Charles Perrow used the term normal accidents to characterize a type of catastrophic failure that resulted when complex, tightly coupled production systems encountered a certain kind of anomalous event. These were events in which systems failures interacted with one another in a way that could not be anticipated, and could not be easily understood and corrected. Systems of the production of expert knowledge are increasingly becoming tightly coupled. Unlike classical science, which operated with a long time horizon, many current forms (...) of expert knowledge are directed at immediate solutions to complex problems. These are prone to breakdowns like the kind discussed by Perrow. The example of the Homestake mine experiment shows that even in modern physics complex systems can produce knowledge failures that last for decades. The concept of knowledge risk is introduced, and used to characterize the risk of failure in such systems of knowledge production. (shrink)

Since the SARS crisis in 2003, institutionalized emergency management systems have been established in each government level for improving inter-organizational collaboration in China. Major accidents require participation of public organizations affiliated with multiple government levels, and the lack of collaboration and coordination among the involved organizations within the critical time constraints during the response process is an existing problem. In this research, a case study of examining the intergovernmental and cross-sectoral collaboration for responding to a well-known oil pipeline explosion (...) class='Hi'>accident in China by a complex network method is conducted. The aim is to obtain managerial insights in improving the existing emergency management system in a centralized political-administrative context, such as China. A mixed method of data collection is applied to identify the participating organizations and to determine the interaction spanning organizational boundaries in both hierarchical and horizontal dimensions. An emergency response network is built and visualized for representing intergovernmental and interorganizational collaboration during the response process of the major accident by social network analysis tools. The SNA indicators are used to measure quantitatively the network structure at the levels of the whole network, subnetwork, and node. The obstacles of achieving intergovernmental collaboration are found, and managerial suggestions for improving the existing emergency management system are provided. This research indicates that the Chinese government should pay attention to establishing and sustaining partnerships with private and nonprofit organizations and conduct a blend of hierarchical, market, and network principles in fostering collaboration for addressing major accidents. The public organizations in the local government level are shown to be more active than other participators in coordinating their response operations, and their capability should be emphasized for improvement. Additionally, the interactive relationships among specific emergency function groups and between the affected communities and organizations performing emergency command and coordination function should be strengthened. Widespread commercial use of the internet has significantly increased the volume and scope of data being collected by organisations. ‘Big data’ has emerged as a term to encapsulate both the technical and commercial aspects of this growing data collection activity. To date, much of the discussion of big data has centred upon its transformational potential for innovation and efficiency, yet there has been less reflection on its wider implications beyond commercial value creation. This paper builds upon normal accident theory (...) to analyse the broader ethical implications of big data. It argues that the strategies behind big data require organisational systems that leave them vulnerable to normal accidents, that is to say some form of accident or disaster that is both unanticipated and inevitable. Whilst NAT has previously focused on the consequences of physical accidents, this paper suggests a new form of system accident that we label data accidents. These have distinct, less tangible and more complex characteristics and raise significant questions over the role of individual privacy in a ‘data society’. This essay examines the work of Ewa Lipska, who, since the publication of her first book in 1967, has been among the most acclaimed of recent Polish poets but less well known in the West than Czesław Miłosz, Wisława Szymborska, or Adam Zagajewski. We say that things happen accidentally when they do indeed happen, but only by chance. In the opposite situation, an essential happening is inescapable, its inevitability being the sine qua non for its very occurrence. This paper will investigate modal logics on a language tailored to talk about essential and accidental statements. Completeness of some among the weakest and the strongest such systems is attained. The weak expressibility of the classical propositional language enriched with the non-normal modal operators of essence (...) and accident is highlighted and illustrated, both with respect to the definability of the more usual modal operators as well as with respect to the characterizability of classes of frames. This thesis considers two allegations which conservatives often level at no-fault systems — namely, that responsibility is abnegated under no-fault systems, and that no-fault systems under- and over-compensate. I argue that although each of these allegations can be satisfactorily met – the responsibility allegation rests on the mistaken assumption that to properly take responsibility for our actions we must accept liability for those losses for which we are causally responsible; and the compensation allegation rests on the mistaken assumption that tort (...) law’s compensatory decisions provide a legitimate norm against which no-fault’s decisions can be compared and criticized – doing so leads in a direction which is at odds with accident law reform advocates’ typical recommendations. On my account, accident law should not just be reformed in line with no-fault’s principles, but rather it should be completely abandoned since the principles that protect no- fault systems from the conservatives’ two allegations are incompatible with retaining the category of accident law, they entail that no-fault systems are a form of social welfare and not accident law systems, and that under these systems serious deprivation – and to a lesser extent causal responsibility – should be conditions of eligibility to claim benefits. A woman admitted to the emergency room of a hospital died because no surgeon could be found to stop the bleeding from injuries she sustained in a farming accident. The case points to ethical shortcomings both institutionally and professionally. The call system is inadequate, and physician fears of being sued or insufficiently compensated contribute to the overall problem. This paper explores some of the basic similarities and differences between fault-based and no-fault systems of automobile accident insurance from the perspective of a U.S. state and the laws of Macedonia. The majorities of U.S. states have adopted an at-fault system of compensation and therefore share more similarities with Macedonia than the laws of a dozen U.S. states that have adopted a no-fault system. Whereas Macedonia employs a system of nearly universal health care, such is not (...) the case in the United States. The respective states have adopted either a fault-based system or a no-fault system, but in either case issues of coverage for automobile accidents is more complicated for the lack of a nationalized health care system that at minimum acts as a safety net for treatment of injuries related to automobile accidents. It is posited that complications relating to the lack of universal health care coverage in the United States has led to significantly heightened regulatory intervention by the several states such that the similarities between the free-market approach of the states and of civil law (code) systems are greater than the differences. The paper is not based on empirical data of the legal systems or the medical systems, nor is the undeniable interrelation between a medical system and the corresponding legal system with regard to insurance coverage of primarily health-based issues considered other than to highlight how both may play a part in regulation of the automobile accident insurance industry in light the involvement of public health, safety and welfare. In this paper, we reflect upon shame and humiliation as threats to personal and professional integrity and moral agency within contemporary health care. A personal narrative, written by a nurse about a particular shift in a British National Health Service Accident and Emergency Department, is provided as a case study. This is critically reflected and commented upon in dialogue with insights into the nature of shame and humiliation. It is suggested that Accident and Emergency is a locus that (...) is latently prone to dynamics of shame and humiliation, a potential exacerbated within a culture subject to externally‐determined time targets that are enforced by a top‐down system of surveillance and management. The result is that nurses may lose their sense of professional competence and responsibility, moral agency, and integrity, to their own personal detriment, as well as to the detriment of patients with whom they work. Insofar as examining a small part of a whole may suggest insights into the operation and ethos of a very large system, this very particular case study narrative/reflection has some important implications and lessons for the wider organization and provision of health care in Britain and beyond. In China, the increasing traffic pressure has created traffic policing problems such as the heavy workloads of traffic police, as well as more conflicts between traffic police and road users. The treatment of traffic policing as a semiotic practice provides both a new perspective in and a helpful approach to dealing with these problems, yet few studies have investigated how semiotic resources are used in traffic policing interactions. This article examines the supportive role of semiotic resources in traffic policing, and (...) draws upon genre and exchanges involved as an illustration. The data include three audio recordings of traffic accident handling cases in Shanghai, China. Through qualitative analysis of the data from the perspective of Systemic Functional Linguistics, this article identifies the genre stages in traffic accident handling and their logico-semantic relations, and situates the typical exchanges and moves used by traffic police in different stages. It also discusses the usefulness of semiotic resources for traffic policing and the implications of these resources in tackling the existing problems of traffic policing in China. (shrink)

Clarifying the causes of subway construction accidents has an important impact on reducing the probability of accidents and protecting workers’ lives and public property to a greater extent. A total of 138 investigation records of subway construction accidents from 2000 to 2020 were collected in this study. Based on a systemic analysis of 29 well-known accident causation models and the formative process of the subway construction accidents, we extracted the causative factors of subway construction accidents from the collected records. Furthermore, a causation analysis index system of subway accidents was proposed based on fault tree analysis, where we considered subway construction accidents as the top event and the five dimensions, i.e., human, equipment, environment, management, and safety culture, as first-level intermediate events. Moreover, 17 causative factors were considered to be related to the severity of subway construction accidents. It is found that human factors are prone to be critical to high-risk accidents. Finally, a Bayesian network was formed to explore the causative factors of high-risk subway construction accidents. Based on the combined application of FTA and BN, this study discusses the complex influence factors and their action routes to unsafe accidents in subway construction sites, and makes efforts to correspond safety decision basis for the management of China subway construction. Languages and writing systems result from satisfying multiple constraints related to learning, comprehension, production, and their biological bases. Orthographies are not optimal because these constraints often conflict, with further deviations due to accidents of history and geography. Things tend to even out because writing systems and the languages they represent exhibit systematic trade-offs between orthographic depth and morphological complexity.

In China, there have been numerous reports that doctors or other health care workers have been attacked by patients or members of patient’s families. From 2000 to 2003, there were 502 reports of violence against health care workers in the city of Beijing, in which 90 health care workers were wounded or disabled. From January 1991 to July 2001, in Hubei Province, 568 attacks on health care facilities and workers were reported, and some health care workers were even killed. In (...) Jiangsu Province, from 2000 to 2002, violent events against health care facilities and workers increased by 35% every year, with an average of 177 such events occurring each year. Those acts of violence have been attributed, in part, to the inadequacy of the legal system for handling medical disputes that was in effect prior to 2002. (shrink)

In this paper, I aim to explore Lewis’s best system analysis and how it can accommodate laws with exceptions. The Best System Account has been introduced to provide an alternative view for both minimalist and counterfactual theories of regularities. Simple regularity theory faces problems in which there is some generalization that seems to be a law or some regularities that are established accidentally. It tries to exclude the accidental generalization from the account. However, the best system analysis (...) can solve the problem of how to distinguish between laws and accidents. (shrink)

To achieve more cost-effective deterrence of unreasonable risktaking through civil liability, I propose and demonstrate previously unrecognized benefits of using simple random sampling to resolve multiple claims against a business or government defendant in the aggregate. I show that counter to intuition and prevailing assumptions and practice, simple sampling will enhance, not compromise, deterrent results regardless of the number of claims and the variety and significance of differences among them. Indeed, it can be used to resolve multiple claims that bear (...) no resemblance to one another except for targeting the same defendant. The proposal can thus be employed to increase the efficiency of resolving relatively similar claims in class and consolidated actions and, by extending the application of such collectivizing processes, lower the cost of resolving all other claims that would be adjudicated as separate actions. I close by sketching a design for a reformed civil liability system that fully integrates and exploits the law enforcement benefits of sampling to better achieve the primary social objectives of accident risk deterrence and insurance. Reinhard Lauth's Descartes ' Konzeption des Systems der Philosophie is an interesting addition to the literature on Descartes. Written by a renowned scholar of German Idealism, it does not represent an attempt to respond (...) to scholars of Descartes, to take part in the debate regarding aspects of Descartes's philosophy, nor to explain the role of Descartes's thought in the tumultuous seventeenth century, but rather to explain to scholars of German Idealism why Descartes should be considered the first and one of the greatest transcendental philosophers. It is no accident that in the index we find close to 50 references each to Kant and Fichte, while Descartes's important "rationalist" comrades, Spinoza and Leibniz, receive half as much attention; nor is it an accident that the first and last philosopher mentioned in the book is Fichte.Lauth's book is in the tradition of Gueroult's monumental Descartes selon l ' ordre des raisons (Paris, 1968, 2nd edition) and, as the title indicates, the subject of the book is Descartes's philosophy as a system, not as a collection of independent theses about various philosophical problems. However, unlike Gueroult, who concentrated on an [End Page 440] analysis of the Meditations, Lauth draws extensively on the Rules for the Direction of the Mind, Discourse on Method, Meditations, and Descartes's correspondence. That Descartes viewed philosophy as ideally constituting a system of human knowledge should not come as news to anyone who recalls Descartes's claim in the Preface to the Principles of Philosophy that all of philosophy is like a tree whose roots are metaphysics, trunk physics, and branches medicine, mechanics, and morals, or his claim in the Preface to the Meditations that there is a clear order of argumentation or reasons and that his goal is to lay bare the foundations of philosophy. How exactly Descartes's philosophy is to constitute a system is the trickier question that is Lauth's concern.According to Lauth, the order of reasons that one finds expressed in Descartes's first philosophy is not simply a series of biographical events, filling a psychological need in Descartes (cf. Alquié, La Découverte métaphysique de l ' homme chez Descartes [Paris, 1966]), but rather the "systematic path of the cogito itself" (X). And Lauth attempts to show that there is something inexorable in the way that conclusions about the world from the point of view of the thinking subject are made and follow from one another. This takes him along the well-known path of the Meditations: from the existence of the self, to the nature of the self, to the existence and nature of God, to the external world, and finally to the relation of mind and body. And here two interesting observations on Lauth's part should be singled out. First, Lauth does an admirable job in intimating the tension regarding the places of the thinking subject and God as the supreme principles in Descartes's system. On the one hand, it would seem that the thinking subject should be the highest principle in Descartes's philosophy insofar as its existence is the first thing known; but, according to Lauth, it cannot be the highest principle because it does not contain the principle of its own existence (76). On the other hand, if we claim that God is the highest principle then we must recognize that a system following from this principle must fail insofar as genuine knowledge of God surpasses the bounds of our finite, human knowledge (99-100). This article explores the genealogy of a paradox in the evidentiary logic of the press photograph. While such photographs are supposed to gain their special authority from their unmediated relationship to the events they represent, they are often illegible without supplementary graphical material. The picture press of the 1920s and 1930s, saturated with re-creations of brutal crimes and messy accidents, fashioned an elaborate system of arrows, daggers, circles and crosses added by hand in paint or ink to help guide (...) the viewer's attention to the salient detail. Examining the hybrid idiom of the photo-diagram, this article investigates how photography's indexicality and its multiplicity seek reconciliation at this revealing juncture in media history, and explores the ramifications for the evidentiary status of the press photograph in the digital era. The cost of treating a patient in an intensive care unit averages from $2,000 to $3,500 per day. At least 10–40% of intensive care patients will not survive to hospital discharge. Today, every major category of disease may be found in the modern ICU; common diagnoses are septicemia, postsurgical complications, cerebrovascular accidents, gastrointestinal bleeding, neoplasia, and respiratory failure. Reporting systems based on mobile technologies and feedback from regular citizens are becoming increasingly popular, especially as far as protection of environmental and cultural heritage is concerned. Reporting life-threatening situations, such as sudden natural disasters or traffic accidents, belongs to the same class of problems and could be aided by IT systems of a similar architecture. Designing and developing systems for reporting life-threatening situations is not a trivial task, requiring close cooperation between software developers and experts in different domains, who (...) could possibly find industrially recognized languages and notations difficult. Thus, the question is whether using simplified graphical domain-specific languages (SGDSLs) could help in creating a common communication platform. It has been revealed that domain experts have a preference for such languages as they offer good learnability, readability and ability to focus on the idea of application. The perspective of developers (technical persons) is introduced on the basis of feedback obtained from 84 students of Computer Science at the Lublin University of Technology, who attended comprehensive workshops followed by an anonymous survey. All participants received theoretical and practical training in modeling mobile software using the same set of languages as domain experts. An analysis of the results revealed that opinions expressed by technical and nontechnical persons concerning SGDSLs oriented on defining a flow of actions is consistent. Playing an important role in electromechanical systems, hydraulic servo system is crucial to mechanical systems like engineering machinery, metallurgical machinery, ships, and other equipment. Fault diagnosis based on monitoring and sensory signals plays an important role in avoiding catastrophic accidents and enormous economic losses. This study presents a fault diagnosis scheme for hydraulic servo system using compressed random subspace based ReliefF method. From the point of view of feature selection, the scheme utilizes CRSR method to determine the most (...) stable feature combination that contains the most adequate information simultaneously. Based on the feature selection structure of ReliefF, CRSR employs feature integration rules in the compressed domain. Meanwhile, CRSR substitutes information entropy and fuzzy membership for traditional distance measurement index. The proposed CRSR method is able to enhance the robustness of the feature information against interference while selecting the feature combination with balanced information expressing ability. To demonstrate the effectiveness of the proposed CRSR method, a hydraulic servo system joint simulation model is constructed by HyPneu and Simulink, and three fault modes are injected to generate the validation data. The dynamics of populations of self-replicating, hierarchically structured individuals, exposedto accidents which destroy their sub-units, is analyzed mathematically, specifically with regardto the roles of redundancy and sexual repair. The following points emerge from this analysis:0 A population of individuals with redundant sub-structure has no intrinsic steady-statepoint; it tends to either zero or infinity depending on a critical accident rate α c . Increased redundancy renders populations less accident prone initially, but populationdecline is steeper if a is greater than (...) a fixed value α d . Periodic, sexual repair at system-specific intervals prevents continuous decline and stabilizesthe population insofar as it will now oscillate between two fixed population levels. The stabilizing sexual interval increases with increased complexity provided this is accom-panied by appropriate levels of redundancy. The model closely simulates the dynamics of heterosis effects. Repair fitness is a population fitness: the chance of an individual being repaired is a functionof the statistical make-up of the population as a whole at that particular period. Populationsliving at α > α c either engage in sexual repair at the appropriate time or they die out. The mathematical properties of the model illustrate mechanisms which possibly played arole in the evolution of a mortal soma in relation to sexual reproduction. (shrink)

The teikei movement is a Japanese version of the alternative food movement, which emerged around the late 1960s and early 1970s. Similar to now well-known Community Supported Agriculture, it is a farmer-consumer partnership that involves direct exchanges of organic foods. It also aims to build a community that coexists with the natural environment through mutually supportive relationships between farmers and consumers. This article examined the history of the teikei movement. The movement began as a reaction to negative impacts of mechanized (...) and chemically intensive agriculture promoted by the Japanese government. The movement experienced a rapid expansion in the early 1980s, and then gradually declined thereafter. The organic market expansion and certification system intersected with both cultural and gender role changes, impacting the teikei movement negatively. Consequently, the membership of teikei consumer groups has shrunk. Furthermore, the March 2011 Fukushima Daiichi nuclear power plant accident caused unprece dented damage to organic farmers in the affected regions. Despite the scientific uncertain about the safety level of radiation exposure, the organic farmers and the teikei consumer groups managed the situation and found a way to inspect radiation contamination. They did so with the support by networking with other teikei-related actors. This response to the nuclear power plant accident suggests that although the level of embeddedness presumably varies among teikei actors, ethics guided by the teikei principles are effective in forging a resilient partnership between farmers and consumers and in keeping the teikei system alive as an agent for social change. The issue of how to identify the liability of subjects after a traffic accident takes place remains a puzzle regarding the SAE classification system. The SAE system is not good at dealing with the problem of responsibility evaluation; therefore, building a new classification system for self-driving cars from the perspective of the subject's liability is a possible way to solve this problem. This new system divides automated driving into three levels: i) assisted driving based on (...) the will of drivers, ii) automated driving based on the will of the manufacturers, and iii) fully automated driving based on social will. With the increase in depth of coal mining, the hydrogeological complexity largely increases and water inrush accidents happen more frequently. For the safety of coal mining, horizontal directional drilling and grouting techniques have been implemented to detect and plug the fractures and conduits that deliver high-pressure groundwater to coal mine. Taking the grouting engineering performed at Xingdong coal mine at 980 m below sea level as an example, we collected the data of grouting quantity, the loss of drilling fluid, gamma (...) value, water temperature, average water absorption, distance between grouting loss points, water pressure on coal seam floor, and aquifuge thickness at 90 boreholes in the mine to conduct grey relational analysis, first. The analysis showed that the grouting quantity was highly correlated with all other factors. Subsequently, grey system evaluation was used to evaluate the risk of water inrush from the coal seam floor. The results of risk analysis illustrated that three water inrushes from Ordovician limestone occurred in mining face 2127, 2125, and 2222 in the study area were all located in the area with a risk score higher than 65. Through grouting, the identified cracks were effectively blocked and waterproof layers beneath the coal seam floors were constructed to reduce the threat of water inrush. By comparing the risk assessment results with three water inrush cases before grouting operation, we found that water inrush areas were consistent with the area of higher risk. (shrink)

The account in Part I of this essay posited two related but distinct sequences of development: of literary systems proper and of critical systems. Or, more simply, we must recognize that literary practices and systematic ideas about them develop in different ways. Today we can see in retrospect that lyric, narrative, and lyric-narrative or narrative-lyric begin literary cultures. Systematic ideas about literature develop, however, more by accident, what seems to be the result of conditions producing important critical minds at (...) times propitious for reflection. Any full account would have to consider such things as bipropertied conceptions. This has been mentioned before, but a specific example can be given here. Chinese wen designated not merely poetry but also prose historical writing: the fu established a kind of middle ground between them. In any event, such combinations, such bipropertied conceptions, do exist in very sophisticated times. Another matter of crucial importance involves the difference between the actual or descriptive existence of a literary variety and normative or valued critical consideration of a given kind. Various evidence shows that ancient Greece had lyrics as well as narrative, and preliterary Japan, narrative as well as lyrics. In the case of Greece, we tend today to think of narrative normatively as the early literature, although Plato and Aristotle lumped it with lyric and concerned themselves almost entirely with their crucial genre, drama. As for early Japan, the narrative was largely a possession of reciters, and so few heroic cycles are left from the nondominant peoples that narrative poetry is more a supposition that a presence. But there is in what remains from early times a mixture of lyric poetry with narrative prose. That combination did not prove crucial for a systematic poetics, although it is of utmost significance for later developments. It can hardly be said emphatically enough that the literary system comes first and the critical system after some interval. But the various complexities in different cultures are such that to get our bearings we may well consider the course of literary development in a single culture. In his investigation of the concept of "Being", Aristotle relates the question of "existence" to the question "essence" and considers essence as "whatness" and quiddity. Although in his logical discussions he treats the concepts of "existence" and "whatness" separately and makes a distinction between them, but does not extend this distinction to the area of philosophical topics. But in the prepatetic Islamic system of Philosophy, explanation and distinction between "Being" and "quidity" is without doubt one of the most fundamental (...) philosophical doctrines and beliefs. In the history of Islamic philosophy, the theory of metaphysical distinction between being and essence has been attributed to Ibn Sina, but it is Farabi who for the first time has propounded clearly and decisively a two – part division between "being" and "quiddity" and has prepared the way for Avecinian philosophy. In addition to his logical distinction between "existence" and "whatness" of things he has stressed on a metaphysical distinction between them and has made this distinction the foundation of his metaphysical system. From Farabi's view, being is an inherent accident of quiddity. In this article we try to explain the concepts of "existence" and "whatness" of things and their relation as one of the most fundamental topics in prepatetic philosophy in the philosophical thought of these two great prepatetic philosophers, ie Aristotle and Farabi, with specific stress on comparing their views. Human contact is a key issue in social interactions for autonomous systems since robots are increasingly appearing everywhere, which has led to a higher risk of conflict. Particularly in the real world, collisions between humans and machines may result in catastrophic accidents or damaged goods. In this paper, a novel stop strategy related to autonomous systems is proposed. This control method can eliminate the vibrations produced by a system’s movement by analysing the poles and zeros in the model of (...) autonomous vehicles and goods. Using the pole placement technique, the motion of a system is guaranteed to be more stable, more flexible and smoother. Moreover, several control profiles are employed in the switching mechanism to choose the proper vibration-free effect. The main contributions of this paper are the recommendation of an active stopping planner using different smooth generators from a modelling study, the validation of their physical characteristics and the launching of a switching algorithm based on the socially aware navigation framework of a robot. This theoretical work is based on the virtual environment of MATLAB, and the experiment is implemented in the practical platform of an automated guided vehicle. From these results, it can be seen that the proposed approach is robust, effective and feasible for applications in storehouse management, public transportation or factory manufacturing. (shrink)

New coverage of the recent wars in Afghanistan and Iraq, and the ensuing public education campaigns by the Department of Veterans Affairs and private veterans advocacy groups combine to call the public's attention to the many potential mental health problems associated with traumatic event exposure. Indeed, since 2001, Operation Iraqi Freedom and Operation Enduring Freedom combat and peacekeeping missions have been characterized by high levels of exposure to acts of extreme violence, with often gruesome effects. Less publically discussed is the (...) fact that a surprisingly large number of United States civilians also report exposure to traumatic events, such as severe interpersonal violence, natural disasters, and serious automobile accidents. In fact, approximately 70% of randomly sampled respondents indicated that they have experienced an incident characterized by significant perceived life threat at some point during their lives. Computer ethicists have for some years been troubled by the issue of how to assign moral responsibility for disastrous events involving erroneous information generated by expert information systems. Recently, Jeroen van den Hoven has argued that agents working with expert information systems satisfy the conditions for what he calls epistemic enslavement. Epistemically enslaved agents do not, he argues, have moral responsibility for accidents for which they bear causal responsibility. Looking at the current discourse on how to teach disaster, one apparent gap is that the scientific aspect of disaster is discussed and taught mostly in isolation from its human aspect. Disaster educators seem to be primarily interested in addressing issues such as social vulnerability, community resilience, personal action-related knowledge and emotion rather than the scientific basis of disasters, whereas science educators often fail to make connections between the scientific accounts of disasters and the social and political contexts that surround (...) them. In this theoretical paper, I claim that this disconnect is problematic and that overcoming it is a key to understanding and teaching disaster in a more nuanced and comprehensive manner. Drawing primarily on science and technology studies (STS) on disaster, I explore the potential of interpreting disasters as failures of socio-technical systems, which helps us unearth the inner workings of the complex network of science, technology and society in the wake of calamities. STS challenges the dichotomous understanding of the material and social worlds and takes a view that they shape each other to constitute socio-technical systems. Taking such an approach to disaster allows a synthetic understanding of the natural, technological and human-made disasters that we are faced with in the age of uncertainty and complexity. Based on the ideas of STS and examples of recent disasters in East Asian countries, I argue that disaster education and science education can cross-pollinate in tackling the post-disaster hardship and cultivating responsible citizens. How can we identify and estimate workers’ tacit knowledge? How can we design a personnel mix aimed at improving and speeding up its transfer and development? How is it possible to implement tacit knowledge sustainable projects in remote areas? In order to answer these questions, it is necessary to distinguish between types of tacit knowledge, to establish what they allow for and to consider their sources. It is also essential to find a way of managing the tacit knowledge ‘stock’ and (...) distribution within the workforce. In short, a conceptual framework is needed to manage tacit knowledge. Based on previous works and 2 years of action research, this paper introduces such a framework and describes its partial application to support the pre-operational training and hiring in a large industrial plant in Brazil. Two contributions emerge from the research. First, the concept of ‘levels of similarity’ is introduced as a means to qualify the experience of workers and estimate the associated tacit knowledge. Second, the capability of carrying out three types of judgement properly and speedily is put forward as being a core ability of those who possess what has been called ‘collective tacit knowledge’ (Collins in Organ Stud 28(2):257–262, 2007). In practical terms, the results indicate the opportunity for companies to capitalize on the experience and tacit knowledge of their workers in a systematic way and with due recognition. Ultimately, positive impacts are expected in their absorptive capacity as well as in their management and human resources systems, accident prevention, productivity and the development of sustainable projects in remote areas. A system of description, identification and classification of factors determining driving style is proposed in the article; stable and variable factors determining driving style are studied. Driving style is analyzed within the framework of structural approach. The variable factor are: specifications and technical condition of the vehicle, class of the car, its prestige, training of the driver, social regulators, features of the road environment, psychophysiological condition of the driver. The stable factors are: individual-typological properties, the level of suitability for (...) driver”s activities, personal features of a driver and sources of activity. Five main characteristics of driving style are selected and presented: safety-risk, confidence with parking, relation to the means of security; planning-impulsivity; driving culture. There are results of empirical research directed on discovery of relationship between styles of driving activities as one characteristic of driving style, emotions typical for driver while driving and accidents. Increase of safety as a result of planning style of activities is shown. The paper offers direction of work for optimizing driving style: the formation of compensating planning style of activities, psychotherapeutic work, modeling training, psychological selection, training and education work in driving schools. As AI technologies increase in capability and ubiquity, AI accidents are becoming more common. Based on normal accident theory, high reliability theory, and open systems theory, we create a framework for understanding the risks associated with AI applications. This framework is designed to direct attention to pertinent system properties without requiring unwieldy amounts of accuracy. In addition, we also use AI safety principles to quantify the unique risks of increased intelligence and human-like qualities in AI. Together, these two (...) fields give a more complete picture of the risks of contemporary AI. By focusing on system properties near accidents instead of seeking a root cause of accidents, we identify where attention should be paid to safety for current generation AI systems. (shrink)

There are several systems which provide computer support to legal decisions. Perhaps the most significant ones, besides various computerised systems for administration, are information retrieval systems that locate statutes and documents. Other research projects, however, deal with legislation and adjudication, making it possible to use information techniques in making legal decisions. I wish to describe two decision-support programs and to link them to some theoretical findings of my former researches. What connects those programs is that they give some new information (...) for decisions on the basis of previous similar legal cases; both describe cases with the help of criteria and use diverse artificial intelligence methods for different types or criteria. The first of the two programs aims to support decisions of insurance specialists by assessing the measure of the compensation for immaterial damage. The result is given by the combination of a neural network, based upon previous judicial cases, and an expert system. The neural network gives the first assessment for the sum of compensation while the expert system refines the network's output. The other program can be used by judges and lawyers in the course of preparing a decision. Studying cases of road accidents, we find that fuzzy logic methods can help to approximate decisions actually given by judges. In this way, the process of decision making by courts and lawyers receives an additional piece of information, obtained by comparing the seriousness of the actual case with that of previous cases. One of the main problems of current theory of intentionality concerns the possibility of ahistorical intentional content, that is, content in the absence of any developmental history of the respective item. Biosemanticists like Millikan (1984) argue that content is essentially historical, while computationalists like Cummins (1989) hold that a system's current ahistorical state alone determines content. In the present paper, this problem is discussed in terms of some popular 'cosmic accident' thought experiments, and the conceptual framework of these (...) experiments is enriched by some new versions like accidental 'duplicates' without any preexisting original. As a result of these evaluations, it is argued that for an item to bear intentional content it is necessary to have a 'function' in the forward-looking sense introduced by Bigelow & Pargetter (1987). Since historicity is not necessary for functionality, ahistorical states can be intentional as long as they have functions. This result does not support computationalism, since functionality cannot be determined in terms of current ashistorical state alone, but only with reference to the present and future environmental context of the cognitive system that harbours these states. The accident at the Fukushima Daiichi Nuclear Power Plant, which occurred on the occasion of the Great East Japan Earthquake on March 11, 2011, caused enormous damage to the political, social, cultural and natural environments in Japan and still continues to create problems.What can we learn from the case of Fukushima from the viewpoint of the philosophy of technology?First, I emphasize that technology is not considered a closed system constituted only of a technological factor in the narrow sense (...) of the term, but must be considered an open system related to and constituted of various factors, including social, cultural, and natural environmental factors. In this sense, technology is inherently multidimensional.Second, as there is no guarantee that multiple factors maintain a harmonious and stable unity under various circumstances, technology inevitably brings about unintended consequences. We must always consider the unmanageable and unpredictable character of technology, which can be characterized as the “otherness” character of technology and is to be considered a central problem of the philosophy and ethics of technology. Conflicting Systems in the History of Philosophy. Hegel's logic consists, as is well known, in a chain of categories, connected by a relation of dialectic, which proceeded from the featureless Being, Nothing, and Becoming through more important ones such as Substance, Cause, and Reciprocity to the highest category of all, the Absolute Idea. Now Hegel also pointed to an interesting correlation between the categories of his logic and the dominant concepts of those philosophies that preceded his own: that is to (...) say, the logical order of categories given by him corresponded to the temporal order of the history of philosophy. Such connexion was not, however, to be regarded as an accident but as a necessary truth: for the Absolute manifested itself temporally in the form of the history of philosophy. Seeing that this contention probably contains some psychological truth and is probably assumed in Marxian interpretations of Hegel, it may be of some interest to see how far it can be substantiated. Aristotle was the founder not only of logic but also of modal logic. In the Prior Analytics he developed a complex system of modal syllogistic which, while influential, has been disputed since antiquity--and is today widely regarded as incoherent. Combining analytic rigor with keen sensitivity to historical context, Marko Malink makes clear that the modal syllogistic forms a consistent, integrated system of logic, one that is closely related to other areas of Aristotle's philosophy. Aristotle's modal syllogistic differs significantly (...) from modern modal logic. Malink considers the key to understanding the Aristotelian version to be the notion of predication discussed in the Topics--specifically, its theory of predicables and the ten categories. The predicables introduce a distinction between essential and nonessential predication. In contrast, the categories distinguish between substantial and nonsubstantial predication. Malink builds on these insights in developing a semantics for Aristotle's modal propositions, one that verifies the ancient philosopher's claims of the validity and invalidity of modal inferences. While it acknowledges some limitations of this reconstruction, Aristotle's Modal Syllogistic brims with bold ideas, richly supported by close readings of the Greek texts. (shrink)
