epistemological response to digital ontology. Connecting people across the digital divide is as much a social effort as a technological one. We are developing a community-centred approach to learn how interaction techniques can compensate for poor communication across the digital divide. We have incorporated the lessons learned regarding social intelligence design in an abstraction and in a device called the SoftBridge. The SoftBridge allows communication to flow from endpoints through adapters, getting converted if necessary, and out to destination endpoints. Field trials are underway (...) with two communities in South Africa: disadvantaged Deaf users and an isolated rural community. Initial lessons learned show that we have to design user interfaces that allow users to understand and cope with delay. This article presents a new framework for unobtrusive observation analytics of knowledge and skills-in-action through continuous collection of data from individuals while they interact with digital assets either as individuals or on problem-solving teams. The framework includes measures of the skill and knowledge areas of collaboration, creativity, personal learning, problem solving, and global sustainability, which are observed during natural production and use of communications, intentional artifacts, and resources in a digital learning space designed for self-directed and team-based learning (...) challenges. This article examines an experimental genre of philosophical writing known as the Denkbild (‘thought-image’) practiced by members of the Frankfurt School to show how it is resurrected in the Augmented Reality installation of the artist-scholar Caitlin Fisher. It argues that Circle (2012) renews the Frankfurt School’s project of reaching to art to find a way for critical theory to bring about ‘a transformation of consciousness that could become a transformation of reality’. However, as a material and virtual artifact that produces (...) a unique circuit of exchange, the digital artwork is able to provide a sharper picture of that reality, positing community as the context and goal of philosophical thinking. Through a complex sculpting of its form, content, and image of its own thoughts, Fisher’s Denkbild strives to create a fluid, ‘disconnected and non-binding’ form capable of building what Adorno described as a ‘shared philosophy from the standpoint of subjective experience’. Although the employment situation of disabled people has widely been identified as in need of improvement, progress in this area remains slow. While some progress has been made in including the physically or sensory disabled in the workplace, other types of disability have been largely neglected. This applies particularly to disabled workers in atypical employment, such as those whose workplace is the Digital Economy. In this article, we discuss the case of disabled app developers as a significant example of (...) how the current regulatory framework fails to be inclusive in its attempts to protect the rights of disabled Digital Economy workers. We identify two problems that are at the heart of this: first, a continuing failure to collect relevant and comprehensive data on disability, and second, a lack of accountability towards disabled workers in atypical employment. Turing's analysis of the concept of computation is indisputably the foundation of computationalism, which is, in turn, the foundation of cognitive science. What is disputed is whether computationalism is explanatorily bankrupt. For Turing, all computers are digital computers and something becomes a computer just in case its 'behavior' is interpreted as implementing, executing, or satisfying some function 'f'. As 'computer' names a nonnatural kind, almost everyone agrees that a computational interpretation of this sort is necessary for something to be (...) a computer. But because everything in the universe satisfies at least one function, it is the sufficiency of such interpretations that is the problem. If, as anticomputationalists are fond of pointing out, computationalists are wedded to the view that a computational interpretation is sufficient for something to be a computer, then everything becomes a digital computer. This not only renders computer-talk vacuous, it strips computationalism of any empirical or explanatory import. My aim is to defend computationalism against charges that it is explanatorily bankrupt. I reexamine several fundamental questions about computers. One effect of this computation-related soul-searching will be a framework within which 'Is the brain a computer?' will be meaningful. Another effect will be a fracture in the supposed link between computationalism and symbolic-digital processing. (shrink)

Biological evolution provides a creative fount of complex and subtle adaptations, often surprising the scientists who discover them. However, because evolution is an algorithmic process that transcends the substrate in which it occurs, evolution’s creativity is not limited to nature. Indeed, many researchers in the field of digital evolution have observed their evolving algorithms and organisms subverting their intentions, exposing unrecognized bugs in their code, producing unexpected adaptations, or exhibiting outcomes uncannily convergent with ones in nature. Such stories routinely (...) reveal creativity by evolution in these digital worlds, but they rarely fit into the standard scientific narrative. Instead they are often treated as mere obstacles to be overcome, rather than results that warrant study in their own right. The stories themselves are traded among researchers through oral tradition, but that mode of information transmission is inefficient and prone to error and outright loss. Moreover, the fact that these stories tend to be shared only among practitioners means that many natural scientists do not realize how interesting and lifelike digital organisms are and how natural their evolution can be. To our knowledge, no collection of such anecdotes has been published before. This paper is the crowd-sourced product of researchers in the fields of artificial life and evolutionary computation who have provided first-hand accounts of such cases. It thus serves as a written, fact-checked collection of scientifically important and even entertaining stories. In doing so we also present here substantial evidence that the existence and importance of evolutionary surprises extends beyond the natural world, and may indeed be a universal property of all complex evolving systems. Resumen: Este artículo trata sobre la construcción de significados e interpretación conjunta de la obra literaria por medios digitales. Para ello, se hace una revisión a la realidad digital de la literatura y sus procesos de recepción: la lectura digital no viene determinada tanto por la naturaleza del texto como por el comportamiento del lector digital. Internet ha facilitado la creación de espacios de afinidad en los que los usuarios pueden reunirse en torno a sus aficiones, intereses (...) u objetivos. Se generan, así, comunidades de lectores en los que debaten, analizan y elaboran fanworks que, en suma, conforman el fandom. Desde esta perspectiva, es la comunidad, como inteligencia colectiva, y no el autor, la que establece los límites de la interpretación textual: decide qué es o no canónico. Todo ello permite llegar a la conclusión de que estas prácticas letradas permiten a los usuarios realizar una lectura virtualmente digital caracterizada por la sincronización y socialización de los procesos de comprensión e interpretación textual. Lo realmente interesante es la construcción del fanon pues se genera una lectura multilineal, hipertextual, transmediática, reactiva, y, sobre todo, consensuada.: This article deals with the construction of meanings and joint interpretation of the literary work by digital means. Thereby, a review of the digital reality of literature and its reception processes are made. Digital reading is not determined as much by the nature of the text as by the behavior of the digital reader. The Internet has facilitated the creation of affinity spaces where users can gather around their hobbies, interests or objectives. Thus, communities of readers are generated to debate, analyze and elaborate fanworks that, in short, make up the fandom. From this perspective, it is the community, as collective intelligence, and not the author, that sets the limits of textual interpretation: they decide what is or is not canonical. All of this allows us to conclude that these literacy practices allow users to perform a virtually digital reading characterized by the synchronization and socialization of the processes of comprehension and textual interpretation. Human civilization is moving into the digital age. Many believe that total digitalization is bringing humanity closer to the dream age of general wellbeing and happiness. However, although there is a real revolution in the knowledge and mastering of the world, the tension and conflicts within human society do not stop, and people do not feel happier. This determines the aim and the tasks of the research, which are based on the analysis of deep contradictions and conflicts existing in (...) modern society, including military conflicts, to find out the factor of consciousness in their emergence and development, as well as the role and significance of information and communication technologies in formation of positive or negative trends. The research methodology has a complex nature and is based on a philosophical and cultural analysis of the problems of the influence of digitalization on the formation of the consciousness of our contemporary, which leads to constructive or destructive directions of the development of society. To solve the specific tasks of the research, the principles of historicism, systematicity, objectivity, the connection of the historical and the logical were also used.Research results: The reasons for deep contradictions tearing modern societylie, first of all, in the material sphere. However, the possibilities of the extensive path are practically exhausted today, it is necessary to go in the direction of improving the mental sphere, to look for new ideas that could help to find new opportunities for the further development of human civilization. However, this is where one of the main conflicts of our time arises, namely: the human consciousness, which is intended for the production of constructive ideas and solutions, is often directed in the exact opposite direction, towards destruction and violence. The search for reasons and discussions on this matter have not stopped for many decades and are becoming increasingly acute.Discussion. The most contradictory human consciousness manifests itselfin the conditions of war. One of the main causes of wars and military conflicts is the deformation of people’s consciousness, the mental sphere at the local and global levels. Modern information and communication technologies create great opportunities to shape human consciousness with given properties, to direct it in one direction or another. Modern highly developed societies, where democracy reigns and the Global Network plays a huge role, seem to be the territory of freedom and pluralism. However, precisely thanks to digital technologies, the satisfaction of spiritual needs has turned into a kind of mass production, when tastes are lowered below the lowest level, and worthy things are replaced by informational surrogates.Conclusions. In order to be able to distinguish a high-quality informationproduct from a fake, veiled or outright lie, a fairly high level of intellectualdevelopment of the individual is required. It is necessary to form an own information environment, where priorities will be clearly defined, as well as curtains and mental filters will be installed, which do not allow the penetration and accumulation of unnecessary and harmful information. The triumph of man in the modern information and digital age lies in the fact that we have reached the level of a society of mass information consumption. But the tragedy is that people were not ready for such a rapid turn in the development of our civilization. There is a real risk of losing one’s humanity, turning not into spiritual beings, but into something similar to machines, homo technologicus, for whom not only higher spiritual needs disappear, but also the value of life in general. In order to avoid a negative scenario, it is necessary to seriously revise the attitude to information, to make information hygiene at all levels the norm of our life. (shrink)

As architecture intersects with computer science to engage with large-scale data sets and informational systems, this demands new skills, competencies and commitments. Informed by the findings of an online survey, this article explores how, who and to what extent those in the profession of architecture are investing in technology knowledge and skills, and under what material conditions this occurs. Survey data collected from five large-scale architecture practices in Sydney, Australia finds that while technology-related skills are highly valued in the profession, (...) more men than women are engaging with computationally intensive software and technology skills building remains a largely unstructured and often self-directed enterprise. Drawing on feminist technology studies and digital labour perspectives, it is argued that the drive to computationalise the profession of architecture rests heavily on discretionary, aspirational and invisible labour practices that disadvantage employees with lesser reserves of economic and social capital, and particularly women. This further contributes to revealing neo-liberalism’s influence on the concrete practices of the architecture workplace and highlights how the diminished structural role of employers breeds uneven opportunities and inequitable working conditions. PurposeThe purpose of this paper is to examine how the shifting conceptualization of the democratizing potential of digital technology can be more comprehensively understood by bringing in science and technology studies perspectives to communication scholarship. The synthesis and discussion are aiming at providing an interdisciplinary theoretical framework for comprehensively understand the democratizing potential of digital technology, and urging researchers to be conscious of assumptions underpinning epistemological positions they take when examining the issue of democratizing potential of digital (...) technology.Design/methodology/approachThe paper is a constructive literature review that synthesizes and integrates existed literature from communication and STS on the democratizing potential of digital technology. The author attempts to bridge theoretical perspectives from communication and STS by identifying core arguments and debates around key concepts and discussing potential implications of different epistemological positions.FindingsTracing the evolving analytical perspectives of technological determinism, the social construction of technology and actor-network theory, the author argues that researchers should be aware of their underlying epistemological assumptions embedded in relationships among users, technological systems and social factors. Analyzing the contested notion of power in the democratizing potential of digital technology from two contrasting perspectives, the author argues that researchers should recognize both the front end and the back end of digital technology in their analysis. In addition, new challenges of algorithm opacity and accountability in impacting the democratizing potential of digital technology are further discussed.Originality/valueThis study provides an original interdisciplinary theoretical framework by reviewing and bridging scholarship from communication and STS in examining the democratizing potential of digital technology. Adopting this interdisciplinary theoretical framework helps researchers develop a more nuanced and comprehensive understanding of the democratizing potential of digital technology. (shrink)

In the management of the Covid 19 crisis, digital technologies were used in a major way. This article defends the hypothesis that these technologies took the form of a “tacit social experimentation”. This article justifies this concept in three levels. The first part uses this concept to qualify the form of biopolitics that was implemented to manage the crisis. Digital technologies were used to discipline the population and, literally speaking, as instruments of knowledge of the population. Uncertainty forced (...) experts to make preliminary observations and act to produce knowledge. Second, this article shows that the use of digital technologies during the crisis was experimental in a second sense. By promoting telemedicine within a more flexible legal framework, the authorities authorised an experimental use of telemedicine without knowledge or control of its side effects. Finally, the article defends the use of the concept of “tacit social experimentation” for ethical and political purposes. For indeed, understanding the experiments carried out during the crisis begs the question of the involvement of the participants and their democratic steering. (shrink)

This article examines an innovative experiment in democratizing international broadcasting through embracing a participatory model of production. In spring 2010, a political debate television series was co-created by BBC Arabic and citizen producers, using social media tools. Based around interviews with prominent political and controversial public figures, the programme (G710) was broadcast weekly on satellite TV across the Middle East and the Arabic-speaking world. Combining collaborative ethnography with corporate ‘big data’ analysis, the research team followed the experiment from conception to (...) premature closure. The article argues that the kinds of digital tools deployed in producing the programme, and used by BBC audience research to monitor user practices in real time, have become essential to corporate processes of BBC World Service governance and management procedures, business strategy, accountability measures, marketing practices and editorial decision-making. They act as change agents, presenting methodological problems and opportunities for the BBC’s audience researchers and academic researchers, as well as symbolizing the contradictory logic of empowerment and surveillance. I will analyse Floridi’s rejection of digital ontologies and his positive proposal for an informational structural realism. I intend to show that ISR is still fundamentally a digital ontology, albeit with some different metaphysical commitments to those that Floridi rejects. I will argue that even though Floridi deploys the method of levels of abstraction adapted from computer science, and has established a Kantian transcendentalist conception of both information and structure, ISR still reduces to a discretised binary, and therefore (...) digital, ontology. The digital ontologies that Floridi rejects are John Wheeler’s “It from Bit” conception and computational metaphysics. They’re rejected predominantly on the basis that they rely upon a false dichotomy between digital discrete and continuous metaphysics. ISR involves a Kantian transcendentalist conception of de re relations that is intended to avoid this false dichotomy. However, I’ll argue that the binary, discrete, digital component of digital ontology is retained in ISR, and therefore ISR is still a digital ontology since its conception of information reduces to binary discrete de re relations. As such, ISR comes down on one side of the rejected ontic dichotomy of digital metaphysics, and so an informational metaphysics that is not a digital ontology is still a promissory note in the philosophy of information. The digital era provides quick access to a lot of data that is often poorly substantiated and frequently designed to disinform or deny evidence that is inconvenient to certain interests. The constant and continuous use of technological devices that provide instant gratification imbues us with a certain arrogance, as if we could fulfill all our desires by sliding our finger across a screen. This relentless immersion in virtual reality blurs the real facts, the veracity of which we come to (...) distrust, preferring the dogmatic and incontestable certainties provided by hoaxes and so-called “alternative facts”. Inhabiting this parallel reality makes us disregard our responsibility towards others. That is why we must vindicate the cultivation of philosophy and ethical reflection as antidotes to the philosopher’s stones offered to us by those who pretend to be soothsayers whose guidance will solve all our problems. As we want perennial and instant certainties, we distrust everyone and everything. Like uncertainty, other of our most human traits are precisely trust and responsibility. Socialization theories suggest that, due to social change and technological transformation, peers and media have become important institutions of socialization for young people. Assuming that male adolescents use digital games for processes of peer self-socialization, this article investigates the values they mediate in digital games and how these values are related to their practice (with a focus on harassment) in digital games. Applying a qualitative research design, 36 male adolescents who frequently play various (multiplayer) online games were (...) interviewed about their values and practices when gaming. The results show that the young gamers share individualistic values promoting performance, competition, and achievement, which seem to facilitate practices of online harassment. We conclude that, in their gaming practices, male adolescents mediate and reproduce neoliberal values as increasingly shared by society. Regarding their practices of harassment, however, they seem to use digital games as a moratorium that lets them break free from societal restrictions. (shrink)

Digital media presents an array of interesting challenges adapting new modes of collaborative, online communication to traditional writing and literary practices at the practical and theoretical levels. For centuries, popular concepts of the modern author, regardless of genre, have emphasized writing as a solo exercise in human communication, while the act of reading remains associated with solitude and individual privacy. "The Community and the Algorithm: A Digital Interactive Poetics" explores important cultural changes in these relationships thanks to the (...) rapid development of digital internet technologies allowing near-instantaneous, synchronous, multimedia interaction across the globe. The radical shift in how we author and consume media as an online, electronic transmission effectively resituates the writing process across the liberal arts as less a solitary act of individual enquiry and reflection, and more an ongoing, collaborative process of creative interaction within a multimedia environment or network. Contributions in this anthology demonstrate a robust history and equally diverse contemporary approach to multimedia interaction for literary and artistic ends. Central to all media formats, computation is explored throughout this volume to critically examine how algorithmic procedures in writing help bring forward many key concepts to building creative communities in a digital environment. Each chapter in this book accordingly introduces readers to various new collaborative experiments using a broad range of different digital media formats, including VR, Natural Language Generation (NLG), and metagaming tools. This book will appeal broadly to students, instructors, and independent artists working in the digital arts, while its emphasis on social interactivity will interest theorists and teachers working in theatre, social media, and cyberpsychology.
