The devastation arising from multiple factors originating in the Earth System has reached an unprecedented level in the last decades. So much so, that global, industrial civilization can be declared the cause of the shift of climatic and geological history, on Earth, in the age of Anthropocene. Industrial civilization is therefore threatened by consequences arising from its conditions. If civilization is to endure during the climate regime of Anthropocene it will need to transform into a form that (...) allows it to coexist harmoniously within the Earth System. The concept of ecological civilization tries to formulate the principles and imperatives of this transformation. Although it originated in the USA, only in China has it, so far, become part of the public, constitutional and political discourse. This chapter focuses on the philosophical roots of its Chinese version. It illuminates the different meanings associated with the concepts of culture and civilization in Western and Chinese thinking. Although the Chinese version of the concept of ecological civilization follows several Western concepts, it emphasizes traditional Chinese patterns of thought and ways of interpreting the world, especially Daoism. Contrary to the original version of Daoism’s emphasis on the principle of ecological democracy, the Chinese version exhibits authoritarian tendencies and this is reflected in Chinese environmental policies. Finally, the chapter focuses on risks, and inconsistencies, within the concept and with other Chinese policies and suggests ways in which China repeats approaches identifiable as European and North American green policies, not only, in industrialization but, also, in pursuit of green transformation. In 2007 the Chinese government embraced ‘ecological civilization’ as a central policy objective of the government. In 2012, the goal of achieving ecological civilization was incorporated into its constitution as a framework for China’s environmental policies, laws and education, and was included as a goal in its five-year plans. In 2017, the 19th Congress of the Communist Party called for acceleration in achieving this goal. Expenditure on technology to ameliorate environmental damage, reduce pollution and reduce greenhouse (...) gas emissions has been massively increased. It is also presented and promoted as a vision for our global future, in Cornelius Castoriadis’ terminology, a new social imaginary. (shrink)

The global ecological crisis is the greatest challenge humanity has ever had to confront, and humanity is failing. The triumph of the neo-liberal agenda, together with a debauched ‘scientism’, has reduced nature and people to nothing but raw materials, instruments and consumers to be efficiently managed in a global market dominated by corporate managers, media moguls and technocrats. The arts and the humanities have been devalued, genuine science has been crippled, and the quest for autonomy and democracy undermined. The (...) resultant trajectory towards global ecological destruction appears inexorable, and neither governments nor environmental movements have significantly altered this, or indeed, seem able to. The Philosophical Foundations of Ecological Civilization is a wide-ranging and scholarly analysis of this failure. This book reframes the dynamics of the debate beyond the discourses of economics, politics and techno-science. Reviving natural philosophy to align science with the humanities, it offers the categories required to reform our modes of existence and our institutions so that we augment, rather than undermine, the life of the ecosystems of which we are part. From this philosophical foundation, the author puts forth a manifesto for transforming our culture into one which could provide an effective global environmental movement and provide the foundations for a global ecological civilization. Chinese environmentalists have called for an ecological civilization. To promote this, ecology is defended as the core science embodying process metaphysics, and it is argued that as such ecology can serve as the foundation of such a civilization. Integrating hierarchy theory and Peircian semiotics into this science, it is shown how “community” and “communities of communities,” in which communities are defined by their organization to promote the common good of their components, have to be recognized as central (...) concepts not only of ecology, but of life itself. This perspective is used to defend Lovelock’s “Gaia” hypothesis and the call of Prugh, Costanza, and Daly for strong democracy. An ethics and political philosophy is sketched based on “eco-poiesis” or “home-making,” which is equated with augmenting the life of communities, both human and non-human. (shrink)

The central place accorded the notion of ‘sustainable development' among those attempting to overcome ecological problems could be one of the main reasons for their failure. ‘Ecological civilization' is proposed and defended as an alternative. ‘Ecological civilization' has behind it a significant proportion of the leadership of China who would be empowered if this notion were taken up in the West. It carries with it the potential to fundamentally rethink the basic goals of life and (...) to provide an alternative image of the future. It could both inspire people and provide the cultural foundations for the cultural, social and economic transformations necessary to create a new world order, a world order in which humans augment rather than undermine the ecosystems of which they are part. The post-Kantians were inspired by Kant’s Critique of Judgment to forge a new synthesis of natural philosophy, art and history that would overcome the dualisms and gulfs within Kant’s philosophy. Focusing on biology and showing how Schelling reworked and transformed Kant’s insights, it is argued that Schelling was largely successful in laying the foundations for this synthesis, although he was not always consistent in building on these foundations. To appreciate this achievement, it is argued that Schelling should not be interpreted (...) as an idealist but as a process metaphysician; as he claimed, overcoming the oppositions between idealism and realism, spiritualism and materialism. The call by Chinese environmentalists for an ecological civilization to supersede industrial civilization, subsequently embraced by the Chinese government and now being promoted throughout the world, makes new demands on legal systems, national and international. If governments are going to prevent ecological destruction then law will be essential to this. The Chinese themselves have recognized grave deficiencies in their legal institutions. They are reassessing these and looking to Western traditions for guidance. Yet law as it has (...) developed in the West, particularly in Anglophone countries, which has crystallized as the tradition of ‘liberal legalism’, is in a state of crisis. Rather than being taken as a cause for despair at the legal traditions of East and West, this challenge could be taken as an opportunity to fundamentally rethink the basis of the law and its role in society and civilization. To overcome the deficiencies in the theory and practice of law in so-called ‘liberal democracies’ I will argue here that it will be necessary to revive and develop the philosophies of law associated with the ‘Radical Enlightenment’. : ‘Ecological civilization’ has been put forward as a utopia, as this notion has been defended by Ernst Bloch and Paul Ricoeur. It is a vision of the future that puts into question that which presently exists, revealing its contingency while offering an inspiring image of the future that can mobilize people to create this future. Ecological civilization is a vision based on ecological thinking, seeing all life as interdependent communities of communities. Humanity’s place in (...) nature is redefined as participating in communities, both human and non-human, including the global ecosystem. From this perspective, the end of life in both ethics and politics should be to augment life through augmenting the conditions for life, that is, through ‘ecopoiesis’ or ‘home-making’. What is involved in this has been clarified by work in biosemiotics and biohermeneutics where life is identified with semiosis, the production and interpretation of signs. Advancing biosemiotics and biohermeneutics, I will argue that living processes can be understood as proto-narratives organizing living processes to advance the conditions for life. They are inchoate in Ricoeur’s sense because they are not reflectively formulated as such but are being lived out. Developing our understanding of the world involves understanding these inter-related proto-narratives, including the proto-narrative that has operated in the creation of the biosphere and semiosphere, and recognizing the potential of human culture as part of this semiosphere to make explicit and re-emplot these proto-narratives. Most importantly, it is to make explicit and further develop the proto-narrative of the global ecosystem to augment the conditions for life. This will involve articulating a new grand narrative of not only humanity but of terrestrial life, orienting human communities at all levels to create and sustain a global ecological civilization. With the early success of the deep ecology movement in attracting adherents and with the increasing threat of a global ecological catastrophe, one would have expected this movement to have triumphed. We should be in the process of radically transforming society to create a harmonious relationship between humans and the rest of nature. Instead, deep ecology has been marginalized. What has triumphed instead is an alliance of managerialism, transnational corporations and neo-liberalism committed to replacing communities with markets and transforming (...) every facet of nature and society into means for increasing the profitability of corporations and expanding GDP. This outcome is here explained by the failure of deep ecologists to understand the ideological, political and economic forces driving ecological destruction, and thereby what is required to overcome these. To regain the initiative, it is argued, it will be necessary to recover the whole project of the Radical Enlightenment upholding the Renaissance quest for liberty that was subverted by the scientific materialism and possessive individualism of the Moderate Enlightenment. Not only will it be necessary to transform science to develop a comprehensive alternative conception of nature and humanity and its destiny, it will be necessary to revive and develop the institutions of the Radical Enlightenment to subordinate markets to democratically organized communities at multiple levels, as communities of communities committed to augmenting the life of these communities, including the life of ecological communities. Doing so will involve reformulating the grand narrative of emancipation as a dialogic, polyphonic grand narrative to orient individuals, organizations and nations to create a global ecological civilization. -/- . This short article was originally delivered as a lecture in China, The article sketches a process view of history from ancient to medieval civilization, to modernity in two major phases, and to the current transition to a constructive postmodern, ecological civilization.

The notion of ecological civilisation has become central to Chinese efforts to confront and deal with environmental problems. However, ecological civilisation is characterized by its proponents in different ways. Some see it as simply an adjunct to the existing system designed to deal with current ecological crises. Its more radical proponents argue for a socialist ecological civilisation that should be developed globally and transform every part of society, changing the way people perceive, live and relate to (...) each other and to nature, and the goals they aspire to. Ecological civilisation is a translation of the Russian notion of ecological culture, and tracing the history of ecology and the concept of culture in the Soviet Union, particularly in the 1920s, I will support this more radical view, arguing that ecological civilisation is not only underpinned by eco-socialism; it provides the means to clarify the meaning of socialism generally in a way that accords with deep assumptions of Marx’s critique of capitalism. That this notion has been officially embraced within China establishes a tradition of socialist thought that now has the potential to challenge and replace global capitalism. (shrink)

Aldo Leopold in “The Land Ethic” made the case for an environmental ethic as both a moral imperative and an unfolding historical process. In The Civilising Process, Norbert Elias shows how, in all societies, the molding of personality and the internalization of affective constraints on behavior are linked to long-term processes of social development. In terms of a common root in Darwinian/Humean naturalism, an understanding of the land ethic as an “ecological civilizing process” can shed light on the sociogenetic (...) mechanisms which are transforming, albeit slowly, the “foundations of conduct” toward the environment. In this transformation, expanded notions of kinship and proximity provide the basis for the deontological identification of community with the biosphere. (shrink)

This is Part 1 of an article aimed at defending Marx against orthodox Marxists to reveal the possibilities for overcoming capitalism. It is argued that Marx’s general theory of history as technological determinism along with his call for the dictatorship of the proletariat is inconsistent with his profound insights into alienation and commodity fetishism as the foundations of capitalism. Humanist Marxists focused on the latter in opposition to Orthodox Marxists, but without fully acknowledging this inconsistency and its implications, failed to (...) realize the full potential of Marx’s work. The outcome has been the triumph of “neoliberalism,” effectively a synthesis of the worst aspects of capitalism with Soviet managerialism. Here I argue that eco-Marxists should combine humanistic Marxism with the defence of genuine science to revive a tradition of thought going back to Aleksander Bogdanov and Ernst Bloch, and to Marx himself. However, traditional Marxists’ lack of appreciation of the importance of the “superstructure” has hindered even eco-Marxists from developing the culture required to replace capitalism. Resumo: A civilização ecológica é uma forma de civilização e possui valores culturais. No processo de desenvolvimento econômico e social, devido às diferenças nas práticas sociais, diferentes países, regiões e grupos étnicos são forçados a diferir em sua compreensão da conotação da civilização ecológica e de sua expressão externa. No contexto da diversidade cultural, o desenvolvimento da educação da civilização ecológica na China é um projeto sistemático de longo prazo, que requer a participação conjunta do povo, e pode, de modo (...) geral, ser realizado em três níveis, incluindo o nível social, o nível nacional e o nível escolar. O presente artigo argumenta que toda a sociedade é o solo para desenvolver a educação da civilização ecológica; na China, o governo é a garantia externa e as escolas são o principal campo de batalha. Nesse sentido, o governo confia essencialmente nas escolas para alcançar o objetivo da educação da civilização ecológica. Portanto, o presente artigo se concentrará no nível escolar, baseado na diversidade cultural dos dias atuais, para discutir as contramedidas para o desenvolvimento da educação da civilização ecológica, na China, que inclui o sistema de metas, professores, estudantes, currículo, metodologia e meio ambiente. Além disso, o presente artigo toma a região de Sichuan-Tibet e a cidade de Tianjin como exemplos para elaborar as ações específicas de integração da cultura ecológica étnica com a educação da civilização ecológica nas escolas. The subject of this paper is the question of China’s contribution to the establishment of an association of ecological civilizations—as seen from the perspective of a European—given the growing economic, political, and ecological influence that China has in the world today. The question is which values are likely to guide Chinese development. Can concepts like “sustainability”, “environmental carefulness”, and “common concerns of humankind” easily be integrated as topics on the Chinese agenda? Or are they likely to be expelled (...) due to some basic values and ideas in traditional (or modern) Chinese worldviews? The paper discusses a number of modern interpretations that have argued that some basic concepts in the Chinese tradition are not only congenial with, but even provide fruitful additions to the modern debate about the establishment of cooperative ecological civilizations. In the final part the strong modern influence of both Marxist conceptions and consumerist behaviour is considered. (shrink)

본 연구는 현대 문명담론을 생태학적 세계화 차원에서 체계화하기 위해 기획된 것이다. 아울러 단․복수론의 궁극적 지평의 융합으로서 메타 이론적 학문 토대를 기초함은 물론 최종적으로는 인간과 자연, 중심과 주변, 서구와 비서구 등의 이분화적 갈등 구도를 파기하고 생태학적 관계성 회복을 전제하는 생태문명학의 정립을 그 목표로 한다. 현재 인류가 직면한 여러 생태학적 위기는 단순한 물리적인 환경의 파괴를 넘어 더 많은 함의를 지닌다. 금세기 생태학적 진단은 계몽주의와 산업 혁명에 연원한 현대 문명의 여러 폐단들에 대한 뼈아픈 반성을 수렴하는 것이다. 생태 문명의 건설은 생태 회복과 관리뿐만 아니라 (...) 전체적인 사회 문화 양식의 혁신과 관련된다. 또한 여기에는 세계화를 촉발시킨 서구 근대성에 대한 비판이 담겨 있다. 왜냐하면 근대성은 인간과 자연, 인간과 인간, 서양과 동양이라는 제 존재의 관계망들을 파편화함으로써 현대 문명의 위기를 초래한 진원지로 지적되기 때문이다. 이렇게 타자와의 관계성을 배제하는 이원적 근대성은 단수적 문명의 진보 신념으로 이어진다. 서구의 문명 개념에 내포된 ‘진보 대 야만’의 구획 의식은 단선적 진보사관에 연원한 서구보편주의의 세계적 동질화 과정의 근저를 이룬다. 그리고 여기에는 서구 문명의 패권을 강제하는 강권주의 논리가 함의되어 있다. 현재의 서구문명강권주의가 근대성의 닫힘과 두절의 이항 대립 의식에 근거한다면 무엇보다도 상호 주체적 연결 고리를 인정하는 생태 지향적 근대성으로서의 열림과 소통의 인식 전환이 이루어져야 한다. 이것은 복수적 근대성에 기초한 범 인류 중심의 생태학적 관계망을 담보하는 ‘세계주의 시각’의 전일적 문명관을 요구하는 것이다. 우리가 염원하는 새로운 문명관은 인권과 생명에 위해를 가하는 일체의 강권에 대한 저항과 해체에 있다. 아울러 인류의 평화와 공존을 위해 세계인이 합심해 노력해야 한다는 상호 주체적 평등 관계를 기초로 한 세계주의적 ‘생태문명’, 즉 세계 문명 중심의 다문명적 공존주의 문명관의 각성과 구축에 있다. 이처럼 생태학적 문명관은 문명 사이의 상호 관계에 관한 어떤 규범적 패러다임을 설정하는 토대가 된다. 강조컨대 현대 문명의 내핵인 근대주의가 공존 이념과 어울리지 않는다는 점에서 공생공영의 이념을 일반화하기 위해서는 무엇보다도 인간중심주의적 근대주의 문화를 비판하고 청산해야 할 것이다. 이를 위해서는 주객 이분법을 타파하고 주체와 객체 간의 새로운 관계 설정이 중요하다. 이른바 대자연이 최고의 주체라는 자연중심주의로 회귀해야 한다. 그리고 자연 속의 모든 존재들이 저마다의 주체성을 소유하며 때문에 삼라만상이 존재의 가치와 권리가 있음을 인정해야 한다. 이를 달리 말하면 ‘자연 중심의 다주체적 공생주의 자연관’이라 할 수 있다. 이 자연관을 문명론으로 치환해볼 때 ‘세계 문명 중심의 다문명적 공존주의 문명관’ 건설의 토대로 활용할 수 있다. 생태와 문명의 교차점에는 세계 문명의 소통으로서의 ‘생태문명학’이 자리한다. 자연 중심적 세계관으로의 전회는 특정한 패권 문명 중심에서 세계 문명 중심으로의 인식 전환과 함께 그 동안 주체와 중심의 그늘에 가려져 억눌리고 소외당했던 객체와 주변의 복권을 의미한다. 특히 서구의 이분법적 차별 구도는 근대성과 접맥된 세계화 이론에 깊이 착근되어 있다. 현재의 세계 문명은 ‘세계성 대 지역성’ 내지는 ‘근대성 대 전통성’이 대립하면서 서로 거대한 압력을 행사하는 각축장이 되고 있다. 이것은 단수적 보편 문명의 세계적 일체화와 복수적 개별 문명의 자기정체성 강화의 문제로 확대 해석할 수 있다. 이로 보건대 세계화와 관련된 현대 문명담론의 최대 관건은 단․복수적 문명론의 역사순기능적인 면을 동시에 구현시킬 수 있는 보편문명론과 문명다원주의의 화해와 회통에 있다. 즉 현재와 미래의 세계는 단일의 보편 문명과 고유한 특징을 지닌 복수의 개별 문명들이 중층적으로 공존한다고 보고 ‘문명다원주의를 그 전제로 한 보편 문명에의 지향’으로 정리할 수가 있다. 또한 ‘보편 문명’이 태생적으로 서구제국주의와 접맥된다는 점에서 다원성과 타자성을 감내하는 생명관적 자애로운 보편주의가 확보되어야 한다. 본 논고에서는 이 명제들의 충족 논거로서 생태문명학의 핵심 규범과 운용 요칙 들을 각각 제시했다. Developing MacIntyre’s metaphilosophy, Whitehead’s contention that philosophy ‘is the most effective of all the intellectual pursuits’ is elucidated and defended. It is argued that the narratives through which philosophical ideas are evaluated can refigure the stories constituting societies. In this way philosophical ideas become practically effective and come to be embodied in institutions. This is illustrated by the challenge by process philosophy to scientific materialism in the face of an impending global ecological crisis. In this article the meaning and main phases of 'economization' as a civilizing process are outlined. It is argued that 'ecologization' of the current political-economic regime can in a certain sense be regarded as a continuation of this development. Due attention is given to social conditions which may be favourable or impedimental to an ecologization of 'the economy'. It is pleaded that environmental policies should used the so-called trickle-down effect to their advantage.

The ecological crisis is endangering life on Earth as we know it, giving rise to multiple protests, strikes and marches around the world, most of them lead by children and teenagers. The aim of this paper is to argue for the legitimacy of the presence of children and teenagers in political life in the current state of the ecological crisis through a seemingly paradoxical kind of participation: civil disobedience, i.e. refusal to participate. The paper will start by addressing (...) the need to think the ecological crisis and analyze its origins; it will then consider the significance of the role performed by children and teenagers in the political stances regarding the crisis on the basis of Hannah Arendt’s ontological-political thought. The main characteristic of the modern environment is the negative change by its people – destruction and pollution. Man is part of the biosphere and the technogenic transformations of the biosphere inevitably affect him. Under the influence of technogenic civilization, all spheres of human activity undergo changes, and science above all. Ecology is especially keenly aware of the challenges of technogenic civilization. It focuses on anthropogenic factors, works with the human environment. At the same time, its problem field (...) is expanding due to interdisciplinary research and the allocation of knowledge of new environmental disciplines into an independent industry. The interdisciplinarity of modern ecology is most clearly visible on the example of such a direction as informational ecology. The presence of the digital environment in human life has grown so much that it requires the separation of the digital information environment into a separate subsystem. Information ecology studies the laws of the influence of information on the formation and functioning of man. In turn, interdisciplinarity, assuming the use of knowledge from various branches of science, brings us to the problems of the collective agent of cognition and distributed knowledge. In ecology, the problems of the collective agent of cognition are implemented through crowd-sourcing technology. Ecology is a science that requires massive collection of observation data (samples of water, air, soil pollution in various, sometimes hard-to-reach corners of the planet, observation of fluctuations in the number of species of animals and plants).
