This article gives an account of the belgian party system in 1974. It concludes at the existence of a «multipartist» system. It also examines the ideological character of the party system. For this purpose, it studies the electoral platforms of all the parties. From a semiotics viewpoint, it isolates a number of semantic axes. After a binary coding, it factor-analyses the results. Two main factors are extracted «ideological mixing» and conservative - progressist position.

The grip of political parties of central government actors in Belgium was most striking in the 1970s and 1980s. In this period Belgium, like Italy, constitutes a very strong case of partitocracy. Yet, white the Italian partitocrazia collapsed brusquely in the early 1990s, the Belgian particratie underwent a number of gradual modifications, which prevented the complete collapse of the partitocratic system and to some degree restored the governability of the country.This article presents for each sector of central government first the (...) main features as they were under full partitocratic rule during the 1970s and 1980s. Second, it indicates which corrections were introduced, that reduced the the grip of political parties on central government actors, structures and processes. Marxism in China must be accompanied by a category system of the Chinese process. Latest results of this process is the congress report of the "theoretical system of socialism with Chinese characteristics," the category of Marxism in China is the scientific summary of the latest theories, but also the formation of a new category system, with important theoretical and practical significance. Marxism in China logical starting point for new category system is people-oriented, and its structure contains the whole of the (...) area, the basic categories and three levels of practice areas. The process of adapting Marxism to conditions in China must be accompanied by the course of category system of sinicization. The latest achievement is the "The Theory of Socialism with Chinese Characteristics" presented in report of the Seventeenth National Congress of the Communist Party of China. This paper describes the common techniques used in the constitution of candidates-lists for parliamentary elections. A common feature of these techniques is the consultation of party members. But the way in which this is done differs among the parties. AGALEV, the ecologist party, offers every member the possibility to have his say about every candidate. The socialist party uses this system in two constituencies ; in the other constituencies a special congress decides. The christiandemocrats, the liberals and the Flemish nationalists (...) constitute their lists by indirect vote : the leadership performs a first selection and the members then either approve or disapprove of this choice.Our research indicates that there are no essential differences between these two techniques from the point of view of membership participation.In both the ecologist and the socialist party the majority of members does not participate in the candidates-elections. Therefore, as with the indirect vote, candidates-lists are constituted by an active, militant and elitist group of members. Est-il vrai que la notion chrétienne de création soit une notion complètement nouvelle par rapport à la philosophie grecque ? Telle est la question qu'on se pose dans l'article ci-dessus. Si d'habitude on est incliné à répondre à cette question par l'affirmative, c'est en admettant que, assez généralement, la philosophie grecque connaît l'idée d'une matière préexistante. C'est ainsi que les apologètes grecs du deuxième siècle, tels qu'Aristide et Théophile d'Antioche, se sont opposés à la philosophie grecque et spécialement à la (...) doctrine de Platon telle qu'ils l'ont comprise. L'auteur essaie de démontrer que, en fait, Platon n'a pas admis une matière préexistante dans le sens voulu par ses adversaires. Il n'a ni enseigné que les éléments préexistassent à l'œuvre créatrice du Démiurge , ni introduit sa notion d' espace dans le sens de matière, telle qu'Aristote, suivant sa propre terminologie, a voulu l'expliquer. C'est donc une erreur de dire que Platon ait admis une matière qui soit « coéternelle » et « du même âge », donc du même ordre que Dieu. Pour Platon, et pour Aristote également, le principe non déterminé ne saurait, comme tel, être du même orde que le premier Principe de l'être qui est comme tel un principe déterminant et déterminé. C'e'st une erreur, encore, de dire que, sur ce point comme sur beaucoup d'autres, Aristote était plus près de la vérité, donc du Christianisme, que Platon, le « Démiurge » du dernier n'étant pas une cause totale, tandis que le Premier Moteur d'Aristote était, dans un sens, vraiment une cause totale. Ce qui se voit clairement chez Platon, non seulement dans le Timée, mais aussi dans la République et dans le Philète , c'est qu'il est constamment et profondément préoccupé de fonder l'existence relative dans l'Existence absolue. Il a reconnu le rapport entre le monde visible et le Monde transcendant comme une relation de dépendance totale et essentielle. Or, si, dans son essence, la notion chrétienne de création n'est autre chose qu'une telle relation de dépendance, Platon, qui a fait de cette notion la base de toute sa philosophie, était par là-même près de la foi chrétienne. Aristote, d'autre part, bien qu'il ait dit une fois au moins que de son premier Principe tout l'univers dépend, a minimisé en fait le rapport entre le premier Principe et notre monde. Dans la notion chrétienne de création deux éléments se dissinguent : L'Etre Absolu, dont sort tout ce qui est relatif, se distingue dans son essence de tout ce qui n'est pas Lui. Le mode selon lequel l'être relatif sort de l'Absolu n'est pas celui d'une nécessité de nature, mais d'un acte de volonté. En partant de cette analyse, on peut déterminer exactement les degrés de différence ou d'affinité entre la notion chrétienne de création et les différents systèmes de philosophie grecque. En rapport avec la Stoa, la différence est dans la notion de Dieu : ne reconnaissant pas sa transcendance, on méconnaît l'opposition entre l'Absolu et l'être relatif. Quant à Aristote, il n'explique aucunement comment l'être relatif provient de l'Absolu : son premier Moteur n'est pas la cause de l'être, et les « formes » immanentes des objets naturels restent chez lui sans aucune explication. Sans doute, Platon explique davantage. Il est suivi par les Néoplatoniciens qui font provenir l'être relatif de l'Absolu, tout en connaissant une différence essentielle entre l'un et l'autre, mais n'admettant point d'acte de volonté de la part de l'Absolu. Platon qui, probablement, admettait un acte de volonté, se trouvait par là-même le plus près de la notion chrétienne de création. Il en différait, cependant, sur quelques points importants. Il n'enseigne qu'en partie une création directe : c'est que le Nous transcendant qui est le Démiurge, constitue des éléments le monde visible ; ces éléments, il ne les a pas trouvés comme tels, mais il les a faits de — « quelque chose » qu'on n'a pas le droit de nommre une chose. Il « fait » donc le monde dans son aspect intelligible. Mais il reste un aspect qui échappe à la pensée et qui, comme tel, ne saurait provenir du Principe Suprême qui domine la hiérarchie platonicienne de l'être. Ensuite, le Nous transcendant fait les âmes : l'âme du monde, les astres , les âmes humaines. Il ne fait ni les corps humains ni les êtres vivants d'un ordre inférieur à l'homme. Ceux-là, ils sont tous créés par les « dieux créés » et secondaires qui sont les Astres. Pour Platon, l'Esprit transcendant qui crée le monde n'est pas le Principe suprême. Il se trouve d'après ce qu'il paraît, à un degré plus bas dans la hiérarchie de l'être. Ce seront les penseurs chrétiens, ce sera tout d'abord Saint Athanase qui, en unifiant essentiellement le Père et son Logos, a réuni l'Un et le Nous transcendant qui est le Démiurge de Platon. Au lieu d'opposer au Platonisme la doctrine qu'il n'y a pas de matière préexistante, Dieu ayant « concréé » la matière, nous préférons de dire : Platon a éloigné la notion d'infini et d'indétermination de son principe suprême ; donc, il en a fait un autre principe, jamais du même ordre que l'Un, mais tout de même un principe fondamental. La notion chrétienne de Dieu, d'autre part, renferme et le caractère de l'Un et celui de l'Infini. (shrink)

The lists of candidates, proposed by the parties for the Belgian general elections, is quite determinative. Due to electoral code arrangements, and, notwithstanding the growing proportion of preference votes, only thosecandidates who are placed within the «necessary sequence» of the lists get actually elected. Consequently, the Belgian voter does not appointthe mandataries, hut only the number of mandates due to the several parties.The statutes of the three major Belgian parties, provide large participative opportunities for their members, through the so-called general (...) member polls. In this kind ofprimary system, all party members are franchised to elect the candidates for their party-lists.The elections of the past twenty years show a growing tendency to deviate from these statutary guaranteed participation. In 1958, 89 % of all representatives were placed on their party-lists by general member polls; in 1978, only 10 %. Thus, the conclusive phase of the composition of the partylists has become, since 1958, increasingly a matter where only the national or federal party executives and councils decide upon. (shrink)

The Belgian political system is of ten qualified as a particracy, this is a variation of the classical parliamentary democracy, in which political parties dominate the political decision-making process more than the other subsystems, such as parliament, the government, the public administration, the judiciary power, the broadcasting institutions, the written press etc. This preponderancy is achieved by the partypolitisation of the positions in and the functio ning of these subsystems.Partyleaders exert nowadays a major influence on the constellation of a new (...) government and the designation of its ministers. Through the governmental program and special extraparliamentary pacts they map out more and more government's future policies. The ministerial cabinets execute the control over the public administration on behalf of the parties of the majority and aften take over some of its peculiar functions. The recruitment of public servants and their promotion depend highly upon the institutionalized patronage of the governmental parties.The power to select the candidates for the general elections has shifted away from the rank-and-file member to the local and national partyleaders.Partydiscipline is one of the major causes of the shift of the government making function, the legislative and controlling functions of parliament to the party headquaters.The recruitment and the promotions of magistrates was already before World War II largely politicized.Although the structural integration between the newspapers and parties has decreased since 1945, the political parties have strengthened their control over the designation of the diree:tors and administrators of the Belgian broadcasting institutions. This article analyses the complex relationships between the elected parliament and the government.Firstly, effective political participation of the constituency in the election of its parliamentary representatives is limited because of the pre-selection of the candidates by the parties themselves. Secondly, the freedom of the parliament is restricted by the complex network of pressures and counterpressures between legislature and executive. Parliament has recently tried to regain some of its influence by organising special parliamentary inquiry committees and by resorting to professional help (...) for assistance in its legislative work. However, the growing professionalisation might become yet another restriction to the parliamentarians' freedom of political action. Thirdly, parliamentary legislative power is undermined by the subtile way governmental decision making ends in legislation.The mass media seem increasingly unable to translate this complexity to the public. As a result the public becomes more and more indifferent to the functioning of the system, which could endanger the genuine democratic influence of the people in the parliamentary system. (shrink)

Recent evidence suggests that if a deterministic description of the events leading up to a morally questionable action is couched in mechanistic, reductionistic, concrete and/or emotionally salient terms, people are more inclined toward compatibilism than when those descriptions use non-mechanistic, non-reductionistic, abstract and/or emotionally neutral terms. To explain these results, it has been suggested that descriptions of the first kind are processed by a concrete cognitive system, while those of the second kind are processed by an abstract cognitive system. The (...) current paper reports the results of three studies exploring whether or not considerations about possible future consequences of holding an agent responsible at a present time affect people’s judgments of responsibility. The results obtained suggest first that the concrete system does not produce compatibilist judgments of responsibility unconditionally, even when facing appropriately mechanistic, reductionistic, emotionally loaded and concretely worded deterministic scenarios. Second, these results suggest that considerations about possible future consequences for innocent third parties that may follow as a result of holding an agent responsible affect people’s judgment as to whether or not the agent is responsible for what she did. Finally, it is proposed that these results compliment extant evidence on the so-called “Side-effect effect”, as they suggest that emotional reactions toward possible future side effects influence people’s judgment of responsibility. The impact of these results for philosophy and moral psychology is discussed. (shrink)

Previous studies show evidence of double standards in terms of individuals being more tolerant of questionable consumer practices than of similar business practices. However, whether these double standards are necessarily due to the fact that one party is a business company while the other is a consumer was not addressed. The results of our two experimental studies, conducted among 277 (Study 1) and 264 (Study 2) participants from a Western European country by means of an anonymous self-administered online survey, demonstrate (...) that the respondents were not only harsher in their judgments of unethical business (vs. consumer) behavior, but also harsher in their judgments of unethical behavior by prosperous (vs. non-prosperous) consumers and prosperous (vs. non-prosperous) business companies (Study 1). Further, they were also less tolerant of unethical behavior by consumers (vs. one's best friend) and business companies with which they have a less than good (vs. a good) relationship (Study 2). These results indicate that double standards are due to differences in perceived wealth between subjects and in the individual's relationship with subjects. These two factors imply that double standards are not strictly reserved to consumer-business relations, but might also be used in business-business and consumer-consumer relations. Further, these results indicate that companies need to be aware of the fact that good financial figures may backfire as they might lead individuals to be more critical of a company's deceptive practices. Moreover, these findings point to the importance of businesses investing resources-and to keep investing resources-in developing a good relationship with stakeholders as these good relationships lead to stakeholders being less prone to make moral condemnations. Although organic standards and certification schemes have a crucial role in ensuring quality, safety, and sustainability within food systems, there is a need to critically analyze their implications on human capabilities within alternative food networks (AFNs). Therefore, this paper draws upon the capability approach to analyze the implications of three governance mechanisms (i.e., third-party, social control, and hybrid certification) on human flourishing within AFNs in Ceará, Brazil. The three cases primarily build on 66 interviews with farmers, consumers, AFN owners and (...) employees, certifying officials, governmental and non-governmental representatives, and researchers. Third-party certification has some positive effects in terms of material, political, and environmental capabilities and many negative effects regarding social/cultural capabilities. Social control certification bolsters material, social/cultural, political, and environmental capabilities for the benefit of farmers and consumers. Hybrid certification increases the material control, political power, social legitimacy, and environmental governance of market intermediaries. The findings can help scholars, practitioners, and policymakers rethink the role of organic standardization and certification in fostering fundamental human capabilities and tackling inequalities within AFNs. BackgroundSome persons conceived with donor gametes react negatively when they found their birth via donor conception. They request access to information about and seek to communicate with the donor. However, some countries mandate donor anonymity. Other countries allow donor-conceived persons to access donor information, but they can only use this access if their parents have disclosed donor conception to them. We investigated a thorny issue of donor conception: whether donor conception should be shifted from an anonymous basis to a non-anonymous (...) basis.MethodsWe review the issues and concerns regarding donor conception. We then consider the impact of direct-to-consumer genetic testing on donor conception, as well as the influence of donor conception on offspring’s identity and the potential of different types of donors. To discuss the future policy of donor conception, the policies on the anonymity of gamete donors were investigated using publicly-available documents in 15 countries.ResultsThe aim of mandating donor anonymity is to protect the privacy of the donor and intended parents. However, the diffusion of direct-to-consumer genetic testing may make it impossible to maintain anonymity. Birth via donor conception shapes the offspring’s identity, and the donor may further influence the development of offspring’s identity through communications. It remains important to disclose donor conception to donor-conceived offspring and to provide them with donor information. However, that information might be insufficient for some donor-conceived persons. Here are benefits to having open-identity donors and known donors. Such donors can make an agreement with the parents regarding future communication with the offspring, although both sides should respect privacy. Subsequent counseling for all parties involved can result in better tripartite communication agreements.ConclusionsIn sum, ethical and practical issues that complicate donor anonymity are driving a shift to non-anonymous donor conception, in which all parties come to a communication agreement. To pave the way for such a donor conception system, transitional measures can be put into place. For countries that already adopted non-anonymous donor conception, ensuring the communication agreements is important to protect the rights of parents, donor, and offspring. (shrink)

Three decades after their political independence, Black-African republics still search for stability. One-party states and military regimes have failed, but while both systems seem to retreat, presidentialism, the third branch of Negro-African governmentality, is likely to become a permanent phenomenon within post-colonial Central-African politics. Constitutionally rooted in presidential institutions, the single executive disposes of many instruments to establish presidentialist practices. Presidentialism itself refers to such historical precedents as the rule of traditional kings, colonial governors and nationalist leaders. lts legitimacy leans (...) on the need for comprehensible government, political stability, economic development and effective direction. Different kinds of presidentialism exist, but their classification depends on numerous criteria which are aften incompatible, and many characteristics of presidentialism can be indicated, of which the most important are patriarchy, wealth, charisma, sacralisation and historicity. Although presidentialism appears as an important aspect of the contemporary African political systems, few research has been done to explain the emergence and persistence of this phenomenon. This paper discusses the characteristic properties of List PR systems and FPTP systems, as given in Hout 2005 and Hout et al. 2006. While many of the properties we consider are common to both systems, it turns out (see Hout 2005) that the British system distinguishes itself by satisfying the district cancellation property, while the Dutch system distinguishes itself by satisfying consistency and anonymity. For scoring rules, topsonlyness is equivalent to being party fragmentation-proof (see Hout 2005; Hout et al. 2006). (...) One might present this as an argument in favour of requiring topsonlyness. The government-opposition scheme of a two-party system does not function that clearly in a multiparty system which is the case in Belgium. To examine to what extent the opposition parties in a multi-partysystem are functional for policymaking, the period 1965-1971 was chosen for Belgium, providing a complete scale of government and opposition parties.A content analysis of all political parties' platforms in 1965 permits to determine the policy objectives, classified in policy areas, so that at the end of the six years (...) a survey could be made about the completely andpartly realised planks of the platforms according to government and opposition parties, according to the party-strength which was congruent with the duration of government participation. In Belgium a distinctioncan also be made between the traditional opposition parties and the nonelitist opposition parties, which during the given period were not accepted as possible government parties by the political elite.To obtain a correct evaluation of the realisations, the approach took successively into account the absolute number of platform-planks, the number of specific items of a party and the degree of importance andsocial repercussion of the distinct planks that could be realised.Although respectively for 6, 4 and 2 years in the government the CVP, the BSP and the PVV realise approximately the same number of planks. The non-elitist opposition party Volksunie realised a smaller butstill considerable number of objectives. So did also, but to a smaller extent the RW, KP and FDP. The interpretation of these results could be the loss of distinctiveness of the government-opposition scheme in amultiparty system, the elite-consensus in Belgium, the function of the «zweeppartij» strategy and the definition of the opposition in terms of action. When making an assessment of animal welfare, it is important to take environmental (housing) or animal-based parameters into account. An alternative approach is to focus on the behavior and appearance of the animal, without making actual measurements or quantifying this. None of these tell the whole story. In this paper, we suggest that it is possible to find common ground between these (seemingly) diametrically opposed positions and argue that this may be the way to deal with the complexity of animal (...) welfare. The model will have to be acceptable for the different parties that will be affected by it and real benefits for the animal should result from it. This will be the basis of a practical ethical approach. All this can be condensed into a model that essentially is made up out of three basic elements: the classical welfare analysis with an existing welfare assessment tool, an assessment of the stockholder, and an implementation of the Free Choice Profiling technique. This new framework does not pretend to be a different or better animal welfare matrix; it is intended to integrate existing knowledge and to provide a practical tool to improve animal welfare. It identifies whether there are welfare problems on a farm, if present whether these problems are caused by the housing system or the stockholder, and what can be done to improve the situation. Purpose This paper aims to examine whether there are morally defensible reasons for using or operating websites that offer distributed denial-of-service attacks on a specified target to users for a price. Booters have been linked to some of the most powerful DDoS attacks in recent years. Design/methodology/approach The authors identify the various parties associated with booter websites and the means through which booters operate. Then, the authors present and evaluate the two arguments that they claim may be used to justify (...) operating and using booters: that they are a useful tool for testing the ability of networks and servers to handle heavy traffic, and that they may be used to perform DDoS attacks as a form of civil disobedience on the internet. Findings The authors argue that the characteristics of existing booters disqualify them from being morally justified as network stress testing tools or as a means of performing civil disobedience. The use of botnets that include systems without the permission of their owners undermines the legitimacy of both justifications. While a booter that does not use any third-party systems without permission might in principle be justified under certain conditions, the authors argue that it is unlikely that any existing booters meet these requirements. Practical/implications Law enforcement agencies may use the arguments presented here to justify shutting down the operation of booters, and so reduce the number of DDoS attacks on the internet. Originality/value The value of this work is in critically examining the potential justifications for using and operating booter websites and in further exploring the ethical aspects of using DDoS attacks as a form of civil disobedience. The first aim of the article is to present the lineage of party organizations integrating several "classical" approaches. Therefore a second aim is to set up a structural model able to catch the evolution of any typeof modern party organization.One assumes that Party Structure is an invariable element which subsumes several organizational translations. Same are protopartisan translations : leagues, armed and unarmed f actions, parliamentary groups. Some are partisan translations : modern party organizations. This assumptions means a corollary: organizations tend (...) to adapt to the kind of party competition they have to afford in order to have accessto governmental power. The model combines the assumptions in a two dimensional matrix.The first dimension is concerned with the organization's major historical goal. It takes three values : a) to elect of MP's ; b) to promote a Weltanschauung; c) to elect the President.The second deals with mobilization and takes three values : adapted 1 ° to the age of «Registration Societies» ; 2° the age of «One man, one vote system» ; 3° the post McLuhan age of electronic media.The combination of the dimensions gives three lineages: Cadre Parties including Notability Parties, Voters Parties and Indirect Parties; Mass Parties including Activist Parties and Social Integration Parties; MachineParties. The prospect of European elections has begun to alter the conditions under which national poli tical parties exercise their functions. It has brought parties to negociate common platforms and to strengthen transnational organizations. How these organizations wilt be structured, what functions they wilt assume, will be determined largely by the issue of a conflict-solving process between existing national structures, by the ability of national parties to accomplish new functions in a European system, and by the demands of that system.This study (...) presents a tentative framework of analysis for the examination of European groupings of political parties. It may help to interpret current negotiations and future actions of these organizations with reference to the criteria, structures and functions that are classically those of political parties. Cet article présente l'apport des sciences cognitives à l'évaluation des systèmes de recherche d'information. Correspondant à une ouverture par rapport au paradigme «système» de l'évaluation, l'approche cognitive présente néanmoins des limites à la fois théoriques et méthodologiques qui sont présentées dans la première partie. Dans la deuxième partie, une extension de l'approche cognitive, qualifiée d'approche holistique, est présentée à travers quatre modèles qui illustrent le fait que l'enjeu n'est pas seulement de comprendre le comportement des usagers afin d'améliorer la (...) performance des SRI mais consiste à offrir un modèle plus général expliquant l'interaction entre l'usager et l'information.This article addresses the benefits of the cognitive viewpoint for the evaluation of information retrieval systems. Cognitive sciences gave new opportunities regarding the restriction of the "match paradigm" but they have certain methodological and theoriterical limitations which are presented in the first part of this article. In the second part, an extension of the cognitive viewpoint, named the holistic approach, is presented using four exemples. This approach brings out a new challenge - not just to improve the systems' performances but to give an overall understanding model of the interaction between the user and the information process. The part‐whole and element‐system relations are usually not given a temporal interpretation. Taking a thesis of Father Bochenski as a starting point , the author first gives an adequate temporal interpretation of this thesis. Then, he shows that a divergence arises, in non‐static systems, between the system itself and the mereological sum corresponding to it at a certain instant. Therefore, any reductionism has to confront the generally neglected problem of this divergence. With the advent of the cloud computing model allowing a shared access to massive computing facilities, a surging demand emerges for the protection of the intellectual property tied to the programs executed on these uncontrolled systems. If novel paradigm as confidential computing aims at protecting the data manipulated during the execution, obfuscating techniques (in particular at the source code level) remain a popular solution to conceal the purpose of a program or its logic without altering its functionality, thus preventing reverse-engineering (...) on the program even with the help of computing resources. The many advantages of code obfuscation, together with its low cost, makes it a popular technique. This paper proposes a novel methodology for source code obfuscation that can be used together with other traditional obfuscation techniques, making the code more robust against reverse engineering attacks. Three program complexity metrics are used to define three different single-objective combinatorial optimization versions of the problem, which are solved and analysed. Additionally, three multi-objective problems are defined, those considering each of the selected metrics together with the program execution time, in order to avoid strong obfuscations penalizing the performance. The goal of the defined problems is to find sequences of LLVM optimizations that lead to highly obfuscated versions of the original code. These transformations are applied to the back-end pseudo-assembly code (i.e., LLVM Intermediate Representation), thus avoiding any further optimizations by the compiler. Classical genetic algorithms (GAs) are used to solve the studied problems, namely a basic cellular GA for the single-objective problems and the popular NSGA-II for the multi-objective ones. Dans un régime comme celui de la République populaire de Chine, où prévaut la suprématie d’un Parti-État unique, la politique et le politique constituent, a fortiori plus qu’ailleurs, la chasse gardée de l’élite dirigeante du pays, à savoir les cadres du Parti communiste. Cet article tente de saisir qui sont les élites politiques aux commandes de la Chine d’aujourd’hui à travers l’analyse du modus operandi de l’École des cadres du Parti de Shanghai. L’étude de cette institution, qui participe à la (...) régulation de la circulation des élites et constitue l’un des lieux privilégiés de la transmission et de l’exercice du pouvoir, permet, par-delà son propre fonctionnement, d’éclairer la nature et le devenir même du régime. S’il apparaît que les forces modernisatrices, en assimilant davantage l’École du Parti à un institut d’administration publique, œuvrent à la professionnalisation du métier de cadre, c’est également et avant tout afin de mieux perpétuer l’hégémonie du Parti-État unique.In a regime where the one Party-State rule still prevails, as is the case in the People’s Republic of China, the polity and politics constitute – here more than anywhere else – the private ground of the country’s ruling elite, i.e. the cadres of the Communist Party. This article attempts to grasp who the political elites in control of contemporary China are, by analyzing the modus operandi of the Shanghai Party School for Cadres. The study of an institution that takes part in the circulation of the elites and hence constitutes one of the privileged playing fields for the transmission and the exercise of power, allows, beyond the understanding of its own working, to shed light on the very nature and evolution of the regime. If the modernizing forces appear to work towards the professionalization of the cadres’ craft by equating the Party School to an institute of public administration, they ultimately do so in order to better perpetuate the supremacy ofthe one-Party system. Cet article traite des enjeux réels et pragmatiques des modes d’adresse et de désignation des femmes dans le processus de légitimation à être des personnes comme les autres. L’article s’intéresse ici aux modalités performatives du traitement de ces questions en milieu institutionnel, administratif, juridique qui passent parfois par des sanctions financières, comme cela est par exemple le cas, à un niveau global et reconnu, pour le non-respect de la loi sur la parité par les partis politiques. La discrimination langagière, (...) linguistique, des femmes est un phénomène acculturé et donc rendu invisible, qui ne peut être brisé dans sa circularité que par le fait de le rendre visible à travers des relevés et analyses de certains de ces phénomènes qui font leur quotidien. Diverses analyses de faits administratifs discriminants envers les femmes illustrent la nécessité et les difficultés d’un changement de paradigme – à savoir, en effet, les femmes sont des Humains comme les autres. Heinrich Rickert fut, avec Windelband et Lask, l’un des principaux représentants de l’école néokantienne de Heidelberg, qui se différencie essentiellement de l’école de Marbourg par la façon dont elle redéfinit l’idéalisme transcendantal à partir de la problématique de la validité, héritée notamment de la philosophie de Lotze.Les six articles réunis ici, publiés par Rickert dans la revue Logos entre 1911 et 1932, dessinent les grandes lignes d’une philosophie systématique des valeurs qui ne se veut pas seulement une théorie transcendantale du (...) valoir dans son opposition à l’être, mais aussi, en tant que doctrine des visions du monde, l’élaboration d’une réponse philosophique à la question du sens de la vie. À côté de recherches architectoniques portant sur la détermination et l’articulation des différents domaines axiologiques, mais aussi sur les problèmes généraux liés à la définition de la philosophie comme doctrine des valeurs, ces articles entretiennent une constante polémique à l’endroit de tout intuitionnisme et de toute « philosophie de la vie ». Contre le biologisme qui fait du vivant la valeur absolue et contre la dénonciation intuitionniste de la science comme intellectualisme, l’affirmation de la transcendance des valeurs garantit pour Rickert le droit d’une philosophie scientifique et critique de la culture, qui en appréhende la vie propre en rendant compte de l’articulation des valeurs et de l’effectivité empirique au sein d’un système des valeurs qui reste ouvert sur l’infinie nouveauté et l’inépuisable richesse du monde historique. The notion of “responsibility gap” with artificial intelligence (AI) was originally introduced in the philosophical debate to indicate the concern that “learning automata” may make more difficult or impossible to attribute moral culpability to persons for untoward events. Building on literature in moral and legal philosophy, and ethics of technology, the paper proposes a broader and more comprehensive analysis of the responsibility gap. The responsibility gap, it is argued, is not one problem but a set of at least four interconnected (...) problems – gaps in culpability, moral and public accountability, active responsibility—caused by different sources, some technical, other organisational, legal, ethical, and societal. Responsibility gaps may also happen with non-learning systems. The paper clarifies which aspect of AI may cause which gap in which form of responsibility, and why each of these gaps matter. It proposes a critical review of partial and non-satisfactory attempts to address the responsibility gap: those which present it as a new and intractable problem (“fatalism”), those which dismiss it as a false problem (“deflationism”), and those which reduce it to only one of its dimensions or sources and/or present it as a problem that can be solved by simply introducing new technical and/or legal tools (“solutionism”). The paper also outlines a more comprehensive approach to address the responsibility gaps with AI in their entirety, based on the idea of designing socio-technical systems for “meaningful human control", that is systems aligned with the relevant human reasons and capacities. Like the cracking of the genetic code and the creation of the atomic bomb, the discovery of how the brain's neurons work is one of the fundamental scientific developments of the twentieth century. The discovery of neurotransmitters revolutionized the way we think about the brain and what it means to be human yet few people know how they were discovered, the scientists involved, or the fierce controversy about whether they even existed. The War of the Soups and the Sparks tells (...) the saga of the dispute between the pharmacologists, who had uncovered the first evidence that nerves communicate by releasing chemicals, and the neurophysiologists, experts on the nervous system, who dismissed the evidence and remained committed to electrical explanations. The protagonists of this story are Otto Loewi and Henry Dale, who received Nobel Prizes for their work, and Walter Cannon, who would have shared the prize with them if he had not been persuaded to adopt a controversial theory (how that happened is an important part of this history). Valenstein sets his story of scientific discovery against the backdrop of two world wars and examines the fascinating lives of several scientists whose work was affected by the social and political events of their time. He recounts such stories as Loewi's arrest by Nazi storm troopers and Dale's efforts at helping key scientists escape Germany. The War of the Soups and the Sparks reveals how science and scientists work. Valenstein describes the observations and experiments that led to the discovery of neurotransmitters and sheds light on what determines whether a novel concept will gain acceptance among the scientific community. Organizations such as the EU High-Level Expert Group on AI and the IEEE have recently formulated ethical principles and (moral) values that should be adhered to in the design and deployment of artificial intelligence (AI). These include respect for autonomy, non-maleficence, fairness, transparency, explainability, and accountability. But how can we ensure and verify that an AI system actually respects these values? To help answer this question, I propose an account for determining when an AI system can be said to embody (...) certain values. This account understands embodied values as the result of design activities intended to embed those values in such systems. AI systems are here understood as a special kind of sociotechnical system that, like traditional sociotechnical systems, are composed of technical artifacts, human agents, and institutions but—in addition—contain artificial agents and certain technical norms that regulate interactions between artificial agents and other elements of the system. The specific challenges and opportunities of embedding values in AI systems are discussed, and some lessons for better embedding values in AI systems are drawn. (shrink)

Both fairness and efficiency are important considerations in market design and regulation, yet many regulators have neither defined nor measured these concepts. We develop an evidencebased policy framework in which these are both defined and measured using a series of empirical proxies. We then build a systems estimation model to examine the 2003–2011 explosive growth in algorithmic trading on the London Stock Exchange and NYSE Euronext Paris. Our results show that greater AT is associated with increased transactional efficiency and reduced (...) information leakage in top quintile stocks. For less liquid stocks, manipulation at the close declines. We also document the tradeoff between reduced spreads and increased manipulation or information leakage following the introduction of MiFID1. (shrink)

Two groups of the participants performed a primed lexical decision task where they had to discriminate between visually presented words and nonwords (e.g., flirp). Word targets (e.g., bird) were preceded by video clips depicting either semantically related (e.g., pair of hands flapping) or semantically unrelated (e.g., drawing a square with both hands) gestures. The duration of gestures (...) was on average 3,500 ms in Experiment 1 but only 1,000 ms in Experiment 2. Significant priming effects were observed in both experiments, with faster response latencies for related gesture–word pairs than unrelated pairs. These results are consistent with the idea of interactions between the gestural and lexical representational systems, such that mere exposure to iconic gestures facilitates the recognition of semantically related words. In many logics dealing with information one needs to make statements not only about cognitive states, but also about transitions between them. In this paper we analyze a dynamic modal logic that has been designed with this purpose in mind. On top of an abstract information ordering on states it has instructions to move forward or backward along this ordering, to states where a certain assertion holds or fails, while it also allows combinations of such instructions by means of operations (...) from relation algebra. In addition, the logic has devices for expressing whether in a given state a certain instruction can be carried out, and whether that state can be arrived at by carrying out a certain instruction. This paper deals mainly with technical aspects of our dynamic modal logic. It gives an exact description of the expressive power of this language; it also contains results on decidability for the language with 'arbitrary' structures and for the special case with a restricted class of admissible structures. In addition, a complete axiomatization is given. The paper concludes with a remark about the modal algebras appropriate for our dynamic modal logic, and some questions for further work. The paper only contains some sketchy examples showing how the logic can be used to capture situations of dynamic interest, far more detailed applications are given in a companion to this paper (De Rijke [33]). In January 1990, the Parti Réformateur Libéral inaugurated a brand new management, called "bicephalism ": instead of the traditional presidentialsystem, one "ticket" with a president and a vice-president was commissioned to ensure the leadership of the party.The bicephalism was only the result of a tricky internal compromise, stemming from the discontent following the return of the party in the opposition and strengthened after the defeat at the European polls.The "two-headed" system wanted to restore the credibility and to reinforce the cohesion (...) of the PRL. In fact, this genuine political "curiosity" mainly revealed the structural and ideological deficiency which made its coming possible. lts ultimate defeat - at the 24 November1991 polls - caused itsfalling down.The bicephalism was bound to an identity problem of the french Belgian liberalism but also some features of the experience refer to a more general crisis of the values carried by the old traditional political movements. Emotions can be the subject of moral judgments; they can also constitute the basis for moral judgments. The apparent circularity which arises if we accept both of these claims is the central topic of this paper: how can emotions be both judge and party in the moral court? The answer I offer regards all emotions as potentially relevant to ethics, rather than singling out a privileged set of moral emotions. It relies on taking a moderate position both on the question (...) of the naturalness of emotions and on that of their objectivity as revealers of value: emotions are neither simply natural nor socially constructed, and they apprehend objective values, but those values are multi-dimensional and relative to human realities. The "axiological" position I defend jettisons the usual foundations for ethical judgments, and grounds these judgments instead on a rationally informed reflective equilibrium of comprehensive emotional attitudes, tempered with a dose of irony. Objective of the study: To analyze the costs and profits of sugarcane production regarding the cultural practices of sugarcane suppliers. Methodology/approach: This study positions itself in this gap by comparatively analyzing 6 types of cultural practices: unraveling, windrowing, application of correctives, herbicides, insecticides and fertilizers, with the option of two systems Fixed rate (TF) and Variable rate (TV). Originality/Relevance: Brazil is a world reference in sugarcane production, with the State of São Paulo being the largest Brazilian producer. However, for sugarcane (...) suppliers to maintain this activity there is a need to reduce production costs and increase profitability/ha. However, there is a theoretical-practical gap in the financial assessment (costs and profits) of different cultural practices inherent to sugarcane production. Main results: The results demonstrated that the costs of cultural practices represent more than 30% of the total sugarcane production costs. The TF system proved to be more cost-efficient in the following operations: correctives, herbicides and insecticides. In the application of fertilizers, the TV system, in broadcast mode, had the best result. Finally, the profit/ton was R$1.70, demonstrating a very low profit margin/ha given the risk of the activity. Theoretical/methodological contributions: The sample for this research comprised 55 sugarcane suppliers from the State of São Paulo, whose data were obtained through a survey. The comparative analysis was based on the difference in costs of cultural practices and the estimation of the level of certainty (profit/costs), analyzed through the cumulative frequency carried out through the Monte Carlo Simulation (SMC).
